Ritchie Bros. hit this significant milestone on Oct. 6, 2011, at an unreserved public auction at its auction site in Hartford, Conn. Ritchie Bros. introduced its real-time online bidding service in March 2002 as an enhancement of the live auction experience. The usage of the service has grown steadily, and in April 2010 the company introduced online bidding in six additional languages. Today close to 50 percent of the people bidding at Ritchie Bros. auctions participate online in real time; the others participate in person at the auction site. “The idea in designing the online bidding service was to give people an online experience that comes as close as possible to matching the live experience,” said Bob Armstrong, chief operating officer, Ritchie Bros. Auctioneers. “When you’re participating online you can see the assets being sold, you can hear the auctioneer, you can see the numbers changing right before your eyes. It’s as close as possible to being there without the smell of diesel.” In April 2010 Ritchie Bros. launched a new 21-language Web site at the Bauma trade show in Germany. The new rbauction.com features current inventory and equipment search in 21 languages, auction results in 14 languages and live online bidding in seven languages, which has opened up online bidding to an entirely new group of Ritchie Bros. customers around the world. “What I love about the online bidding service is the ability it provides me to bid at many auctions, all at once, and from a single location,” said Luis Carlos Iglesias, owner and managing director of Tractores y

SANTA FE, N.M. (AP) With New Mexico’s economy continuing to sputter, the Legislature and Republican Gov. Susana Martinez face tough decisions next year on whether to spend every dime of available bond financing for capital projects to help create construction jobs but potentially risk a backlash from voters who could be hit with property tax increases. Despite a slide in revenues for state government operations, there’s a large pool of money that can be used for construction projects next year to possibly stimulate the economy. Nearly $430 million in bond capacity is available for capital projects — twice as much as the revenues expected next year for possible budget increases for government programs and services. About $300 million of the capital financing could come from general obligation bonds, which are backed by property tax levies but require the approval of voters. Sen. John Arthur Smith, a Deming Democrat and chairman of the Legislative Finance Committee, said lawmakers may want to consider limiting the general obligation bond issue next year to try to minimize a property tax increase. “It is going to be easier to pass a skinny budget than it is to ... get that GO bond past the public,” said Smith, who also is chairman of a Senate committee responsible for preparing the state’s operating budget. He said it’s possible the state could issue $150 million to $180 million in general obligation bonds without a change in property tax rates. That’s because new bonds would replace older ones being paid off with current tax revenues. In 2010, voters narrowly rejected a $155 million bond question that would have financed building projects for universities, the state School for the Deaf and the New Mexico School for the Blind and Visually Impaired. Had the higher education bond issue been approved, yearly taxes would have increased an estimated $10 on property valued at $100,000. That unused bond capacity is carried forward and is part of the $300 million available in 2012. The governor hasn’t decided on her capi-
tal projects recommendations to next year’s Legislature, “but she is very sensitive about the impact on property taxes,” said Scott Darnell, a spokesman of Martinez. “We are still very early in the process of identifying capital needs, setting budget priorities and examining general obligation bond priorities. These will be driven by the necessity and quality of projects proposed,” said Darnell. Besides $300 million in general obligation bonds, the state can authorize $130 million in bonds backed by severance tax revenues and those don’t require voter approval. Rep. Brian Egolf, a Santa Fe Democrat, said the Legislature should use the bond financing on construction projects to stimulate the economy. “I think it’s our responsibility to do everything humanly possible to get New Mexico back to work,” Egolf said in an interview. “The need for jobs and work is real, and it’s right now and it is incredibly serious. We shouldn’t ignore that by some fears of theoretical changes in taxes.” In the past, the state has typically authorized the full amount of available general obligation bonds for capital projects. During a special session in September, the Legislature approved $81 million worth of capital improvements to be paid for with severance tax bond proceeds. Egolf was among Democratic and GOP lawmakers who supported a larger package. The governor had proposed $212 million for capital projects, but Smith and other Democrats contended it was prudent to approve a smaller amount in the special session because of uncertainty over the state’s finances. A similar debate over capital projects is likely next year when the Legislature convenes in January for a 30-day session. Universities have a big stake in the outcome because they depend heavily on general obligation bonds for capital improvements. The state earmarks other bond financing for public school capital projects. “The backlog of infrastructure is enormous,” David Lepre, executive director of the Council of University Presidents, said in an email statement. “I believe the last time the state measured higher education’s deferred maintenance it totaled well over $1 billion.”

