Welcome As I write this welcome, the sun is peaking through the cloud and the temperature has finally reached double figures for the first time in weeks. My optimism that times are improving has been matched by political sentiment in recent times. In his autumn statement, the chancellor said the economy was weathering the storm. Meanwhile, in his New Year’s message, the Prime Minister urged us to be more optimistic. As we enter 2013, there seems to be a subtle shift in sentiment with a greater acceptance that the worst is behind us and it is now becoming more fashionable to talk the economy up than down. It is certainly true that since the real recession technically ended in 2009, the pace of recovery has disappointed. Only last March, the Office for Budget Responsibility was predicting GDP growth of 2.9% for 2013, which was revised downwards by December to 1.2%. This reflects both the fact that 2012 was weaker than expected and the continuing difficulties at home and internationally. Although more realistic and a marked improvement on last year, growth of 1.2% is hardly robust and while policymakers continue to grapple for a real, long-term solution, there is arguably little they can do to prevent further recessionary times in 2013. Yet the potential to do better than forecast does exist. The US seems to have averted the immediate threat of recession by the last-minute deal on the fiscal cliff. While solving one problem (GDP growth), it makes others (the deficit and the debt) much worse, but from the UK’s point of view, an American consumer with more rather than less money to spend is good news. It is also good news for Chinese exporters, which in turn will raise the spending power of Chinese households. While the Eurozone is in recession, UK exporters are finding that there are parts of the world still buying – and these like British goods and brands. They also like our financial services sector and Guernsey Finance has reported positive dealings provided by our financial operators in the Far East. There are other positives to look for. Falling oil prices have been predicted by some economists in 2013. The jobs market has been in much better shape than most analysts expected and these two factors could boost spending. And with interest rates forecast to stay around 0.5% throughout the year, the personal sector has another 12 months to unwind debt and get the balance sheets in better shape. Closer to home redundancies have been a feature of the headlines of local media but from redundancy comes new fledgling business as all that expertise and ‘Guernsey entrepreneurial’ spirit is released into the commercial world. In this edition of Contact we find several examples of positivity. Clydesdale, Yorkshire and Ireland may have banked on Guernsey only for it to fall short but Skipton are a case in point that the banking sector is flourishing. The entrepreneurial endeavour has never been in question but whereas centuries ago our trade wind blew through Europe, now we tend to focus our efforts in the UK. A new Guernsey business may be about to change all that as French Connections are helping local companies access the warehouses of Europe and in turn guide exporters into the continent. The chill of recession is still in the air but there are definitely signs of businesses warming up to the challenge of turning it around.

New technology will help preserve historial artefacts A NEW system has been installed at Castle Cornet to help preserve some of Guernsey’s most important historical artefacts. ‘We identified a problem in the Maritime Museum which was getting cold and damp, especially in the winter months when the castle is closed. The building is approximately 250 years old and was not designed to house museum objects and so we needed to do something to ensure that objects on display would not deteriorate due to unsuitable environmental conditions,’ said Clive Martin from Culture & Leisure. Mr Martin said that some of the objects on display in the Maritime Museum were susceptible to damage caused by fluctuating levels of humidity. ‘To overcome this, we needed to maintain the humidity in the building within normal parameters of between 50% + 60%, a system known as “conservation heating” which is widely used in museums and stately homes across the UK,’ said Mr Martin. ‘Traditionally this type of system would use electric heaters or fossil fuel boilers but that can be inefficient and expensive to run and so we worked with AFM to design something more suitable.’ AFM designed a modern air source heat pump system, which was integrated with the existing ductwork to provide heat to the museum and control humidity levels.
‘There was an old antiquated system which was hugely inefficient and so needed to be removed but in order to keep expenditure to Culture & Leisure as low as possible, the existing ductwork was reused and adapted to work with this new system,’ said Ian Pritchard from AFM. ‘The system works by controlling the humidity in the air by raising the temperature only a few degrees above the ambient air temperature which allows the air to hold more moisture. Air is then circulated through air handling units located in the attic of the museum to extract the moisture. By using heat pump technology, we are able to have an efficiency ratio of nearly 4:1, which makes this system very efficient and cheap to run.’ The new system has been installed on both floors and work was undertaken in two phases to minimise disruption during the summer season. As no vehicles are allowed onto the road leading to Castle Cornet, all of the equipment had to be carried in and then lifted by hand up scaffolding and through a window in the roof space. ‘Preserving the island’s heritage is the museums core function and we’re keen to develop systems that achieve this as simply and as cost effectively as possible. We’re confident that this new system will play a big part in ensuring the objects on display within the Maritime Museum remain protected for the enjoyment of future generations,’ said Mr Martin.

Deutsche Bank recognised for sophisticated Channel Islands custody services Deutsche Bank has been named ‘Custodian of the Year in the Channel Islands’ at the Custody Risk European Awards 2012, held recently in London. Now in their ninth year, the Custody Risk European Awards are organised by the Incisive Media Group and are recognised as one of the most prestigious awards in the securities servicing industry. The awards ceremony, which aims to identify the best companies in custody, fund administration and technology across Europe, was held on Tuesday 20th November at the Royal Garden Hotel in London. Selected for the award by a highly experienced independent judging panel, Deutsche Bank was described as having a particularly ‘sophisticated offering’, fending off competition from the other firms shortlisted in the Channel Islands Custodian of the Year category. Having had an established custody service through its Channel Islands offices for more than 35 years, Deutsche Bank currently offers custody services to a mixture of private individual and major institutional clients. Andreas Tautscher, Chief Country Officer
at Deutsche Bank Channel Islands, attended the ceremony. He commented: “To have won in such a strong category at the Custody Risk European Awards is a real honour, made particularly special as we celebrate our 40th anniversary of being in the Channel Islands this year. New name and a new nonexecutive director for Watts & Co Chartered Commercial Property Surveyors Jones Watts is ringing in 2013 with the new name of Watts & Co. Children’s ward project takes top honours at Insurance Corporation Healthcare Bursary A project to help educate patients and their parents about their time on Frossard Ward has won this year’s Insurance Corporation Healthcare Bursary worth £2,000. Staff nurse Damian Griffiths gave an impassioned presentation to the panel of judges about he and his colleagues’ plans to create an interactive website for children, families and young people coming into hospital. ‘We were really impressed by Damian and the team’s enthusiasm for this project and feel it will make a real difference to those using the ward for a variety of procedures. As Damian explained it is important to provide a bespoke information service using images and information about what happens in our hospital to help reduce any concerns by patients and their families,’ said HSSD Chief Officer Mark Cooke. Mr Cooke was on the judging panel with Insurance Corporation Head of HR and Development, Viv Roussel; Kirstie Godfrey, Training Manager at the Institute of Health and Social Care Studies; and Nikki Renouf and Heather West from the HSSD HR team. The second prize of £1,000 was presented to clinical lead dietician Myfanwy Datta, MS nurse specialist Debbie Robilliard and adult speech therapists Ginette Bader and Carol Lofthouse for their project involving gastrostomy feeding. The team will use the funds to produce a DVD to help patients with neurological conditions to understand more about gastrostomy/tube feeding to help them make decisions about their long-term care.

