When the Utah Department of Transportation (UDOT) and prime contractor Granite Construction sat down to the design phase of the Eagle Canyon Bridge project, it realized that using a standard-size crane was not an option. Because of the bridge’s age and vulnerable state, it could not withstand the weight that a reg-

ular crane would impose upon it. The $5.29 million project consisted of a deck replacement on the eastbound bridge, with approach slab work and measures to stiffen the existing structure. Granite suggested subcontracting OlsenBeal, a Utah-based industrial construction and maintenance company. OlsenBeal owns one of the few Kobelco SL6000 cranes in the United States, and uses it to service most of the West and

WASHINGTON (AP) Construction spending in the United States edged up in June but all the strength came from the government. Private sector activity in both housing and nonresidential projects fell. Construction spending rose 0.1 percent in June, the Commerce Department reported Aug. 2. While that was better than the decline economists had forecast, the government sharply revised down its estimate of activity in May to show a drop of 1 percent rather than the 0.2 percent dip initially reported. The lackluster performance for construction was the latest indicator that the overall economy slowed in the spring, raising worries about the durability of the recovery that began a year ago. The government reported in July that total economic growth slowed to a rate of 2.4 percent in the April-to-June quarter, down from a 3.7 percent growth rate in the first three months of the year and a 5 percent growth spurt in the fourth quarter of 2009. Economists are worried that growth will

Stimulus Transportation Investments a Bright Spot The highway investments in the stimulus law have been a bright spot for a transportation construction industry hard hit by recessioninduced cutbacks in state programs and decline in private sector work. But continued uncertainty about passage of a multi-year surface transportation reauthorization bill is hindering chances for a sus-

tained economic recovery. That was the thrust of the message delivered by Kevin Gannon, vice president of Appleton, Wis.based Northeast Asphalt Inc., at a July 27 House Transportation & Infrastructure Committee hearing on implementation of the American Recovery & Reinvestment Act (ARRA).

Gannon, a director on the American Road & Transportation Builders Association (ARTBA) board, told the committee that recovery act-funded projects his company is working on have not wholly offset the 50 percent drop in private sector work in recent years. He said, however, that ARRA projects have allowed

them to hang on to the firm’s existing workforce. Gannon noted that as of July 16, more than 11,000 highway and bridge projects under the recovery act had moved to the construction stage and more than 3,000 were now finished, worth a total of $23 billion. see ARTBA page 28

(149.7 m) bridge has a steel arch design, with its largest span stretching 375 ft. (114.3 m). The August 2007 bridge inspection listed the deck condition rating as “poor”, the substructure condition rating as “fair”, and the appraisal as “structurally deficient.” Construction began in September 2009, at which time traffic was diverted to the westbound bridge — a newer structure that has received periodic reinforcements. On October 22, the OlsenBeal crew began assembling the SL6000 which arrived in pieces filling 52 tractor trailers. After a week of assembly and close to a million pounds in counter weight, the crane was ready to remove the existing panels and place the new 66,000-lb. (29,937 kg) slabs onto the deck. The boom was set to 335 ft. (102.1 m) in order to do half of the bridge at a time. After the first half was complete, the crew of seven disassembled the machine, moved it to the other side of the bridge and started over. Olsen Beal of Lindon, Utah, purchased its Kobelco SL6000 in December 2008 from Kobelco Cranes North America in Houston, Texas. OlsenBeal had a need for the $6 million machine to perform the large amount of wind turbine construction that the company is contracted for. “In 2009, we used the crane on High Plains Wind – a project in Rock River, Wyoming, that consisted of constructing 85 General Electric 1.5 mw windmills,” said Mark Olsen, project manager of Olsen Beal. “Our current project with the Kobelco is 74 GE 1.5 mw windmills in Medicine Bow, Wyoming.” The Eagle Canyon Bridge deck was completed in midFebruary 2010. Granite Construction Company, Salt Lake Eagle Canyon Bridge sits 187 ft. (57 m) above the City division, performed the majority of the deck replace- canyon floor.

