Uganda

Bujagali Adds 250MW to National Grid The multi-million dollar Bujagali hydropower project has finally achieved and exceeded the 250MW contracted capacity, which has been added onto the national grid for consumption. This development means Uganda can meet her electricity needs for at least two years from now. "There is no more load-shedding whatsoever because all the machines are running," energy minister Irene Muloni confirmed. Bujagali Energy Ltd announced the successful completion of the mandatory seven-day reliability test run for the fifth unit. Unit four was commissioned two weeks ago. Consumers will not experience loadshedding at any time as power deficit has been wiped out, at least for 24 months. The $860m Bujagali hydropower project was commissioned, unit by unit, in response to energy ministry's strategic decision to replace the expensive thermal power generation at the earliest date and minimise load-shedding

Petrocity Unveils Sh1.5 billion Oil Terminal The entry of more private players in the construction of oil terminals will lead to reduced fuel prices for motorists, an industry expert has revealed. Petrocity Managing Director Aman Kurji said that a key factor in determining the price of fuel by the Energy Regulatory Commission (ERC) is the trucking costs incurred during the transport of products from Mombasa to Nairobi and the demurrages caused when vessels have to wait at the port due to lack of space at the Kenya Pipeline Company (KPC) depot. He spoke while unveiling a Sh1.5 billion terminal which is to be located in Konza on the Nairobi-Mombasa highway. The facility, whose construction began in January, is about 50 percent complete as they plan to cater for Nairobi's growing demand for fuel by increasing availability of petroleum products to new entrants and independent dealers who have limited access to truck loading facilities in Nairobi. Petrocity will have a highly advanced stock controlling computerised system set up by the major American conglomerate company Honeywell, to provide oil marketers with live and up-to-date stock positions instantly. The complete package to be supplied by Honeywell includes the pipeline receipt system, tank farm, truck loading system and terminal automation.

Dangote Resume Construction of U.S.$115 Million Cement Plant in Cameroon The construction of Nigerian cement giant, Dangote Cement Plc's $115 million (N18.2 billion) new plant in the Cameroonian economic hub of Douala has restarted after a land dispute was resolved. Work on the 1.5 million tonnes-a-year plant began last September and was due to last 18 months. But it was halted earlier this year after the ethnic Sawa people filed an injunction against the project, complaining it violated their sacred site on the banks of the Wouri River. "Following instructions from the Presidency of the Republic, work has resumed at the Dangote cement factory," the Governor of the Littoral Region, Joseph Beti Assomo said.Sawa representatives were not immediately available for comment but several Douala residents confirmed that construction work was on going. Nigerian billionaire Aliko Dangote is aiming for a valuation of up to $40 billion for his rapidly expanding cement company at its London listing next year, several times that of top global rival Lafarge.

Work underway at Damietta power plant Work is underway to expand the Demietta power plant after a long record of facilities mismanagement, poor working conditions and disputes between residents and employees against its management, the State Information Service reported recently. The power plant was labeled by residents as the most hazardous plant in Egypt. However work is underway at the Damietta power plant at a cost of around EGP2bn, said Egypt's Electricity Minister Hassan Younis. The 500-megawatt power plant consists of three steam turbines using natural gas as primary fuel and diesel as alternative. It is expected to be operational by May of 2016. The scheduled expansion of the plant was an attempt to rectify the plant’s waste management problem though Protesters demanded that governorate officials shut down the factory, which they said was “deadly and hazardous” to residents, marine life, as well as agriculture. Ivory Coast to triple capacity at main port

Ivory Coast's main port of Abidjan aims to nearly triple annual container capacity to 2.3 million units by 2016 to keep up with regional competitors following a decade of neglect, the port's director said. The port authority opened bidding for the construction and management of a second container terminal recently. The planned second terminal will have a transit capacity of 1.5 million 20-foot containers per year, adding to the port's current capacity of 800,000 containers. Construction will begin next year, with completion expected in 2016, Sie said. The port, located in the West African nation's commercial capital, is already one of the region's principal shipping hubs. The bulk of top grower Ivory Coast's cocoa exports passes through Abidjan, as do around 60 percent of goods entering and exiting land-locked Mali, Burkina Faso and Niger. A political gridlock ended last year after a brief civil war, and Ivory Coast's economy is rebounding. After a contraction of 4.7 percent in 2011, the IMF is projecting GDP growth of 8 percent this year due largely to a series of major public works projects.

