ALBUQUERQUE, N.M. (AP) The city of Albuquerque will have less ability to spend on construction projects, as estimates show that the city’s bonding capacity is expected to decrease. The Albuquerque Journal reported that about $110 million in bonding capacity is expected to be available for projects that go on the 2013 ballot. That’s down from $164 million last year. Officials attribute the lower figure to past decisions to siphon away capital money to help the operating budget, a lack of growth in property values and other economic assumptions. Albuquerque Mayor Richard Berry said the estimate underscores the importance of one of his key initiatives that aims to rein in operating spending and use the money instead for capital investments. “We’re going to starve ourselves as a city” if only $110 million to $125 million is available for capital projects every two years, he said. Berry said the $110 million figure is a

WASHINGTON In a politically explosive decision, President Barack Obama on Jan. 18 rejected plans for a massive oil pipeline through the heart of the United States, ruling there was not enough time for a fair review before a looming deadline forced on him by Republicans. His move did not kill the project but could again delay a tough choice for him until after the November elections. Right away, the implications rippled across the political spectrum, stirred up the presidential campaign and even hardened feelings with Canada, a trusted U.S. ally and neighbor. For a U.S. electorate eager for work, the pipeline has become the very symbol of job creation for Republicans, but Obama said the environment and public safety must

still be weighed too. The plan by Calgary-based TransCanada Corp. would carry tar sands oil from western Canada across a 1,700-mi. pipeline across six U.S. states to Texas refineries. Obama was already on record as saying no, for now, until his government could review an alternative route that avoided environmentally sensitive areas of Nebraska — a route that still has not been proposed, as the White House emphasizes. But Obama had to take a stand again by Feb. 21 at the latest as part of an unrelated tax deal he cut with Republicans. This time, the project would go forward unless Obama himself declared it was not in the national interest. The president did just that, reviving intense reaction. see PIPELINE page 10

The American Road and Transportation Builders Association (ARTBA) launched a “Gridlock Clock” drawing attention to the nearly 835 days that have passed since the expiration of the last multi-year surface transportation reauthorization law, known as SAFETEA-LU. “The time for congressional dithering and gamesmanship is over,” said ARTBA President Pete Ruane. “It’s now time for the Congress to do its job and take action on a long-term highway and transit investment bill.” ARTBA’s “Gridlock Clock” is featured on the home page of www.artba.org, and includes a toll-free action hotline so that the association’s members can urge their congressional delegations to pass new legislation. The grassroots mobilization is the continuation of a multi-faceted advocacy and media blitzkrieg that will be expanded during the next few months. SAFETEA-LU expired Sept. 30, 2009. Since that time, Congress has kept the highway and transit programs operating under a series of eight extensions. The continued uncertainty on a long-term bill has had negative impacts on state transportation planning process, transportation construction industry job creation and capital investment decisions. ARTBA and its members are continuing to push for a multi-year bill that, at minimum, maintains current federal highway and transit investment levels.

GOP Leadership Bashes President Over Decision to Put Pipeline on Hold PIPELINE from page 1

