Parents say: A casualty is transferred to road ambulance after the Search and Rescue helicopter landed at Bickleigh

Search and rescue (SAR) helicopters bound for Derriford hospital have landed at Bickleigh Barracks, in Plymouth, the home of 42 Commando Royal Marines, for the first time. The Plymouth based Royal Marines offered their football pitch as a landing site after the hospital lost the use of their previous site at the nearby University of St Mark & St John. The first landing took place in January when an RAF Rescue Sea King, from Chivenor based 22 Squadron (A Flight), landed to transfer a casualty from elsewhere to a waiting ambulance. Sea Kings are too large for the current landing site at the hospital and require an ambulance to transport casualties over the final leg of their journey. A £2 million plan was announced in

September to build a new helipad at the hospital which will be capable of handling the huge SAR helicopters. The regular SAR landings will be just another feature of daily life at the busy Bickleigh Barracks as marines there prepare to leave for imminent training exercises in the icy temperatures of northern Norway. 42 Commando Royal Marines are one of three deployable units which form the global reach of 3 Commando Brigade.

Land deal helps to secure and create jobs Plymouth City Council has sold a five acre plot of land at Plymouth International Medical and Technology Park to HellermannTyton, securing existing jobs and the company’s future in Plymouth.

Recently HellermannTyton had identified a need to expand their operation to meet growing demand. At this point the international company could have chosen to expand their business at one of several sites in the UK or at another of their world-wide locations.

HellermannTyton is one of the world’s leading suppliers of products for fastening, fixing and protecting cables, and has been operating a manufacturing site from their current location at Plymouth’s Medical and Technology Park since 2009.

Having selected Plymouth as their preferred location for expansion, Plymouth City Council secured their future in the city by selling them the plot at Plymouth International Medical and Technology Park, next to their existing facility.

The company operates in 34 countries around the world and has two manufacturing bases in the UK, one of them in Plymouth.

Plymouth City Council Leader, Tudor Evans, said: “I am delighted that the sale of this land at the Medical and Technology Park will secure the future of

HellermannTyton currently employ around 120 people in Plymouth.

HellermannTyton as an important business in the city. Safeguarding and creating jobs is the top priority for the city council. This land sale will do both.”

The council acquired the land at Plymouth International Medical and Technology Park from the South West Regional Development Agency in 2011. This land which is adjacent to HellermanTyton’s current site in Plymouth is now likely to be developed in two phases and create an additional 45 jobs. HellermanTyton intend to develop the site with an initial building of up to 4500 square metres including office, development, manufacturing and logistics space. They hope to follow this with a second phase on the northern part of the site.

A closure order has been granted on a flat in Manadon following repeated complaints of anti-social behaviour.

Devon and Cornwall Police applied to Plymouth Magistrates Court for a closure order on 27 Hilton Avenue, Manadon following repeated complaints from neighbours about anti-social behaviour by tenant Colin Prouse, 47. They have been supported in the order by Plymouth Community Homes, who own the property, and Plymouth City Council.

Class A drugs The Order was brought due to extensive evidence that the property is associated with class A drugs and the anti-social behaviour associated with class A drugs. It follows the introduction of the new Anti-Social Behaviour, Crime and Policing Act 2014 in October. Councillor Chris Penberthy, Cabinet Member for Co-operatives, Housing and Community Safety for Plymouth City Council, said: “This granting of this Closure Order at Hilton Avenue gives a clear message that anti-social behaviour will not be tolerated in Plymouth, and demonstrates what can be achieved when everyone works together. “The courage of the residents in coming forward and giving evidence about antisocial behaviour was the catalyst that made this happen. “We are pleased to be able to work together with the people in the local community to respond to their concerns in this way.” Superintendent Chris Singer from Devon and Cornwall Police said: “The closure order highlights the determination of Devon and Cornwall Police to take positive action against antisocial behaviour when necessary. “Police have shared residents’ concerns about this address for some time and have used this new legislation to good effect to help those residents whose lives have been blighted by unacceptable antisocial behaviour from this property for many years.

“The new Anti-Social Behaviour, Crime and Policing Act helps us build on the solid foundations we have in Plymouth and strong history of partnership working and we will continue to work jointly with the council and PCH to tackle any reports of problems.

“Antisocial behaviour significantly impacts people’s quality of life and this can only be tackled by working with partner agencies and the residents themselves. “If anyone is suffering similar problems within their neighbourhood we would urge them not to suffer in silence and to come forward to talk to police or report concerns anonymously through Crimestoppers.” Clive Turner, chief executive of Plymouth Community Homes, said: “Our aim is always to try and work within the community and with the tenant involved before going to court to remove someone from their home.

