It seems only fitting that the first stage in constructing a new $60 million stadium for the San Jose Earthquakes — a Major League Soccer franchise — would involve the destruction of an existing facility.
As of early March, Devcon Construction began an estimated $3 million project in Santa Clara, Calif., that involves the complete demolition of a 450,000- sq. ft. (41,806 sq m) factory that previously housed FMC — a company that assembled military vehicles including the Bradley Fighting Vehicle. Located on a 14.5 acre site, the roughly 60-
see CONEXPO page 10
year-old, abandoned assembly plant will be completely torn down by early June. Because the plant has been vacant for some time, Devcon did not have to remove large HVAC cooling units, generators or assembly equipment prior to actual demolition — making this tear down project a straight forward see STADIUM page 13

Hawaii drivers are being asked to pay about $50 more per vehicle on average annually to meet a shortfall in funds to repair the state’s potholed roads, a problem of the government’s own making.
With a total price tag of $520.5 million — which included design, right of way capital and construction capital — the SR 52 project was divided into three construction segments.

Each year, thousands of businesses and people worldwide join with the American Society of Safety Engineers (ASSE), and its more than 33,000 occupational safety, health and environmental (SH&E) professional members to raise awareness about the importance of preventing work injuries and illnesses during North American Occupational Safety and Health (NAOSH) Week. This year’s NAOSH Week, May 1 to 7, is themed “Celebrating a Century of Safety” in honor of ASSE’s 100th Anniversary. Occupational Safety and Health Professional (OSHP) Day will be celebrated on May 4. Joined by the Canadian Society of Safety Engineering (CSSE), the Occupational Safety and Health Administration’s (OSHA) Alliance Program participants and the Federal Motor Carrier Safety Administration’s (FMCSA) Commercial Motor Vehicle Safety Belt Partnership, ASSE and its members will sponsor events large and small aimed at spreading the word about being safe at work. The NAOSH 2011 theme is “Celebrating a Century of Safety.” This is not only the 100th anniversary of ASSE, which sponsors NAOSH annually, but also the 100th anniversary of one of the most horrific workplace disasters in U.S. history. On March 25, 1911, 146 women and men died in the Triangle Shirtwaist Factory fire in the Asch building in New York City. That Saturday, when a fire started on one of the top floors of the Asch building, workers rushed to escape. However, the doors were locked. There were no fire sprinklers even though many New England manufacturing facilities were using fire sprinklers as a safety precaution during that time. The fire sprinkler head was patented in 1872. There were no fire safety or prevention products or programs at the Triangle Factory. The fire escape had melted and broken off. The elevator operator tried desperately to save as many people as he could, but as the fire spread many jumped to their deaths to the street below with their clothes on fire. Many jumped into the elevator shaft hoping to survive. They did not. Fire department ladders could not reach
the top floors of the building and thousands of New Yorkers lined the street and helplessly watched in horror as the workers jumped to their deaths to the street below. One of those onlookers was Frances Perkins who later became the first female U.S. cabinet member when she was appointed to serve as the U.S. Secretary of Labor. Soon after, public outrage led to a wave of new worker protection rules and regulations. Seven months later the American Society of Safety Engineers was founded in New York City, some say it was the beginning of the modern safety movement. Since that time ASSE and its occupational safety, health and environmental professional members continue to work in all industries and in their communities to make sure another Triangle Factory fire never occurs again. NAOSH activities to support work safety and educate the public are held worldwide by individual members and organizations. NAOSH kick-off events and educational programs are scheduled for Washington, D.C., this May 1 and 2, with ASSE members, federal and state officials, winners of the 9th annual ASSE kids “safety-on-thejob” poster contest and more. The kick-off events in D.C. will be held at the U.S. Department of Labor (DOL), the U.S. Capitol, the National Zoo and the National Gallery of Art. The events will feature panel discussions on the history of safety, preventing distracted driving, teen worker safety and recognizing the young winners of both the ASSE and FMCSA art contests. Past NAOSH Week events have included fleet safety classes, ergonomic awareness events, a workplace-oriented one-day free preparedness Web Expo, update on mining safety programs, a laser safety seminar, roadway work zone safety programs, corporate workplace safety and health days, teen worker safety programs, city and state work safety fairs, symposiums on a variety of topics, projects to assist charities, personal protective equipment (PPE), fashion shows, and much more. future business; exhibitors cited the high quality of customers and reported strong purchases and sales leads to new as well as existing customers. “The construction industry has been through some very tough times, with record unemployment, since the last ConExpo-Con/AGG and IFPE in March 2008. With these positive numbers and the industry support of the shows, we’re optimistic about the future