Caltrans Breaks Ground on Freeway Project Caltrans broke ground Mar. 3 on a project to construct new bus/carpool lanes on the Golden State Freeway (I-5) between the Hollywood Freeway (SR-170) and the Buena Vista Street interchange in Burbank. The $69.2 million project is financed in part ($39.3 million) by the American Recovery and Reinvestment Act of 2009 (Recovery Act). “This project will encourage commuters to carpool and use transit, which will help reduce traffic congestion, gasoline consumption, and improve the air quality in the San Fernando Valley,” said Caltrans Director Cindy McKim. “The improvements we're implementing will benefit residents, commuters, and commercial vehicles by improving mobility along Interstate 5.” The project will build nearly 9 see FREEWAY page 10

Caterpillar Says Supply Volvo CE Plans Chain Not Hurt by Quake to Spend $100M PEORIA, Ill. (AP) Peoria-based Caterpillar said while the supply chain from Japan hasn’t been affected by the earthquake and tsunami, there may be problems down the road. According to Caterpillar, its facilities in Tokyo, Akashi and Sagami were not damaged by the earthquake and are outside the area under a mandatory evacuation. However, the maker of construction and mining equipment said March 18 production has varied from day to day because

of the disaster. Caterpillar said it is actively developing alternative sources for components produced by Japanese-based suppliers, should some suppliers not be able to provide components to Caterpillar operations inside and outside Japan. The Caterpillar Foundation has announced a $1 million grant to the American Red Cross for disaster relief efforts in Japan, adding it will match up to $500,000 in employee contributions.

Over the next couple of years, Volvo CE plans to spend $100 million in its Shippensburg, Pa., manufacturing facility and start production of Volvo wheel loaders, excavators and articulated haulers in North America. Also, the Volvo CE North American sales headquarters and Volvo Rents will relocate from Asheville, N.C. to Shippensburg, Pa. by September 2012. “It makes sense, when possible, to manufacture products close to where our customers are,” said Olof Persson, president and CEO of Volvo Construction Equipment. “The global demand for Volvo construction equipment is rapidly increasing and we need to make investments to meet future see VOLVO page 10

Constructing New School Is an Exercise in Self-Sufficiency By Don Talend SPECIAL TO CEG

A new high school to open in Sandy, Ore., in September 2012 will be a 21st century facility in every way. It only stands to reason that the grading and excavation contractor is using technology that’s entering the 21st century mainstream — Global Navigation Satellite System (GNSS) for grade checking and automated grade control — on the site. The new $110 million Sandy High School will serve up to 1,800 students and cover about 310,000 sq. ft., nearly twice that of the existing school’s 160,000 sq. ft. Financed by a $114.9 million bond, it will feature a new library that will include a main library, a drop-in computer lab and computer research stations, and will be nearly three times larger than the existing school’s library. Fully equipped science labs will accommodate more lab experiences. Athletic facilities will include an indoor track and provide seating for 1,800 in the main gymnasium. A performing arts center will have stadium seating for about 500 people and will include an orchestra pit. The facility will be fully wireless, accommodating student handheld learning devices, and will have a guest network for parental access. to protect wetlands from runoff on a gravel road near the new school’s soccer field. Webber reported that all stormwater trenches and three detention ponds were constructed in summer 2010 to address these issues. Also, Konell constructed all critical storm lines before winter arrived. In addition to all of these permanent measures, the contractor armored additional areas to ensure sediment filtration. Even with these measures, Webber and Konell dealt with runoff on a daily basis. Many of the areas where slabs on grade were constructed also needed to be cut. On projects like this, the costs of grade checking can become a major burden, according to the contractor. The practice of checking grade, which used to fall under the category of surveying, is increasingly becoming a task that can be handled by the contractor’s existing personnel with the help of GNSS technology. Satellites send positioning data to a HiPer Lite+ antenna/receiver combination at the stationary base station. The rover antenna, which is mounted on a pole, is set at a given location and the stationary base and rover process the signals together to provide real-time kinetic (RTK) position information with better than tenth-of-a-foot (1–2 cm) accuracy. Software compares the rover’s position to the design grade at a given location and the operator can determine the topography of the location by viewing a field controller that also is mounted on the pole. In addition to grade checking, Webber and Konell used the HiPer Lite+ to verify the location of underground structures and complete as-built surveys. “We utilize the [GNSS] on all of our cleanouts,” said Webber. “All laterals for future construction are as-built with it. We also as-built points installed by the surveyor in case they are disturbed during construction.” With an excavator and dozer moving dirt nearby, Konell’s Jake Thornburg checked the elevation of the subgrade for a slab. He planted the pole in the red clay and localized the rover antenna, checking the elevation on an FC-100 data collector mounted on the pole that was equipped with Topcon Pocket 3D software. Thornburg used the system and the same process for a road that

