OVERCOMING THE ODDS Judge Brown credits his success and his popular “tough-love” sentencing philosophy to his parents, hard-working teachers who moved from Washington, D.C. to south central Los Angeles when Judge Brown was young. “I watched my parents tough it out on a daily basis, and I saw that what really kept them going was making a difference to others,” he said. “That’s why ‘making a difference to others’ is everything I’m about.”
In south central Los Angeles, countless children fall victim to the harsh environment of the inner city and never achieve a high school diploma, let alone a law degree. Enter Joe B. Brown, one of south central’s most successful natives. “I grew up in one of the toughest neighborhoods in Los Angeles,” he explained on his website.* “If you saw the movie Boys ‘n the Hood, that was the way I grew up.”
Judge Brown’s career path started in high school when he elected to pursue education above all else and graduated at the top of his class from Dorsey High School in Crenshaw, Calif. He worked his way though undergraduate courses at the University of California Los Angeles (UCLA) loading trucks and digging ditches, and he hadn’t considered law school until a close friend suggested it. Soon after, law became his passion, and he worked as a substitute teacher to finance law school at UCLA.
Despite the unfavorable conditions of his childhood, Judge Joe Brown has achieved national success as a lawyer, judge and television personality. While scores of viewers tune in daily to watch Judge Brown’s creative approaches to alternative sentencing, prior generations recognize him for a much broader role as the judge who reviewed the last appeal of Martin Luther King Jr.’s convicted assassin, James Earl Ray. As part of Cooley Law School’s 2009 Martin Luther King: Equal Access to Justice Day events, Judge Brown is scheduled to speak to the Cooley community this month about his role in the Ray case, the progress of civil rights, and Martin Luther King Jr.’s legacy in a time when America inaugurates its first African-American president.
Once he had earned his law degree, he moved to Memphis, Tenn., to take his first position in the legal field, later moving on to a position with the Equal Employment Opportunity Commission. Continuing to move up the legal ladder, Judge Brown became the city’s first African-American prosecutor and eventually the director of the city’s Public Defender’s Office. He opened his own practice in 1978, and returned to public service in 1990 when he was elected as a Tennessee Criminal Court judge. Instead of doling out jail or prison time sentences for guilty offenders, Judge Brown opted to find alternative, yet effective, sentences, which led him to become widely recognized.

INSPIRATION Judge Brown’s national recognition grew when he was assigned to review the last appeal of Martin Luther King Jr.’s convicted assassin, James Earl Ray. Ray had initially pled guilty in the assassination of King, was convicted and in 1969 was sentenced to 99 years in prison. Days after his conviction, he recanted his confession and spent nearly three decades seeking a new trial. In 1997, Judge Brown was asked to review Ray’s appeal. Judge Brown was later removed from the case before making a decision for a perceived bias in favor of Ray. A replacement judge was never assigned to the case, and Ray died in 1998. Judge Brown’s personal and professional experiences have shaped his work outside of the courtroom as well. He has devoted his weekends to mentoring youth in the roughest parts of Memphis, following up on court cases and helping kids and teens get involved in safe, healthy activities instead those that could land them in jail, or worse. “I listen to young people talk about what’s happening in their world, and I tell them about how I survived in south central,” Judge Brown said. “Because I overcame the street life and got a good education, they tend to listen to me more than most adults, and I think I give them hope.”
EVENTS Judge Joe Brown is scheduled to speak on Tuesday, January 19, 2009 at 1 p.m. in the Cooley Auditorium on the 6th floor of the Temple Building, 217 S. Capitol Ave., in downtown Lansing, as part of Cooley’s 2009 Martin Luther King: Equal Access to Justice Day events. His speech will be followed by a question-and-answer session. At 3 p.m., there will be a cultural presentation and reception sponsored by the Black Law Student Association. The event featuring Judge Joe Brown is free to the public and tickets are encouraged but not required. Donations to benefit the school’s student diversity program are welcome at the door and will be used to host similar diversity events in the future. Judge Brown has been recognized repeatedly for his dedication to the law and service to the community. He was honored with the Olender Foundation’s Advocate for Justice Award at the Kennedy Center for his work with inner-city youth. In recognition of Judge Brown’s service as a community leader and jurist, he was inducted into Phi Alpha Delta, the world’s pre-eminent law fraternity, as an honorary member in 1999. Goldie Adele, Cooley’s coordinator of student services and diversity, who is organizing Judge Brown’s visit to campus, believes that Judge Brown is a perfect fit to headline Cooley’s Equal Access to Justice Day. “Judge Brown has more than four decades of experience both inside and outside the courtroom,” Adele said. “He has endured personal and professional challenges and is willing to share his candid story.” Today, Judge Brown has a daily syndicated television program. The program has no judicial power sanctioned by any government, but it acts as an agreed-upon arbitration in place of small claims court litigation. “It’s simple,” Judge Brown said. “People should be kind, caring, and humane. Cooley Law School and the Alumni Special Events Committee hosted the Lansing Alumni Reception and Student Mixer on May 29, 2008. Seventy-five guests, including Cooley faculty, staff, graduates from the Mid- Michigan area, and current students joined cohosts Alumni Association President Diane M. As a Cooley student, the Lansing alumni-student mixer gave me the opportunity to meet Cooley alumni who have gone on to become professors, judges, and practicing attorneys; and it took place all in the same room. Graduates also felt that the mixer in Lansing was an excellent way for current Cooley students and Cooley alumni to join as one to represent the ever-growing Cooley community. Even though Cooley Law School has more alumni than any other law school, the alumni-student mixer provided an inviting and intimate setting for current Cooley students to meet Cooley alumni.

Smith (North Class, 1980) was on hand to grant the Distinguished Student Award to Jihan T. Bahhur (Kavanagh Class, 2008). Nine students were considered for the term’s Distinguished Student Award. Nominees furnished a variety of informa-

Members of each graduating class were evaluated on the criteria of character, academic accomplishment, leadership, and extracurricular activities in the decision to grant the Distinguished Student Award.
