voluntary sector Plymouth’s voluntary and community organisations have received a £1.3 million boost. As part of a radical approach which will see the voluntary, public and private sectors working together for the good of the city, the Esmé Fairbairn Foundation, one of the largest independent grant-making foundations in the UK, is awarding £1.3m to Plymouth as part of a pilot programme of ‘place-based funding‚‘ The investment will build on the collaborative and cross-sector approach to decision-making that has evolved across the city in recent years. The Plymouth Octopus Project (POP+), which represents the voluntary and community sector, will receive the money as part of a five-year initiative to help make a better city for everyone. Over the last twelve months staff from the Esmé Fairbairn Foundation have made several trips to Plymouth discuss needs and opportunities with the local sector. Chief executive of the Esmé Fairbairn Foundation, Caroline Mason, said: “We saw a city that was working together to do things for the good of everyone rather than for individuals. We hope our funding will further inspire local people to affect change and transform the place they live.

in and where an injection of money will make a change happen. It means that the community sector, especially at grassroots, where the work of inspirational individuals is often unrecognised outside their own neighbourhoods, can be stronger and have more influence on what happens in the city.” Most importantly, said Jacky, it’s those individuals, communities and members of the sector who will decide how the money is best spent. “The Esmé Fairbairn Foundation wants us to be quite radical in how we use this money so we need as many people as possible to speak up and tell us how we can make Plymouth better. “We’ve got amazing citizens; a wonderful heritage and fantastic opportunities. This money will enable us to think differently, to make the best possible use of our assets and our opportunities and, through a truly collaborative approach, create a city that works for everyone.” One of the roles that POP+ already has is supporting the many voluntary and community organisations across Plymouth with, for example, capacity building; training and funding advice.

“This is a bold new funding approach for the Foundation, making the best of all an area’s assets, including organisations such as POP+, with the aim of sharing learning across the voluntary, public and private sectors.”

Darin Halifax, a senior policy advisor at Plymouth City Council, has been working with the organisation for three years and believes there is now a productive and more respectful relationship between the city council and the voluntary sector. The money from the Esmé Fairbairn Foundation will, he says, help to strengthen the sector and continue to change the way the city works;

Jacky Clift, chief executive at POP+, said the investment will enable them to increase their work and strengthen their networks, but also, she says, to fund interesting and inventive community projects designed and driven by the communities themselves.

“It gives opportunities for more organisations, whatever their size, to have an impact on the delivery of services in the city and subsequently to enable recipients of those services to have a much more personal relationship with the supplier.”

“This is a gamechanger for us and for the city. It is money to encourage collaboration, not just among voluntary and community organisations, but also with the council and other public sector bodies, with businesses and the private sector.

• POP+ have announced that it is relaunching its monthly Thursday sessions for everyone working in the voluntary and community sector in Plymouth. Held at Engage Church in St Levan Road in Milehouse, the first session took place on September 21. For more information contact POP+ on 01752 395131.

Plymouth Marine Laboratory announces £5.4 million building project Work is due to start in October on a £5.4 million project to develop Plymouth Marine Laboratory’s ground-breaking research. The project will create a suite of showcase laboratories and further boost PML’s capacity as a leader in pioneering marine science. The exciting new laboratories will enable PML to build on its excellent reputation in interdisciplinary marine research, and include facilities to investigate the impacts of plastics on the environment and the marine life within it. Professor Steve de Mora, chief executive at PML said: “Our new laboratories will build on key, established PML strengths, allowing us to not only continue to innovate across a range of disciplines, but provide even greater opportunity for collaboration at regional, national and international levels.” The Natural Environment Research Council (NERC) has provided £5 million towards the new facilities, with a further £400k invested by PML as it tackles questions at the forefront of global marine science. The work will be undertaken by Devon Contractors Ltd, and is expected to last around 18 months.

Change of signal priorities at Outland Road, Ham Drive and Weston Park Road junction Traffic signal priorities have been changed at the junction of Outland Road, Ham Drive and Weston Park Road. Previously, traffic from Ham Drive and Weston Park Road heads onto Outland Road at the same time and drivers turning right have to give way to oncoming traffic. The signals will be changed from Tuesday evening (19 September) so that traffic from Ham Drive and Weston Park Road will be released onto Outland Road on separate signal phases.

‘Positive’ progress’ on devolution deal A devolution deal for the Heart of the South West area took a ‘very positive’ step after Somerset, Devon, Torbay and Plymouth leaders and senior politicians recently met Jake Berry MP, the Government Minister with responsibility for devolution. The leaders discussed the next steps for a Combined Authority, which would see increased powers move from Westminster to the Heart of the South West area and they described the meeting as positive. Leader of Plymouth City Council Ian Bowyer

r ppe ion o h S etit or f mp Co ners n i s W ugu t A

said: “It was a really encouraging meeting and we were all really pleased with the Minister’s response and his recognition of the work we have done to develop a strong partnership. “The minister basically confirmed the scale of the deal depended on the scale of our ambitions. Through the work we have all done together on our Productivity Plan, we have a clear sense of direction of how funding and autonomy could help create better jobs, boost productivity, improve skills and training and create a stronger economy for our region.” Crucially, the Government minister also confirmed that the Combined Authority would not need to follow the elected mayor model

Congratulations to the winner of the Truly Scrumptious Boutique competition in our August edition. The winner of a two hour birthday party for up to 10 children was Mrs Davis from Plympton.

which had been a stumbling block for many local leaders. If approved, the new Combined Authority would comprise 17 Local Authorities, two National Parks, the LEP and three CCGs. It would take responsibility for extra powers and budgets, delivering benefits for all residents including higher productivity, better-paid jobs, improved road, rail and broadband links and more affordable homes for the region. Devon and Somerset contribute over £34 billion a year to the economy – more than Britain’s second city, Birmingham. A key aspect of any devolution deal would be to improve training and skills in the region and boost productivity.