winds its way around the perimeter of the site. Since Konell started working on the site in September 2010, Thornburg reported, the surveyor on the project confirmed that the grades were within one-tenth of a foot. Using GNSS receivers to check grades is nothing new to Konell, which first purchased a system about four years ago from surveying and construction supply company the PPI Group, Inc., which has offices in Portland and Seattle. It did not take long for Konell’s workers to learn how to use the system, according to Webber. “The learning curve with using the rover has been half of what I expected to get the field guys up to speed,” he said. “Jake picked it up right away and didn’t have any issues and we’ve got another guy who’s really familiar with it. They picked it up really fast — it was a short learning curve.” “I can as-built everything,” added Thornburg. “The surveyors will come in and stake footings and then we’ll dig the footings. I can program all of those offsets in here and take out all the stakes.” Thornburg pointed out that the software allowed him to determine at a glance where cuts and fills were made and how much dirt was moved at any given time. Touching the FC-100 screen with a metal pencil, he said, “As I zoom out, it shows me the whole project, the contour lines with all of the grade changes. There’s the sidewalk; there’s a roadway; it’s still showing all of the contour lines. There’s the whole gymnasium building pad and parking lot.” Automated Grade Control One technology that was new to Konell was automated grade control for its dozer and motor grader. Before starting work on the new high school, the contractor purchased another HiPer Lite+ system, including a HiPer Lite+ receiver and a 9168 control box and switched the system between a Caterpillar D-6 dozer and a Caterpillar 140G motorgrader. Grading of the classroom wings were cut and filled with the D-6. The grader was used on a large parking lot, a bus parking area, the main gymnasium pad and the loop road. The grader completed the native subgrade as well as the rock grade. A GNSS machine-control system

uses a rugged antenna mounted to a shock-absorbing, vibration-damping pole and a receiver box mounted in a secure location on the machine. Satellites send positioning data to another antenna/receiver combination at a stationary base station. Positioning data also is sent to the machine. The stationary base and machine work together to provide real-time kinetic (RTK) position information, revealing the machine’s three-dimensional location on the site. Software compares the machine’s position to the design grade at a given location. The design grade information was built from site plans. The data files are loaded into a machine-mounted control box via a USB flash drive. The control box updates positioning data and sends signals to the hydraulic valves. The blade is automatically positioned for elevation and slope. Other sensors inform the control box of certain machine conditions; for example, dozers used by contractors such as Konell are equipped with a slope (tilt) sensor on the blade to measure the cross-slope of the cutting edge. “Indicate systems” like Topcon’s 3-D systems provide visual guidance for machine operators, who manually control the machine to cut or fill to the desired grade. GNSS has become more accurate in recent years by adding compatibility with the Russian GLONASS satellite constellation as well as the U.S. Global Positioning System constellation. This dual-constellation capability roughly doubles the number of signals available to the GNSS antenna/receivers and provides a high degree of positioning accuracy, according to the manufacturer. Konell had its dozer and motorgrader configured for rough and fine grading, respectively. The grader is equipped with three sensors that work in conjunction to account for blade tilt and rotation, as well as mainfall, i.e., the slope of such a long machine from front to back. Additionally, the motor grader is equipped with a valve kit that ties into valves on the machine and gives them the ability to make fine corrections. The dozer was equipped with a slope sensor and the operator viewed a horizontal bar showing how close the blade put the grade to specification on the monitor in the cab.

