Duane Johnson Retires After 43 Years in the Local Real Estate Business

uane Johnson began visiting Cannon Beach in 1955 as a 12 yearold kid when his family would stay at a cabin owned by friends. In 1972, Duane and his wife Cheryl purchased a small cabin in Cannon Beach when their first son Michael was four years old; spending most of their weekends at their getaway

on the coast. After Duane and Cheryl decided to have another baby, they ended up with more than they expected; with triplets arriving the year after buying their beach cabin. In 1978, they made the decision to sell their home in Portland and become full-time residents of Cannon Beach, with Duane’s father living with them for almost twenty years until passing away at the age of 92.

While living in Portland, Duane worked in the mortgage business at First National Bank for several years, so after moving to the coast he spent his first year working at Ticor Title. Earning his real estate license, Duane began working at North Coast Properties; with Duane later becoming a partner in the company. After more than a decade at North Coast Properties, Duane struck out on

his own in 1990 by starting Duane Johnson Real Estate.

Inspiring loyalty and lasting relationships, Duane said that he and the other brokers at Duane Johnson “were like family; we helped each other and had pizza together at the office every Wednesday afternoon. When we gathered for pizza it was supposed to be about business, but we usually just ended up talking about anything we wanted

to.”

Jeff Etchison, who worked with Duane for more than 25 years, said that “Duane was one of my mentors and I learned so much from him.

His approach was to let us be our own bosses and be self-motivated, which really had an impact on my life.

Duane told us to be consistent, honest, and care about the community. He told us to be advisors and not sales

people; to know the true value of the product and make sure the clients were making a good investment.” Jeff said that Duane had a core group of four full-time realtors that worked with him, as he felt that having less realtors was best so that they could all make a good living”.

Sixty Years Ago: Remembering President John F. Kennedy

Presidential Motorcade Driving Through Dealey Plaza in Dallas

ixty years ago, the nation was mourning the violent death of its young president, who was assassinated in Dallas, Texas on Friday, November 22nd, 1963. Like the events of 9/11, for anyone old enough to remember it, that dark day is permanently etched into our collective memory as to where we were and what we were doing when we heard the news. The fact that the charismatic, inspirational, eloquent, vibrant, young President John F. Kennedy was dead shocked the nation.

Announcing the news in the midst of a live television broadcast that afternoon, seasoned CBS news anchor Walter Cronkite struggled to retain his composure as he read the news bulletin to viewers.

At age 43, President John F. Kennedy, known as JFK, was the youngest person ever elected president of the United States after narrowly defeating Vice President Richard Nixon in November 1960 (Vice President Teddy Roosevelt was 42 when he suddenly assumed the presidency after the assassination of William McKinley) Moving into the White House in

Firing three shots at the passing limousine, Oswald struck President Kennedy twice, first in the neck and then in the head, with the first bullet passing through Kennedy and hitting Connally, who was sitting directly in front of the president. As he was hit, Connally shouted “My God, they are going to kill us all”. The color images of the assassination, captured by Dallas businessman Abraham Zapruder on his 8mm movie camera, are seared into our national memory; Jackie cradling her mortally wounded husband in her arms, Secret Service agent Clint Hill frantically climbing onto the back of the presidential limousine as it accelerated away from the plaza. The fatally wounded President was rushed to Parkland Memorial Hospital, where he was pronounced dead at 1:00 PM Central Standard Time.

Fearing a wider conspiracy, the Secret Service and senior White House aides urged Vice President Lyndon Johnson, who had been in the presidential motorcade behind Kennedy, to immediately board Air Force One and return to Washington, D.C. Johnson refused to

On that fateful day in Dallas, the President and First Lady Jackie Kennedy landed in Air Force One at Love Field in Dallas in the late morning of November 22nd.