huge, white sections of gate had been lowered into place. “It looks a little different [now],” he said with a laugh. “They’ve been pretty busy.” Crews broke ground earlier this year at the waterfront site to build a large graving dock for constructing the concrete pontoons needed to support the Highway 520 floating bridge in Seattle. Transportation officials plan to have dozens of pontoons, some measuring 360 ft. (110 m) long, finished by 2014 when the floating bridge is rebuilt. Irwin said the local effort continues to ramp up with new workers added each week as the basin project gets closer to completion. He said the project now employs nearly 300 people at the site with 124 of those workers residing in Grays Harbor County. “We’re still building up,” he said. Many workers focused Nov. 3 on installing the first two of three sections of gate to close off the mouth of the basin, which is about three stories deep. Each gate section measures 110 ft. (33.5 m) long and 10 ft. (3 m) high. The third section was scheduled to arrive Nov. 7. While crews will construct the pontoons in the dry basin, the gate and a system of pumps will allow them to flood the basin when the pontoons are finished and float them out into the Harbor. Irwin said a crane can lift the gates straight up and out to open or close the entrance to the basin. When crews want to flood the basin they can open water mains on the side of the gate. A filtering system keeps out fish and debris. As the water level equalizes between the Harbor and the basin, each gate can be pulled out until the Harbor runs into the basin. Irwin said crews will have to time the flooding and draining with appropriate tide cycles. “The tide plays a huge role,” he said, adding, “The whole process takes several hours to complete. ... Seeing is believing. It’s impressive.” When the basin is flooded, crews will use tugboats to tow the pontoons out into the
Harbor where they will be stored in a group on the south side of the Harbor channel near Johns River. Tugboats will then tow the approximately 32 pontoons up to Seattle as needed for the bridge project. While some crews fit the gates into place, several workers poured concrete into wooden and rebar panels to be used as forms for the pontoons. Nick Taylor, an oversight inspector on the project, said building the pontoons requires hundreds of form panels. Carpenters were busy building the wooden frames for the panels. “Look at all those wood forms,” he said. “We’ve got an army of carpenters.”
While crews will construct the
pontoons in the dry basin, the gate and a system of pumps will allow them to flood the basin when the pontoons are finished and float them out into the Harbor. An excavation barge also floated nearby as it dug away at the shoreline. Irwin said approximately 80,000 cu. yds. (61,164 cu m) of dirt will be removed to create the channel from the Harbor to the mouth of the casting basin. Irwin said crews have already removed 280,000 cu. yds. (214,075 cu m) of dirt to create the casting basin. “That’s just an astounding amount of material,” he said. Irwin, who worked with the Hood Canal bridge project, said the local pontoon effort has benefited from the lessons of previous projects. He said the latest project utilizes the most advanced concrete techniques, but the scale is also much larger than any previously attempted in Washington state. As he walked among the soaring cranes and enormous forms, he marveled a bit. “I haven’t been in any this big,” he said.