“This announcement is not a judgment on the merits of the pipeline, but the arbitrary nature of a deadline that prevented the State Department from gathering the information necessary to approve the project and protect the American people,” Obama said in a written statement. “I’m disappointed that Republicans in Congress forced this decision.” Republicans responded unsparingly. “President Obama is destroying tens of thousands of American jobs and shipping American energy security to the Chinese. There’s really just no other way to put it. The president is selling out American jobs for politics,” House Speaker John Boehner, R-Ohio, said. Insisting that the pipeline would help the economy, he declared: “This is not the end of the fight,” signaling that Republicans might try again to force a decision. The State Department said the decision was made “without prejudice,” meaning TransCanada can submit a new application once a new route is established. Russ Girling, TransCanada’s president and chief executive officer, said the company plans to do exactly that. If approved, the pipeline could begin operation as soon as 2014, Girling said. It did not take long for the Republicans seeking Obama’s job to slam him. Newt Gingrich, campaigning for the GOP presidential nomination in South Carolina, called Obama’s decision “stunningly stupid,” adding: “What Obama has done is kill jobs, weaken American security and drive Canada into the arms of China out of just sheer stupidity.” Republican presidential front-runner Mitt Romney said the decision was “as shocking as it is revealing. It shows a president who once again has put politics ahead of sound policy.” Project supporters say U.S. rejection of the pipeline would not stop it from being built. Canadian Prime Minister Stephen Harper has said Canada is serious about building a pipeline to its West Coast, where oil could be shipped to China and other Asian markets. Harper on Jan. 18 told Obama he was profoundly disappointed that Obama turned down the pipeline, Harper’s office said. Alex Pourbaix, TransCanada’s president of energy and oil pipelines, said the company soon will have a new route through Nebraska “that everyone agrees on.” The proposed $7 billion pipeline would run through Montana, South Dakota, Nebraska, Kansas and Oklahoma en route to Texas. The pipeline is a dicey proposition for Obama, who enjoyed strong support from both organized labor and environmentalists in his winning 2008 campaign for the White House. Environmental advocates have made it clear that approval of the pipeline would dampen their enthusiasm for Obama in the upcoming November election. Some liberal donors even threatened to cut off funds to Obama’s re-election campaign to protest the project, which opponents say would transport “dirty oil” that requires huge amounts of energy to extract. But by rejecting the pipeline, Obama risks losing support from organized labor, a key part of the Democratic base, for thwarting thousands of jobs. “The score is Job-Killers, two; American workers, zero,” said Terry O’Sullivan, general president of the Laborers’ International Union of North America.

O’Sullivan called the decision “politics at its worst” and said, “Blue collar construction workers across the U.S. will not forget this.” Yet some unions that back Obama oppose the pipeline, included United Auto Workers, Service Employees International Union and Communications Workers of America. TransCanada said the pipeline could create as many as 20,000 jobs, a figure opponents say is inflated. A State Department report last summer said the pipeline would create up to 6,000 jobs during construction. Obama appeared to have skirted what some dubbed the “Keystone conundrum” in November when the State Department announced it was postponing a decision on the pipeline until after this year’s election. Officials said they needed extra time to study routes that avoid an environmentally sensitive area of Nebraska that supplies water to eight states. The affected area stretches just 65 mi. through the Sandhills region of northern Nebraska, but the concerns were serious enough that the state’s governor and senators opposed the project until the pipeline was moved. The new route, which has not been chosen, would have to be approved by Nebraska environmental officials and the State Department, which has authority because the pipeline would cross an international border. Obama said his decision does not “change my administration’s commitment to American-made energy that creates jobs and reduces our dependence on oil.” To underscore the point, Obama signaled that he would not oppose development of an oil pipeline from Oklahoma to refineries along the Gulf of Mexico. TransCanada already operates a pipeline from Canada to Cushing, Okla. Refineries in Houston and along the Texas Gulf Coast can handle heavy crude such as that extracted from Canadian tar sands — the type of oil that would flow through the Keystone XL pipeline. Sen. Kent Conrad, D-N.D., said he doesn’t believe the Keystone XL is a dead project. He said the Obama administration did not have enough time to review the project, given the Republican-imposed timeline. “I don’t believe this is the end of the story,” Conrad told The Associated Press. “My personal view is that it should be constructed. It’s clear Canada is going to develop this resource, and I believe it is better for our country to have it go here rather than Asian markets.” Bill McKibben, an environmental activist who led opposition to the pipeline, praised Obama’s decision to stand up to what he called a “naked political threat from Big Oil.” Jack Gerard, the oil industry’s top lobbyist, had said that Obama faced “huge political consequences” if he rejected the pipeline. “It’s not only the right thing, it’s a very brave thing to do,” McKibben said. “That’s the Barack Obama I think people thought they were electing back in 2008.” Associated Press writers Dina Cappiello, Laurie Kellman and Sam Hananel in Washington, Shannon McCaffrey in Warrenville, S.C., Ramit Plushnick-Masti in Houston and James MacPherson in Bismarck, N.D., contributed to this report.