and looking forward to seeing these new sales orders fulfilled,” said Megan Tanel, AEM vice president of exhibitions and events. “There was such a tremendous upbeat feeling at the shows; it was really great to see our industry looking ahead with some enthusiasm after the recession,” said Mike Haberman, chairman of the ConExpo-Con/AGG 2011 management committee and president of Gradall Industries. A record number of more than 860 co-located events, educational programs and pre-planned meetings were held with the shows, plus dozens more meetings scheduled onsite. Colocations included ICON Expo for the concrete products industry and several annual conferences of national industry associations. Quality Attendance, International Scope International registrations accounted for a record 24 percent of the total, representing more than 150 countries. ConExpo-Con/AGG 2011 and IFPE 2011 were among a select group invited to participate in the U.S. Department of Commerce International Buyer Program, which facilitates the participation of international visitors. The shows hosted 42 official international customer delegations from 37 countries, organized by the U.S. Department of Commerce as well as in-country associations and related groups. The majority of show attendees were key company decision-makers, including 44 percent with the top titles of president/owner and vice president/general manager/chief financial officer. “The increased global participation by attendees and exhibitors underscores the importance of world markets to our industry. The U.S. economy is slowly improving and we have a ways to go, especially in construction, but after 18 to 24 months there is more pent-up demand for equipment to be ready for the upturn,” Tanel said. “IFPE-related markets have fared somewhat better than construction and there definitely was a lot of positive momentum and interaction on the show floor. At both shows, attendees told us this was the place they needed to be to check out what’s new and get up to speed on the latest industry trends,” said Melissa Magestro, IFPE show director. On the Show Floor Altogether on the show floor there were more than 2,400 exhibitors taking more than 2.34 million net sq. ft. of exhibit space. IFPE was the largest ever, and ConExpoCon/AGG’s exhibit space was the second largest in the show’s history. Reinforcing the global scope of the shows were 10 international exhibit pavilions — IFPE with pavilions from China, Italy and Taiwan, and ConExpo-Con/AGG with pavilions from China, Finland, Germany, Italy, Korea, Spain and United Kingdom. IFPE 2011 featured exhibit pavilions from the American Gear Manufacturers Association (AGMA) and the Power

HONOLULU (AP) Hawaii drivers are being asked to pay about $50 more per vehicle on average annually to meet a shortfall in funds to repair the state’s potholed roads, a problem of the government’s own making. Lawmakers depleted highway funds over the years, taking $145 million that was meant to be used for transportation to pay for other programs. Only $17 million was left in February for road repairs, a relatively small amount compared to the $86 million annually the Department of Transportation said it needs. Even when it became clear money was running short, state vehicle fees weren’t raised. They haven’t been increased since 1991. The result is legislators are proposing that vehicle registration fees jump from $25 to $45 a year, and weight fees would approximately double, with the heaviest vehicles paying the highest rates. “Something has to be done, and something has to be done now, and that’s why we’re asking for these fees, said Department of Transportation spokesman Dan Meisenzahl. “No one wants to raise taxes, but this is the hand we’re dealt, and this is what we’re trying to do. But Sen. Sam Slom said drivers, many of whom already pay between $200 and $300 a year in fees, oppose the higher charges because lawmakers’ past actions have shown there’s no guarantee the funds will go toward road repairs. “It’s a further reminder of government not keeping its commitment, not keeping its promise, and not being able to
do the simplest things, said Slom, R-Diamond HeadHawaii Kai. “If you can’t do the roads, how can you do education? Highway funds were last raided by the Legislature in 2003, Meisenzahl said. Lawmakers dipped into the funds several times during the eight years beforehand — when there was at times more than $100 million saved up — cumulatively using the $145 million taken for just about any state government purpose but roads. The Department of Transportation is entirely funded by user fees and federal money, and it doesn’t receive any general state taxes collected, Meisenzahl said. State residents shouldn’t fear that their vehicle fees would be put to any purpose but roads in the foreseeable future, said House Transportation Committee Chairman Joe Souki. “We cannot look at what has happened in the past. We need to look at the future and the present, said Souki, DWaihee-Wailuku. “We have roads that need to be repaired, we have bridges that need to be repaired, we have highways to be made. Of course, it’s always possible that at some point in the future, if highway funds replenish themselves, lawmakers would again be tempted to use them to help balance the budget. The new fees would raise a combined $56 million a year for paving, repairs, drainage, traffic signs, guardrails, lighting, sidewalks, landscaping and storm cleanup on nearly 2,500 miles of state roads. The money collected would be added to the $27 million the DOT is seeking to use in each of the next two years for road maintenance.