Well Known Link-Belt Employee, Crane JLG Announces Industry Veteran, Braxton Snyder, Dies Marketing Changes Braxton Snyder, manager, worldwide sales of Link-Belt, died on Feb. 20, in Lexington, Ky. Bill Stramer, vice president, marketing, sales and customer support made the announcement at LinkBelt headquarters in Lexington. Mr. Snyder began his career at Link-Belt in 1982 as a district sales manager covering the Middle East and parts of Europe while living in Saudi Arabia and The Netherlands. Upon returning to the United States, he was the district manager of the western United States. He moved to Lexington, Ky. in 1988, and was promoted to manager, international sales. In 1994, Mr. Snyder assumed the position of manager, North American sales and in 2005 was promoted to manager, worldwide sales. Mr. Snyder was very active and well known across the crane industry. He was a long-time member of the Specialized

Carriers & Rigging Association where he represented Link-Belt and other crane manufacturers on the Allied Governing Committee. He also was a member of the Associated General Contractors of America, the Northern California Crane Owners Association, and several other regional associations. Mr. Snyder also will be remembered as the Master of Ceremonies at Link-Belt customer events. “Brax was a true professional in every way,” said Stramer. “He had earned the respect of crane owners, distributors and competitors and will be remembered as one of the good guys of our industry. Our Link-Belt family has lost a colleague, a leader and a true friend with his passing.” Mr. Snyder is survived by his wife, Marcia, daughter, Allison, son, Braxton, and a granddaughter. Construction Set to Begin on Relocation Planned Golden State Freeway Project to Shippensburg, PA FREEWAY from page 1

mi. (14.5 km) — 4.4 mi. (7 km) in each direction — of new bus/carpool lanes, also known a high occupancy vehicle or HOV lanes, and repair damaged pavement on one of the most heavily traveled freeways in the state. The section on I-5 between SR-170 and Buena Vista Street has an average daily traffic volume of nearly 200,000. The project is expected to be completed by fall 2014. “Metro is proud to partner with Caltrans on the construction of this HOV project by contributing $22.6 million of Prop C funds,” said Metro Board Chair and Los Angeles County Supervisor Don Knabe. “Metro strives to improve regional mobility and sustainability by alleviating congestion, encouraging carpooling, improving air quality and providing a smoother ride for motorists. Today’s groundbreaking is another

example of our efforts to achieve these goals.” In September, work started on another $140 million I-5 project that received $31.2 million in Recovery Act funding. It is adding 7 mi. (11.3 km) — 3.5 mi. (5.6 km) in each direction — of new HOV lanes on I-5 between the Ronald Reagan Freeway (SR-118) and SR-170. It will also repair damaged pavement, construct a direct HOV connector at the I-5/SR-170 interchange, add new soundwalls, and realign ramps. The project is expected to be completed by spring 2015. HOV lanes typically carry two to three times more people at peak traffic hours than regular lanes. There are currently 514 mi. of HOV lanes in Los Angeles, about 36 percent of all such lanes in the state. California has obligated nearly $2.6 billion in Recovery Act funding to nearly 1,000 highway, local street, and job training transportation projects statewide.

