Arizona Weighs Long Range Construction Plans For more than two years, the Arizona Department of Transportation has worked towards developing the state’s Long Range Transportation Plan, a blueprint that looks 25 years into the future to determine how to plan for and fund trans-

portation projects that keep up with Arizona’s growth. The State Transportation Board formally approved the Long Range Transportation Plan Nov. 16, which allows ADOT planners to move ahead with their work to develop a transportation sys-

tem that will carry us into the future. “Transportation is fundamental to our state’s economy, prosperity and quality of life,” said ADOT Director John Halikowski. “The Long Range Transportation Plan is see PLANNING page 14

Construction employment rose in half the states and decreased in half in October and during the past year, closely matching the stable national employment picture, according to an analysis by the Associated General Contractors of America of Labor Department data. The even split between gains and losses reflects the accelerating improvement in apartment and private nonresidential construction, offset by a declining public market and stalled single-family sector. “Construction employment gains are likely to remain spotty for months to come,” said Ken Simonson, the association’s chief economist. “Local factors, rather than regional or industry trends, seem to dictate whether a state has rising or falling construction employment in a given month.” North Dakota ranked first among 24 states and the District of Columbia that recorded construction employment gains from October 2010 to October 2011. The state added 19 percent (4,100 jobs). Oklahoma ranked second (8.1 percent, 5,500 jobs), followed by D.C. (4.8 percent, 500 jobs). Texas added the largest number of jobs (17,500, 3.1 percent), closely followed by California (17,100, 3.1 percent). see EMPLOYMENT page 14

WASHINGTON (AP) A Senate panel cleared legislation Nov. 9 overhauling federal highway programs, prompting lawmakers to talk of a looming bipartisan consensus that would end years of stalemate on repairing and expanding an aging transportation network. In a rare show of bipartisanship, the 18 members of the Senate Environment and Public

Works Committee pushed the legislation forward for further action, even withholding, for now, amendments that hadn’t been agreed to in advance by both parties. The two-year transportation plan was drafted by the committee’s Democratic chairwoman, Sen. Barbara Boxer of California, and its senior Republican, Sen. James Inhofe of Oklahoma. The bill’s co-sponsors include the Senate Finance Committee’s Democratic chairman, Sen. Max Baucus of Montana, and its senior Republican, Sen. David Vitter of Louisiana,

who are trying to find the money to pay for the plan. “I don’t think there is any question, if you look at the four of us, that this is the definition of bipartisan work,” Vitter said. “This is a jobs bill, this is an infrastructure bill that is designed to succeed, that can succeed.” Despite the Senate’s defeat of President Barack Obama’s $50 billion infrastructure jobs bill, momentum is building for congressional passage of a long-term transportation plan to see PLAN page 14

Ritchie Bros. Announces Third Quarter Results; Reports $49.9M in Net Earnings Ritchie Bros. Auctioneers Incorporated announced net earnings for the nine months ended Sept. 30, 2011, of $49.9 million, or $0.47 per diluted share, and adjusted net earnings of $46.9 million, or $0.44 per diluted share. This compares to net earnings of $52.1 million and adjusted net earnings of $51.4 million, or $0.48 per diluted share for the nine months ended Sep. 30, 2010, representing a 9 percent decrease in adjusted net earnings. Adjusted net earnings is a non-GAAP financial measure. The company’s auction revenues for the first nine months of 2011 grew 5 percent to $282.7 million compared to $269.1 million for the same period in 2010. The company conducted 157 unreserved industrial auctions in 13 countries throughout North America, Europe, the Middle East, Central America and Australia during the first nine months of 2011. Quarterly Dividend The company also announced the declaration of its quarterly cash dividend of $0.1125 per common share payable on Dec. 9, 2011, to shareholders of record on Nov. 18, 2011. Gross Auction Proceeds and Auction Revenues For the nine months ended Sept. 30, 2011, gross auction proceeds were $2.7 billion, 8 percent higher than the first nine months of 2010. Gross auction proceeds is a nonGAAP financial measure. The company’s auction revenue rate (auction revenues as a percentage of gross auction proceeds) was 10.57 percent during the first nine months of 2011 compared to 10.85 percent in the first nine months of 2010. The company’s at risk business, comprised of guarantee and purchase contracts, represented 35 percent of gross auction proceeds in the first nine months of 2011 (first nine months of 2010 — 22 percent). The company achieved gross auction proceeds of $673 million for the third quarter of 2011, representing a 10 percent decrease compared to the third quarter of 2010. Auction revenues were $79.7 million for the three months ended Sept. 30, 2011, compared to $82.2 million for the third quarter of 2010, a decrease of 3 percent. The company’s auction revenue rate was 11.84 percent for the third quarter of 2011 and 10.95 percent for the third quarter of 2010. The company’s revised fee structure, which came into effect on July 1, 2011, contributed $9 million to auction revenues during the quarter. Net Earnings for the Quarter Net earnings and adjusted net earnings for the quarter ended Sept. 30, 2011, were $6.5 million, or $0.06 per diluted share, which is a 51 percent decrease compared to net earnings and adjusted net earnings of $13.4 million, or $0.13 per diluted share, for the three months ended Sep. 30, 2010. Online Bidding Statistics Ritchie Bros. sold more than $770 million of equipment, trucks and other assets to online bidders during the first nine months of 2011, representing a 24 percent increase compared to the same period in 2010 (first nine months of 2010 — $620 million). Internet bidders comprised approximately 50 percent of the total bidder registrations at Ritchie Bros. industrial auctions in the first nine months of 2011. Since launching its

