The busy shopping and business district of Hurricane will soon be easier to navigate due to the lane widening of SR 9 (State Street) from 300
West to 800 North. At both ends of the 1.464 mile stretch, the road was already five lanes, but the bottle neck in the middle has been the source of much traffic congestion for years. In addition to local traffic, SR 9 is a main route see HURRICANE page 10
Construction jobs were added in half the states in August, while the number of states with year-over-year job gains rose to 10 from just six in July, the Associated General Contractors reported in an analysis of state employment data released Sept. 21 by the Labor Department. The number of states that increased construction employment over 12 months was the largest since October 2008. “National construction employment has been flat since March, and more areas have seen an upturn in employment, while job losses in the remaining states are less severe than previously,” said Ken Simonson, chief economist of the construction trade association. “But the gains may be fleeting unless Congress and the Administration enact long-term infrastructure funding bills before the current stimusee JOBS page 28

SAN BRUNO, Calif. (AP) The tragic explosion of a gas pipeline in a San Francisco suburb has shed light on a problem usually kept underground: Communities have expanded over pipes built decades earlier when no one lived there. Utilities have been under pressure for years to better inspect and replace aging gas pipes many of them laid years before sprawling communities were erected around them — that now are at risk of leaking or erupting. But the effort has fallen short. Critics said the regulatory system is ripe for problems because the government largely leaves it up to the companies to do inspections, and utilities are reluctant to spend the money necessary to properly fix and replace decrepit pipelines. “If this was the FAA and air travel we were
talking about, I wouldn't get on a plane,” said Rick Kessler, a former congressional staffer specializing in pipeline safety issues who now works for the Pipeline Safety Trust, an advocacy group based in Bellingham, Wash. Investigators are still trying to figure out how the pipeline in San Bruno ruptured and ignited a gigantic fireball that torched one home after another in the neighborhood, killing at least four people. Pacific Gas & Electric Co., the pipeline's owner, said Sept. 13 it has set aside up to $100 million to help residents recover. Experts say the California disaster epitomizes the risks that communities face with old gas lines. The pipe was more than 50 years old— right around the life expectancy for steel pipes. It was part of a transmission line that in one section had an “unacceptably high” risk of failure. And it was in a densely populated area. The blast was the latest warning sign in a series of deadly infrastructure failures in recent years, including a bridge collapse in Minneapolis and a steam pipe explosion that
tore open a Manhattan street in 2007. The steam pipe that ruptured was more than 80 years old. The section of pipeline that ruptured was built in 1956, back when the neighborhood contained only a handful of homes. It is a scenario that National Transportation Safety Board vice chairman Christopher Hart has seen play out throughout the nation, as suburbs have expanded. “That’s an issue we’re going to have to look on a bigger scale — situations in which pipes of some age were put in before the dense population arrived and now the dense population is right over the pipe,” he said. Thousands of pipelines nationwide fit the same bill, and they frequently experience mishaps. Federal officials have recorded 2,840 significant gas pipeline accidents since 1990, more than a third causing deaths and significant injuries. see EXPLOSION page 14

Contractor, ‘Block Captain’Communication Key in Project HURRICANE from page 1
for tourists traveling to Zion National Park. Zion is Utah’s oldest and most heavily used park, with approximately three million visitors per year. Hurricane is located just 20 miles west of the Springdale entrance to the park. The widening project consists of adding an additional travel lane in each direction, with a center turning lane at the intersections. A raised median for safety and roadway beautification will also be installed as well as wider sidewalks with ADA compliant pedestrian ramps on street corners. Traffic signals are being upgraded. Street lights and utilities, including sewer, water, storm drain and power services will all receive improvements. A new “firehouse light” will be installed in front of the Hurricane City Fire Department to stop traffic when emergency vehicles need to leave the firehouse. “We used the CMGC process, which was fairly new when this project began,” said Tamerha Maxwell, project manager for the Utah Department of Transportation (UDOT). According to UDOT, in the Construction Manager General Contractor (CMGC) process, the design consultant and the contractor form a partnership. This team relies on the expertise of the contractor to deliver a better product in less time and often at a lower cost than a design-bid-build construction process. Though cost is an important factor, project priorities may place more emphasis on schedule and innovation at reasonable value. During the design process the contractor works with the designer to reduce risk, continuously update cost, and achieve a guaranteed maximum price at the end of design. In this case, the team consists of Horrocks Engineers of St. George, UT for design and Hurricane-local Interstate Rock Products, Inc. (IRP) as the prime contractor. Horrocks began their design work in August of 2007, after a three-month delay caused by state funding issues. Approximately 30 percent of the design work was complete when Interstate was brought aboard. “Interstate was very helpful in keeping the process and materials within the budget,” noted Maxwell. The construction bid was $10.2 million, though the state has reserved $14 million of state funds for total costs, including design and right-of-way acquisition.
