Concrete Work Advances Lake Mead Water Project, Completion on Schedule LAS VEGAS (AP) A massive marine concrete pouring operation on the windy waters of Lake Mead is marking a milestone in work to complete a new drinking water supply pipeline to Las Vegas. A flotilla of barges carried mixing trucks March 5 to a site about 2 mi. (3 km) from shore where an intake for the so-called “third straw” is being built, the Las Vegas Review-Journal reported. Concrete pouring began March 1 and was expected to continue for several more days, until a funnel-like structure about 100 ft. (30.5 m) tall and weighing 1,200 tons (1,088 t) is secured some 350 ft. (107 m) beneath the surface of the vast Colorado River reservoir behind Hoover Dam. “Wind hinders us pretty good, but nothing really stops us,” said Casey Graham, superintendent of the underwater work. He said he expected the concrete will continue to flow day and night until sometime March 9. The $800 million pipeline project is slated for completion in 2014. The Southern Nevada Water Authority board approved a rate increase to help cover the last $360 million of the project. Project officials call the project the most complicated and expensive construction job in authority history. Several setbacks see CONCRETE page 12

Highway Bill Passes Road Funding... Senate; On to House TxDOT: State Has WASHINGTON (AP) The Senate voted March 14 to overhaul transportation programs and keep aid flowing to thousands of construction projects while strengthening highway and auto safety. The 74-22 vote stepped up pressure for quick action by House because the government’s power to collect about $110 million a day in federal gasoline and diesel taxes, the main source of revenue for highway and transit programs, is set to expire March 31. If a final bill isn’t on the president’s desk by then, Congress would have to

approve a temporary extension to avoid a shutdown of the programs, including the furlough of Federal Highway Administration employees and the layoff of construction workers. The White House praised senators for trying to address these critical national needs and expressed hope the House “will move swiftly” and follow suit. Efforts by House Republican leaders to pass their own, five-year bill without concessions to Democrats have fallen apart in recent weeks. see BILL page 12

$2B More to Spend AUSTIN, Texas (AP) The Texas Department of Transportation said it has $2 billion more to spend on road projects than previously thought. TxDOT finance chief James Bass told the Austin American-Statesman he credits a more optimistic assessment of available federal funds, combined with extra borrowing and lower-than-expected construction costs for ongoing projects. He said that’ll mean TxDOT districts around the state will be able to pull projects off the shelf. It’s still unclear how the money will be apportioned, however.

Senate Passes Highway Bill Combs Construction Wins Worth $109B Over Two Years BILL from page 1

The Senate’s measure would spend $109 billion over about two years. It would increase the amount of money available for states by raising current spending levels to take into account inflation over the past several years. That’s still far short of the dollars that two congressional commissions have said are needed to maintain aging highways, bridges and rail systems while expanding the nation’s transportation network to accommodate population growth between now and 2050. The measure would reduce the number of federal transportation programs by roughly two-thirds in an effort to eliminate duplication. Senators preserved bicycle, pedestrian, safe routes to schools and rails-to-trails programs, targeted for elimination by Republicans, under a compromise that means they would have to compete with other programs for money. For transit commuters, the bill would extend, back to Jan. 1, a tax break that allows the deduction of up to $240 a month tax-free from their paychecks for expenses incurred traveling to work. That had expired at the end of 2011. On the safety front, the bill would require stricter federal oversight of the long-distance and tour bus industries through deadlines for buses to have seat belts, stronger roofs, antiejection windows and rollover crash avoidance systems. The bus industry carries about 750 million passengers a year, roughly the same as the domestic airline industry. Other safety provisions include requiring that automakers provide rear seat-belt reminder systems to get children and other backseat passengers to buckle up, and testing child safety seats in frontal and side impact crashes. The bill would let Washington reward states with extra safety money if they require graduated licenses for teenage drivers, permit police to pull over and ticket drivers for seat-belt and booster-seat violations, and mandate that convicted drunken drivers use ignition-lock devices. Safety advocates criticized the broad exemptions from federal commercial driver’s licensing, vehicle inspection and other safety requirements for agricultural trucks operating with 150 miles of their farms. Farm lobbies said the rules hinder farmers’ ability to get their products to market. The measure includes a provision similar to an Obama administration proposal that would, for the first time, grant the Federal Transit Administration the authority to set and enforce safety standards for local transit