The Bayelsa Government in Nigeria has promised to resuscitate the abandoned three senatorial roads with the release of N6 billion to three construction firms for the speedy completion of the projects, with a view to fast track development in the hinterland. Presenting the cheques at Government House, Yanagoa, Governor Seriake Dickson urged the construction firms, to ensure they deliver quality job, taking into cognizance specification and concept of the road projects. A breakdown of the funds released shows that N2 billion was for the construction of Yenagoa-Oporoma Road by Julius Berger, representing the Central Senatorial road project; N2.5 billion for the construction of Sagbama-Ekeremor Road in the West Senatorial district road to Setraco and N1.5 billion to China Construction Company for the execution of Etegwe -Tombia Road. 8

Construction of an Independent Water Project (IWP) in Muscat set to begin The project will be constructed within the complex of the existing Al Ghubrah Power Generation and Water Desalination Plant in Muscat Governorate. The latter facility, built in phases over many years, is itself planned to be decommissioned in line with OPWPâ&#x20AC;&#x2122;s seven-year planning process, as well as for environmental considerations. Of nearly 15 international companies that had sought to prequalify to participate in the competitive tender for the licence, seven leading developers were invited by the Tender Board to submit their proposals for the IWP.

U.S.$851 Billion Annually for Infrastructure' Developed and others emerging nations will need a total investment of $851 billion annual to enable them improve on the quality of infrastructure in their economies, the global strategy and consulting firm - the Roland Berger Strategy Consultants has said. The infrastructural facilities include water, electricity supply, telecommunications or transportation. According to Roland Berger, there are 145 countries with low to moderate gross national incomes that need to invest the above mentioned amount annually to bring their infrastructure up to date. It insisted that lack of infrastructure meant that some countries were producing less than 45 per cent of their capacity, adding that there were risks associated with the poor state of infrastructure in those countries. These risks are often misunderstood, and should be accorded a considerably lower interest rate risk surcharge than the norm. These improperly assessed risks are costing Africa alone around $9 billion per year. For this reason, some countries today are only half as productive as they actually could be.

New Technique Allows Mass Production of Building Components Like other professionals, architects have used computer-aided design (CAD) software in their work for decades. Typically, the resulting digital files are converted to hard-copy plans, which are then used to support traditional construction practices. Nigeria Gas and Steel Ltd has introduced into the Nigerian market their newest product the Hollow Structural Sections(HSS). It is used as structural elements in buildings , other structures and variety of manufactured products.

Eskom ltd has rolled out a large-scale solar water heating programme, to actively encourage and promote the widespread implementation of solar water heating. This programme will assist SA citizens when buying an SABS tested solar water heater to replace the conventional geyser.

Construction of largest liquefied petroleum gas (LPG) storage facility will start early in 2013 and the plant will be operational in late 2014 according to Ilitha Group.

HSS has greater strength-to-weight ratios than wide flange beams, also excellent compression characteristics and exceptional torsional resistance. HSS provides a uniformity of size, shape, strength and tolerances that makes its use totally predictable while it is also competitive in cost with other structural materials. With improved connecting and fasting methods it can often enjoy cost advantage. Nigeria Gas and Steel Ltd, formerly known as Mouke Pipe was established in 1976 and is based in Ikeja Lagos. The company is a long time expert in manufacturing of steel tubes and pipes of various sizes, shapes and thicknesses for furniture and construction industries.

The government has set a target for renewable energy to contribute 10 000 giga watt hours (GWh) of final energy consumption by 2013. Solar water heating could contribute up to 23% towards this target. Solar power is one of the most effective renewable energy sources available. By implementing it in water heating, we can target one of the most power-intensive household activities for maximum power saving effect.