a busy Los Angeles highway bridge, an Oakland freeway sign and other projects is now being probed by federal and state officials. At a projected cost of $6.3 billion, the new eastern span of the Bay Bridge is the largest public works project in California history, and it is poised to open for public use in 2013. Engineers have repeatedly stressed the need to ensure the bridge can withstand the strongest anticipated earthquake. The roadway of the existing span partially collapsed in the 1989 Loma Prieta earthquake during the World Series between the San Francisco Giants and the Oakland Athetics.. In 2006 and 2007, Caltrans technician Duane Wiles performed tests to ensure the structural integrity of seven of the 13 deeply buried concrete and steel pilings that hold up the new bridge’s tower. In six of the cases, the Bee said, Wiles’ tests showed no significant problems, although his colleagues found numerous sections of questionable concrete density that needed more scrutiny or repair. Wiles did not follow a Caltrans requirement to check that his testing gauge was working correctly to ensure its accuracy before testing portions of the bridge’s tower foundation, according to the report. He also has been disciplined for falsifying test results for other projects, the newspaper found. Even after other testing employees and an anonymous whistleblower told agency officials about Wiles’ earlier work, Caltrans did not look into Wiles’ work on the Bay Bridge tower until the newspaper requested comment, the Bee said. According to the report on Nov. 13, Wiles’ work on the bridge raises serious concerns about the foundation of the span’s signature spire as well as its structural integrity. Caltrans said the bridge tower foundation is safe. Chief engineer Robert Pieplow said a review ordered by Wiles’ supervisor, Brian Liebich, was “thorough” and confirmed “the safety of all structures.” “As for the Bay Bridge,” Pieplow said in a written statement, “the [tower foundations] are safe and it would be highly misleading and irresponsible to suggest otherwise.” Independent experts told the Bee that although the structure is probably reliable, it bears more scrutiny. Bernard Hertlein, a principal scientist at
the global engineering and construction firm Aecom Technology Corp., said the adequacy of Caltrans tests raised significant questions with no clear answers, since defects under the main tower would be nearly impossible to detect now. “Fixing the foundation in any significant way is pretty much impossible,” said Hertlein. The Bee said concerns about Caltrans testing extended to other projects. After examining 50,000 test documents, bridge foundations, overpasses and other freeway features, the newspaper found some structures were approved after questionable work by Wiles. In three cases confirmed by Caltrans documents, he fabricated results, the report said. Caltrans memos reveal that Wiles’ falsification of test data first came to light in September 2008. Foundation Testing Branch engineer Michael Morgan expressed his concern to branch chief Liebich about instructions to distribute test assignments evenly among the technicians, including Wiles. “We are putting the reputation and integrity of the [testing branch] at stake,” Morgan wrote. “Our work also can be linked to the safety of the traveling public.” A few months later, a branch engineer found that Wiles had falsified data on a freeway sign in Oakland and an I-405 freeway bridge over Braddock Drive in Los Angeles. Caltrans told the Bee both were later found to be safe, but declined to release its analyses. Chief engineer Pieplow said the Federal Highway Administration investigators had launched a detailed investigation of previous tests. He also said the U.S. Department of Transportation had finished a separate investigation of fraud, waste and abuse in the Caltrans Foundation Testing Branch. Caltrans was conducting a similar probe. Federal investigators had not found falsified test data for the Bay Bridge in its ongoing investigation, Pieplow noted. The Federal Highway Administration declined to comment. A Caltrans spokeswoman later confirmed Wiles and Liebich were placed on administrative leave. Wiles declined to comment. Liebich did not return calls from the Bee.