Local independent training provider, Skills Group, has donated £2,115 to the British Heart Foundation, following a charity prize draw at the recent Skillsball. The Skillsball is an annual event that Skills Group organises to thank the many local employers that have apprentices with the training provider. As part of the evening a charity prize draw is held. The winning ticket holder gets to choose the charity that benefits from the fundraising. This year’s winning ticket holder was Darren Pomfret of Plymouth based Contour Brickwork. Darren said: “The British Heart Foundation was a personal

choice. A colleague’s brother had excellent care following a heart bypass at the age of 35, and the ongoing support means he is still with us today.” Mark Boulting, managing director of Skills Group, said: “I’d like to thank all the Skills Group guests for digging deep! We raised more money in the charity prize draw than we did last year and it is going to a great cause.” Stacey Smalley, community fundraising manager for the British Heart Foundation in Devon and Cornwall, said: “I am delighted to be accepting this donation from Skills Group, and thankful to Darren and Contour Brickwork for nominating the Foundation as the beneficiary of the Skillsball charity prize draw.”

Plymouth Albion host the world champions as England face Italy at Brickfields

England’s best young rugby stars will be playing the first home game of the Six Nations Under 20s tournament in Plymouth. Plymouth Albion will be hosting England Under 20s the current world champions - for the match against Italy Under 20s at the Brickfields Stadium. The star-studded match takes place on Friday February 13, with kick off at 7.45pm and a bumper crowd is expected to get behind England. Italian themed pre-match hospitality in the Midas Marquee is available with table bookings now being taken. For £60 per head the package includes a three course Italian themed meal with cheeseboard, a ground ticket to the game and a souvenir programme. There is a belief that the recent raising of the age of participation in education or training to 17 is about making people stay on at school for longer; however this is not the case. Young people have several choices: they can continue to stay in full-time education at school; attend college on a full-time, vocational course; continue their studies part-time at college while working or volunteering; or they can apply for an Apprenticeship, which allows them to earn while they learn. Plymouth City College has welcomed the decision by Education Secretary Nicky Morgan to create of a new careers and enterprise company for schools.

A recent Ofsted report suggested that, while some schools offer good impartial advice and guidance to their pupils, overall the careers advice currently on offer is inadequate. Only 12 of 60 schools inspected by Ofsted - the government agency responsible for inspecting schools, colleges and private training providers - ensured that all of their pupils received sufficient information to explore a wide breadth of career options.

Powerful drama focuses on slavery A powerful new play about slavery in 1800s Barbados is coming to Plymouth as part of a tour of UK cities with links to the transatlantic slave trade.

Muscovado is BurntOut Theatre’s scorching new play about slavery in Nineteenth Century Barbados, written by emerging playwright Royal Court alumnus Matilda Ibini. A heady mix of sexual intrigue, piercing choral music and extreme racial tension, Muscovado provides an unflinching portrayal of life on a sugar plantation in 1808, accompanied by original music and atmospheric soundscape performed live by the cast. Muscovado will be performed on April 19 (6.30pm) and April 20 (7.30pm) at Stoke Damerel Church as part of a tour visiting 15 cities around the UK with links to the transatlantic slave trade, including Hull, Bristol, Southampton and Brighton; theatres and site-specific venues to include Liverpool International Slavery Museum and Edinburgh Fringe Festival. It is hoped that matinee performances of the production will enable local secondary school students, particularly those studying Key Stage 2, to attend. and the Abolition of slavery, Muscovado tells the interconnected stories of a planter family and their slaves, shedding light on the British involvement in the trans-Atlantic slave trade. Muscovado was commissioned by BurntOut Theatre following the discovery of archives relating to artistic director Clemmie Reynolds’ family, who lived in Barbados in 1800s. Emerging Nigerian playwright Matilda Ibini recently became the youngest winner of the BBC Writersroom10 Award, is supported by a Prince William scholarship including mentoring by BAFTA, and is Soho Theatre’s Writer-in-Residence. Muscovado was first staged in 2014 at the Victoria & Albert Museum, and as part of Black History Month in the Clapham church where William Wilberforce campaigned for the abolition of the slave trade, gaining 4-star reviews and sell-out performances. The play was developed with historical support from slave trade expert Steve Martin, script development with Young Vic Theatre, and financial support from Arts Council England.

Showcasing city’s talented young musicians at charity concert

A charity concert celebrating Plymouth’s young performers and showcasing some of the city’s brightest talent is taking place in March. Organised by Plymouth Soroptimists and the Rotary Club of Plympton the Celebrating Young Performers Concert will be on Sunday March 15 at Plymouth University’s Roland Levinsky Theatre at 7pm. It is the fifth Celebrating Young Performers concert and could not have been done without the support of Simon Ible, director of music for Peninsula Arts of Plymouth University. The concerts go from strength to strength and provide young people with the opportunity to perform in a professional environment. The concert will be introduced by David Webb, the Plymouth-born operatic tenor who wants to give something back to Plymouth David has worked his way up from being Head Chorister at Exeter Cathedral School, through the Royal College of Music to the Benjamin Britten International Opera School. He has been fortunate to sing in many prestigious venues such as, Wembley Stadium, Royal Albert Hall, Teatro Real Madrid, David Webb Glyndebourne Festival Opera and many more.