FMC Factory Makes Way for New Earthquakes’ Stadium STADIUM from page 1
job, according to Ron Woodrum, senior project manager of Devcon Construction. Currently PC750 and PC650 excavators are tearing down portions of the factory’s roof and outer building shell prior to demolishing the inner segments of the factory. Aside from excavators, skid steers and water trucks are currently being used onsite —with the skid steers mainly providing material separation services. Once a significant portion of the factory has been torn down, Devcon will bring in a specialty crusher that will breakdown concrete and cement into backfill, which will be reused onsite, Woodrum said. Additional crushed material will be resold, which will aid the contractor in recouping some of the project’s costs. During demolition operations, the San Jose Earthquakes development team is working to get a building permit approved by the city. Once that happens, construction of the new
stadium will begin — a construction process that should take about a year to complete, according to team president David Kaval. The new stadium is slated to look similar to a European-style, horseshoe-shaped soccer facility, with a roof covering the permanent seating to create intimacy. The demolition of the ex-FMC factory and the beginning of the stadium project has been in the works for years, as in 2005 the city of San Jose paid $81 million for the property. The city then spent an additional $19 million to clean up the site. The San Jose Earthquakes were founded in the early 1970s. After professional soccer was reborn in the United States with the founding of Major League Soccer, San Jose was awarded a charter franchise —the San Jose Clash. In 2000, the team renamed itself the San Jose Earthquakes. Following a move to Houston the team was brought back to San Jose in 2008. CEG

Ritchie Bros. Conducts Tightening the Belt... Washington House Approves $8.9B Its Largest Auction Ever, Tops $58M Mark Transportation Budget, Makes Cuts Ritchie Bros. Auctioneers conducted a record-breaking $58 million two-day unreserved public auction in Las Vegas, Nev. March 24 to 25, 2011. The auction was the largest the site has ever conducted in terms of gross auction proceeds — the previous record of $48 million was set in March 2008. The Las Vegas auction also set new site records for number of lots sold (2,500 plus) and number of online bidders (2,200 plus). “This was the most equipment we’ve ever sold in a Las Vegas auction and the large selection generated a lot of attention locally and internationally,” said Jim Rotlisberger, regional manager, Ritchie Bros. Auctioneers. “We witnessed active bidding on all equipment types from bidders around the world throughout the auction, which resulted in strong returns for our consignors.” Close to 5,000 bidders from 50 countries, including all 50 U.S. states and 10 Canadian provinces and two territories, registered to participate in the auction either on-site or online. More than 94 percent, or $54.9 million, of the equipment was sold to buyers outside the state of Nevada; more than 32 percent, or $19 million, of the equipment was purchased by out-of-country buyers from as far away as Colombia, Saudi Arabia, Lebanon, Australia and the United Arab Emirates. The Las Vegas auction featured equipment from 400 consignors, including Wells Cargo, a Las Vegas-based heavy construction and paving contractor, who consigned a 2009 Caterpillar D10T crawler tractor, which sold for $1.25 million to a buyer from Dubai, UAE. “We are very pleased with our results from the auction,” said Ronnie Ambriz, equipment manager, Wells Cargo. “This is the second time we’ve consigned with Ritchie Bros. and we plan to maintain an ongoing relationship. When we sell with Ritchie Bros. we’re confident we will receive great returns because of the number of on-site and online bidders Ritchie Bros. attracts from around the world and from all industries.” For more information, visit www.rbauction.com.

OLYMPIA, Wash. (AP) House lawmakers have overwhelmingly approved an $8.9 billion transportation budget for the next two years that supporters describe as a painful but prudent response to the current fiscal reality. The House voted 89-6 March 25 to adopt the budget, which includes $1.1 billion for highway maintenance, $402 million for passenger rail and $237 million for ferry terminal and vessel projects. Rep. Mike Armstrong, R-Wenatchee called it “a no-frills, tighten-the-belt kind of budget that is appropriate for the time we’re in.” A recent revenue forecast showed the state’s overall deficit to be $780 million deeper than previously thought. State officials say the deficit for the 20112013 budget will be around $5 billion. The transportation proposal includes fewer service cuts and a smaller rate hike for the Washington State Ferries system than Gov. Chris Gregoire had wanted originally. The House budget cuts ferry service by $3.1 million, as opposed to Gregoire’s proposed cut of $20 million. House lawmakers say they targeted the runs that were not-heavily used. Gregoire’s initial plan also included a ferry rate hike of 10 percent. The House bill puts it at 7.5 percent in 2011 and 2.5 percent in 2012. This year’s 7.5
percent rate hike includes the expected 2.5 percent annual increase, as well as a one-time 5 percent increase. Next year, riders will see another 2.5 percent annual increase, raising a total of $3.6 million over two years. A big concern right now is the declining revenue from Washington’s gas tax, which is charged on a pergallon basis and is falling as people drive less and use more fuel-efficient cars. House lawmakers said they’re looking for alternative revenue sources for the future. While the bill received strong bipartisan support, minority Republicans are still concerned that the proposal doesn’t do enough to fix the current transportation system. “I think the taxpayers expect us to do much more than continue on the present course,” said Rep. Jason Overstreet, R-Blaine. Several Republicans also were worried about the budget’s continuation of current programs that they don’t think are working, but in the end voted to approve the proposal. “Is it the perfect budget? No. But it is a good budget,” said Rep. Jan Angel, R-Port Orchard. “I think we’ve done a good job.” The Senate unveiled its own $9 billion transportation budget that largely mirrors the House version. The House proposal now moves to the Senate for approval before final negotiations.

