I

n 1993, high school sweethearts Jay and Cindy Beckman searched for a way to incorporate Jay’s love of fishing and Cindy’s love for the Cannon Beach community into a career that would provide for their growing family. Pregnant with their first daughter, Cindy purchased a tiny seafood restaurant and market in the center of town. Their goal was to bring fresh sustainable seafood to residents and visitors while providing their customers with a memorable experience.

Since their humble beginning thirty years ago, Ecola Seafood has grown.

In 1997, they moved their small business into the newly constructed building at their current location in downtown Cannon Beach at 2nd and Spruce. They suffered a severe electrical fire in 2018 which forced them to rebuild. Luckily Cindy and Jay’s now grown children, Cj and Shawna took on the challenge. They adapted through Covid; building a second-story outdoor dining deck while continuing to upgrade the interior of the restaurant. CJ started a wholesale division of the business; selling quality seafood caught by himself, his dad Jay, and other local commercial fishermen to local businesses. The Ecola crew has grown over the years, with some dedicated employees working as a part of their team for more than fifteen years. They are the heart and soul of the business and strive to provide the best experience possible for all of their customers.

After 30 years their goals remain the same, and the community of Cannon Beach has repaid them with loyal support. They owe their success to this great town and the visitors who travel here to experience fresh and sustainable seafood. The crew at Ecola Seafood hope to see on October 16th to help them celebrate their 30-year milestone.

Cannon Beach Fire District Tax Levy Explained H

he Cannon Beach Gazette recently had an opportunity to sit down with Cannon Beach Fire District Chief Marc Reckmann to discuss the new tax levy and why it is needed.

Reckmann said that Fire District staffing levels need to be addressed, as the number of emergency responses continually increases at the same time as the number of volunteers decreases. Cannon Beach is a popular vacation destination with an ever increasing number of visitors, and there is no longer a “slow” season for emergency responses. In addition, the number of residents 75 years of age and over increased 30% between 2012 and 2021.

Capitol improvements are needed with fire station upgrades and the replace-

ment of apparatus to meet the increasing demands of effectively servicing the area. The Cannon Beach Fire District responds to calls from the Highway 101/ Highway 26 intersection, south to milepost 38 at the northern boundary of Oswald West State Park. Half of the Fire District responses are medical, with Fire District personnel also responding to structure fires, wild land fires, motor vehicle accidents, surf rescues and cliff rescues.

The Fire District Board has compiled a comprehensive 10-year strategic financial plan anticipating the needs in servicing this area, along with a 20-year capital plan. The goal is to hire three additional Firefighter/EMT’s, which would enable the fire district to staff the fire station with two Firefighter/EMT’s

24 hours a day, with fire district volunteers continuing to assist with emergency responses. The Fire District has planned for growth in the levy in anticipation of future staffing needs and inflation.

Chief Reckmann was asked about the Prepared Food Tax and what it has provided for the Fire District.

Reckmann responded that “we were able to hire three Firefighters, so there is now a minimum of one Firefighter/ EMT on duty at the station 24 hours a day”. He added that they were able to retain the grant-funded position for the daytime lieutenant after the funding for that position ended in late 2022. The Fire District is currently in the process of hiring a Division Chief/Fire Marshal; a position that has been vacant since 2004.

The Cannon Beach Fire

District has an extremely low permanent tax of $0.35 per thousand of assessed valuation, and $0.89 per thousand when combined with the two temporary 5-year levies. Other Oregon coastal communities, such as North Lincoln Fire and Rescue at $1.90, Depoe Bay Fire District at $1.92 and Central Coast Fire and Rescue at $2.34 all have much higher tax rates than Cannon Beach.

The Cannon Beach Fire District is independent of the City of Cannon Beach, but looking at the tax rates for the city of Cannon Beach, the city currently has one of the lowest permanent tax rates in Oregon at $0.70 per $1,000 of assessed valuation. For comparison, Seaside is $3.16 per thousand, Lincoln City $4.09, Newport $5.50 and Astoria $8.00 The new levy will replace

the two current levies, along with a bond expiring at the end of this year, which will then be consolidated into one levy at $1.50 per $1,000 of assessed valuation. The levy will support the current administrative staff, which are funded by the current levies, and enable the hiring of three additional full-time firefighters.

Chief Reckmann added that “the levy is about sustainability. The tax rate has been so low for so long that it’s not sustainable, and we need to get to a tax rate that sustains emergency operations. The levy rate was the result of a 2-year discussion, and was ultimately decided after the adoption of the 5-year strategic plan, along with a 10-year financial plan and a 20-year capital improvement plan that supported the strategic plan”.

