A

s Mayor of Cottage Grove, I’d like to welcome you to our wonderful city. Whether you’re relocating here or visiting we hope your experience here is a pleasant one. Cottage Grove is a hidden gem located in the Southern end of the Willamette Valley. We have two lakes that provide recreation, swimming, fishing, and camping, just a ten minute drive out Mayor, Jeff Gowing of town. You can also experience them as many do on our beautiful scenic bikeways. There are also

Cottage Grove’s fi rst police department consisted of Samuel Veatch, who was elected as the fi rst town marshal in 1887.

Today, the town’s police department consists of the Police Chief, Operations Captain, Support Services Captain, Administrative Manager, (15) sworn Police Officers, (3) Reserve Police Officers, (2) community service officers, records coordinator, evidence coordinator, (5) Communication Specialists, Peer Court coordinator, Police Chaplain, and (3) volunteers.

SLCFR provides fi re protection to a 132-square mile area encompassing the cities of Creswell and Cottage Grove. The area served for EMS is over 800 square miles. The District is governed by a five member elected Board of Directors and is run by the Fire Chief who is responsible to the Board. District personnel are responsible to the Fire Chief.

The station houses an engine, ladder, heavy brush, water tender, command vehicle and two ambulances. Those located within the city limits of Cottage Grove enjoy an ISO 2 rating as of 2016. Most of the area immediately surrounding the city has an ISO 4 rating. This is a vast improvement over the previous rating of 5 in the city and 9 outside the city. PeaceHealth Cottage Grove Community Medical Center and Clinics

ocated at 1515 Village Drive, its home since 2003, PeaceHealth Cottage Grove Community Medical Center and Clinics is a 40,000-square-foot facility that features state-of-the-art in-patient care, personalized primary care and a complete Emergency Department. Emergency Medicine: PeaceHealth Cottage Grove Community Medical Center’s Emergency Department is equipped to deal with emergencies 24 hours a day, seven days a week, offering emergency medicine close to home. Medical Unit: The hospital’s medical unit provides inpatient care, including wound care, IV therapy and Hospice. Physical Therapy Service: The physical therapy department sees outpatients from the community as well as patients who are in the hospital. Monday-Friday 8 a.m. to 6 p.m.

Cottage heatre

T O

ne of Cottage Grove’s cultural gems is Cottage Theatre (CT), which has been engaging and enriching the community through the magic of live theatre since 1982. Now in its 39th season, CT has grown tremendously since humble beginnings under a parachute on the lawn of the Village Green Resort. CT now performs to audiences of more than 11,000 people each year in 80 public performances, drawing patrons from throughout Lane County and beyond. A member of the American Association of Community Theatre (AACT), Cottage Theatre was one of just six theatres in the nation selected to produce a world premiere as part of the AACT 2018 NewPlayFest. As a volunteer-centered community theatre, one of CT’s primary goals is to provide a creative outlet for community

Engaging and enriching the community through the magic of live theatre since 1982 members. CT actors, directors, designers, ushers and crew members are all volunteers with a passion for theatre. New volunteers of all ages are warmly welcomed and no prior experience is necessary, just a willingness to learn and have fun! Cottage Theatre’s 2020 season — it’s last before temporarily closing due to the pandemic — opened at the end of that January with the classic comedy “Arsenic and Old Lace.” Joseph Kesselring’s tale of merry mayhem and murderous aunts played to capacity crowds, as is frequently the case with CT shows. Immediately following Arsenic and Old Lace, CT hosted the 19th annual Metropolitan Rhythm & Blues Revue, a fundraiser for the Cottage Grove High School Music Department. Next up was “Mamma Mia,” the seductively fun musical sensation. This show, based on a collection of ABBA’s greatest hits, was on stage for four weekends in April 2020, featuring a cast of 20 accompanied by a live band. That June, CT presented the West Coast Premiere of “Seeking Red,” a gripping new drama about truth and identity written by up-and-coming Chicago playwright Glenn B. Rust, who grew up at Cottage Theatre. Other shows set fr that season were “You’re a Good Man, Charlie Brown” and