The project began in December 2009 and is set to be complete in July 2011. “We’ve already had a handful of changes orders to date,” said Lief Condie, UDOT resident engineer. Most of the change orders were for water line and utility work. “One of the water lines was not in the location it was supposed to be in. When we located it, we discovered that the pipes were in bad repair and placement was too shallow. We replaced the pipe with C900, which is of better quality and longer lasting.” Despite a few unknowns related to sub-surface utility issues, the project is still on track. IRP is performing the bulk of the work, including excavation, earthwork, utilities, irrigation and road bases. They have their own on-site hot plant for paving. Subcontractors assisting on the project include Raintree Landscaping, LLC of St. George, and Straight Stripe Painting of Washington for road markings. Besides increasing traffic flow, the town of Hurricane has the additional goal of beautifying the area with landscaped medians and specialty lighting. Hamilton Brothers Electric, based in Springville, is installing the conduits and foundations for Holophane decorative light poles. Once the foundations are in, the Hurricane City Power Department will install and pull the wire for the North Yorkshire decorative aluminum posts with black powder finish, topped off with acorn-style GranVille Premier Lighting. Hurricane City is footing the bill for black powder coating on the intersection signal systems to match the ornamental street lights. Excavation for the project totaled 46,000 cu. yds. (35169.5 cu m) of earth removed. IRP will be laying down 13,000 cu. yds. (9,880 cu m) of roadbase, 20,000 tons (18,143.7 t) of .75 inch HMA and 4,500 tons (4,082.3 t) of SMA. They will also used 16,000 cu. yds. (12,160 cu m) granular borrow to strengthen the subgrade. “We’ve maintained one lane of traffic in each direction from 100 E to 800 N,” said Condie. “The water line required our crews to work at night in the beginning of the project, but the majority of the work is now being performed during the day.” With consideration to the business district along SR 9, UDOT enlisted “block captains” to keep the public
informed. “The block captains are contacts along the corridor that represent home and business owners. The captains attend meetings for information updates, including a monthly contractor meeting,” explained Maxwell. “As an incentive to the contractor for their conscious cooperation with the local public, IRP can receive a Community Coordination Incentive,” said Condie. The total incentive amount is $100,000. The block captains will vote at four separate intervals during the length of the project as to whether or not the contractor is addressing their needs and assisting with accessibility. During each voting period, the contractor can receive up to $25,000. The voting has occurred twice so far and they have received their full bonus both times. The general public is also invited to attend the monthly contractor meetings at Interstate Rock Products. Population Increases Risk Factors for Aging Utility Pipelines EXPLOSION from page 1
Hart said the tragedy in San Bruno could push other states to begin tougher inspections of their lines. “It would surprise me if other states didn’t see this and learn from it and be proactive with it,” Hart said. Congress passed a law in 2002 that required utilities for the first time to inspect pipelines that run through heavily populated areas. In the first five years, more than 3,000 problems were identified — a figure Weimer said underscores the precarious pipeline system. Even when inspections are done and problems found, Kessler said, there is no requirement for companies to say if or what kind of repairs were made. And Weimer added industry lobbyists have since pushed to relax that provision of the law so inspections could occur once a decade or once every 15 years. Other critics complain that the pipeline plans are drafted in secret with little opportunity for the public to speak out about the process. The Pipeline and Hazardous Materials Safety Administration is the federal regulatory arm that enforces rules for the safe operation of the nation’s pipeline system, and has direct authority over interstate pipelines. Most state public utility agencies have adopted the federal rules and carry out inspections and enforcement of pipelines running inside state boundaries.