Sunny Side Gateway Project Comes to an End By Erik Pisor CEG CORRESPONDENT
After more than three years of construction, a 4-mi. (6.4 km) extension of existing State Route 52 — just east of the city of San Diego — was opened to traffic on March 29. SR-52 is now an 18-mi. link that begins at State Route 67 in the city of El Cajon and ends near the coast at Interstate 5 in La Jolla. Dubbed the Sunny Side Gateway Project, the job included the construction of a four-lane SR 52/State Route 67 interchange, two eastbound and westbound lanes along SR 52, and 13 bridges throughout the city of Santee, Calif. With a total price tag of $520.5 million — which included design, right of way capital and construction capital — the SR 52 project was divided into three construction segments. SR 52/SR 67 Interchange This $67 million interchange project began in May 2008 and encompassed the construction of four cast-in-place, prestressed concrete box girder bridges that reached 75 ft. (23 m) high, and made up the four freeway connectors, according to Kurt Thomas, senior project manager of Skanska USA Civil. To construct the bridge connectors, 34 large cast-in-drillhole piles up to 3.38 yd. (3 m) in diameter and 33.9 yd. (31 m) long were driven. The foundation subcontractor, Condon Johnson and Associates, used a pneumatic hammer drill unit mounted on a Manitowoc 4100 crawler crane to advance the piles through the overlying decomposed granite into the hard granite “rock sockets.” In total nearly a million dollars worth of equipment and tools were used to conduct the bridges’ foundation work. Aside from construction of the interchange, the project also entailed roadway improvements throughout the area including the widening of SR 67 near the interchange. According to Thomas, one project challenge was the unanticipated rock encountered during the drainage and roadway excavation cuts. SR 125 to Cuyamaca This 2-mi. (3.2 km), nearly $57 million extension of SR 52 began in January 2008 and was approximately a threeyear project, according to Duff Joseph, project superintendent of Lakeside, Calif.-based general contractor Erreca’s Inc. The project involved constructing two east and westbound lanes, from the point where SR 52 ended at State
Route 125 to Cuyamaca Street, and auxiliary lanes at the routes 52 and 125 interchange. In total 11 bridges were constructed by Erreca’s at six different locations, with two of the bridges built above an existing San Diego Trolley line and near Gillespie Field, a small airport. During construction of these two bridges close coordination between Erreca and the Public Utilities Commission, the San Diego Trolley and Federal Aviation Administration (FAA) was necessary — especially during crane operations. Equipment used on site included scrapers, excavators, backhoes, loaders, forklifts, motorgraders, cranes, bulldozers, compactors, deck finishing machines, pavers, rollers and dump trucks. Upon completion of the SR 125 to Cuyamaca project 22,500 cu. yds. (17,202 cu m) of concrete was poured for 11 bridges, and 4.8 million lbs. (2.17 million kg) of rebar was used, according to Joseph. Additionally a total of 2,830 cu. yds. (2,163 cu m) of concrete and 543,000 lbs. (24,630 kg)
of rebar were used to construct six retaining walls and one box culvert. A total of 1.2 million cu. yds. (917,466 cu m) of earth was excavated or imported, and 35,250 tons (31,978 t) of asphalt concrete was poured. Cuyamaca to Magnolia San Marcos, Calif.-based FCI Constructors was responsible for this $30 million, middle segment of the Sunny Side Gateway project, which included the construction of two eastbound and westbound lanes along SR 52 from Cuyamaca Street to Magnolia Avenue. This segment represented a large earthmoving job, as close to one million cubic feet of dirt was moved prior to project completion. The entire Sunny Side Gateway Project was partially paid for with $133 million from California’s Proposition 1B Transportation Bond Program and $35 million from San Diego County’s TransNet half-cent sales tax, according to Caltrans District 11. Oklahoma Law Limits Building Heights Near Airport Runways By Jennifer Palmer THE OKLAHOMAN
OKLAHOMA CITY (AP) A new law restricting the height of buildings near an airport may be flying under the radar with some developers. The Oklahoma Aircraft Pilot and Passenger Protection Act took effect Oct. 1. It requires a permit from the Oklahoma Aeronautics Commission for proposed structures taller than 150 ft. (45.7 m) that are within 3 mi. (4.8 km) of an airport runway. For example, a wind turbine near an airport, such as in Weatherford, would not be allowed under the law. But the Embassy Suites hotel in Norman is just shy of the 150-ft. limit, though it is within 3 mi. of the Max Westheimer Airport, and would not be affected. Airports in Oklahoma City, including Will Rogers World Airport, Wiley Post Airport and Clarence E. Page Municipal Airport, are exempt but military airports such as Tinker Air Force Base are protected by the law. So far, all six permits received by the commission have been approved, said Director Vic Bird. Though the commission has contacted many agencies to alert them of the new law, some people may still be unaware, he said.
Steve Schuller, an attorney with the Gable Gotwals law firm’s Tulsa office, said more attention should be brought to the law. “It does restrict the use of your property, but for a good reason,” he said. Bird said the intent of the law is not to discourage construction but to protect the safety of airports, pilots and passengers. Wind Turbine Too High In Weatherford, a wind turbine constructed near the Thomas P. Stafford Airport runway caused the Federal Aviation Administration to alter the way pilots land there. Landings there now require more steps by the pilot and are not ideal from a safety standpoint, Bird explained. And that’s what the Oklahoma Aeronautics Commission wants to avoid. Developers still have to comply with FAA restrictions and city zoning laws, but the pilot and passenger protection act adds an extra layer. “It not only gives us a say, but the final say,” Bird said. Bird said the commission’s staff wants to work with developers and come up with reasonable solutions for both parties.