The project, aimed at reducing LPG shortages that regularly hit Africa’s largest economy, will cost about 1,2 billion rand ($143 million), with imports coming from the Middle East, Gulf of Guinea and Angola. “We will be commissioning the facility at the end of December 2014,” said Barthlo Harmse, of Sunrise Energy, the company developing the site next to the Saldanha Bay port on the country’s west coast.

Focusing on the entire spectrum of electricity users – from private homes, guest houses, residential estates, factories and manufacturing plants to retail chains, car dealerships, financial institutions, commercial properties, office parks and farms – the programmes focus on identifying and promoting more efficient ways to use electricity, and switching over to energy efficient technologies.

Sunrise Energy is a joint venture between Ilitha Group and state-owned financier Industrial Development Corporation.

Tokyo Sky Tree The tallest tower in the world The Tokyo Sky Tree has become the tallest tower in the world at a full height of 635 metres taking the position that was held by the Canton Tower. It is also the second tallest structure in the world after Burj Khalifa which reaches a soaring 829.84 metres.

The foot of the new tower is shaped as a triangle. The number "3" is the smallest unit that can provide stability as exemplified by tripods. That rational shape minimizes any sense of over-bearing and the impact of shadows on the surroundings.

To create, connect and spread new life into this area where traditional Edo culture continues to live. The foot of the new tower is arched and shaped like three open gates. In addition, there will be two observatories - one 350m above ground and another 450m above ground. The shape was also chosen because it is symbolic of the triangular crisscrossing in the area of the Sumidagawa (Sumida River), Arakawa (Ara River) and the east-west axis of traffic. Furthermore, as you move up from the foot to the top of the tower, the base form changes from triangular to circular. Color Concept White, the color of the Tokyo Sky Tree as seen from the Sumida River, expresses traditional Japanese aesthetics. White recalls Japanese purity and sanctity as seen in snow-capped Mt. Fuji, as well as in the firemen's matoi and festival nobori banners, both of which are spiritual symbols of the old town of Edo. It is a color representing the traditional sense of beauty held by the Japanese people.

In addition, the new tower is aim to be a long-life structure that accounts for renovations, updating and other lifecycles and, at the same time, will contribute to the development of a center that satisfies the disaster prevention plans promoted by the area through being equipped with disaster prevention features. The five-story pagoda, representative of architectural techniques specific to Japan, is structured in a way that each floor is independent with a central pillar at the core. This structure and resulting interaction between the pagoda floors is said to help minimize the size of tremors in the event of an earthquake or during strong winds. The structural system of the new tower will recreate this five-story pagoda damping system using the latest technology.

The word shiro (white) in Japanese originated from shiru (know) or shirushi (sign), a color used to differentiate one from the rest and also to recall a symbolic value. The white Tokyo Sky Tree will serve as a symbol of the area and embodiment of the pride of the surrounding residents.

Tower Structure Learning from the technique of indigo dyeing, the white color for the tower will have a tint of blue in it to give a subtle luster, like the faint bluish white seen in white porcelain. Gray EV shafts give depth to the white tower structure, making the total tower design stand out in bold relief. The lath and metallic panels of the observation deck give an integral look to the tower structure, blending with the Tokyo sky. The brilliant white peak pointing to the blue sky symbolizes the spirit of innovation and the future.

White will serve as a screen to show the changes in the sky and the city, the landscape beyond time and space through all seasons. The night view will be even spectacular with the tower illuminated to stand out in the dark. It will capture the images of the vibrant community created by all walks of life who visit the tower. This is an original color based on aijiro, Japanese traditional color, and the lightest shade of indigo dye. Inspired by the technique of indigo dyeing, the Sky Tree White has a tint of blue in it. The faint bluish white gives a subtle luster to the tower as seen in white porcelains. The color created by artisans, a traditional Japanese handicraft, hints at the dawn of a new culture through the encounter of the Tokyo Sky Tree with the artisan culture, passed down for generations in the downtown area, where the tower stands. The tower clad in Sky Tree White will shine brilliantly under the blue sky of downtown Tokyo, transcending time and space.