“The Hunchback of Notre Dame,” based on the novel by Victor Hugo and songs from the Disney fi lm. Cottage Theatre’s 2020 season was to conclude that December with “Elf the Musical,” based on the popular 2003 fi lm. In addition to its main season, Cottage Theatre offers summer theatre camps for youth, including SKIT Camp for ages 5–8, SPARK for ages 9–11, and a two-week-long performance camp for ages 12–14 in July. The latter camp culminates in three public performances on the CT stage. Cottage Theatre was in the midst of a big remodeling project to enhance the theatregoing experience for its patrons. The first phase of the project was completed in 2019, and included replacing the auditorium seats, which had been at the end of their useful lifespan. The bulk of the project has been delayed to 2021 (after construction costs jumped significantly) and will include reconfiguring the auditorium to add 50 extra seats, as well as making improvements to both sightlines and sound system. The Opal Center

T

he Opal Center is Cottage Grove’s downtown community arts center. It is a venue for many locally grown productions, including plays, fashion shows, skit festivals, musicals, fi lm festivals and touring musicians and artists. It partners with a variety of local organizations including Storybook Theatre, DanceAbility and The Crafty Mercantile to provide activities for individuals of all ages and

Endless adventure A haven for lovers of the great outdoors

V

isitors to the historic town of Cottage Grove will find it and the surrounding area to be a gold mine of activity and exploration for all ages. There are nuggets to be found in both the town and country for those willing to search them out. The entire family will want to explore our historic downtown with its beautiful city parks, colorful murals, museums and small businesses. Recreation opportunities abound for those who are inclined to get out and explore the countryside, including a covered bridge tour and the Bohemia mining district. There are two U.S. Army Corps of Engineer reservoirs located outside of town that draw locals and visitors from around the state to their shores. Serene Cottage Grove Lake is a short five-mile drive south of town going out Sixth Street to London and Reservoir roads. The lake is three miles long and covers 1,158 acres when it’s full. Tent and RV camping are available at Pine Meadows Campground, in addition to a nearby primitive campground. Swimming, fishing and picnicking are also available at Shortridge and Wilson Creek Parks.

Road. This large lake covers 1,900 acres when full and features camping, a large boat ramp and picnic area at nearby Baker Bay Park. Schwarz Park is nearby and also offers camping. Umpqua National Forest boasts a wide selection of hiking trails, campgrounds, picnicking spots, waterfalls and places to commune with nature. The forest covers 984,602 acres of mountain woodlands and is about 15 miles east of town, beyond Dorena Lake. The Row River Trail is a popular Rails-to-Trails project that begins in Cottage Grove and winds 17 miles along the Row River, passing Dorena Lake along the way. It is a safe, scenic path that is paved for walking, biking or horseback riding. The gentle hills are possible for most stages of fitness, and the gorgeous scenery makes the effort worthwhile. Culture comes in many forms and includes performances at the Cottage Theatre’s beautiful state-of-the-art, $1 million facility that attracts and features local actors in a variety of plays. Other annual events include the rodeo and Bohemia Mining Days celebration in July, the WOE Heritage Fair in August, and the December lighting of the Main Street Christmas tree.

Mineral Camp is a fee free campground featuring 3 campsites all with picnic tables and fi re pits. It also offers a vault toilet. No garbage service is available, please pack it out. No Fee. Rujada Campground features 15 campsites, including 3 double campsites, all with picnic tables, fi re pits and tent pads. It also offers a camp host, drinking water, flush toilets, vault toilets, waste water dumps and garbage service. Maximum trailer length is 24’. Some campsites, as well as a day use area great for group events, are available for reservations at www.recreation.gov. Fee is $12 per night and $5 for each extra vehicle per night. Around Cottage Grove Lake: Campgrounds are open May through September. Reservations can be made at the National Recreation Reservation Service, 1-877-4446777 or www.recreation.gov. Partners in History Bridging the past and future Cottage Grove history

