Many Americans remember the Loma Prieta Earthquake of 1989 that caused $6 to $7 billion in damages. Research from the U.S. Geological Survey suggests that there is a 62 percent probability of another magnitude 6.7 or greater quake causing widespread damage in the Bay region of California by 2031. This realization has transportation officials and engineers working diligently to reinforce the area’s structures against a future catastrophe. The term for this reinforcement is seismic retrofitting. Over the past few decades, seismic retrofit strategies have been developed with the introduction of new seismic provisions and the availability of advanced materials like fiberreinforced polymers (FRP), fiber reinforced concrete and high strength steel.

ANCHORAGE, Alaska (AP) The troubled Port of Anchorage expansion project is under new scrutiny with attention being given to whether the design for redoing the port is suitable. Local and state politicians have become increasingly concerned with the project at the 50-year-old port as costs have escalated and construction problems mounted. About $288 million has been spent on the port expansion project so far. The estimated price tag for the full expansion, which would replace the existing structure and create new berths for bigger ships, now tops $1 billion. That is triple the estimate in 2005. Mayor Dan Sullivan last year proposed scaling back the project. The Anchorage Daily News
reported Jan. 27 that he now wants the municipality to wait until the results of the reviews are submitted. A city engineering advisory commission has been calling for an independent review of the project since at least 2005. The project stalled after the 2009 construction season when inspections revealed that hundreds of steel sheets used to form a new dock face had bent and separated during installation. The structure’s design is known as “open cell sheet pile,” a trademark registered to the project designer, PND Engineers Inc. Instead of a traditional dock on pilings, the design calls for interlocking lengths of steel hammered into Cook Inlet to form U-shaped cells that are filled with gravel to
extend the face of the dock 400 ft. (122 m). The full project is envisioned as a 1.5-mi. (2.4 km) wall of steel. Since the problems arose in the fall of 2009, work crews have mainly been inspecting and ripping out the earlier work. Last August, a bulldozer operator was killed when his machine slid and he became trapped in gravel fill and drowned. A state investigation found he was working on an unstable slope. The contractor overseeing the construction is Integrated Concepts and Research Corp., or ICRC, which began as a subsidiary of Koniag Inc. ICRC had never managed a port redevelopment when in 2003, as an Alaska Native firm, it won a no-bid con-
tract to run the project. Koniag later sold ICRC to an engineering and technical support firm, VSE Corp., based in Alexandria, Va. ICRC held onto the port contract, hiring and monitoring the subcontractors that do the physical work. The company has earned close to $28 million over nine years, counting what it expects to receive this year, according to its figures. The latest one-year extension of its contract expires May 31. Now, the structure itself is under close examination. Plans call for a design suitability study by engineering firm CH2M Hill to determine if the open cell sheet pile design is workable, according to those involved. The U.S. Maritime Administration also has arranged for a study by another engineering firm, AECOM, to look at what went wrong and who is responsible. “We have to understand what the cause was and how do we get it repaired, how we get it fixed at the end of the day,” said Roger Bohnert, the Maritime Administration’s deputy associate administrator of intermodal system development, which includes the Anchorage port. Plans also call for an audit by the inspector general of the U.S. Department of Transportation, which will examine the federal agency’s oversight of port projects.

