As the design/build method grows in popularity around the country, many state departments of transportation (like ADOT) are turning to this process for roadway projects. The Safford ADOT District in Southern Arizona decided to try it out on 4 mi. (6.4 km) of the U.S. 191 Corridor Project. This section, known as Segment 5, is part of a larger scope
of work to create a 35-mi. (56.3 km) corridor along US 191. The highway is a major thoroughfare for motorists with destinations like Tucson, Ariz., and New Mexico. It is also widely used for the Freeport McMoRan Copper & Gold (FCX) mines in Safford and Morenci. U.S. 191 has an ADT of 2,500. In order to ensure safety and improve traffic flow, the Arizona Department of Transportation see ADOT page 8
SEATTLE (AP) Seattle Tunnel Partners (STP), the state’s contractor on the Alaskan Way Viaduct Replacement, is preparing to build what will be the world’s largest deep bore tunnel, with an outside diameter of 56 ft. (17 m). But before construction can start, the team needs to get a record of decision from the Federal Highway Administration on the final environmental impact statement. STP is led by Dragados USA and Tutor Perini Corp. The contract is worth $1.4 billion, including incentives. Construction is scheduled to start in October, though actual tunneling won’t begin until mid-2013. This year, the team will relocate utilities and install geotechnical instruments. Early next year, it will begin more visible work such as open-cut excavations and closing streets. Chris Dixon, deputy project executive of STP, said he is excited about the project and confident it will succeed. He said the team must balance many needs but it is prepared for that. Dixon said the ends of the tunnel are the riskiest parts because they are more shallow and the soils are fragile. There are 158 buildings above or near

Prices for Construction Services Rise in July The amount contractors pay for construction materials and charge for completed projects both increased in July, as firms were finally able to charge more for work, according to an analysis of producer price index figures
released Aug. 17 by the Associated General Contractors of America. Association officials said, however, that it was too early to tell whether contractors will continue to be able to raise prices in the face of declining public sector invest-
ments in construction. “Contractors will have a hard time increasing, or even holding the line on bid levels if the federal government continues to cut investments in infrastructure and construction,” said Stephen E.
Sandherr, the association’s chief executive officer. “That being said, anyone looking for a good deal for new construction should act now in case prices continue to increase.” see PRICES page 32

CKC Takes Part in First Design/Build Project for District ADOT from page 1
(ADOT) concluded that the best course of action was to build a divided highway from I-10 to U.S. 191 — Artesia Road intersection. The first part of the design-build process required that interested firms submit a SOQ (Statement of Qualifications) to ADOT. In general terms, this document explained the firm’s qualifications, understanding and approach to the project, and the firm’s resources available to perform the work. “When the project was advertised by ADOT, sixteen companies applied,” explained Brian Cluff, vice president of CKC Construction of Safford. “Out of those three, twelve [including ourselves] were short-listed to submit a technical and price proposal.” As part of the final selection process, the firms were allowed the opportunity to discuss five ATCs (alternative technical concepts) with ADOT before the final proposals were turned in. These alternative concepts were ideas that each firm came up with to either save ADOT money, improve quality or safety on the project, or a combination of the three. One of the ATCs that CKC proposed was straightening and combining some of the pipe and box culverts on the project. This would help reduce siltation thereby reducing the amount of cleaning and maintenance ADOT would need to perform in the future on the drainage structures. Cluff said that CKC was very happy to have scored the best overall and to have been selected as the prime contractor of the job. “This is CKC’s and Safford ADOT District’s first design build project, so it’s been a learning process for both of us on how to best manage and implement this system.” CKC had previously worked on Segment 4 as the prime contractor, which was a traditional bid project. The 4-mi. long segment began in February 2011, with the geotechnical survey for design. Environment reports revealed cliff swallows were using the concrete box culverts for nesting grounds. Because the swallows make their annual migration from Central America to Arizona in the spring,

measures needed to be taken to close off the area before their arrival. Crews used netting on the inlets and outlets of the boxes to prevent the birds from building their nests there during construction. CKC also gave special attention to native cacti along the construction route, situated in the foothills of Mount Graham. The prime contractor hired a landscape specialist to move the cacti —including barrel cacti, yucca, cholla, and prickly pear — to an on-site temporary nursery. When the project is complete, the cacti will be returned to the area to complement the new landscaping. Segment 5 takes place in Graham County on U.S. 191 at milepost 100.6 to milepost 104.2, approximately 15 mi. (24 km) south of Safford. This segment will cost $9.53 million, with CKC coming in well below the original $12 million budget. EPS Group Inc. of Mesa assisted CKC with the project design. Though the design, submittal and review process took slightly longer than anticipated, Cluff said that the project is on track to be complete in the summer of 2012. The project includes the construction of two new northbound lanes east of the existing roadway with asphaltic concrete and asphaltic rubber friction course; construction of turnouts and reconfiguring the “T” intersection with SR 266; extending five reinforced concrete box culverts, and extending 13 existing pipe culverts. Crews also will construct 14 new pipe culverts; construct 23 new lateral storm drains and catch