Cannon Beach Rainfall Far Below Normal

otal rainfall in Cannon Beach has been far below normal since the beginning of the year, while the total amount of rain during the 2022-2023 “water year” was also far below normal.

The National Weather Service tracks total rainfall for the calendar year, but also tracks rainfall for the “water year” that begins on October 1st and ends the following year on September 30th. The “water year” more accurately reflects the amount of rain that falls during the normal wet season. For the 20222023 “water year” 66.87 inches of rain fell in Cannon Beach, which is 21.61 inches less than the normal 88.48 inches; making it one of the four driest “water years” since the late 1980’s.

During the first nine months of 2023, Cannon Beach has had less than 40 inches of rain, which is 25% below the normal 53.39 inches. Spring

uring conversations with two Clatsop County real estate brokers, their consensus is that real estate prices in this area have leveled out over the past year. While a few areas are still showing a small increase in prices, most other areas are showing a small decrease. After the double digit increases of 2020 and 2021, and the still healthy single digit increase in 2022, real estate prices have stabilized, with Clatsop County showing an overall average price decrease of 3.2% since the beginning of 2023.

According to Michael Henderson, managing principal broker for Duane Johnson Real Estate in Cannon Beach and Tim Regan, co-managing principal broker for Windermere Realty Trust in Gearhart and Cannon Beach, the very strong sellers market that existed from the early summer of 2020 through the late fall of 2022 has turned into a “balanced market” between buyers and sellers. A real estate market is considered “balanced” with an existing inventory of homes for sale of 4 to 6 months. The inventory of homes over the past year has ranged from a low of 2.2 months in September 2022 to a high of 5.2 months in July 2023, before dropping to 4.1 months in September 2023.

Another indicator of real estate trends is “total market time” or the average time for a property to be on the market. In September of 2023, total market time in Clatsop County increased to 70 days, which is the longest total market time since the beginning of the Covid pandemic in 2020. For comparison, in 2022 the average total market time was 35 days, and in 2021 was 28 days. Pre-Covid it was 90 days in 2019, and 130 days in 2018.

Henderson and Regan said that unique and “key” properties, such as ocean front, ocean view and one-level homes are still seeing modest price increases, occasionally with multiple offers or buyers offering more than the asking price. But more often buyers are now asking sellers for price concessions, with sellers more willing to offer concessions in order to sell their homes. Both agreed that the market did not experience the increase in listings that typically occurs in the spring and early summer months, but that listings eventually increased later in the summer.

Michael Henderson noted that the 2023 median sale price of a home in Cannon Beach is $882,500, while the average sale price is $893,500, adding that sellers who are aware of the new market conditions, and are pricing their homes to sell,

Mortgage interest rates spiked in 2023 and have remained at their highest level in over two decades.

30-year fixed-rate mortgages increased to 7.49% in early October, up from 7.31% the previous week.

There were 194 active listings in Clatsop County during September. Looking at 2023 year-to-date real estate sales, Cove Beach/Falcon Cove had the highest median sale price of $1,195,000, followed by Cannon Beach, Arch Cape, and Gearhart West.

Health Advisory Issued for Tolovana Area

s part of their Oregon Beach Monitoring Program (OBMP) the h Oregon Health Authority (OHA) issued a public health advisory warning of unsafe levels of fecal bacteria in the ocean waters off Tolovana State Park on September 26th, with the health advisory lifted two days later on the 28th. The OBMP reported al that levels of Enterococcus bacteria were up to seven g times higher than the threshrs old for the “Beach Action ch Value” of 130 Enterococcus d per 100 mLs of water (100 mLs is less than half a cup). he The OHA uses Enterococcus on as an indicator of the likely presence of other pathogenic n- bacteria. While the ocean water tested at up to seven times the safe limit, the fresh water of Chisana Creek flowing onto the beach in Tolovana tested at more than 130 times the safe limit. According to the Oregon Health Authority, levels of Enterococcus bacteria can spike after a heavy rainfall and they advise people to “avoid swimming in the ocean within 48 hours after a rainstorm.” The measurements at Tolovana State Park were taken on the third day of a five-day rain event, with 2.5 inches of rain

falling from September 23rd through September 27th; this being the heaviest rain event in Cannon Beach in more than five months. The OHA reports that “Enterococcus is present in human and animal waste and can enter marine waters from a variety of sources such as streams and creeks, stormwater runoff, animal and seabird waste, failing septic systems, sewage treatment plant spills or boating waste. Contact with unsafe levels of fecal bacteria can cause diarrhea, stomach cramps, skin rashes, upper respiratory infections and other illnesses such as ear, eye and urinary tract infections. Visitors should stay clear of water runoff flowing into the ocean. Levels of fecal bacteria tend to be higher in these types of water sources.”