The change was recommended by the construction contractor for the Outland Road Junction Improvement Scheme (Amey), following monitoring of the junction’s operation

It will make it easier for drivers turning right out of Ham Drive and Weston Park Road and address concerns raised by some people travelling through the area. The changes should not affect drivers heading north or south along Outland Road itself.

“For we are His workmanship, created in Christ Jesus for good works, which God prepared beforehand so that we would walk in them.” Ephesians 2:10

Recycling rates improve after changes to bin collections

New figures show that people across Plymouth are recycling more and throwing away less waste. The city is trimming its waste line – throwing away nearly 12 kilos less per household – that’s almost two stone (48 pasties) less rubbish than they did over the same period last year.

Home visits availa ble

An extra 319 tonnes of recyclables – that’s the equivalent weight of 12 rubbish trucks or 1,276,000 pasties. The amount of domestic waste reused, recycled or composted overall has increased by 549 tonnes.

ESTABLISHED IN 2005

NEW! Foot Care Clinic opening in Stoke Village on 29th September 2017 - £13 per visit

The provisional figures for the recycling/compost rate now stands at 38.62 per cent for the period of April to June. These figures are currently being verified and there will be some seasonal variation over the coming months, but we are on target for our predicted recycling rate increase.

Treatment includes: • Toenail cutting • In-growing toenails • Reduction of thickened nails/calluses • A cream foot massage after every treatment.

Council leader Ian Bowyer said: “This is good news. We know this has been a huge change for our residents and our crews to get used to. This shows that it is worth doing. In May 2016 we inherited a poor recycling rate of 32% from the previous Labour administration which is significantly below the average UK figure of 43%.

“The Conservative administration took the bold decision to move to an alternate weekly collection to encourage recycling as we wanted to improve Plymouth’s recycling rates and we wanted a cleaner and greener city. Clearly the latest provisional recycling rate of 38.62% has shown that this was the right decision and we will always do what is right for Plymouth’. The council changed to alternate weekly collections in May, with recycling or green bin picked up one week and nonrecycling in the brown bin picked up the following week. Other interesting statistics from April to June • The amount of rubbish collected in the brown bins has reduced by 1,810.07 tonnes – a drop of 11.9 per cent • Overall the amount of domestic waste sent to the EFW has reduced by 1,311 tonnes – down 7.3 per cent • Chelson Meadow and Weston Mill Household Waste Recycling Centres received an extra 9,255 visits, compared to last year with residents taking their waste and recyclables which were being thrown away in the brown bins.

St Boniface Church is raising £14,000 for the restoration of its unique stained glass ‘Jesus’ window. The window was designed and built by the monks of Buckfast Abbey and was installed in the old St Boniface Church in 1967. In 2005, the old building was demolished, and the window was removed, stored, and professionally reinstalled into the new, modern style church building, where it spans both floors.

£14,000 appeal to restore stained glass window

It is made in the dalles de verre style, and the only similar window in the country is in Buckfast Abbey itself. Time and the British weather have not been kind and the window has warped out of shape over its 50 year lifespan. Large pieces of glass are starting to become loose and fall out, and we need to restore the window before it becomes beyond repair. Many members of the congregation have happy memories of fundraising activities they took part in, to raise money for the window in the late 1960s. The window is an important part of local heritage, as well as being beautiful and an inspiring piece of art. Members of St Boniface Church are appealing for donations to help with the professional restoration work. We meet on the second Friday of every month in the Wolseley Trust Community Building (next to Sylvia’s Café) behind the Co-op superstore in Wolseley Road, PL2 3BY, just down from Milehouse traffic lights going towards St Budeaux. We have interesting speakers chosen by members, from MPs to representatives of national and local businesses, and these free meetings are from 10.30am to 1pm. Parking is usually available and many buses stop outside the Co-op. Our social meetings are held in Kings Tamerton Community Centre, PL5 2BH (the No 16 bus stops outside) and we have a variety of acts to entertain us, from cabaret to country & western, and these meetings are from 2pm to 4pm on some Fridays. Non-group members pay £2 but this includes a very good buffet and we always have a raffle. Have you the time to spare a thought about children without parental support and who gives them presents for Christmas? Well, Plymouth charity the Rainbow Project are holding a Christmas sale to raise £10 for each of the 80 children in a Romanian children’s home. The home is in the north Eastern part of Romania and the charity started when television programmes showed the appalling conditions of children in Romania living in state homes. The charity has been holding sales in various places ever since.

Tel:01752 766419 Mob:07968 949558 pritchardplumbing@btinternet.com All major debit & credit cards accepted.

Recently the charity sent funds to pay for an outdoor play area so that the children can play outside as the only place for them to play at the moment is in their dormitories.

Christmas sale to raise funds for Romanian children

★★★★★

five star reviews

The sale will be held at Bee Pugsley’s home, 7, Furzehatt Way Plymstock, PL9 8LP, on Friday and Saturday November 10 and 11 between 10 30am and 2 pm. Local people are invited to go along for a hot nourishing lunch each day or coffee and home-made cakes with the opportunity to chat to the Rainbow Project volunteers. The charity has been helping children in Romania for many years and chair Bee Pugsley and other committee members visit the home to monitor all improvements. The charity also works in Vulcan, near Brasov to help more children and very poor families. Bee said: “It is exciting to visit both parts of this beautiful country and to see how our fundraising makes a big difference to many people’s lives. Unless dire poverty is experienced first hand you can’t imagine the difficulties many people live through day by day, with no running water or electricity. We invite people to come and see also what we will have on sale and bag a Christmas bargain. “We have many adventures as we meet together and organise sales and we are blessed with having many fantastic volunteers who help week after week. Looking forward to seeing you all!”

Casting now for Christmas in the Park

Do you like dressing up and making basic costumes? Perhaps you belong to a choir - or just enjoy singing. Then ‘Christmas In The Park’ could be just up your street.