JMB executives have invested heavily in Villaraigosa’s political ventures, government records show. One company affiliate gave a committee linked to the mayor $100,000 in 2006. “We do believe politics has driven this alignment, not transit rules or standards,” said Lisa Korbatov, who heads the local school board. She calls the MTA’s data “very heavy in assumption.” A statement from Villaraigosa’s office said only that he is confident in the MTA’s experts and the conclusions of its technical studies. A local coalition supporting the route that would cut under the high school asserts the plan is safer, given the MTA’s findings, and would place a station within easy walking distance for nearly 30,000 workers in Century City. JMB senior vice president Patrick Meara disputed that there was any connection between donations to the mayor and decisions on the subway. When asked who drafted the route that would build a station near his company’s properties, which would almost certainly boost their value, he said, “I honestly don’t know.” Among students, there appears to be little anxiety about a train line that wouldn’t begin moving people until years after they graduate. Justin Blaylock, a 17year-old senior, said he supports expanding public transit and would welcome the chance to avoid the city’s dirty, crowded buses. “It makes me just want to walk,” he said. In a way, the MTA is trying to rebuild the past. Los Angeles once boasted one of the finest public transit systems in the nation, the Pacific Electric Red Cars, which trundled along 1,000 mi. (1,609 km) of track that crisscrossed the region. The last one was gone by 1961, dismantled with no small push from auto and oil interests as the car culture took hold in Southern California. Freeways replaced trolley tracks, and huffing buses took over for electric rail. In time, a booming population led to sclerotic traffic and the blankets of smog that came with it.

Terex Bid-Well 4800 Paver Based on 50 Years’ Experience Capable of paving bridges, streets and highways, today’s Terex Bid-Well 4800 paver from Terex Roadbuilding draws from 50 years of concrete paving experience. The 4800 features a 48 in. (91.4 cm) truss and all-welded steel construction to maximize frame strength and minimize weight. The automatic roller paver is capable of paving widths of more than 170 ft. (51.8 m), optimizing machine flexibility to pave a wide variety of bridges. Powered by a 23 hp (17 kW) gas engine, the 4800’s paving carriage performs four concrete deck finishing functions. Dual, double-flighted augers meter the concrete to maintain a consistent head of material in front of the carriage. The 11.5 in. (29.2 cm) Rota-Vibe system uniformly consolidates the top 2.5 in. (6.3 cm) of concrete to facilitate sealing of difficult-to-finish designs. Dual, 5 ft. (1.5 m) long paving rollers finish the concrete surface, while a trailing drag pan system seals and textures the deck. Positioned on top of the frame, the operator’s console of
the Terex Bid-Well 4800 is designed for operator visibility and provides easy access to machine and carriage movement. From the console, the operator controls machine travel speed, power up and down leg adjustment, manual shift for carriage reversing and carriage travel speed. Operators also control a number of options without leaving the console, including power crown adjustment, internal concrete vibration system, power leg widening and carriage/drag pan fogging system. The standard paver rides the rails on four machine travel bogies, offering a 4 ft. (1.2 m) wheel base, and four heavyduty, 6 in. (15.2 cm) tubular legs with hydraulically adjustable height. To increase paving versatility, the 4800 provides up to 15 ft. (4.7 m) of leg travel to each side to accommodate width changes on the fly. The Terex Bid-Well 4800 paver on display at World of Concrete in Las Vegas, Nevada included a number of different options, designed to maximize paving versatility. The
available paving carriage/drag pan fogging system atomizes the water to produce a true, light fog. This keeps the concrete from drying too quickly to reduce cracking and produce a stronger surface. When operating the paver in confined construction zones, the optional swing leg design offers zero-clearance paving. These variable-position, offset legs attach to the paver’s main frame and provide an additional length of 2 ft. (0.61 m) for variable-width paving. The available pivoting leg option for the 4800 saves contractors time and money when paving bridges with cross slopes of more than 8 percent. This optional feature pivots the leg to a true vertical position when paving superelevations, decreasing the side forces on the rail system and reducing the need for additional shoring. Dynapac C-Series Goes to Work on Smaller Jobs

The Dynapac series of small tandem rollers are designed primarily for small-scale compaction work, such as driveways, bicycle paths, small roads and small parking areas. The CC800, CC900 and CC1000 models offer an operating weight of approximately 1.6 tons (1.4 t). The series of machines come in drum widths of 31, 35 and 39 in. (78.7, 89 and 99 cm). The machines are fitted with a central lifting eye that is designed to allow fast and simple loading for transportation. The folding ROPS is intended to keep the transport height to a minimum and working under obstructions. Equipped with water-cooled, three-cylinder Perkins 23.5 hp (17.5 kW) diesel engines, the small tandem rollers offer standard propulsion and vibration on both drums. A switch to turn off vibration on the front drum is standard.