demands in the region. Producing Volvo wheel loaders, articulated haulers and excavators in Shippensburg will result in shorter lead times for our customers. We will work closely with local suppliers to increase the North American content of our products. This will further reduce our exposure to exchange rate fluctuations, which will already be positively affected by our bringing more production to the USA.” A customer and demonstration center will be built in Shippensburg. In addition, Volvo CE will put up a new office building on the campus to house its regional sales headquarters, its Volvo Rents offices and its training center. All Asheville, N.C. based employees will be given the opportunity to relocate to Shippensburg. The move, which will affect about 220 employees, will be concluded no later than September 2012. A comprehensive plan to assist with relocation is under development. For those employees who are unable or not prepared to relocate, an extensive human resources plan is currently being put in place. Since the acquisition of the Shippensburg facility in 2007, Volvo Construction Equipment has continuously invested in the existing plant. In June 2010, a 200,000 sq. ft., $30 million expansion of the facility was finalized, to improve manufacturing flow and increase production space to incorporate the production of Volvo motorgraders. Manufacturing Volvo wheel loaders, articulated haulers and excavators in Shippensburg, Pa., will have no significant impact on the current production in other Volvo locations, according to the manufacturer. On the new 1.34 million sq. ft., site, the new manufacturing facility covers an area of 376,736 sq. ft., complemented with a 43,055 sq. ft. administration building. The oversized interior capacity of the new main production facility accommodates the enormous dimensions of Kleemann’s largest crushing and screening machines. The plant’s central warehouse contains two storage zones in

which some 10,000 items are stocked. “On average, 200 items with a total weight of 8.8 tons are handled here each day,” said Kleemann central warehouse manager Martin Zemmel. “We really benefited from the know-how of the other Wirtgen Group companies when building our new facility.” Kleemann’s new painting facility for large parts is one of the largest such facilities in Germany, with a tremendous load-bearing capacity of 33 tons, and approximately 21,500 sq. ft. of floor space. Kleemann’s switch-over from wet spray painting to powder-coating not only marks a major step towards boosting surface quality, but also has far less of an environmental impact, with the system far exceeding the requirements of the EU environmental guidelines, according to the manufacturer. BOISE, Idaho (AP) Construction on a $70 million project in Boise designed to honor Idaho business icon J.R. Simplot could begin by the end of the year, a Simplot Co. spokesman said. A Simplot team is finalizing details with the City of Boise and the Ada County Highway District as part of a process to get building permits, said David Cuoio. “We will be working out some details with Design Review, but don’t anticipate any major issues in regards to them,” Cuoio told the Idaho Business Review. Late last year the Boise Planning and Zoning Commission unanimously signed off on plans for the Simplot family to build a complex with office space, art studios, meeting spaces and a public park on a collection of vacant lots in the city’s downtown. Plans also call for an outdoor amphitheater. The complex is called JUMP — or Jack’s Urban Meeting Place. Construction would create more than 700 construction jobs and take two years to complete. Boise Planning Director Hal Simmons said work sessions will be set when the company submits additional plans. “There are some questions about exterior

materials, colors and final landscape plans,” Simmons said. “Some specifics about some other buildings on the site will also be worked out.” Simplot Co. also has submitted a request to the Ada County Highway District involving land near where the project is planned between 9th and 11th streets. That request has to do with the acquisition of unused public areas and involves inviting property owners within 300 ft. of the construction site to a meeting. The type of request is called a “vacation” of public rightof-way application. “Ultimately, the ACHD Commission will determine whether or not to approve the requested vacation,” said Christine Myron, spokeswoman of the highway district. “The applicant is also required to have the area appraised and, if approved, pay fair market value for the portions of right-of-way.” Additionally, local non-profits are being asked what kinds of uses they might like at the complex, Cuoio said. “There are so many possibilities as far as programs for the studios,” Cuoio said. “We are looking at all of them.”