William Charles Construction Goes Green With Komatsu By Brenda Ruggiero CEG CORRESPONDENT

The Komatsu HB215-1 hybrid excavator is one of the key building blocks currently being used by William Charles Construction in Loves Park, Ill., to help the company achieve its goals. “William Charles has had a sustainable approach for decades,” said Jeffrey Gregory, vice president. “Before it was even in vogue, we were into recycled paving and were reusing our methane gas from landfills. Our mission is to be environmentally conscious in everything that we do. To meet that objective, there is great value in working with a partner such as Komatsu because their development of hybrid puts us on the same page. Working with Komatsu is one more step in our efforts to be environmentally conscious. We’re pleased with their hybrid equipment and how it’s helping us achieve our goals.” Gregory Kittle, William Charles’ vice president of purchasing, explained that William Charles is an opportunity-driven company with a long history of investing in challenging opportunity areas, whether they be in energy, construction, landfill development, or real estate. “Whatever the high opportunity is, that’s really where we’re driven,” he said. “We look at opportunities, analyze them very well, then develop partnerships with those who have core skills.” Kittle noted that fleet integration has been challenging for the company and the construction industry in general, depending on the area of the country. He stated that the company is driving toward finding the right solution for increasing the tier level of its portfolio. “For example, if a typical tractor starts its fleet at a Tier II as an average, our goal is to increase that,” he said. “We don’t want to rebuild more [retrofit individual machines with newer cleaner engines to increase the tier level of the fleet], but we’d like to analyze the fleet and time machine acquisitions with regards to operating expense. Then, we can get down to the machine level and account for what the [machine’s] equity is in the market today [to better time the machine’s placement].” He explained that by doing so, a couple of things are accomplished. One is that it minimizes the operating rate that’s required. It also increases the tier level and the fleet average. “There are some areas of the country — New York or California in particular — where drive emission standards are more strict than EPA regulations,” he said. “As we all know, CARB [California Air Resources Board] is able to create its own rules, so a lot

of cities in North America are adopting CARB’s rules rather than EPA’s. So if Tier III is acceptable to the EPA, that does not mean it’s acceptable with some of these other governmental standards. The hybrid allows us to increase our tier profile. It also provides a good message to our customers and to the cities that we’re interested in, so our hope is that the hybrid will provide a real life return in fuel savings, but it also provides an opportunity to increase what’s called our soft return in regards to our green image.” William Charles learned of the hybrid through its affiliated company in New York, where one of the contractors on a joint venture job had one. They were able to operate the machine, see how it performed, and do some performance analysis as well. “The reason we were interested in Komatsu’s technology is based on a relationship that we have with Komatsu,” Kittle said. “Komatsu is a preferred supplier for William Charles and its affiliates. We work with multiple Komatsu dealers, and Komatsu has found a means by which to bridge that challenge for us. We highly value our relationship with Komatsu. Jenkins Davis [director of major accounts, Komatsu America Corp.] has done an outstanding job for us, and he and the dealer network are the primary reason we’ve chosen Komatsu and included them in our purchasing program.” Davis noted that Komatsu is very excited

about that fact that William Charles is willing to take a step forward and put into their rental fleet the HB215-1 hybrid excavator that they are currently renting from Roland Machinery. Komatsu is the first manufacturer in the world that developed and introduced a hybrid excavator and is the only manufacturer that has it in mass production and commercially available for customer purchase, according to Davis. “The hybrid excavator has actually been in mass production since 2008,” said Armando Najera Jr., product manager of Komatsu America Corp., who is responsible for the machine. “Currently, we have over 1,000 machines in the field worldwide, and that puts us at about a million actual operating hours in the field with customers. The HB215-1 is actually the second-generation machine, and it is a green machine. It has a hybrid electric system based on an electric swing motor that provides not only fuel savings, but additional power. So, in essence, the hybrid is a green option for the customer, but it’s also a stronger machine as well. We can see anywhere from — on a typical operation on a mixed-use basis — an average of a 25 percent fuel savings based in comparison to our conventional PC 200LC-8.” Davis explained that the 20-ton (18 t) size excavator was chosen for its strategic opportunity since it is the single largest machine

population on the market. “It’s Komatsu’s corporate initiative to get the technology into the customers’ hands so that it is understood and embraced, because there are future plans for expanding the hybrid lineup,” he said. “The technology is scalable. That is within the excavator and even potentially maybe even other product lines as well, so this is our first entry into that size class. It stands the best chance of getting as many machines out there as possible. We feel it’s a good turnkey solution for a customer who wants to have that green footprint image.” Dan Johnson, William Charles’ vice president of equipment, noted that the machine is currently being utilized with the company’s underground pipe crews and has been used throughout the entire season. They acquired it around the middle of May. “It’s been on numerous job sites, but it’s been basically with that division,” he said. “It’s been used for sanitary sewer work and underground work, we’ve used it for electrical conduit, and we try to utilize it for the swinging of the machine. We hope to roll it into the fleet with the rest of our equipment. It’s been a very good machine, and reliable. Up time is a huge part of our business, so it’s been a good machine.” Kittle noted that the benefit of the HB2151 is that it is a more productive machine, and see HYBRID page 26

