Shale Energy Seen as Potential Game-Changer “Equipment distributors in Ohio and Pennsylvania overwhelmingly believe that the shale energy sector has the potential to be an economic game-changer,” Dennis Heller, president and CEO of Stephenson Equipment in Harrisburg, Pa., told a congressional committee Feb. 27. Heller was testifying at a U.S. House of Representatives Natural Resources Committee Energy & Mineral Resources Subcommittee field hearing in Steubenville, Ohio, on the impact of shale energy development. Appearing in his capacity as a member of the board of directors of Associated Equipment Distributors (AED), an international trade association representing construction equipment companies, Heller spoke about the effect that shale energy production has had on his business and other local equipment dealers. “Energy companies have invested substantial resources in building and expanding roads and highways for hauling sand, water, pipes and other materials to and from sites in the Marcellus Shale formation,” all of which has driven equipment demand, Heller told lawmakers. Heller said that his company was not unique in having benefited from the shale energy boom and described an AED survey of equipment companies in the Marcellus and Utica shale area. Pontoon Construction Reaches Peak at Aberdeen By Steven Friederich THE DAILY WORLD
ABERDEEN, Wash. (AP) Just a few months back, Josh Sumner was commuting from Aberdeen to Tukwila for a job building custom storage sheds. Then, his hours were cut and the economics shifted so that his commute would cost more than his wages. That’s when he heard about tryouts in Aberdeen to be a part of the Ironworkers Local 86 building the giant floating pontoons for the 520 Bridge. Out of 24 people who tried out for a job last summer, Sumner was one of only six who had the strength and stamina to do the job. Sumner was sent through a week-long training course and placed in the union’s apprentice
program. Today, you can probably find him, feet placed firm against the walls of the interior of a pontoon, hovering some 20 ft. off the ground tying rebar. He is now one of the 350 craft workers at the Aberdeen pontoon construction project, which has just reached its peak of employment. Of those, roughly half of the workers are from the Grays Harbor area, according to Phil Wallace, the project director of main contractor KiewitGeneral. The 55-acre site on the Chehalis River near Division Street in Aberdeen is bustling with activity day and night now. Proposed Tucson Copper Mine Hits EPA Roadblock TUCSON, Ariz. (AP) The Environmental Protection Agency isn’t ready to recommend approval of a federal permit for a planned copper mine southeast of Tucson because of water concerns and that could further delay the project. The EPA said the proposed Rosemont Mine
could “damage the water quality and ecosystem of two key streams, Cienega Creek and Davidson Canyon” and called them “aquatic resources of national importance.” The federal agency also said Rosemont Copper hasn’t shown that the mine would meet all the federal guidelines needed to obtain the
key permit. EPA officials claim the mine could adversely affect seven threatened and endangered species — the Chiricahua leopard frog, Mexican spotted owl, Southwestern willow flycatcher, lesser long-nosed bat, ocelot, Gila top see MINE page 34

The American Road & Transportation Builders Association (ARTBA) told the U.S. Army Corps of Engineers (Corps) that the best way to reduce unnecessary regulatory red-tape on transportation projects is to improve the wetlands permitting process. ARTBA submitted comments to the Corps Jan. 17 in response to a government-wide regulatory review initiated by President Obama in 2011, detailing specific recommendations to make wetlands permitting more efficient. ARTBA has long championed efforts to reduce unnecessary delays in the transportation review and approval process. Currently, it can take anywhere from nine to 19 years for a project to go from planning to completion. Stressing the need to make the wetlands permitting process less complicated, without sacrificing environmental protections, ARTBA called on the Corps to: • Place strict time limits on permitting decisions — allowing planners to know
exactly when a decision would be reached on a project and plan accordingly; • Require no permits when projects do not have an ecological effect on wetlands — in the spirit of President Obama’s executive order, regulations should not be mandated when there is no practical need; and • Eliminate the U.S. Environmental Protection Agency (EPA) from permitting decisions altogether — both Congress and the courts have given the Corps the sole responsibility for wetlands permitting; two agencies should not be doing a job that can be done by one. ARTBA’s recent comments represent the fourth agency-wide regulatory review the association has participated in since early 2011. AED estimates that shale energy is supporting more than 570 jobs at those member companies in Ohio and Pennsylvania and that the economic ripple effect of the $356 million spent on equipment and related services is more than $1.135 billion. Eighty-seven percent of survey respondents said that the continued growth of shale energy production would permit expansion and hiring in the construction equipment industry. Heller cautioned that imprudent government action could undermine the vitality of this sector. “Policymakers must protect public health, safety, and the environment, while allowing the shale energy industry to grow and prosper. Washington bureaucrats must refrain from regulating the industry to death and instead allow state governments to measure the benefits and impacts of shale energy development,” Heller said. ing basin is over and work is now moving forward toward building 21 giant longitudinal pontoons, two even taller cross pontoons and 10 smaller stability pontoons with work expected to be complete by sometime in 2014. Wallace said about 15 percent of all of the workers