real-time online bidding service in 2002, the company has now sold more than $4.9 billion worth of trucks, equipment, and other assets to online bidders. Website Statistics There was a 23 percent increase in the number of visitors to rbauction.com for the nine months ended Sept. 30, 2011, compared to the same period in 2010. More than 3.0 million visitors made 8.0 million visits to the Web site during the nine months ended Sept. 30, 2011, compared to 2.4 million visitors and 7.2 million visits, respectively, in the same period in 2010. New Services and Fee Structure On July 1, 2011, as previously announced, the company launched a range of value-added services for its customers in the USA and Canada, with many of these services also available at other auctions around the world. These value-added services include the Detailed Equipment Information program, Insurance Services and Powertrain Service Warranty. In addition, Ritchie Bros. Financial Services (RBFS) began providing financing options for customers who purchase equipment at Ritchie Bros. auctions. The company expects to complete the roll out of these services to its remaining auction locations around the world in the future. The company’s value-added services are designed to extend the appeal of its auctions, thereby enhancing the company’s ability to retain existing customers and attract new customers. In addition, Ritchie Bros.’ revised administrative fee structure took effect on July 1, 2011. Summary Comments “We are pleased with the successful launch of our new services and early reviews from our customers are very encouraging,” said Peter Blake, the company’s chief executive officer. “Our third quarter earnings came in well below last year’s earnings, however our outlook for our full year results remains unchanged and we believe we are on track to achieve our targets for the year. During the third quarter, market conditions became more challenging due to economic uncertainty and the sudden erosion of confidence, particularly in the U.S. market. This exacerbated the already tight supply of equipment, which reflects reduced manufacturer production over the last couple of years, inhibiting the velocity of transactions in the used equipment market. “It is also important to remember that our auctions are not fixed in a quarter and this was evident in this quarter as a number of auctions that occurred in quarter three 2010 will take place in quarter four 2011. In the third quarter, 30 percent of our gross auction proceeds was at risk, which is more in line with historical levels compared to the second quarter, though we still intend to use it as an effective tool to compete for the limited supply of late model equipment. “These market conditions had an effect on our business in the third quarter; however, the pricing environment for late model equipment remains firm and our fourth quarter auctions are building strongly ahead of the equivalent period in 2010. Our gross auction proceeds for October 2011 were approximately $280 million compared to $180 million achieved during the same month in 2010.” For more information, visit www.rbauction.com.

Fourth-Generation Family Firm Wins New Cat CT660 Vocational Truck BAYONET

In the Win a Cat Truck contest that ultimately drew more than 300 entries and 47,500 votes, LPA Marine of Peaks Island, Maine, came out on top — winning a brand-new Cat CT660 vocational truck, the first in a full line of vocational trucks from Caterpillar. “We have always struggled to find a truck that can match Caterpillar’s balance of good design, reliability and durability. We think Caterpillar can do for our trucks what it has consistently done for our marine and excavating equipment,” said LPA Marine’s Coley Mulkern in his “Win a Cat Truck” contest entry, a video that showcased how the company uses Cat equipment and engines to serve the communities and islands that make up coastal Maine. “We received many great submissions, but when you watch LPA Marine’s video, it’s easy to understand why this entry garnered more than 3,000 votes from the general public,” said George Taylor, director of Caterpillar’s on-highway truck group. “Mulkern and the LPA team did an outstanding job explaining their business, their loyalty to Caterpillar and their need for a new CT660.” Founded as a barging company in 1967, LPA Marine today operates two large, Cat powered landing crafts that deliver cargo between the New England coast and working public and private islands and coastal properties. The family business, now in its fourth generation of operation, also has a construction arm with expertise in excavation, erosion control, septic and drainage system installation, utilities work,