Dig for San Francisco’s Transport Terminal Unearths Artifacts By Beth Duff-Brown ASSOCIATED PRESS

SAN FRANCISCO (AP) The big dig for San Francisco’s multibillion dollar transportation terminal has unearthed some artifacts from during and after the city’s heady Gold Rush days, including opium pipes from a Chinese laundry and a chipped chamber pot found in a backyard outhouse. The 70 artifacts have city archeologists eager for more and local residents pondering the ground beneath their feet. “It’s not often that you get a chance to stop for a moment and have a window into what used to be,” said James M. Allan, an archeologist with William Self Associates, the firm ensuring the items are unearthed and preserved. “It gives you pause.” The $4 billion Transbay Transit Center under construction in the South of Market financial district is billed as the “Grand Central Station of the West.” The 1 millionsq.-ft. (90,000 sq m) bus and train station will serve as the northern end of California’s planned high-speed rail line between San Francisco and Los Angeles; the West Coast’s tallest skyscraper is slated to rise above the center. It’s all sleek and modern — and on the same blocks once inhabited by workingclass Irish immigrants and Chinese laborers who lived back to back on the sand dunes of

the busy Gold Rush port known as Yerba Buena Cove. They were the Donahues and the Dollivers, the Wings and the Lings, and the now-seemingly quaint accoutrements of their lives are being unearthed: clay opium pipes and ceramic tea pots from China; French perfume bottles; dainty English serving dishes, apothecary jars and the heads of hand-painted porcelain dolls; as well as animal bone toothbrushes and abandoned chamber pots. They all date back to the mid-to-late 1880s, when the cove was reclaimed and clapboard houses went up on Mission, Natoma and Minna streets, between First and Beale. They were filled with Irish, Swedish, German and Italian immigrants, as well as the Chinese who had come during the Gold Rush and then stayed on to help build the railroads and bridges. Today’s residents and workers can see the exhibit in the lobby of the building that houses the Transbay Joint Powers Authority. “I live and work in the neighborhood so I’ve been walking by the excavation site for a while and resisting the temptation to sneak in and see what might be lying around,” said Tom Pagel, an investment adviser. “The neighborhood has changed so much in a relatively short period of time. It’s a big evolution and gives you a glimpse into how the world has changed in those years.”

The artifacts are accompanied by historic photos and documents, including an 1885 article from the San Francisco Chronicle in which Irish landlords — J.S. and Mary W. Dolliver — were seeking $500 in damages from Ah Wing and 11 Chinese tenants for the “offensive smells from the laundry that have injured the rental value of the plaintiff’s premises.” Today, Ming Ng is a Chinese engineer with a firm that hopes to work on bus storage for the new terminal. He had just held a meeting with Transbay officials upstairs and checked out the exhibit as he was leaving the building. “It’s very interesting to see the pottery compared to the metal things that are all rusted and ruined,” the engineer said, looking at a pristine blue-and-white Chinese tea pot, then pointing toward a rope pulley and iron chisel found in the back yard of a brick mason. “The pottery looks almost new,” he said. He then smiled and noted, “That’s the Chinese character for longevity.” Allan said the artifacts were not necessarily unique and that they expect to unearth hundreds more. “What is unusual is that we were able to identify the people and occupations of the early Gold Rush,” he said. “When the Gold Rush started in the 1850s, the miners came here and there was no place for them to live,