The sun had come out after morning rain, so the decision was made to remove the bubble top of the presidential limousine for his motorcade through the streets of Dallas. The President and First Lady, accompanied by Texas Governor John Connally and his wife Nellie, proceeded through the streets of Dallas into Dealey Plaza, headed for the Dallas Market Center, where Kennedy was scheduled to deliver a speech.

leave without First Lady Jackie Kennedy, while Jackie refused to leave without the body of her husband. By Texas law, the autopsy had to be performed in Texas, and the resulting argument in the emergency room almost came to blows before hospital staff relented and released the body of the young president. Before flying back to Washington, Lyndon Johnson was sworn in as the 36th President of the United States aboard Air Force One as it sat on the tarmac of Love Field in Dallas, barely two hours after President Kennedy was assassinated. In one of the most iconic photos of the 1960’s, Lyndon Johnson takes the oath of office as Jackie Kennedy stands by his side, still wearing her bloodstained pink jacket; her face reflecting the grief and shock of that fateful day in Dallas.

The president’s assassin, 24 year-old ex-marine Lee Harvey Oswald, escaped the Texas School Book Depository and returned home for a handgun. Less than 45 minutes after killing the president, Oswald shot and killed Dallas police officer J.D. Tippit. Oswald escaped into a movie theatre, where he was apprehended, arrested and later charged with the killing of officer Tippit and President Kennedy. Two days later, in the late morning of November 24th, as Oswald was being led through the media-filled basement of the Dallas Police Headquarters to a waiting armored vehicle

Conspiracy theories that surfaced shortly after the assassination continue to swirl sixty years later. Was there a second gunman on the “grassy knoll” in Dealey Plaza? Why did Jack Ruby shoot Oswald? Was the CIA, the mafia, the Soviet Union or Cuban dictator Fidel Castro ultimately behind the assassination? Oswald had lived in the Soviet Union for more than two years prior to the assassination, was a self-proclaimed Marxist, and had attempted to assassinate Major General Edwin Walker in Dallas in the spring of 1963. The Warren Commission, headed by Supreme Court Chief Justice Earl Warren and tasked with investigating the assassination, concluded that Oswald was the lone gunman, but their conclusions were challenged shortly after being released.

Recent revelations by Paul Landis, a Secret Service agent who was assigned to the presidential motorcade that fateful day, who claims that he found a bullet on the back seat of the presidential limousine while it was parked outside the hospital, and that he placed it on the president’s gurney in the emergency room, has only

deepened the mystery.

The assassination of President Kennedy changed the trajectory of the 1960’s and the course of American history. Kennedy was president during the height of the Cold War with the Soviet Union. During incidents on the Plain of Jars in Laos, the failed Bay of Pigs invasion of Cuba and the construction of the Berlin wall, Kennedy’s inclination was to attempt to de-escalate the situation. The ultimate test came during his skillful handling of the Cuban Missile Crisis in October 1962, when the United States and the Soviet Union came terrifyingly close to the brink of all-out nuclear war. By 1963, Kennedy and Defense Secretary Robert McNamara were beginning to question the wisdom of continuing America’s involvement in Viet Nam, and planned to withdraw 1,000 military personnel by the end of 1963.

Upon assuming the presidency in late 1963, and being re-elected after defeating Barry Goldwater in a landslide victory in late 1964, Lyndon Johnson drastically escalated America’s military involvement in Viet Nam, sending the first combat troops into the county in early 1965. The increasingly bloody and controversial war led to massive nationwide protests and demonstrations, opening an enormous political divide. After his poor performance in the New SEE JOHN F. t has been an honor and a privilege for the people of the Clatsop-Nehalem Tribe to bring the life of the NeCus’ site to the people of Cannon Beach and all who will come to visit. Walking the trails and standing in the creek listening to the waves remind us that our ancestors were physically present in this landscape for countless generations, and that their presence is here from the village site to the vacated school and Welcoming Man we see today. Our Hereditary Chief Joe Scovell, who passed on in 2014, had a dream NeCus’, where his grandmother lived, would become a place where the Tribal People’s values would live on, and contribute to all the residents of Cannon Beach.

ith Thanksgiving approaching I find myself thinking of my Clatsop-Nehalem greatgreat-grandparents, Illga Adams (Tse-tse-no) and Maggie Adams (Koshtawah).