road and sea wall construction and land reclamation. “We buy Cat earthmoving equipment and depend exclusively on Cat marine engines to power our ferries. We want to be assured we can consistently get through our days without equipment failures while operating at offshore sites far from any service facilities,” Mulkern said in his video submission. “We find Cat equipment to be unbeatable.” LPA Marine’s Cat dealer, Milton CAT, is thrilled that one of the first CT660’s off the production line will be going to work in its territory. “Coley Mulkern and his team at LPA Marine are very deserving winners,” said Erik Sveden, on-highway general manager of Milton CAT. “We look forward to helping them put their new CT660 to work on what can be some pretty rugged and remote job sites.” The “Win a Cat Truck” contest launched on Aug. 1, and 306 videos, essays and audio recordings were submitted over the course of the next two months. Participants were asked to describe the vocational application in which they work and explain how owning a new Cat CT660 would make their jobs easier. Online voting was held between Oct. 1 and Oct. 15 and the general public voted and picked the ultimate winner. LPA Marine will begin specing its brand new CT660 over the coming weeks and will take delivery of the truck in the first quarter of 2012. To view LPA Marine’s winning entry, visit DriveCat.com.

Bipartisan Consensus Could Arizona Considers 25-Year End Infrastructure Stalemate Timetable for Construction PLAN from page 1

repair crumbling roads and bridges, move people and freight more efficiently and boost employment. House Speaker John Boehner, R-Ohio, recently removed a major roadblock by agreeing to support a continuation of current highway program spending levels. He said Republicans will introduce a six-year transportation plan this month, and he expects House passage before the end of the year. The Senate bill is a significant departure from the current highway program. It aims to give states more flexibility in choosing what kinds of projects best meet their needs, while at the same time requiring that they show in a more systematic way that they are using their aid to achieve federal goals like relieving traffic congestion, reducing air pollution and keeping roads and bridges in good repair. It would eliminate or collapse 90 separate highway programs, each with its own pot of money, into 30 mostly larger pots. It also would increase funding for a federal transportation loan guarantee program from $122 million a year to $1 billion a year, while reducing the share of money states have to contribute to projects. The federal guarantees can reduce states’ financing cost for large projects through lower interest rates. The lower rates and guaranteed revenue through tolls or some other user fee also can attract as much as $30 in private investment for each dollar in federal aid, thus significantly increasing the overall funds available for transportation projects, supporters of the program said. Rep. John Mica, R-Fla., chairman on the House Transportation Committee, hasn’t yet introduced his plan, but he has described key features that are similar to the Senate bill. For example, he has said he intends to eliminate or collapse all 108 existing federal highway and transit programs into a handful of aid programs to give states more flexibility in choosing projects. He also has said he, too, would increase the loan guarantee program to $1 billion a year and ease state contribution requirements. “Congress is realizing we need to do something, and Republicans are realizing they can’t just sit there and say no” to appeals for more spending on infrastructure to boost the economy, said Joshua Schank, president of the Eno Transportation Foundation, a nonpartisan think tank. Two congressionally-mandated transportation commissions have warned that if the United States doesn’t sharply increase spending to repair and improve its infrastructure, the nation will face a future of nightmarish congestion. Current transportation systems — highway, rail and aviation — won’t be able to handle the projected population growth of 100 million more Americans by 2050. The federal Highway

Trust Fund, which pays for highway and transit aid, is spending more money than it takes in, but the backlog of projects is still growing. A recent report by the Carnegie Endowment for Peace estimates that the U.S. transportation system, excluding aviation, adds over $100 billion annually to the national deficit when deferred maintenance is counted. John Horsley, executive director of the American Association of State Highway and Transportation Officials, said he’s encouraged by what he’s hearing from lawmakers in both parties. The association has been urging Congress to pass a bill providing longterm spending authority for highway and transit programs. The last long-term bill expired in 2009. Programs have continued to limp along under a series of short-term extensions. The current extension expires in March. The lack of long-term funding has weakened the ability of state highway departments to commit to major projects that can increase transportation capacity. Such projects usually require several years to complete. Instead, money often winds up directed to repaving and other upkeep projects “The best jobs bill Congress could come up with right now is a long-term transportation bill,” Horsley said. Like many issues before Congress, the biggest question mark is where lawmakers will find the money to pay for the overhaul. The Senate bill, including safety and transit programs, would spend $109 billion over two years. Sponsors are still $12 billion short of the money needed to pay for it, although Baucus pledged Nov. 9 to somehow find the funds. In the House, Republicans have discussed a six-year, $286 billion bill paid for by revenue from expanded oil and natural gas drilling. But there are serious questions whether the money could be raised before it’s spent and whether federal trust fund rules might prevent relying on revenue that’s not directly raised from use of roads and bridges. “Finding the money is going to be a real challenge and presents the largest obstacle to enactment of any legislation,” Schank said. And each of the programs being eliminated or losing guaranteed funding — from Appalachian highways to covered bridges to safe routes to schools — has supporters who are already lobbying to protect their interests. In the past two months, bicycling and pedestrian groups have generated an estimated 70,000 emails to lawmakers urging that funding for their programs be retained. “The House bill by all accounts isn’t going to have a word about bike and pedestrian projects in it,” said Andy Clarke, president of the League of American Bicyclists. “We realize a lot is at stake.”