Lake Champlain Bridge The new Network Tied Arch Bridge is a steel structure with an arch along the center span. The bridge's design makes it significantly safer than the previous structure and will ensure at least a 75-year service life. Key bridge components are designed to be easily replaceable to reduce maintenance costs. Travel lanes are 11 feet wide, with five-foot shoulders that will help accommodate larger trucks and farm vehicles, as well as provide ample room for cyclists. Sidewalks are featured on both sides of the bridge. The eight-story, 402-foot long, 1.8 million pound arch was constructed at Velez Marine in Port Henry, then floated down the lake and lifted into place. Building the arch on land was much faster, easier and cost-efficient than trying to safely build the arch high in the air above Lake Champlain.

The Structure The substructure is comprised of two concrete abutments and seven concrete piers that support the new bridge (the pier numbering starts on the NY side). The two concrete abutments, one at each end of the bridge, are founded on a series of 28 smaller micro-piles. Piers 1 through 6 are founded on a total of 32 6-foot diameter drilled shafts in the lake. Near the NY shore, the casings are about 40 feet long, while in the deeper main channel areas near the mid-span of the bridge, the casings are over 100 feet long. Pier 7, the pier closest to VT, is founded on a spread footing on rock on the shore.

teeth on the bottom of the casings were used to drill, or seat, the casing a minimum of 6 inches into the rock. Once seated in rock, the casings were emptied and cleaned of all soils and debris, and a 10- to 15- foot-long rock socket was drilled into bedrock at the base of the casing.

The completed drilled shafts were topped with a reinforced concrete pile cap, located at water level. The pile cap forms the foundation upon which the reinforced concrete piers were built. The 7 piers are essentially similar except the height of the pier stems varies depending on location. Once the piers were completed the steel girders were erected atop the piers.

The casing was then fitted with heavy spiral steel reinforcement and filled with concrete. The steel casings were used to facilitate the drilling and installation of the reinforced concrete shafts, and although they will remain in place, they are considered an interim measure as they are not accounted for in the design calculations or required to support the bridge.

The contractor secured a lease and all the required permits to assemble the center arch span at the Valez Marine in Port Henry, NY. The arch was floated on barges to the bridge site and lifted into place on the ends of the NY and VT approach structures using a heavy lift method. The center span was lifted into place without a concrete deck. This was done to limit the weight of the lift to just the structural steel components of the structure. To expedite the deck construction on the arch, precast concrete panels were used for both the roadway surface and the sidewalks, which are located on the outside of the arch. These panels were staged on barges, lifted by crane to one end of the arch and moved into position using rollers. After the arch was loaded with the weight of the precast panels, the final VT and NY approach deck pours were progressed. The transverse space between each precast deck and sidewalk panel was filled with concrete in a series of small transverse closure pours. With all of the transverse closure pours completed and cured, the precast concrete deck panel system was post-tensioned.

The final work included the pouring of the longitudinal closure pours on the arch span, pouring the remaining sections of sidewalk on the approach spans, installing the remaining bridge rail and pedestrian fence, installation of the bridge joints, diamond grinding the arch deck panels to assure smoothness, sawcut-grooving the bridge deck to provide wet weather traction, installing the navigational, handrail and aesthetic lighting, and pavement striping. Construction Team The construction contractor on the project was Flatiron Construction Corp. of Firestone, Colorado. Flatiron brought a core team of approximately a dozen managers, but hired nearly 500 different laborers, many of them local residents from New York and Vermont. Local subcontractors and material suppliers were used as well. The project to build the new bridge was completed by both the New York State

Department of Transportation (NYSDOT) and the Vermont Agency of Transportation (VTrans) as co-lead agencies under an agreement between the states. Under this agreement, NYSDOT was responsible for progression of the project and costs were shared equally by both states. As a result of the unprecedented collaboration between the partners involved in building the new bridge and the leadership of the two governors, construction was completed in just two years rather than the initial eight year projection. Work to construct the new LCB began in June 2010, and continued through the 2010-11 winter season. The construction of the LCB encompasses three major work phases: the concrete substructure, the steel and concrete superstructure, and the approach roadways.