T

he Kalapuya Indians called the southern Willamette Valley and northern Douglas County home, though their numbers quickly diminished as some left the area to avoid the white settlers who began arriving here in 1848. Disease and a move to reservations reduced local Kalapuya populations, and Sam Fern, the last fullblooded Kalapuya, passed away Sept. 4, 1919. Many early settlers traveled to Cottage Grove on the Applegate Trail, which left the Oregon Trail in Idaho, crossed Nevada and came into southern Oregon over the Cascade Mountains. Other settlers followed the northern route down the Columbia River to Oregon City and then traveled

south through the Willamette Valley to Lane County. The Donation Land Claim Act brought more Americans to seek a life in Oregon. James Chapin came to the Willamette Valley from the west, crossing the Coast Range after his ship floundered off the Oregon Coast. He settled south of Cottage Grove in 1865. A cottage owned by Greenbery C. Pearce was home to the first post office in 1855. It was located in an oak grove near Creswell — hence the name Cottage Grove. After the railroad arrived in 1872, a feud broke out between west siders and those east of the river in the town of Lemati over which side of

the river the post office would occupy. Over time, homes and businesses filled in between the two settlements and they became known as Cottage Grove. Travel by horseback and wagons gave way to the railroad until the Pacific Highway was constructed at the site of present-day River Road. Later, Highway 99 became the main north-south route on the Pacific Coast. In 1957, Interstate 5 opened on the east side of the city. Agriculture and timber have been among the town’s major industries from its earliest days, and after World War II, mills in the area expanded as a building boom drove the nation’s economy.

Mining was also a means for early residents to fill their purses. As early as 1863 gold was discovered in the Bohemia Mountains (so named for one of its early miners, James “Bohemia” Johnson). Bohemia City was founded in 1866 and mining began in earnest in the 1890s, bringing an influx of businesses into Cottage Grove. Flooding was a common problem in Cottage Grove until the 1940s, when the U.S. Army Corps of Engineers constructed Cottage Grove Reservoir on the Coast Fork and Dorena Reservoir on Row River.

Museums and historical libraries

oday, a snapshot of the area’s history is displayed at the Cottage Grove Museum, located at H Street and Birch Avenue in an octagonal building that once was home to the Catholic Church. The Cottage Grove Historical Library, located at the corner of 10th and Jefferson streets, also contains much information about businesses, buildings, churches and schools that pertains to the development of the area. Residents and business people have worked to preserve the flavor of the community by preserving many historic buildings and adding murals, creating a bridge between yesterday and today. The Covered Bridge Capital of Oregon Centennial Bridge This bridge was constructed in 1987 by volunteer labor to celebrate Cottage Grove’s centennial. It rests on abutments of the old Main Street Bridge, which stood until the 1950s. Swinging Bridge Located a half-mile upstream from Centennial Bridge, Swinging Bridge was built for foot and bicycle traffic and was mostly used by children crossing the Coast Fork to get to school. Currently closed for repairs. Chambers Railroad Bridge Built in 1925 by lumberman J.H. Chambers to cross the Coast Fork of the Willamette River from his sawmill to the timberlands west of town, this is the only covered railroad bridge west of the Mississippi River. Restored in 2011. Mosby Creek Bridge Constructed in 1920 and restored in 1990, this is the oldest bridge in Lane County. Its one lane remains open to traffic today.

Stewart Bridge Constructed in 1930 and restored in 1996, this structure has semi-circular portal arches, ribbon openings at the eaves, and decorative S-curve brackets. The deep water below the bridge is considered one of the best swimming holes in the county. Dorena Bridge Constructed in 1949 and restored in 1996, this bridge was built after the construction of Dorena Dam on the Row River, forming the present day lake. The Dorena Bridge once tied the roads on the north and south sides of the lake. Closed to traffic, the bridge is a popular wedding site. Currin Bridge Constructed in 1925 and restored in 1995, this bridge features white portals and red sides. Currin Bridge replaced an earlier covered bridge built in 1883 by a prominent local bridge builder, Nels Roney.

A stroll around Cottage Grove just isn’t complete without a walk over the Centennial Bridge, constructed in 1987.