All aboard the Pullman to raise cash for St Luke’s St Luke’s Hospice is to benefit as the luxuriously famous Belmond British Pullman comes to town. The British Pullman luxury heritage train will be in Plymouth on April 25 to support St Luke’s, donating a proportion of ticket sales booked direct with the charity. The British Pullman forms the first part of the journey on the famous Venice Simplon Orient-Express and transfers passengers to the channel. It is a working antique and is made up of a collection of 1920s and 1930s Pullman first class dining carriages. Guests will be welcomed to their table by uniformed train stewards who will look after their every need. Crystal champagne flutes, customised crockery, and starch white linen table clothes set the scene for a fine dining experience. Along with the champagne reception and table canapés there will be a sumptuous four course lunch with a bottle of wine per couple, coffee and petit fours. Waterfront cycling improvements completed Families can now enjoy some of the best views in the city from their saddles, thanks to improvements along Plymouth’s spectacular waterfront cycle route. The route is part of National Cycle Network Route 27 and connects the Barbican, the Hoe, Millbay and Royal William Yard. A new contraflow cycle lane now runs eastwards along Madeira Road, from the mini roundabout junction with Hoe Road and past the Citadel to the Elphinstone car park. Motorists should be aware that cyclists are now allowed to travel in both directions along this stretch of road and that a new 20mph speed limit is also in place. Improvements have also been made to help cyclists

and pedestrians cross Millbay Road and travel through Millbay roundabout more easily and safely. Work has included narrowing the space around the roundabout to slow down traffic and creating a cycle route that avoids the roundabout altogether.

Chip, chip hooray!

Both schemes – designed and built by the Council’s highways contractor Amey – make it easier and safer to explore the city’s magnificent waterfront and historic features by bike, which will in turn provide an economic boost to waterfront businesses. The improvements have been funded through the Coastal Communities Fund, along with the new bike hire hubs at the Royal William Yard and Commercial Wharf, which Rockets and Rascals have been running since last Easter. Councillor Mark Coker, Cabinet Member for Transport said: “Our waterfront is one of the best features of Britain’s Ocean City and these improvements make it easier for cyclists of all ages and abilities to enjoy the amazing views. “This isn’t just about providing a great experience for tourists; it’s also about encouraging people here in Plymouth to get on their bikes, explore their surroundings and stay healthy and active.” Sarah O’Leary, waterfront manager for the Plymouth Waterfront Partnership added: “The waterfront is one of our greatest assets and activities that encourage more people to visit are warmly welcomed. “The link between the Royal William Yard and the Barbican is critical in directly benefitting businesses right across the area.” David and Sharon Waldock with staff member Rebecca Eden (left)

A family-run fish and chip shop has won a Quality Award from the National Federation of Fish Friers. Honicknowle Fish and Chip Shop has been owned and run by Sharon and David Waldock for the last three years. Prior to owning the shop, Sharon worked for Premier Foods at the Ambrosia Creamery and David was a submariner in the Royal Navy. David said: “After attending the National Federation of Fish Friers Guide to Chip Shop Management Course, we took over Honicknowle Fish and Chip Shop with the aim of making it the best fish and chip shop in Plymouth. “To do this we ensured that the fish we purchased was sustainable and responsibly sourced and of the highest quality. The potatoes from which our chips are prepared daily, were also purchased from a local farm, as we found the quality was superior to potatoes that had travelled for hundreds of miles to get to us.

The construction tasters are part of the Building Plymouth project, a council-led partnership with the local building industry which currently supports over 5,500 jobs. It aims to link people with career opportunities in the local construction sector as well as strengthen the industry, which makes up about six per cent of the local economy. It’s estimated that over the next ten years 10,000 new jobs will be created in the construction industry. Council Leader Tudor Evans said: “This campaign is about telling people about the opportunities and doors that will open up to them. We want them to sign up, find out what might suit them and have a go and get into great careers. “Plymouth is growing fast and we want Plymouth people

THE PLYMOUTH PLAN - HAVE YOUR SAY Residents, businesses and organisations are being asked to see if their views have been taken into account in the first draft of the Plymouth Plan.

The plan sets out an ambitious agenda as to what Plymouth could be like in 2031 and covers a range of subjects such as health, transport, homes, jobs and the economy, arts and culture and education. Part One of the draft Plymouth Plan was approved by Cabinet in December and sets out the direction for the entire city after extensive conversations and events, involving thousands of residents, community groups and partners. Part Two will be published for consultation in the autumn, will set out the detail about what changes are

proposed in different parts of the city.

Councillor Brian Vincent, Cabinet Member for the Environment, said: “The plan is a culmination of a major programme of cooperation and engagement over the last two years. We have listened very carefully to what local people and businesses have said to us, so it is already ‘the people’s plan’. But we want to know: have we got it right? “Now for the first time ever, we have our strategic plan for the city set out in one document. If you live in Plymouth, shop in Plymouth, work, learn or play in Plymouth, this plan will have an impact on you and we want to know if we are on the right track. “Have we put in place the right policies to guide development and change in the city in the next 20 years?