Addressing The Major Challenges In the heated ongoing debates in the various news media and other fora such as conferences and workshops about the acute shortages of shelter for Nigerians, especially in our urban centres, three major challenges are clearly identifiable. These are availability of mortgages to potential and interested homeowners, availability of capital for investment in large-scale housing production, and the cost of construction – in descending order of importance. However, the interplay between the three is so substantial that without the viable operation of all three simultaneously then scarcity of urban homes will continue to dog us relentlessly. Let us proceed to discuss why. Mortgages Just now, the availability of mortgages is the most critical issue in the housing sector. The few mortgage banks that are offering genuine mortgages are doing so at such astronomical rates as to make mortgages utterly unattractive.

At that Bank, interest rate on mortgages is no more than ten percent whereas tenor can be as high as 15 years. Still, this is not good enough if the housing sector is to reach its full potential. There has been in operation the ingenious idea of the National Housing Fund (NHF), where workers contribute a small fraction of their income to a central pool of funds, from which mortgage loans are made to interested contributors who apply to use the loan to build or purchase homes. 20

Most interest rates that accompany the available mortgages are at 15 percent per annum interest rate or more, accompanied by tenors as short as only ten years. Consequently, even if members of the public were keen to take up these mortgages, their inability to afford them automatically disqualifies a huge segment of the potential patrons. Although these mortgages obviously enjoy limited patronage from the public, most of these mortgage banks post annual performance results that flaunt impressive profits without revealing if these profits derive from their mortgage business - or otherwise. In other words, they conspicuously fail to tell us how many mortgage loans they successfully make annually. The only institution that offers a product that closely resembles a comparatively reasonable mortgage for homeownership is First Mortgages, a subsidiary of Nigeria’s largest bank by share capital, First Bank of Nigeria. At that Bank, interest rate on mortgages is no more than ten percent whereas tenor can be as high as 15 years. Still, this is not good enough if the housing sector is to reach its full potential. There has been in operation the ingenious idea of the National Housing Fund (NHF), where workers contribute a small fraction of their income to a central pool of funds, from which mortgage loans are made to interested contributors who apply to use the loan to build or purchase homes.

Interest rates for such loans are only 6% per annum, whiles the tenor applicable to the loan can be as long as 25 years. But the process of treating and eventually approving applications has become so notoriously cumbersome and protracted as to actually discourage potential applicants. In fact, the NHF managers have not in any particular year been able to boast of a significant number of successful applicants. From another point of view however, there appears to be justification why the fund managers are exercising caution in the approval of such loans. There is clear evidence to show that, because of the very modest interest rate attached to these loans when compared to commercial loans, many applicants seek to fraudulently obtain these loans to eventually divert them to other uses. But the fact remains that to attract meaningful and substantial investment capital into the mass housing sector, a benchmark of the number of mortgage loans that the NHF will have to make every year must be set and rigorously observed. Capital Investment In Housing Production Foreign Direct Investment (FDI) The often widely peddled impression that capital invested in the housing construction sector holds a lot of promise of profitable returns for the investor has proved time and again in many capitalist countries to be true without a shadow of doubt. But because housing investment is long term, and the frequent policy inconsistencies that normal arise over the long term locally, the attendant risks resulting from such inconsistencies have continued to often deter potential investors in our peculiar local circumstances. Government officials nevertheless stress that reforms are continually afoot to remove these policy hiccups thereby paving the way for sincere investors to plough their resources (especially Foreign Direct Investment (FDI) which hopefully will come in larger dollops) to mitigate the housing crisis - amongst the other sectors that are equally competing for this badly needed investment. But this begs of the question; ‘Are the potential returns on popular housing investment in the current operating environment truly attractive enough to bring FDI into affordable mass housing production?’

