The Copernicus Marine Service (CMEMS) provides reference data and information on the physical and biogeochemical state, variability and dynamics of the ocean and marine ecosystems for the global ocean and the European regional seas. Products are free of charge and open to all, accessible via marine.copernicus.eu. CMEMS is implemented by Mercator Ocean International on behalf of the European Commission.

ASSESSING THE NUTRIENTS BUDGET IN PORTUGUESE COASTAL ZONES CASE • USE OVE RVIE W
MARETEC is a multidisciplinary research centre within the Instituto Superior Técnico (IST) in Portugal. MARETEC's main activities are numerical modelling covering almost all phases of the water cycle from watershed to river, estuary and ocean (http://forecast.maretec.org/maps/). It has developed a system for assessing the nutrients budget along Portuguese coastal zones, and especially around the Tagus Estuary zone. Thanks to the MOHID water modelling system incorporating land, river discharge, estuarine and ocean models, the whole system models the river discharges that end up in the Tagus estuary and finally in the open Atlantic Ocean. The MARETEC system is downscaled from the Copernicus Marine Service model in the IBI area. Dynamical downscaling is a method for obtaining high-resolution local models from lower resolution CMEMS models as forcing conditions. Ramiro Neves from MARETEC says that "The Copernicus Marine Service products are a great opportunity for small groups like MARETEC that have the technological capacity to develop services at home and worldwide".

Water quality is a critical factor for various sectors such as recreational, fishing and aquaculture activities. It depends partly on the nutrients concentration in coastal zones which can trigger harmfull algal bloom, green tides, anoxic conditions, bacteria pollution for examples. The quality of the water can significantly affect human and all oceanic organism health.

CMEMS IN SUPPORT TO COPERNICUS MARITIME SURVEILLANCE SERVICE CASE • USE OVE RVIE W
The European Maritime Safety Agency (EMSA) is the Entrusted Entity responsible for delivering the Copernicus Maritime Surveillance service (CMS), in the framework of the Copernicus Security Service. The service is free of charge for authorized users performing operations in the maritime domain. The CMS function areas include: supporting the fisheries control activities, maritime safety and security, law enforcement, customs activities, marine environment monitoring (pollution) and other operations linked to anti-piracy and defense. EMSA delivers the CMS service via a dedicated web-based interface - Integrated Maritime Service (IMS). The IMS integrates a wide range of maritime data from various sources including ship reporting systems and ancillary meteo-oceanographic data from CMEMS, EMODNET and ECMWF. Various parameters such as sea surface temperature, wave height, ocean currents and sea surface height from CMEMS ocean model, including 10-day forecast, are ingested into the IMS tool. The integration of these data sets boosts the usage of the interface and assists the CMS users in assessing a more complete maritime surface picture.

The value-added products (i.e. Vessel detection, Activity detection as well as Wind and Wave Information) available through the Copernicus Maritime Surveillance Service allow to reach large user communities ranging from fisheries control, law enforcement, maritime safety and security, customs, marine pollution monitoring and other international organisations.

CMEMS satellite observations and model products are integrated in EMSA's systems. FLOOD PREVENTION ALONG THE PORTUGUESE ATLANTIC COAST CASE • USE OVE RVIE W
ACTION MODULERS is a private consulting company from Portugal that provides services and software solutions worldwide, one of which is the MOHID Water Modelling System (http://www.actionmodulers.com/products/mstudio/products-m ohidstudio2015.shtml). The Portuguese coast is regularly exposed to flooding events. The MOHIB Water Modelling System is an early warning system to help reduce flood risk. MOHIB is composed of a downscaling modelling suite using the Copernicus Marine Models as boundary conditions. Downscaling is a method of obtaining high-resolution local models from lower resolution CMEMS models as forcing conditions. Frank Braunschweig from ACTION MODULERS states that "the Copernicus Marine Service high-resolution ocean model provides very accurate oceanic boundary conditions for our local MOHIB downscaling models. Thanks to CMEMS, we have for example developed an early warning system for flooding around the Tagus river and in the Baiwa area in Lisbon".