Liquid wins gold in major PR award ceremony LIQUID has won gold in the ‘Integrated Communications’ category at the prestigious Chartered Institute of Public Relations Midlands PRide Awards for a national PR and marketing campaign. The consultancy’s ‘Love Sweet Potatoes’ campaign for Scott Farms International, the UK’s leading importer of the vegetable, was one of six shortlisted in the fiercely contested category. Liquid’s CEO Lis Lewis-Jones and Managing Director Jason MacKenzie were presented with the award at a ceremony in Birmingham last week. Mr MacKenzie said the award-winning campaign had involved three of Liquid’s four offices and was therefore an achievement for the whole team. ‘The Love Sweet Potatoes campaign has been worked on by members of Liquid’s teams in Guernsey, Jersey and Birmingham and combines marketing, advertising, digital and public relations to generate tangible business results for our client,’ he said. ‘Liquid has extensive experience of executing integrated campaigns and to have that recognised by independent judging panels made up of some of the industry’s most well-respected professionals is something we are very proud of.’ The Love Sweet Potatoes campaign set out to educate the consumer of both the nutritional benefits of the sweet potato and how to cook and eat it. Since it was launched in 2011, the campaign has gained national exposure and resulted in increased market share. ‘Liquid was briefed to increase the sales of sweet potatoes for Scott Farms International and
raise the company’s profile in the market, using an integrated PR and marketing campaign,’ said the judges. ‘The strategy was underpinned by excellent research and aimed to position the product as a market leader. It used appealing tactics, with good and wide use of collateral and events to promote the product. They were able to demonstrate excellent outcomes, which impacted on the client’s sales and profile. The campaign also led to recognition for the client through national industry awards.’ The success of Scott Farms International has also been recognised by its own industry. It is the current re:fresh Importer of the Year and has also been shortlisted for the European Business Awards. Scott Farms International CEO Stan Smith said the strategic input from Liquid had played a part in the company’s ongoing success. ‘Liquid has invested a significant amount of time getting to know Scott Farms International and the product. This has produced an ongoing campaign that not only wins awards but also

Princeps launch their risk purpose trust concept at London seminar
Princeps, the joint venture behind Guernsey’s new innovation, the Risk Purpose Trust, launched their product at a central London location on the morning of 31 October. The seminar gave attendees a real insight into the development and strengths of the RPT product and an opportunity to question both the individuals behind it, and a panel of industry experts. The industry panel, made up of Jonathan Moore, Risk Manager, Marston’s PLC; James Quarmby, Partner, Thomas Egger LLP; and Alan Fleming, Captive Specialist, AIRMIC and ex Guernsey insurance regulator, provided their personal and professional view points on the Risk Purpose Trust, before being questioned by the delegates in a lengthy and in depth Q & A session.
The event was attended by a cross section of professionals, with representations from the insurance management, tax, legal and regulatory industries as well as various prospective RPT users. The seminar saw a rigorous, no holds barred investigation and debate into the strengths and weaknesses of the RPT outlining where this new concept will fit into formal risk management. Chris Le Conte CEO of the Robus Group, one of the individuals behind the Risk Purpose Trust, and a Director of Princeps Ltd, commented ‘ The RPT seminar was really very well received. Collins Stewart Wealth Management has appointed James Swaisland to lead the compliance team in Guernsey, Jersey and the Isle of Man.

He has 10 years of experience including five years practice in the UK with Cobbetts LLP where he advised on a wide range of private and public corporate transactions. He has also worked in house for the corporate finance department of WH Ireland plc.
He has worked in the investment compliance industry for over 15 years and has held a number of senior departmental positions in Guernsey and the UK. He began his career at The Royal Bank of Canada as a graduate trainee in the compliance department and moved to the UK to take on senior roles at firms including Johnson Fry Asset Managers PLC in London and Aberforth Partners LLP in Edinburgh. Mr Swaisland has a Diploma in Investment Compliance from the Chartered Institute for Securities and Investment, and a degree in Public Sector Management from Sheffield Hallam University. Mr Allen, 39, is one of only three Channel Islanders listed in finance website Citywire’s ‘Top 100: the brightest stars of wealth management’ list, published recently. Mentioned as dividing his time between Guernsey and London, Mr Allen is responsible for the company’s Multi-Asset Class Solutions (MACS) business in the UK, Channel Islands, Gibraltar and the Bahamas. Born and educated in Guernsey before gaining degrees in Mathematics and French from the University of Exeter, Mr Allen began his career with Credit Suisse in Guernsey in 1998 before moving to London in 2004 where he headed up a portfolio management business for four years. Mr Allen moved back to Credit Suisse in Guernsey in 2008 and was promoted to Managing Director in its Asset Management division in January 2012. He now heads a team of 20 based in the islands and London which is responsible for managing the assets of private clients, trusts, captive insurance companies, pension funds and government assets.

The Medical Specialist Group has announced the appointment of Jon Lenfestey as the company’s Deputy Chief Executive. Mr Lenfestey has held the position of IT & Projects Manager at the MSG for the last two years, having joined from Butterfield Bank. He previously worked in the electronics industry for ten years, before pursuing a 16-year career in IT with Butterfield Bank. Mr lenfestey has attained ONC and HNC qualifications in Business & IT and has also recently completed his Institute of Directors Certificate. Ogier has announced the appointment of two new associate lawyers, Bourn Collier and Prabha Sasidharan who both join the business and trust law team. Bourn Collier is originally from Australia, where he completed Bachelor degrees in Law and Commerce at the University of New South Wales in 2004. Following completion of a Diploma in Legal Practice at the College of Law in 2005, Bourn relocated to London and completed a training contract at Hogan Lovells (then Lovells). In 2010 Bourn was admitted as a Solicitor in England and Wales and transferred to Hogan Lovells’ Moscow office to focus on corporate and commercial law, mergers and acquisitions and private equity. Prabha Sasidharan completed a Bachelor of Laws degree at London Guildhall University in 1996, and has a Masters in Corporate and Commercial Law from Kings College in London. Prabha was admitted as a Solicitor in England and Wales in 2005 following the completion of a training contract at Weil, Gotshal and Manges in London. Prabha joins from SJ Berwin where her practice covered general finance, cross border leveraged finance, mergers and acquisitions, syndicated loans, property finance, bridging facilities for funds and other forms of secured lending.
Dr Paul Read has been appointed as Principal Consultant within Itex’s Professional Services department. Paul brings over 15 years’ experience within the IT industry. He moves to Itex from his role as Solutions Architect at Kleinwort Benson, where he successfully designed and implemented a new technical infrastructure for the business, as well as building a document management and archiving system on a SharePoint platform. Paul also spent 10 years working in the public sector. With considerable expertise and in depth experience in SharePoint technologies, in his new role, Paul will play a key part in Itex’s provision of SharePoint consultancy services. He will be responsible for assisting clients in developing SharePoint platform projects as well as providing design and implementation support. Paul is looking forward to his new role: ‘I am excited to be joining Itex and I’m looking forward to the challenges that this position offers. My principal focus will be on SharePoint, the adoption of which continues to grow both globally and locally and there remains significant interest in implementing the technology as a key part of IT infrastructure. Pete Grut and Dan De La Mare have joined the team as Systems Consultants. Pete has worked in the IT industry for six years, with three years’ experience on both the hardware and software sides. The latter includes working on secondment in the IT department at a law firm and providing cover for a large international bank. Dan has eight years’ experience in the IT industry, which includes providing in-house IT support for a global fund management company, and for one of the largest local law firms with an international presence. Both Pete and Dan are keen to increase their IT-related qualifications, which fits well with Resolution IT’s philosophy of providing constant encouragement and support to its staff members and giving the opportunity to increase their skill set. This takes the form of both ‘on the job training’ for new recruits, and attaining further technical qualifications. Director, Olly Duquemin said ‘Pete and Dan have joined us at a level that enables them to assist with clients straight away, which is of great benefit to the existing team, and they bring their own particular skills with them also.’ In addition, Matt Le Patourel (who joined in summer 2008) has been promoted to Senior Systems Consultant, but his new role encompasses that of Engineering Manager as well. The 2012 Chamber of Commerce Annual Dinner was held at the St. Pierre Park Hotel and once again was a sell out. Wednesday 21 November 2012 saw a record number of guests attend the annual Guernsey Chamber of Commerce dinner that was held at the St. Pierre Park Hotel. Price Bailey, sponsor of the reception, hosted Champagne and Canapés in La Seigneurie, before guests moved through to the dinner that was sponsored by Montagu Evans (CI) Ltd. Professor John Kay, one of Britain’s leading economists, spoke on the relationships between economics and business – a theme that he illustrated with examples from his recent book “Obliquity”. “The Chamber Annual Dinner is now well established as one of Guernsey’s premier business events” said Barry Cash, Director of the Guernsey Chamber of Commerce. “We were particularly delighted that two members of Chamber, Price Bailey and Montagu Evans, put their corporate name to this year’s prestigious evening.” The 2012 Annual Dinner’s benefitting charity
was the Guernsey Rural Occupational Workshop (GROW) that provides training and sheltered work in horticulture and related craft industries for people with learning disabilities. Following the event, Patrick Palmer, Chairman of GROW Ltd was presented with a cheque for over £3,000 thanks to to the generosity of attending guests purchasing raffle tickets. “I am delighted that Chamber members and their guests gave their support for such an inspirational charity that provides multiple benefits for disadvantaged members of our communities – something that we can all be proud of.” said Rupert Dorey, President of the Guernsey Chamber of Commerce. GROW, the first of its kind in the Channel Islands, was founded in 1984 by The Guernsey Society for the Mentally Handicapped (now the Guernsey Society for People with Learning Disabilities). Its primary function is to provide
training and sheltered work for people with a learning disability in horticulture and related craft industries. GROW will celebrate its 30th anniversary in July 2014. GROW Ltd provided the floral centerpieces for the Chamber Annual Dinner providing a further “local” aspect to the evening and continuing their association with the venue, the St. Pierre Park Hotel, that sources all their outdoor plants from GROW. The Anvil Award, presented by the Young Business Group, is always a highlight of the evening and the 2012 recipient was local architect, David Falla, in recognition of his long standing service and contribution to the Guernsey Chamber of Commerce. Other companies involved with organisation and production of the evening were The Guernsey Event Company Ltd and Joy’s Production Services respectively.