PLANNING from page 1

important to our future as a state. The decisions we make now will have a lasting impact on Arizona and our ability to provide transportation infrastructure that supports Arizona businesses as they compete in a global marketplace.” While ADOT’s Long Range Plan is not projectspecific, it identifies investment priorities based on current and projected transportation funding over the next 25 years. However, revenues will not meet all current and future transportation needs. “We have limited transportation funding, but we also have lots of needs,” said Scott Omer, director of ADOT’s Multimodal

Planning Division. “We are developing a system to fairly and equitably distribute transportation dollars over the next several years. This will include balancing preservation, expansion and modernization of our system.” ADOT’s Long Range Plan started with a 50-year vision developed through the Building a Quality Arizona process. This innovative involvement process incorporated the thoughts and values of Arizonans from across the state. The bqAZ statewide framework was approved by the State Transportation Board on Jan. 15, 2010. The long range transportation planning process is called “What Moves You

Arizona,” which narrows the focus to 25 years ahead to determine and prioritize how limited funds should be used throughout the state to develop a multimodal transportation system. These investment strategies could involve a greater focus on preserving current infrastructure, modernizing and expanding highways, public-private partnerships, and non-highway improvements, such as rail and transit. It’s up to policymakers, the public and communities to tell us what’s important to them and to prioritize projects and funding for those projects. Visit www.whatmovesyouarizona.gov for more information on ADOT’s Long Range Plan.

Employment Rises in 25 States, D.C., Throughout October EMPLOYMENT from page 1

Among the 25 states that shed construction jobs over the past 12 months, Georgia experienced the steepest decline in percentage and total (minus 9.5 percent, minus 13,800 jobs). New Mexico was secondworst in percentage terms (minus 9.2 percent, minus 4,100 jobs), followed by Wisconsin (minus 8.6 percent, minus 8,100 jobs). Florida had the second-highest number of job losses (minus 11,600, minus 3.4 percent). Arkansas had no change in construction employment over the year. Seasonally adjusted construction employment climbed from September to October in 25 states plus D.C., led in percentage gains by Delaware (5.5 percent, 1,000 jobs), Vermont (3.8 percent, 500 jobs) and Utah (also 3.8 percent, 2,500 jobs). New York added the largest number of construction jobs for the month (3,400 jobs, 1.1 percent), followed by Virginia (2,800 jobs, 1.6 percent) and Utah. Of the 23 states that lost construction jobs from September to October, Nevada had the largest one-month percentage drop (minus 4.6 percent, minus 2,600 jobs), with Alabama next (minus 3.2 percent, minus 2,700 jobs), followed by Michigan (minus

3.0 percent, minus 3,900 jobs). Texas lost the largest number of construction jobs for the month (minus 12,800 jobs, minus 2.1 percent), followed by Florida (minus 4,800 jobs, minus 1.5 percent) and Michigan. South Dakota and Wyoming had no change in monthly construction employment, while Pennsylvania lost a statistically insignificant 100 jobs (less than 0.1 percent). Association officials said the failure of the congressional “super committee” charged with reaching a deal to cut the U.S. deficit has the potential to undermine construction employment. They noted that the mandatory federal spending reductions that are now scheduled to go in place in the absence of a deal would likely cut needed investments in vital infrastructure projects across the country. “Allowing water, transportation and energy networks to deteriorate will hurt construction employment and force taxpayers to spend more later, to fix broken infrastructure,” said Stephen E. Sandherr, the association’s chief executive officer. “Neglecting the fundamental systems needed to support our economy and quality of life is no way to balance the budget or boost employment.”

Crushing, Screening & Recycling Section FLSmidth Adds Three Models to Raptor Cone Crusher Line FLSmidth Pekin LLC added three new models to its Raptor cone crusher line: the XL500, XL1300 and XL2000 cone crushers. The XL500 cone crusher is a 500 hp (373 kW) machine, falling between the XL400 and XL600 in size and capacity. The XL1300 cone crusher, at 1,300 hp (969 kW), has production capacities up to 2,085 tph (1,890 t). The XL2000 cone crusher, a 2,000 hp (1,491 kW) machine, doubles the capacity of FLSmidth’s previous largest crusher, the XL1100 cone, and offers new features to increase overall crushing throughput. Available in the XL300, XL400, XL500, XL600, XL900, XL1100, XL1300 and XL2000 models, the Raptor high-performance cone crusher is the result of research conducted with the operators in the field. The company gathered input from mining and aggregate operations of all sizes, and integrated the best ideas into the Raptor cone line. From its extra-heavy-duty steel mainframe to its automated control package to the hydraulic tramp release cylinder and clearing system, the Raptor Cone line is designed to keep operators crushing efficiently, day-in and day-out, according to the manufacturer. XL300 Cone The design profile of this machine offers maximum productivity and size reduction versatility — not only for stationary applications, but also for wheel-mounted portable crushing plants. This compact unit has a physical height and mass that allow for many options in the design of multi-functional, street-legal portable plants. All XL300 cone crushers feature one-piece cast steel mainframe, with a forged steel main shaft. XL400 Cone A solution as a secondary crusher following a jaw crusher, the XL400 Cone produces more usable and salable aggregate per ton processed. A versatile and highly portable machine, this model also accepts primarycrushed material with greater flexibility, due to its large feed opening, high-pivot-point crushing action and wide crushing stroke. With a large head diameter of 52 in. (132 cm), the XL400 can accept feed that is up to