But the system often relies on the pipeline operators like PG&E to survey their own gas lines and to decide which pipelines are high risk. The American Gas Association disputes the notion that it cuts any corners and said the industry is subjected to stringent state and federal regulations. “Safety is unequivocally the No. 1 priority for the natural gas transmission and distribution industry and always will be,” spokesman Chris Hogan said. “The industry spends billions each year to ensure the safety and reliability of the natural gas infrastructure.” California regulators say current rules are written in a way that relies on industry to report problems and set timetables for repair. “We’re set up to provide an incentive and a deterrent and to make sure they follow the rules, but we generally avoid telling them how to run their system,” said Julie Halligan, deputy director of consumer protection and safety at the California Public Utilities Commission. “They can’t endlessly defer things and get away with it, because we’ll be looking after the fact to see what they’ve done.” The challenge of ensuring pipeline safety is compounded by the sheer enormity of the nation’s natural gas network. The federal pipeline agency said the United States has more than 2 million mi. of pipelines — enough to circle the earth about 100 times. The agency has only about 100 federal inspectors nationwide to ensure compliance,
meaning there is no guarantee violators will be caught. “When you look at two-and-a-half million miles of pipeline with 100 inspectors, it’s not reassuring,” Weimer said. “To a grand degree the industry inspects and polices themselves.” Potential safety threats have grown as the pipeline network has expanded and age takes its toll on existing infrastructure. More than 60 percent of the nation’s gas transmission lines are 40 years old or older. Most of them are made of steel, with older varieties prone to corrosion. The more problematic pipes are made of cast-iron. A few places in Pennsylvania still had wooden gas pipes as of last year, according to officials there. Pipelines in heavily populated locations like San Bruno fall into a category the industry refers to as “high consequence areas.” Those areas contain about 7 percent of the 300,000 mi. of gas transmission lines in the country, or roughly 21,000 mi. of pipeline. The category has nothing to do with the safety of pipelines, and was created to put the greatest emphasis on the most populous regions. Industry watchdogs have criticized utilities for not being willing to spend the money necessary to avoid explosions like the one in California. The cost to replace lengthy stretches of pipelines can exceed $30 million. “They [PG&E] will prioritize and put off work to maintain their level of earnings,”
said Bill Marcus, a California attorney whose firm consults nationally with consumer protection agencies and nonprofits on gas rate cases. “To some extent that’s not bad, but it is concerning when those decisions endanger public health or the environment.” PG&E said it has spent more than $100 million to improve its gas system in recent years, and routinely surveys its 5,724 mi. of transmission and 42,142 mi. of distribution lines for leaks. The utility speeded up surveys of its distribution lines in 2008 and expects to have completed checks in December, it said. PG&E President Chris Johns said the pipe that ruptured was inspected twice in the past year — once for corrosion and once for leaks — and the checks turned up no problems. Asection of pipe connected to the line that exploded was built in 1948, and flagged as a problem by PG&E in a memo. PG&E submitted paperwork to regulators that said the section was within “the top 100 highest risk line sections” in the utility’s service territory, the document shows. The fact that it’s in an urbanized area that didn’t exist when the pipe was built is emblematic of a bigger problem nationwide, experts say. “People have been waiting for a while for this type of disaster to happen because of expanded construction near pipeline right of ways without adequate prevention,” said Paul Blackburn, a public interest lawyer in Vermillion, S.D.