pipe bedding out of its commercial materials pit in Safford. CKC has hired subcontractors for some of the specialty work. Straightline Utilities of Phoenix was contracted for pipe extensions and installation. Picacho Concrete Structures, based in Eloy, received a $191,000 contract to pour the new box culverts. Total Maintenance Erosion Control was contracted for seeding, and Roadway Markings Inc. for striping — both companies are headquartered in Phoenix. Reinforced steel for cast-inplace culverts will be supplied by Paradise Rebar of Phoenix. Finally, Hunter Guardrail & Fence of Glendale is installing 36,000 ft. (10,972.8 m) of barbed wire fencing to keep grazing animals from entering the roadway. CKC added some new equipment to its fleet with the U.S. 191 project in mind. “We purchased a Cat 305 mini excavator for the removal of the cacti, and a Volvo paver for our paving operation,” said Cluff. Additionally, CKC rented a Cat
basins; overlay the existing pavement with asphaltic concrete and asphaltic rubber friction course, and manage erosion control, seeding, signing and pavement markings. Over a 20-year period, U.S. 191 will morph from a small, two-lane highway into a four-lane thoroughfare separated by an 85-ft. (25.9 m) dirt median and flanked by widened shoulders. ADOT projects that the ADT in this area will rise over 250 percent during the next 25 years. They [ADOT] take into account the quality of work, design ideas and the company’s past performance, among other factors. New HOV Lanes Open on Agua Fria Loop in Phoenix PHOENIX (AP) Nearly 5 mi. (8 km) of new high occupancy vehicle lanes are now open eastbound on the Loop 101. The Arizona Department of Transportation said the new section runs between 7th Street and State Route 51 connecting to the existing HOV lanes just east of State Route 51. ADOT said it marks a milestone in the $90 million Agua Fria Freeway HOV-lane construction project, which began in January 2011 and is scheduled for completion this fall. The project involves building 30 mi. (48 km) of east- and westbound HOV lanes on the Agua Fria Freeway between Interstate 10 and State Route 51. The project includes an additional travel lane in each direction along Loop 101 under Interstate 17 and widening freeway bridges at 19th, 31st and 35th avenues.

the route of the tunnel. No matter what STP does, there will be some amount of ground loss by tunneling, but different buildings can handle different amounts. The Washington State Department of Transportation initially identified 20 buildings that were at greater risk of damage by tunneling and might need extra protection. STP re-calculated and determined that only seven structures need extra work to prevent excess settling. It said the other 151 structures can withstand more settling and remain sound. Half an inch of settlement is acceptable for the seven structures determined to be more at risk. One inch of settlement is acceptable for the rest of the buildings. Dixon said people in buildings along the tunnel route should not feel any vibrations or movement from tunneling. Of the seven buildings, ones that are directly above the tunnel will receive compensation grouting for protection. These are the Polson Building, Commuter Center Garage and the Commuter Building, all on Western Avenue. The Western Building will likely get compensation grouting as well, depending on discussions with its owner. Originally, the Western Building was to be torn down, but now the plan is for it to be rehabilitated. Compensation grouting involves sinking shafts beneath a building and inserting grout tubes. Crews will pump in grout to strengthen the soil and fill any voids before the tunneling machine passes through. They will observe how soils react as the tunneling machine approaches to determine how much grouting is necessary. “This essentially provides a barrier between what’s happening around the tunnel and the structure above,’’ Dixon said. At-risk buildings that are near but not directly above the tunnel will get micro pile walls. These buildings include 1 Yesler Way, which houses Al Bocalino Restaurant in Pioneer Square, and three buildings at the north end of the tunnel. To build micro pile walls, the team will drill a series of 6 in. (15 cm) diameter pipes into the ground and fill them with concrete to form a barrier. Any settlement that occurs will stop at the wall. STP also will install micro pile walls around the existing viaduct, and do other work to protect its foundations. All 158 buildings will get devices to mon-
itor vibrations and ground loss. STP now is seeking permission from each property owner to do a pre-construction condition survey. Workers will do interior and exterior surveys of the buildings, document existing conditions and prepare a report on each structure. They will conduct interviews with owners and tenants, and install gauges on any existing cracks more than a quarter inch (.63 cm) wide. Dixon said the survey will establish a baseline for judging any future damage claims. STP is trying to get the surveys done as soon as possible. Dixon said STP wants to start putting monitors in buildings in September. Hundreds of instruments also will be installed in the street along the tunnel’s pathway. Dixon said they will provide a baseline before tunneling begins. Instruments include extensometers that detect ground movement, piezometers that measure groundwater elevation and pressure, and deep benchmarks, which are pipes installed lower than the tunnel to measure ground elevation change. As the tunnel machine moves closer to a point, monitoring in that area will increase. During tunneling, a construction monitoring task force will meet daily. The task force will prepare daily reports and interpret data to ensure structures are safe. Dixon said all performance data from the machine will be linked to geotechnical information, allowing the team to interpret the causes of movement. In order to bore beneath buildings, WSDOT must acquire 55 subsurface property rights. Ron Paananen, project administrator, said the agency has done some appraisal work but cannot make offers until it receives a decision on the EIS. After that, WSDOT will begin making offers to owners. The U.S. General Services Administration, managers of the historic Federal Building between Western and First avenues, had said it would not let WSDOT drill under its building unless several issues were resolved. Paananen said there is “a path forward’’ to acquiring permission from the federal government, but no agreement is in place. He said he expects to have the issue worked out next year. The tunnel won’t pass under the Federal Building until late 2013.