in the three-arm mainframe delivers durability and provides more open area. Features include a fail-safe hydraulic system, advanced eccentric, spiral-bevel gearing and alloy castings. The XL1100 cone can draw up to 1,200 hp (894 kW). XL1300 Cone A 1,300 hp (969 kW) cone crusher with large throw and high pivot point, the XL1300 cone has 30 percent more production capacity than the XL1100 cone, while maintaining the same overall footprint and space constraints of the XL1100. The XL1300 utilizes FLSmidth’s double-acting tramp release and clearing cylinders. By eliminating the need for a socket, this model offers easy access to load-carrying bearings.

The XL500 cone crusher is a 500 hp (373 kW) machine, falling between the XL400 and XL600 in size and capacity.

material. The countershaft is integrated into the mainframe arm, creating a stronger frame.

XL500 Cone One of FLSmidth’s newest models, this 500 hp machine provides enhanced secondary crushing capabilities. Like the XL400 cone, the XL500 cone handles a large feed and has a wide crushing stroke, producing more material of desired cubicity and gradation. The double-acting tramp release and clearing cylinders ensure the machine stays protected from mechanical overload in the event of an accumulator bladder failure.

XL900 Cone Offering both strength and performance, this unit improves throughput and feed size over comparable models in the 700 to 900 hp (521 to 670 kW) range. Production rates for the XL900 cone reach up to 1,400 tph (1,270 t). With its 70-in. (177 cm) head diameter and integral countershaft built into the four-arm mainframe, the XL900 cone is not only large, but is one of the most robust crushers in its size range, according to the manufacturer. Like all Raptor cone models, the high pivot point and large crushing stroke offer better crushing action throughout the crushing chamber.

XL600 Cone A cost-effective solution for medium- to high-tonnage mining and aggregate operations, the XL600 cone has a maximum throughput capacity of almost 1,000 tph (907 t) in secondary applications. It can handle feed sizes up to 14 in. (36 cm) and has an active feed opening that creates better end product shape for high production of salable

XL1100 Cone One of the largest cone crushers on the market, the XL1100 cone breaks productivity barriers, while its integrated countershaft

XL2000 Cone The XL2000 cone doubles the capacity of the XL1100 Cone. Like its smaller counterparts, the XL2000 cone contains all of the design and automation features that have set FLSmidth’s machines apart, while offering several new features, including double-acting tramp release and clearing cylinders and easy access to critical load carrying bearings. This direct drive 2,000 hp (1,490 kW) variable speed machine has a significant eccentric throw and high-pivot point crushing action. Portable Plants Working with chassis and screen manufacturers, FLSmidth’s engineers can customdesign a portable wheel-mounted plant based on customers’ unique applications. Wheel-mounted plant options include rear discharge and rear feed-side discharge for both the XL300 and XL400 cone. When combined with a horizontal 6 by 20-ft. (1.8 by 6 m) two- or three-deck screen, the XL300 cone can be configured into a closedcircuit crushing and screening plant. The XL300 and XL400 cone crushers can both be configured with two- or three-deck horizontal screens that are 6, 7 or 8 x 20-ft. (1.8, 2 or 2.4 by 6 m) to provide open-circuit crushing and screening plants. For more information, call 801/871-7000 or visit www.FLSmidth.com/Raptor.

Peterson’s 4800E chain flail debarker for removing bark for clean pulp and paper chips has had a major redesign and has many new features. The new 4800F features a 350hp (265 kW) Cat C9 Tier IV engine, upper and lower flail drives (similar to Peterson’s 5000H whole tree chipper), direct drive lower infeed and out-feed rolls, floating direct drive upper feed rolls, a 5-ft. (1.5 m) wide bark pusher, and Peterson’s IQAN control system. The machine also features a dedicated 100 gal. (567 L) hydraulic oil tank, and a 200 gal. (757 L) fuel tank to allow the 4800F to run an entire shift without fill-up. With a retractable gooseneck, the highway legal 4800F is easily moved between jobs and has an estimated curb weight of 48,100 lbs. (21,817 kg). The four fixed landing gear (with floating pads) allow the 4800F’s operating height to be adjusted easily and stable once it’s on the job. The operator can operate the machine with a wireless remote, which also can pair with the Peterson 5900 disc chipper. Peterson specializes in developing delivery and processing equipment that turns low-grade organic materials into high value products. Since 1982, Peterson has manufactured equipment for customers in more than 25 countries. For more information, visit www.petersoncorp.com.