agencies. A 1964 law has barred the federal government from doing just that. States would have greater discretion over how to spend federal aid. But the bill would mean new requirements aimed at preventing waste and ensuring that national goals are met. A credit assistance program championed by Los Angeles Mayor Antonio Villaraigosa that helps leverage private investment for transportation projects of national and regional significance would grow by tenfold to $1 billion. In the past, the program has generated as much as $30 in private capital for every $1 in aid. The measure will preserve or create 2.8 million jobs, the bill’s sponsors said. But economists say the bill doesn’t create more jobs than if the same money was spent on something else. Sen. James Inhofe, R-Okla., co-author of the measure, said the bill “”probably will go down as one of the most significant pieces of legislation this year.” One thing the bill would not do is resolve how to keep the federal Highway Trust Fund solvent beyond next year. The largest sources of money for the fund, which pays for highway and transit programs, are federal fuel taxes: 18.4 cents a gallon for gasoline and 24.4 cents a gallon for diesel. Revenue from those taxes has declined since the economic downturn in 2008 and because the fuel efficiency of cars and trucks is increasing. The bill would pay for highway programs through a combination of fuel taxes, cuts to other federal programs and tax changes, but also would drain the trust fund. Some senators have criticized provisions that are supposed to pay for transportation programs since they would raise about $10 billion over 10 years, but spend it in the first two years. Pointing to the large bipartisan vote in favor of the bill, Sen. Barbara Boxer, DCalif., urged House Republicans to consider passing the Senate measure as it is “to avert any crisis.” “Why would they want to reinvent the wheel?” Boxer asked. Michael Steel, a spokesman of House Speaker John Boehner, R-Ohio, said the House plan is to “take up something that looks like” the Senate bill “unless the House coalesces around a better alternative, which we are actively pursuing.”

Vicksburg’s U.S. Route 60 at Vicksburg Road Roundabout was one of the most successful construction partnerships of 2011, the Associated General Contractors of America announced. As a result, the project’s contractor, Glendale-based Combs Construction Company Inc., was one of only three projects to receive the association’s Marvin M. Black Excellence in Partnering Award. “The foundation of any successful project is teamwork,” said Kristine Young, the association’s president and the CEO of Des Moines, Iowa-based Miller the Driller. “When you have a group of dedicated, skilled people working together to achieve the same goal, anything is possible.” In collaboration with the Arizona Department of Transportation and La Paz County, the high volume four-way intersection at U.S. Route 60 and Vicksburg Road was transformed into a safe, energy efficient roundabout. The project enhanced approxi-

mately 700 ft. (213 m) of roadway along each leg of the intersection. With a modified schedule that reduced project costs and increased savings, Combs Construction Company used brief closures of Vicksburg Road and one-lane sections of U.S. Route 60 eliminating a temporary detour. Combined with 24-hour flagging, this partnered approach and communication minimized impact to the community and reduced materials costs. The Marvin M. Black Excellence in Partnering Award recognizes unique and successful partnerships needed to complete complex construction projects. A panel of judges, representing all areas of construction, evaluated a record number of projects that were completed in 2011, assessing contractors’ ability to resolve conflicts, the quality of communications with all involved parties and the ability to get many groups to achieve one goal, among other key criteria.

Two other Lake Mead water intakes were built along with Hoover Dam. The third intake is designed to keep water flowing to Las Vegas even if drought shrinks the lake below the level of the two existing straws. There are no divers in the pitchblack, 53-degree water guiding the work. Of probably greater import is the reduced rated-speed setting of Cat’s C6.6 ACERT engine — down to 1,800 rpm from 2,400 rpm. Think what that means: getting the same amount of work done from a slowerrunning engine. That translates into less fuel consumption — a 30 percent reduction — and less noise for the operator, plus a longerlasting engine because pistons are completing fewer cycles per operating hour. More pluses: a “creeper control” that delinks speed from rpm when additional ground power is the need. Cabin noise reduced to 66 decibels. Vermeer S450TX Mini-Skid Steer Offers Customization Vermeer Corporation completes its family of mini-skid steers with the addition of the S450TX. The newest member of the Vermeer mini-skid steer family is well-suited for rental customers, as well as landscapers and general contractors who need a compact machine that can perform various tasks. A 500-lb. (226.8 kg) SAE-rated operating capacity with a 1,430-lb. (648.6 kg) tipping capacity gives the S450TX a lot of muscle for its size. Vermeer has incorporated a four-pump hydraulic system, which provides performance and efficiency when powering attachments, according to the manufacturer. A single pilot-operated joystick is now integrated into the S450TX platform, which makes the machine easy to maneuver and operate in comparison to manual control systems. Cat 272D, 299D Replace Their C Series Predecessors