World of Concrete 2012 Sees Increased Attendance
W
orld of Concrete 2012 recently completed another successful show at the Las Vegas Convention Center Jan. 24 to 27. The well-known industry show launched a wide array of new products, equipment and events; presented more than 100 seminars in the Education and Certification Program; and provided valuable networking opportunities for exhibitors and attendees. World of Concrete 2012, the only annual international commercial construction trade show for the concrete and masonry industries, attracted 52,088 total professional registrants and showcased just more than 1,200 indoor/outdoor exhibitors in more than 552,500 net square feet of exhibit space, an increase of 40,000 net square feet over the 2011 show. “There was a very positive and optimistic buzz on the show floor. WOC 2012 has been a huge success, and based on the feedback we have received from both exhibitors and attendees, we have no doubt the economy is recovering and the commercial construction industry is well on its way to a great 2012!” said Show Director Jackie James. Many exhibitors at WOC 2012 reported positive results and a desire to return to the show in 2013. “Our first year at World of Concrete was beyond anything we imagined,” said exhibitor Stuart Johnson, president of Phoenix Curb Machines. “We left the show with sales, distributors, solid leads, multiple media interviews, and valuable connections.” World of Concrete participated in the 2012 International Buyer Program for the 7th consecutive year. World of Concrete Management and the U.S. Commercial Service cooperated in the global promotion of the show to bring international buyers and U.S. exhibitors together to expand business both domestically and overseas. ‘Stumpiranha’ Delivers Complete Stump Removal The “Stumpiranha” from Leading Edge Attachments Inc. is a stump removal tool that replaces the slow process of stump grinding, and allows for complete removal without leaving grindings or stump remains that can cause sinkholes later. Stump grinders are expensive, slow, and tap into the hydraulics of a machine, which can introduce contaminants in the excavator’s complex hydraulic system. Crushing, Screening & Recycling Section IROCK Crushers Adds Track Screening Plants to Lineup IROCK Crushers, headquartered in Oakwood Village, Ohio, recently added Track Screening Plants to their lineup of material processing equipment. According to General Manager Bob Nelson, the decision to offer track screening plants was driven by the company’s interest in addressing customer needs and providing its growing dealer network greater access to marketplace demands. Nelson explained that since IROCK’s dealer network reported success in selling their crushing plants, it became apparent there was a need for quality track screening plants to complement its existing crusher product line. In response, IROCK came up with a line of track screening plants that offer customers the kind of equipment that IROCK has
become known for in the marketplace. IROCK’s new track screening plants were designed with an eye toward customer productivity and profit. The new track screening plants also meet IROCK’s fundamental strategy of sourcing name brand engines and components. According to Nelson, this approach helps expedite service and repairs by ensuring that replacement parts are readily available. Like its crushers, the track screening plants are manufactured with high quality components and are powered by CAT engines. Although IROCK has been marketing the track screening plants since the beginning of 2011, the company wanted to have production plants in place for a period to time before making a formal public announcement about the addition. According to
Nelson, IROCK now has a significant amount of track screening plants in the field and feedback from customers has been positive. IROCK’s track screening plants offer competitive advantages in pricing, durability, and production capacity. The company views its machines as having the versatility to be used in stand-alone screening applications or to be used in conjunction with IROCK’s crushing plants and other manufacturers as well. As with its crusher line, IROCK plans to carry a full inventory of replacement parts to ensure its ability to provide quick and reliable service to its customers. Parts ordering will be available 24 hours a day, seven days a week with IROCK’s recently implemented online parts department. IROCK’s line of track screening plants
currently includes the IROCK TS-512 tracked screener, a durable machine designed for the recycling and aggregate contractor market. The IROCK TS-516 is a heavy duty, high capacity scalper capable of screening a wide variety of material in harsh conditions. The IROCK TS-522 was developed with medium to large scale operators in mind who require the ability to process large volumes of high grade products. IROCK’s newest addition, the TS-522TD track screening plant features a third deck to enable the production of four products. Kolberg, Astec Release New ‘Facts & Figures’ Reference Guide KPI-JCI and Astec Mobile Screens has released its newest version of “Facts & Figures,” a quick reference guide containing comprehensive general technical information for aggregate and recycle producers, operators, engineers and maintenance personnel of KPI-JCI or equivalent crushing, screening, washing and material handling equipment. The 216-page, pocket-sized book is the fourth edition since Kolberg Pioneer Inc. began producing it in 1988. This is an indoor, climate controlled facility, and it is one of the finest venues in the country for a regional mine rescue contest. The first aid contest for surface operations will be held in Duluth, MN on May 17, 2012 at a venue to be determined. Our 2011 contest drew nine 2-person teams from six mining operations. We hope to grow the contest in 2012 to include more teams from more mines throughout the Midwest region.