A New Direction Although he had a number of options available to him, Van said none were as interesting and attractive as joining Sennebogen, a company he had come to know since its introduction to the North American market 10 years ago. “The brand has almost 60 years of experience worldwide and as a direct result of the quality of the product and the people, it grew rapidly in North America and quickly established itself as the market leader.” As a Sennebogen distributor, Van had gained a great deal of confidence in these machines while he was selling them for the last eight years.
“The opportunity to join a quality organization with a quality product was very appealing. So is the overall business philosophy of the company,” he said. Meeting Walter and Erich and the other members of the Sennebogen family and having recently toured their new facility in Straubing, Germany, also helped Van in his decision-making process. “They are the type of people that everybody wants to work for. The entire company
has a family-type atmosphere and that type of environment attracts the best employees,” he said pointing out that these people are in the field daily. “The quality of Sennebogen employees is second to none. These are true equipment people who are well respected.” Another influencing factor for Van is Sennebogen’s long-term commitment to the North American market, exemplified by the company’s new office facility, parts warehouse and technical training center at its headquarters in Stanley, N.C. “The facility really demonstrates the company’s commitment to the North American market. I have dealt with companies before that have come and gone, but Sennebogen has proven its commitment to this market. This is very important to its customer base, to its distribution channel and to its employees,” said Van. Adding Understanding to the Process Lannes said that Van’s background as an equipment dealer will add to Sennebogen’s ability of serving its growing distributor network, which has been the foundation of the company’s success. “Since I came from the dealer side I can understand the challenges that they face on a day-to-day basis. As I understand their issues we, as an organization, can help resolve them very quickly. In conversation with Constantino, my goal is to practically resolve any issues before the dealer even knows it is one because I can anticipate the things that will need to be done,” he said. “Sennebogen is experiencing a lot of growth and with growth there can be some growing pains. I will be working to streamline the way we do business with equipment dealers to focus on keeping a fast response time.” Despite the new position and the new title with Sennebogen, Van said that he will not be changing his name back any time soon unless the industry re-brands him again. “The way I will do business is essentially the same. However, I will be doing it with people and a company that I have come to respect, know and trust,” he said. “Joining Sennebogen allows me to stay with a product that was working for me as a dealer. NDA Survey Reveals Positive Change in Project Opportunities A recent survey of the member companies of the National Demolition Association, a trade organization representing the global demolition industry, revealed that the companies are experiencing a slow improvement in the dynamics of the demolition industry. In answer to the question, “Are you seeing any change in the volume of demolition project opportunities, jobs to bid, in your market?” 41 percent of the respondents said “yes.” Approximately 25 percent said “no,” while 35 percent said they are still not sure. In response to the question “Has the federal government’s stimulus program, $787 billion approved last year, had any effect on the market of demolition services in your area?” a full one-third of the respondents
said “yes,” while 44 percent said “no,” and 20 percent were not sure. “These numbers are no surprise,” said Michael R. Taylor, executive director of the National Demolition Association. ”So much of our work flows from activity in the construction industry and takes a little more time for us to benefit from an upturn in that industry. McGraw-Hill Construction reported that new construction starts in May climbed 3 percent from the previous month and that non-residential building showed improvement in May, as well. Illinois gains were followed by Rhode Island (900 jobs, or 5.6 percent increase); and Oklahoma (2,700 jobs, 3.8 percent increase). Meanwhile, Alaska had the largest monthly decline, losing 1,100 jobs, or 6.7 percent, followed by New Mexico (1,700 jobs, 3.8 percent) and Minnesota (2,500, 3.0 percent). “AGC urges Congress and the White House to finish work on long-term transportation and water infrastructure spending bills, and keep income tax rates from soaring to help the construction industry employment recover from millions of lost jobs,” said Stephen E. Sandherr, the association’s chief executive officer.