use and eliminating any extra handling of material, according to the manufacturer. Minimizing or eliminating loader use, operators realize substantial savings in labor, fuel and maintenance — while ensuring greater product quality and a safer job site by eliminating the traffic congestion caused by multiple trucks and loaders. When a RazerTail truck unloader is used in combination with TeleStacker conveyors (an automated telescoping radial stacker), operators realize an even greater payback in product quality control and cost-per-ton savings. TeleStacker conveyors ensure stockpile quality by building a desegregated stockpile and preventing the compaction or contamination typically seen when using trucks or loaders to build stockpiles, according to the manufacturer. In addition to the new large capacity RazerTail truck unloader, the series also includes a low-profile model with a 72-in. (183 cm) belt and only a 22-in. (56 cm) earth ramp requirement; and a 48-in. (122 cm) belt model with a 32-in. (81 cm) earth ramp requirement. The latter unit also is available in an adjustable height discharge model. Elton Long Joins Construction Equipment Hall of Fame Elton Long, best remembered for designing and manufacturing the first tractor backhoe/loader integrated from the factory and warranted by a single OEM, was inducted in November into the Association of Equipment Manufacturers’ Construction Equipment Hall of Fame, the industry’s highest award. Long’s credits go beyond being the primary engineer responsible for designing the Case 320 backhoe/loader; he earned dozens of patents during his career, and his legacy of innovation and success continues to influence the construction equipment industry. Long lived from 1921 until 2003. “Elton Long’s induction into the Construction Equipment Hall of Fame is a great honor for his family, as well as his ‘extended family’ at Case,” said Jim McCullough, president and CEO. “We are pleased to accept this distinguished recognition of Mr. Long’s many significant contributions, his innovation and his leadership.” AEM added Long to its Construction Equipment Hall of Fame at an induction ceremony in Miami, Fla., during its annual conference. A judging board comprised of impartial representatives and experts from major industry associations elected Long to the Construction Equipment Hall of Fame. The judging panel evaluates nominees based on the extent to which they exemplify the Hall of Fame’s five guiding principles: innovation, industry contributions, leadership, corporate citizenship and sustainability. Long made his biggest impact on Case and the industry when he led the team that developed the first factory-integrated backhoe/loader, shipping the first unit — the Model

The integrated backhoe/loader was compact and easy to handle in a variety of applications, including jobs previously done by hand. Its

Medford, Rogue Valley See Jump in Construction With Building Boom MEDFORD, Ore. (AP) Medford contractors and construction workers hit hard by recession are welcoming a building boom in the Rogue Valley. The Mail-Tribune reported Medford has seen more than $75 million in commercial construction this year with more expected. Workers are building a 192,903-sq.ft. Wal-Mart Superstore and working on Lithia Motors’ four-story headquarters. The city’s building department is expecting a permit application for Northgate Marketplace, a commercial development that will host a Trader Joe’s and REI store. “We’re seeing contractors and subcontractors moving from survival to recovery mode,” said Mark VonHolle, Southern Oregon Regional Economic Development Inc. board president and vice president of S&B James Construction Management. “Hopefully, the construction we’re seeing now is a preview of coming

attractions and will create a ripple effect of confidence. We are likely at the bottom of the market to where people are maximizing the value of their dollars and can get better value than any time in the future. There’s been so much uncertainty about tomorrow — let alone next year — that a lot of folks haven’t made the investments they need.” Much of the current activity was planned before the recession but will carry some contractors well into 2012. After a $13 million Commons job, Ashland’s Adroit Construction will follow with a $30 million campus housing project at Southern Oregon University. “It’s nothing like it was, but it has rebounded,” said Chief Executive Officer Bob Mayers. “We’re seeing more private work out there, which is a good thing.” In the past five years, Adroit, Batzer Inc., R.A. Murphy and S&B James

downsized. The market likely will continue to be challenging, Mayers said. Subcontractors also have been affected. A clearinghouse for subcontractors, Medford Builders Exchange, however, said its membership of 385 is close to what it was in 2006. “Luckily, it’s remained steady,” said Planner Manager Rachael Fullenwider. “We’d lose one or two and then gain one or two when people were trying to find another source of work. When there were so many buildings going up, they didn’t have to have this outlet; they were just handed jobs.” Fullenwider described recent weeks as “wavy.” “One week, it’s been super, super busy with people bidding projects, and then the next there’s nothing to bid on,” Fullenwider said. “We are hearing a lot of architects and designers are saying it’s getting slightly busier.”