A rear drum shut-off can be added as an additional option. The 50-gal. (189 L) water tank and the Wutomatic Water Control (WAC) system is intended to maximize periods of time between refills. The WAC system used on the CC800, CC900 and CC1000 machines also is used on larger Dynapac asphalt machines. The machines are equipped with a new type of self-draining sprinkler tube and nozzles, which are intended to minimize the risk of ice plugs in cold weather conditions, according to the manufacturer. A vibration-damped operator’s stand and an ergonomically positioned step are intended to make the machines driver-friendly. 3800 CR Offers Wider Option for Recycling, Cold Milling The 3800 CR from Wirtgen America Inc. offers the ability to cold-in-place recycle a full-lane of pavement in one pass, stabilizing with either foamed asphalt “green mix”, or any other stabilizing medium such as asphalt emulsion or lime or cement slurry, but with a twist: with a conveyor mounted, it also will serve as a full-lane cold mill. The 3800 CR utilizes the same platform as the existing Wirtgen 2200 CR, but is supplied with a full-lane, 12-ft. 6-in. (3.8 m)wide drum and uses a screed width to match. In its recycle mode, the 3800 CR’s fulllane working width is complemented by a recycling depth of up to 6 in. (15 cm). In the cold milling mode, it will mill to 13.75 in. (35 cm) deep in the upcut mode, although it can operate in either upcut or downcut mode after alteration. This involves that the drum be removed and turned 180 deg, and fit with either upcut or downcut planetary drives. At the heart of the 3800 CR, the cutter, an integral gradation beam is positioned in front of the cutter. This beam is held under hydraulic pressure on the pavement surface to avoid “chunking” of asphalt into recycled mix. The 3800 CR’s drum takes Rhino HT11 cutting tools, which are mounted at .63 in. (1.6 cm) spacing, and holds a total of 294 tools or bits.
The Wirtgen 3800 CR is capable of pulverizing existing bituminous material with automatic depth controls to maintain the cutting depth to within plus/minus .25 in. (.6 cm) of specification. It features a positive means for controlling cross slope elevations. In the recycle mode using emulsion stabilization, the 3800 CR has a liquid metering device capable of adjusting the flow of asphalt emulsion to compensate for any variation in the speed of the machine, and delivers the needed amount of asphalt emulsion to within plus/minus 0.2 percent of the required design amount by weight of pulverized bituminous material. It utilizes an asphalt emulsion pump of sufficient capacity to allow emulsion contents up to 3.5 percent by weight of pulverized bituminous material, and contains automatic digital displays for both the flow rate and total amount of pulverized bituminous material and asphalt emulsion in appropriate units of weight and time. In the recycle mode, because recycled, reclaimed pavement is placed immediately behind the 3800 CR, no windrow elevator or pickup machine — or additional paver — is required, saving labor, fuel and equipment costs, in addition to reducing the carbon footprint of the project.

By reducing the engine size and main frame width Power Pavers was able to make the SF-1700 a more compact, economical alternative to contractors desiring to pave highways in two passes. “In many developing countries, concrete supply is an issue, so paving in two passes is more practical than one pass,” explained Hite. Standard equipment on the SF-1700
includes a 160 hp (119 kW) Cummins engine, spread auger and tamper bar, and 12 Wyco vibrators. With new DOT specs for thinner friction courses, proper surface preparation is more important than ever. Delaminating of thin courses is likely when surfaces are prepared with conventional milling. What’s more, water can get trapped in the valleys of a conventionally milled surface, leading to premature pavement failure. In thin overlay applications micro-milling is required for good results. Roadtec now offers a cutter that produces a fine, straight-line pattern, which neither deviates with changes in travel speed nor machine stops for truck changes. DOT tests
of the surface have been passed consistently with this cutter. Moreover, the milled surface’s texture is extremely safe for cars and motorcycles alike when opened to traffic before paving begins, according to the manufacturer. Tooth consumption is extremely low with this product. On a recent job consisting of 5 mi. (8 km) of roadway (10 lanes mi. [16 km]), 1 in. (2.5 cm) removal with a micro finish, and an average travel speed of 48.5 fpm (14.7 mpm) and as high as 70 fpm (21.3 mpm), zero teeth were changed during the 5day project.

