Cottage Grove History When the first settlers arrived in the Cottage Grove area in 1848, they encountered the Kalapuya Indians, who lived in the southern Willamette Valley and northern Douglas County. Their villages dotted the banks of the Coast Fork of the Willamette River, Row River and Silk Creek. Their numbers quickly diminished as some left the area to avoid settlers. Others were taken to reservations, and many died after catching diseases introduced into their society by white pioneers. Sam Fern, the last known full-blooded Kalapuya Indian who lived in Cottage Grove, died Sept. 4, 1919. Many early settlers traveled to Cottage Grove on the Applegate Trail, which left the Oregon Trail in Idaho, crossed Nevada and came into southern Oregon over the Cascade Mountains. Other settlers followed the northern route down the Columbia River to Oregon City and then traveled south through the Willamette Valley to Lane County. The Land Donation Claim Act of 1850 encouraged more Americans to seek a life in the Oregon Territory. Eligible single men received 320 acres, and married men received twice that amount. Among the first settlers was Richard Robinson, who staked a claim three miles north of Cottage Grove in 1847. James Chapin followed in 1848. He came to the valley from the west, crossing the Coast Range after his ship floundered off the Oregon Coast. He settled south of Cottage Grove and his house built in 1865 stands derelict today on Dugan Lane. A cottage owned by Greenbery C. Pearce was home to the first post office in 1855. It was located in an oak grove near Creswell — hence the name Cottage Grove. The post office gradually moved to Cottage Grove, stopping for a time in Saginaw and then to the west bank of the Coast Fork to the settlement of Slabtown, so named because rough planks were placed on the often muddy River Road. After the railroad arrived in 1872, a feud broke out between west siders and those east of the river in the town of Lemati over which side of the river the post office would occupy. Over time, homes and businesses filled in between the two settlements and they became known as Cottage Grove.
Steam locomotive No. 19, the “Blue Goose,” operated passenger excursions on the Oregon Pacifi c & Eastern rail line from 1970 to 1989. Bohemia City was founded in 1866 and mining began in earnest in the 1890s, bringing an influx of businesses into Cottage Grove. Tunnels were dug into the mountains and the ore was hauled down the mountain and shipped to smelters for refining. Mining activities declined in the 1920s, although several claims remain active today in the Bohemia Mining District in mountains southeast of Cottage Grove. Flooding was a common problem in Cottage Grove until the 1940s, when the U.S. Army Corps of Engineers constructed Cottage Grove Reservoir on the Coast Fork and Dorena Reservoir on Row River. Today much of the area’s history is displayed at the Cottage Grove Museum, located at H Street and Birch Avenue in an octagonal building that once was home to the Catholic Church. The Cottage Grove Historical Library, located at 737 Main St., also contains much information pertaining to businesses, buildings, churches and schools that pertains to the development of the area. Residents and business people have worked to preserve the flavor of the community by preserving many historic buildings and adding murals, creating a bridge between yesterday and today.
Transportation was a challenge in the small town. Horseback and wagons gave way to the railroad until the Pacific Highway was constructed at the site of present-day River Road. Later, Highway 99 became the main north-south route on the Pacific Coast. In 1957, Interstate 5 opened on the east side of the city.
MUSEUMS AND HISTORY
Agriculture and timber have been among the town’s major industries from its earliest days. One of the first sawmills was built in Saginaw by J.J. Jones. The mill featured a flume that was six miles long and 110 feet high to float logs across Delight Valley to the mill. After World War II, mills in the area expanded as a building boom drove the nation’s economy.

Mining was also a means for early residents to fill their purses. As early as 1863 gold was discovered in the Bohemia Mountains (so named for one of its early miners, James “Bohemia” Johnson).

Local Government Incorporated in 1887, the City of Cottage Grove uses the Council/Manager form of government. The City is governed by a seven-member volunteer City Council, including the Mayor, that set local policy with a City Manager that manages the daily operations of the City. Four City Councilors represent wards of the City with the Mayor and two City Councilors representing the entire community. The City depends on other community volunteers for many committees and projects.
each year to serve as the youth representative to the City Council. Cottage Grove is a full-service city, providing such services as police, 911, municipal court, street maintenance, water and wastewater treatment, planning and development, building inspections, library, a community center and, new this year, wireless internet service. Nearly all services of the City take place at City Hall with the exception of the Library and Community Center, which is located at 700 E. Gibbs Avenue. The Community Center provides space for the Cottage Grove Area Chamber of Commerce and Senior Center and for other community activities. Contact the Community Coordinator at 942-1185 for information on using space in the center.
Citizens can contact any member of the Council directly to discuss City matters. Citizens can also contact the City through the City Manager’s office or one of the City’s departments. The City Council also provides an opportunity for citizens to comment to the entire City Council during City Council meetings.