integral design accommodated the different types of loading, digging and carrying requirements the machine would experience, and resulted in a manufactured product tough enough to withstand the combined stresses of various construction, agricultural and industrial applications. Prior to the Case backhoe/loader introduction, typical loaders and backhoes of that era were not used in heavy construction. Loaders were mostly used in agriculture, rarely lifting anything heavier than manure or hay bales. Neither loaders nor backhoes had much digging capacity. The integrated backhoe/loader helped contractors reduce costs, increase productivity and handle more work with less equipment. Upon his retirement in 1984 as vice president of engineering at Case, Long had received 46 patents for his work in designing and improving construction equipment, including the hydraulic Extendahoe extendible dipper stick that added 2.5 ft. (.7 m) to the backhoe’s dig depth. It continues as a popular option more than 40 years later. Among other Long inventions were the first hydraulic system for a construction machine that could be controlled from the operator’s seat, the first dozer blade controllable from the operator’s seat, the over-center backhoe, load stabilizers and swing mechanisms. Born in 1912 in Springfield, Ill., Long came of age during one of the most difficult and defining periods of American history. In 1940, he enlisted in the army as an aircraft mechanic. He later attended flight school and received his wings as a P-47 fighter-bomber pilot in 1943. Long went on to earn 16 Air Medals, a Purple Heart and the Distinguished Flying Cross after flying 100 missions over France, Belgium and Germany. In 1945, Long left military service as a highly decorated captain, but continued serving for 35 years in the Air Force Reserves. Long accumulated many industry honors during his distinguished career, including the Steel Founders’ Society of America “Gold Award.” He also was recognized among the industry’s 100 most significant contributors by the Equipment Manufacturers Institute (now the Association of Equipment Manufacturers) in 1994, along with fellow honoree Henry Ford. Skid Steer Snow Removal Attachments: Right Conditions, Right Size, Right Application By Joe Budde SPECIAL TO CEG

With winter right around the corner, it is time to dust off your skid steer snow attachments and take inventory to confirm you have the necessary equipment to meet the season’s demands. From blades and sweepers to pushes, snow blowers and buckets, understanding the uses and benefits of each is crucial to have a productive and efficient snow removal team. Weather conditions, application requirements and size are all important factors in deciding what snow removal attachments you need to move more snow faster. “Depending on your location and the snow conditions there, you will need a particular attachment to address the difficulties each type of snow poses,” said Dave Aldrich, dealer development and service manager of FFC Attachments, a Paladin Construction Group company. “Snow accumulation with a lot of moisture is much heavier in weight while light, dry snow can be swept away. Deep snow needs to be removed or piled in order to create the necessary path clearance. Uneven terrain, confined spaces, barriers and highly traveled areas create other obstacles that can be overcome with a versatile inventory.”

roadways, in residential areas or business parking lots. A snow blade can move snow up to 6 in. (15 cm) deep straight forward or to the side using a 30-degree angle to the left or right based on where you want the snow placed. When angled, the snow rolls from the forward most edge of the curved blade and is placed by the rear most edge. Because of the curved blade, pushing snow straight forward will end up with snow expelled from either edge. In areas where ground conditions can’t be seen, blades with trip edges provide a safer removal attachment. The trip edge keeps the entire blade from tripping over man-hole covers or uneven terrain. Sweepers are most commonly used for depths up to 3 in. (7.6 cm) and while they work best on dry snow, variable speeds allow for snow with moderate moisture to be

swept away as well. Polywire brushes pick up compacted snow and penetrate into concrete grooves and pavement to more effectively remove all snow and restore traction. Wet snow is harder to sweep but running at a higher speed with an angle or open broom will help these conditions. Sweepers are appropriate in areas where snow has been primarily removed but the conditions call for a cleaner surface, or on heavily traveled roadways/sidewalks where the snow has been compacted.

strength to pick up heavy material that other snow attachments can’t handle. One caution when using a bucket is the importance of weight relationship between the bucket and your skid steer. For instance if you put a two-yard bucket on a 1,500-lb. (680 kg) skid steer and overload it with snow, you may tip over your skid steer.