LiuGong North America has appointed Curt Unger as the new vice president of sales and marketing, effective immediately. The announcement was made by Ron Hargrave, president of LiuGong North America. In this newly created position, Unger will be responsible for establishing LiuGong as a major player in the North American earthmoving, quarrying, roadbuilding and other construction markets. His initial tasks will include the current expansion of LiuGong’s dealer network in the United States and Canada and the development of both the national and regional marketing and sales programs to help those dealers bring LiuGong’s product lines to end users. Most recently, Unger was general sales manager of Yanmar, where he managed the company’s field sales staff and dealer network while developing finance and sales programs. Prior, he was the director of marketing of Komatsu Utility Corp. and held marketing and sales positions with both Kubota and Massey-Ferguson. Unger’s 25 years of experience is now complemented by LiuGong’s line of products. Currently the company offers wheel
loaders, hydraulic excavators, backhoe loaders, skid steer loaders and vibratory soil compactors in the United States and Canada. Brake Plan Helps Truck Operators Better Prepare for Winter Each winter, local, state, and provincial highway agencies use liquid de-icers in their battle against snow and ice in an effort to save money and to reduce the impact of sand on air and groundwater quality. The highway agencies spray magnesium chloride and calcium chloride on pavement in advance of a coming storm or they mix the chemicals with salt and sand. “Since these chemicals don’t readily evaporate and are highly soluble in water, chemical de-icers stick around and prevent ice from forming on the roadways, making snow removal easier,” said Jeff Sass, general marketing manager of Paccar Parts. “But those same qualities make it easier for the corrosive chemicals to penetrate truck components like brakes.” “Roadleveler offers new and remanufactured brake components that can last longer and perform more reliably under these corrosive conditions,” Sass said. “In order to eliminate uneven wear allowing for greater stopping power and longer life, each Roadleveler brake shoe is coined,” Sass added. Coining is a form of precision stamping where each Roadleveler brake shoe is stamped like a minted coin in a 1,000-ton hydraulic press. This ensures that the radius and depth of the shoe table is manufactured to OEM tolerances.” Coining also eliminates the gaps between the shoe table and the friction material to prevent water and road chemical de-icers from seeping behind the friction material, Sass said. “A special anti-corrosion hydraplex enamel coating that’s first applied through full immersion sets the Roadleveler product apart,” Sass said. This full immersion doesn’t leave surfaces exposed to possible environmental contaminants like chemical de-icers. Then the enamel coating is baked on at 200 degrees for several cycles to ensure proper adhesion, rather than spraying on a waterbased coating that’s air dried and prone to rust jacking. “Rust jacking, or the build up of rust behind the friction material on brake shoes,

can cause brake linings to lift and crack, a leading cause of out-of-service violations during brake inspections,” Sass added. According to the Commercial Vehicle Safety Alliance (CVSA), one out of every three trucks inspected during last year’s annual brake inspection was sidelined due to defects with brakes or with their components or adjustments. “Truck operators can be better prepared for the upcoming winter by having Roadleveler brake components installed,” Sass said.

Kenworth Offers Front Axles for T270, T370 Models Kenworth Truck Company will offer factoryinstalled, front drive axles for the Kenworth T270 Class 6 and T370 Class 7 models. The new Kenworth front drive axle was introduced at the 57th annual Electric Utility Fleet Managers Conference (EUFMC) in Williamsburg, Va. “This is Kenworth’s first factory-installed, front drive axle on our medium duty product line,” said Judy McTigue, Kenworth director of marketing planning and research. “We’re targeting utility service, construction vehicles, oilfield service and boom trucks, in addition to municipal applications, such as fire and emergency vehicles.” The new front drive axle, is available for order in ratings ranging from 10,000 to 14,000 lbs. (4,536 to 6,350 kg) on Kenworth T270s and T370s equipped with a PACCAR PX-6 engine. This fall, Kenworth will expand front drive axle ratings to 16,000 lbs.