Illga was the last acting chief of the Tillamook-Nehalem and Maggie’s uncle was the prominent chief of the Clatsop, Chief Tostem. Like Illga, Tostem was the last chief to preside over the Point Adams village before it was demolished, and its people displaced to make way for the construction of Fort Stevens. Both Illga and Tostem were leaders of their people at the time of the first EuroAmerican settlement. Like his fellow Tillamook leader, Kilchis, Illga was noted for his compassion toward early white settlers who arrived on the coast without adequate provisions and “did much to preserve peace between the whites and Indians in early days.” (Bay City Examiner 1890)

FTLAC commissioners accuse ODF of ‘disinformation campaign’ WILL CHAPPELL For the Gazette

T

ensions flared at the November 3 meeting of the Forest Trust Lands Advisory Committee, as trust land county commissioners accused Oregon Department of Forestry Officials of withholding information from them and misleading the public about projected harvest levels.

The recriminations came in the wake of a Headlight Herald article in which Tillamook District Forester Kate Skinner said she expected harvest levels in the Tillamook State Forest to remain steady for the next 30 years.

“It feels in some sense like a bit of a disinformation campaign, so, that’s really difficult for us to move forward in,” said Tillamook County Commissioner Erin Skaar. “There’s a huge trust issue that has raised its ugly head once again.”

The meeting began with Oregon Department of Forestry State Forests Division Chief Mike Wilson updating the committee on modeling being done as part of the

development process of a new habitat conservation plan (HCP).

After continued downward projections in harvest levels in successive drafts of the HCP over the past five years, matters came to a head at a board of forestry meeting in February.

At that meeeting, Board Member Joe Justice proposed a motion to restart the entire plan development process that failed in a 4-3 vote. However, members who voted against the motion said that further decreases to projected harvest levels might sway them to support a similar motion in the future and asked staff to prioritize higher harvest levels in the next round of modelling.

Wilson told the Forest Trust Lands Advisory Committee (FTLAC) commissioners that staff at ODF were working on four models in response to that request. They model a non-declining, evenflow level of harvest, a longer harvest rotation, a net-present value prioritization that would allow larger harvests in the short term and a netpresent value emphasis that

allows for a non-declining, even flow. All those models incorporate the restraints required by the proposed HCP. Yield tables for the models have been completed but not shared outside ODF, while work on harvest scenarios is ongoing, according to Wilson. He said that ODF is hoping to reveal the numbers at an FTLAC meeting on either December 1 or December 8, ahead of a mid-December joint meeting with the board of forestry to discuss the projected harvest levels’ impact on the counties.

After delaying a decision on the HCP at its June meeting, the board of forestry had planned to make a final decision on the plan at their December meeting, although that timeline appears likely to be delayed again by the latearriving modeling results.

Wilson was able to confirm that the yield tables were lower than those in previous rounds of modeling, although he did not offer any further specifics on the magnitude of the decrease or which districts were impacted.

quickly took Wilson to task over the forthcoming numbers and what she characterized as a pattern of ODF promising larger harvests than were achieved. Bangs said she believed the harvest levels under the implementation plan that went into effect in July and that ODF officials say will closely track with those under the HCP, were still overly optimistic given her understanding of the plan’s restrictions.

Skaar then weighed in, bringing a September Herald interview with Tillamook District Forester Kate Skinner to Wilson’s attention. In the interview, Skinner said, “What we’re seeing right now, what we did for the modeling for our current implementation plans moving forward is in the first 30 years of the 70-year window it will be very steady for Tillamook.”

Skaar said that this assessment did not jibe with the data that had been provided to the counties that showed increases in inoperable land in the forests under the HCP, which she surmised would lead to lower harvest levels.

Skaar wondered if ODF had two different models, one for staff and one for the counties, and said that the disconnect was causing constituents to question commissioners’ strong opposition to the HCP. “Right now, our community is trying to come to grips with our future and we are having an infighting battle because you all are putting out two very different pots of information and that’s distressing, extremely distressing,” Skaar said.

Wilson denied that there were competing models and said that the department only worked on one model at a time. He also said that like Skinner, he expected the harvest levels under the current implementation plan to remain the same under the HCP, though he admitted only final modeling would confirm that expectation.