Solar Panel Maker May Build in Mesa PHOENIX (AP) A newspaper report said the world’s second-largest solar panel manufacturer is considering building a factory in Mesa that would bring about 600 new jobs. The report by The Arizona Republic said Tempe-based First Solar Inc. declined to confirm Mesa had been chosen. But the paper cited sources that said the panel maker is preparing to announce a deal while still working on terms. First Solar has solar-panel factories in Ohio, Germany and Malaysia, with additional plants planned in France, Vietnam and possibly China. The company announced in October that it planned to build two new manufacturing plants, one in the United States and the other in Vietnam. First Solar spokesman Ted Meyer on Feb. 18 declined to confirm that the company is zeroing in on Mesa. Mesa officials and members of the Greater Phoenix Economic Council, the region’s lead economic-development group, declined to comment. Roc Arnett, president of the East Valley Partnership, an economic-development group that promotes Mesa, Tempe, Chandler and other southeast Valley communities, said there are a number of vacant industrial spaces in the region that could house such a manufacturing plant. They include spots near Phoenix-Mesa Gateway Airport in southeast Mesa, Chandler Municipal Airport in Chandler and the Falcon Field Airport in Mesa. “If something like this does happen, you just know they are going to be the kind of good corporate citizens that Intel and Boeing have been for many years in the southeast
Valley,” he said. Intel announced on Feb. 18 that it plans to build a new $5 billion factory that will create thousands of construction and manufacturing jobs in the Phoenix suburb of Chandler. The company already has a huge factory there that employs nearly 10,000 people. First Solar, founded in 1999, has grown to become the world’s second-largest solar manufacturer after Suntech Power Holdings Corp. of China. It has been searching for months for a U.S. site to build a 238-megawatt factory to open in 2012. Solar-manufacturing plants are compared by the amount of megawatts produced by the panels they make, not by the number of panels. First Solar has projected it will produce solar panels totaling 2,742 megawatts in 2012. The new U.S. factory would represent about 9 percent of its total manufacturing capacity that year. One megawatt can generate enough energy for about 250 homes at once in direct sunlight. Jordan Rose, an attorney who represents several renewable-energy companies in Arizona, said most manufacturing has been done overseas because of lower production and labor costs there. Now that panels are getting cheaper to build because of increased manufacturing efficiencies, production can be moved back to the United States. First Solar’s main competitor, Suntech Power Holdings, opened a small factory recently in Goodyear and plans to make 50 megawatts of solar panels a year and employ 150 people.

JLG Industries Graduates 6,000th Qualified Instructor JLG Industries Inc., recently graduated the 6,000th qualified instructor from the company’s Train-the-Trainer course held in Las Vegas. James Mason Jr., who is an outside machine shop apprentice instructor, was recognized with the honor. He received gift certificates for JLG merchandise and complimentary accommodations from the Orleans Hotel & Casino. The JLG Train-the-Trainer course gives instructors the most effective methods to teach aerial work platform (AWP) and telehandler operators how to work the equipment properly, stressing the importance of operator training as it relates to increased workplace safety. “As the use of aerial work platforms and telehandlers increases and the variety of applications grows, the need for programs — such as JLG’s Train-the-Trainer — has become more important than ever,” said Chris Mellott, JLG Industries vice president of sales and development of the Americas. “We estimate that for every graduate of the program, five to 25 or more people receive qualified operator training every year in the safe use of JLG equipment. We are proud of these individuals, as workplace safety is of the utmost importance.” The Train-the-Trainer instructor qualifica-

With a rated tip capacity of 2,400 lbs. (1,089 kg) and SAE operating capacity of 840 lbs. (381 kg), the new Vermeer S800TX mini skid steer can efficiently lift and transport a large load of material in and around confined spaces.
Vermeer Corporation’s S800TX miniskid steer features a rated tip capacity of 2,400 lbs. (1,089 kg) and rated SAE operating capacity of 840 lbs. (381 kg), all in a compact frame, enabling contractors to lift and transport pallets and bucket loads in and around confined spaces. “Our customers wanted more lifting capacity and increased performance in a small package,” said Jon Kuyers, compact and utility segment manager of Vermeer. “They also wanted more productivity, more horsepower and a machine with the ability to carry a larger load to and around confined spaces with exceptional visibility. The S800TX delivers on all accounts.” The S800TX is powered by a 35-hp (26.1 kW) diesel engine, providing power and breakout force. And measuring just 40.5 in. (103 cm) in width, the S800TX offers a narrower footprint than other mini skid steer models with similar horsepower and operating capacity ratings, enhancing maneuverability and access to confined spaces, according to the manufacturer. The hydraulic system of the S800TX is capable of providing 14 gpm (53 Lpm) of hydraulic flow that helps more efficiently power a variety of attachments. An optional dual auxiliary hydraulic circuit helps provide operational efficiency with varying attach-
ments. A universal mounting plate allows operators to quickly swap out attachments, making the S800TX versatile in the field. “The S800TX is a flexible, powerful workhorse in a compact frame suitable for many applications,” Kuyers said. “Although it was developed primarily for small to midsize contractors and landscapers, it will have a fit in many different markets and a variety of applications.” Features to enhance operator comfort and safety also have been incorporated into the S800TX design, including a spring-cushioned ride-on platform that offers broad job site visibility and ease of stepping on and off the machine. An operator presence system, integrated into the ride-on platform, automatically suspends ground drive and powered boom / bucket motion if the operator steps off the platform. Console cushions positioned to the front of the operator and on either side help increase operator comfort, particularly when working on uneven terrain. The S800TX ground drive is controlled by a single, pilot-operated joystick for a smooth range of motion. Boom / bucket motion is controlled by a single, dual-axis joystick. Kirby-Smith Holds Pair of Paving Seminars in Okla.