so they lived in the sand dunes and then tent camps. We found the evidence: a wooden floor and a lot of bottles, barrels, a privy, leather shoes and boots.” They would have worked in the Risdon Iron Works — which built pipes for Hawaiian plantations — the Selby Smelting Works, Miners Foundry or the San Francisco Gas and Light Co. Allan said his favorite find was an oblong, earthen storage jar found fully intact. The unglazed pot with a thin neck and bulbous belly was used to store grain, olives or water. “It’s the equivalent of today’s plastic water bottle in that they were used, and used, and then thrown away,” Allan said. He also likes a porcelain chamber pot found at the bottom of an outhouse. It might have been part of a toiletry set sold by Sears back then for $2.25. “Typically that goes under the bed and you use it at night so you don’t have to go out and use the privy,” Allan said. “I found it sort of ironic that we would find a chamber pot in the privy.” Ellen Joslin Johnck, an archeologist who ducked in to see the exhibit, said the items should give San Franciscans “pride and ownership” of their city. “To me, this lends more understanding and a greater appreciation for what it took to build this great city,” she said.

Panama Canal Expansion Worries LA-Long Beach Ports LOS ANGELES (AP) Business, labor and public officials fear expansion of the Panama Canal could cut cargo business by a quarter at the twin Los Angeles-Long Beach ports, which currently handle 40 percent of the nation’s imported Asian cargo. The widening and deepening of the Panama Canal, which will be completed in 2014, would allow huge freighters to bypass West Coast ports and head directly to terminals on the Gulf and East coasts.

The biggest ships that can squeeze through the Panama Canal now carry 4,400 to 5,000 containers. The widening project will allow ships with 12,600 containers. The Los Angeles Times reported Dec. 29 that there are concerns the region’s role in international trade is at stake. The Los Angeles-Long Beach port complex is the nation’s biggest and the world’s sixthbusiest. “Worst case, there could be a 25 percent diversion from Los Angeles-Long Beach,” economist

Paul Bingham said. “That’s upward of 3 million cargo containers. That’s a lot of dockworkers who don’t get work, truckers with less to haul and trains that don’t run.” Cargo movement employs more than 500,000 people, directly or indirectly, in Southern California. The ports, neighboring cities and railroads plan improvements in an effort to keep the region competitive, including plans to speed loading of cargo onto trains, eliminate bottlenecks and increasing

capacity. But opposition from some residents, environmental groups and others could jeopardize those efforts, according to a coalition of business, labor and government that calls itself the Jobs 1st Alliance. Two Long Beach City Council members, for instance, moved to block construction of a new railroad freight complex near the ports because of fears it would increase pollution and force relocation of small businesses. The coalition said the rail proj-

ects and other improvements are crucial to luring regional trade. “To protect these jobs, we need to get these projects completed,” alliance president Wally Baker said. “But every time it looks as though progress is being made, someone tries to move the finish line.” The coalition has started a Beat the Canal campaign, using Facebook and a Web site in its mission to get faster action and fight environmental reviews.

Experts Say Aging Levees Could Be Vulnerable If Breached PLAN from page 1

and local governments over the last 150 years — is no longer adequate. The Central Valley, once a mostly agricultural area that was lightly populated, has experienced rapid development and population growth. “The system is based on antiquated technologies, so you have to upgrade it and keep in mind changing societal demands,” said Jeffrey Mount, professor and founding director of Center for Watershed Sciences at UC Davis. “Modern flood control is wickedly complicated, because it has to take into account a lot of factors.” Experts say the aging levees, if breached, pose a great threat to life, property and the state’s drinking water supplies. Central Valley’s flood risk ranks among the highest in the nation. While officials have long known the system was neglected and in disrepair, it’s the first time they have studied it as a whole, come up with long-term solutions and a priority for investments. More than half of 300 mi. of aged urban levees do not meet modern design criteria, according to newly released analysis. And about 60 percent of 1,230 mi. of non-urban levees have a high potential for failure from under-seepage, through-seepage, structural

instability, and/or erosion. In addition, about half of the 1,016 mi. of channels are believed to be inadequate to handle projected flooding. And two bridges are in need of repairs. About 1 million Californians now live in floodplains, and levees protect an estimated $69 billion in assets, including the state’s water supply system, major freeways, agricultural land and the valley’s remaining wetland and riparian habitat, said Mike Mierzwa, senior engineer in the Central Valley Flood Protection Office. “The challenge that we have is that the flood management system in the valley is dated and is not functioning in ways it was designed,” Mierzwa said. “We have people living behind levees which were meant to protect farmland.” In 2006, in the wake of Hurricane Katrina, former Gov. Arnold Schwarzenegger declared a state of emergency for California’s levee system and ordered emergency levee repairs to the 33 most critical spots at a cost of $175 million. That same year, state voters approved nearly $5 billion in bond funds for flood protection projects

statewide. Legislators also mandated that the state develop a plan to reduce flood risks and guide the investments of the bond money.