Because of the low average daily traffic in this area, travelers were not delayed by the minor speed limit reduction from 75 mph to 65 mph. Lyndon Friant, resident engineer for UDOT, reported that the project was completed by its target date. “The only delays we incurred were due to the sub-zero temperatures at night. We’d have to wait a few hours each morning for the material to heat up,” said Friant. “But using the SL6000 made the project very efficient and we finished on time.”

Dept. of Energy Eyes New Road at Modern Machinery Now INL to Move Radioactive Material Metso Minerals Distributor IDAHO FALLS, Idaho (AP) The U.S. Department of Energy (DOE) wants to build a new road at the Idaho National Laboratory (INL) so it can move radioactive material from one building to another without having to close U.S. Highway 20. Officials said the Multipurpose Haul Road would be closed to the public and built within the 890-sq.mi. federal nuclear research area in eastern Idaho and connect three facilities separated by about 20 mi. Jeff Perry of the DOE told the Post Register that U.S. Highway 20, which cuts through the research area, has to be closed each time vehicles use it to move material. “All of these shipments are radioactive shipments,” said Perry. “Just from a public safety perspective, it makes sense to close the road.” The materials would be moved among the Advanced Test Reactor, Idaho Nuclear Technology and Engineering Center, and the Materials and Fuel Complex. Perry said the material includes low-level waste from an ongoing cleanup of the INL from work over the last five decades, to spent fuel from the Advanced Test Reactor that must be prepared for

storage before being shipped off the site. He said the proposed road would make moving that material easier. “It gives us a great deal of flexibility in our operation on how we are able to do our work,” he said. The shipments are usually made in the middle of the night for safety. But Perry said the shutdowns have to be scheduled and cost about $3,500 each. He said there were only 13 times the road had to be shut down last year. However, he said anywhere from 11,000 to 18,000 shipments will eventually be required over the next 40 years, based on estimates in a draft environmental assessment for the road. Perry said the new road will cost $9 million, far less than the tens of millions it will eventually cost for closing the highway for each shipment. There are several alternatives for the new road, the preferred alternative being about a mile north of U.S. Highway 20. Perry said if there are no problems, construction on the road could start this summer. The road isn’t “something that is absolutely required,” Perry said. “However, we believe avoiding the highway will increase safety and reduce inconvenience to the public.”

We already worked with many of them, serving their mobile equipment such as Komatsu wheel loaders, excavators, dozers and trucks. Now, those customers have access to a broader range of products from one sales and service location. It will be much more of a one-stop-shopping experience for them, which I think they will appreciate.” said Kim Eickerman, Modern’s Spokane branch manager. Eriez P-REX Scrap Drum Improves Metal Recovery When drum magnets don’t operate at peak performance, large sphere-shaped meatballs and knuckles become impossible to capture. Fragments of electric motors and alternators and other items containing copper, aluminum and steel are missed, money is lost and fires may result. PRESCOTT, Ariz. (AP) Nearly half a century has gone by since the massive windows in the historic Burmister building have seen the light of day. The long concealment came to an end in early May, when construction workers removed the metal “ski slope” awning that had covered the facade of the building since about the late 1960s. And judging by the view that the windows offer and the reaction of those working on the renovation of the early 1900s building, the unveiling was a positive move. Calling the beige awning an “infamous” feature of the building, local architect Doug Stroh said, “It was one of the remaining — in my opinion — eyesores in the downtown.” Stroh is working on the design of the renovation for A.J. Patel and the Patel family. Along with sprucing up the exterior, workers are building eight separate shops in the 6,000sq.-ft. street-level portion of the building. Over the years, owners lowered the ceilings to about 10 ft., Stroh said. The new renovation will restore the ceilings to the original 20-ft. height, he said. Patel estimated that the shops will be open for business by about the first week in June. Already, he said, a number of small businesses have signed on to occupy the shops, including a women’s clothing boutique and several shops featuring paintings, Native American jewelry and accessories. The building, which has served as a J.C. Penney store, Solts clothing store, and Creative Interiors, dates back to about 1905, Stroh said. Originally, it was a part of the Bashford-Burmister building and served as a mercantile store for years in the early 20th century. Prescott Historic Preservation Specialist Cat Moody noted that the building began as a single-story structure in the Territorial style. “In 1929, the Bashford-Burmister Company remodeled this building, adding what appeared to be two additional stories [based on window lines] and an Art Decostyle facade to unify the building with its adjacent neighbor to the west [Bashford