Net power for the 272D and 299D is up 5 percent, from 90 to 95 hp (67 to 71 kW), and peak torque is increased by 14 percent, providing a significant power increase for these models.

The new Cat 272D skid-steer loader and 299D compact track loader, replacing their C Series predecessors, are now joined by a pair of high-performance counterparts, the 272D XHP and 299D XHP, which are the largest, most powerful skid-steer and compact track loaders Caterpillar has ever built. The new D Series models build on the features of the C Series by adding a more powerful engine, the Cat C3.8, which meets Stage IIIB and Tier IV Interim emissions standards, and by incorporating design features that further enhance lifting, digging and work-tool performance, according to the manufacturer. The electronically controlled Cat C3.8 engine, designed with a high-pressure common-rail fuel system for operating efficiency, is equipped with the Cat NOx reduction system and a diesel particulate filter for emissions control. Net-horsepower increases for the new D Series models range from 5 to 18 percent and flywheel torque is increased from 13 to 27 percent. The new engine uses a redesigned air-intake flow path for added efficiency, and a dealer-installed pre-cleaner kit is available for dusty, dirty applications. Larger lift cylinders on all four new D Series models provide a 19-percent boost in

lifting force, compared with C Series models. An available electrically activated quick coupler replaces the previously used hydraulically actuated coupler, allowing a simpler design that eliminates hydraulic lines, connectors and valves. Self-relieving quick disconnects allow work tool changes to be made quickly and easily. Caterpillar’s “Intelligent Leveling” system (ILEV) enables three industry exclusive features: electronic dual self level, work tool return to dig and work tool positioner. The electronic dual self level levels the load both when raising and lowering. This new electronic system also is a plus for reliability, using no hydraulic valves, lines or connectors. TransCanada Executive: Plans for New Route Will be Ready Within Weeks By Ramit Plushnick-Masti ASSOCIATED PRESS

HOUSTON (AP) A Canadian company that wants to build a 1,700-mi. (2,735-km) oil pipeline through the U.S. heartland to the Texas Gulf Coast will be ready within weeks to submit plans for a new route that avoids the environmentally sensitive Nebraska Sandhills region, a TransCanada executive said March 6. TransCanada also plans to begin construction on the pipeline’s southern tier from Cushing, Okla., to Texas by late spring or early summer, said Alex Pourbaix, president of TransCanada’s energy and oil pipelines division. The contentious pipeline is designed to bring oil from Canada’s tar sands region in Alberta to refineries along the Texas Gulf Coast. The upper portion of the pipeline requires U.S. State Department approval because it crosses an international border, while the southern tier will need standard federal permits that Pourbaix believes will be ready shortly. The State Department, backed by President Barack Obama, recently rejected the longer project, saying TransCanada needed to find a route that would avoid the Sandhills and the Ogallala Aquifer, a key water source for eight states. At the time, Obama encouraged TransCanada to pursue the southern portion of the pipeline that would, in the short term, relieve a bottleneck of crude at Midwestern refineries.

Pourbaix said that part of the pipeline would be ready by 2013. “We’ll be taking care of that bottleneck between Cushing and the Gulf Coast,” Pourbaix told reporters after speaking on a panel at a Houston energy conference. That southern tier, he added, would relieve the problem only in the short term. Having that portion ready in advance also will not shorten the two-year construction timeline for the longer pipeline, Pourbaix said, due to the severe winters in the northern United States that prevent construction during those months. In the long term, Canada wants to get more oil to market. Without the longer Keystone pipeline that isn’t possible. Pourbaix said as long as Keystone is completed by 2015, the prospects for other alternative western routes that would instead take the product to China and the Far East are not likely to get approved. Right now, Pourbaix believes Keystone XL can meet the 2015 deadline despite the permitting delays. He said the company is working closely with the Nebraska government to find new routes and has identified several corridors that will be made public in a few weeks. It appears the new plan will require about 20 mi. (32 km) of additional pipe, and about a 100-mi. (160 km) to 110-mi. (177 km) reroute around the Sandhills, Pourbaix said. “Imagine a jog around the Sandhills,” he said. “We’re talking about a relatively modest jog around the Sandhills.”

