A 400-ft.-long transport caravan that includes a 192-wheel trailer is currently hauling 400-ton steam generator parts from San Onofre, Calif., to a disposal facility in Clive, Utah — an 830-mi.,

roughly 21-day trip. “We believe it’s the largest load ever moved this distance in the U.S,” said Justin Brevik, equipment services manager for Perkins Specialized Transportation Contracting — the designer and owner of the trailer.

Construction employment increased in 26 states between July 2010 and July 2011 and during the past month, according to an analysis by the Associated General Contractors of America of state employment data released by the Labor Department. The relatively even split between states adding and losing construction jobs was to be expected given the fact that overall employment in construction was relatively stagnant in July, association officials noted. “When it comes to construction employment, for every state adding jobs there is another one shedding just as many or more,” said Stephen E. Sandherr, the association’s chief executive officer. “The fact that this industry is breaking even when it comes to construction employment is little comfort for many unemployed construction workers.” The largest percentage increase in construction employment during the past year took place in North Dakota (19.0 percent, 4,000 jobs). Other states experiencing large percentage increases included Illinois (8.2 percent, 15,400 jobs); Michigan (8.0 percent, 9,600 jobs) and Oklahoma (6.0 percent, 4,000 jobs). Texas added the most jobs during the past year (23,800 jobs, 4.2 percent); followed by Illinois; California (13,100 jobs, 2.4 percent) and Michigan. Among the 23 states that lost construction jobs during the past 12 months, Georgia (negative 9.9 percent, see JOBS page 8

More Than 100 Bad Bridges Awaiting Fix in Colo. DENVER (AP) More than 100 bridges that are among the worst in the state are still waiting for repairs after the state began collecting new fees to fix them. Out of 121 bridges that need repairs, only six have been completed. Eighteen are under construction. The projects are funded by higher vehicle registration fees, fines for late registration and bonds. Transportation officials said some of the projects have to wait in line while the worst bridges are fixed

first. The new fees were part of a statewide program called FASTER, which stands for Funding Advancement for Surface Transportation and Economic Recovery. Don Hunt, executive director of the Colorado Department of Transportation, said 97 of the 121 bridges are awaiting construction. Eleven have designs complete; 46 more are in the design phase; and 40 have been prioritized as part of the program but work hasn’t start-

ed. Hunt said annual assessments of bridges determine which are added to the list. “It’s 100 percent [based] on bridge sufficiency rating, so the worst bridges get done first,” he said. According to the Pueblo Chieftain, Colorado Department of Transportation chief engineer Tim Harris said the state has to consider the availability of other access routes in the event that a bridge becomes impassable and other fac-

tors to determine which bridges get fixed first. State Sen. Gail Schwartz, DSnowmass Village, said some of her constituents are upset because many of the projects seem to be in urban areas. Schwartz said it is difficult to defend the funding when residents don’t see results. The bond component of FASTER helped jumpstart the program with $300 million covered by 20 to 30 years of debt and it has the ability to issue more bonds.

Las Vegas Water Pipeline Could Cost $15B, Study Shows By Josh Loftin ASSOCIATED PRESS

SALT LAKE CITY (AP) A proposed pipeline to bring groundwater about 300 mi. from Utah and eastern Nevada to Las Vegas may cost as much as five times more than current estimates under a worst-case scenario provided to officials reviewing the plan. Pipeline opponents claim the estimated $15 billion price tag is another “black mark” against an already controversial project. Nevada water authority officials, however, argue the study — which they were required to do as part of their application — proves the project is feasible and that the biggest potential rate increase for water users is about $30 per month. The study by Las Vegas-based Hobbs, Ong and Associates projects the pipeline could cost more than $7 billion to build. There would be an additional $8 billion in interest payments if the pipeline was funded with 60-year bonds. Southern Nevada Water Authority spokesman J.C. Davis said the study was required to prove that the project could be completed under even the worst financial circumstances. That meant the numbers assume the authority will not generate any additional revenue from new users or earn interest income on reserve accounts. “It’s a planning exercise,” Davis said. The construction cost is more than double numbers commonly used by the water authority. Davis said the discrepancy is because the authority is estimating the cost using current construction prices while the study used prices as they’re projected over the course of the next two decades. Launce Rake, an environmental consultant working with opponents of the pipeline, said the increased price tag should cause significant concern. “These projects tend to go massively over their budget,” Rake said. “If the water authority is saying this is the worstcase, I would expect it to be even higher than these estimates.” The water authority has consistently underreported the actual costs, Rake said, so the study is really the first trustworthy overview. “I’m very suspect of the numbers put out by the water authority,” Rake said. “I have a lot more confidence in a study by an independent firm.” The project currently is being reviewed by the Bureau of Land Management, which is accepting public comment through early October. As proposed, the water would be brought to Las Vegas through the network of pipes and wells in basins in Nevada’s Clark, Lincoln and White Pine counties, as well as in western Utah’s Snake Valley. The federal agency in June released a document detailing the environmental effects of the project, which would pump enough water to supply about 440,000 Las Vegas households each year.