Chamber welcomes pan-island collaboration Jersey Senator Ian Gorst addressed a pan-island Chamber audience in Jersey last month. Senator Gorse started his address to the respective Chambers by reading out a letter from his Guernsey counterpart who unfortunately missed the meeting due to fog delays. ‘Since becoming Chief Minister, Senator Gorst and I have established a first-class working relationship which is reflected across the Policy Council in Guernsey and the Council of Ministers in Jersey. ‘Working together is vital – to create efficiencies and to create growth. Our relationship with Jersey remains central to our prosperity in the future, and I am sure I speak for Senator Gorst when I say that we will do all we can to support the work that all of you do.’
Senator Gorse indorsed the Chief Ministers comments. ‘We have begun a programme of regular meetings to discuss the way forward, and the Treasury Ministers of both islands have already discussed how the Islands could work together to save money and improve efficiency. They will soon be reviewing progress on the ideas discussed, and considering how to strengthen the relationship between the two Treasuries. They are looking at pensions; shareholder resources; leaner working; joint bargaining power on key contracts; internal audit; and the scope for a Channel Island energy policy,’ said Senator Gorst. Both islands have been tackling tough times in recent years, and developing strong relationships between the treasuries means we can learn from each other as well as improving efficiency by working together.

The islands’ health departments have taken the spirit of cooperation a step further, by including the Isle of Man in their joint working. The first tri-island meeting of the health authorities of Jersey, Guernsey and the Isle of Man was held last year. The three jurisdictions discussed upcoming legislation and areas of shared work like alcohol and drug misuse policies. The health services of all three islands are facing similar challenges, financial constraints and growing demand for services. I know that our health authorities can combine efforts to maximise efficiencies at a time when the medical profession is moving towards training increasingly specialised staff, while the need in a small jurisdiction is for generalists.
Guernsey’s Commerce and Employment Department and Jersey’s Economic Development Department are moving towards agreement that establishing a joint Channel Islands Aircraft Registry would be the best way forward for both islands. It makes economic sense and is consistent with our political aims of developing greater inter-Island collaboration.
Personally I would support going both faster and further; setting up more pan-Channel Island bodies; agreeing more policy at Channel Islands level; with both Islands delegating decision making upwards and taking the first steps towards some confederated government structures.
Housing
Cost cutting
The islands’ two housing providers have a strong working relationship, taking it in turns to host annual visits so Jersey’s Housing Department and Guernsey’s Housing Association can share best practice and policy developments. Since their last official meeting, Jersey’s housing officials have invited Guernsey’s Director of Older People’s Housing to advise on the 80 new lifetime homes the Housing Department is taking on in St Saviour. And Guernsey’s Housing Association has been learning from the work Jersey has just completed at The Cedars, before they start refurbishing their only high rise building.
We all know that working together can cut costs – and I am confident we can go further. More savings can be made if we continue in this spirit of inter-island cooperation.
Police training Our police forces have been developing a collaborative approach to training. For more than a year, all new police officers have undertaken their 15-week probationer training together, with each force taking it in turns to act as host. A joint approach is also being taken to training on the police national computer, and for driving, firearms and search skills. Both organisations are looking at other opportunities to collaborate further in the future.
Joint regulators I am sure you will have noticed the growing number of joint positions that have been established between the islands. We are already seeing the benefits of pooling resources within the Office of Utility Regulation and the Jersey Competition and Regulatory Authority. A joint Data Protection Commissioner is now working well and will, over time, offer both Jersey and Guernsey a greater degree of experience of the wider Data Protection issues that the Channel Islands face. We have a Director of Civil Aviation for the Channel Islands and have established the Channel Islands Air Traffic Control and General Aviation Working Group. We have also appointed a joint aviation security regulator. There is much to be gained from increasing the scale and scope of co-operation between Jersey and Guernsey.
There are a number of details to be concluded, but my own view is that a joint registry will further our aims of cooperating more closely, and will also allow us to share resources and harmonise technical requirements across both jurisdictions. I hope we can make a formal announcement soon and set up a registry this year
Those of you who are visitors to our shores may not know that in 2011 we put in place a comprehensive spending review which has been working to control public spending for nearly 3 years. This programme reaches completion at the end of 2013 and we are now concentrating on reforming the public sector. Those of you who do not often venture west of St Ouen may not be aware that our colleagues in Guernsey have set in motion a Financial Transformation Programme with the aim of reducing expenditure and establishing a new culture of delivering value for money for the public. Sound familiar? We are working along similar lines and we can learn from each other’s experience. And it’s not just about saving taxpayers’ money, although I know that is something which is dear to the hearts of Chamber members. Mutual cooperation goes much deeper than cost-cutting.
Common history We share a common history. Together, we represent the last remnants of the medieval Duchy of Normandy. When both islands remained loyal to the King of England in 1204 we were given the right to follow our own laws, customs and liberties. We share much, while maintaining our own laws and customs. We compete for business while also facing many of the same challenges. Our European interests are aligned on the vast majority of issues – civil aviation, maritime matters, tourism marketing, agriculture, and access to financial services markets. Our strong working relationship has been clearly demonstrated with the establishment of a Channel Islands Brussels Office. By setting it up in the political and administrative capital of the EU, we have created an opportunity to develop our relationships with key policy makers in Europe. It is helping us to exert influence on key decisions that could affect our future and is an invaluable asset to both Islands.
For example - why shouldn’t we have a Channel Islands Foreign Affairs Committee? Both governments would contribute to the setting of foreign policy as equal partners, with a committee made up of Ministers from the Islands. We know that we are viewed from abroad as the Channel Islands rather than as separate entities, and it must be to our advantage to present ourselves to the outside world as a united confederation of the Islands. The differences between our two islands appear minimal when viewed from mainland Europe, let alone when viewed from the growing economies of Asia. Getting our respective Ministers working together in a confederated Channel Islands foreign affairs committee is something we could achieve this year, particularly if there is support from the public and the business community.
Stronger together In recent years, we have made great strides in developing a closer working relationship. The motivation may have begun with budgets coming under pressure in both islands, but we are now benefiting from many other aspects of our mutual cooperation and I believe there are more to come. We are stronger together. I remain committed to our policy of joint working, but I would like to go even further in 2013. We must seek more innovative ways of achieving savings and efficiency. We shouldn’t shy away from at least starting to create some confederated structures. We can go further in creating more Channel Island bodies. Why shouldn’t we have a Channel Island police force? A Channel Island customs and immigration service? A Channel Island Financial Services Commission? It is important that Ministers from both our islands maintain a positive dialogue and an open mind. We must continue to combine forces in an increasingly challenging and competitive world. There is no alternative. The only decisions are how far and how fast. My own view is that we should embrace our combined future as a stronger and more united Channel Islands with confidence and determination.