Taking steps to secure ongoing connection to Cottage Grove’s past

C

ottage Grove’s Historic Preservation Refinement Plan focuses on longrange management of Cottage Grove’s cultural heritage by seeking to maintain the city’s historic character. The city has seen a number of heritage projects through Heritage All-Star and Certified Local Government grants. Some such projects include providing interpretative signage about Opal Whiteley, the restoration of the Opal mural at All-America City Square, walking tour signage, brochures, enhanced collection equipment for historic items, improved lighting and collection storage in the museum, digital archiving and physical curation of newspaper collections. Grants dedicated to historic preservation, as with the renovation of the Old Club and Bank Building, have also improved the appearance of Main Street while maintaining its history.

Meanwhile, the Main Street Refinement Plan has proposed to enhance the economic vitality of downtown by creating accessible streetscapes and redesigning the commercial core of the district. As part of the plan’s goals, the City means to promote inter-organizational collaboration of heritage partners, improve its historical review process, develop a local inventory of historic resources, preserve said resources, promote tourism and provide economic incentives for building restoration. A host of strategies are scheduled to be employed over the next several years to accomplish these goals. YMCA expands into Cottage Grove In fall 2019, the Eugene Family YMCA expanded its program to Cottage Grove, giving parents of students at Harrison Elementary School a highly-sought afterschool option. Rachel Jackson, associate youth development director for the YMCA, was excited to show the program off to Cottage Grove. “I like that we’re able to not just be an afterschool, but an enrichment program,” said Jackson. “[The children] are learning and building new skills, whether its personal relationships or any of the other enrichment activities that we’re offering.” In February, the program expanded again to include Bohemia, Dorena and London schools, in effect offering services to all elementary schools within the South Lane School District. The space has an enrollment capacity of 45 children. In meeting the nonprofit’s stated goal of “strengthening communities through youth development, healthy living and social responsibility,” children are treated to fruit snacks, games, physical activities, cooking, art projects and STEM (Science, Technology, Engineering and Math) activities. In addition, the program offers homework assistance to students who need it. “They also learn how to work with your friends if you’re having a disagreement – problem-solving skills and social/ emotional learning,” said YMCA Youth Development Director Holly Kriz-Anderson. “We have a service-learning component as well, which happens once a month, just showing how important it is to give back to our community or to help at school or to do something nice for somebody else.”

Bohemia Mining Days: A time to celebrate Cottage Grove’s colorful and historic past

fter more than six decades, Cottage Grove’s Bohemia Mining Days Celebration remains a happy, much anticipated annual summer event that brings together families and friends for three days of fun. Since 1959, thousands of volunteers and the generous, faithful support of businesses and family foundations have come together to make the magic happen. The result is BMD has become an annual gift our community gives to itself. The origin of the festival is deeply rooted in Cottage Grove residents’ passion for preserving our early history in fun ways. Early community celebrations in the 1930’s and in 1955 resulted in a huge celebration of Oregon’s statehood centennial. The success of that event led organizers to continue an annual summertime celebration of local history. Prospector Ray Nelson is recognized by festival organizers as “The Father of BMD” for his vision of creating an event that would draw visitors off the newly-constructed Interstate 5 freeway and increase awareness among locals of their town’s unique and colorful history. The Prospectors and Gold Diggers Club formed to plan the annual event. As is the case with any annual community event that has BMD’s longevity, there have been challenges to keep the tradition going, particularly following the onset of the pandamic. In 2012, the BMD Board made a commitment to include more cultural heritage activities and attractions. The Bohemia City Players’ play highlights the history behind the annual theme. The Historical Treasure Hunt and Time-Traveling Train takes treasure-seeking hunters to local museums and the Historic Downtown District learning facts about local history to compete in a daily $100 cash prize drawing. Historical demonstrations of blacksmithing, fur trapping, antique engines, fashions, and a Civil War Encampment have fulfi lled that commitment.

BMD has had its good years and bad years with our volunteers serving as the glue that holds it together for future generations to enjoy. It is the “failure is not an option” commitment of these fiercely committed volunteers, combined with the strong support of donors large and small, that have kept the tradition of Bohemia Mining Days alive for the past 62 years.