Versatility in Depth and Moisture High-tech blades operate in a variety of positions providing added versatility to penetrate drifts and roll material off to the side. Snow pushes are effective in applications where material needs to be pushed or piled and come in sizes ranging from 10 to 12 ft. (3 to 3.6 m) wide and 30 to 48 in. (76 to 122 cm) high. Doosan DA40 Articulated Dump Truck Is First in Family Doosan Infracore Construction Equipment has launched the new DA40 articulated dump truck (ADT), the first in a new family of Doosan ADTs offering increased engine power and torque, higher payloads, lower fuel consumption, enhanced operator comfort and faster travel speeds, according to the manufacturer. Incorporating more than 40 years of expertise in the ADT market, the new Doosan ADTs are optimized for extreme performance. The agile undercarriage, designed to ensure that all six wheels are in permanent contact with the ground, means that Doosan articulated dump trucks can operate on very rough and soft terrain on construction sites such as road projects and mass excavation hauling as well as in mining and quarrying applications. Power, Performance, Productivity and Fuel Efficiency Powered by a 6-cylinder interim Tier IV compliant diesel engine with a gross power output of 500 hp (373 kW) at 2,100 rpm, the new DA40 offers a 10-percent increase in engine power compared with the previous MT41 model. There is a 22-percent increase in gross torque to 1,750 lb. ft. at 1300 rpm. Contributing to the overall 8-percent reduction in fuel consumption is the new transmission offering 8 forward and 4 reverse speeds. The new transmission improves the transfer of power from the engine to the wheels for outstanding traction. To withstand the increased power, the driveline dimensions and cooling capacity of the truck have been increased. The DA40 combines “best-in-class fuel consumption with a higher top speed of 36 mph (58 kmh). The DA40 also has an increased body capacity of 31.9 cu. yds. (24 cu m), and the payload has been boosted to 44 tons (40 t) without tailgate, an increase of more than 15 percent over the payload of the MT41. Six-Wheel Traction, Outstanding Rough and Soft Terrain Capabilities The DA40 has permanent 6-wheel drive for equal power distribution while the free-swinging rear tandem bogie and the special articulation system offer enhanced driving performance in difficult terrain. The sloping body design enhances the stability of the truck due to its low center of gravity and allows fast and easy tipping, even in the most demanding conditions. The combination of the tandem bogie and the sloping rear frame results in added rough and soft terrain capabilities and avoids the need for aids such as traction control, according to the manufacturer. To handle the increased payload as well as provide a

smoother ride for the operator, the DA40 has a completely new hydro-gas front suspension. This independent front suspension allows for free movement on one side, without movement on the opposite side, providing maximum ground contact and shock absorption. The articulation hinge is positioned behind the turning ring to provide equal weight distribution even during maximum turning and ensures maximum contact between the front wheels and the ground for optimum traction. Like all Doosan ADTs, the DA40 features a powerful engine brake and hydraulic transmission retarder as standard. The wet brakes offer a long service life and sealed protection from the environment and, with oil-cooled multiple disc brakes on all the wheels, the safety of the operator is never compromised.

Operator Comfort and Convenience The DA40 has a completely new cab providing more space and improved visibility for the operator, lower noise levels and a fully automatic climate control system. For easier operation, Doosan has introduced new electronic systems and simplified fingertip controls with a digital display of all desired machine functions. The fully automatic 8 gear transmission and smooth Tiptronic gear-shifting (both automatic and manual gear functions are available) allow the operator to concentrate on working conditions. For routine maintenance and service, the cab can be tilted backward to provide easy access to components. Easier service access and longer service intervals result in lower operating costs. A fully automatic central greasing system and rear view camera are standard. For more information, visit www.doosanequipment.com.

Terex TA300 Gen 9 Artic Trucks Offer Cleaner Productivity Powered by a Tier IV interim compliant Scania DC9 370 hp (276 kW) engine, the new Terex TA300 Generation 9 articulated truck is designed to keep productivity levels high, fuel consumption low and cycle times short. The fuel-efficient design of the new TA300 boasts a 12 percent reduction in fuel consumption for fewer refueling stops, as well as more than a 2 percent in horsepower and a 6 percent increase in peak torque for better overall acceleration, over its predecessor, according to the manufacturer. “With a maximum payload of 30 tons, a body dump cycle time of 20 seconds and a 22.9-cu. yd. heaped capacity body, customers will benefit from low cost-per-ton per hour when moving material,” said Ken Emmett, product manager, Terex Construction. “And, its high-capacity cooling system provides excellent performance in all climates, from arctic to desert conditions.” With an emissions-compliant engine and exhaust brake, this new Generation 9 truck provides excellent rim pull and power in haul applications. The TA300 is equipped with a ZF fully automatic with manual override transmission and retarder, with six forward gears and three reverse gears. It has a

maximum torque of 1,309 lb.-ft. at 1,400 rpm, and when coupled with the 100 percent differential locking action, this performance enables this truck to go where others can’t follow. The maneuverability and tractive effort means the truck is well-suited to such diverse applications as quarrying, mining, construction and road maintenance. The standard independent front suspension (IFS) system on the TA300 provides a smooth ride when traveling over rough terrain, making it easier to handle and increasing productivity. In addition to achieving quicker haul cycles, shock loads and vibrations also are reduced, increasing component life, enhancing operator comfort and reducing driver fatigue. Another feature of the Gen 9 TA300 — and all Terex articulated haulers — is the oilcooled multiple-disc brakes on each axle, which provide extended brake component life, reduced service intervals, lower operating costs, and better overall braking performance in comparison to traditional drydisc brake systems, according to the manufacturer. The Gen 9 TA300 also has a new ergonomic cab designed to provide operators with comfort and control. Control positions and instrument groupings have been