“There’s no reason to believe with the size of the (Tillamook) district and with the similarity in constraints that basically it won’t continue to produce that over time as well,” Wilson said, “but we have not completed any reviews of the current

modeling so, we’ll find that out when we do.”

Tillamook County Commissioner and FTLAC Chair David Yamamoto chimed in that he didn’t understand how harvest levels could remain the same when numbers he had seen showed inoperable acreage increasing from 50% to 68% of the Tillamook Forest.

Wilson said that he had reviewed the 68% figure after Yamamoto cited it in a previous conversation and that it was inaccurate and he was not sure where Yamamoto had seen it. Manzanita council updated on city hall work WILL CHAPPELL For the Gazette

anzanita City Manager Leila Aman and the project team working on a new city hall project presented a detailed update on recent work to the city council at a meeting on November 15.

After the council approved moving into the second stage of the project in June, much of the work completed in the last five months took place behind the scenes but the project is now nearing the end of the design phase.

There has been a slight increase in the projected budget since the last update in June, but a financing source has been secured and the project is set to move into construction next year.

Design The meeting started with Aman and Chris Keane, from Bearing Architecture, telling the council about progress made on the design of the project.

school building at Underhill Plaza, the council voted to demolish the buildings in favor of new construction.

In June, they approved a scheme for the design that would site the combined city hall and police station in one corner of the site, at the corner of Classic and Manzanita Avenues.

Since then, the team was forced to rethink placing the police station and city hall facilities in the same building after a geotechnical report showed that it would greatly increase the cost of foundation construction.

The police station is being designed to serve as the emergency operations center for the city and must be built to a risk category IV specification. That means the structure must be capable of withstanding a maximum Cascadia subduction zone earthquake.

Keane said that more detailed geotechnical reports completed since June showed that achieving that resiliency would require boring foundation pilings 60 feet through sand and loose dirt into bedrock. The cost of doing so for the combined building would be prohibitive with the project’s budget, as would designing a two-foundation schematic for one building, so the team recommended separating the functions

between two buildings.

Councilors said that they appreciated the reasons for the separation and gave a consensus on moving forward with the plan. The police station will be slightly to the north of the city hall building with a covered pergola connecting the two.

The plan still shows the building with a cedar exterior to match with community feedback indicating that it would fit better with the town’s aesthetic, though the team found that vertical siding was a significantly cheaper alternative to the initially envisioned shingles.

Councilors asked about the lack of feedback on recent project developments and Aman said that the team had relied on the extensive feedback gathered at town halls and online in 2022 to inform their decisions. She also said that once the land use approval process has been completed, hopefully in December, the team plans to do more engagement to gather citizens’ feedback on the designs.

Budget Aman then transitioned into a discussion of updated budget projections for the project.

Since June, the total projected budget of the project

has increased from $5.79 to $6 million dollars.

The increase in budget came primarily from a $500,000 increase in the project’s hard costs. The bulk of that increase came from the recent, planned transfer of $319,000 from the city’s budget to the project budget to pay for impending remediation and demolition work on the existing buildings.

Consequently, those funds were removed from the city’s projected contributions on the balance sheet to the hard costs line item. Aman told the council that the remediation work is expected to begin sometime in the weeks after Thanksgiving.

The geotechnical reports’ results and upward revisions to estimates of constructing the police station’s foundation were the other major driver of the increase in hard costs. The projected cost of building permits also rose slightly while an anticipated $15,000 needed for traffic considerations was removed.

Project Manager Jessie Steiger told the council that with design nearing completion and work starting on the site, the budget is becoming more certain.

Steiger said the two largest risks remaining for cost overrides were the remediation work and the police station’s foundation. While the

project team believes that the included $500,000 contingency will account for any discoveries made once work begins, unexpected hazardous materials or the need for deeper foundations could push the budget up.

Financing Finally, Aman moved into a conversation about the financing of the project.

In June, in addition to approving the design scheme, the council also voted to finance the project through a special public works fund loan from Business Oregon, approving Aman to execute a loan of up to $4 million.