Courts],” Moody wrote in a report about the building. Between the two, the Bashford and Burmister buildings once kept local residents supplied with virtually anything they needed. Local historian Melissa Ruffner noted in her book “Prescott: A Pictorial History” that the Bashford-Burmister Company was one of the largest mercantile stores in northern Arizona, carrying everything from mining supplies to cigars to fresh fruits and vegetables. The renovated building also will provide a meeting place for the community, Stroh said, with its plaza of shops, complete with space for kiosks in the center. “The interior will be very similar to Bashford,” Stroh said of the plans for the Prescott Plaza. “Eventually, we’ll move up to the second floor and do the same thing.” Currently, the top level is a large open

slow even more in the second half of this year as still high unemployment restrains consumer spending and the impact of the government’s massive stimulus programs fade. The impact of the withdrawal of government support was evident in the housing sector in June. Spending on housing construction fell for a second consecutive month, dropping 0.8 percent after an even bigger 1.5 percent decline in May. The federal government’s popular homebuyers tax credit expired on April 30 and since that time housing construction and sales have both taken sharp declines. Spending on nonresidential building projects fell for a 15th consecutive month, dropping 0.5 percent in June. This sector has been hard hit by the economic downturn, which has triggered rising defaults on commercial real estate projects. That has prompted banks to tighten lending standards and made it harder for builders to get financing for new projects. The only strength in June came in the government sector. Overall public construction rising 1.5 percent, reflecting a 1.1 percent rise in spending by state and local governments on roads, sewer projects and public buildings and a 4.6 percent rise by the federal government. The increase in federal spending pushed activity at that level to an all-time high of

Helping to seal the fate for the second story, Stroh said, was a move in the 1960s and 1970s to try to minimize county property taxes by permanently closing off some of the business area of the building. While the Patel family is doing the renovation, Annette Williams owns the building, Stroh said. A.J. Patel said he sees the Prescott Plaza project as a way for new entrepreneurs to start their business “in a nice location with a minimum budget.”

He cautioned that while the recovery act was currently supporting transportation work and jobs in 2010, its impacts will phase down quickly when those funds are no longer available in 2011. “Frankly, the uncertain outlook about the reauthorization of the federal highway and public transportation programs is making a challenging situation worse,” Gannon said. ”It also is the uncertainty and trepidation caused by how the delay is being handled — with short-term extensions and deficit spending.” Gannon told the committee that for 50

years the federal-aid highway and transit programs have been “a model of responsible and stable financing” benefitting system users. “That dependability, which is needed to plan and execute multi-year transportation improvement projects, is now threatened by a lack of political will to enhance Highway Trust Fund revenues,” he said. He closed his testimony saying that true economic recovery for the transportation construction industry will only be realized when Congress and the Obama Administration address the nation’s infrastructure challenges head on and pass a robustly funded highway and transit investment bill. Oregon Contractors Push for Builder, Maintenance Safety By Nathalie Weinstein

PORTLAND, Ore. (AP) Architects and designers carefully consider the safety of future tenants when they design a building. But contractors would like to see designers also consider the safety of builders and future building maintenance workers. “Most architecture and engineering firms are very good at using accepted industry standards for safety in design,” said Brett Phillips, environmental, health and safety director of Skanska. “Where design misses safety is maintainability and constructability.” If architects met with contractors or construction safety experts before submitting a final design to an owner, safety features could be included. But according to THA Architecture principal Charles Dorn, architects aren’t trained to design safety equipment. And bringing in an outside safety consultant costs extra money most building owners aren’t willing to pay, he added. “We can deal with minimal OSHA requirements for fall safety such as anchor points,” Dorn said. “But there’s a liability for us if we go beyond that. An owner like a university who will be maintaining a building for the next 100 years would be more likely to pay extra for that compared to a condo developer who plans to sell the project in a