The Victoria Park Community Project is appealing for in-costume volunteers to man their Nativity tableau, on Saturday December 9 from 4pm . The park, in Millbridge will need six ‘holy families’ because although the tableau will be under cover, it will be outdoors in all weather, so half hour slots are planned for comfort. Singers, individual or groups, and musicians are also required to lead the torchlight carol singing. Michelle Quintrell, chair of Victoria Park Community Project, said: “The nativity would be an ideal project for schools and nurseries – but any age is welcome. Amongst other things, we’re also planning a ‘Reverse Santa’, who will be accepting gifts instead of handing them out. “These will benefit three local charities, one of which is the Woodside Animal Welfare Trust, for pet food. Two others are to be confirmed. Being very flat and disabled friendly, we’re hoping to attract Christmas themed mobility scooters and wheelchairs on the day too.” For information, please contact Michelle Quintrell on 07718935690 or e-mail michellequintrell@btinternet.com The Plymouth Shopper

Ceilidh to raise funds for city charity Plymouth-based charity Friends & Families of Special Children is holding a Ceilidh fundraiser in October. The event promises an evening of fun and dancing and takes place at the Crowne Plaza (formerly the Holiday Inn) on October 20 at 7pm. Tickets are £35 and include a two course meal and the Ceilidh band and instructor for the evening. There will also be a raffle and auction with prizes from local businesses. Friends & Families of Special Children provides a range of services to families who have children who experience all forms of disabilities. The charity provides a range of services for the whole family and the Ceilidh will raise funds that will go towards running these services. Lead fundraiser at the charity, Hannah Whiting, said: “It should be so much fun with lots of dancing with our Ceilidh band. Ceilidh comes from the Gaelic word for gathering or party and is very similar to a barn dance. We really want this event to be a success in raising funds for our charity, so if you would like to book tickets, please get in touch.” For details call 01752 204369 or e-mail hannah@ friendsandfamilies.org.uk

Public invited to take part in discussion on Brexit A special public discussion on Brexit is being organised by South West MEP Molly Scott Cato in St Budeaux in October. The aim of the event, which takes place on October 21 at 1pm at the Tamar View Resource Centre in Barne Barton is to highlight the issues raised by Brexit and to give local residents the opportunity to express their views. The event is called ‘Divided Country, Shared Future’ and the discussion will be run by an independent professional facilitator who will ensure all views are heard and respected. MEP Molly Scott Cato, is one of six MEPs from different political parties elected in 2014 to represent South West England at the European Parliament. She said: “The EU referendum of 2016, and the 2017 General Election, have left our country and our communities divided. Whatever the next steps that we look to take, most people agree that we should be looking to take them together. For this to happen, people from all sides need to be able to listen and understand why these issues matter to others. “The event aims to find out what people think about these important subjects, and to encourage shared discussion about their views. There are no ‘right’ or ‘wrong’ views.” Refreshments will be provided and places must be reserved in advance by visiting www.eventbrite.co.uk/o/office-ofmolly-scott-cato-mep-11888917918 For those without internet access or for further information call Andy Pratt on 07410 441181.

£5,000 boost for outdoor learning sessions for Plymouth families thanks to Santander Foundation Beach Schools South West CIC and Arterne CIC programme SEA-ing Changes has received £5000 to fund goal-based outdoor activities in the marine environment for families in Plymouth.

The donation was provided by the Santander Foundation, which offers Discovery Grants to UK registered charities for projects that help disadvantaged people in local communities. Beach Schools SW CIC and Arterne CIC have joined together to help support families with emotional, mental and educational challenges. The grant will enable 10 families a rare opportunity to participate in a series of five outdoor learning sessions on the beach, where they can spend time together, build better relationships and improve mental, physical and emotional wellbeing. Tess Stuber at Beach Schools South West said: “We are really grateful to Santander for supporting this programme to enable us to be able to join the movement of giving local families support. “Beach Schools SW and Arterne CIC recognises that the everyday struggles of life can impact everyone to varying degrees and can have a huge influence on entire families. “So this programme is all about working together to help each other, helping children with challenges in their lives and by giving much needed support to their families.” Sara at Santander’s Plymstock branch said: “The Santander Foundation makes hundreds of donations every year to good causes throughout the UK. “Our branch is committed to playing a key part in the community and we are delighted to be supporting Beach Schools SW and Arterne CIC, and hope the donation makes a real difference to local people.”

Free childcare hours increased for working parents Eligible working parents are now entitled to up to 30 hours a week free childcare under a new Government initiative. All three and four year olds already get 15 hours of free childcare over 38 weeks of the year (or fewer hours over more weeks), and this is now being doubled and will be known as ‘extended entitlement.’

This is available to families where both parents/carers are working – if one parent works but the other does not, they will not be eligible. If the unemployed parent starts a new job in October, the additional hours won’t be available until January. To find out if you are eligible, visit www.childcarechoices.gov.uk Councillor Terri Beer, Cabinet Member for Children and Young People for Plymouth City Council said: “There are a number of Government schemes available to support working parents with childcare costs, so it is important to choose the right one.” The Government provides a childcare calculator for you to get an estimate of how much you could get to help pay for approved childcare. As well as up to 15 and 30 hours free childcare it also calculates if you might be eligible for Tax Credits, Universal Credits, Tax-Free Childcare, Childcare Vouchers or help whilst you study. Other options for support with childcare include:

• If you are eligible for Universal Credit, you could claim back 85% of your childcare costs • If you are eligible for Tax Credits, you could claim back 70% of your childcare costs • If you are not eligible for either of these credits, you could apply for Tax Free Childcare, where the Government pays 20% of your childcare costs – but your childcare provider must be registered • If you have a partner who already receives Childcare Vouchers, you may be better off staying in that scheme. The application for ‘30 Hours Free Childcare’ is a joint application with the Tax Free Childcare, so if you are better off with Tax Credits or Universal Credit then you should opt out of this application – check the online Better Off Calculator at www.gov.uk/childcarevouchers-better-off-calculator for more information. Ministry of Defence apprentices from Plymouth have been commended for innovative thinking in designing a model with recycled materials. The Sustainable Recycling competition, in its first year, is designed to encourage lifecycle building innovations by adapting and creating a design model for display, using only recyclable materials; which links into a sustainable challenge structure. After the competition, the structure is to be easily disassembled, allowing its components to be recycled once more, rather than landfilled to conserve resources and energy. The Devonport Naval Base team, called String Theory, received the commendation from Alex Hurth (Defence Equipment and Support Organisation, Bristol-based). Alex said: “The Sustainable Recycling Competition aims to encourage recycling on the MOD estate by showcasing inventions made from everyday waste. I congratulate team String Theory for their innovative model which captures the spirit of the competition to inspire others to recycle.” The apprentices said the competition developed their organisational, planning, time management and leadership skills. Team leader Sarah Hughes and her team have completed phase one of a three-year apprenticeship programme. She said: “It was a thoroughly enjoyable challenge. We managed to develop and work on numerous skills whilst being part of a great team!” The team created an animatronic arm which works with a pulley system, where the crane can grab and release an object and also adjustable for different positions and angles. The invention was undertaken around existing college studies and in spare time outside training with the MOD. They used the following materials, from a limited permitted list, five pieces of cardboard no large than 60cmx30cmx30cm - cut and shaped, three tin cans and four pounds of newspapers. The challenge was open to all MOD sites attended by staff employed by the Defence Equipment and Support Organisation (based in Bristol).

The council has been invited by Historic England to submit the bid which, if successful, will cover two main areas, Devonport and St Peter and the Waterfront, over five years. As well as enabling essential improvement and restoration works to listed and scheduled buildings and monuments, it could lead to fewer of the city’s buildings being on the Heritage at Risk register. If successful, funding from the bid could help pay for detailed master-planning around sites or go towards part of a restoration project that could unlock the regeneration of a wider site, such as the Civic Centre

Councillor Glenn Jordan, Heritage Champion said: “We’ve been in touch with all the owners of these properties and they support this bid. There are some incredible historic buildings here in Plymouth but their age and conditions means maintenance can be a real challenge for their owners. “A heritage action zone could act as a catalyst for housing developments as well as help the owners of these properties – and the city – maximise the potential these buildings have.” There could also be smaller ‘quick win’ projects to initiate planned maintenance/repair programmes on individual buildings. The council will hear if its bid has been successful or not next Spring.

Major marine company comes to Plymouth Plymouth City Council leader Ian Bowyer has welcomed the announcement that one of the world’s leading marine and air automonous research and manufacturing companies is coming to Plymouth.

The waterfront facility – at the site of the former Royal Marine base – will provide access to trials areas for development of cutting-edge maritime autonomous systems. The facility will act as the key maritime integration, test and evaluation centre for the combined United Kingdom and French Maritime Mine Counter Measures Programme.

The French company Thales is to make the new facility in Turnchapel Wharf, its maritime autonomy trials and training centre. As well as securing 20 highly skilled jobs, the move gives the company a foothold for further expansion in the city.

Plymouth’s marine sector employs 11 per cent of the city’s work force and has been identified as one of the city’s key economic strengths.

Council leader Ian Bowyer said: “This is brilliant news for Plymouth and builds on the city’s reputation as Britain’s Ocean City.

As part of the Plymouth and South West Peninsula City Deal, the Council is transforming a former naval yard at Oceansgate into a marine technology development campus, which is designed to attract companies that innovate in the field of marine technology.

“I am delighted to see this company invest in Plymouth. They are global players and specialise in unmanned vessels or drones which can be used in conditions that are not suitable for humans. This could include environmental research, shipping, military and sub-sea exploration. It’s the sort of pioneering research and development that we are trying to attract and grow in the city.”

The Council worked behind the scenes to ensure that the land at the former marine base was maintained for marine and employment use.
Councillor Bowyer added: “It’s great that Thales sees Plymouth is a very good fit for them. They were attracted by deep water access as well as the talent pool of people qualified across the marine sector and enormous potential links with the university as well as other marine institutions in the city.”

Massive jobs boost • continued from front page “We have a fantastic workforce in South West England and value our responsive and supportive local partners, all reasons why we continue to invest in the area.” The company already employs over 700 staff at the Roborough site and the latest investment underlines its confidence not only in the city, but also the UK. BD is a global medical technology company that is advancing the world of health by improving medical

discovery, diagnostics and the delivery of care. BD leads in patient and health care worker safety and the technologies that enable medical research and clinical laboratories. The company provides innovative solutions that help advance medical research and genomics, enhance the diagnosis of infectious disease and cancer, improve medication management, promote infection prevention, equip surgical and interventional procedures and support the management of diabetes.

Stoke Village toilets kept clean by unsung heroes Most traders and residents in Stoke Village consider the toilet block to be an unsightly eyesore, prone to vandalism and anti-social behaviour. It is certainly true that they block the entrance and view into the Blockhouse Park, causing the hidden gem of the park to go unnoticed by motorists and pedestrians in the village. This is certainly a shame, as the Blockhouse Park sports the finest and most broad reaching views in the city, and is a valued spot for reflection and contemplation for photographers and beauty lovers in the know. However, whilst the overarching opinion is that the toilet block should be pulled down and replaced with a purpose-built centre in the park itself, credit must be given to the team of cleaners employed by Plymouth City Council who currently take care of the existing block.

thankless task of keeping the toilets open to the public in a fit state. The tired old block was made into a feature of the Stoke & Blockhouse Park Summer Fun Day this year, and will probably continue to require temporary adornment each year until the traders and residents finally get their wishes met. Indeed local MP, Luke Pollard, was photographed at the Fun Day raising his toilet brush to the idea of cleaning up the park, its entrance and its continued enjoyment by the whole community. However, the job of vamping up the toilet block into a fun family friendly attraction is definitely made so much easier by the tireless efforts of Glen, Tony and Gabriel. Thanks guys!

The toilets are opened each morning around 8am and cleaned thoroughly each day, before being locked shut in the evening to reduce the amount of anti-social behaviour and drug use that they attract. Special thanks needs to go to cleaners, Glen McCarthy, Tony Shepheard and Gabriel who carry on faithfully with the otherwise

West End entrance is to be made more inviting An uninviting route into the West End of the City Centre looks set to be transformed with landscaping.