Guernsey on the Cusp in 2013 Since the dawn of civilization, when certain people decided it might be better to stay put in one place with a group of mates rather than wander about on some sort of eternal, pre-historic pub crawl, mankind has faced a dilemma. Victor Hugo when commenting on Guernseymen illustrated this dilemma very eloquently. To paraphrase his actual words, ‘the Guernseyman either walks his field or walks the world’. Applied to the present day this could be interpreted as ‘Does Guernsey man go out and do business in the world economy or does he keep his head down and hope our protective bubble shelters us from fiscal cliffs and rising unemployment’. This problem is not quite as simple as it first might appear, because for Guernsey people today there is a very difficult balance to be struck between unbridled development and protecting what it is that makes this such a special and unique community. After all whilst William Le Lacheur went forth to create his business empire in Costa Rica,
assist the people of that country out of poverty and deprivation and create jobs back home by building and sailing his shipping fleet, his contemporaries looked after the land for future generations whilst producing a valuable food crop. In seeking to resolve this dilemma we face competition from emerging economies in Asia and South America whilst established economies struggle to cope with a financial melt-down resulting from our addiction to debt and profligate spending. It would be nice if we could put our heads under the duvet, only emerging when the sun shone to walk our fields safely, protected from reality by the English Channel. However life does not allow for that, change will happen whether we like it or not. The only real issue we have to face is whether we do our best to manage that change or whether we let it happen to us uncontrolled. If we decide the former is better for everyone and in so doing protect our most vulnerable citizens, then we must all share the responsibility, which will
demand courage and self-discipline. We shall fail if we huddle together in pressure groups to ensure that our own particular hobby-horses and irrational fears are well stabled and comforted. Although this is a shared problem it is essential that courageous and imaginative political leadership is provided by the States and public servants: this is not fostered by an existing political system that has created at least ten independent departments of government, each defending its own citadel or by individual deputies diverting attention to peripheral issues such as licensing tobacconists and Sunday opening or by the inability of two major States’ Committees to meet their obligations under the Financial Transformation Programme. An article by Peter Roffey recently published in the Guernsey Press made an excellent point by stating that the political process is hampered by the lack of political continuity. Each new House virtually starts from scratch and takes around

It would be very nice to reemerge when the sun starts shining when we can walk our island safely, protected from reality by the English Channel. However, life isn’t that easy, change will happen whether we like it or not. The only real issue we have to face is whether we do our best to manage that change or whether we let it happen to us uncontrolled.
nine months to bed down, with new members unable to make a significant contribution from day one. What continuity that does exist is provided by not the democratically elected politicians but by the Civil Service, which like any bureaucracy makes preserving its own comfort zones a priority, hence the number of useful and important reports produced by knowledgeable and expensive consultants, lying dormant in Frossard House. The last election returned a cohort of intelligent and professional deputies who gave hope in their manifestos that things would change. As Roffey pointed out we should not have held our breaths. Our system disperses such new talent between various departments where they drown in issues left over from previous Houses that, with one or two honourable exceptions, procrastinated in taking any decisive action on significant strategic issues. As a result the island is left to deal with 21st century problems relying on a largely 19th Century
infrastructure, expensively patched, and in many cases close to collapse. Everyone will have their own menus but mine includes: • the long running debacle over waste disposal • harbours operating at full capacity and needing at least £20 million to render them safe for the delivery of essential fuel supplies • collapsing sea walls threatening failure and the resultant threat to businesses, homes and roads. With the skills brought into the political process by new deputies being dispersed among departments there is no way they can take coordinated action towards a more corporate approach to prioritising government spending. It is true that our system has left us with some magnificent schools, hospitals and airport, but one must question the means by which funds are allocated when our harbours, through which

99% of our essential supplies arrive, are so badly neglected. A highly successful businessman once gave me an excellent piece of advice ‘never confuse quality with luxury’ giving as an example his son’s battered and neglected Nissan Micra that started first time every morning, whilst his much cosseted Bentley needed all too frequent visits to the garage to keep it on the road. This distinction seems not to be appreciated when projects are undertaken by individual States departments vying with each other for funds. If we still think we can muddle along, avoid external forces and insulate ourselves from the rest of the world, we should heed the warnings from history. The emperors of China and ancient Rome, medieval kings, 20th century French presidents, Adolph Hitler, and Colonel Gadaffi all sought to hide from the world beyond, behind massive fortifications and they all eventually ended in tears.

In a new series of articles we ask leading professionals in the island to give their thoughts and opinions on how 2013 will shape up. In this first episode, Mark Colver, Grant Thornton, discusses black holes, income tax receipts and if that wasn’t worrying enough, he also hopes his beloved Norwich make it in the premiership. One certainty is that there will continue to be changes to the tax system, whichever one affects you. Predicting precisely what they will be would make me a rich man and I’m afraid I don’t have that crystal ball. Meanwhile, I believe we can be fairly sure of some of the changes and issues to come in the next twelve months. One specific point is that Guernsey duty will be introduced on share transfers that involve property within a company changing hands; yet still peanuts in the context of Guernsey’s overall £372m budget. More generally, there will likely continue to be a reduction in income tax receipts reflecting a weaker economy that will only exacerbate the black hole. The extended 10% rate will come into effect to help but it cannot fill it. What will the Guernsey tax review bring? Thankfully, the new States has realised islanders have already borne a significant brunt of tax rises in the past few years so we hope no new taxes are around the corner. I hope they keep this thought whilst considering “greater equity” in our tax system. Increases in social security contributions seem inevitable. Perhaps a phasing out or personal allowances for higher earners could also come. GST for Guernsey, no I think not. Reducing mortgage interest relief clearly hit a very sensitive note. Our long established British tradition of aspiring home ownership is already restricted and it seems the backlash for further cuts is likely to stop deputies approving a measure that future doorstep visits would have angry homeowners
questioning their votes for re-election – otherwise, a clever revenue raiser that is not a tax rise, just a relief reduction. Every country faces similar problems of decreasing revenues and increasing benefit burdens whilst trying to find public service cost savings, and Guernsey is just the same. The Financial Transformation Programme needs to deliver, but I am not sure we will see real savings before the end of 2013 as reorganisation costs initially match the early wins. The States must not be deterred from making tough decisions if this is to have a real impact. Cutting the odd peripheral service is no substitute for real reorganisation. Perhaps a change to the civil service pension scheme will happen by this time next year to help reduce the ever increasing burden it places on us all. On my wish list would be a real saving achieved by combining the tax and social security departments – probably more a fantasy than reality but what an opportunity for true simplification and States savings. Meanwhile, across the water in the UK things are worse and this leads to both an increase in some people’s deliberate tax avoidance and the acceptance of bashing offshore centres and rich non-residents. As we go to print we await the detail for a new CGT charge to be introduced in 2013 for those owning UK residential properties valued at £2m or more. This is another chance for non-residents to contribute to the UK pot or plan accordingly. There will be more media ‘exclusives’