Information gleaned from past local newspaper articles reveal an ongoing seasonal problem occurring after the first heavy rainfall of the season. In 2009, Cannon Beach worked with Oregon State University to conduct DNA tests of fecal bacteria in stormwater runoff, discovering that there was a very large contribution from birds; primarily gulls. But not all of the DNA came from animals; DNA from one sample was

determined to have come from human feces, although the OSU report called the sample “very weak.” According to Cannon Beach Public Works Department data, there were no sewage overflows during the five-day rain event in September, in spite of a 30-minute power outage late in the afternoon of the 25th.

Cannon Beach City Manager Bruce St. Denis said in an emailed statement “that the city does not have (sewage) life stations at Tolovana State Park at Chisana Creek” adding that “Cannon Beach consistently has high readings at several of our testing locations. This is especially true after the first ‘flush’ of water from drainage pipes that occurs after a heavy rain after a long dry spell.

Over time the readings go down. Fecal materials from elk, deer, raccoons and birds within a large drainage basin accumulate during the dry season and are released with the first rains. This happens every year in the fall. In the past the city initiated our own testing so the results could be tracked on a more regular basis than the state testing. Because the spikes seem to be rain related they were taken the day before predicted rainfall and the

day after. Those results were shared with DEQ and no patterns other than higher readings after rain events could be discerned. During that effort we also tested locations further upstream of the outfalls than have been done in the past to try to drill down on where contamination could be picked up. Again, no patterns were detected. If the contaminants were coming from leaks in the City’s wastewater system, the readings would be elevated on a consistent basis, which they are not.”

Arch Cape resident Mike Manzulli, President of the Oregon Coast Alliance and former Chair of the Ecola Creek Watershed Council, replied in an emailed statement that “when I was Chair of the Council, the Council regularly monitored Gower Street and Chisana outfalls and we found no direct correlation between rainfall and pollution, however sewage lines incorrectly connected to stormwater lines were discovered. While the latest health advisory corresponded with heavy rainfall, the previous health advisory in Tolovana in July was during dry weather. The State only tests mid-May through mid-September, and the State does not issue health

Over-Tourism

bought my present home in Cannon Beach in 2018. A lifelong Virginian, I decided to move, in my mid-60s, because – like some character in Chekhov – I felt stuck. Cannon Beach seemed my best hope of getting unstuck.

In 2011, I’d spent two summer months here – recovering after several years of caring for my mother as her mind slowly slipped away.

Three wise women – my sister, first cousin, and best friend – had told me I was killing myself. So I flew here, crashed for two months in that friend’s spare bedroom, and did as little as possible.

Watched hummingbirds on her deck. Built beach fires at night. Read. Breathed.

And fell in love with this quiet little town.

I still love it, but – as they say in domestic dramas – I’m not always sure how much I like it. In the dozen years since that summer, our town has changed in ways which – if trends continue – will gradually erode its quality of life. f Since the Covid-19 hiatus, chour annual influx of visitors – the season – has stretched out until it simply doesn’t seem to end. It’s October, and on many days, parked cars still line residential streets.

Downtown, you can’t drive a block without braking at ng least once for jaywalkers, er

popping out between parked cars rather than walking a few yards to a marked crosswalk. The inconvenience of standing in line for coffee, or waiting for a seat at a favorite restaurant – tolerable during the season, because our businesses absolutely need those months to turn a profit – becomes increasingly hard to bear during the rainy season.

Cannon Beach – known for clean sea air, a quiet fed by whispering waves and the soughing of breezes through towering spruce, and a smalltown sense of intimacy – never seems to revert to those qualities for more than a few days at a time.

The problem has a name, which is a good thing. Nameless problems are elusive.

Naming a problem – like diagnosing an illness or injury – is no assurance of a cure.

But it’s a start.

The name of our problem is over-tourism, a term unfamiliar only a few years ago. I first came across it in The Guardian, in an article on Venice, Italy. In my lifetime, I’d visited Venice three times – once as a student, twice as a teacher escorting groups of students. My last visit was nearly forty years ago. I doubt I’ll return. I love Venice. Seeing it now would be heart-breaking.