XL Specialized Trailers Introduces 13-Axle Light Weight Trailer XL Specialized Trailers’s 13-axle trailer boasts a light weight configuration. At 57,440 lbs. (26,054 kg), the new XL MG 170 West Coast trailer hauls loads up to 170,000 lbs. (77,110 kg) distributed, including 2.5mW wind turbines, heavy construction equipment such as large dozers, excavators and wheel loaders, as well as off-road trucks for mining applications. The new XL 170 MG also can be configured to weigh 55,000 lbs. (24,947 kg) to accommodate weight specific loads with some spec changes. “As equipment continues to get bigger and heavier,” said Scott Wall, CEO of XL Specialized Trailers, “the cost and logistics associated with hauling these items gets more involved. Our new trailer is able to move equipment and materials on 13 axles that would take other trailers 19 axles to accomplish, completely redefining this category of trailers. Our number one priority at XL is being the most customer focused trailer manufacturer centered on developing unique solutions for each customer’s needs and we are excited about working on this unit with our customers.” The main trailer is engineered with a 118 in. (300 cm) flip neck that extends a 14 ft. 3 in. (4.3 m) main neck. From the neck, the 30
ft. (9 m) main deck boasts a 15 ft. (4.5 m) Tdeck design to accommodate wind turbine components. The T-Deck can be switched out to other available deck configurations. The main deck has a 26 in. (66 cm) loaded deck height and a 6 in. (15 cm) ground clearance, allowing the trailer to traverse on lowmaintenance surfaces to reach off-road destinations. The 21 ft. (6.4 m) rear deck has a 44 in. (118 cm) loaded deck height and is equipped with disc brakes, with spring brakes on all axles.
The main trailer has a 12V sealed grote electrical system with three LED tail-light assembly. A reinforced frame for a 3-axle booster, manual override height control, a raise/lower valve and shut offs on air bags are some of the options available for the main trailer. The Jeep is a skelton frame with hatbox used for weight savings. This addition comes equipped with 2-speed jost landing gear and handle on road side, a 13-hp (9.7 kW) Honda unit mounted on the inside
beams, the ability to raise the 5th wheel from 54 to 72 in. (137 to 183 cm), a hydraulic hat box with 18 in. (45 cm) of travel, raise/lower valve, a two tail-light assembly and disc brakes with spring brakes on each axle. The 18 ft. 5 in. (5.6 m) booster is equipped with disc brake axles, a three taillight assembly, a raise/lower valve, manual ride height control, as well as shut offs on each air bag. Holt CAT Prepares for New, Green Laredo Facility Holt CAT, the Caterpillar equipment and engine dealer for south, central, north and northeast Texas, has purchased property for a new store location in Laredo, Texas. The 24,000 sq. ft. facility for heavy equipment parts, service and sales will be built in the Los Lomas Industrial Park on State Highway 359, east of Loop 20. As it has done with other recent building projects, Holt will incorporate green building practices into the Laredo facility, which will improve energy efficiency and overall natural resource sustainability, according to the company. The new facility is projected to break ground in the first quarter of 2012. San Antonio-based Holt CAT, established its first store in Laredo in 1978 and currently has 20 sales, service and parts employees at its location on FM 1472. “Holt is demonstrating our commitment to machine and engine customers in Webb and surrounding counties with an investment
in new and expanded facilities to improve our services,” said Allyn L. Archer, president and chief operating officer.