It’s a big document but simple summaries are being put together with easy-to-follow symbols highlighting the overall themes. For example: • Young families might be more interested in knowing what plans there are for schools and colleges, how the city plans to build enough homes for people to live in as well as where play areas could be • Keen runners might be interested in parks, green spaces and sports facilities • Developers would want detail about the number of homes being built as well as where the city is hoping to concentrate new communities and proposed roads in the pipeline • Companies looking to move to Plymouth would need to bear in mind links to other parts of the country; policies that would encourage graduates to stay

here and business support.

• Shoppers might be particularly keen to see how the city centre might develop or ideas to support more local shops on their doorstep. • Those passionate about the environment may be interested in plans to grow more food in the city, how we plan to cut carbon emissions as well as improve the quality of bathing water. Residents can comment on the plan until March 4. This can be made online using the consultation portal, by email or in writing. A copy of the plan is on the city council website at www.plymouth.gov.uk, in libraries and community venues. An interactive version will also be tested as part of the consultation to encourage people to explore and find the areas that interest them most.

Popular Tamar Blues Collective keeping the grooves alive Starting off as one man’s need to revive his passion for music has grown into a thirty strong blues collective, featuring guitars, harps, keyboards, drums and more, writes Naomi Girdler. Stoke based John Powles began the collective in September last year when reigniting his love for blues following an accident which left him unable to continue with his current band. After teaming up with a local bedroom guitar player, the idea struck him that there must be more musicians like themselves out there. John told me: “It provides people the opportunity to get involved with blues music, welcoming beginners or experienced players, and all standards in between.” The Tamar Blues Collective, also known as TBC, features more than 30 artists of all ages from a 16 year old guitar player through to self confessed septuagenarians, who get together every Monday evening at the Saltash Social Club. All are welcome to visit them, whether it’s to tap your feet, sing along or even brush off that long forgotten instrument and join in.

“I chose blues because it’s what I love. We do what we do for the love of it and to keep blues alive in the local area. I knew from the first practice that it was going to be something. It was just magic,” said John.

The £990,610 programme will build on the success of the current Plymotion campaign, which has focussed on the corridor between Devonport and Stonehouse in the west, through the city centre to the East End, Plymstock and Plympton in the east.

Celebrating the music that spawned rock and roll, the Tamar Blues Collective play blues inspired by jazz musicians such as Chris Barber and John Mayall, of John Mayall and the Bluesbreakers fame. Despite their bedroom project beginnings, the orchestra has grown to feature top level musicians and vocalists, with a real passion and love for blues and grooves.

The next phase will encourage sustainable travel in the north of the city (including the Derriford growth area) and to and from the Royal William Yard. The primary school children all aged five and six years, along with teachers from High View School in Efford descended on Devonport Guildhall recently for a half-day session baking bread.

Head baker Gilles Defrance from Devonport Guildhall’s on-site artisan bakery, Column Bakehouse, taught the eager children how to bake bread in a hands-on workshop, taking them step by step through the process, from mixing the ingredients to kneading and shaping the dough.

In schools RIO embeds social enterprise principles, ensuring children leave school having knowledge not just around the more traditional subjects, but also preparing them for life outside the school gates.

Schools consultants from the Real Ideas Organisation, the social enterprise which restored and now manages Devonport Guildhall, were also involved in both the session planning and delivery, with the aim of ensuring the children had a fun experience but also came away with some useful skills around following instructions and working as part of a group, and of course some basic bread-making know-how. The session was interactive so the children got to learn how to make bread and also carry out the process for themselves. The young bakers did far more than take part in a baking activity. They got to see what goes into

a real working bakery and learn about the operation of the ovens and the chemistry of the ingredients, working collaboratively and most importantly solve a real learning challenge. They also became mini marketers, creating their own branding and packaging! After the dough was rolled and shaped, it went into the bread oven and the finished products were delivered to the school, allowing the children to see – and taste - the results of their efforts. The session was designed to take learning out of the school, demonstrating how hands-on experiences

Plymouth City Council’s Plymotion campaign is getting ready to hit the road for a fourth year after securing £710,110 from the Department for Transport to support smarter travel in the Derriford area.

Column Bakehouse recently won ‘Best Business Startup’ at the Western Morning News Business Awards and as an up and coming popular artisan bakery in Plymouth, it is now looking to expand its customer base and run even more bread-based ‘learning programmes’ such as this one. Column Bakehouse has also announced new breadmaking courses for 2015, where Gilles Defrance will teach small groups of keen bakers the basic techniques of breadmaking, as well as running more advanced courses. Like the current programme, the 2015/16 campaign aims to make it easier to get around Plymouth by bus, by bike and on foot, helping to ease congestion on Plymouth’s road network as well as improve health. It will include free cycle training for adults, free bike safety checks and subsidised bike maintenance courses, along with group cycle events. Travel advisors will once again be visiting homes to offer people free advice on greener, cheaper ways to get from A to B. Since starting their visits in 2012, the Plymotion travel advisors have knocked on more than 64,000 doors and spoken to over 13,000 residents. By the end of phase four the team will have knocked on more than 80,000 doors and visited 73 per cent of all households in the city. The Plymotion programme was due to end in March 2015 but a successful bid to the Department for Transport’s Local Sustainable Transport Fund means the project can now continue for another year. Spring into action! Happy New Year. 2014 was full of surprises and 2015 will deliver its own share of the unexpected (some pleasant, some not so good). As I write, petrol prices have tumbled to just over £1.10p per litre, and are set to fall further.