Venice, the commercial city which was, in the Renaissance and early modern periods, a global

trading power, is justly famous around the world.

The small island containing the historic city – best known for its network of canals, its gliding gondolas, and the grandeur of the Piazza San Marco – has become a shadow of itself. Seventy years ago, historic Venice had a thriving population of 170,000 – and a vibrant tourist trade. Today, tourism has swallowed everything.

The resident population has dropped below 50,000 – less than half that of Bend.

Belatedly, Venice has taken steps to control the influx – starting with a ban on large cruise ships. But the grand old city threatens to become a ghost town, or perhaps more accurately, a Disneyfied version of itself – crammed with visitors during the day, deserted overnight, except for cleaning crews restoring its appearance to greet the next day’s influx.

Reading about Venice’s fate – and possessed of a term to describe its situation – I began researching other stories of a similar stripe.

One striking instance is, of all places, Mount Everest.

Once a place of majestic isolation, visited only by experienced mountaineers of great courage and daring, it now hosts thousands annually. During the climbing season, tourists – not necessarily trained climbers – now literally stand in line

advisories for the outfalls and creeks on the beach despite children’s tendency to play in the creeks and pet’s tendency to drink from them. The Tolovana and Gower Street creeks as they hit the beach test higher than 130MPN the majority of times tested.

The City has historically and currently blamed wildlife for the contamination. There are many forested, wildliferich communities along the coast that are not failing as often as Cannon Beach. If the pipe harboring animal waste under Tolovana Wayside is in fact the main culprit at Chisana, Cannon Beach has a responsibility to daylight the creek and alleviate the contamination source.

Wildlife is certainly not the only problem. Back in 2018, after more than a decade of water quality monitoring and advocacy efforts, numerous sewer and bacterial sources were identified through a full infrastructure analysis conducted by an independent contractor for the City. Utilizing smoke and dye testing techniques, the City was able to uncover key sources such as cross-connections, broken sewer lines and failures with pump stations that were contributing to pollution on the beach. Following the full report and briefing from the

City’s Public Works contractors, the City Council voted to support the needed fee adjustments to begin tackling the major capital improvement projects identified for the City’s sewer and stormwater systems. It is unclear to me whether the City has completed all the required projects to help alleviate fecal bacteria entering our beaches. If not, the City must prioritize these projects.”

For the past twenty years, the Oregon Health Authority (OHA) has utilized U.S. Environmental Protection Agency (EPA) grants to monitor popular Oregon beaches and issue warnings to the public about unsafe levels of fecal bacteria. State agencies participating in this program are the OHA, the DEQ and the Oregon Parks and Recreation Department. According to a recent report issued by Environment America, 70% of West Coast beaches showed unsafe levels of fecal contamination during at least one test day, with Oregon’s beaches averaging 86%. Of the 21 Oregon beaches tested, Manzanita had the highest percentage of unsafe test days at 90%, with Cannon Beach at 63%.

And Everest’s tourists leave behind tons of abandoned equipment, as well as even less pleasant evidence of their brief visits. In recent years, the challenge of removing human feces – up to 13 tons of frozen poop per annum – has provided work for local residents.

As one human concerned with the many, interrelated problems associated with human over-population and over-consumption, I share the desire of billions to travel and experience new places.

But I also recognize that we humans have – willy-nilly – become our own greatest problem. Globally, overtourism has become a threat to communities, large and small, which, in better times, made the tourist industry part of a healthy, mixed economy.

Strategies for addressing over-tourism are only beginning to catch up with the problem.

The first step in solving any problem is to recognize its existence. Then comes research into how others have experienced – and attempted to address – similar problems. For Cannon Beach, the challenge begins with speaking the name. Cannon Beach has an over-tourism problem.

Can we start by admitting that?

s the weather changes and fall approaches, our school year begins. These days are filled with early mornings, English papers, and sports practices. As a senior at Seaside High School my schedule is always at max capacity; I mean I’ve had the same cold for weeks.

My day consists of going to school in the early morning when the dark sky has just faded into dawn, going through five long classes when my motivation fades into nothingness, and directly after school heading to the fields for soccer practice.

It sometimes feels like the same day over and over again, but being involved in clubs and sports changes that Groundhog Day feeling for me. Soccer has been a great way to get my mind off school. The feeling of being on the field with my friends, having an amazing pass in a game, or even that feeling of complete happiness when the scoreboard is in your favor.

