The Port Harcourt refinery complex is 210,000 bar rels per day conversion plant that is operated by the Port Harcourt Refining Company (PHRC) Limited, a subsidiary of the NNPC. The complex is made up of two refineries located at Alesa-Eleme, Rivers State. The old refinery (a hydro skimming refinery) has a refining nameplate capacity of 60,000 barrels per day and it was commissioned in 1965, while on the other hand, the new plant (a full-con version refinery) has a nameplate capacity of 150,000 barrels per day and was commissioned in 1989. The entire complex utilizes bonny light crude oil to produce Liquefied petroleum gas (LPG), premium mo tor spirit (PMS), Dual Purpose Kerosene (DPK), Au tomotive Gas Oil (AGO), Low Pour Fuel Oil (LPFO), and High Pour Fuel Oil (HPFO). However, the complex barely reaches its nameplate ca pacity hence the rehabilitation project. Upon comple tion, the project will restore the complex to a minimum of 90% of its nameplate capacity. In 2021 the Nigerian government’s Federal Executive Council (FEC) awarded Tecnimont SPA the contract to carry out the rehabilitation of the Port Harcourt refining complex in River state. The company is an internation al leader in large-scale contracting for the EPC sectors and a subsidiary of Maire Tecnimont SPA, Featuring a 60,000-b/sd hydro skimming refinery and 150,000-b/sd full-conversion refinery, the Port Har court complex is owned by Port Harcourt Refining Co. Ltd. (PHRC), a subsidiary of Nigerian National Petro leum Corp. (NNPC).

The project is being executed in phases over 24 to 32 months, with the final stage expected to be completed by the end of the year 2024, or 44 months from the date the contract was awarded.

The other two major refineries in Nigeria are the 125,000bpd Warri refinery commissioned in 1978 and the 110,000bpd Kaduna refinery that has been operational since 1980. The Warri refinery located at Ekpan, Warri, Delta State, Nigeria, is operated by Warri Refining and Pet rochemical Company (WRPC), while the Ka duna refinery is located in the Kaduna State of Nigeria and operated by Kaduna Refining and Petrochemical Company (KRPC).

Nigeria’s Federal Executive Council (FEC) ap proved the award of contracts worth £1.06bn ($1.48bn) for the rehabilitation of the WRPC and KRPC refineries in August 2021. NNPC also received approval from the FEC to pick up 20% stake in the privately-owned Dangote refinery project for £1.98bn ($2.76bn) the same month. The Dangote refinery is expected to come on stream in 2022.

The overall contract’s value is approximately US$ 1.5bn according to Maire Tecnimont S.p., the Italy-based company at the head of an in ternational industrial group specializing in the transformation of natural resources particularly plant engineering in downstream oil & gas. gave the assurance when the House of Representa tives Ad-hoc Committee on the state of the country’s refin eries visited the facility in Rivers State. The aim of the visit was to have an on-the-spot assessment of the US$ 1.5bn re habilitation project of the facility.

The MD explained that the 60,000 barrels per day Old Port Harcourt refinery, also referred to as ‘Area 5’, would be the first of three phases of the entire project. By the time the project is fully completed i.e. by the end of 2024, the Port Harcourt Refinery would have a refining capacity of 210,000 BPD. Dikko was confident that they would stick to the project's timelines and the funds approved. He said, “We plan to fin ish Area 5 by the first quarter of next year. It is a priority for us at this point. The other parts of the refinery would come a few months afterward. We are on track and managing the process very well. We will continue to do the best we can at all times to ensure that we meet these expectations we put on ourselves. That way we all would be proud of all these activities and begin to have some refining capacity in Port Harcourt.”

Port Harcourt rehabilitation to be completed early next year

The rehabilitation of the Old Port Harcourt Refinery will be completed and put to use by the first quarter of 2023. This is the assurance made recently by the Managing Direc tor of the Port Harcourt Refining Company Limited, Ahmed DikkoDikko.

This will be the second Public Private Partnership project after the successful construction of the 27km stretch Nai robi Expressway.

