Highway 12 Jameson Canyon Road Widening Project Begins Caltrans, the Solano Transportation Authority (STA) and the Napa County Transportation and Planning Agency (NCTPA) broke ground April 4 on the much-anticipated Highway 12 Jameson Canyon Road Widening Project. “Caltrans is excited that the improvements to Highway 12 sought by residents of this region are now underway,” said Acting Caltrans Director Malcolm Dougherty. “The project will reduce congestion and provide jobs for the region.”

The project will widen nearly 6 mi. (9.7 km) of Highway 12 from two to four lanes between the Highway 12 and Highway 29 interchange in Napa County to Red Top Road near Interstate 80 in Solano County. A concrete median barrier will also be constructed along this stretch of the highway. Highway 12 is a major link between Napa Valley, the Central Valley and the Bay Area. The see PROJECT page 10

Hawaii Sen. Passes $500M Package to Spark Construction Growth HONOLULU (AP) A $500 million construction package aimed at stimulating job growth has cleared the state Senate. The “Invest in Hawaii Act of 2012” would fund numerous capital improvement projects across the state. These repair and maintenance projects would update aging infrastructure at state facilities and address health and safety concerns. The bill focuses on funding projects that are

ready to begin to avoid delay in creating muchneeded construction work. The capital improvement projects also would help Hawaii businesses that provide supplies and other support to the construction industry. The state’s estimated repair and maintenance backlog exceeds $1 billion. If the bill also clears the House, funding would be available for public works projects at schools, health centers and other state-owned properties.

The cost of construction materials jumped in March, even as the amount contractors charge to complete projects remained stagnant, according to an analysis of producer price index figures released April 12 by the Associated General Contractors of America. Association officials noted that the spike in materials prices continues despite relatively weak overall demand for construction, and cautioned that current market conditions could force some firms out of business. “Price shocks for a number of key construction materials may have caught contractors by surprise in a period when overall inflation remained very moderate,” said Ken Simonson, the association’s chief economist. “Even though the increases are generally small compared to the high levels of last March, contractors have not been able to pass along these new costs, putting firms at risk of insolvency.” Simonson cited increases in March for diesel fuel, up 3.5 percent for the month after rising 3.0 percent in February; gypsum products such as wallboard, up 2.2 percent after increasing 5.1 percent in February and 5.9 percent in January; and aluminum mill shapes, up 1.2 percent after a 1.9 percent rise the previous month, as particular problems. Overall, the producer price index for construction materials prices increased by 1.4 percent between February and March, following a rise of 0.9 percent from January to February. Even as materials prices spiked in March, the amount contractors are able to charge for completed projects remained relatively flat, the construction economist added. He noted, for example, that the amount contractors charge for new industrial building construction declined by 0.2 percent between February and March. Enbridge, Canada’s largest transporter of crude, said March 27 it will expand its Flanagan South Pipeline from Flanagan, Ill., to Cushing, Okla., to a 36-in. (91 cm) diameter line with a capacity of 585,000 barrels per day.

The building will enhance ProTech Trainings’ ability to deliver hands-on technical training and will include four teaching bays and a 2,100 sq. ft. engine troubleshooting lab.

Enbridge to Spend $3.8B on Pipeline Work CALGARY, Alberta (AP) Pipeline builder Enbridge Inc. is investing nearly $4 billion in a new round of construction that will increase the flow of Canadian oil sands crude to the U.S. Gulf Coast. Enbridge, Canada’s largest transporter of crude, said March 27 it will expand its Flanagan South Pipeline from Flanagan, Ill., to Cushing, Okla., to a 36-in. (91 cm) diameter line with a capacity of 585,000 barrels per day. The Flanagan pipeline, expected to be in service by mid2014, will be built along the route of Enbridge’s existing pipeline from southeast of Chicago to Oklahoma. In a separate announcement, Enbridge said it will twin the jointly owned Seaway Pipeline from Cushing to the U.S. Gulf Coast at Houston, where crude is expected to start flowing in June. The expansion, which includes an extension of the pipeline to Port Arthur-Beaumont, will add 450,000 barrels of capacity to that system. Both projects will cost Enbridge $3.8 billion, including $2.8 billion for the Flanagan project and $1 billion for the twin line and extension of Seaway, which is partly owned by Enterprise Products Partners LP. The new construction will relieve a supply glut of oil in the U.S. Midwest and boost prices and producers’ bottom lines. Oversupply at Cushing, caused by ever-increasing domestic supplies, has been eroding the value of North American crude. Draining that oil to refineries along the coast would likely act to lift prices and increase producer revenue. The construction also gives Enbridge an edge in the race to tap into profits from domestic oil over rival TransCanada