Volvo F-Series Articulated Haulers Bring Innovations Volvo Construction Equipment introduced the first articulated hauler to the industry. Today the newest generation of Volvo articulated haulers offer more horsepower and higher torque while increasing fuel efficiency. The Volvo F-Series line includes four models, ranging in capacity from the 26.5ton (24 t) A25F to the 43-ton (39 t) A40F. Volvo F-Series Designed for Power and Fuel Efficiency Volvo F-Series articulated haulers are equipped with Volvo D11 (A25F, A30F), D13 (A35F), and D16 (A40F) Tier 4i engines featuring Volvo Advanced Combustion Technology (V-ACT). V-ACT is environmentally friendly technology that provides the engine with high torque at low revolutions to improve fuel efficiency, reduce noise levels and increase engine life according to the manufacturer. Volvo designed and built D11 and D13 engines give the A25F and A30F a power increase of 5 percent and 20 percent more torque. The A35F now has an increase of 5 percent horsepower and 12 percent torque over the previous model. The new A40F generates a 6.1 power-to-weight ratio.
The Tier 4i engine is stocked with a variable geometry turbocharger and high pressure fuel injection to improve air handling, enhance performance and promote high fuel efficiency, as well as improve quick engine response and high torque at low engine speeds. A cooled exhaust gas recirculation system lowers the temperature of combustion, reducing the NOx emissions. Particulate matter (PM) emissions are reduced to regulation standards with the diesel particulate filter (DPF). Regeneration, which can take place during operation, cleans the filter to maintain high engine performance. Ultimate Machine Control Volvo Construction Equipment offers automatic traction control (ATC) as standard on the F-Series haulers. In normal mode, ATC selects fuel-saving 6x4 drive and only engages 6x6 drive when the operating conditions call for it. This translates to increased productivity with minimal fuel consumption and longer operating life. Longitudinal differential locks are applied automatically depending on conditions at hand; this allows the operator to focus more on material delivery. The dump lever is now electrohydraulic,
allowing for in-cab adjustments of dump body heights and promoting smooth lowering of the dump body. The load and dump brake allows for easier dumping operation with one-button setting the brakes and placing the transmission in neutral. The new Volvo A25F and Volvo A30F articulated haulers are outfitted with a fully hydraulic dry disc brake system. This can help control speed while hauling downhill and turning into curves or crossroads, reducing the need for service brake use and minimizing wear. They also include new front hydraulic suspension to help enhance operator efficiency and comfort. The new 1-2-3 brake on the Volvo A35F and Volvo A40F haulers allows for progressive retardation and requires less operator input, according to the manufacturer. Improved Operator Experience Volvo F-Series articulated haulers are built with a roomy operating environment that meets or exceeds TOPS, ROPS and OPG1 (object protective guard) standards of protection. An adjustable, air suspension seat has ergonomic armrests for operator comfort. The Volvo F-series comes equipped with
rear-view cameras with color monitors as standard to enhance safety around the machine while operating. Combined with easier-to-read Contronics monitoring information, the operator is allowed more time to concentrate on the job at hand. And due to a smoother ride, the operator experiences less fatigue, remaining more alert and productive throughout the working shift. CareTrack Telematics as Standard The CareTrack telematics system from Volvo Construction Equipment is now standard on all machines 12 tons (11 t) and over. CareTrack manages a machine’s productivity and maximizes its availability for work. Using GPRS mobile network or satellite technology the system reads information on a wide range of machine data, such as location, fuel consumption and service reminders. That data is then made available securely and instantaneously to any remote online connection. In addition, Volvo provides a 36-month CareTrack service subscription at no additional cost. Boasting a maximum payload capacity of 27.5 tons (25 t), a heaped capacity of 20.3 cu. yds. The TA250 offers customers an exceptional costto-value ratio.” The Terex TA250 articulated truck boasts a high power-to-weight ratio with its turbocharged, Tier-III compliant Cummins engine, a ZF fully automatic transmission with manual override and a maximum torque of 1,234 ft.-lb. at 1,400 rpm at 104,068-lbs. (47,204 kg) operating weight. With six forward and three reverse gears, this truck can travel to speeds of 31 mph (50 kmh). The TA250’s three axles are in permanent