A pre-feasibility study has already been undertaken by the Korean Overseas Infrastructure & Urban Development Corporation Africa (KIND) in association with the Kenya National Highways Authority (KenHA) and the Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works. Recently, the taskforce presented a Pre-feasibility study report on the findings of the construction of Mombasa Ex pressway-Public Private Partnerships (PPP) project. The feasibility studies focused on demand projections, traf fic projections, and affordability projections for the project.

the envisioned expressway will include inter changes and bypasses in the key towns along the Mombasa Road. It is projected that the expressway will create over 21,000 jobs and an additional 2,573 jobs per year during its opera tions and maintenance.

The firm argued that the public-private partnership model that would see it recoup the cost of contracting the 473-kilo metre highway through toll fees would inflate the cost of the project to ksh1.6 trillion since it would involve borrowing and interest payments which it did not want to get involved in.

The government is at the early stages of talks to have a four-lane, 482 KM expressway that will connect Nai robi and Mombasa cities.

The state had proposed a toll fee business model where the American firm would source funding and then recoup its cost through toll fees, but the company declined the offer. insisting on a contract model where the government would pay for the construction of the Ksh318.25 billion Momba sa-Nairobi expressway.

Karuma hydroelectric power station project is being developed on the Nile River, in Kyandongo District, Uganda. Uganda’s Ministry of Energy and Mineral Development (MEMD) and Uganda Electricity Generation Company Limited (UEGCL) are spearheading the 600MW run-of-the-river power facility project. The project comprises the construction of a 20m-high and 312m-long roller compacted concrete (RCC) gravity dam that upon completion will be the largest of its kind in East Africa. It will have a 35km-long reservoir spread across an area of 2,737ha. The estimated gross reservoir volume is 79.87 million m³.

Karuma hydroelectric power station project will cost at least US$ 1.7bn. It is financed 85% through a soft loan from the Export-Import (Exim) Bank of China, while the Ugandan government provides the remaining 15%. The loan is set to be repaid over a period of 25 years, at an average interest rate of 3%. Project Timeline 1995. The Ugandan government first announced plans for the construc tion of a power station at Karuma Falls in 1995. Norpak, a Norwegian energy company was contracted to conduct the feasibility study and the environmental impact assessment (EIA) for the dam. The project was to be financed by the World Bank through a loan. 2006. In October 2006, the project’s feasibility study was released. In November of the same year, the government invited bids for the con struction of the project. The initial plan was to build a 200-250 MW power station.

Karuma Hydroelectric Power Station Project, Uganda

The Karuma hydroelectric power station project will also involve the construction of six 20m-high and 29m-wide water intake towers, six 7.7m diameter and up to 379m-long concrete lined pressure shafts. In addition, a 200m-long, 21.3m-wide, and 53m-high underground pow erhouse cavern housing six 100MW vertical Francis turbines will be constructed. The turbines will operate under a gross head of 70m and a speed of 150 rotations per minute (rpm). Moreover, two 314m-long, 21.5m-wide, and 50m-high restricted orifice type tailrace surge chambers will also be built as part of the project. This is where water will be sent back to the river from through two 12.9m diameter horseshoe-shaped tailrace tunnels approximately 8.6km long. The design discharge for the hydropower plant will be 1,128m³/s.

Power generated from the Karuma hydroelectric power station will be evacuated from an underground transformer cavern located just above the underground powerhouse. The 200m-long, 18.0m-wide, and 14.4m-high transformer cavern will be equipped with six 11kV/400kV step-up transformers and connected with the powerhouse through a 40m-long bus duct tunnel. Three transmission lines will be used to feed the electricity generated by the facility to the national grid. These lines include the 248km-long 400kV Karuma-Kawanda line, the 55km-long Karuma-Olwiyo line, and the 80km-long Karuma-Lira transmission line. Furthermore, the project involves the construction of three new substations at Karuma, Kawanda, and Olwiyo. These will be built by the Uganda Electricity Transmission Company (UETCL).