Currie brings years of relevant industry experience to Cashman, particularly in the construction and mining sectors. Currie began his career in the equipment business at Western States Equipment Co., the Caterpillar dealer for Idaho along with portions of Oregon, Washington and Montana. His first assignment at Western States had him spending seven years as a general line sales representative, covering a nine county territory in eastern Idaho. His achievements in that role included winning a significant mining fleet order — the largest at the time in Western State’s history. Thereafter, Currie desired to progress into sales management and took an opportunity at another Caterpillar dealership, Seattle’s NC Machinery. Currie was an area sales manager in

Washington state for five years until there was a Product Support Sales Manager opening at Western States. Currie returned to Western States to fulfill that position, and then became general manager, then vice president of service. He spent approximately nine years at the company before taking the regional sales manager position at Nevada’s Caterpillar dealership. At Cashman Equipment, Currie is looking forward to getting re-engaged in the machine sales side of the business. Titan Live Floor Trailer Adds Capacity for Hauling Aggregates The newest aluminum smoothside hauler from Titan Trailers is a streamlined walking floor model designed to reduce weight and increase payloads by up to 2,000 lbs. (907 kg). The new thinwall aggregates trailer features a narrower body with lower sidewalls which, along with Titan’s aluminum body construction, achieves significant reductions in tare weight compared to similarly sized belt-out trailers. The thinwall body features the same double-walled, doubledwelded construction for outstanding durability in extreme hauling applications such as CD waste and scrap metal, according to the manufacturer. Titan has enhanced the system with an integral VPlow self-cleaning system, according to the manufacturer. With no subframe required, the V-Floor unloader allows

the Titan trailer to maintain a lower sidewall profile, which reduces wind resistance and allows loading with smaller equipment. (6,500 kg) and is designed for carrier units in the 127,870- to 187,390-lb. (58,000 to 85,000 kg) class. The CC 6000 is ideal for heavy duty industrial, bridge and building demolition jobs. “The Atlas Copco CC 6000 accommodates the market’s ongoing movement to use larger excavators for demolition,” said Kevin Loomis, product manager — hydraulic attachments. “As the physical sizes of excavators continue to grow in this industry, Atlas Copco will respond with quality production attachments like the CC 6000 to fill the needs of each class of carrier.” Available with either universal jaws (U) or steel cutting jaws (S), the CC 6000 features two movable jaws with two main hydraulic cylinders, providing consistently high crushing force throughout the entire

operating cycle. The combination of a single- and double-blade jaw arm provides maximum stability even under extreme loads. The cutter jaws on the CC 6000 are supported by a central main pin. This pin not only provides additional stability, but also reduces the time needed to change the cutter jaws by up to 75 percent with Atlas Copco’s coupling and positioning system (CAPS). CAPS allows both cutter jaws to be fitted or removed as one unit, making it easier to change the jaws on site. The crushing teeth and cutter blades also can be quickly and easily turned around for additional use or replaced on site. All of these quick-change features save time and increase productivity. “Our research suggests that about two-thirds of the operating cost of an attachment is incurred from operator cost, service and maintenance, and only one-third by the initial purchase,” added Loomis. “With the new CC 6000, we have greatly simplified the associated maintenance and reduced the required labor time.”

Vegas Hotel Razing Plan Gets Review By Oskar Garcia ASSOCIATED PRESS

LAS VEGAS (AP) County officials in Sin City are asking the owners of a defective 26-story hotel on the Las Vegas Strip for more information on their recommendation to implode the building to relieve a public safety risk. The plans submitted by CityCenter owners MGM Resorts International and Dubai World don’t sufficiently explain why imploding the building is the best option, or how its data relates to computations determining capacity and demand, the director of Clark County’s building division said in the letter obtained Aug. 23 by The Associated Press. The division wants a meeting with facility officials at CityCenter to go over their analysis, which called for the building to be imploded in as soon as six months, Director Ron Lynn of the county building division said in the letter. County spokesman Dan Kulin declined to comment on a possible date for the meeting.

MGM Resorts International spokesman Alan Feldman said the company never thought an implosion would happen quickly and would be happy to discuss the plan with county officials. “It is completely understandable that the county would want more information,” Feldman said. “This is an important discussion to be had.” Casino owners MGM Resorts International and Dubai World sent the county its plans after being asked to say what should be done to fix the threat of a building that wouldn’t hold up in a strong earthquake. The Harmon was originally planned as a boutique hotel and condo tower to be part of the $8.5 billion CityCenter. It was supposed to open in December 2009 with the rest of the 67acre complex of hotels, entertainment and a casino. But problems with reinforcing steel in the construction led MGM Resorts to shorten the tower in half and put off its opening at least a year. It never opened. MGM Resorts will have to get

approval from a judge in Las Vegas before imploding the tower, even if the county decides it’s the best thing to do and issues permits. A judge’s order in a construction bill lawsuit from contractor Tutor Perini Corp. prevents anything — fixing or razing — from happening to the building now. Perini contended that the building is structurally sound and said MGM Resorts wants the implosion to bolster its legal case and keep from opening new hotel rooms in a saturated market. The blue cylinder building with glass siding sits on the Las Vegas Strip just south of Harmon Avenue, across from the Cosmopolitan of Las Vegas resort, which opened in December. Implosion experts say it could be brought down safely by removing glass and other materials, then using explosives to drop it straight down, creating a pile of rubble. Dust would spread onto the Strip and nearby buildings, but can be quickly cleaned without evacuations, experts say.