all-wheel drive (6x6) and are equipped with 100 percent cross-axle lockup, enabling TA250 operators to traverse the challenging grades and work in demanding site conditions. The TA250 is equipped with wet disc brakes on all six wheels, and it comes standard with an engine brake retarder. In comparison to traditional dry-disc brake systems standard on other models, the Terex truck’s braking system provides extended brake component life, reduced service intervals and operating costs, as well as improved overall braking performance, according to the manufacturer. The ergonomically designed cab provides operators comfort and control all day long — the control positions and instrument groupings have been placed according to operator feedback and the TA250 comes standard with hydrostatic power steering, air conditioning, a high-quality sound system and strategically placed mirrors. Maintenance is simple on all Terex articulated trucks, including the TA250. New Bobcat Product Manager at Tom Growney Equipment Richie Rodriguez is the new Bobcat product manager at Tom Growney Equipment Inc. (TGE), the John Deere Construction & Forestry Equipment dealer and Bobcat Compact Equipment dealer in New Mexico and far west Texas. Rodriguez replaces Larry Dugan, who retired on June 30 after 23 years of service at TGE. The index for new construction — what contractors charge for construction projects — increased between 1.0 and 1.3 percent in July and from 2.3 to 3.1 percent for the year, depending on building type. With the exception of school construction, the monthly increases are at their highest rate of growth in two years, and the annual increases for all types of new construction are all at two-year highs. Sandherr noted that the producer price index for all construction materials increased by 0.3 percent in July and 8.9 percent over the past 12 months. Contractors got some relief, however, from rising diesel prices in July, as prices declined by 1.8 percent for the month, yet diesel prices are still 49.9 percent higher than a year ago. Meanwhile, prices for copper ores experienced the highest rate of increase in July, 7.0 percent, and are up 33.9 percent for the year.
Prices rose sharply in July for a number of other key materials, including copper and brass mill shapes (5.6 percent for July, 33.6 percent for the year); prepared asphalt and tar roofing and siding products (2.4 percent for the month, 4.8 percent for the year) and plastic resins and materials (2.1 percent for the month, 14.2 percent for the year). Citing the fact that construction programs have already accounted for more than 50 percent of federal budget cuts for fiscal year 2012, association officials said declining public sector investments would make it hard for contractors to continue raising prices. “Deferring needed investments in the nation’s aging infrastructure will make it even harder for contractors to cope with rising materials prices and undermine the kind of private sector economic activity the industry is counting on to help it recover,” said Sandherr.

The AGC of ST. Louis is excited to announce a new award to recognize excellence among the Specialty Contractor members of the AGC of St. Louis. Through a secret ballot process, AGC General Contractors will vote for FIRST PLACE specialty contractor in ten separate categories: Concrete/Paving Earthwork & Utilities Electrical Environmental Remediation & Demolition Finishes, Openings & Fixtures Masonry Mechanical Structural & Finish Carpentry Structural & Finish Metals Thermal & Moisture Protection Each first place contractor will be recognized with a FIRST PLACE award in the specified category. The Specialty Contractor receiving the highest number of votes overall will also be awarded the distinction of Specialty Contractor of the Year by the AGC of St. Louis. This award allows the General Contractors to publicly acknowledge those best practices. To be eligible, a Specialty Contractor must be a member of the AGC of St. Louis. The Specialty Contractor award recipients will be named and presented their awards at the AGC of St. Louis Awards Gala featuring the Keystone Awards & the Specialty Contractor of the Year on Thursday, November 3, 2011 at the Millennium Hotel in downtown St. Louis. You won’t want to miss this event as we name the first Specialty Contractor of the Year! September 1, 2011 – Meeting/Tour. AGC St. Louis Supplier/Service Provider Council Meeting, Mississippi River Bridge Project Tour, Thursday, September 1st, 2011 at 3:30 PM.