F
or the second year in a row, KirbySmith Machinery Inc. conducted paving seminars in Oklahoma City and Tulsa, Okla., on Feb. 22 and 24, respectively. Together, the events drew nearly 230 participants. “We truly believe in giving back to those industries that have helped us grow and prosper for the last 28 years and we are committed to continuing our efforts to ensure you do too,” Ed Kirby, president of KirbySmith Machinery Inc. said, in a letter to seminar attendees explaining the company’s sponsorship. The welcoming letter is the first page in the seminar workbook presented to all participants. According to Kirby, the company has invested more than $1,000,000 in the past year to enhance the training of the KirbySmith employees in order to back all its products and assist in the training of customers with events like the seminar. “We are committed to being the ‘paving authority’ for all your paving projects and equipment needs,” said Kirby. The Tulsa seminar opened with a welcoming talk and introduction of Kirby-Smith employees and the presenters by Kelly Littlefield, sales manager of the Tulsa area. “As the ‘paving authority,’ we have taken this opportunity to present programs conducted by experts in their own field, therefore promoting better practices and safety procedures to make a more lasting and efficient paving project,” said Littlefield. The presenters were paving industry experts from dedicated paving manufacturers and included: Jeff Wiley, senior vice president of sales and marketing for Wirtgen America, who has more than 30 years of experience in the industry discussed milling and stabilization. During the Best Milling Practices presentation subjects such as when to use fine milling for smoothness and revitalization of skidresistant surfaces were discussed along with cutting patterns, cutter drums, tooth rotation and milling speeds. Soil stabilization and cold recycling portion of the class drew a lot of attention. L. “Nars” Narsingh, product and product support manager of Vögele, who has more than 21 years in the paving industry conducted paving classes on topics ranging from good paving practices to free floating screeds, non-contact continuous paving and longitudinal joint construction.
Jeff Wiley, senior vice president of sales and marketing of Wirtgen, has the full attention of the audience during his Milling Best Practices presentation.
Mark Odom, regional product support manager of LeeBoy, presented the “Chip N Seal”/Distributor Units program. With 33 years experience in the industry, Odom is one of the foremost experts in the field. The
presentation included not only techniques and maintenance but also factual information about liquid asphalt. Tim Kowalski, applications support manager of Wirtgen America, who has more than
Steve Reed (L) and Zac Marta from the City of Grove, Okla., have been taking a hands-on tour of the Vögele 5200-2 Vision paver.
20 years experience with the quality control side of asphalt, aggregates and concrete projects, hosted “Compaction 101” and advanced compaction presentations centered around the reasons for compaction using different methods which included Dynamic compaction (vibration/oscillation) static, impact and kneading. Kowalski described the different soil types for the base, obstacles and how to resolve these obstacles and the different types of equipment used to accomplish the best compaction projects. “The seminars were so successful last year that we had multiple requests to do an encore performance you might say,” said George Denny, director of sales and marketing. “Last year we had a continuous program where everyone was exposed to all aspects of paving. We learned that not everyone had an interest in all the programs, so this year we arranged to have ‘break-out’ sessions. “These sessions allowed the attendees to participate in only those subjects that had a direct effect on their jobs. We had a complete set of ‘break-out’ sessions in the morning and a duplicate set in the afternoon so each person could attend the ones he/she wanted if they had a conflict in the morning.” The day-long seminar included ample time for participants and presenters to interact with each other and and equipment with “walk-a-rounds” to view the Wirtgen, Hamm, Vögele, Rosco and LeeBoy products on display.

EXACTCOMPACT HELPS SPEED COMPACTION BY MONITORING IMPACT SPACING Take a high-frequency Sakai roller and you can speed compaction. With EXACTCOMPACT, you can be sure that you’re rolling at the precise impact spacing. EXACTCOMPACT is a simple visual monitor: Red = You’re rolling too fast. Yellow = You’re rolling too slow. Green = You’re right on target to reach density at the fastest possible ground speed. EXACTCOMPACT is standard on mainline Sakai rollers – optional on all others. Put it to work on your next HMA job.