ISWIM: BATHING WATER QUALITY MONITORING IN THE BLACK SEA CASE • USE OVE RVIE W
iSWIM is a dynamic web-based and mobile-friendly decision support system to enhance the management, monitoring and forecasting of the bathing water quality in the Black Sea, Mamaia bay, integrating numerical models downscaled from the Copernicus Marine Service Black Sea model with in-situ measured data and CMEMS remote sensing products. Taking advantage of high resolution operational modelling and web-based technologies applied to coastal areas in the Black Sea and other regions in the world, the operational implementation of iSWIM provides i) Increased situational awareness in terms of bathing water now and in the future; ii) Increase of safety, environmental and public health performance in beaches and recreational waters; and iii) Valuable, accurate water quality and marine weather information, needed to promote safer recreational activities in bathing waters. Mamaia along the Black Sea coast is the largest touristic seaside resort of Romania. Mamaia beach is one of the most famous beaches of the Romanian Black Sea. Monitoring potential impact on its environment require mitigation measures: local and regional water quality changes due to direct physical, chemical and biological disturbances need to be monitored. iSWIM is focused on the Bay of Mamaia and is based on an operational system (since April 2016) implemented by NIMRD/ACTION MODULERS.

MONITORING OIL SPILLS OFF THE PORTUGUESE COAST

Three Portuguese organisations, MARETEC, INSTITUTO SUPERIOR TECNICO and ACTION MODULERS, have developed an oil and Hazardous and Noxious Substances (HNS) spill model-based decision support tool for use in the Atlantic, called the ARCOPOL Platform. Since 2014, the Lisbon Agreement (CILPAN) has set up a mechanism to ensure cooperation in the event of pollution incidents. In this context, MARETEC, INSTITUTO SUPERIOR TECNICO and ACTION MODULERS have developed a model-based decision support system to improve preparedness and prevention concerning oil and chemical pollution, based on Lagrangian Wizard (an on-demand simulator), a Dynamic Risk Tool, an oil-spill modelling system and the MOHID-CLEANSEANET oil spill alert system. The oil spill modelling system is downscaled from the Copernicus Marine Service model. Dynamical downscaling is a method for obtaining high-resolution local models from lower resolution CMEMS models as forcing conditions. The European Maritime Safety Agency (EMSA) is a prime user of this service and incorporates oil spill forecasts (backwards and forwards in time) in its CLEANSEANET online graphic interface.

More than 2000 HNS-classified chemicals are transported by sea, generating increasing pollution risks along the Portuguese coast. An oil spill is the release of a liquid petroleum hydrocarbon into the environment, especially marine areas, due to human activity, and is a form of pollution. Oil spills can have disastrous consequences for society; economically, environmentally, and socially. As a result, oil spill accidents have initiated intense media attention and political uproar and actions have been taken to reduce their impact, including oil spill monitoring.

MONITORING OIL SPILLS OFF THE PORTUGUESE COAST

LNEC (Laboratorio Nacional De Engenharia Civil) in Portugal has developed an online service entitled the WIFF (Water Information and Forecasting Framework, http://ariel.lnec.pt) platform, which provides hydrodynamic forecasts in the Atlantic ocean for various sectors such as water pollution by oil spills. They have developed a modelling suite, ranging from low resolution Copernicus Marine hydrodynamic models to higher resolution local models, and finally to oil drift models. The high-resolution hydrodynamic model is downscaled from the Copernicus Marine Service Iberian-Biscay-Irish Sea model. Dynamical downscaling is a method for obtaining high-resolution local models from lower resolution CMEMS models as forcing conditions. The WIFF platform provides for example useful, very high-resolution ocean current forecasts for oil spill risk management in the Aveiro Lagoon.

SUPPORT TO EXPLORATION ACTIVITIES FOR DEEP SEA MINING CASE • USE OVE RVIE W
SAGRES Project is an innovative and disruptive approach developed by ISQ that focus on the conception and validation of an algorithm that supports decision to prospection and exploration (P&E) activities related with deep sea mineral (DSM) resources based on satellite information, and complemented by in-situ data, including CMEMS data. The fusion and analysis of these data can be used as approximation vectors towards mineralization in order to enhance location, delineation and ranking of potential P&E target areas related with the occurrence of DSM resources such as manganese nodules, cobalt-rich ferromanganese crusts, and seafloor massive sulphide deposits. By using this approach, SAGRES Project expects to increase P&E discovery success rates, optimize campaigns time, reduce P&E uncertainty and costs, and provide baseline information related to the environmental impact of this activity. The preliminary and ongoing results are very promising, and show for several areas considered in the North Atlantic Ocean a significant forecast capacity performed by the algorithm.