on site are part of the entry-level apprentice program, geared toward previously unemployed workers looking for a new skill set. The ironworkers average a bit more than that ratio with 40 apprentices out of the 120 ironworkers. Of those, 10 apprentices are from the local area and several other ironworkers lived here prior to the job starting, said Steve Pendergrass, the Business Manager for Ironworkers Local 86. Most of the ironworkers are from the Puget Sound area, where the bulk of the union members live. Starting wage for an ironworker apprentice is $24 per hour with a guaranteed pay raise every six months as they complete work hours and training hours and go to school one month a year,” Pendergrass said. “This is pretty good compensation compared to floating out there in the whole world,” Pendergrass added. After serving five years in the Marines, Sumner said the hard work is worth the pay check. He started at the pontoon consruction project in September and hopes to stay on for the next year or so. “When this job ends, their career doesn’t end,” Pendergrass said. “We’re training them to be lifelong ironworkers and he’s working for Pacific Coast Steel right now. But there are several other projects in Tacoma and other locations he could go. When this job is done, he may be dispatched to do a fiberglass walkway for the 520 Bridge.” “Before, I was barely hanging on,” he said. “Now, I’m making decent money and would like to get into a house, if I can.” Hanging high, his co-workers have already taken to just shouting “Marine!” to get his attention and give him instructions. The job is monotonous, but requires a meticulous hand to make sure rebar is tied right and nothing is missed. The job’s important because the rebar is the first step before concrete is poured to form a wall for the pontoons. Fellow apprentice Mike Simms is doing the same job at one of the other pontoons under construction at the site. Simms worked for Hoquiam Plywood off and on for eight years before the mill laid him off again last year. “Many of my friends from the mill are still unemployed right now,” Simms said. “This is the hardest, physically demanding job I’ve ever had,” he added. “Yeah, it’s worth it. I like the hard work. It’s fun. I love the guys I work with.” Hanging from the wall, he’s asked if he ever looks down. He simply grins and looks down. Simms said after climbing dozens of columns, tying rebar and carrying hefty boxes of wire back and forth, he’s lost 60 pounds in just three months he’s been on the job. “You’re going to lose even more weight by the time this is done,” Pendergrass warns Simms with a laugh. With hundreds of employees on site, the pontoon construction site is buzzing with activity. There’s carpenters, cement finishers, iron workers, laborers, operators and electricians. Cement trucks move routinely from a batch plant built on site and overhead cranes are everywhere. Even at night, at least 100 workers are on site with bright lights shin-
ing down to reach the furthest levels of the pontoons, constructed on the floor of the basin, which was dug about 9 ft. (2.7 m) below elevation. Three of the pontoons then raise above the ground to stand a total of 26 ft. (7.9 m) high and stretch 360 ft. (110 m) long. Two of the pontoons are slightly smaller. One is another 5 ft. (1.5 m) higher, built a bit structurally different to be the pontoon that connects with that first stretch of pavement when Highway 520 connects to the bridge. The first cycle of six pontoons are set to be complete by mid-April. That’s when the giant casting basin will be flooded and the giant gate installed where the ground meets the Chehalis River will be opened. To get a sense of scale, the gate is 110 ft. (33 m) long, 30 ft. (9 m) tall and 10 ft. (3 m) thick, and weighs about 150 tons (136 t). The pontoons will then be floated out into the Harbor. Pilings were driven for the launch channel and about 130,000 acres of material was dredged to facilitate the pontoons moving into the Harbor. The four largest pontoons have already been named — Tina, Ursula, Valerie and Wendy/Wanda (there’s still a debate on which name should be used). Wallace said that their names may be put on each one to keep track of them as they float out. “To us, we’re building ships,” Wallace said. For now, the skeletons of the first pontoons are complete with slabs of concrete being moved into place by cranes. Give it another three weeks or so, and the structures will be ready to be capped off, Wallace said. The “cells” that help the pontoons float — kind of like a giant egg cart — are what’s being constructed now. “The reason you have compartments is so if it takes on water into one cell it doesn’t sink the boat — each one of these cells has a blast port at the top that if you have a problem you can run a pump down and pump out everything,” Wallace said. Wallace said the crew has run into relatively few problems since construction started, although he said the $367 million contract with the state has since had contract changes to make it valued at $378 million today. “We always knew we’d have a learning curve on this first cycle of pontoons,” Wallace said. “We learn a lot every week and hope to streamline the process more.” Wallace said he’s been particularly happy with the quality of concrete, which was specially created for the pontoons and uses a special aggregate of rock from a quarry at DuPont, although Wallace said Northwest Rock, a local business, also is contributing some rock. At this point, Wallace said they’ve only found one wall with real cracks, and it wasn’t even structural cracks. Better concrete means fewer cracks, Wallace said, and less time that they have to spend repairing those cracks. “We’ve been really focusing on that since day one,” Wallace said. “That even comes to plain figuring out how to pick up panels to make sure it doesn’t crack. Lifting panels can cause stress and some of these big panels are up to 40ton pieces.” “The quality has exceeded expectations,” he added.