Asphalt Drum Asphalt Drum Mixers Inc.has Mixers Inc. added a warm-mix asphalt (ADM) has system to its Milemaker added a warm- Series asphalt plants. mix asphalt system to its Milemaker Series asphalt plants. The new system delivers more versatility to the plants, which is among the most fuel-efficient, mixdesign flexible and productive plants within the 160 to 425 tons-per-hour (145 to 385 t) range, according to the manufacturer. Previously producing only hot-mix asphalt designs, the Milemaker now has the capability to introduce water or other chemicals into liquid asphalt entering the plant, thereby appropriately lowering the temperature to warm-mix specifications. The dual-drum plants use counterflow technology, which operates separate drying and mixing zones to achieve the maximum level of heat transfer and fuel efficiency. This enables the Milemaker to achieve a high production volume and a low cost-per-ton average. Milemaker plants, which are available in portable, relocatable or stationary versions, meet all federal and state specifications and produce quality asphalt to help protect operators against out-of-spec damages. While producing the latest mix designs, the plants also come prepared for future job specifications since dual-drum systems easily can be adapted to accommodate new mix specifications. A wide range of components further customizes each plant for particular customer needs. Available individual components include cold feed bins, hot oil asphalt cement tanks (both horizontal and vertical), direct-fired horizontal cement tanks, portable and stationary bag houses, mineral filler systems, recycled asphalt pavement systems, self-erect and stationary silos, weigh and drag conveyors, weigh batchers and fuel oil tanks. ADM keeps the environment a priority in its designs. By using counter flow technology, the Milemaker reduces unsafe hydrocarbon emissions, which are a common problem with drum mix plants. The Milemaker produces clean stack tests and also can handle large percentages of recycled asphalt pavement (RAP) without reducing the temperature or producing blue smoke. To make the Milemaker Series even more environmentally friendly, ADM designed the system to reintroduce residual gases back to the drum’s combustion zone, according to the manufacturer. The Milemaker’s design features a technically easy-tooperate control system, which can be controlled by one plant operator and one loader operator. A new operator can be trained within a few hours, and on-site staff will be able to handle nearly all maintenance procedures. In addition to the Milemaker, ADM also offers the Roadbuilder Series and SPL Series. Each ADM plant can be custom designed to meet the requirements of individual sites, essentially building each client’s business based upon the components and plant size needed. For more information, call 260/637-5729, or visit www.admasphaltplants.com.

S850 Bobcat Offers Rated Operating Capacity of 3,875 lbs.
Bobcat’s S850 skid steer loader has a rated operating capacity of 3,875 lbs. (1,757 kg).
Bobcat’s S850 skid steer loader has a rated operating capacity (ROC) of 3,875 lbs. (1,757 kg) — 17 percent more than the company’s previous largest skid steer loader, the S330. The S850 joined the Bobcat MSeries loader line, which includes the S630 and S650 skid steer loaders and the T630, T650 and T870 compact track loaders. With an operating weight of 10,008 lbs. (4,539 kg), the S850 is now the largest Bobcat skid steer loader. Due to its vertical-style lift arms, it offers lift height of 144 in. (366 cm). It is powered by a 92-hp (68.6 kW) water-cooled diesel engine. Production Is Key The S850 has the same increased hydraulic performance as other M-Series loader models, enabling it to efficiently accomplish more work. The standard auxiliary hydraulic flow on the S850 is 23 gal. per minute (87 Lpm) at 3,500 lbs. per sq. in., while an optional high-flow fea-
ture reaches 37 gal. per minute (140 Lpm) for maximum attachment performance. New job-enhancing features have been added to the optional deluxe instrumentation panel. Available only on M-Series loaders, the panel monitors key loader functions, while the keyless start helps prevent theft. The new 5-in., full-color LCD screen offers better readability and interaction. Easyto-read virtual sweep gauges allow the operator to quickly read and understand the machine’s performance. Increased Uptime The S850 is designed to work long hours on demanding job sites, so routine maintenance has been minimized to enhance operator productivity. Simple checks make it easier to perform maintenance correctly at the proper intervals, according to the manufacturer. Hydraulic quick couplers are mounted directly to the front plate of the lift arm to provide a solid mounting, while quick coupler
hoses run through the loader arms for better protection. A guard bar extends in front of the coupler for added security. Keeping the loaders cool when working long hours is important in prolonging the service life of the machine. That’s why Bobcat redesigned the cooling system on the M-Series for increased efficiency and higher performance. The new design also makes it easier to clean out the cooling system, with an oil cooler that swings up, allowing the operator to clean the area between the oil cooler and the radiator.
cab door threshold has been lowered and the overall surface of the door has been increased more than 40 percent to provide improved visibility and make it easier for operators to enter and exit the cab. Windows on the sides and rear of the cab also have been increased in size to provide more visibility to the tires and to the rear. The larger top window makes it easier and more comfortable for the operator to see the attachment with the lift arms raised, an advantage when loading trucks or performing other tasks.
Improved Visibility The S850, like other M-Series loader models, features a cab-forward design that not only makes the loader look different, but also moves the operator closer to the attachment and provides visibility in all directions. Enhanced visibility is provided to the cutting edge of the bucket or the corners of an attachment because of the large cab door. The
Cab Comfort Comfortable operators are more productive, so to create a better working environment, Bobcat increased the size of M-Series loader cabs by 10 percent, redesigned the interior to allow operators to adjust the environment to their individual preferences and improved cab pressurization. Bobcat M-Series loaders have a
pressurized cab, with a new onepiece seal that goes all the way around the door and fits into a special curved pocket. This minimizes the amount of dirt and dust that might enter the cab, creating more enjoyable working conditions and making it easier to clean, according to the manufacturer. Noise is another factor affecting operator comfort, and Bobcat reduced the sound level of MSeries loaders by more than 60 percent. New engine mounts improve isolation to decrease vibration and reduce sound levels. The control levers on both standard controls with power assist, and the optional selectable joystick controls (SJC) move up and down in conjunction with the seat to reduce arm movement and fatigue as the operator controls the machine. The joystick mounts slide forward or backward to adjust to the preference of each individual operator. For more information, visit www.bobcat.com.