A field is a place where you can feel every emotion; happiness, sadness, frustration, excitement, and nervousness.

You feel it all, rain or shine.

Nothing is better than the sound of your classmates cheering for you on the sidelines or your parents in the stands chanting your number.

However these fantasies and

dreams aren’t reality, as there is an aspect of competition.

We have rankings as a team and play to win. There is an account called Major Media that posts their opinion on how these soccer games will go. Whether it’s against a bad or good team, you get feedback on the final score opinion. This past week we had a scheduled game against our rivals; Major Media posted that we were going to lose this game. Our team’s reaction was that this post didn’t matter and that we had a chance at winning. When it came time for the game we were ahead by one for awhile, and right at the end, we got scored on landing a 1-1 tie. We never gave up; we fought for the entire game and we proved Major Media wrong. This felt really good.

After everything that was going on in my life it felt like something was improving and getting better. This was a good lesson for the team.

People will always have something to say about you and you just have to prove them wrong; show them who Seaside is on the field and go home feeling satisfied about that play. Council tentatively approves ADU WILL CHAPPELL For the Gazette

C

annon Beach’s City Council gave conditional approval to an applicant seeking to build an accessory dwelling unit above a garage on Tenana Avenue on October 3.

Concerns over tree removal necessitated by the project gave several councilors pause, but they felt the concerns didn’t give them the latitude to deny the request and settled for asking for the

preservation of one tree on the lot.

The application for the accessory dwelling unit (ADU) initially came before the city’s design review board in August and was rejected because of the proposed removal of six Sitka Spruce from the property. The proposed design includes the addition of a two-car garage with a 570 square-foot apartment located above.

A representative from Tolovana Creek Architects explained that five of the six

trees slated for removal stood in a snag on the property that were already at danger of falling. He said that the property owner planned to plant two vine maples on the site to offset the trees’ loss and pointed out that the ADU was allowed by the city’s code.

Councilors had a lengthy discussion about the proposed project and were dubious about the tree removal question, worrying that it would negatively impact the view and wind impacts

on nearby properties. They also raised concerns over the proposed parking configuration for the ADU, which calls for the long-term renter of that property to park in line behind one of the garage bays.

Councilors also expressed apprehension that the primary residence on the property was going to be offered as a short-term rental, which they said would violate the spirit of the city’s ADU rules.

However, councilors admitted that the city’s

ordinances allowed for the ADU in its current configuration regardless the primary residence’s use. They admitted that while they disliked the tree removal, that was not sufficient reason to deny the application.

The council unanimously approved the application on the condition that the developers update their tree removal plan to exclude a Sitka Spruce located outside the snag near the northeastern property line.

Geotechnical reports on police department and city hall sites presented to council WILL CHAPPELL For the Gazette

annon Beach’s City Council was updated on geotechnical reports that were recently completed for the Gower Street site of the proposed new city hall and the Tolovana Cache site of the proposed new police department at a meeting on October 5.

The project team also explained the causes for the projects’ higher costs when compared to other police department projects in Oregon.

The meeting began with a project team member discussing the results of the recently completed geotechnical surveys at the Tolovana Cache site. The site has been designated as the location of the new police station, which

will also serve as the city’s emergency command center in natural disasters.

Borings at the site that penetrated 100 feet showed that there was around 10 feet of fill material immediately under the surface, with a basalt mound underneath that ranging in height from 60 to 80 feet.

According to the team member, this means that the site is stable in a static state and not at risk from normal rainfall. However, the models predict that in a maximum Cascadia subduction zone interface earthquake, the top 40 feet of material will shift about 8 inches to the west.

The engineer said that this slide possibility will be mitigated using a grade beam foundation, which will secure the building in place on

beams anchored to pile caps.

This will allow the building to withstand the maximum projected earthquake from a Cascadia subduction zone event and ensuing landslides, as required by Oregon code.

A similar foundation system will be used for the new city hall slated to be built on Gower Street, although it will be less robust due to the site’s projected inundation in tsunamis following larger earthquakes.

The property at Gower Street sits atop 20 feet of soft, organic silt fill, which is projected to slide three inches west in a maximum Cascadia zone subduction event. The grade beam foundation at the site will be paired with helical peers to penetrate the fill.

The team member also

addressed questions about the high per square foot cost of the police station project when compared to other projects across Oregon. Those concerns were raised in a letter to the council that shared the cited the costs of projects in Beaverton and Gladstone among others.