blaming the Islands for our involvement and furthering the moral question on how far tax planning is tolerable. My wish for 2013 is that they wake up and accept that it is UK taxpayers seeking elaborate contrived schemes and, even worse; deliberate plain evasion, all being sold by UK consultants; and that’s their fault, not ours. This will no doubt unfortunately fall on deaf ears. On this area I predict we see an MP caught with previously hidden offshore monies, but I hope it was not hidden here. The coalition government can carry on blaming individuals and global organisations for taking “immoral” measures but we all want to save tax and companies need to deliver shareholder value, so let’s hope the new UK general antiavoidance rules don’t prevent all planning opportunities. If the Euro finally falls apart in 2013, then of course all bets for predictions fall apart. Nevertheless overall, I personally believe Guernsey will continue to do well, although not as well as in past years, even against the odds thrown at us by a global recession and the constant barrage of abuse as a tax haven. Finally, more of a hope than a prediction is that the Canaries will remain in the premiership for the 2013/14 season, which would at least make me happy whilst dealing with all the tax changes in 2013.

A change of scenery In recent times, Guernsey’s become home for Icelandic, Yorkshire, Clydesdale and Irish Banks. These institutions haven’t stayed around for long but as Contact discovered, there are success stories emanating from Guernsey’s banking sector.

institution, is less than it was, and it is forcing the Guernsey banks to find a different use for the money they collect. Our contributor also insists, more changes are likely to follow, as the so-called Vickers Report – a document first issued in 2011 by an Independent Banking Commission inquiry headed up by Sir John Vickers – has proposed further changes to the way banking is carried out in Britain, which are expected to affect banks in the Channel Islands, although precisely how has yet to be determined. At the same time, all banks have been under pressure as governments and regulators call for them to ‘derisk their businesses’ in the wake of the recent financial crisis. ‘When you de-risk an industry or organisation, it does less than it did before for the same amount of resources, or requires more resources to do the same,’ he said.
Mr Coupe explained that Skipton’s business model was different from that of some of the other institutions, such as those exclusively involved in upstreaming practices such as Clydesdale.
An industry in turmoil then? Evidence would determine otherwise. The growing list of banks that surrender their licences is balanced by those who are swift to point out the industry is far from in decline. Executives of at least one Guernsey bank insist that reports of the industry’s demise have been exaggerated. Jim Coupe, managing director of Skipton International, said his business was thriving on the island, and continuing to plan for future growth.
Yorkshire, Clydesdale, Ireland and Iceland have arrived in Guernsey with their banks and reputations held high, only for it all to end in tears. Clydesdale, the most recent incumbent to close its doors, may just be the last nail in the coffin for fixed deposit style offshore savings. Notwithstanding the effect on a local workforce, these institutions have traded with gusto, plowed thousands into good causes locally but ultimately failed to make Guernsey work for them. Clydesdale Bank is the latest in a series of institutions to pull out of the island. They were preceded by, HSBC Bank International who surrendered its international branch licences in Guernsey, the Bank of New York Mellon (CI) surrendered also closed, we’re all familiar with Landsbanki, Northern Rock, which completed an orderly wind-down plan after surrendering its licence in 2010; the Guernsey branch of Switzerland’s EFG SA; and Ansbacher, which left both Guernsey and Jersey after 38 years in the Channel Islands in 2009. As challenging economic conditions force banks to concentrate their efforts on fewer, more profitable markets. Competing on price (rate) alone, however attractive, clearly doesn’t work for the long term. But what does? At this moment in time, there are some 32 licenced banks on the island, holding total deposits of around £96.9bn, compared with 48 institutions at the end of 2008, with some £157bn on deposit – the island’s all-time peak in terms of deposits. That was the beginning of a possible end, a beginning that saw Landsbanki change opinions on offshore savings. Although some of those who lost savings in the collapse of Landsbanki Guernsey would argue that savers have steered clear of the island because of concerns that another bank might collapse, sector experts say a major reason for the decline in deposits and departure of these types of banks is changes in the regulations governing how deposits collected on the island may be upstreamed to the UK or elsewhere, and how much capital the banks are required to hold. One regular Contact contributor said this meant that the value of upstreamed deposits, for the parent
In January, Skipton reported that 2012 had been the third year in a row it had been Guernsey’s No. 1 provider of new mortgages, based on total amounts lent. More than one in five of all new mortgages on the island were arranged by Skipton’s mortgage specialists, the data showed. Skipton International retained the number one spot for new Guernsey mortgage lending for the third year running. Of the 646 bonds completed, 137 related to Skipton International, putting them comfortably ahead of their nearest rivals. They also witnessed its new lending in the Jersey mortgage market grow in 2012, with over 1000 homeowners there now having a Skipton International mortgage.
Mr Coupe explained that Skipton’s business model was different from that of some of the other institutions, such as those exclusively involved in upstreaming practices such as Clydesdale. ‘At Skipton International, our business is performing well and we continue to plan for future growth. We have just reported record business levels – we are the largest lender for new mortgages in Guernsey for the third year in a row, so ours is a very different business approach from that adopted by organisations which just seek deposits in the local Guernsey and Jersey markets. It is true that there have been changes to the ways in which banks collecting deposits in Guernsey can deal with those funds – it is no longer as attractive to simply lend such funds back to your parent organisation, and we stopped such practice some time ago,’ said Mr Coupe. ‘Since 2002 we have been an active participant in the Guernsey mortgage market, and since 2005 we have been an important
lender in Jersey too, where now [more than] 1,000 homeowners have a Skipton International mortgage,’ Mr Coupe said. ‘Our business is therefore very different from that of a pure deposit taker, we are in effect more like a traditional building society, active both in the lending and savings markets, which complement each other and make for a more stable and longer term business approach.’ Guernsey remains core for us both a market and the centre for our business. We will continue to deliver a level of service to our customers in Guernsey, Jersey and Alderney that is second to none. Outside of our banking business, we’re also major contributors to local life being the leading sponsor of the Skipton Swimarathon in Guernsey, supporters of the Liberation day celebrations and in Jersey, we are the lead sponsor of the popular Skipton Open Studios event. ‘ David Cutter, Group Chief Executive of Skipton Building Society, Skipton International’s parent, reinforces Mr Coupe’s comments, ‘Skipton has operated in the Channel Islands for over 15 years now and we have no plans to change our successful business model. We have built a strong stable business, based on solid financial strength and great service. Importantly, our model is based on accepting retail deposits as well as providing residential mortgage finance which creates a selfsustaining approach. This gives balance to the business and we have no plans to change it’. International banks are also confident of their place offshore. Deutsche Bank, for example, is marking its 40th anniversary in Guernsey and is not planning to go anywhere. ‘A lot of what we do in Guernsey uses the expertise we have here to support our other locations, including onshore,’ said Andreas Tautscher, chief country officer for the bank in the Channel Islands. ‘We punch above our weight because of the fact that there is a lot of knowledge and capability here. MISSING LINK There is a tendency amongst investors to discount putting their money into developed markets due to the perceived lack of growth in these economies. It is also a commonly held belief that the place to invest for maximum returns is in emerging market economies with the likes of China and India top of many investors’ lists. This has largely been driven by the accelerated growth of these economies, with large scale outsourcing of manufacturing, textiles and electronics resulting in infrastructure investments and opportunities for private equity activity. However, this expansion has come at a cost and companies looking to invest in economies like China are starting to see issues that may result in investors thinking twice about moving into developing economies. In countries like China and India, and indeed other parts of Asia, growth has been rapid. They have been through the process of industrialisation and investment in infrastructure in a mere fraction of the time that Western economies took to undergo the same transformation. One impact of this is that some commentators are suggesting that the growth curve has started to level out. In other words, major investment in infrastructure and the establishment of new industries is reaching a point where the market is saturated. The goal now is to ensure that existing investments are safeguarded and that a return is made.
Early stage investments are still possible in other developing regions of the world. Africa is a strong performer in this regard but with a different emphasis to Asian economies. The primary economic drivers in this region are not based on outsourcing, manufacturing or textiles but on commodities. Africa has ridden the natural resources boom resulting in the development of substantial wealth creation in the region.

