2015 represents another positive effort by our organization to pursue the highest possible level of community safety for our residents. While focusing our efforts on the key strategic priorities contained in our 2014-2016 business plan, we continue to experience positive results in a number of areas, including, but not limited to a reduction in crime. The pursuit of a reduced level of crime, which happens to be one of our three strategic priorities, has not surprisingly rendered a corresponding reduction in the number of arrests having to be made by our front line patrol and investigative units.

chief’s message Here is a brief review of some highlights of the year 2015 from the vantage point of the Cornwall Community Police Services Board. Police Board Members The Cornwall Community Police Services Board has five members. Two are appointed by the province by Order in Council. Two come from City Council and one is a citizen appointed by the Mayor.

Our attention to the other two strategic priorities, “Community Engagement” and “Organizational Excellence” has contributed significantly to the achievements of 2015. Community partnerships appear to be one of our greatest allies in the pursuit of increased community safety and enhanced quality of life. We continue to focus on our key role in identifying

Successful restraint of budget growth is the result of teamwork and cooperation with the Associations that represent our employees. In recent collective bargaining sessions, our employees helped the Board achieve its goals,with their very responsible approach to negotiations and the submission of modest proposals for discussion with the Board Membership. In 2016 the Board and the Cornwall Police Association signed a five year contract.

Budget There has been ongoing discussion about the cost of policing and other emergency services. These services have required an increasing share of the budget for our City. The Board and the Chief are aware of the concern and responded. The Chief and the

deficiencies in social development within our vulnerable sectors, such as youth; individuals suffering from mental health issues, and other marginalized groups. Problems we encounter but cannot solve on our own are dealt with collaboratively within a network of social service and justice sector partnerships. We are pleased to report that the number of youth entering the formal justice system continues in a downward trend. With the unprecedented degree of scrutiny on modern day policing, we are pleased and proud to reflect on the significant investment that we as an organization have made in maintaining a robust program of quality assurance and the combined effort of all staff in the successful attainment of CALEA© Law Enforcement Accreditation. We continue to operate in a transparent and responsive manner in order to meet the emerging and diverse needs of our community.

Under their leadership, numerous programs were initiated that have shown to help reduce criminal activity and produce a safe community.

citizen of the year

The Cornwall and Area Chamber of Commerce introduced the “Citizen of the Year” award in 1972. Nominations are evaluated on the nature of the achievement with respect to ongoing leadership, dedication and the positive impact the individual has made on the community. We are very proud of our member Staff Sergeant Brian Snyder for receiving this prestigious award in February 2015. An area resident who has demonstrated excellence in Cornwall’s community service and substantially enhanced the wellbeing of its citizens.

community spirit In December 2015, Staff Sergeant Brian Snyder & Public Property Supervisor Neil Dixon gathered several community partners in order to introduce a community Christmas tree in front of the Cornwall Justice Building. The tree donated by Strathmore Tree Farm, stood 25 feet tall. It was decorated with donations gathered by the Downtown BIA. Black & McDonald and the Fire Department assisted in erecting this beautiful tree that will hopefully become a tradition in our community for years to come.

distracted driving simulator We had the pleasure of hosting a three day distracted driving event at the Cornwall Square. The state-of-the-art driving simulator demonstrates the consequences of texting or talking on

the phone while driving. Citizens were given the opportunity to drive short scenarios that exposed the dangers associated with distracted driving. We are grateful to our sponsors that helped us bring this event to our community.

The Emergency Response Team held a three week training session for two of our members along with one member from Akwesasne Mohawk Police Service.

multicultural awareness training In 2015, all members of the Cornwall Community Police Service took part in a training session on muslim traditions and beliefs. This training was prepared by Barbara Helms from Dar-ul-Ihsan Centre for Islamic Education. It gave our staff a better understanding on how to communicate or approach muslims when having interactions with the police.

getting social

In 2015 the Cornwall Community Police Service introduced several new social media projects. The goal being to communicate more effectively with our citizens. First the Traffic Unit created a new page where the Service is able to

share traffic related public service announcements and news in a quick and effective manner. We saw a high level of interest with one particular post pertaining to new traffic concerns near the new Walmart. In one short year our online community grew to 1164 followers. This has proven to be a very effective way to locate said parties or at times convince them to turn themselves in. The community support is greatly appreciated by the Service.

CCPS hopes to keep using social media in order to save valuable resources. It is a great tool to educate our citizens about concerns in our Furthermore, the main CCPS facebook community. page introduced #wantedwednesday, an initiative put in place to help locate wanted parties in our community.

The Children’s Aid Society recognized Cst Andrew Arbic and Cst Sherri Cameron with the first Community Partners in Excellence Award, during their anual general meeting. Rachel Daigneault, ED stated “Your involvement with the youth of our community goes far beyond the call of duty of a police officer - you have inspired and changed the lives of many youth of our community and for that we are so grateful.”

Our CCPS staff is proud to be part of this vibrant community. We take part in several community activities.