A once in a decade opportunity The petrol price fall and the recently announced supermarket price war give consumers a wonderful opportunity to improve their financial position. The cost of basic commodities are beginning to fall and wage rises may finally outstrip inflation this year. This should start to put more money in our pockets.

Save the savings The cost of filling my car with diesel has dropped by about £10 over the last few months. Why not transfer that saving into a separate account every time you fill up? If prices fall further, as we expect, the rate of saving could increase. Perhaps you could do that every time you shop as well? I fill up about twice a month, so I could save nearly £250 in 2015 by doing this, and I probably wouldn’t notice!

Develop a saving habit Many of us can find money for the things we prioritise. For example, we can find the money for a night out, a takeaway or a special present. Paying part of your wages/ salary into savings on the day you are paid makes it much less likely that you’ll ‘fritter it away’.

But what if I have debts? Your action will depend on your situation, and the extent to which you are supervised (e.g. in an IVA or under a bankruptcy order). Take advice from your supervisor but in all dealings with them, be open and honest. They cannot help you if you treat them as the problem, rather than the solution.

Making the savings account more difficult to access can help resist the temptation to dip into the account before you are ready to make that wish list purchase.

Just do it The opportunity is there, and we can take advantage, but it won’t happen by itself. Make it happen and ‘spring into action’. Your family may well thank you for it!

The temptation (and this is encouraged by Government and the advertising industry) is to spend the ‘windfall’. How can you resist this pressure? Here are a few thoughts on how you can make the most of this unprecedented opportunity. Make a wish list Setting an objective makes it seem more real, and can give the motivation needed to stick at the plan. Saving for savings sake is not a great motivator. Last month, Tony talked about saving so you had a choice. This is a great motivator, and one I use to keep me on track. For example, would you like a new car, a holiday or a new tablet? How much less

Shop around for the best price of that wish list, but understand that this is just to give you a target. The price will change during your savings period. Don’t be tempted by any ‘buy now, pay later’ offers; this is just debt by another name.

Val Howard

Plymouth born and raised, Val Howard has delivered the Plymouth Shopper, Plymouth Magazine, the Torpoint Advertiser and a whole lot of leaflets since October 2013, and our distribution manager Tony Hodges has nominated her as February’s Distributor of the Month. “Val is faithful, helpful, takes on jobs that are difficult to fulfil and always does them well – she really deserves this recognition for all the hard work she does,” said Tony. Val, who lives in Stoke, now has regular rounds in Saltash, Torpoint and Woolwell, as well as filling in for people on holiday with Shopper deliveries in St Budeaux and Lipson. “My favourite part of the job,” said Val, “is on a summer day, and I’m delivering along the waterfront in Saltash or Torpoint with the sun shining on the water – lovely!” Val also loves meeting all kinds of people when she is out and about on her rounds. “There’s one lady in particular in Torpoint, who has a mini nature reserve in her front garden. You get a real surprise when you go through the front gate and see a pond, ducks, waterfowl and cats all getting along nicely together. “She invited me to see her back garden one day, and it was more of the same!” 14

Although Val is a keen animal lover (she has five cats), she does have one ‘pet hate’ about her job: “It’s when people have a dog lurking in the garden or behind the letterbox, with no sign to warn you,” said Val. “That’s not such a nice surprise sometimes.” As well as delivering great newspapers and magazines, Val also runs ‘Revivals’ secondhand shop on Albert Road with her ex-brotherin-law Nigel. Every month, they donate part of the profits from Revivals to the Simon Adams Tribute Fund for Motor Neurone Disease (MND) Association. Simon was a well-respected Plymouth teacher, who taught Nigel’s son at Parkside Community College (now UTC), and who battled MND and raised funds for research into the currently incurable disease until his death in 2011. His tribute fund is still raising money on the Just Giving website, www.justgiving.com/ FatherAbraham. “We want to do more than just sell things in the shop,” said Val, “and this is one way to do that. We also have all adult clothing at 99p, and children’s clothes at 25p. “Where the shop is, people may not have so much money. It doesn’t matter if it’s a designer label or a Primark dress, they’re all the same price. It’s kind of a community shop really.” With prices so low and money going every

month to the MND fund, Val enjoys the extra income that her delivery rounds earn her as a top up. ‘Revivals’ is open seven days a week, 10am – 5pm, and donations of clothing, furniture, CD’s and bric a brac are always welcome. “We could do with a van,” said Val, “so we can do some house clearances – but we just couldn’t get any support when we set up the shop so we can’t afford one yet.” 2015 sees the shop into its third year, and all of us here at the Plymouth Shopper wish Val, and the shop, a very prosperous and happy year with many more to come.