The team member said that the figure that had been used to calculate a per square foot cost of over $1,600 for the Cannon Beach projects was not the same figure being used to calculate the cost for the other projects cited. The $1,600 per square foot figure was calculated based on the overall budget of $25 million for both projects, whereas the comparators were based on the construction budget.

of $19 million, with the other $6 million budgeted for design costs, geotechnical work, engineering, systems development charges, permitting costs, temporary accommodations for city staff and furniture for the new buildings.

Of the $19 million construction budget, $12 million is designated for the city hall project, with $9 million going towards the police station. This gives the 5,000 square foot project a per square foot cost of $1,380.

The team member went on to further delineate line items in that budget that were driving it higher, including $1.2 million in escalation and design and construction contingency funds and $600,000 in ground improvements required for construction. After

The team member acknowledged that the per square foot cost is higher than that of the other projects cited in the citizen’s letter, but also pointed out that the Gladstone and Beaverton projects had gone to bid in 2016 or 2017, predating significant inflation.

He also noted that those projects had had larger footprints, allowing them to benefit from economies of scale in certain aspects of the project like heating and cooling that would be unavailable to the smaller Cannon Beach projects.

Shipwreck Archaeology Lecture

oin the Cannon Beach History Center & Museum on Saturday, October 21st at 3:00 p.m. as we celebrate International Archaeology Day with a special presentation by Chris Dewey on Shipwreck Archaeology.

Dewey’s talk will focus on the search for and documentation of shipwrecks in the Pacific Northwest.

Chris Dewey is the founder of the Maritime Archaeological Society. He is a retired Naval Officer and is currently an anthropology and archaeology adjunct instructor at Clatsop Community College. He holds a master’s degree in maritime archaeology from the University of West Florida and a master’s degree in business management from Troy University. He is listed on the Register of Professional Archaeologists and is a Secretary of the Interior and Oregon State qualified archaeologist.

International Archaeology Day (IAD) is a celebration of archaeology and its contributions to society. Every October the Archaeological Institute of America and

archaeological organizations around the world present archaeological programs and activities for people of all ages and interests. The AIA promotes archaeological inquiry and public understanding of the material record of the human past to foster an appreciation of diverse cultures and our shared humanity. The AIA supports archaeologists, their research and its dissemination, and the ethical practice of archaeology. The AIA educates people of all ages about the significance of archaeological discovery and advocates for the preservation of the world’s archaeological heritage.

Halloween, Banned Books & Dangerous Technologies

ctober means Halloween is right around the corner. This year the library is celebrating with a multicultural twist.

Children of all ages are invited to a combination bilingual story time and crafting event at 2 p.m. on Saturday, October 28, at the library (131 N. Hemlock in downtown Cannon Beach) to celebrate both Halloween and the Mexican holiday Día de Los Muertos (Day of the Dead).

Volunteer Iolanda Ramirez will read stories in English and Spanish, after which children will make sugar skull masks, play games and enjoy snacks.

Everyone is encouraged to wear their Halloween costumes.

The library is observing Banned Book Week and National Day of Action by declaring October Banned Book Month. Banned Book Week was established by PEN America, a nonprofit organization dedicated to encouraging and protecting freedom of expression. This year PEN America has joined with the Writers Guild Initiative and a host of writers, actors and artists to declare a day of action to bring attention to current efforts to ban books and stifle free expression.

Patrons who check out a banned book, from either the library’s banned book display or from elsewhere in the library, between October 4 and October 30, will receive a ticket to the library’s Let Freedom Ring Raffle. Raffle winners will receive bannedbook-themed gifts. Winning tickets will be drawn on Facebook Live on October

The library’s NW Author Speaker Series will be hosting an author who has faced an unsuccessful effort to ban one of his books. Award-winning graphic novelist Craig Thompson will give a talk at 2 p.m., Saturday, October 14. This will be a hybrid event; participants can attend Thompson’s talk in-person, or watch the event online through the library website (cannonbeachlibrary.org).

Thompson’s 600-pluspage autobiographical novel “Blankets” was challenged in 2006 by one patron of the Marshall, Missouri Public Library who thought his illustrations were pornagraphic.

The Marshall Public Library Board kept “Blankets” on the shelves in response to a national outcry against censorship and because of support from the local community.

“Blankets,”which was heralded as a ground-breaking graphic novel, met with widespread critical acclaim.