Some Projects Undertaken As mentioned above, Mandhir Construction Limited has undertaken many projects. Here is a brief look at some of them: 36

Mara Simba Lodge (Phase 2) Mara Simba Lodge is an exclusive tourist getaway in the Maasai Mara. The project involved construction of 42 rooms, extension of the dining area and other works. The contract sum was US$ 1.3 million. The project was undertaken in 1997. Ker & Downey Safaris Headquarters This project was on Langata South Road, Nairobi. It included office block, workshop building and guide bays. The contract was worth US$ 182,000 and was completed in 2000. Exclusive Bungalows for Casabella (K) Ltd This project, consisting of eight executive bungalows featuring built-in hardwood cupboards, granite tiles and other superior finishes, was along General Mathenge Road in Nairobi. Other works here included drilling of a borehole, cabro paving, plumbing and electrical installations. The project value was US$624,000. One Riverside Drive for AMS Properties This prestigious residential development project is on Riverside Drive in Nairobi. It was completed in December 2011. It consisted of luxury three bedroom deluxe and four bedroom duplex apartments with a Miami-theme on a sloping piece of land. It is considered a mix of luxury, beauty, class and environmental sustainability all in one. (see Construction Review May 2012 issue). Refurbishment of Mara Safari Club This is in the Masai Mara game reserve. It involves the addition of 15 new tents, a public area, swimming pool, septic tanks, electrical and plumbing works. The contract sum is US$ 3million. Flats for Focus Developers This project comprising 43 apartments is located along Msanduku Lane in Lavington, Nairobi. The project consists of seven blocks. Each block has five flats except one that has eight. The project includes a swimming pool, changing rooms, gymnasium, sauna and steam bath. The contract is worth US$ 2.2 million. Future The future of Mandhir Construction Company is bright. Office Block Complete Many outstanding features have been adopted in its design to achieve this ultimate end. This building employs unique external cladding aesthetics and external lighting which, without a doubt, provides an up-market Gaborone address, as is stipulated in the client’s brief. The concept of a Central Business District (CBD) in many thriving cities dates back to the 17th Century in London at the Exchange (near St. Paul’s Cathedral). It was later mimicked in the United States’ New York two centuries later in the 1800’s. A resurgence of CBDs even recently has been manifested in times of success and economic boom. For instance, London’s CBD evolved at the time when Britain was at the height of its Empire. Since then other nations have developed modern forms of CBDs, with examples from China’s Shanghai World Financial Centre and others like Dubai’ CBD. Botswana is currently embarking on a development of its own version of the CBD at the heart of Gaborone. Though several buildings have already been built and occupied, Gaborone CBD will boast grade A office space when completed as well as entertainment and other businesses, and commercial activities. The CBD’s first building - The Square (Shopping Mall and Office Block) - was a breakthrough which spearheaded further developments as manifest by the emergence of more buildings. Among these is an undeniably magnificent building, the new Exponential Office block, which is the first office block to be seen as one approaches the District from the South. This project started in July 2010 with an Advanced Earthworks contract and was completed in June 2012. It consists of a modern office block with 12000 square meters of lettable area, space to park 285 cars on grade on an 8600 square meter site, in a fully landscaped and surfaced environment. Modern and unique materials were selected in the finishes, such as external metal cladding.

Modern Design & Architectural Brilliance The client’s brief was to create a development that would define the CBD skyline and act as a landmark which stands out from surrounding buildings. Many outstanding features have been adopted in its design to achieve this ultimate end. This building employs unique external cladding aesthetics and external lighting which, without a doubt, provides an up-market Gaborone address, as is stipulated in the client’s brief. Design Philosophy The design philosophy was to assemble a modular floor plan that could accommodate as many as four (4) tenants per floor or one single tenant on a floor, or alternatively any number of tenants in between i.e. maximum flexibility. Site Appraisal This site was easy to work with as it was relatively flat, but with sufficient fall to drain naturally and thereby minimising the earthworks which were required. Challenges The main challenge which was encountered was determining how best to maximise flexibility for a wide scope of tenancy solutions. This problem arose due to the fact that the intended occupants were unknown at the time of design. Despite this, the problem was quickly remedied by a combination of innovation and flexible thought with a competent workforce, which has seen the office block stand out as the most beautiful building (especially at night).