Additionally every Friday the City posts the “Friday Update” a brief summary of current city projects and activities. The City Council meets on the second and fourth Mondays of each month at 7:30 p.m. in the Council Chambers in City Hall located at 400 E. Main Street. Economy
Housing Outlook
Cottage Grove has spent most of its history as the quintessential “timber town.” However, wood products industries declined sharply during the 1980s. Since 1981, nearly 70 percent of all timber-related jobs have disappeared.
While many people worry about housing prices and thier equities, the longer range view might be in order. Housing prices peaked in 2007, and have fallen 20% since then, but a look at the overall growth in value from January 2000 to January 2009 is in order. The average growth for that period in Lane County was 54% which is a 6% average growth per year.
Today, timber is still an important part of the town’s economy, but it is no longer the dominant source of employment and income for Cottage Grove. The town has successfully diversified its employment base.
In the twentieth century, with all the ups and downs, the average growth was 7% per year.
Currently, Cottage Grove’s new industrial park on Highway 99S is the city’s trump card in an effort to attract more family-wage jobs. Development in the industrial park has progressed at such a rate that only one lot currently remains unoccupied.
We had a bubble in 2007, and a correction in 2008. Now, home prices in Cottage Grove are stabilizing at about the 2005 value.
Cottage Grove is home to more than 300 retail, service and manufacturing businesses. South Lane School District is the area’s biggest employer; other major employers are Cottage Grove Community Hospital and Weyerhaeuser Co.
Since the first of the year, which is normally a slow market, activity is much stronger than most of 2008. There is an upswing in pending sales, and properties sold. New development is continuing. This coupled with low interest rates and the new stimulus package helping people to return to the work force should make an ideal situration for the Cottage Grove housing market.
Still other important employers include Starfire Lumber Co., Wright Machine Tool, Pacific Yurts, Territorial Seed Co., Kimwood Corp, and Side Pocket Distillery and Beverage. Principal industries in the Cottage Grove area are agriculture, education, wood products and health care. The city, dubbed the “Covered Bridge Capital of Oregon”,is also expanding its efforts toward making tourism an economical focus. The areas surrounding Cottage Grove also boast several world-class wineries including Saginaw, Iris, Chateau-Lorane, and King Estate vineyards. Cottage Grove’s retail market area extends north to Creswell; east to Culp Creek and Disston; west to Lorane; and south to Yoncalla/ Drain. Including Cottage Grove’s 9,445 residents, this market area includes approximately 30,000 people in approximately 10,000 households. Members of these households come to the city’s three major shopping centers — the Gateway Plaza which includes Bi-Mart and Sears, Wal-Mart on Row River Road, the Safeway Shopping Center - as well as numerous specialty shops and restaurants in historic downtown Cottage Grove. Cottage Grove also serves as a bedroom community for the Eugene-Springfield area — letting people who have jobs in the “big city” enjoy a friendly, small-town environment for their families to “have their cake and eat it, too.”

Fire and Ambulance
Cottage Grove’s first police department consisted of Samuel Veatch, who was elected as the first town marshal in 1887.
South Lane County Fire and Rescue is a newly created fire district that merged Creswell Fire Department and Cottage Grove/South Lane Rural Fire Department July 1, 2003.
Today, the town’s police department consists of the police chief, an operations commander, two investigators and 13 patrol officers. In addition, there are seven administrative and supportservices personnel, one part-time Peer Court administrators and four volunteer reserve officers.
The fire district covers 150 square miles and has stations in Cottage Grove, Creswell and Saginaw. Camas Swale also has a substation. The ambulance district covers 800 square miles from just south of Goshen to the Douglas and Lane county line, west to Lorane and east past Dorena. Interstate 5 intersects the district.
These staffers provide full-time, 24-hour police coverage plus a full-time 911 dispatch center for police, fire and ambulance. The department also maintains a four-cell correctional facility and provides police services for municipal court.
There are 17 crewmembers in the department and a target of 65 volunteers. These include paid and volunteer firefighters, paramedics, EMTs and other staff.
The police department also handles the South Lane County 911 Center, which is responsible for 911 emergency coverage throughout a 900-square-mile area.
The department has four medic units (ambulances), three water tenders, one aerial apparatus, three brush trucks and six fire engines for fire response and suppression, emergency medical response and transport and rescue services.
Cottage Grove police officers cover activity within the city limits. The area outside the city limits is served by the Lane County Sheriff’s Office and Oregon State Police. The Cottage Grove Police Department’s duties include patrol operations, investigations and narcotics, a K-9 (police dog) team, dispatch, a Special Response Team, the reserve officer program, a school resources officer, records and evidence, the youth peer court program and general department administration. Cottage Grove Community Hospital The Cottage Grove Community Hospital and South Lane Medical Group Clinics opened for business at their new location in Cottage Grove in 2003. The $21.7 million, 40,000 square foot facility offers 14 hospital beds, a 24-hour emergency department, a complete medical lab, a digitally enhanced radiology department, physical therapy services and a full roster of family practice and internal medicine primary care physicians and nurse practitioners. Additionally, the Cottage Grove Community Hospital offers full field digital imaging capabilities including digital mammography and a 64-slice CT scan and an electronic medical record system that connects patient information to healthcare providers on a secure network, instantly. Education Resources South Lane School District serves approximately 2700 students across 12 schools, including affiliated charter schools. South Lane School District is the largest employer in the community with over 350 employees. Elementary schools range in size from 100 students to nearly 500 students. Two school configurations include preschool through eighth grade. Lincoln Middle School serves nearly 550 students and Cottage Grove High School serves nearly 850 students. The district also operates an alternative high school ranging in size from 60 to 100 students. Cottage Grove High School athletic teams compete at the 4A classification with much success, and the teams are members of the Sky-Em League, along with Junction City, Elmira, LaPine, Sisters, Marist and Pleasant Hill.