Seeing is believing, or believing is seeing... I recently learned a lovely phrase regarding what it is to be a Christian today in the developed world. The phrase is ‘whole of life discipleship’. Those who as Christians recognise an authentic spiritual worldview, will understand that the Kingdom of God, which Jesus taught and exemplified through His life on earth, was both practical and spiritual and able to change the very heart of people who in turn were able to change society for goodness sake, despite the opposition. Since the establishment of the Judeo/ Christian faith birthed the church community through Pentecost it has progressed and developed and gone through ebbs and flows of influence within various cultures over the centuries.

Spread the warmth this winter... manager at Age UK Plymouth said: “More and more older people are struggling to keep warm and healthy during cold weather and we have a responsibility to help those most vulnerable and in need.

Age UK Plymouth supports over 1000 older people each week across Plymouth and the local charity is this year appealing to people to get involved with their ‘Spread the Warmth Campaign’ this winter.

Winter can be a big worry for many older people as it brings a range of concerns from high fuel bills and housing that is hard to heat, to health problems and loneliness.

“Many people have to make the choice of ‘eating or heating’ and this causes extreme hardship in many cases.

Cold weather causes a massive spike in associated health problems for older people, they are not only at risk of heart attacks, strokes and respiratory problems, but also of depression, worsening arthritis, complications with diabetes and other chronic conditions. Every winter, 25,000 older people in England and Wales don’t survive the cold weather – many of these deaths could be prevented by helping those most vulnerable to access information and advice on energy efficiency and keeping warm and by providing practical and emotional support to

help them through the winter months. Age UK Plymouth is running their Spread the Warmth Campaign across the city where older people can get the help they need this winter. The charity offers free advice on saving energy and keeping warm plus provides thermal items such as gloves, hats, scarfs etc to those most in need. Advice is available at Age

UK Plymouth centres across the city or by telephoning their information and advice service on 256020. Loneliness in older people also increases during the winter months with over half of people over the age of 75 years saying that their main form of company is the television. Age UK Plymouth’s Valuing Lives project aims to help combat loneliness by providing volunteer befrienders to visit older people in their locally engage with their communities. Why do we need a Spread the Warmth campaign? Each winter, one older person dies needlessly every seven minutes from the cold - that’s 200 deaths a day nationally that could be prevented. As we get older, our bodies respond differently to the cold increasing the likelihood of a heart attack, stroke, pneumonia, and breathing difficulties. Of the winter deaths that happen every year, 9 in 10 are older people. Age UK estimates that 1.7 million older people in the UK can’t afford to heat their homes, and over a third (36%) of older people in the UK say they live mainly in one room to save money. Cold weather adds to the financial worries of older people. 30% say they avoid heating rooms like the bedroom, bathroom or living room because they are worried about the cost. Every year 3.5 million older people in the UK say they are dreading the cold weather in winter. Over half a million older people spend Christmas Day alone. Cold weather also makes it more difficult for people to get around which can lead to depression, loneliness, and isolation. City Council apprentices hoping their orchard project will bear fruit in 2015 Brathay Challenge A team of apprentices from Plymouth City Council have launched their bid to become apprenticeship team of the year. Over the next six months they will be developing a community orchard near Lakeside Drive in Ernesettle. The project is part of the Brathay Apprentice Challenge, the official search for the apprentice team of the year supported by the national apprenticeship service. To win the Brathay Apprentice Challenge 2015, Plymouth’s team will compete in a series of work-related challenges which aim to benefit local communities, raise the profile of apprenticeships and raise money for charity. During the challenge they will have to demonstrate and prove their teambuilding, leadership, logistical and communication abilities. The orchard project that they have selected will also provide a sustainable green resource for one of the largest underutilised green spaces in Plymouth. Plymouth City Council Leader Tudor Evans said: “The beauty of this orchard project is that it helps us to deliver three of our important pledges: supporting our apprentices, making use of unused land to grow

crops which will benefit the community and growing our reputation for volunteering. I am fully supportive of our apprentices and wish them every success with this year’s challenge.” Once complete the orchard will consist of 25 local variety of heritage fruit trees that will not only provide a supply of free fresh fruit for the communities around Lakeside Drive, but also a new habitat and food for bees and hedgehogs. Regus business lounge at Drake Circus Shopping Centre opens for business Regus Express centre has launched a high-spec meeting space for local retailers and an office-on-the-go for mobile workers . Regus, the global workspace provider, has opened a drop-in business lounge and meeting rooms at Drake Circus Shopping Centre, in Plymouth, catering for local retailers and mobile workers who want to combine work, family life and leisure. A Universally popular book store After my article about the various shops at the bottom end of town in the 1960s and 1970s, Mike Evans, the owner of Universal Book Stores, kindly wrote to me. I loved the book store when I was a boy but, for some reason, in my article, I mistakenly called it ‘Bonus Books.’