The US economy for example is stronger than many would have us believe, with four years of certainty over Obama’s position in the White House enabling a long term view to be taken.
As with other developing economies, local market knowledge is critical. Joint ventures are increasingly prevalent as a way of facilitating investment in the region, along with the added bonus of offering increased security by spreading risk among a number of partners.
So why has there been such a focus on emerging markets and is there a link to the current economic climate? Again, risk is the key variable. In boom times developed markets can provide high returns, but when growth stalls and interest rates are low there is a greater incentive to take risks. With quantitative easing holding rates near to zero for the foreseeable future, investors are looking elsewhere for better returns on their assets. Chasing yield influences investment decisions and this is in part contributing to the growth in emerging market investments. It is obviously tempting for investors to look past the issues that make these markets unattractive; instability, unpredictability and remoteness; and focus instead on only the positive, the higher rate of return.
It is risk that should be top of mind for any company looking to do business in an emerging market. Returns are more attractive particularly in the short term and developing economies offer higher yields than many feel are achievable in developed countries. Yield however, should not be the only consideration when choosing an

with stable investments in developed markets to ensure security of assets; nobody wants to be the investor that moved out of a safe economy and into a volatile one the day before it has a serious issue. There are also signs that the global economy is fragmenting. Take textiles for example: in the last few decades all signs have been that the textile industry would continue to be focused on the developing world, taking advantage of a lower cost base to produce large volumes of clothing items. However, there is a growing increasing trend for companies to move some manufacturing back to be nearer to the designers and to ďŹ nal consumer market. Flexibility and turnaround time are the key considerations with the length of time between creation and retail crunched to a minimum. These contradictions in trends are fascinating and could potentially see growth in developed markets at the expense of emerging. What it deďŹ nitely does show is that the global economy is becoming increasingly complicated and it is this fracturing, with investment opportunities coming from multiple locations and multiple partners for a variety of purposes that provides an opportunity for Guernsey. Joint ventures, businesses with operations in multiple countries and companies that have an interest in multiple markets, need a stable, tax neutral jurisdiction in which to hold their money as it is transferred around the globe. Our habit is to trade with the UK but with a new service operating out of Guernsey, perhaps our gaze should be directed towards the continent.
History dictates that our success has been in leveraging our strategic position for the benefit of the island.
2012 would appear, to most sensible observers, to be the year we celebrated our pride in Britain. We embraced the Jubilee and all watched in awe as the London Olympics put the Great back in Britain. However, our strategic position ‘offshore’ also meant we became the spotlight of some unwanted attention from our ‘mainland’. They lost patience over LVCR, criticised our policy on Zero10 and decided QROPS were neither fair nor proper. Our loyalty to the crown has never been in question but perhaps it’s time we looked beyond Angleterre when it comes to trade. We are of course in a unique position in Europe, steeped in Gallic history but with a rather northern gaze on matters commerce. We look to the UK for almost everything but why don’t we trade more with our closest neighbours? Is it the language barrier? Or perhaps the people? Is it politics or have we simple spent too many years looking up? It is all of the aforementioned and more. History dictates that our success has been in leveraging our strategic position for the benefit of the island. When, around 6000 BC, rising sea created the English Channel and separated the Norman promontories that became the bailiwicks of Guernsey and Jersey from continental Europe, the Channel Islands’ life as a geographic success story began. Wars against France and Spain during the 17th and 18th centuries gave Guernsey seafarers an opportunity to exploit the island’s proximity to mainland Europe by applying for Letters of Marque and turning their merchantmen into privateers. This period of maritime endeavour came before tourism, horticulture under glass and financial services entwined our trade relations with the UK Many in the local business community believe we’re missing a trick and should start looking east. The Chamber of Commerce for example, inspired by the potential, have organised two ‘meet the neighbour’ events inviting businesses from Normandy to attend a series of networking events in Guernsey. Some business has occurred

but nothing to get the French celebrating a new found cash cow 30 miles offshore. The prospect of trading with France and potentially the rest of Europe is something we discount all too easily it seems. My personal experience of trading with France, came via an order for French oak flooring for the home, shipped through Cherbourg onto the UK and then Guernsey via Southampton. My carbon footprint credentials clearly falling short. Therefore, one of the main problems has been getting stuff to and from the island. Ferryspeed offer a service to St Malo but it’s not cheap. Once you factor in French customs, docking charges, crane charges and the annual donation to the French Stevedores Christmas slush fund, it might prove cheaper to ship via the Panama Canal. Furthermore, are products and services cheaper on the continent? Do they offer the same quality and convenience as buying from the UK? You would hope quantities of Evian water, Chablis and ‘real’ French bread might be more cost effective but what about building materials, catering supplies, IT equipment and.. well anything?

Human resources professionals have their work cut out right now. Redundancies, disillusioned businesses trying to adapt to the pressures of economic uncertainty and a finite resource in people, skilled people, means the role of HR has never been more important. Fortunately, the HR profession has been around long enough to manage employees through war, attrition and revolution as Jon Taylor discovered. On the evening of 6 June 1913 in York, industrialist Seebohm Rowntree chaired what would be the inaugural meeting of the Welfare Workers Association. There were employers and managers present but the majority were Welfare Workers, some of whom were later to become leaders of the institute. The first minute book of the institute records states that ‘it was decided to form an Association of Employers interested in industrial betterment and of welfare workers engaged by them’. The first 34 members, who paid their shilling subscription included Boots, Cadbury, Chivers and Rowntree and so the forbearer to the modern Chartered Institute of Personnel and Development was born. The history of ‘managing personnel’ started around the end of the 19th century, when welfare officers (sometimes called ‘welfare secretaries’) came into being. They were women and concerned only with the protection of women and girls. Their creation was a reaction to the harshness of industrial conditions, coupled with pressures arising from the extension of the franchise, the influence of trade unions and the labour movement, and the campaigning of enlightened employers, often Quakers, for what was called ‘industrial betterment’. As the role grew there was
some tension between the aim of moral protection of women and children and the needs for higher output. The First World War accelerated change in the development of personnel management, with women being recruited in large numbers to fill the gaps left by men going to fight, which in turn meant reaching agreement with trade unions (often after bitter disputes) about ‘dilution’– accepting unskilled women into craftsmen’s jobs and changing manning levels. By the 20’s jobs with the titles of ‘labour manager’ or ‘employment manager’ came into being in the engineering industry and other industries where there were large factories, to handle absence, recruitment, dismissal and queries over bonuses and so on. Employers’ federations, particularly in engineering and shipbuilding, negotiated national pay rates with the unions, but there were local and district variations and there was plenty of scope for disputes. During the 1930s, with the economy beginning to pick up, big corporations in these newer sectors saw value in improving employee benefits as a way of recruiting, retaining and motivating employees. But older industries such as textiles, mining and shipbuilding which were