“This project will make their journey into the city centre a lot easier as well as make this entrance a lot more welcoming.”

The steep, unattractive concrete ramp leading from Western Approach is to be replaced with a path that will snake more gently down towards Market Way. The path will have handrails and be surrounded by coastal grass landscaping. Granite paving will also be laid along the path and at both entrances of the scheme.

As well as improving access and providing a safer, more attractive pedestrian route into the West End, the Council hopes that the improved appearance will encourage more investment in the city centre.

Council leader Ian Bowyer has given the go-ahead for the council to borrow £215,000 to deliver the scheme with the developer, Aspire Student Living 3 Ltd, who are redeveloping the former Comet building at the corner of Mayflower Street and Market Way.

The scheme is expected to cost £430,000 in total and the Council is to cover 50 per cent of the costs.

Work could be finished in time for Christmas. It comes just ahead of the council’s new Better Places programme which will see £27 million investment in the city centre. The Council is about to appoint a team of urban designers to begin work on plans which will transform He said: “It’s fair to say this entrance some key streets in the city centre in into the West End is not particularly How the ramp looks at present time for our Mayflower 400 celebrations inviting and the redevelopment of the in 2020, ensuring that the city centre will former Comet building has given us the look its best for that year. opportunity to make it look much more attractive. “The bus stops on Western Approach next to this site are well used, but the current ramp is incredibly steep and not great for people in wheelchairs or for those who struggle to get around. 10

Chair of Plymouth City Centre Company Doug Fletcher said: “We’re pretty excited by this. It’s a short route, but lots of people use it and it could be so much more welcoming than it currently is.”

An artist’s impression of the new layout

The work would be administered by Aspire Student Living 3 Ltd and would be carried out once the main contract for the former warehouse building is finished. The design for the new landscape setting to the building has already been negotiated and agreed via the current planning permission and the quality will be assured through the Section 278 highways approval process Richard Pillar of Aspire Student Living 3, said: “As local developers we are delighted to be working with Plymouth City Council to help improve the fabric of the city.” A developer agreement is being drawn up and heads of

terms agreed in principle. The council recently gave the go-ahead to approve funding for consultants to work up ideas as part of its new ‘Better Places – Plymouth programme. It will look at all streets and spaces in the city centre to improve walking and cycling routes, make the more tired areas more attractive as well as encourage more inward investment in retail, leisure, employment and housing into the heart of Plymouth. Key projects underway in the West End include the City Market refurbishment as well as the demolition of buildings that surround Colin Campbell Court.

Big book giveaway is another huge success Thanks to the support of Shopper readers who responded to the Plymouth Soroptimists’ appeal for paperback books, the big book giveaway on Saturday September 9 was a great success. Over 1000 books and bookmarks were given to passers-by to mark International Literacy Day.

New £2m sports hub and Manadon and Honicknowle Plans to transform an artificial football pitch into a new outdoor recreation hub for the Manadon and Honicknowle communities have taken a major step forward, with the approval of a new project partner and revised business case.

Plymouth City Council is teaming up with the Argyle Community Trust to provide a new football, cricket and outdoor sports facility that will be one of the best in the city and increase the number of people taking part in physical activity at the site from 17,500 a year to 30,000.

The trust was already involved in developing the scheme and agreed to step in as main delivery partner after the YMCA confirmed it was no longer in a position to lead the project. It will take on the lease under a community asset transfer arrangement and take on responsibility for ongoing maintenance and operations at the new facility, which will include:

 • an FA-standard 3G playing pitch, together with new floodlights and security fencing
• new junior grass football pitches
 • a new artificial cricket wicket and eight grass wickets
• a new four changing room complex, with a space for training, meetings and social get-togethers (built to Football Foundation and England and Wales Cricket Board guidelines)
 • improvements to the car park and entrance to the site.

Council leader and local ward councillor Ian Bowyer said: “We’re delighted to be working alongside the Argyle Community Trust and other partners to create what will be Plymouth’s first cricket and football development hub. This will significantly improve one of the priority sites in our Playing Pitch Plan and make a big difference to clubs, groups and the local community.

“The scheme will provide the high-quality facility residents deserve, as well as a much-needed indoor space for meetings and social activities. It will also mean there’s a new ground for the Plymouth Civil Service Cricket Club, which currently has to play outside the city boundary.

“By transferring the facility to the trust as a community asset we can ensure local people have a say in its running but also remove the costs of ongoing maintenance from council taxpayers.” Argyle chief executive Martyn Starnes said: “We have been presented with a wonderful opportunity to participate in a major development and it will allow us to deliver a new level of services to the people of Plymouth,

Mrs Terry West of Plymouth Soroptimists said: “In spite of the blustery weather, a hardy band of Soroptimists manned a stand in Frankfort Gate and encouraged children, teenagers and adults to choose free books from the massive and varied selection available.” This is an annual event and shines a spotlight on global literacy needs which has been supported by Soroptimists for many years. September 8 was proclaimed as International Literacy Day by UNESCO in 1966 to remind the international community of the importance of literacy for individuals, communities and societies, and the need for intensified efforts towards more literate societies.

and the surrounding areas. “The leadership of Argyle Community Trust with Mark Lovell and his colleagues has been the catalyst. The growth of our Trust began before I came to the club and it has continued exponentially in recent years. “It is a wonderfully diverse service we provide through the Trust and we consider it to be the jewel in the crown of Plymouth Argyle. The Trust enables us to reach across Devon and Cornwall, providing services and programmes to a huge range of people.”