The plan doesn’t call for specific projects, but offers recommendations. Those include extensive bypass expansion and the construction of a new bypass; major improvements to intake, weir and gate structures; sediment removal projects; urban and rural levee repairs; fish passage improvements and ecosystem restoration. The plan doesn’t recommend building new reservoir storage, which is very expensive. Focusing on other projects beyond levee repairs is a good step forward, Mount said. reasonable estimate. It makes sense to start with a lower figure and add to it if economic conditions improve, his administration said. City Council member Dan Lewis, chairman of the committee that handles budget matters, said that even if the initial figure proves to be too conservative, the final bond package is sure to be smaller than last year’s. Over the last decade or so, the city has switched more and more of its tax revenue away from the capital program and used it instead for basic operating expenses. At the time, there was a fear the city was building too many big projects, such as museums and the like, that it couldn’t afford to operate. In any case, the city could have afforded a bond program of about $210 million next year if it hadn’t moved so much of its property-taxing authority to operations, said Lou

Hoffman, Albuquerque’s director of finance and administrative services. Another significant factor in the low estimate is the lack of growth in property-tax values, he said. “Growth basically stopped,” Hoffman said. “We don’t know when it will return.” Bernalillo County Assessor Karen Montoya said the tax values simply reflect the market. “Our numbers are based on economic conditions,” she said. Berry, meanwhile, is pushing ahead with a new capital program. Berry and the city council have agreed to set aside $3 million in annual spending that could be used to issue up to $50 million in bonds for the reconstruction of Paseo del Norte and Interstate 25. But that effort is intended to supplement the main bond program, not fill in for lost revenue.

the fuel efficiency is far superior. “It would be one thing simply to have the machine, but if you lost productivity, that would be a non-starter for us,” he said. “Productivity still charges the decision-making, simply because, although we want to be a good environmental steward, we have to do it in a profitable way. With the initial cost of the investment, there are two return streams in the HB215-1, which is unique. In this case, we get two returns. We get substantial fuel savings as well as an increase in productivity, and that is ideal in our circumstance.” Kittle offered his praise for Komatsu technology. “It’s world class,” he said. “Some of the Tier IV Interim technology that I’ve seen is really world class, and we get the opportunity to incorporate that into our fleet. It has been very well received, and our hope going forward is that we continue to find those kinds of opportunities for simultaneously increasing our tier profile on our fleet. And so, our hope is that Komatsu would add this technology to the entire excavator product line, because we see a very solid return of the additional investment.” Johnson noted that the operation of the machine isn’t very different from a normal excavator, so it doesn’t take a lot of time for operators to get used to it. “The initial getting in the seat took a little bit of time, but once they got past that, they liked the machine,” he said. “They’ve mentioned that the cab is really comfortable, and the controls are well placed. When we first took it out, we had a couple of hours of training that was provided.” One of the noticeable differences is that the hybrid is quieter. “When you normally operate a machine, you use the sound as a subconscious input, so you don’t really think about it,” said Najera. “With the hybrid running at a lower engine RPM because of that additional electrical stored energy, it’s able to run at that lower RPM so the engine does not have the same sound profile. So initially, if an operator doesn’t put his finger on it, he can’t figure out what’s missing. That was part of the role in training — to point that out so they know they’re not going to hear it and they should try to adjust for it. The operator is expecting to hear certain engine sounds and he’s not, so he has to somehow get used to that — almost unlearn it. “One thing that Komatsu was very conscious of in developing the hybrid was making the technology as seamless as possible. The worst thing we could have done was put in a new seat, a new cab, a new monitor panel, new joysticks … Right now, if you sit in the machine, there are times that you

probably forget you’re in the hybrid. And that was our goal — to try to make it as transparent and seamless as possible so that any typical operator can get in, and with a little bit of instruction, can just take off on his own.” Johnson noted that even though the hybrid is quieter, it is still a very powerful machine. “People think that if they’re not hearing this loud engine roar all the time, the machine is not going to have the power that this HB215 does have,” he said. “It has every bit of power that a conventional machine has. It’s quick and very powerful.” Najera explained that the hybrid system is based on an electric swing motor, making it very similar to a hybrid car system.