In the case of cobalt-rich ferromanganese crusts, the algorithm results show 77% of certainty in its forecasted capability. The distribution of the algorithm predicted points are in good agreement with the depth range considered appropriated for the economically viable occurrence of cobalt-rich ferromanganese crusts. The SAGRES Project ongoing approach can therefore contribute to smarter ocean exploration missions.

CMEMS model about the ocean physical, chemical and biological parameters together with other satellite and in-situ data are used. For instance, the provision of data on temperature, salinity, and concentration of oxygen, nitrate, phosphate and chlorophyll in sea water at several depth ranges and fairly high resolution grids are important to better constraint and enhance the forecast capability of the SAGRES Project algorithm. SUPPORTING MSFD DIRECTIVE IN THE ATLANTIC OCEAN: THE IFADO PROJECT CASE • USE OVE RVIE W
The iFADO project aims to create marine services at regional and subregional scale using the Marine Strategy Framework Directive (MSFD) in the EU Atlantic Waters as case study. The project combines traditional monitoring with cost-effective, state-of-the-art technologies: remote sensing, numerical modelling and emerging observation platforms such us gliders and oceanic buoys. It downscales CMEMS products and combine them with gliders, ocean buoys and satellite data, to develop tailor-made and innovative services to assist the MSFD competent authorities, enhance the local and regional blue economy, optimize observing strategies and capitalise on individual partner initiatives and historical data. In order to tackle difficulties arising from the MSFD implementation, iFADO aggregate ocean information for the EU Atlantic region ensuring the comparability of assessment approaches and methods with an homogeneous transnational approach.

SUPPORTING PORT OPERATIONS IN PORTUGAL

APDL (Administração dos Portos do Douro, Leixões e Viana do Castelo, SA) in Portugal is responsible for the administration of the sea ports of Douro, Leixões and Viana do Castelo and the Douro River Waterway. They have developed a mobile application METEODOPS, used by their pilots and operational managers for real time port operations. The METEODOPS application relies on the AQUASAFE system developed by HIDROMOD. The AQUASAFE system is based on a suite of hydrodynamical models, meteorological models, wave models and in-situ observations. The AQUASAFE high-resolution hydrodynamical model is downscaled from the Copernicus Marine Service model. Dynamical downscaling is a method for obtaining high-resolution local models from lower resolution CMEMS models as forcing conditions. The METEODOPS mobile application provides port managers with real-time met-ocean information to support them in their day-to-day decision making.

SUPPORTING PORTUGAL WITH THE EUROPEAN MARINE STRATEGY FRAMEWORK DIRECTIVE CASE • USE OVE RVIE W
The European Marine Strategy Framework Directive (hereafter MSFD) requires EU Member States to take the necessary measures to achieve a good coastal and oceanic environmental status by 2020. In Portugal, the DGRM (General-Directorate for Natural Resources, Security and Maritime Services) is one of the national agencies in charge of implementing such measures. For MSFD, 11 Descriptors have been defined for monitoring the environmental status of the oceans in terms of marine biodiversity, eutrophication, contaminants, marine litter and submarine noise. Copernicus Marine Service Ocean Colour Satellite data are key inputs for monitoring some of the 11 Descriptors, especially Descriptor number 5 dealing with eutrophication. Elisabete Dias from the DGRM has stated that "the Copernicus Marine Service Ocean Colour data are central for the MSFD, as they enable us to improve consistency in eutrophication assessments based on chlorophyll, using satellite-derived chlorophyll provided by CMEMS".

The aim of the European Union's ambitious Marine Strategy Framework Directive is to protect more effectively the marine environment across Europe. It came into force on June 2008 and was transposed into each member's state national legislation by mid 2010. It is the first EU legislative instrument related to the protection of marine biodiversity and aims to protect the resource base upon which marine-related economic and social activities depend.