Time magazine named “Blankets” it’s #1 graphic novel of 2003, and the novel won eight comics industry awards. Thompson’s publisher has recently issued a twentieth-anniversary edition of the novel. Thompson’s other graphic novels have also won, or been nominated for, numerous awards.

The Cannon Beach Reads book club will meet at 7 p.m., Wednesday, October 18, to discuss “All the Single Ladies: Unmarried Women and the Rise of an Independent Nation,” by Rebecca Traister. This will be a hybrid meeting with participants able to join the discussion in person at the library or virtually through Zoom.

Traister is a writer-at-large for New York magazine and a contributing editor for Elle magazine. In “All the Single Ladies,” Traister examines what she at first thought was a uniquely twenty-first century phenomenon in America: the large and growing number of single women.

Traister’s research, however, showed that there have been earlier periods in American history when single women were a significant portion of the population. During those periods, single women helped drive social change, including abolition, temperance and mandatory secondary education.

Traister did extensive historical research and

interviewed more than one hundred academics, social scientists and prominent single women. The resulting book offers a thorough analysis of the social, economic, sexual and political conditions facing single women today, and provides a historical context for those current conditions. Critics have described “All the Single Ladies” as “informative and thought-provoking” for everyone, not just single women, and as a “remarkable portrait of contemporary American life.”

The discussion will begin at 7 p.m. on Wednesday, October 18, at the library.

Patrons who are worried that new technologies are developing too fast and taking society down dangerous, uncharted paths may want to read a recent library acquisition: “The Coming Wave: Technology, Power, and the 21st Century’s Greatest Dilemma” by Mustafa Suleyman (with Michael Bhaskar).

Suleyman argues that new technologies spread through society like a flood. When a technology is developed that causes huge advances in what humans can do–like the printing press or electricity–it inevitably is widely adopted, spawns additional new technologies and causes significant societal changes.

Suleyman, himself a technologist, points out that new technologies make life better, but also have unforeseen negative consequences. The automobile brought mobility, but also air pollution, for example.

Suleyman is concerned that the next wave of technological advancement, which will be fueled by Artificial Intelligence (AI) and synthetic biology, will have less benign effects on society. He fears that AI systems, which constantly get “smarter” as they “learn” will surpass human intelligence and become uncontrollable, and that the ability to change and even create designer DNA will be misused with dire consequences.

fter being appointed by the Oregon Senate to serve as the Coastal Counties’ representative on the Land Conservation and Development Commission, I’m writing today to say “thank you.”

The first thank you goes to the voters in Clatsop County’s District 5. With-

out the grace and support of their votes, again and again and again, I wouldn’t hold the seat that allows me to serve. They’ve shown their trust that I’m always working for them, no matter where I’m located at any particular moment.

The second thank you goes to the team at Clatsop County, including my fellow commissioners and all the County employees: it’s

cannot be stopped, but he argues that governments and technologists should work to containtain them in order to prevent their worst impacts on society. He is especially concerned that these advances will threaten the continued existence of democratic nations and provide surveillance and control tools for totalitarian governments.

Suleyman paints a grim picture, but he does list some steps governments, technologists and investors should take to contain the excesses of these technologies. He isn’t overly optimistic that his suggestions will be followed, and expresses his profound hope that he is wrong about the ultimate development of AI and synthetic biology. By the end of the book, the reader shares that hope.

dims the sky ky Don’t miss the rare and otherworldly sight of October’s annular eclipse

On Saturday, Oct. 14. 2023 grab your protective eyewear and look to the sky where you will witness an extraordinary event, weather permitting. The rare celestial phenomenon, known as an annular solar eclipse, will briefly take place above Oregon, dimming the sky.

The eclipse will travel on a path through the U.S., starting at our beautiful coast and ending in Texas, before it continues to pass other parts of the world.

When and where The first signs of the eclipse will happen at about 8:04 a.m., however, it will take more than an hour for the moon to cross over to the middle of the sun. Once there, it will briefly block a large portion of it before taking over an hour to finish moving away. The moon will be in the optimal position for viewing around 9:18 a.m., with slight time variations depending on where you are viewing from. So be sure to get out there early to watch it all happen and to ensure you don’t miss any part of this awe-inspiring natural event. Once the moon is in place it will only last a few minutes.