Employment Rises in 28 States, D.C. Construction employment rose in 28 states and the District of Columbia between January 2011 and January 2012, while 20 states lost construction jobs and two held steady — the best net positive showing for state construction employment since 2007, according to an analysis by the Associated General Contractors of America of Labor Department data. Thirty-five states and D.C. added construction jobs between December 2011 and January, while 13 states had decreases for the month and two states had no change. “There is accumulating evidence that construction has passed its low point in a majority of states, although shrinking public construction will hold down the improvement in many locations,” said Ken Simonson, the association’s chief economist. “Moreover, the gains this January partly reflect very mild weather this winter and exceptionally cold and snowy conditions a year before.” Simonson noted that Pennsylvania (13,000, 6.0 percent) added the most construction jobs between January 2011 and 2012, while North Dakota had the largest percentage gain (16.1 percent, 3,600 jobs). Tennessee was second in both total and percent gains (12,500, 12.0 percent). The economist said that among the 20 states that lost construction jobs during the past year, Florida (minus 21,500, minus 6.3 percent) lost the most, followed by Illinois (minus 9,500, minus 4.8 percent). Alabama (minus 9.0 percent, minus 7,300) lost the highest percentage, followed by Nevada (minus 8.1 percent, minus 4,800). Simonson added that construction employment remained unchanged for the year in Maine and Nebraska.

California (8,900, 1.6 percent) added the most construction jobs between December 2011 and January 2012, followed by Texas (8,300, 1.5 percent). Connecticut (6.3 percent, 3,100) experienced the highest percentage increase in construction employment, followed by Kansas (5.8 percent, 3,100). Thirteen states lost construction jobs for the month, led by Florida (minus 6,200, minus 1.9 percent) and followed by New York (minus 5,200, minus 1.7 percent). Meanwhile, Rhode Island (minus 5.5 percent, minus 900) lost the highest percentage of construction jobs between December and January. Indiana and Wyoming experienced no change in construction employment for the month, Simonson added. Association officials said the improving construction employment data was welcome news, and added that they were working hard to make sure the trend continues. They noted they were working to get Congress to act on a number of long-delayed infrastructure measures, including the surface transportation bill and to set long-term tax rates that impact many of the association’s members. “Even as the private sector continues to build steam, we want to make sure federal actions, and inactions, don’t hold the construction industry back,” said Stephen E. Sandherr, the association’s chief executive officer. “Setting infrastructure investments levels and establishing some kind of tax certainty would complement the growing private sector demand for construction and help put even more people back to work.”

Construction Moves Forward on Next Phase of SR-4 Caltrans and the Contra Costa Transportation Authority (CCTA) announced March 9 that work has begun on the next phase of the State Route 4 Widening Project in Contra Costa County. The 2006 voter-approved transportation bond, Proposition 1B, contributed $26.7 million of the project’s $63 million cost. “This is a critical project to relieve congestion in this growing area,” said Acting Caltrans Director Malcolm Dougherty. “The people of Contra Costa County can clearly see that their taxpayer dollars are being put to work to benefit this region.” After the highway is widened, Bay Area Rapid Transit (BART) will add a new mass transit service to eastern Contra Costa County in the widened highway’s median. The SR-4 widening and BART project represent a combined

investment of more than $1 billion to address one of the most congested corridors in the Bay Area. In total there are five planned construction projects to widen SR-4, its interchanges, and local roadways from west of Loveridge Road to the State Route 160 interchange. The total cost to widen SR-4 is estimated at $554 million, including $72.2 million from Proposition 1B. The BART project, which will start service shortly after completion of the highway widening, is funded from Contra Costa's 2004 transportation sales tax Measure J, Proposition 1B, and other local and regional sources. “Caltrans is committed to improving mobility throughout California,” stated Caltrans District 4 Director Bijan Sartipi. “This commitment includes partnering with our local congestion management and transit agencies to provide new