Transcube Transportable Fuel Tanks Are DOT Approved Transcube’s line of transportable fuel tanks are DOT approved for road transportation and UL 142 certified for safe diesel fuel storage. The double-walled tanks provide 110-percent secondary containment of the inner container’s total capacity to eliminate the risk of spills and contamination, making them ideal for equipment and power rental fleets, fuel suppliers and end users working in construction, mining, agricultural and offshore applications. Internally baffled to prevent the surge of fuel during transport, Transcube tanks have DOT approval for transportation of diesel fuel, unlike traditional fuel
tanks that are not designed for traveling on the road. This gives the units the versatility to be deployed to remote locations while full of fuel as well as the ability to be removed from a site with fuel still inside, according to the manufacturer. Models in the Transcube line include the 05TCG, 10TCG, 20TCG and 30TCG, offering capacities of 132, 264, 528 and 792 gal. (500, 1,000, 2,000 and 3,000 L), respectively. The tanks are designed with an inner fuel container and an outer wall that provides 110-percent integral secondary containment, in contrast to traditional tanks that require a sepa-
rate containment pan. To eliminate the risk of accidental spillage, the tanks have no bottom or side exterior outlets of any kind. All fill ports, pumps, fittings and connections are housed at the top of the tank within the secondary containment area. The tanks are capable of feeding up to three generators and refueling equipment at the same time. To prevent theft or tampering, access to fuel and pumping equipment is secured within the unit’s lockable cabinet. The tanks are equipped to make handling and maneuverability simple regardless of job site logistics. Forklift pockets are accessible on all four sides of the tank, while full
load lifting eyes on the top corners allow the tank to be lifted, raised or lowered by a crane while full of fuel. Additionally, the rectangular shape of the tanks gives them the ability to be stacked — as many as two high when full and three high when empty — thus reducing the required space for storage and making transportation more economical. Maintenance and inspection of the tanks is simple due to a removable inner tank, which allows a person to easily access and clean the inner chamber and compartments. Featuring rugged, all-steel construction and a galvanized
bumper strip around the upper perimeter for added protection, the tanks are backed by a 5-year warranty. Transcube offers several optional pumps and fittings, including electric and manual transfer pumps, engine-powered fuel pumps, aviation fuel systems, filters, supply and return hoses and connections, hose reels, and digital and mechanical flow meters. Caterpillar Announces Launch Timeframe for CT680 Truck The second model in Caterpillar’s new line of on-highway vocational trucks, the Cat CT680, will be available first quarter 2013. A Class 8 truck, the CT680 will be built in America and sold and serviced exclusively through the North American Cat dealer network in the United States and Canada. The development work for the CT680 is already under way. The CT680 will feature a set-forward axle (SFA), with both 116 and 122-in. (294 and 310 cm) bumper to back of cab (BBC) lengths available. Cat CT series engine model options for the CT680 include the CT11 engine with ratings from 330 to 390 bhp, the CT13 with ratings from 410 to 475 bhp and the CT15 with ratings from 435 to 550 bhp. A notable transmission option for the CT680 is the Cat CX31 automatic transmission. The CX31 has amassed a track record for quality and reliable performance that maximizes uptime, according to the manufacturer. The CT680 also can be spec’ed with other

Annual Florida Auctions Kick Off With Alex Lyon & Son in Kissimmee
T
he annual Florida Auctions kicked off Jan. 28 with Alex Lyon & Son holding a nine-day sale in Kissimmee, Fla. A wide range of equipment and tools went on the block. Over the first two days of the auction, thousands of lots of new and like new tools were sold, as well as generators, skid steer attachments, utility tractors and more. Mini-excavators, scissor lifts, trench boxes, landscape equipment and more highlighted day three. Day four featured scrapers, stump grinders, pumps, forklifts and concrete equipment, to name just a few. And days five through eight highlighted an extensive selection of rubber-tired loaders, excavators, pipelayers, backhoes, sweepers, motorgraders, dump trucks, hydraulic hammers, milling machines, rollers and much more. California’s Toll Bridge Program was organized by Assembly Bill 144 in 2005 to implement retrofits/replacements for five of the seven state-owned toll bridges. The Dumbarton Bridge is one of the structures being retrofitted. The original 1927 drawbridge was the first to carry vehicular traffic across the Bay. It was replaced with a new structure in 1982. The bridge connects the city of Newark on the eastern side of the San Francisco Bay to the borders of the cities of Menlo Park and East Palo Alto on the western side. The Dumbarton Bridge provides access for approximately 61,000 trips across the bridge between Alameda and San Mateo County each day. It spans 8,600 ft. (2,621 m) accommodating three lanes of traffic in each direction, as well as an 8-ft. (2.4 m) wide bicycle/pedestrian pathway. The five main components of the bridge include: A main channel crossing at the middle of the bridge, an approach structure at each end of the main crossing, and a trestle structure at the end of each abutment of the bridge. Work on the bridge began in fall 2010. Shimmick Construction, under contract with
Caltrans, is performing the work. The $46 million contract is scheduled for completion in 2013. Implementing nighttime lane closures have allowed the contractor to access the interior and underneath of the bridge deck to complete work while traffic continues to cross the bridge. There will be two weekend-long closures required later this year for replacement of the two largest expansion joints. “A key component to this retrofit is the installation of pendulum bearings at 16 midsection pier caps,” noted Milionis. “In a seismic event, the bearings allow the deck and the piers to move independently of each other within the bearings’ expanded range.” Similar retrofits are being added to the nearby Golden Gate Bridge, which is operated by the Golden Gate Bridge, Highway and Transportation District. Like the Dumbarton Bridge, The Golden Gate Bridge is also affected by activity along the San Andreas and Hayward faults.