David Tall, Chairman of the Board of Trustees for Argyle Community Trust, added: “This is a hugely significant step forward for Argyle Community Trust and a proud day for everyone involved.
“There has been a tremendous amount of hard work behind the scenes to reach this stage and I pay tribute to Trust Manager Mark Lovell, and his team, for helping make this project a reality for the people of Plymouth.” The Manadon and Honicknowle Sports Centre project will create employment, apprenticeship and volunteering opportunities as well as access to training, development and life skills courses for young people. The total cost of the scheme is £2,086,066 – made up of £941,400 from the Football Foundation, £350,000 from Sport England and £150,000 from England and Wales Cricket Board, supported by council funding of £644,666 (mainly comprising developer contributions). • The Manadon all-weather pitch was transferred to the council from the Ministry of Defence in 2007 and has been operated by YMCA Plymouth since 2012. It is used by football teams and for coaching but is in very poor condition and has no toilet or changing room facilities. It has also suffered from vandalism, anti-social behaviour and flytipping and the nearby grass football pitches are currently not used at all.

Model collectors celebrate 25th anniversary Plymouth Diecast Model Collectors Club is one of the oldest in the country and is this year celebrating its 25th anniversary. The club was formed when seven enthusiastic collectors met at the Trelawny Community Centre in Ham Drive Plymouth on the September 2 1992. Now 25 years on, it is one of the oldest diecast clubs in the country and still going strong with two of its founding members amongst its regular attendees. The club is for anyone with an interest in diecast model collecting both old and new. The hobby appeals to all ages and is enjoyed by thousands of people around the world. There is a huge amount of experience among club members who are happy and willing to pass on their knowledge to anyone starting up in the hobby. The club currently has 20 active members and is looking for new members who can be assured of a warm welcome.

Often the club is lucky enough to have guest speakers and members are also welcome to give their own talk. The club has its own website at www.plymouthdiecastclub.com where anyone interested can find out everything they need to know about the club and its events plus a monthly magazine section with comment, features and news on what’s happening in the fascinating world of diecast models. Anniversary celebrations To mark this important milestone in the clubs history a special Anniversary wrapped model has been commissioned from Oxford Diecast, one of the UK’s most popular and successful diecast manufacturers. Only 25 models of an Austin Ruby Saloon in maroon will get the specially designed sleeve making it a very limited edition indeed. Each member of the club will be presented with one of these lovely models. It is the club’s intention to give away three or four of these models through various media and events. On September 13 the club held an Anniversary meal for members and guests at St Elizabeths House Hotel, Plympton. The guests of honour were Lyndon Davies and his wife Kate who run Oxford Diecast. Lyndon presented club members with their anniversary models and Kate cut a special cake to mark the occasion.

Meetings are held on the first Wednesday of each month at the Wolseley Trust Community Centre, Wolseley Close, off Wolseley Road, Plymouth. Anyone interested in finding out more about the club can go along to one of the club evenings for free to see what it’s all about. Members can access the hall from 7pm with the evening getting under way at 7.30pm and finishing around 9pm. The club has always adopted a relaxed and friendly approach with the social element being as much a part of its activities as the models themselves, which is perhaps why the club has been so successful. Club nights are always well attended and are an opportunity for members to have a chat over a cup of tea or coffee.

On October 22 the club is holding a special Anniversary Collectors Toy and Train Fair at the Jan Cutting Healthy Living Centre, Scott Business Park, Beacon Park Road, Plymouth.

A Christmas Carol Competition! Win a family ticket to see Barbican Theatre’s Christmas Show - a joyful, hilarious retelling of A Christmas Carol plus meet Le Navet Bete and have your photo taken with them afterwards. You can also have a delicious Thai meal for four at The B-Bar before or afterwards.

A Christmas Carol will be performed at Plymouth’s much loved Plymouth Athenaeum. This follows the hugely successful 10 performance run of Le Navet Bete’s Dracula: The Bloody Truth at the theatre earlier this year; the first theatrical performance on its stage since it was mothballed in 2009. The Plymouth Athenaeum has a larger 332 capacity, which is more than double that of the Barbican Theatre, so we hope that everyone who wants to see the show this year can, since there were extensive waiting lists for the sold out The Jungle Book! A Christmas Carol will be directed by nationally recognised writer and director John Nicholson, founder of Peepolykus and one of the UK’s most exciting theatre companies. Wheelfever all set for a new season After 10 years of activity in Plymouth, popular dance community interest company Wheelfever has now registered as a charity. Wheelfever is the brainchild of local choreographer Paula Hocking and was founded out of her own experiences as a dancer with a disabled son. Its aims have always been to offer engaging participatory dance and movement sessions for all young people with genuine equality and inclusion. With a new Board of Trustees in place and support from the Plymouth Octopus Project, Wheelfever has successfully secured funding from money raised by Health Perfect through the Health Lottery and distributed by The People’s Health Trust who work closely together to address health inequalities. The grant will fund a weekly programme, ‘Our Dance Hub: Connect, Create, Communicate’, which will run every Saturday for the next two years at the Plymouth Life Centre. Local charity helps women deal with agony of baby loss Pregnancy should be one of the most thrilling times for a woman in her life, but sadly as we know that is not always the case. On occasions due to the circumstances surrounding the pregnancy, sometimes beyond her control, it can be extremely traumatic and life changing. When someone faces any form of pregnancy loss or crisis they can feel isolated, depressed, afraid and in some cases beyond hope. These are the people that local charity, Pregnancy Crisis Care are geared to help. Pregnancy Crisis Care provides a safe place to explore the pain of pregnancy loss in a professional counselling environment. People can process emotions, fears, grief and trauma and discover the amazing hope and resilience, which is built into each and every human being. The project supports those facing any crisis around pregnancy including miscarriage, still-birth and new-born death. I’m sure we all know someone who has experienced something like this….

Do you want to make Unravelling the mystery travelling to and from school more fun? MONEY MA££ERS with Steve Carey

Do you want to make travelling to and from school more fun this year? As children return to school for the new term, Plymouth City Council wants to talk to local families about how to make the school journey healthier and more fun. The Plymotion scheme offers a range of support and funding to schools, with input from parents and pupils, to improve the commute to and from school. How do your kids get to school? Valuable kid-hours and minutes are wasted in cars every week in our city: kids being bored whilst sat in traffic, not getting the valuable exercise they need and not making the most of the natural world between home and school. How would they like to get to school? Walking? Taking a detour through a local park or nature reserve? Scooting? Plymouth City Council’s newly appointed School Travel Engagement Officer can make any of these options possible.

