MONITORING AND FORECASTING NEARSHORE WATER QUALITY

The Estonian Marine Systems Institute (MSI) develops tools and services for real-time monitoring and forecasting of the nearshore environment for empowered decision making. For example, local authorities in charge of bathing water quality and coastal waters, as well as beach users, benefit from MSI services. MSI collects data, runs detailed ocean models. Downscaling is a method for obtaining high-resolution local models from the lower resolution Copernicus Marine Service Baltic model as forcing conditions. MSI provides synthetic indicators for decision making support extracted from their detailed ocean models forced by the Copernicus Marine Service boundary conditions.

Microbial organisms, also referred to as pathogens, such as bacteria and viruses in water bodies can make waters unsafe for humans. Swimming and other recreational activities in water contaminated with pathogens can make people ill. Hence monitoring the microbial organisms in water bodies helps local authorities to protect human health.

MONITORING SEA LEVEL TO SUSTAIN FERRY CONNECTION FROM ISLAND TO MAINLAND

Sea level needs to be monitored in the Baltic Sea especially in shallow areas in order to sustain all ferry connections between island and mainland. In October 2016, the sea level at the eastern part of the Baltic Sea was extremely low for an unusually long period causing problems for the ferry traffic between the islands and the mainland in Estonia. Sea level at Rohuküla harbor fell below critical limit for large ferries on 5th of October 2016 and mostly stayed below that level until 25th of October 2016. The lowest sea level within that period was reached on 22th of October when large areas of the Estonian coastline were dried out. Strong economic activities are associated to the daily island-mainland ferry connections: for example tourism, perishable food suppliers and fish factories delivery. The Marine Systems Institute at Tallinn University of Technology (MSI) was contacted by the ferry operator in order to forecast sea level between the Rohuküla harbor and Hiiumaa island. The Copernicus Marine Service Baltic Sea Physics analysis and forecast product was used to provide 60-hour sea level forecast updated twice a day to the end-user.

Hiiumaa is a second largest island of Estonia. Its population (about 9000 residents) needs continuous ferry traffic from the island to mainland. The ferry channel (i.e. Rukki channel) is dredged regularly to enable ferry connection to the island as the sea is very shallow in this area. Nevertheless, in case of very low sea level events, the channel might not be deep enough and the ferry connection can totally cease. In October 2016, the sea level at the eastern part of the Baltic Sea was extremely low for an unusually long period which caused problems for the ferry traffic between the islands and the mainland in Estonia. The event had significant economic effect to the local businesses.

CMEMS Analysis and Forecast model in the Baltic Sea provide with 60-hour forecast of 3D ocean parameters updated twice a day. Physics and bio-geochemical models over the Baltic Sea are used in this application. They provide hydrodynamic and biogeochemical data for the study.

FLOOD PREVENTION ALONG THE ESTONIAN BALTIC COAST

The private company REACH U creates value on the basis of location and movement by combining experience in mapping, geographic information systems and big data. REACH U has developed a web application for flood prediction of Pärnu City in Estonia, using among other information a highresolution dynamical downscaled model from the Estonian Marine Systems Institute, MSI. Downscaling is a method for obtaining high-resolution local models from the lower resolution Copernicus Marine Service Baltic model as forcing conditions. The web application provides water level prediction 48 hours prior to the event. It is a fully automated monitoring and reporting system, which delivers flood warnings with cadastral (building) accuracy to citizens, city governments and rescue services.

environmental monitoring is the responsibility of Estonian Weather Service at the Estonian Environment Agency. For this purpose, a local high-resolution 3D hydrodynamic ocean model is run operationally since 2009 using the HBM-EST model. Results are displayed on the Estonian Weather Service web site with forecast including sea level, temperature, salinity, currents and ice conditions. Model results are used for early warnings about extreme marine weather events and for decision support in accident situations as pollutant spill and search and rescue at the sea. The forecast is valuable to the public and private sector in routine applications like routing in ice covered area, recreational background information for the public, sea level changes on shallow areas for small vessels. 3D marine parameters updated on a daily basis gives valuable input to the environmental applications in monitoring the ocean state in Estonian marine waters. HBM-EST model uses the Copernicus Marine Service Baltic Sea model as a forcing at its boundary conditions.

More than one third of the Estonian territory is on the sea. It lays on the Gulf of Finland with a unique sea connection between Europe and Russia. Many activities take place there, starting from tourism to defense. Moreover, the Neva river, i.e. the largest river inflow in the Baltic Sea, is located at the tip of the Gulf of Finland. The Neva River, which goes through large chemical waste storages on the Russian territory, is considered as a major pollution source for the Baltic Sea. It is hence very important to monitor the Gulf of Finland.

MSI, the Estonian Marine Systems Institute at Tallinn University of Technology, focuses on studies of the Baltic Sea environment. The University Department of Marine Systems is an education, research and development institution whose competence involves basic and applied research into the Baltic Sea physical and biogeochemical processes. The MSI develops marine information systems and teaches forecasting methods. MSI uses the Copernicus Marine Service Baltic Sea products as a support for teaching at graduate and post-graduate level. For example, graduate students are trained to download 4D datasets from the Copernicus Marine Service for use as input for various tests in scientific computing.

Leveraging of the Copernicus Marine Service in education initiatives has been put in place at the Estonian Marine Systems Institute. A key focus is to develop a pipeline in ocean education that will have a large impact in Europe and internationally. This is particularly important for a number of reasons. There are now environmental issues that we are facing with the ocean that are global and will require a literate public to understand these issues. It is also particularly important to educate our political leaders.