Goodyear’s DuraSeal Technology Celebrates Fifth Anniversary When Goodyear unveiled DuraSeal Technology five years ago, it represented a breakthrough in tire technology. It was the first — and still is — the only truck tire in the industry with a built-in sealant, according to the manufacturer. Originally marketed toward the wastehauling industry with Goodyear’s line of mixed-service tires, the company now offers DuraSeal in several tire models, including the G316 LHT trailer tire, which also includes Goodyear’s Fuel Max Technology. “Growth for DuraSeal Technology has been tremendous, and day-in, day-out, it’s helping to prevent flats for our customers,” said Bruce Woodruff, director of marketing of Goodyear. “We’ve seen our sales nearly triple on our trailer tires with DuraSeal Technology in the past year. What’s more, our G288 MSA — a mixed service tire for use in the waste industry, especially transfer dump operations, as well as in construction applications, has doubled in sales in the past 12 months.” DuraSeal Technology uses a gel-like, solvent-free compound built into the inner liner of the tire. It can seal punctures up to one quarter inch in the repairable tread area, without the need to repair the tire until it is retreaded. This allows drivers to continue operating after a tire is punctured. (It does not seal sidewall punctures.) Over the years, DuraSeal Technology has cascaded to a variety of tires for specific applications. “It really made sense to bring DuraSeal to our long-haul trailer tires, which also incorporates our low rolling resistance Fuel Max Technology compounds to optimize fuel economy,” said Woodruff. The Goodyear marketing director pointed out that Fuel Max Technology makes the Goodyear G316 LHT a verified low rolling resistance tire under the U.S. Environmental Protection Agency’s SmartWay Program. “Our research, analyzing all flats that are processed through fleetHQ, our emergency roadside service program, showed that a majority of flats occur in the trailer position,” Woodruff added. “Trailers not only pick up nails and other debris on the road, but when

MVASIST at No Charge for New Trucks Purchases MVASIST, the fleet service management platform from Mack Trucks Inc., will now be offered at no charge to customers who purchase a new Mack truck. Launched in 2008, MVASIST is a webbased system that allows fleet managers, service providers and dealers to work together in real time to expedite repairs and maximize uptime. Mack began offering MVASIST at no charge in January 2012. MVASIST allows customers to improve communications, manage costs, reduce downtime and increase operating efficiency. Through an online portal, customers are able to communicate with the dealer, initiate repairs, access a complete service history, approve and monitor repair status and manage repair expenses. “We are excited to offer MVASIST at no cost to our customers who purchase a new Mack truck,” said John Walsh, Mack vice president, marketing. “This offer is evidence of our commitment to providing customers with the tools they need to more efficiently and effectively do their job. Builders Transportation Co. Orders 120 Mack Sleepers Flatbed carrier Builders Transportation Company LLC, based in Memphis Tenn., recently placed an order for 120 Mack Pinnacle model sleepers built with EPA 2010-certified Mack MP engines. The new order, along with an order last year for 45 Pinnacle models, will shift Builders’ fleet mix to 50 percent Mack trucks. The company is both replacing trucks and adding 10 percent to its fleet, according to Dwight Bassett, Builders’ CFO. The team at Builders took a hands-on approach in deciding where to turn for its new trucks. They began with a demo vehicle, learning how the Mack ClearTech SCR technology operates and experiencing the efficiency and comfort that Mack trucks offer. From there, they worked closely with Mack and Tri-State Truck Center, the local Mack dealership, to configure a truck that would best meet the company’s needs. “Mack spent a lot of time helping us spec the truck, set the parameters and evaluate performance,” said Bassett. “Nobody works with me like the Mack people do.” The combination of the Mack MP engine and Mack ClearTech SCR technology delivers near-zero emissions and up to a 5 percent or more fuel efficiency improvement over EPA 2007 engines, reducing customer oper-

EPA Review, Permits Could Delay Tucson Copper Mine Operation Opening MINE from page 1