Through the Plymotion School Travel Project, schools are able to make an application to receive a match-funded sustainable travel grant, funded by the Government. The money your child’s school receives could support designing a new scooter pod, or buy the whole class a set of personalised activity trackers. Alternatively funding could be provided to develop a bank of resources to get your children active, including:

• Waterproof cycling trousers • a tag-along attachment for a younger sibling to ride along with a parent • bike trailers • bike helmets

Councillor Patrick Nicholson, Deputy Leader of the Council said: “I’m delighted that, through Plymotion, we’re able to offer grant funding to schools within Plymouth. Schools are best placed to tell us what barriers they face to more trips being made on foot, by bike and by bus, and through this funding we can work together to overcome some of the issues the school community are facing. “If you’re involved with a local school, whether as a member of staff, a parent or pupil, I’d encourage you to get in touch with Plymotion and find out how they can help you.” Make sure your voice is heard! Within each school in Plymouth the Plymotion school engagement team hopes to recruit a School Travel Champion. This person will then be encouraged to be as creative as possible about how to meet your school community’s travel needs. This will mean consulting with their pupils as much as possible, asking parents and carers for their views and ideas, all in an effort to make this project as much fun as possible, so make sure you look out for news within your school about who your School Travel Champion will be. Even the brightest struggle! This month’s article was prompted by a discussion with a bright person – a first class graduate in fact. It has become increasingly obvious that school and Uni do not prepare students adequately for life. However, in this respect, I can understand why.

You see, I had to explain the UK tax system to that graduate. She was appalled that for nearly half the year, she was working one day a week to pay HMRC. Here’s a brief overview for anyone else who cannot understand the system. Employees My comments are aimed directly at the simplest of situations, a person working for one employer, with few benefits-in-kind. Already I need to explain that. Benefits-inkind are basically things provided because of your work, that aren’t strictly necessary to do the job. Typical benefits can include pension contributions, health care, membership of a sports or country club. (You get the gist). Most are taxable, some are not – pension contributions, child care vouchers are two examples of tax free benefits-in-kind. The basics Each of us gets a tax free allowance (hooray). For 2017/18,

this is £11,500. This means the first £11,500 of our income from all sources is tax free. Thereafter, we pay tax at 20% (on the next £33,500) and 40% on income above that. If we are lucky enough to earn more than £150,000 a year, tax is taken at 45% on the amount above that. Now it gets complicated!

Different tax rates apply to different types of income. For example, you’ll pay no tax on the first £5,000 of dividends received in a tax year, 7.5% if the dividends fall into the £33,500 basic rate band noted above, and 32.5% if they fall into the higher rate band (the one above from £45,000 to £150,000). Above that, it’s 38.1%. If your income exceeds £100,000 per annum, you lose your personal allowance at a rate of £1 for every £2 of income, until the full allowance has been taken away at an income of £123,000. Thus, you pay 60% tax on every pound of income between £100,000 and £123,000. If you have more than one job, you may find your allowance is split among them, so make sure the total allowances given equal your entitlement. With me so far? Applying the rates to my graduate So, in my graduate’s example, she is to earn around £21,000. £11,500 of this is tax free, and £9,500 will be taxed at 20%, meaning she

will pay around £1,900 in income tax this year. Approximately 9% of her salary. Putting it another way, she’ll work half a day a week to pay HMRC! And what about the stuff I haven’t mentioned? I didn’t have the heart to explain about National Insurance Contributions, and she was well aware of the student loan deductions that will also be taken. Most of us will also have pension contributions deducted from our pay, but that should at least be before the tax is calculated! I’ve run out of room to cover any more, so if you want to know more, get in touch and I’ll do my best to avoid sending you to sleep, or worse!! Active for All Providing physical activity opportunities for adults with learning disabilities or mental health support needs

Improving Lives Plymouth’s Active for All service (A4A) aims to promote physical activity in adults who are vulnerable to poor health. Currently, A4A works with adults who have mental health support needs and/or learning disabilities.

Some of A4A’s weekly activities include, football, dance, basketball, and golf. These sessions are delivered in partnership with other organisations across the city including Plymouth Argyle and the National Marine Aquarium. One of A4A’s most popular activities is boccia, a disability sport which is similar to bowls. In Boccia the balls can be moved with hands, feet, or, if the player’s disability is severe, with an assistive device such as a ramp. Active for All deliver two Boccia

Dealing with all the ups, downs, hopes and challenges of life What does it mean to be human? Well for a start there are no easy answers to this fundamental question.

They help people to find something they can do regularly and enjoy, and they offer a number of services to support this, including taster sessions, a buddying service and weekly activities delivered in your local community. Larissa Milden, Active for All manager said: “Unfortunately most people with a learning disability have poorer health than the rest of the population and similarly, adults who are experiencing mental health problems are more likely to suffer from cardiovascular disease, cancer and respiratory disease. Services such as ours are important to support people to have healthier ways of living and able to live longer, healthier lives”.

Many of us aren’t even interested in asking the question in the first place because we’re just trying to live and make sense of our lives as we endeavour to survive each day.