Mike wrote: ‘I’ve always enjoyed reading your articles in the Shopper newspaper but I must bring to your attention the second-hand bookshop you mentioned. The only bookshop in Frankfort Gate was Universal Book Stores which was owned by my father and myself. ‘My father opened his shop there in 1960, and I joined him in 1969, and we dealt in all kinds of second-hand books. By the middle of the 1970s, we were selling new remainder and last of run books as well as second-hand. Sadly my father passed away in 1990 and I carried on with the business until 1997.The rent and rates had escalated so much by then that I had no choice but to finish with the business. ‘My father started the business in 1947 in Tin Pan Alley in Plymouth, wheeling his books down there every day from his basement flat, eventually finding shops to run his business from. The shop he was mostly known for was in York Street. I can remember, in the early 1950s, working as his Saturday boy and people would be queueing outside the door for

Unfortunately, Peter died three months after the article appeared but Mike carried on with the shop for another seven years with the help of his wife. Incidentally, I’d forgotten about the shop next door which sold remote controlled helicopters and planes, which can just be seen in the photo from the 1980s. My dad always wanted one back in the 1970s but they were hundreds of pounds which seemed a fortune back then (he never got one!). I’m really pleased the Mike took the time to write to me and it was a a great reminder of the many happy times I’d spent visiting the shop, first as a boy buying comics and annuals and, later, buying photography and movie books in the 1970s and 1980s.

Mike kindly sent me some lovely photos which are shown here. I’m sure that many Plymothians will recognise both him and his father. An article about the shop appeared in the Evening Herald of Christmas 1989 under the heading ‘Heading for the Record Books.’ It read: A long established Plymouth shop proprietor is Peter Evans of Universal Book Stores who started his business during the dark days of World War Two. He remembers the make-shift shops erected after most of Plymouth’s city centre was bombed out in the blitz. Inside the book store in the 1950s

It led though from the bottom of Saltash Street to the old Plymouth Pannier Market.’ he said. ‘I used to wheel the books down in a couple of tin trucks and wheel them home again every night. The stalls in Tin Pan Alley were constructed out of sheets of galvanised steel, the same as was used for making air-raid shelters. As there was no covering to protect the stalls, everyone erected their own canvas awnings strung across the alley which gave pedestrians and stall holders a little protection from the rain. I used to advertise even then and always bought the Evening Herald. I used to buy my stock for the stall and eventually saved up for a car to collect my stock from houses. After several years and various shops (including many years at 30 York Street), due to the construction of Western Approach, I received a compulsory purchase order to move but luckily was offered a shop in Frankfort Gate. This was in December 1960. Business was fairly quiet for several years.

Legally Speaking By Greg Yates of Howard & Over Solicitors

We don’t need media hype on relationship breakdowns I write this article for the February edition of the Shopper as Christmas and the New Year are receding into the distance and people have already broken some of their New Year resolutions. I have noticed that there are now a lot more ‘special’ days than there were in the past. For example there was ‘Black Friday’ where it seems the rules of civilised behaviour went out of the window for the sake of buying a cheap TV. There was ‘Cyber Monday’ for online shopping and ‘Manic Monday’ for anybody who left their shopping late. All these names seem to be created by the press for the sake of a headline. I now read about ‘Divorce Day’. According to the media, this is where somebody suddenly decides to go to their solicitor to dump their spouse and fight them in court. It is true that there is a rise in family enquiries after the Christmas. This is probably because in difficult relationships people have struggled on to provide, perhaps, one last family Christmas for the children. What does concern me is that the media seem to treat ‘Divorce Day’ in the same way as they treat ‘Black Friday’. Early January is generally a quiet period for news. The media have to fill their space with something and in so doing treat the ending of a relationship in the same way as buying a cheap TV. It is, of course, far more serious and carries far more consequences for the people and children involved. Whatever the circumstances, it is a painful process for all those involved. It is for this reason that we promote our initial diagnostic interviews and encourage people to take advice early. There have been occasions when, following that meeting and having been made aware that the consequences of breakdown, a client decides to give their relationship another go. If the relationship has come to an end we do what we can to ensure that, as far as is possible, we deal with the legal issues in a constructive fashion. There are situations where circumstances mean that a more robust approach is needed (such as cases of domestic violence) but my experience has shown that more is achieved in approaching matters in a conciliatory way. My advice is take some time out to talk to us before deciding how you wish to proceed and go at your pace rather than one dictated by a so called ‘special’ day. Lighting the way in energy savings While many councils across the country are turning off their street lights to cut costs, Plymouth is investing in a citywide lighting upgrade that will see its energy bill reduced by over £1 million a year. 

 Around 11,000 energy efficient light emitting diode (LED) lamps have been installed so far as part of an £8 million programme to replace all of the City Council’s 29,000 street lights. 

 The 18-month project began in August last year and installation is being carried out in phases by the council’s street lighting maintenance contractor Cartledge Limited, part of the Kier group. 

 The new lamps emit a whiter and clearer light, similar to moonlight, which makes it easier for people to see and people in areas of the UK and abroad where LED lights have been installed say they feel safer as a result. White light has also been shown to improve visibility for drivers. The LED lamps are more directional, so there is less light encroaching onto people’s homes and less light pollution out into the night sky – which is better for stargazers as well as the environment. 