In October, Business Oregon approved a $5.1 million loan to the city from the special public works fund, which will require council approval for Aman’s execution.

The loan is structured to issue payouts as work is completed and only in the amount necessary to complete the project, meaning that the full $5.1 million should not be issued. Interest will only accrue on the money that is actually borrowed.

During construction interest will accrue at a 2.1% rate and once the project is complete the debt will be sold to a bond bank, which will set a

permanent rate for a repayment schedule of ten years.

Aman said that she estimated the long-term rate would be around 4%.

The latest budget projects that the city will need to borrow just over $4 million from Business Oregon to complete the project. CAT enrolling participants for septic system replacement program WILL CHAPPELL For the Gazette

he Community Action Team is actively seeking Tillamook, Clatsop and Columbia County property owners whose septic systems are failing to participate in a $1.5 million, grant-funded, no-interest, no-payment replacement program.

Casey Mitchell, who is overseeing the program for the Community Action Team (CAT), said that so far uptake has been slow, as property owners have been reticent to interact with team members for the project.

Mitchell stressed that although the program is being undertaken in conjunction with the county governments, they and CAT are committed to helping homeowners and are not using the program as an enforcement tool to penalize failed or failing systems.

CAT applied for the grant

earlier this year in partnership with Tillamook County and received the $1.5-million award in June from state Coronavirus recovery funds, courtesy of the Department of Environmental Quality.

The program offers homeowners in unincorporated parts of the three counties with septic system issues to apply for a loan to finance the repair or replacement of the system.

Loans offered through the program come with a 30-year term, no interest and no payments due. They are available to people making 120% of the area’s median income or less, which comes out to around $60,000 for an individual and $75,000 for a family of three in Tillamook County.

The loans are repaid when the property sells, with the funds returning to the program’s coffers for reuse in future loans. If the property

is not sold or refinanced for non-emergency purposes during the thirty-year period, the loan will be forgiven.

Mitchell said that CAT has had great success with a similar loan program that offers the same terms to help residents repair roofs and siding and address other home maintenance issues.

That program has been running for more than 30 years and Mitchell said that based on experience with it he expected that the septic loans could revolve three to four times before running out due to inflation and overhead and administrative costs.

The $1.5 million is expected to fund an initial round of up to 109 system repairs and replacements across the three counties, though only 35 property owners have applied to date.

Repairs financed so far have ranged from tank replacements costing several

thousand dollars, to the installation of new drain fields for around $10,000, up to the installation of whitewater systems costing $25,000.

Mitchell said that the goal of the septic tank program was to help owners with failing systems remove the “anchor hanging over their head” of possible code violations and to help ensure the safety of wells on their properties and those of neighbors.

CAT has partnered with Tillamook Estuaries Partnership to help identify potentially failing systems and monitor future progress through their Environmental DNA testing program. Since 1997, the program has sent teams of volunteers into the field to gather water samples from around Tillamook County to be tested for contaminants, with the ability to pinpoint the source of contamination through DNA testing.

Mitchell said that he believed the unique program had been a key in CAT’s grant proposal being accepted and rated most highly of all applicants.

Tillamook County estimates that around 15% of properties in the county rely on septic systems and that some 5-10% of those systems are failing, threatening e. coli contamination of well and ground water.

Mitchell said that CAT had anticipated property owners’ reticence to welcome government-affiliated personnel onsite for inspections but said that he hoped people would see the positive results of participants and be willing to join the program.

“We knew that it was going to be a challenge to get to some of these folks and I think as we do more of these folks are going to see and say, ‘oh, this is legit,’” Mitchell said.

When a property owner contacts CAT with concerns about their system, they send a certified technician to the property to inspect the system. They then work with the county government to develop a plan for the property and obtain necessary permits for the work, with grant funds set aside to pay for engineering services on more complicated projects.

Once the planning work is complete, upgrades, repairs or replacements usually take two to three days of work, according to Mitchell.

Like CAT’s other housing initiatives, Mitchell said the goal of the septic program is to help facilitate home repairs that allow residents to age in place and avoid maintenance-cost induced home sales.