hit by the worldwide recession did not adopt new techniques, seeing no need to do so because they had no difficulty in recruiting labour. The Second World War brought about welfare and personnel work on a full-time basis at all establishments producing war materials because an expanded Ministry of Labour and National Service insisted on it, just as the Government had insisted on welfare workers in munitions factories in the previous conflict. The government saw specialist personnel management as part of the drive for greater efficiency and the number of people in the personnel function grew substantially; there were around 5,300 in 1943. By 1945, employment management and welfare work had become integrated under the broad term ‘personnel management’. Experience of the war had shown that output and productivity could be influenced by employment policies. The role of the personnel function in wartime had been largely that of implementing the rules demanded by large-scale, state-governed production, and thus the image of an emerging profession was very much a bureaucratic one. Following the development of poor industrial relations during the 1960s a Royal Commission under Lord Donovan was set up. Reporting in 1968, it was critical of both employers and unions; personnel managers were criticised for lacking negotiation skills and failing to plan industrial relations strategies. At least in part, Donovan suggested, these deficiencies were a consequence of management’s failure to give personnel management sufficiently high priority. In the 1960s and 70s employment started to develop significantly. At the same time personnel techniques developed using theories from the social sciences about motivation and organisational behaviour; selection testing became more widely used, and management training expanded. During the 1970s, specialisms started to develop, with reward and resourcing, for example, being addressed as separate issues. Around the mid-80s, the term ‘human resource management’ arrived from the USA but it wasn’t until the 90’s that the new CIPD became the established Charter it is today. The modern face of human resources is the Chartered Institute of Professional Development. Having achieved unity amongst the personnel, training and development traditions within a single institute. Chartered status

was granted in 2000 and the CIPD came into existence from 1 July of that year. On 1 October 2003, CIPD awarded chartered status to over 37,000 full Members, Fellows and Companions of the Institute. Today the CIPD has over 135,000 members, and is the leading organisation for HR professionals in the UK and Ireland, while commanding international respect and a growing membership in 120 countries around the world. In Guernsey the CIPD is 200 members strong and chaired by Janine Lane. One of her deputies, Caroline Shakerley-Read described the importance of CIPD in the island.’Today’s HR profession encompasses a number of specialist disciplines, including diversity, reward (including compensation, benefits, pensions), resourcing, employee relations, organisation development and design, and learning and development. All of these aspects are found in Guernsey’s modern business community, therefore CIPD is a vital component in the success of HR in the island.’ ‘The recent recession has seen a number of searching questions being asked about the purpose and future sustainability of organisations, and about the values, practices and leadership required to deliver enduring performance. The CIPD believe HR has a fundamental role to play in contributing to sustainable organisation performance, and to the substantial social and economic benefits this brings. The organisation says it is committed to playing a leading role in ensuring that HR professionals, organisations and the profession as a whole, are able to grasp the very real opportunities available now and in the future. ‘There has never been a more interesting time to be in HR. Changes in the nature of work, the diversity of the workforce, and even changes in the workplace, all within the context of a volatile, uncertain, complex and ambiguous environment, create a greater need than ever for our profession to step up. There are now so many critical business, economic and social issues that are genuinely strategic and that we, as a profession, have to engage with and have the confidence to talk to,’ said Peter Cheese, CEO of CIPD. Looking for staff? If you think you’ve seen it all, look again. The way to recruit is changing.
Today’s economic climate means we are more concerned about unnecessary costs and making every penny count. Recruiting new staff can be expensive – wherever you look or whatever option you try, we all know costs are high, whether it is for advertising or through an agency.
But this is changing. Now Guernsey has a new and impressive method of matchmaking jobs with job seekers. Launched towards the end of 2012, jobs. gg is attractive and easy to use, for browsers as well as companies wishing to post their positions. In the first 2 months, over 110 different advertiser accounts were created, 150 jobs posted and 18,000 visits to the website made (one company reported receiving applications just 15 minutes after posting a position). And, from only £30 per week, advertising won’t break the bank.
Jobs.gg has also been socially active. In a short space of time its Facebook page now has well over 1000 “likes”, making it the most followed job/recruitment page in the island, with 8800+ people viewing its content each week. Twitter and Linked-in are used actively to promote different jobs and help deliver a more diverse audience. Almost 400 applications have been posted directly to the advertising companies. Léonie was one of the many browsers looking for a job who has used job.gg successfully. “When I decided to return to the island, I was somewhat nervous about how I was going to search for my new role. In the past I had used all the traditional resources, such as job agencies, the paper and a good old-fashioned mailshot of my CV. I am more than certain the task of finding a new job must rank alongside moving house and getting married with regards to the stress involved. But not only that, it is the sheer amount of time the search can take.
I began my search just like everybody else; on the internet. Pages of websites were presented to me, with the majority being UK and Globally based recruitment sites, who I am sure have no idea where or what Guernsey is. All the usual suspects came up; local recruitment agencies, some of the larger companies on island and of course a few other job sites serving the Channel Islands, but more often than not these seem to be focused on tourism and catering vacancies. Then I was met by a new site, one I had not come across before. At first glance, its bright colours grabbed my attention, its simple layout made it easy to navigate, it gave me the option to look at everything, new jobs, or run a custom search. There was such a diverse range of jobs I was very impressed. What’s more, the site lets the company link their website to the ad so you can research the company, get a feeling for their values and work ethic. Excited about finding a great role, I decided to go ahead and apply - it was so straight forward I simply clicked on the link “I want this job” and filled out a few contact details. The message box is ideal as I was able to cut and past a pre written cover letter. Next, I just uploaded my CV by following the link and instructions. What’s great about the site is your cover letter and CV are sent directly to the company in the style and format you want, there are no long forms to fill in, you do not have to “click this box” and “cross that box”, tediously write out your full education, over and over again. My prospective employer contacted me directly via email shortly afterwards and we where able to work together to set up an interview time that worked best for us both. The whole experience was so smooth and I felt in control the whole time. What’s more, all of this was achieved from the comfort of my own home. No agencies, no inky fingers and no hassle. I would strongly recommend this site to anyone who is looking for a new job.”

Having a website is one thing, having an online presence that effectively reaches and engages new customers is something entirely different. Often a business adopts an online marketing strategy that is limited to pushing a website online, but what about taking your online presence beyond your website?
This is where I would like to introduce you to a relatively new term that encompasses all the nuances of expanding and maximising your online presence: Inbound marketing. Inbound marketing is focused on getting found by customers through the combination of search, social and content. I know what you’re thinking, sounds like marketing jargon, but stick with me on this one.

Producing and publishing content is a good start; the next challenge is making sure it is found by the right people. This is where Search Engine Optimisation (SEO) comes into play. SEO is the process of creating, formatting and promoting websites in order to increase the number of visitors the site receives from search engines.
Creating new and regular content is the first step to maximising your online presence. When I say “create new content” I don’t mean publish the odd piece of news! Content takes many forms ranging from product pages and videos to blog posts, photos and graphics – be creative. Ask yourself, “What will our audience engage with and