Take a dip or a swim at the new Warren H. Daugherty Aquatic Center

T

he first five months of operation for the new Warren H. Daugherty Aquatic Center were a resounding success. That is until its sudden shutdown due to COVID-19 guidelines.

Under normal circumstances, the facility offers a full range of swimming activities from lap swim to recreational, swim lessons, club activities and warm water therapy classes. Due to social distancing guidelines outlined by the governor’s office, the pool will be limited to lap swim and exercise in the warm water therapy pool and hours will be shortened to the morning only. While this does put restrictions on how many visitors can use the facility on a day-to-day basis, it’s a vast improvement from no services at all and pool staff are placing worker and patron health and safety above all else.

In addition to typical staffing — front desk and life guard duties — the Daugherty Center, per state instructions, also has an additional person on hand to act as a social distance monitor, reminding visitors to maintain safe spacing between other patrons when necessary. Perhaps the biggest challenge of getting back to business will be making sure that the aquatic center can handle the demand of a community that quickly made the revamped pool a popular local destination after its reopening late last year. From November 2019 to February 2020, public attendance each month at the Daugherty Center more than doubled compared to 2018 figures at the old facility. Swim lessons filled up ten minutes after opening for registration and additional classes and staff were added to take on the increased demand. Student passes given out nearly tripled compared to two years ago and while January 2018 saw only 191 student drop-ins, January of this year saw that number increase to 605. Community leaders celebrate construction of new affordable homes

N

onprofit DevNW celebrated the continuing construction of six community land trust homes in Cottage Grove in 2020, a project which will offer permanent homeownership for low- and middle-income families in the area. “This particular project was a labor of love and we ran into a lot of hurdles along the way,” said DevNW CEO Emily Reiman at the event. DevNW was created last year when nonprofits Neighborhood for Economic Development Corporation and Corvallis-based Willamette Neighborhood Housing Services united to increase regional impact. The nonprofit aims to empower communities through a variety of methods such as financial counseling, revitalization projects and assistance programs. The new homes under construction on Arthur Avenue are being sold to homebuyers below 80 percent of the area median income (AMI). Cottage Grove’s AMI was

estimated to be as high as $47,000 according to U.S. Census Bureau data from 2014-2018. Eligibility for ownership of the new land trust homes will be dependent on family size and annual income, ranging from an income limit of $36,350 per year for one person to $56,100 for a family of five. Buyers may also qualify for up to $25,000 in down payment assistance.

DevNW bought the property several years ago and has nearly completed the process of development, which included securing a land trust model which will enable more affordable housing for potential buyers. The land trust legally separates the land from the homes, allowing DevNW to retain stewardship over the land and ideally establish a more stable and secure community. “It’s a good concept and I’m

really excited about it,” said Cottage Grove Mayor Jeff Gowing. “We do need housing and this is providing homeownership. It’s proven that if you have more ownership, it’s going to give you a healthier community; people are vested in the community and they’re going to be here for the long haul.” The land trust model is also meant to encourage a long-term habit of homeownership within the community. The two-story homes are expected to be completed this summer, four of which will feature three bedrooms and the remaining two a two-bedroom design. “We hope that these six are the first of more to come,” said Reiman. “We’d like Cottage Grove to have 10 or 20 or 30 permanently affordable homeownership opportunities.”

Cottage Grove raceway meets the need for speed

F

or area residents as well as visitors to the area, Cottage Grove Speedway offers a ¼-mile banked clay oval that has been filling the need for speed in The Grove for more than 65 tears of heart stopping, side-by-side action and nail biting excitement. The speedway is a traditional dirt racetrack with bleachers and a snack stand, hosting dwarf, stock car and big rig races.

Races feature classes of 360 Sprints, IMCA Modifieds, Limited Sprints, Late Models, IMCA Sport Mods, Street Stocks and Hornets. Each year, racing can be seen every Saturday night from March 21 through Sept. 19, as well as on multiple Friday nights and even a few weeknight shows.