Corp., which is still waiting for U.S. State Department approval for its controversial Keystone XL pipeline. Aside from Enbridge’s network of oil pipelines, oil sands crude can get to the U.S. market now through TransCanada’s base Keystone system, which currently delivers crude to the U.S. Midwest and Cushing. Crude from the oil sands and oil-rich states like North Dakota and Montana currently runs into a logjam at Cushing because of a lack of pipeline capacity and a limited number of rail cars that can transport the oil south to Texas refineries. Oilsands producers say there’s enough pipeline capacity from Canada to the United States for now, but their planned expansion in the years ahead depends on new pipelines — the full Keystone XL or Enbridge’s Northern Gateway pipeline across northern British Columbia to the West Coast. Some have touted rail transport as a stop-gap solution. TransCanada recently announced plans to build the most urgently needed portion of its controversial Keystone XL oil pipeline as a $2.3 billion stand-alone project. U.S. President Barack Obama pushed for the speedy approval for the southern leg of TransCanada’s Keystone XL pipeline as he said oil has an important place in his national energy plans. The announcement came just a few weeks after Obama rejected the entire length of Keystone XL, a pipeline that would transport Alberta oil sands bitumen from the northern reaches of the province through six U.S. states to Texas. The president said there wasn’t enough time to review a new route around a crucial aquifer in Nebraska in order to meet a deadline imposed by congressional Republicans.

Holt CAT Announces Series of Leadership Changes Holt CAT, the Caterpillar dealer of south, central, north and east Texas announced several changes in its leadership. Dave Harris has been appointed executive vice president and general manager of the dealership. In addition to his responsibilities for Holt’s machine Division, Holt agribusiness, Holt Crane and SITECH, Harris will now be responsible for HOLT power systems and the company’s marketing department. Harris is a 40-year veteran of the heavy equipment business and has managed Holt’s machine division since 1998. Guy Clumpner is now senior vice president of organizational development services. Holt CAT Hosts Groundbreaking for San Antonio ProTech Facility Holt CAT held a groundbreaking ceremony for its new ProTech facility location at the company’s San Antonio campus, Texas, 3302 South W.W. White Road. This new 10,651 sq. ft. facility will be built to silver LEED standards designated by the U.S. Green Building Council. The building will enhance ProTech Trainings’ ability to deliver handson technical training and will include four teaching bays and a 2,100 sq. ft. engine troubleshooting lab. Holt ProTech is the technical training arm of Holt CAT and is a Caterpillar Regional Dealer Learning Center for natural gas engine training and electric power generation training. This year, in addition to training Holt personnel, Holt ProTech is expected to train more than 1,600 Caterpillar dealer technicians. In past years, technicians from dealerships in North Carolina, California, Ohio, Alabama, Tennessee, Colorado and Canada have participated in ProTech programs. The average length of a technical course is three days with a majority of the Caterpillarcertified courses lasting five days. John Deere Announces Final Tier IV/Stage IV Engine Technology Path John Deere announced continuation of its planned building-block approach to meet United States Final Tier IV and European Union Stage IV emissions regulations. Final Tier IV/Stage IV regulations for off-highway diesel engines begin as early as 2013 for engines 74 hp (55 kW) and below. Regulatory dates for engines 75 hp and above will be implemented in stages starting in 2014 and 2015, and require particulate matter (PM) levels established by Interim Tier IV/Stage III B regulations to be maintained while requiring an additional 80 percent reduction in nitrogen oxides (NOx) from previous regulations. To meet Final Tier IV/Stage IV emissions regulations in some power categories, John Deere developed the integrated emissions control system — an optimized aftertreatment solution paired with the performance-enhanced, fuel-efficient Interim Tier IV/Stage III B engine platform, featuring proven cooled exhaust gas recirculation (EGR). The John Deere Integrated Emissions Control system will typically consist of a diesel oxidation cat-

alyst (DOC), diesel particulate filter (DPF) and a selective catalytic reduction (SCR) system specifically designed to meet the rigorous demands of off-highway applications. John Deere will continue to tailor its integrated emissions control system configurations to fit a variety of off-highway applications. “At John Deere, we continue to offer the right combination of technologies at the right time to meet increasingly stringent emissions regulations and customer needs,” said John Piasecki, director of worldwide marketing, sales and customer support of John Deere Power Systems. “Exhaustive research and testing determined that an application-specific SCR system that is well integrated with our proven Interim Tier IV/Stage III B engine platform will be the best solution to achieve Final Tier IV/Stage IV emissions compliance while delivering the power, performance, ease of operation, fluid efficiency, reliability and economical operating cost that our customers expect from John Deere.” Consisting of an exhaust filter and SCR aftertreatment