The best way to respond to negativity is always to offer an apology and a solution, let them know you value your customers and are willing to correct any mistakes, whether they be yours or not, immediately. Remaining static online is a sure fire way to get left in the dust of your competition. Digital marketing is full of fast moving trends, however once you strip back the fancy fads the basics remain the same: reach, engage, and convert. In this first instalment, we catch up with Eddie Saints, Cable & Wireless Communications’ chief executive who explains why CWC is well placed to maintain its international outlook while retaining a paramount interest in serving the island.
45 CWC has grown to become an international telco so can you provide us with examples of how you have generated new business from outside the islands? While CWC has played its part, generating new business has to be a collaborative approach between the public and private sectors of our community. Guernsey is incredibly competitive, far more so than many realise. The States of Guernsey’s economic develop and ICT strategy working groups are an example of the important collaboration that must take place between the public and private sectors if we are to deliver unique propositions that will maintain our competiveness in the global arena and attract new business to the island. At CWC, we play our part by ensuring continued investment in the development of our national and international network infrastructure as a foundation upon which the social and economic development continues. Examples of which have been our investment in diverse subsea fibre optic cable systems, national network expansion, data security and protection, 24 hour network surveillance and monitoring, and the building of data centres facilities to enable storage, hosting and cloud computing for businesses using next generation technology. We have found that when companies look to relocate to the island, they need to be confident that the technologies are available and that service providers have the capacity to deliver. The diverse range of companies operating on a global scale from Guernsey is testament to that availability and capacity.
As part of the technology revolution in recent years, CWC has invested heavily in training and personnel. Are you confident to say you have a ‘world class’ team running the business? With over 200 staff, CWC is one of the island’s largest employers and we are proud of the fact that 97% of our workforce are local. We have always had a strong ethos on training and our aim is to promote from within wherever possible. In 2012, we launched our own apprenticeship scheme aimed at developing its future workforce. We identified a need for local staff to be specifically trained for what is a fast-moving industry and so launching the Sure Academy allows us to find talented individuals and give them the right training and support so that they become an integral part of the company’s future success. Four apprentices joined the two year programme in September and will spend 12 months in residential technical support delivering products to domestic customers, six months in IP support working on residential and business products and six months within retail. Through the introduction of our ‘Lead the Way’ employee engagement programme, everyone is empowered to take the initiative to improve how we work together to move the local business forward, constantly improve the offerings and service we provide customers and make the business a success.

OUTLOOK
The Commerce & Employment minister is keen for Guernsey to become a world-renowned digital destination. What message do you have for government when it comes to the key drivers for the introduction of the States new ICT strategy due later this year? Technology will be key to the island’s future economic growth, it will open up new markets, enhance international business connectivity and boost productivity and efficiency. To achieve that, there needs to public private partnerships. We have made it very clear to the States of Guernsey, in the many meetings we have had with them, that we are committed to working together to promote the excellent technological capability that already exists on the island and which, through our continued programme of investment, will develop even further. This will ensure that the Bailiwick is recognised as continuing to be able to compete on a truly global platform. There was a risk that Guernsey could have been perceived as lagging behind Jersey following JT’s much-publicised, and criticised £40m. project to develop a fibre optic network which could potentially offer the fastest connectivity in the world. That project has received significant financial investment from the States of Jersey, something that we in Guernsey have not received nor do we need to. As the owners of the island’s communication network, CWC stands by its obligation and commitment to continue its investment in new and developing technologies to ensure the island’s communication needs are fully catered for. The Oxford Economics report, which the States of Guernsey has endorsed, recommends that the States works with the private sector and the regulator to identify issues, look at alternatives and ensure that the island’s broadband connectivity remains internationally competitive and we wholeheartedly support that approach. We take our obligation to the island very seriously. The reality is that even without Government subsidy, CWC continues to invest up to £10m. per year in the telecoms infrastructure with the aim of delivering the same capabilities that JT’s Gigabit Isles initiative will, but in a shorter timeframe.

Guernsey’s fibre infrastructure may be fit for purpose today but can you reassure readers that it will be the same in years to come?
You have a strong track record for innovation. The latest being Sure TV so tell us about this and how you go about identifying new solutions/services?
As demonstrated in the previous answer, the investment in Guernsey’s telecoms infrastructure has been significant and has ensured that the network we inherited from Guernsey Telecom, which was not fit for purpose, has been able to meet the needs of 21st century customers, whether they are home or business users.
Customer research is key to us understanding the needs of our customers and how we as a company are doing and what we can do to meet those customer needs. We are the only telecoms provider to have an on-island call centre, which is available seven days a week, and we have recently launched a new division dedicated to improving customer experience.
As an example of how we continue to invest, we launched Superfast Broadband in August last year. This followed a £1m. upgrade of the broadband network and the installation of roadside broadband cabinets, known as MSANs, around the island, which, in effect, brings our exchanges closer to properties, thereby enhancing the broadband speeds that we are able to provide. The new service will deliver download speeds of up to 40Mb/s and upload speeds of up to 2Mb/s and is initially available to around 75% of properties across the Bailiwick. We continue our expansion plans to install additional MSAN cabinets around the island in the coming months, with the aim of making Superfast Broadband accessible to all Bailiwick properties at speeds up to 100Mb/s by the end of this year at greater coverage and lower pricing compared with our competing jurisdictions.
The launch of Sure TV involved extensive research and a significant investment in technology but we are delighted with the end product which aims to revolutionise Guernsey’s TV market. With more channels than Freeview, better recording functions than Sky +, an app-based programme guide and out of the home remote recording, Sure TV gives islanders a real choice in TV platforms. It offers popular channels that are currently not available to Guernsey’s Freeview viewers, including ITV4, Film 4, Five, Five USA, CITV and local radio stations. It also incorporates features such as High Definition TV (HDTV), up to 160 hours of recording time and the ability to record two channels whilst watching a third. Sure TV viewers will also be able to pause and rewind shows whilst they are watching programmes, have easy access to multi-room viewing and will even be able to browse the programme guide and set the box to record whilst away from their house. The set-top box also acts as a full media centre playing videos, music and pictures via the USB port or directly from a computer.

The promise of ‘business as usual’ may fall on those deaf ears that believe CWC’s future may no longer be in safe hands. Can you update us on how the Batelco takeover is progressing and provide us with more information on the company itself and how it can benefit Guernsey? It is important to stress that this is not a takeover. In December, Cable & Wireless Communications announced that it has agreed the sale of its Monaco & Islands division, of which CWC and our consumer brand Sure in the Channel Islands are part of, to Bahrain Telecommunications Company (Batelco). The agreement, which is subject to regulatory approval, is very positive news for Guernsey. Batelco has already committed to the continuing development of the businesses in the Channel Islands and we will also benefit from Batelco’s international partnerships and relationships. Batelco’s aim is to build a telecoms business of global relevance of which the Channel Islands will be an important part. They want to continue the development of Sure as a market leader. The team here is very excited about the opportunities that Batelco’s investment will bring to the island that will enhance our focus on delivering the best services to our customers.
Through your international networks can you provide examples of how you have helped local businesses enter international markets? CWC has a wealth of experience of building networks across the world. As a telecoms provider, we have global capacity that brings the world to the island’s doorstep and has vast experience of operating in international business centres across the world. So you could say we are one of the unseen forces that underpins our island’s success on a daily basis. International firms such as CPA Global and law firm, Ogier, already work with CWC to ensure that their offices have 24/7 communications of the highest standard. CWC’s experience and expertise in the delivery of global telecom networks were two crucial elements in the company winning the tender to design and install Ogier’s global wide area network (WAN). The fully managed WAN reaches across three continents and was perhaps the first time that a locally-based telecoms operator has won a contract to install a global corporate network. Up against competition from major multinationals, our expertise was an important deciding facing but it was the match between CWC’s global footprint and the offshore finance centres in which Ogier operates that really impressed the law firm. Importantly, even as Ogier makes plans for future expansion, the law firm knows that CWC is already present in many of the jurisdictions in which it may potentially operate.
The success of project Hugo (submarine cable network) was confirmed when you won the ‘Connectivity Supplier of the Year’ award at the E-Gaming Review awards and were also on the shortlist for the ‘Data Centre of the Year’. What is the next large scale award winning project for CWC? It really isn’t about winning awards but more about delivering a service that meets the needs of our customers. With the acquisition by Batelco, we believe that the future is very exciting for Sure in the Channel Islands and we are looking forward to working with them to continue growing the business and ensuring the island has the telecommunications network it needs to compete on a global platform.