2018 As of February 2018, 74% of the project had been done. In June of the same year, 76% of the work had been completed.

In December 2020, the government upgraded power lines in readiness for the launch of the Karuma Hydroelectric Power Station.

2022 It was reported that the covid pandemic had caused significant delays to the project and that now the project will be able to supply half its capacity of electricity which is 300Mw by next year. Substantial progress with 99% and 99.6% of the power station and transmission lines respectively complete.

April 2019 As of April 2019, around 80% of the project was complete. Three high voltage transmission lines were 80 to 85% complete at the Septembertime.

2009 The project plans were revised in 2009 to develop a much bigger dam of 750 MW. In the same year, Norpak withdrew from the project citing financial challenges due to the Global Recession of 2008-2012. Energy Infratech Pri vate Limited was contracted to conduct a fresh feasibility study as well as EIA.

2011 In July 2011, the project’s capacity was scaled down to 600 MW. Some international development partners wanted to scale back even further, to a maximum capacity of 400 to 450 2013megawatts.Construction work at the power station officially started on 12 August 2013.

2016 As of March 2016, around 30% of the project had been completed. The project em ployed around 5,000 Ugandans and 1,000 AprilChinese.2016

2020 In November 2020, the Uganda govern ment was said to be preparing to launch the project with much of the work completed. As of November 2020, the project was reported to be 98% complete.

The Arusha bypass is the first phase of a project that was constructed to decongest traffic in Arusha and Moshi towns in addition to promoting intra-regional trade. The scope for Phase II is as follows: dualling from Tengeru to USA River (10.1km) part of the Moshi urban roads (8.4km); new Kikavu bridge (560m long) and 4km approach roads (realignment of the road). The financing for Phase II has been entered between the Government of Japan Japanese International Cooperation Agency (JICA) and the United Republic of Tanzania with a financing agreement (soft loan) of 24.31 Million Yen which is equivalent to TShs413.858 billion.

President Hassan said that Tanzania was investing heavily in infrastructure including water transport on Lake Victoria by building ships and rehabilitating ports on the lake to facilitate the movement of people and goods in the region. She urged people living near the key infrastructure projects to make use of the emerging opportunities to uplift themselves and in the process spur economic growth.

President Suluhu further called on Tanzanians to take care of infrastructure projects by harmful habits that destroy roads such as oil spills, adhering to the set axleload limits, sand harvesting and throwing waste under bridges.

The EAC Heads of State have today in Arusha, Tanzania officially launched the 42.4 km EAC Arusha Bypass that is part of the multinational Arusha-Holili/Taveta-Voi road that links Northern Tanzania to the Kenyan port city of Mombasa.

Outgoing EAC Chairperson Uhuru Kenyatta and his host Tanzanian President Samia Suluhu Hassan launched the road accompanied by President Yoweri Museveni (Uganda) and President Evariste Ndayishimiye (Burundi). Other leaders present were Rwandan Prime Minister Edouard Ngirente and his DRC counterpart Jean-Michel Sama Lukonde Kyenge represented President Paul Kagame and President Félix Antoine Tshisekedi Tshilombo, respectively. PROJECT General for East Africa, Ms. Nnenna Lily Nwabufo, disclosed that AfDB had spent US$217 million on the Arusha-Holili/Taveta-Voi road with US$112 million going to Tanzania and US$105 million to Kenya, adding that the two governments also made contributions to the project. Ms. Nwabufo said that the road was fully designed in line with one of the bank's five priorities, that is, to integrate Africa and improve the standards of living of people on the continent. Ms. Nwabufo said that the project had facilitated trade between Kenya and Tanzania in addition to spurring transit trade with neighbouring countries, adding that the transit time at the Holili/Taveta One Stop Border Post has reduced from one day to less than two hours due to the streamlining of the border procedures.