So essentially, that’s what the operators are seeing, and it’s helping them see the additional power and productivity because of that hybrid boost in reserve energy.” Kittle noted that the acquisition of more hybrid machines will be discussed in the company’s budget planning. Factory Hires, Construction Boost Economy at Year’s End By Christopher S. Rugaber AP ECONOMICS WRITER

WASHINGTON (AP) U.S. manufacturers ended 2011 with their best month of growth since the late spring. And the struggling construction industry spent more on projects for the third time in four months. The data bolstered hopes that the economy is gaining momentum and helped Wall Street start 2012 with a bang. Factories hired more workers in December, saw the most growth in new orders since April and ramped up production. U.S. builders spent more in November on single-family homes, apartments and remodeling projects. The strong reports correspond with other positive signs for the economy. Consumer confidence is up, unemployment benefit applications have tumbled and the unemployment rate is at a three-and-a-half-year low. Economists caution that Europe’s debt crisis will likely slow global growth in the first half of the year. But on Jan. 3, the outlook was mostly positive. The Institute for Supply Management, a trade group of purchasing managers, said its manufacturing index rose to 53.9 from 52.7 in November. Readings above 50 indicate expansion. The Commerce Department said spending on construction projects rose 1.2 percent in November. The increase was the largest since a 2.2 percent rise in August. “The trend for the U.S. economy is most decidedly to the upside,” said Dan Greenhaus, an analyst at brokerage firm BTIG LLC in New York. While that’s barely half the $1.5 trillion that economists consider healthy, home construction has begun a gradual rebound and likely added to the nation’s economic growth in 2011. Spending jumped 9.5 percent on home improvement projects in November. It rose 1.5 percent on single-family home construction and gained 1.3 percent on apartment building. “While spending on single-family construction still remains extremely depressed, it has now increased for six straight months and looks consistent with other indicators signaling some improvement in the housing market,” said

Daniel Silver, an economist with JPMorgan Chase. The U.S. economy still faces plenty of challenges. Europe is likely already in recession because of its ongoing debt crisis. A separate survey of European manufacturers released earlier in January found that factory activity shrank last month for the 17 nations that use the euro. “It is hard to see the U.S. economy strengthening this year when the euro-zone is on the cusp of a potentially severe recession and when growth in Asia is set to slow,” said Paul Dales, an economist at Capital Economics. Consumers could also pull back on spending. That would hurt growth because consumer spending accounts for 70 percent of economic activity. But for now, Americans are feeling a little better about the economy. The Conference Board said that its consumer confidence index rose in December to the highest level since April. And the number of people applying for unemployment benefits each week is dropping steadily, evidence that companies are cutting fewer jobs. Weekly applications have dropped by 10 percent in the past three months. Employers are hiring more workers, too. The economy generated an average of 143,000 net jobs a month from September through November. That’s almost double the pace for the previous three months. The economy likely grew at an annual rate of 3 percent or more in the final three months of this year, analysts say. That would top the 1.8 percent growth rate in the JulySeptember quarter, and the 0.9 percent growth rate in the first half of the year. Analysts forecast a modest expansion of 2.4 percent in 2012, an Associated Press survey of economists found.

The mine rescue contest will be held on April 3-5, 2012 at the International Union of Operating Engineers Local 150 Apprenticeship and Skills Improvement Training Facility near Wilmington, IL. This is an indoor, climate controlled facility, and it is one of the finest venues in the country for a regional mine rescue contest. The first aid contest for surface operations will be held in Duluth, MN on May 17, 2012 at a venue to be determined. Our 2011 contest drew nine 2-person teams from six mining operations. We hope to grow the contest in 2012 to include more teams from more mines throughout the Midwest region.