Commemorative Golden Gate Walkway Torn Up SAN FRANCISCO (AP) Demolition of a commemorative walkway at the foot of the Golden Gate Bridge recently started, angering some who thought the bricks they bought and inscribed with the names of loved ones would be permanent. Workers hidden by a construction fence began tearing up the path of 7,500 bricks as part of a visitor center renovation southeast of the bridge on the San Francisco side of the span. The demolition was necessary because the steepness of the walkway did not comply with the Americans with Disabilities Act, bridge officials said. “We’re not just ripping out the bricks for the sake of ripping out bricks. The current walkway is too steep,” bridge district spokeswoman Mary Currie told the San Francisco Chronicle. The newspaper reports individuals paid between $32 and $75 for the custom bricks installed to celebrate the

bridge’s 50th anniversary in 1987, three years before the disabilities act became law. The renovation could not go forward without bringing the site in compliance with the act, Currie said. Tom Libby of San Francisco bought a brick to honor his partner, Cliff Ochampaugh, who died of AIDS the same year the walkway was built. Libby called the demolition “callous.” Bridge officials tried to have the bricks removed one by one but found that they broke, Currie said. To mollify those upset over the walkway’s destruction, the bridge district has planned three ways to preserve its memory. The new visitor center is slated to include an outdoor panel engraved with all 7,500 inscriptions from the bricks. Digital photos of each brick will be made available, and a Google Earth app that shows the original walkway is in the works.

$253M in Funding Set for Projects The California Transportation Commission (CTC) recently allocated $253 million in new funding to 30 projects that will improve the state’s transportation system and strengthen California’s economic recovery. “From one end of the state to the other, transportation projects are providing good paying jobs while at the same time reducing traffic congestion for people and businesses in California,” said Acting Caltrans Director Malcolm Dougherty. The allocations include $206 million from Proposition 1B, a transportation bond approved by voters in 2006. In total, nearly $12 billion in Proposition 1B funds have been allocated statewide.

The remaining $47 million in allocations came from assorted transportation accounts funded by state and federal dollars. Among the projects that received funding allocations today were: $47 million to the San Luis Obispo Council of Governments for the construction of the third phase of widening Hwy. 46 East from just east of Almond Drive to just east of McMillan Canyon Road in San Luis Obispo County. $4.5 million to the Santa Barbara County Association of Governments (SBCAG) for the extension of Fowler Road from Fairview Avenue to Kellogg Avenue and for the extension of Ekwill Street to Kellogg Avenue in the City of Goleta.

BART Construction to Start in April SAN JOSE, Calif. (AP) Federal, state and local transit officials say the long-awaited construction to extend Bay Area Rapid Transit service to San Jose will begin next month. Transportation leaders on Monday signed final documents pledging $900 million in federal funds for the $2.3 billion Berryessa extension, scheduled to open in 2016. The money will fund a 10-mi. BART link from Fremont to San Jose's Berryessa district. Santa Clara Valley Transportation Authority CEO Michael Burns called the occasion a cele-

with net horsepower increases among the models ranging from 5 to 18 percent — a 19 percent boost in lifting force, and electrically activated quick couplers instead of hydraulically operated couplers. The skid steers also offer Cat’s “Intelligent Leveling” system that keeps buckets level when being raised and lowered, automatically returns a bucket to a preset position and angle after unloading, and repositions work tools to preset stations for more uniform and easier operation. “These can mean a serious increase in productivity,” Coleman said. The array of attachments for skid steers continues to grow. Some of the tools on display at the visitors center included augurs with easy-off replacement tips, a 7-in. planer, and a mulcher with replacement teeth now attached by one bolt instead of two for quicker change-overs. By such attention to detail is valuable downtime shaved.

engines with less than 75 hp. They also have higher ambient cooling systems, more efficient hydraulic systems, and redesigned control layouts. Horsepower in the largest of the excavators, the 308E, was boosted 20 percent, as was the hydraulic output. Each model has a new digital control panel, called COMPASS, which regulates continuous hydraulic oil flow for operator ease, and a scaled hydraulic system so an operator can match his hydraulic needs to a task. COMPASS also contains an “Eco Mode” feature to conserve fuel, and an alphanumeric anti-theft element that requires a password for operation. It also offers a fast decoupling system. During a demonstration at the visitors center, an operator lowered the rear-facing bucket on a 308E, detached the boom from the bucket, used the boom to nudge the bucket around on the ground, and then reattached the boom to the now-front-facing bucket — all within about a minute and without leaving the operator’s seat.