sessions a week at the Life Centre on a Monday and a Wednesday morning. Despite being a little-known sport, the sessions have gained popularity due to the ease with which all can join in. Louise Regan, Active for All’s boccia development worker is currently looking to take boccia to residential homes across the city to give older people in supportive living the opportunity to keep active too. Louise said: “Boccia is a great sport for anyone and everyone! It gives people an opportunity to socialise, have fun, develop skills and take part in some gentle exercise.” Another of A4A’s popular activities is their weekly walks. Larissa added: “Our walks happen in the centre of Plymouth and are easily accessible by public transport. “We are ‘urban walkers’, so no specialist

equipment is required to take part in our sessions. We offer two walks per week; a brisk walk on a Friday morning and a gentle, 30-minute walk in the afternoon. “Our walking group is open to all, so is not exclusive to those with mental health support needs or learning disabilities. This has created the most fantastically diverse walking group; where people from all aspects of the community come together to walk each week”. Due to the popularity of this session, Active for All are starting an additional weekly walking session on Monday. The Barbican ‘walk and talk’ session started in September for 10 weeks, thanks to funding support from Plymouth City Council’s Sports Development Unit. Others of us have plans and are following those dreams within the ups, downs, hopes and challenges of life and others believe they are making sense of their world-view and live with deeply held convictions. We can all be a combination of the above. There are atheists, agnostics and people of religious faith. In other words, we’re complicated as human beings and on a journey of life. Somebody once said that the meaning of life is two dates with an experience in the middle. I’ll let you work out what that means, but as human beings it seems we are wired to search for meaning even if that means there is no meaning. When our Christian community discusses the spiritual journey of life, I often use the phrase ‘messy’ because it seems everybody has a story deep within them and it is invariably quite messy and dysfunctional in parts. That is certainly my story and the story of my family. So, my faith, which is based on a practical and spiritual experiential relationship with God through faith in Jesus Christ, teaches me that God is good and working for my welfare and healing the messiness of my life. This messiness is, I believe, in all of us, which is simply called broken humanity or sin and can be destructive to myself and those around me. Hatefulness, aggression, selfishness and using people is just part of this sinful nature. So, can we find peace, joy and freedom in life especially from these human attitudes and characteristics? I believe so, because God also makes

sense to me in both the good and the tough times on the journey of life, which invariably we all experience. Therefore, an understanding of the death and resurrection of Jesus Christ is the very foundation of the Christian faith. God gives us a glimpse of what he was prepared to suffer through the death of His Son, but also the hope for us all in the resurrection of His Son. It requires faith to spiritually understand this. Christ was crucified before the foundation of the earth. It wasn’t an afterthought because as messy human beings, with free will and free choice we blew it. God knew that for each of us to live, understand our humanity and genuinely learn true love we would need to exercise our free will. This is where the verse about God so loving the world, that He gave His only begotten Son, is so relevant. God truly loves you, but like a good parent doesn’t like some of the things we do, but His love is always consistent, even when we aren’t. The best definition I’ve found for helping to understand meaning can be interpreted as some form of faith which can be in a person, or something that you trust in, cling to and rely on. Everybody has a faith in a way. It is in either themselves; somebody else; a higher power; or science - even believing there isn’t a God requires faith. As we mature in life we form a world view and our life experiences, education, environment, nature or nurture, all combine to form our convictions. If you are agnostic about the meaning of life, let me encourage you with an old song by the late Larry Norman. “Why don’t you look into Jesus, He got the answer” or listen into Cross Rhythms 96.3 FM (and also online at www.crossrhythms.co.uk/radio/console/ plymouth, or even on our app) – we’re broadcasting day and night, and we are here to help on the journey of life.

Plymouth’s newest school opens doors to first students Scott Medical and Healthcare College – Plymouth’s newest secondary school – has welcomed its first ever students. The new small, state school specialises in training the healthcare professionals of the future and welcomed 84 Year 9 and Year 12 students in September. Professor Greg Dix, Derriford Hospital’s director of nursing, cut the ribbon to declare the school open at its temporary location at the Millfields in Plymouth. Work has begun on a brand new permanent building in the Stoke area of the city. Central to the vision for the school - which offers a range of academic, vocational and professional qualifications - is its partnership with a number of local healthcare educators and practitioners who have been key in formulating the unique and innovative curriculum. The school’s partners – Plymouth Hospitals NHS Trust, Livewell Southwest, Plymouth University’s Faculty of Health and Human Sciences and the Peninsula Schools of Medicine and Dentistry – are providing work placements and masterclasses for students. “It’s really exciting to see this day after three years of hard work and I feel honoured to have been part of the

journey,” said Professor Dix, who is the school’s chair of governors. “I feel very inspired by our future health and social care professionals and look forward to opening the doors of Derriford to them when they come for work placements to find out what life is like in a working hospital.” Plans for the school were announced by the Department for Education in March 2015. It offers places to young people in Years 9 to 13 to develop highly-valued vocational academic experience for the medical and healthcare sector. “We are thrilled that our small school has proved extremely popular with students and parents and that we have opened with a full intake,” said headteacher Martyn Cox. “Parents and students tell us that it is the deep support from our partners as well as our sponsor Stoke Damerel that makes Scott College an attractive option for students in Plymouth and across Devon and into Cornwall.” Heather Nash”s son Kieron has joined Year 9 and hopes to become a nutritionist or a physiotherapist. “It’s wonderful that he is getting the opportunity to study for the career he knows he wants,”said Mrs Nash. “Coming to the excellent Open Day – where we heard Mr

Headteacher Martyn Cox with students from the first Year 9 on the opening day of Scott College

Cox’s clear vision for Scott College – convinced us that this was the right move for Kieron. I’m sure he and the other students have an exciting future ahead of them.” Steve Waite, chief executive of Livewell Southwest, described the opening as a ‘momentous occasion’.”It’s a hugely significant development for health and social care in Plymouth and it’s especially fitting it should open on the site of the former Royal Naval Hospital,” he said. “Livewell is really proud to support the school, it’s a great opportunity for the city’s young people.” Applications are now open for places in the next Year 9 and Year 12 and open events are being held on October 7 and November 29. Professor Bridie Kent, interim executive Dean of Plymouth University’s Faculty of Health and Human

Sciences, said: “It’s been fantastic to be here to see Scott College opened officially and to see so many students who want to embark on a career in health care. The university is delighted to be able to be part of helping them to realise their dreams.” Schools like Scott College are state schools which are more like workplaces with a longer school day and classroom teaching combined with work placements. At first, students will carry out work experience from half a day to a full day each week. Admitting pupils aged between 13 and 19, the school is separate and distinct from its sponsor Stoke Damerel Community College whilst taking advantage of the economies of scale of being part of the Inspiring Schools Partnership multi-academy trust.