Dynapac’s PL500T and PL500TD, a new generation of 20-in. (51 cm) compact cold planers are available as three- or fourwheeled units. Increased engine power ensures improved performance and a maximum cutting depth of 6.3 in. (16 cm) for the PL500T and 7.9 in. (20 cm) for the PL500TD. Each model is powered by a step-3 compliant Cummins QSB 4.5 C110/C130 diesel engine. Engine ratings of 110 hp (82 kW) 112 PS at 2200 rpm for the PL500T, and 130 hp (97 kW) 132 PS for the PL500TD offer an increased output compared to similar sized competitive models, according to the manufacturer. Special drums for demarcation work and fine spaced cutting drums are easy and quick to change. Smaller drums with an adapted scraper blade and a side cutting wheel are available as options on both models. Dynapac’s hydraulically operated front sealing of the cutter housing, adapted to the shape of the cutting drum, minimizes the accumulation of the milled material. This reduces labor time at the end of the cutting

track. Also available as an option on both models is Dynapac’s parallelogram front axle. This design offers increased traction, reduced wear and tear, and improved wheel control in case of a height difference for the front wheels, according to the manufacturer. Considerable attention has been paid to the ergonomic design of the planers. Vibration has been minimized on the operator’s platform. The controls and instrumentation have been positioned to face toward the operator for ease of operation and all-around visibility, particularly of the cutting areas. As an option, the PL500T and PL500TD can be fitted with a 39.5-in. (100 cm) conveyor for loading a wheel loader bucket, or with an 18-ft. (5.5 m) conveyor for loading trucks. Additional options such as a weatherproof canopy, a hydraulically foldable right rear wheel, or the Dynapac electronic leveling system optimize the new planer for the job site.

Bergkamp Mobile Stockpile Allows Maximizing Paving Time Bergkamp Inc., based in Salina, Kan., offers the new mobile stockpile, a fully mobile material transfer and storage trailer that increases paving time, reduces costs, simplifies job management and minimizes overweight truck citation risks. It eliminates the need to find off-site stockpiles — one of the biggest challenges preservation contractors face today, according to the manufacturer. Standard trucks bring aggregate and emulsion directly from the supplier and load the Mobile stockpile, which is located on the job site. Then, truck-mounted slurry seal or micro surfacing pavers can easily connect to it and be fully replenished with material onsite in less than 10 minutes. Traditionally, contractors working to apply high-quality surface treatments require multiple pavers, which often act as haul trucks for more than 70 percent of the job, making multiple trips between the off-site material stockpile and the job site to reload with material. Because this static stockpile is on-site, these multiple longer distance trips are eliminated, so fewer pavers can do more work in less time. The result is better optimization and allocation of workers, fewer pavers per job, less paver idle time and reduced fuel costs — all of which reduce overall production costs. Using standard dump trucks to load the mobile stockpile with aggregate, and tankers for emulsion, contractors avoid the risk of receiving overweight citations due to overloaded pavers driving to the job site from an off-site stockpile location. Water is replenished via a tanker or hydrant through its 50ft. (15 m) hose reel transfer. The mobile

costs. The mobile stockpile is compatible with most equipment manufacturers’ slurry seal and micro surfacing pavers. Aggregate is dumped into the inlet hopper located at the rear of the unit. The material is then transferred to the 21.5 cu. yd. (16.4 cu m) main hopper on an enclosed 32-inch (81 cm) inlet conveyor at a speed of up to 6 tons (5.4 t) per minute. The main hopper can either store the material or simultaneously transfer it during filling via a 24-in. (61 cm) discharge conveyor. The discharge conveyor moves the aggregate up a 28-degree angle before leveling out horizontally toward the discharge end to make a smooth aggregate transition to the slinger conveyor. The slinger conveyor extends and throws the material into the truck-mounted paver at a rate of 3 tons (2.7 t) per minute, retracting and slowing down as the truck evenly fills up to avoid over filling or spilling of the aggregate. Asphalt emulsion is loaded from a tanker evenly into four separate tanks on the mobile stockpile that together hold 6,000 gal. (22,712 L) of asphalt emulsion. It is then pumped into the truck-mounted paver’s asphalt emulsion tank. The mobile stockpile weighs 40,650 lbs. (18,438 kg) empty and 147,900 lbs. (67,086 kg) when fully loaded.