Cottage Grove High School Cottage Grove High School is in its sixth year at its new site and as a result of the new facilities, many academic and extracurricular offerings have been added.
Both CGHS and Lincoln Middle School have been awarded 21st Century Community Learning Center grants to provide both summer and after-school opportunities for their students. The five-year grant began with summer school in 2006. Family participation is required in the program and numerous incentives and enrichment classes are also provided.
Located at 1375 South River Road, the expansive campus is much like that of a college or university. A broad array of core curriculum and professional technical sources is available and students can earn up to 70 hours of college credit before leaving high school.

Advanced placement experiences are available in calculus, chemistry, statistics, biology, and psychology. Cottage Grove High School also offers college credit in physics, English, and Spanish at Lane Community College. L.C.C. is located next door to the new school, providing an extended learning opportunity in close proximity.

Courses in tourism, health occupations, early childhood, drafting, construction, information technology and industrial engineering are provided in state-of-the-art classrooms. Developing a “Culture of Achievement” has been a main focus since the high school opened in 2003. The goal is to create a culture in which achievement is the norm and all students, staff, and families work toward that end. A team of approximately 30 members, including staff, students, parents, and administration meet monthly and work on ideas for promoting achievement. Positive results have been a by-product of these efforts to increase achievement. Students are being asked to do more and the failure rate has gone down. Each term at least 50 percent of the student body consistently earns a 3.00 GPA or higher.

Transportation Flat, pleasantly laid-back and endowed with an extensive network of bicycle lanes and paths, Cottage Grove may be a bicycle buff’s dream. Additionally, there isn’t enough traffic in town to create rush-hour traffic jams, so driving in Cottage Grove is a relatively low-stress proposition. South Lane Wheels provides general and specialized transportation throughout the area with the Route•Around•Town, Door to Door local and regional, and Metro Medical services to Eugene and Springfield. For other trips to Eugene, the LTD city bus (which covers an extensive network of stops throughout the Eugene-Springfield area) is just the ticket. It takes about an hour on LTD to get from Cottage Grove to a destination in Eugene or Springfield.

Things to do Visitors to the historic town of Cottage Grove will find it and the surrounding area to be literally a gold mine of activity and exploration for all ages. There are nuggets to be found in both the town and country for those willing to search them out.
Baker Bay Park. Schwarz Park is nearby and also offers camping. Umpqua National Forest boasts a wide selection of hiking trails, campgrounds, picnicking spots, waterfalls and places to commune with nature. The forest covers 984,602 acres of mountain woodlands and is about 15 miles east of town, beyond Dorena Lake.
Adults and children alike will want to explore our historic downtown with its beautiful city parks, colorful murals, museum and the Gibbs Center Art Gallery, which is open year-round.
The Row River Trail is a popular Rails-to-Trails project that begins in Cottage Grove and winds 17 miles along the Row River, passing Dorena Lake along the way. It is a safe, scenic path that is paved for walking, biking or horseback riding. The gentle hills are possible for most stages of fitness, and the gorgeous scenery makes the effort worthwhile.
Recreation opportunities abound for those who are inclined to get out and explore the countryside, including a covered bridge tour and the Bohemia mining district. There are two U.S. Army Corps of Engineer reservoirs located outside of town that draw locals and visitors from around the state to their shores. Serene Cottage Grove Lake is a short five-mile drive south of town going out Sixth Street to London and Reservoir roads. The lake is three miles long and covers 1,158 acres when it’s full. Tent and RV camping are available at Pine Meadows Campground, in addition to a nearby primitive campground. Swimming, fishing and picnicking are also available at Shortridge and Wilson Creek Parks.
Culture comes in many forms and includes performances at the Cottage Theatre’s beautiful state-of-the-art, $1 million facility that attracts and features local actors in a variety of plays. Other annual events include the rodeo and Bohemia Mining Days celebration in July, the Cottage Grove Family Fair and Timber Carnival in August, Gathering of Gardeners in September, Downtown Chili Cook-off in October and the December lighting of the Main Street Christmas tree.
Dorena Lake is six miles east of Cottage Grove by way of Row River Road. This large lake covers 1,900 acres when full and features camping, a large boat ramp and picnic area at nearby