components that are optimized and fully integrated, the Integrated Emissions Control system will allow John Deere engines to utilize less diesel exhaust fluid (DEF) than alternative Interim Tier IV/Stage III B SCR technology solutions. Lower DEF consumption means DEF tank size can be smaller — minimizing the impact on vehicle applications, extending DEF filter service intervals and reducing operator involvement. Monitored and controlled by proprietary electronics within the John Deere enhanced engine control unit (ECU), the integrated emissions control system also provides fluid efficiency without sacrificing overall performance. Like the John Deere approach to previous tiers, its Final Tier IV/Stage IV technology solution has been designed to consider overall performance and operating efficiency, which takes into account total fluid consumption including diesel fuel and additional fluids such as diesel exhaust fluid (DEF). John Deere Final Tier IV/Stage IV engines will operate efficiently with traditional ultra low-sulfur diesel as well as biodiesel 5 to 20 percent (B5B20) blends meeting applicable ASTM standards, providing optimal performance and fuel choice flexibility. ELFA Releases February’s Survey of Economic Activity The Equipment Leasing and Finance Association’s (ELFA) Monthly Leasing and Finance Index (MLFI-25) , which reports economic activity for the $628 billion equipment finance sector, showed overall new business volume for February was $5.0 billion, up 22 percent from volume of $4.1 billion in the same period in 2011. Volume was down two percent from the previous month. Year-to-date cumulative new business volume is up 22 percent. Credit quality metrics were mixed. Receivables over 30 days increased to 2.5 percent in February, up from a two-year low of 1.9 percent in January, due to higher-thannormal delinquencies reported by one of the 25 companies responding to the survey. Charge-offs were unchanged from the previous month at 0.5 percent. Credit approvals rose to 79 percent in February up from 77 percent in January. Finally, total headcount for equipment finance companies in February remained unchanged from the previous month, and was down 3.0 percent year over year. Supplemental data show that the construction and trucking industries continued to lead the underperforming sectors. Separately, the Equipment Leasing & Finance Foundation’s Monthly Confidence Index (MCI-EFI) for March is 61.7, up from the February index of 59.6, indicating industry participants are optimistic despite concerns that external factors, including gas

prices and the upcoming elections, may have on the market. ELFA President and CEO William G. Sutton said: “The data show that companies continue to invest in equipment, replacing obsolete and worn assets in some sectors while beginning to expand in others. The roller coaster trend pattern of our credit-quality metrics, aging of receivables, charge-offs and credit approvals are caused by the unique aspects of different sectors and their cashflow cycles. However, we see them continuing to move in a positive direction overall.” Jerry Newell, executive vice president, Bank of the West, headquartered in San Francisco, Calif., said, “Bank of the West Equipment Finance has seen an increase in capital spending and equipment finance activity across most equipment sectors including technology, manufacturing, construction, healthcare, and agriculture. Much of this activity is for replacement equipment that was deferred in the downturn, but we have also noted capital spending for expansion, which is a positive sign. While a few industry segments remain soft, overall we are cautiously optimistic that the equipment leasing and finance industry will continue to see growth at a moderate pace this year.” About the ELFA’s MLFI-25 The MLFI-25 is the only index that reflects capex, or the volume of commercial equipment financed in the United States. The

MLFI-25 is released globally at 8 a.m. Eastern time from Washington, D.C., each month, on the day before the U.S. Department of Commerce releases the durable goods report. The MLFI-25 is a financial indicator that complements the durable goods report and other economic indexes, including the Institute for Supply Management Index, which reports economic activity in the manufacturing sector. Together with the MLFI-25 these reports provide a complete view of the status of productive assets in the U.S. economy: equipment produced, acquired and financed. The MLFI-25 is a time series that reflects two years of business activity for the 25 companies currently participating in the survey. MLFI-25 Methodology The ELFA produces the MLFI-25 survey to help member organizations achieve competitive advantage by providing them with leading-edge research and benchmarking information to support strategic business decision making. The MLFI-25 is a barometer of the trends in U.S. capital equipment investment. Five components are included in the survey: new business volume (originations), aging of receivables, charge-offs, credit approval ratios, (approved vs. submitted) and head-