E Series Mini-Excavators Cat mini-excavators are especially popular in Europe. Contractors working in Europe’s older cities where smaller buildings are connected by narrow alleyways can utilize the small machines in lieu of handheld shovels and other implements. Such tight work sites demand features like the mini-excavators’ laterally moveable tracks that hydraulically shrink to the width of the operator’s cabin. How popular are the little machines on the Continent? Ten of the small Cat excavators are snapped up by European contractors for every one sold in the United States. The five new models of the E Series are fitted with engines meeting Stage IIIA/Tier 4 Interim emission standards, as required of

F Series Backhoe Loaders Caterpillar has built some 250,000 backhoes over 27 years. “In general, backhoes are utility machines,” said Kevin Hershberger, another Cat senior marketer, “but to some customers they are concerned about productivity.” The comment reflects on the versatility of the backhoe, which has been around for nearly 60 years. It was the handy piece of equipment contractors and others turned to for clean-up and small-scale digging. In some respects, it was a predecessor of the skid steer, though the load volumes involved are different. The three models in the Caterpillar F Series have Tier 4-compliant engines. Only

the larger 430F model has more horsepower than its predecessor, but the backhoes have improved lift characteristics: The maximum dump height has been increased 7 percent to get the bucket up and over the side of multiaxle dump trucks; the lift arms have 13 percent more lift capacity; bucket breakout force was boosted by 9 percent. “The whole point is to deliver a machine that’s going to be earning money instead of costing money,” Hershberger said. To that end, the machine’s passive regeneration chamber automatically incinerates particulates, producing better productivity and fuel performance. Downtime considerations designed into the F Series include large side panel swingaways for wide-open access to the engine for maintenance technicians and a hinged cooling pack that gives additional clearance. One notable convenience feature for maintenance in shop or field is a relocated battery. It now sits in the nose of the machine. For jumpstarting, remote battery attachment posts were moved to one side of the machine for unfettered access. K2 Series Track-Type Tractors The Cat C4.4 ACERT engines meet Stage IIIB/Tier IV Interim emission standards and produce 8 percent more power in the doing. The “Eco Mode” fuel saving feature can improve fuel economy 25 percent by automatically controlling engine speed at optimal levels. The more interesting features are closer to the ground. A function called “Stable Blade” uses sensors to subtly reposition a blade in finish grade applications, rather than having an operator constantly adjust the blade. This means more uniform finish grades produced in less time. One official at the equipment

rollout likened the K2 with Stable Blade to “a small grader.” A “Power Pitch” feature lets the operator adjust the pitch of the blade, moving the top forward or back, so that the blade can push more straight up and down, then be backed off during lift-and-carry. Pushing is enhanced by “Traction Control,” which senses when a track is slipping in moist earth and slows the track to increase grip. In that way, a blade can be kept in position longer in less than optimum conditions. The cabins on the K2 tractors are still comfortably laid out, but now the operator’s seat can be heated or ventilated, according to need, and the joystick handle can be warmed to the touch as well. TL1255C Telehandler This extendable-boom piece of equipment is a specialty machine, with 80 percent of smaller models rented from rental yards only as needed. In Europe, the telehandlers are most often found on farms stacking big bales or gently lifting sick cows over a lot fence. Commercial applications include raising construction materials and small equipment to a rooftop. The new 1225C is the largest machine in the C series with a maximum lift of 6 tons (5.4 t) and a lift height of 54 ft. (16.5 m). It can extend 42 ft. (12.8 m) laterally. The engine meets Stage IIB/Tier IV Interim emission standards, develops 142 hp (105.8 kW), and can burn B20 biofuel. The power-shift transmission has 4 forward and 3 reverse speeds. A single joystick controls boom lift and extension, with a button for work tool tilt function. When Silver Star Construction Co. in Moore, Okla., decided to add an 84-in. (213 cm) asphalt roller to its fleet, Craig Parker, executive vice president of Silver Star, knew he needed objective information before he made an investment. “I needed something more definitive in my hand to make the decision — not just other people’s opinion,” said Parker. “I needed something I could hang my hat on, so I set up a roller demo.” Test Day Parker invited recognized road construction equipment manufacturers and their local dealer representatives, including Dynapac and local dealer CL Boyd, a manufacturer of oscillatory rollers and another roller manufacturer with a vertical vibration system. The next step was to put the rollers to the test. Parker, along with Jack Shannon, asphalt superintendent, and Jan Graham, asphalt foreman, arranged the demonstration to take place on a 2,000-ft. (610 m) section of a longer 7mi. (11 km) Oklahoma Department of Transportation (DOT) thin-lift overlay project. On May 18, 2011, the Silver Star team and representatives from the three roller manufacturers put them to work. An Oklahoma DOT inspector also was on site to ensure compliance with the project’s specifications. Parker went to great lengths to keep the demonstration fair for each participant. • The 7-mi. project allowed plenty of room for each roller to operate on its own 2,000-ft. test section within the same mile of each other. • Silver Star set up the demonstration area in the middle of the 7-mi. section to ensure the asphalt plant was fully calibrated and running a consistent mix prior to the demo. • The weather on the chosen day was forecast to be excellent, which it was. This helped keep the temperatures of the mix Silver Star Construction chose the Dynapac CC624 to add to its fleet.