 In most cases the units (supplied by Urbis Schreder) are flatter and squarer than existing lamps, but in areas with heritage lighting, care is being taken to use lamps that are similar in appearance to the existing ones. 

 Councillor Mark Lowry, Cabinet Member for Finance, said: “While councils all over the country are turning their street lights off to make short-term savings, we’re taking steps to ensure we can keep ours on and still significantly reduce our energy spend. “By replacing our street lights with LED lamps we expect to see a 70 per cent reduction in energy use and carbon emissions – without having to turn any of our street lights off. That’s good news for the environment and good news for our Council taxpayers.” 

 Plymouth is among the first wave of cities in the UK to replace all its street lights with LED units.

Plymouth Citizens Advice Bureau have recently produced ‘The 3Ds: Disability + Disadvantage = Duty’ leaflet which is aimed at longterm sick or disabled Job Seekers Allowance claimants, as well as advisers and Jobcentre Plus staff. It explains the legal duty of the Jobcentre Plus to make reasonable adjustments and includes some useful examples of reasonable adjustments you could ask for. The leaflet has a brief summary about an individual’s protection under the Equality Act 2010. It includes a tear-off form for claimants to take to the job centre explaining their disability, how they have been disadvantaged, and the reasonable adjustments that should be made to their job seekers agreement. It has a practical and problem solving approach to achieving better outcomes for our clients. When looking for work there is a requirement to sign a Claimant Commitment this means you are agreeing to take certain actions to look for work. If you fail to do so, the Jobcentre Plus may stop your benefits: this is called being sanctioned. To prevent this happening, it is important to tell your work coach at Jobcentre Plus whether your long term illness or disability causes you difficulties in looking for work.

Community Champion Award for Chaz Singh

New Year honour for Julie Julie McLean, director of workbased learning and school partnerships at City College Plymouth, has been awarded an MBE in the New Year’s honours list for services to education. Phil Davies, principal and Chief Executive of City College Plymouth, said: “This is tremendous news! A very well-deserved recognition for someone who is deeply committed to helping young people to achieve their full potential. “Julie has dedicated her career to raising the aspirations of Plymouth’s youngsters and supporting them in overcoming barriers to change their lives. I have no doubt that Julie will say this is a reward for all of her team and for those students who have worked so hard to transform their life chances.”

Plymouth City Councillor Chaz Signh has been named community champion for the South West at a prestigious awards ceremony. Drake Ward councillor Chaz received the award at the MTM South West Asian and Ethnic Minorities Awards in Bristol at the beginning of January. He received the award in recognition of his efforts in the Plymouth community and raising the profile of Sikhs in the city.

Chaz said: “I was notified that I had been nominated for the award towards the end of last year. I have no idea who nominated me and I still don’t know!”

“To be presented for this award in front of a Bristol audience and receive it for work done in Plymouth is a BEFORE fantastic showcase for our city.”

His latest recognition follows his invitation to the USA last year where he was commended for being a ‘strong Sikh leader’ and for his work in ‘breaking down barriers’ for the Sikh community at a banquet in Washington DC.

The Meet the Mast (MTM) awards celebrate the work of ethnic minorities in the South West from new businesses to young achievers.

Julie has worked at City College Plymouth for 29 years and in that time has positively impacted 27,000 young people. The impact can also be seen on their families, the colleagues she works alongside and businesses alike. Originally unemployed and in her own words a ‘very challenging teenager’, Julie was placed on a government programme to help the unemployed into work and was subsequently employed by the Work-based Learning and Schools Partnerships department as a part-time clerk. She has since carved a successful career, becoming a director of the very department in which she started. Julie has worked tirelessly to support young people into employment through Apprenticeships and helping those not in education, employment or training (NEETs) through the highly successful Prince’s Trust programme, which recently celebrated its 200th team and innovative teaching models such as Jumpstart, which takes 14-16 year olds away from traditional teaching methods to reengage them in education.

History Centre exhibition design goes out to tender The partners of Plymouth’s History Centre have reached out to the world’s best designers and invited them to submit tenders for the exhibition design for the new History Centre.

given a detailed brief, which clearly reflects the consultations that have already taken place with the public, the extensive workshops with staff and meetings with interested parties. The brief also suggests some key themes that the designers could use in their development of the centre.

In January many of these designers visited the site on North Hill to see the scope of the opportunity for themselves and to experience the partners’ enthusiasm first hand.

The buildings and architecture that will make up the History Centre present the potential designers with another unique opportunity. They will have the use of the existing historic architecture of the Museum, Art Gallery and Library, and St Luke’s Church. In other spaces the architecture will be formed from a new contemporary extension.

During their visit, they had an inspirational introduction to the project by Leader of the Council, Tudor Evans who explained what the project really means to the city. They also had a tour of the Central Library building, St Luke’s Church and the existing Plymouth City Museum and Art Gallery, which helped them understand the space and the collections.