Fleet Maintenance Software Can Help Boost Profitability Truck fleets with their own maintenance shops are under increasing pressure to maximize mechanic and technician productivity and minimize parts inventories, particularly in the current challenging economy. By accomplishing these objectives, companies stand a better chance of gaining a competitive advantage and boosting profitability. “Gathering and sorting through a myriad of information to achieve those objectives, while still directing day-to-day operations, remains one of the biggest challenges facing fleet maintenance directors and shop supervisors,” said John Wisdom, director of customer systems for Kenworth PremierCare Connect. “A good maintenance management program can help. It allows managers to track the time taken by mechanics or technicians to perform tasks, such as preventive maintenance and general repairs. Kenworth Offers Front Axles for T270, T370 Models Kenworth Truck Company will offer factoryinstalled, front drive axles for the Kenworth T270 Class 6 and T370 Class 7 models. The new Kenworth front drive axle was introduced at the 57th annual Electric Utility Fleet Managers Conference (EUFMC) in Williamsburg, Va. “This is Kenworth’s first factory-installed, front drive axle on our medium duty product line,” said Judy McTigue, Kenworth director of marketing planning and research. “We’re targeting utility service, construction vehicles, oilfield service and boom trucks, in addition to municipal applications, such as fire and emergency vehicles.” The new front drive axle, is available for order in ratings ranging from 10,000 to 14,000 lbs. (4,536 to 6,350 kg) on Kenworth T270s and T370s equipped with a PACCAR PX-6 engine. This fall, Kenworth will expand front drive axle ratings to 16,000 lbs. Felling Trailers uses Hentzen Coatings Inc.’s (HCI) paint system on its trailers. HCI paint products consist of a two-component urethane technology designed to optimize field performance and meet or exceed current environmental regulations. After fabrication, each trailer undergoes an extensive paint process. First, they are blasted with steel grit to remove all rust and contaminants. Next, the entire trailer receives an electrostatic application of two coats of primer, three coats of polyurethane paint and a rust-inhibitive undercoat. Finally, the trailers are moved to a specially designed dust-free drying room to ensure proper drying before exiting the building. Hentzen products are used exclusively, including the top of the line urethane primer and high solids low Volatile Organic Compounds (V.O.C.) compliant urethane top coat on all Felling Trailers. Preparation and painting processes are monitored daily by in-house technicians, “Hentzen representatives,” and Felling Trailers Inc. in-house quality control teams to ensure consistency in quality. Look for a fleet maintenance management program that offers reports and interactive screens providing managers fast and easy analysis. Managers can view work order histories, as well as labor and parts histories. • Manages fuel costs more effectively. Managers can take control of one of their top vehicle expenses by comparing fuel costs from different suppliers for the same vehicle, noted Wisdom. costs by fuel type. These updates give a shop greater flexibility in scheduling maintenance for the company’s vehicles. It also helps fleets avoid costly downtime since preventive maintenance services and mandatory inspections are kept current. • Captures mechanics time on assigned jobs quickly and accurately. By adding this feature to a fleet maintenance management

program, service technicians can scan in work orders and managers can compare actual job times with estimated completion times. Since the work orders are scanned instead of manually entered into the system, managers can more accurately monitor productivity and address issues that slow shop operations. This feature allows managers to monitor shop work at a macro level, while looking for exceptions. The system then allows them to dig down further and examine those exceptions on a micro level — job-by-job or time entry-by-time entry. • Provides interoperability with accounting software. This add-on feature increases user productivity by eliminating double entry from the work order into a third-party accounting package. According to a recent study conducted by the Department of Computer Science at the University of Sheffield, England, the average error rate for keyboard entry was between 12 and 24 percent, depending on the

typing skill of the person entering the data. This feature can significantly reduce manual input errors. Many providers of fleet maintenance programs offer interactive demos on their Web sites to help managers with the process of selection and comparison. Programs like Kenworth PremierCare Connect go a step further, Wisdom said. They offer no-obligation, free consultation and access to a more extensive demonstration that allow managers to try out the system to be sure it works properly for them. Generally, program providers offer several options ranging from a basic system designed for fleets of 20 or more vehicles, or repair shops with three or more service technicians, to an enterprise system designed for large companies. Besides most of the functions and add-on features mentioned, enterprise systems may include the ability to support multiple business units, real-time shop activity monitoring, and the ability for mechan-

ics to scan in work orders. itchie Bros. held an auction March 9 in Fort Worth, Texas. The sale included items from manufacturers such as Komatsu, Caterpillar, Vermeer, John Deere and Volvo. A 2006 Cat D8T crawler tractor brought in $34,500, Komatsu D155AX-6 crawler tractor sold for $30,000 and a pair of 2008 Cat D6T XL crawler tractors sold for $27,000 each.