minnow and jaguar. In the Jan. 5 letter to the Army Corps of Engineers, a top EPA official wrote that because of the mine’s size and potential impacts, its permit application is a candidate for review by EPA and Corps officials in Washington, D.C. The Arizona Daily Star said that higher-level review is not normally done for most Clean Water Act permits the corps issues for new projects in the Tucson area such as subdivisions, shopping centers, roads and bridges. Such a review could last six to 12 months before a decision and that’s past when the mining company has hoped to get all federal approvals so it can start construction. “At this stage, there’s still a lot of questions to be answered — a lot of uncertainties,” said Jason Brush, manager of the EPA’s regional program for what are known as 404 permits. “With something this large and long-lived, I think that being concerned about those types of impacts is reasonable.” Typically, the corps makes the final decision on these permits. The EPA has the legal right to veto a decision — a right it has exercised 13 times since 1972. A Rosemont Copper vice president said she’s not surprised by the EPA letter, which was one of thousands of public comments on the proposed permit submitted by the comment deadline. The corps has received more than 5,500
emails and 100 printed letters opposed to the Rosemont permit, and eight emails and several hundred letters in support, the corps said Jan. 19. “We’re looking forward to the comments that EPA has on all the issues,” said Kathy Arnold, Rosemont Copper’s vice president of environmental and regulatory affairs. “The whole thing is that our project is moving forward and we’ll be working with the corps and EPA on things like mitigation and resources, and all those pieces tie in. We’re trying to develop a package that gives the information they’re asking for.” The proposed permit would cover dredging and filling of regulated watercourses with material from the mine property, in the Santa Rita Mountains. Rosemont Copper needs the permit to build diversion structures to reroute water now running in washes around the mine’s open pit, tailings and waste-rock storage area — and to discharge fill into significant rivers, washes and adjacent wetlands. Brush said the EPA is concerned Rosemont’s proposed facilities could detain enough stormwater to significantly reduce runoff into Barrel Canyon, which drains into Davidson, a tributary to Cienega Creek or the mine could damage downstream ecosystems by releasing stormwater in unnatural “spurts.”

he Associated Supply Company Inc. (ASCO) celebrated the grand opening of its new Belton, Texas, location Feb. 9. More than 350 people attended the event with the Chamber of Commerce from Belton and nearby Temple, Texas, on hand. The ceremonies, led by ASCO Central Texas Area Manager Rinny Johnson, included reading a verse from the Bible, a prayer and the Pledge of Allegiance with the Belton High School Marine ROTC as color guard. A selection of ASCO Belton employees spoke during the grand opening and representatives from the other 11 ASCO branch facilities were recognized. A plaque with a set of keys was presented to the city of Belton for purchasing the first machine from the facility, a Case 580 Super N wide track sold by John Pooler. The 11,000 sq. ft. Belton facility, which will serve the Belton, Temple, Waco, Killeen and Fort Hood area, sits on seven acres of land, with seven full-sized service bays. MW Builders of Temple, Texas, was the contractor for the facility. Parts Manager Chris Martinez and Service Manager Alan Payne will help Branch Manager Spencer Ridgway make sure the Belton facility is a success.

Mack’s Purpose-Built Hydraulic Orange Peel Grab The Mack OPSIHCR-200-4 independent-tine scrap grapple is purpose-built for heavy-duty use on all types of hydraulic cranes and mobile scrap-handling equipment. This standard 4-tine unit is designed for maximum load retention with a two yard lifting capacity and continuous hydraulic rotation for ease of control. Furnished to order with the required connector for any boom point, each grab is shipped pre-hosed and ready to go. The grapple’s heat-treated alloy steel construction combines light weight for high efficiency and lift capacity with rugged strength, including heat-treated steel pins and shafts sized to ensure maximum service life. All Mack grapples and buckets are fabricated with T1 steel, a heat-treated alloy with twice the structural strength of standard mild steel and able to withstand three times as much pressure before bending, according to the manufacturer. All service components feature recognized national brands, including Mack’s own heavy-duty hydraulic cylinders, custom engineered and manufactured in-house. Replaceable bushings at all hinge points simplify servicing and extend service life, while grease fittings are strategically placed to minimize their exposure to potential damage. With the same features as the other CombiCutter models, the CC 6000 is the heaviest with a service weight of 14,330 lbs. (6,500 kg) and is designed for carrier units in the 127,870- to 187,390-lb. The crushing teeth and cutter blades also can be quickly and easily turned around for additional use or replaced on site. All of these quick-change features save time and increase productivity. “Our research suggests that about two-thirds of the operating cost of an attachment is incurred from operator cost, service and maintenance, and only one-third by the initial purchase,” added Loomis. “With the new CC 6000, we have greatly simplified the associated maintenance and reduced the required labor time.”