“These investments have yielded impressive results; for instance, the transit time from Mombasa Port to Kigali through Uganda has reduced from 18 days in 2014 to an average of 5 days in 2021. Similarly, from Dar es Salaam Port to Kigali and Bujumbura has reduced from 22 days in 2014 to an average of 3 to 4 days in 2021; with a resultant cost reduction per consignment from US$3,500 in 2014 to US$2,200 in 2021,” said Dr. Mathuki. Dr. Mathuki disclosed that the EAC has constructed 13 One Stop Border Posts across the region, all of which are now operational. “The Community is planning to construct 12 additional OSBPs under Phase II programme. The OSBPs have played a crucial role in facilitating trans-boundary trade by easing border crossing, improving efficiency, including informal trade in our transport corridors,” said the Secretary General.

The Tanzania Burundi SGR project is a planned 282 kilometre railway line to link the western Tanzanian town of Uvinza and the Burundi town of Gitega. Designed to reduce transportation costs, fasttrack industrialization, and improve the overall regional economy upon completion, the Tan zania-Burundi SGR Line it is hoped will ferry more than a million tons of cargo between the two East African countries, and help transport more than 3 million tons of minerals from Bu rundi to Tanzania each year.

A Memorandum of Understanding (MoU) was signed between the two governments and Tan zania will reportedly construct a 156-kilometre section of the Tanzania-Burundi SGR Railway Line, from the small town of Malagarasi to Uvinza, while Burundi will construct a 126-ki lometre stretch from Uvinza to Gitega.

The Tanzania-Burundi SGR Line project is ex pected to cost in the range of US$ 900 million Noteworthy, the project is a part of Tanzania’s aim to construct approximately 2,561 kilome tres of standard gauge railway lines linking its main Indian Ocean port of Dar es Salaam to eastern and southern Africa's hinterland, in a bid to become a regional trade and transport hub. PROFILE Undercutting by other industry members, in that other practitioners charge very low fees in comparison to what is stipulated in Cap 525 of the Constitution. Those who get work by such unorthodox means are in turn not able to execute them successfully, which undermines the in tegrity of the profession in general. Draft policies have been presented by BORAQS and AAK to the Government to curb such practices but hasn’t been successful. We will keep lobbying the Government through the board to enact these policies to make our in dustry more equitable to work in. After 16 years in Kenya in the PWD and MoW, of which 4.5 years were as Deputy Chief and Acting Chief Quantity Surveyor. I retired and wishing to remain in my adopted home, I decided to commence practicing on my own account. My Associate was fellow Chartered Q.S. the late David Valentine who had recently left the MoW. Once established and working from my home in Spring Valley, I was joined for a spell by Messrs Benjamin Mathu and Onesmas Gichuri. I had to close temporarily to take up a UNESCO appointment as C.M. in Iran for 6 months. On my return I moved to share offices in the new Waumini House, still in Westlands. At this time a young newly graduated student from the Uni versity of Nairobi applied for a vacancy. Against my better judgement, I recruited Mr. Bashir Hassanalli Hajee. This was probably one of the most important decisions of my life and one I never regretted in the years that followed. Bashir proved to be an excellent Quantity Surveyor and Building Economist and after a few years became my partner. We were fortunate to be appointed by an increasing number of excellent cli ents on a wide variety of projects including sole Consultant for the Mumias Sugar Factory, and as Quantity Surveyors on Hotels, Lodges, Factories, Offices, Housing, and Civil Engineering projects. We opened an office in Mombasa which proved to be almost as busy as our Nairobi one. I retired in 1989 to Cyprus and Bashir took over the Practice since then and has run it very ably to date. Calculating Your Energy Production

One of the most important considerations is the solar irradiation levels available in the home's geographical location; in other words, how sunny it is where you live. When it comes to using solar panels, being closer to the equator is generally better, but other factors must be considered.

Equally important is your home's orientation: For rooftop arrays, a southfacing roof without trees or other objects obstructing sunlight maximizes the available solar energy. If this is not available, panels can be mounted on external supports and installed away from the house, incurring additional costs for the extra hardware and cables. And then you must factor in the size of your system. Solar panel size is quoted in terms of the theoretical electrical How Much Will You Save?