The eclipse will take a path from the Oregon coast to the Texas

Oregon is first Oregon will be the first of the states to see the annular solar eclipse, with the Oregon Dunes National Recreation Area being lucky enough to be in the perfect location to see this amazing natural phenomenon as it crosses land. A large portion of the Oregon coastline will be capable of viewing this event at its maximum, as will some other parts of the state as it travels past.

There are approximately 6.6 million people in the U.S. who are living within the path of the annular solar eclipse. Out of those millions, about 1 million of them reside in Oregon. While this time of the year does tend to be a bit cloudy in the mornings, that shouldn’t stop you from going out to see the event.

Should the clouds obscure the sky,

Gulf Coast, crossing Nevada, Utah, New Mexico, and parts of California, Idaho, Colorado and Arizona. After crossing North America, the eclipse will pass Mexico and Central America. It will then cross over into Colombia in South America and finish its land crossing in Northern Brazil. The annular solar eclipse will conclude at sunset over the Atlantic Ocean.

What is an annular eclipse?

An annular solar eclipse is a unique occurrence, happening when the moon is so far away on its elliptical orbit around the Earth that it appears relatively small while passing in between the Earth and the sun. The moon’s orbit is not a perfect circle, therefore its distance from Earth varies. As it moves along its orbit the moon will appear slightly smaller and larger than normal.

Extra effects to watch for The “Ring of Fire” is not the only thing to look out for. During the eclipse be sure to take a moment to look at the shadows cast on the ground, buildings and everywhere else that you can. You will notice something very unusual. The sun will be casting the moon’s shadow down onto Earth and as the moon travels across the sun you will see strange crescent-shaped shadows all around, instead of the normal shapes you are used to. The strange shadows will dance across the ground as the moon moves quickly overhead, making this equally as fascinating to watch as the eclipse itself.

Philip Daly, who has worked

for more than 35 years in the professional astronomy field building instruments on major telescopes and is currently part of a research team at the University of Arizona, stated that the speed at which the moon’s shadow moves “is variable as the eclipse progresses.” Daly cites the Great American Eclipse website, saying that “When annularity covers most of Oregon at 9:20:06, it will be traveling at 4862 mph.”

For those at the edge of the eclipse’s annular path, like Siletz Bay in Lincoln City or near Floras Lake in Curry County, while watching the eclipse, try to spot something called Baily’s beads. path. The term annular refers to something that is ring-shaped. During the annular eclipse, the smaller-looking moon will cross in front of the sun. When this occurs, a ring-shaped sliver of the sun will still be visible, known as a “Ring of Fire,” brightly peeking out from behind the silhouetted moon. This thin ring will only remain that way for around four minutes before it will lose its annular appearance.

People viewing the eclipse from anywhere outside of the annular path will not see a complete ring, as the moon is not covering it the same amount. As you travel farther away from the annular path, the moon will obscure the sun less and less, granting those outside of the path only a partial solar eclipse.

Proper eye protection If you do go out to watch the eclipse, you must have proper eyewear. Sunglasses, while appearing to help decrease the sun’s brightness, will not protect your eyes when looking directly at it.

Looking directly at the sun without the correct protective wear could result in permanent eye damage and should never be done under any circumstances.

There is, surprisingly, a variety of protective wear available for viewing an eclipse. While glasses may be the most known, there are also handheld solar viewers. You can purchase a special solar filter for your camera lens, binoculars and telescopes.

The filter secures over the optic lens on the front, allowing you to safely look through it to view the eclipse.

Never look at the sun through your binoculars, telescope or camera lens while wearing eclipse glasses as they send concentrated solar rays to your eyes, causing severe eye damage.

Eclipse glasses are not needed when viewing through your lens as long as you have a proper solar filter

It is imperative that you ensure whatever you’ve picked to view the eclipse through, is safe and complies with the ISO 12312-2 international standard. Some places may print that label on their products wrongfully.

Safe viewers are specially designed to be thousands of times darker than standard sunglasses and to block most of the solar UV and IR radiation. Not all products may properly comply. The best way to make sure what you have is sunsafe is to check that the supplier has made it onto the American Astronomical Society’s safe filters and viewers list.

Additional means of viewing If you are unable to get proper eye protection, you can still view the eclipse using an indirect method.

You can create a pinhole projector.

Punch a small hole into something sturdy like a piece of cardboard and, with your back to the sun, you can now safely look at the projected image on a nearby surface. Never look at the sun through the pinhole.

For those who may not be able to get out and experience the eclipse first-hand, NASA will be hosting a virtual viewing from their YouTube channel, where they will be showing the eclipse from locations all over the country.