count for the equipment finance business. The MLFI-25 measures monthly commercial equipment lease and loan activity as reported by participating ELFA member equipment finance companies representing a cross section of the equipment finance sector, including small ticket, middle-market, large ticket, bank, captive and independent leasing and finance companies. Based on hard survey data, the responses mirror the economic activity of the broader equipment finance sector and current business conditions nationally. irby-Smith Machinery Inc. held its annual paving seminar Feb. 21 in Arlington, Texas, at the Arlington Convention Center. Glen Townsend, vice president and general manager of Kirby-Smith, welcomed the 471 participants attending from paving and governmental agencies throughout north Texas including TXDOT engineers, street and highway departments, major highway paving contractors and commercial engineering firms. “The annual paving seminars are a free event for all the participants,” said Kirby-Smith Director of Marketing and Sales George Denny. “Ed Kirby, owner of Kirby-Smith, has always given back to the industry and attributes this attitude to his 29 years of success in the industry. “By providing these educational seminars to inform the industry of new paving techniques and best practices Mr. Kirby feels he is providing the paving industry with information that can help lower the overall costs of paving, increase productivity while providing a better end product.” Denny concluded. Kirby-Smith and Wirtgen America co-sponsored the event to impart best practices paving techniques to the industry. Representatives including Jeff Wiley and Jim Holland of Wirtgen America; Richard Evans and Tim Kowalski of Hamm products; L. “Nars” Narsingh and Mark Stang of Vögele; and Martin Morgan and Sean Grieve of Doppstadt US conducted the breakout sessions. The sessions included Compaction 101, Advanced Compaction, Paving 101, Advanced Paving, Milling, Stabilization and Shingle Recycling & Hot Mix Asphalt. A luncheon was served on site and more than 8 million dollars of Kirby-Smith paving equipment was on display for the participants to examine. Included in the displays were the Wirtgen W210 mill and W2400 soil stabilizer; a Hamm HD140+VV double drum asphalt roller, a Hamm HD14, a Hamm 3410-P pad foot roller and a Hamm GRW 280 pneumatic roller; a Vögele 5203-2 highway class rubber tired asphalt paver and a Vögele Super 700 tracked asphalt street/parking lot class paver. As a backdrop to the exhibit, Kirby-Smith displayed the Kleemann MC110Z, 97,000 lb. crusher. Putzmeister America Inc. will introduce its new, lightweight 56Z-meter truck-mounted concrete boom pump during 2012. The new pump’s compact design will offer a reduced unit weight and a smaller footprint, while accommodating a long-reaching boom, according to the manufacturer. “The product advances found in the new 42Z-meter model have now been extended into the 50-meter class,” said Jim Bury, director of engineering of Putzmeister America. “From the small, but revolutionary RFID hopper grate switch to the all new weight-to-strength optimized boom and structural components, we have brought together world-class design and user value into a D.O.T.-friendly package.”

The 56Z-meter’s design reduces unit weight to less than 100,000 lbs. (45,000 kg), delivering a 50-meter class boom to areas previously unreachable due to weight restrictions. The standard one sided support (OSS) outrigger system will allow for a smaller footprint, with 19 ft. 4 in. (5.90 m) front and 25 ft. 11 in. (7.90 m) rear spreads. Despite its smaller size, the pump will offer a long-reaching boom — 181 ft. 1 in. (55.20 m) vertical, 163 ft. 9 in. (49.90 m) horizontal. The 56Z-meter will feature common boom elbows, interchangeability of many parts, decreased maintenance costs and even greater reliability. Volvo Rents Expands U.S. Operations With Acquisition of Nelico Equipment Service Volvo Rents acquired Nelico Equipment Service and Supplies, a three-store outfit with construction equipment rental showrooms in Mills and Rock Springs, and a contractor supply location in Casper, Wyo. The move comes just one month after Volvo Rents opened its first Wyoming rental center in Cheyenne and puts the worldwide provider of small-to-medium sized construction equipment in excellent position to grab a bigger piece of the rental pie that is currently up for grabs in Wyoming. “Generally, in any market where oil and gas drilling is taking place, we’re seeing an uptick in rentals,” said Mike Crouch, vice president of business development of Volvo Rents, noting Wyoming’s mineral commodities, which include coal, natural gas, coalbed methane, crude oil, uranium and trona. “This obviously puts us in a very favorable position as we continue to expand our footprint throughout Wyoming.” In addition to Volvo Rents’ expanding line of Volvo compact equipment — such as backhoe and skid steer loaders, compact wheel loaders, compact excavators and compaction equipment — the more than 7,000 sq. ft. rental center carries a comprehensive line of essential equipment and tools for the construction, commercial, industrial and homeowner markets. The focus is on daily, weekly and monthly rentals. “I have great admiration for the integrity of the Volvo Rents management team and their commitment to local

decision-making.