SUPPORTING THE SHIPPING INDUSTRY AND PORT OPERATIONS CASE • USE OVE RVIE W
HIDROMOD has developed the AQUASAFE system, which provides products and services to the shipping industry and port operations. The AQUASAFE system is based on a hydrodynamical modelling suite, meteorological models, wave models and in-situ observations. The AQUASAFE system uses various products from many sources as input, including those from the Copernicus Marine Service. The AQUASAFE high-resolution hydrodynamical model is downscaled from the Copernicus Marine Service model. Dynamical downscaling is a method for obtaining high-resolution local models from lower resolution CMEMS models as forcing conditions. The AQUASAFE system provides for example a dashboard in the Pilotage control room in Santos, Brazil, or a mobile application for operations in the ports of Leixoes and Setubal, Portugal.

Ports, waterways and locks are constantly being extended and adapted in order to meet economic demand. Private companies such as HIDROMOD help project developers and government authorities with the design, construction, and servicing of ports. Their knowledge about waves, morphology, hydrodynamics, water quality and ecology allows to advise clients and to optimise the design of ports. The use of the free and sustained Copernicus Marine Service products is an asset for such private companies.

CMEMS Analysis and Forecast model products provide with 7-day forecast of 3D ocean currents updated daily. Physics Models for the Iberia Biscay Irish sea is used for this application. It provides hydrodynamic forecast including high frequency processes of paramount importance to characterize regional scale marine processes. Product in use 1

SUPPORT TO PORTUGAL GOVERNMENT FOR EEZ MONITORING CASE • USE OVE RVIE W
DEIMOS Engenharia is a private Portuguese Aerospace Engineering company which coordinates the SIMOcean project, http://www.simocean.pt/. This project is integrated in the initiative of the Portuguese Government to develop a set of coordinated systems providing access to national marine data. SIMOcean will help the Portuguese government in its decision making and management process in 3 areas: Fishing area characterization, Sea state index for harbour areas and Diagnostic of met-ocean fields. Several datasets, currently scattered among different departments of the Portuguese Meteorological (IPMA) and the Navy's Hydrographic (IH) Institutes, will be brought together in an Open Data system to be exploited by three flagship value added services. SIMOcean stores model and in-situ information from different sources and providers, including datasets from the Copernicus Marine Service (CMEMS). The CMEMS data, specifically Ocean Colour and Observed Sea Surface Temperature, are important data sources for the Fishing Areas Characterization Service, since they are used as environmental variables to model the sardine and mackerel possible distribution.

Portugal has the largest Exclusive Economic Zone in the European Union and the 10th largest in the world. An integrated management of the Portuguese marine system is therefore crucial to monitor a wide range of interdependent domains. Such system should assimilate data and information from different thematic areas, ranging from ocean and atmosphere state variables to higher level datasets describing human activities and related environmental, social and economic impacts.

TAILORED MARINE WEATHER INFORMATION SERVICES CASE • USE OVE RVIE W
Sea related operations management requires the best possible knowledge about the factors that impact them. In the recent years, Earth Observation products and services have become more widely available and reliable. The Copernicus Marine Environment Monitoring Service (CMEMS) represents one data source which can provide important efficiency and safety gains for different operations in the marine environment. Taking advantage of these data sets HIDROMOD is daily producing derived downstream services providing user fitted information which include high resolution model forecasts and local real-time observations. Different coastal activities such as navigation, seaport operations, aquaculture, sea pollution control services, search and rescue missions, etc., are already benefiting from these services and by this way improving their efficiency and safety. HIDROMOD is making use of different Copernicus Marine Service data sets either for high resolution models validation (mostly satellite data) or for high resolution models operation (CMEMS regional forecasts to provide initial and boundary conditions to high resolution models).

Although the exact quantification of the benefits is difficult, it is a fact that the return in efficiency for operations related to ports or aquaculture are translated into thousands of Euros a year. In practice the recognition by the users of the added value translates in their willing to pay for the provided services. It already represents about 25% of HIDROMOD annual turnover. Examples of clients are 5 major ports in Portugal, 1 in Spain and 1 in Brazil, 2 water utilities, 2 electric utilities in Portugal and 1 major aquaculture operation in Portugal. New pilots are starting in operations related with offshore renewables and aquacultures.