consistent. • An independent testing lab was on-site to gather and analyze the data. “I wanted to be as absolutely independent and accurate as possible. This was the only way I could get a fair analysis, and there couldn’t be any arguments about possible differences in conditions,” explained Parker. Sitting in a vertical line approximately 2,000 ft. apart, each roller ran one at a time on its test section to have a consistent run. Each roller began in breakdown mode behind the paver. Technicians from the independent testing lab checked the roller patterns behind each roller from the time it got on the mat and then after each vibratory pass or breakdown pass. “We tested behind every pass each roller made to look at the compaction results each one achieved,” said Parker. Once the results were gathered from the breakdown mode, the

demo roller moved to the back of the compaction train. A rubber-tired roller was used between the breakdown roller and the finish roller. The demo roller was tested as a finish roller in the next test section so it was tested in both areas. As the demonstration progressed, the results were not immediately available, but Parker was careful not to rush the technicians. “The test lab can’t always keep up with gathering the results as you’re moving the train along,” explained Parker. “It took until the end of the day for me to get the results in hand and analyze them.” Parker pointed out that prior to the demo, he was getting biased and conflicting information about the rollers he was comparing, so he was a bit surprised by what the results revealed. Silver Star’s crews had been familiar with oscillatory and vertical amplitude vibratory rollers from past projects. Going into the demo, they felt the 84-in. oscillatory roller would perform better. Silver Star’s crews also had experience with multiple size drums, but as Parker pointed out, “Each drum size is going to compact differently on the job. Just because a 66inch drum in one brand is better than another that may not be the case when you get to a different size. I knew what the test results showed on the 66-inch side of the equation, but on the 84-inch side it was something totally different.” Parker remained neutral. “I told my crew that we were going to look at whichever one did the best on the job, and then compare the prices. Analyzing the Results Compared to an oscillatory system, the Dynapac employs a standard or vertical compaction method. On the test section, the Dynapac 624 took half a pass more to get the same compaction density as the oscillatory roller. However, as Parker explained, “You still have to complete that half a pass. There are no savings on time or effort on that half a pass.” The Dynapac 624 also offered Silver Star more flexibility since it could be successfully used on thin-lift applications less than 2 in. (5 cm), such as the test section, or on thicker lift applications greater than 2 in. Because of Dynapac’s use of traditional compaction

with a higher amplitude setting, Silver Star can use the 624 on mainline operations where they are doing inlays. “We just completed an inlay project on the Turner Turnpike,” said Parker. “That operation was a 3-inch lift and a 2-inch lift. It was a mainline, high-production operation, and it performed very well.” Silver Star meets its tonnage-per-hour production goals with the Dynapac CC624HF. As Silver Star continues to put its new roller to work, it also continues to live up to the test results and performance expectations of the crew. Silver Star’s crews, and especially asphalt superintendent Jack Shannon, also agree that the 624 was the clear choice. “[Jack] and I had a very frank conversation, and if he had been very insistent on going with [the oscillatory roller], I would have listened to him,” said Parker. “But once I showed him the test data and went over it with him, he was perfectly happy with the way we went, and has been happy with the machine ever since.”