AGC Volunteer Appreciation - The AGC of St. Louis is grateful for the many members who serve on committees. The time devoted by these individuals and the knowledge they share with the industry in very important to the success of the AGC. INFORMATION - MSHA Enforcement Alert from an IAAP Member. An IAAP company has posted a new MSHA citation on the MSHA Enforcement Alerts website at www.mshaenforcementalerts.com maintained in partnership by the IAAP and other Midwest Aggregate Associations. This citation concerned the company because the inspector believed miners were stepping over the motor, but just as in a lot of other cases, this practice was acceptable during previous inspections by this same inspector and also during a CAV that was completed on these screens just 2 1/2 years ago. This motor configuration is present on many screens by different manufacturers. To view further details on this citation you may log on to http://mshaenforcementalerts.com/citations.php?i d=144. Oregon Couple Wants to ‘Adopt’ Arrah Wanna Bridge By Yuxing Zheng THE OREGONIAN
WELCHES, Ore. (AP) It’s not an adorable kitten or a child in need of a loving home, but Bob and Margaret Thurman are nonetheless intent on adoption. The Thurmans have launched a bid to “adopt” the Arrah Wanna Bridge, a one-lane pony truss bridge spanning the Salmon River in Welches about a half mile south of U.S. 26. They hope to move the century-old structure to one of their nearby properties, repurpose it as part of a public pedestrian or hiking trail, and, in the process, preserve a piece of local history and architecture. “People are nostalgic about the past, and there’s an awareness that things are disappearing,” Bob Thurman said. “Somebody needs to move it or they’ll scrap it and sell it to China.” The Thurmans hope to persuade Clackamas County, which owns the bridge, to let them move it before crews start construction in 2012 on a wider, modern replacement. They expect to pay for relocation and future maintenance costs, although they haven’t solicited bids or submitted a detailed proposal. If the Thurmans succeed in their quest, it won’t be the first time the bridge has been moved. But from exactly where, nobody seems to know. Bridge experts date the 117-ft.-long, 16ft.-wide span as roughly a century old, from sometime in the 1910s or 1920s. But it doesn’t match any of the standard design plans for truss bridges drawn up by officials in the 1920s and 1930s at the old Oregon State Highway Department, the predecessor of today’s Oregon Department of Transportation. All the experts know is that records indicate the bridge was relocated to its current Salmon River site in 1957 to replace a wood Howe truss bridge. Today, the W-shaped truss bridge with its camelback curve is “a wonderful example” of one of a handful of remaining steel pony truss bridges in the area, said Robert W. Hadlow, a senior historian with ODOT. “These little truss bridges are great examples of the advances in steelmaking in this country in the early 20th Century. This bridge was of that period of industrialization in America.”
Pony truss bridges steadily declined in popularity over the years, in part because of growing traffic demands, Hadlow said. But truss bridges are relatively simple to relocate because they can be easily taken apart and reassembled. “If there is an opportunity to preserve this bridge rather than scrap it, it’s a way of ensuring that people will continue to appreciate our built history,” Hadlow said. “It’s not unlike preserving an old house, especially if it’s an example of an architectural style that is fading out.” Adopting a bridge may be untraditional, but it’s not unheard of. The Indiana Department of Transportation operates a Historic Bridges Marketing Program, where 50 or so bridges are listed for rehabilitation or possible relocation. In Michigan, the Calhoun County Road Commission operates Historic Bridge Park, which draws pedestrians and bikers with a collection of rehabilitated, relocated historic bridges. The Thurmans years ago embraced the burgeoning heritage tourism trend. They’ve lived in Brightwood since 1977 and devoted their full attention to their Welches-area properties after retiring in 2000 from jobs at Portland Public Schools, she as a grade school teacher, he as a school psychologist. The Cabins Creekside at Welches, a rental property they own, is steeped in nostalgia. Old gas station signs, a Johnson seahorse motor, a corn sheller, kerosene stove and rendering pot to melt lard all decorate the property. Inside the rooms, vintage posters and historic photographs introduce younger generations to bygone views and artifacts, such as the Skiway, essentially a flying bus of sorts that transported visitors on a bus suspended on a cable between Government Camp and Timberline Lodge. Clackamas County will likely advertise a request for proposals for the relocation of the Arrah Wanna bridge in upcoming months, said Joel Howie, a civil engineering supervisor for the county. The county would prefer a proposal that keeps the bridge in the local area, he said. That’s good news for the Thurmans. “Historic marketing works,” Bob Thurman said. “Here, you have something people can actually experience, move through. You can walk through history.”