year.” Architects and designers are doing their part. For example, when an owner approves a design, THA likes to hire a building system maintenance designer to look for potential safety issues before a project is built. And Hennebery Eddy architect Dan Petrescu said his firm works with contractors early in the process to be sure safety standards are enforced in the design. But according to Oregon State University professor John Gambatese, more can be done early on to improve safety during a project. Oftentimes, Gambatese said, contractors bring in safety equipment — such as guardrails for roof work — after the project has begun. That adds cost to the project. If guardrails could be designed as a permanent feature on roofs, however, Gambatese said it could reduce a project’s cost, and also make the roof safer for future building maintenance workers. “If you have prefab guardrails put on a staircase before lifting it onto a building with a crane, you avoid welding at a high elevation,” Gambatese said. “With competitive bidding, it’s hard to get the contractor involved early on in the design. But having an architect with knowledge about these hazards up front would help.” Oregon’s Occupational Safety and Health Administration said it has made efforts to

reach out to architects and engineers in recent years about designing safety into building projects not only for the end user, but also for contractors and maintenance crews. But so far, there hasn’t been much response, according to OSHAspokeswoman Melanie Mesaros. “We want designers to be conscious and thinking of safety, but I don’t know how likely it is that they would demand a class from us on the issue,” Mesaros said. But with green design features such as eco-roofs and daylighting becoming increasingly popular, Phillips said there is a need for designers to be more educated about the safety challenges faced by contractors and maintenance crews. “LEED requires buildings to have better daylighting with lots of windows,” Phillips said. “Sometimes, if you make those beautiful with angles and slopes, it makes the roof more difficult to install. With my house, I have glass up so high I can’t get up there with a ladder to wash it.” Green roofs, according to Bill Forsythe, a vice president at Hoffman Construction, present a new safety issue. Landscape crews are required to go up on roofs to maintain the vegetation, but don’t necessarily have the safety training to avoid falls. “We use a 42-inch high guardrail when we do roof work,” Forsythe said. “But once

we take that away, there’s often nothing up there. A higher parapet wall designed as part of the building would serve multiple purposes during the life of the building for future maintenance and renovations.” However, designing something specifically for safety could leave architects in a dicey liability situation, according to Eliot Lapidus, safety and loss control manager of the Associated General Contractors of Oregon. “It’s like giving medical advice if you’re not a doctor,” Lapidus said. “Suppose you designed an inadequate anchor point and someone falls. It increases their liability as designers. I see this as an issue that doesn’t have a simple solution.” Getting guidelines for higher parapet walls and permanent anchor points into building codes would go a long way toward improving the safety of a building throughout its life, Lapidus said. The American Society of Safety Engineers and OSHA, Gambatese said, have expressed an interest in expanding the tools available to architects and engineers to aid in building more safely. “I hear a lot of designers say safety is a contractor’s job,” Gambatese said. “But what they don’t realize is they can have an effect on safety just in how they design something. It’s the nature of the industry, but things are changing.”

CaterpillarInc. Names Frank Crespo New Vice President Caterpillar Inc. announced July 30 that its board of directors has appointed Frank Crespo as a vice president of the company. He will serve as Caterpillar’s chief procurement officer with responsibility for the Global Purchasing Division. Crespo will join the company on Aug. 16 and will report to Group President Steve Wunning, who has responsibility for Resource Industries. Crespo is currently vice president and chief procurement officer for Honeywell International, a $31 billion company located in Morristown, N.J. Crespo graduated from the United States Naval Academy in Annapolis, Md., with an engineering degree and earned his MBA from the Harvard Graduate School of Business Administration. “We are fortunate to bring Frank on board with Caterpillar, and I know he will build on his proven track record of leadership, supply chain management and low cost country sourcing that will bring Caterpillar’s supply chain performance to the next level,” said Group President Steve Wunning. “He brings an extensive record of driving successful supplier collaboration, which is one of the

Prior to this role, he was the vice president of global procurement and materials management for Praxair Inc. Crespo also served in senior procurement roles for Texas Instruments Inc. and Hewlett-Packard Company. Following his graduation from the Naval Academy, Crespo served as a Nuclear Submarine Officer in both Vallejo, Calif., and Norfolk, Va., as the department head for supply, where he managed a large inventory and logistics budget for the Navy. He concluded his active duty career as a defense contract specialist for the Naval Sea Systems Command in Washington, D.C. Crespo went on to serve an additional 18 years in the Naval Reserve and retired as a captain.