Holiday Tea, Crafts, Horse Racing & the Kennedy Assassination

he library’s annual Holiday Tea will be 1 p.m. to 4 p.m, Saturday, December 2, at the library (131 N. Hemlock in downtown Cannon Beach). The Holiday Tea is the library’s thank you to the community for its support this past year.

All community members– residents, second-home owners and visitors–are invited to savor the delectable goodies baked by library volunteers, sip tea or mulled cider, chat with old friends, make new acquaintances and warm up before enjoying the annual tree lighting across the street.

The Cannon Beach Library is unique because it

isn’t a public library supported by tax dollars. Instead, our library is a private library, owned by its membership and, except for a great part time Manager, staffed by volunteers.

Our library is funded by donations, a small stipend from the city and many fundraising efforts. Two of those fundraisers are the annual appeal letter and a Holiday Craft Sale.

The library’s annual appeal letter was sent out this month. This is the library’s single biggest source of funds; proceeds from the annual appeal letter cover over one-third of the library’s annual budget. Donations in response to the appeal letter help pay for utilities, technology, building maintenance, insurance, payroll and other expenses involved in delivering library services. Donations can be made by mail or through the library website at www.cannonbeachlibrary. org.

The Holiday Craft Sale began November 15 and will end on December 15, during regular library hours. Patrons can find one-of-a-kind holiday gifts and stocking stuffers made and donated by talented volunteers. All proceeds go to the library.

This is the sixth year the library is hosting a Writers Read Celebration as part of its NW Author Speakers Series. Writers are encouraged to write on a specific theme,

which this year is “Beach Noir.”

The noir genre applies to all forms of art: film, literature and painting. Noir art forms tend to be dark and romantic, with characters who are cynical, sometimes corrupt, and always passionate and tragic. Noir has become associated with hard boiled fiction, complete with world-weary, doomed antiheroes; exotic femme fatales; and moody, dark settings.

For this year’s Writers Read, writers can submit up to three entries, each no more than 600 words, exploring the theme of “Beach Noir.”

All written literary forms— short stories, essays, poetry, scripts, etc.—will be accepted. Deadline for submissions is Friday, February 2, 2024.

Authors do not have to be local to participate.

Entries will be judged by a panel of volunteers, who will select ten to twelve submissions to be read by their authors at the Writers Read Celebration, Friday evening, March 22, 2024, either in person or via Zoom.

To keep the judging process anonymous, writers are asked to accompany their entries with a cover sheet listing their name, email address and telephone number, and to avoid putting any identifying information on the entries themselves. Submissions should be in Word format. Email is preferred, but snail mail entries will be

The Cannon Beach Reads book club will meet at 7 p.m., Wednesday, December 20, to discuss “Horse,” by Gwendolyn Brooks. This will be a hybrid meeting with participants able to join the discussion in person at the library or virtually through Zoom.

Moving between Kentucky in 1850, New York City in 1954 and Washington DC in 2019, Brooks tells the story of a record-setting bay foal and the various people whose lives he touches across many decades, including Jarret, the enslaved groom with whom he forms a strong bond; Martha Jackson, the gallery owner who becomes obsessed with his portrait; Jess, the Australian scientist who analyzes his bones in hopes of discovering the secret to his power and endurance; and Theo, the Nigerian-American art historian who is inspired to recover the lost history of the Black grooms and riders who played a key role in the racing world.

“Horse” is based on the true story of Lexington, a record-breaking thoroughbred who, in the mid-1800’s, was America’s greatest stud sire. Critics have called the novel “a moving narrative

about race and art” and “a story so powerful, reading it feels like watching a neckand-neck horse race.”

Gwendolyn Brooks is an Australian-American journalist and novelist. As a foreign correspondent she covered crises in Africa, the Balkans and the Middle East for the Wall Street Journal.

In addition to “Horse,” her novels include “Year of Wonders,” “People of the Book,” “Caleb’s Crossing,” “The Secret Chord” and “March,” for which she won a Pulitzer Prize.

Mary Kerwin will lead the discussion, which will begin at 7 p.m., on Wednesday, December 20, at the library.

This November marks the sixtieth anniversary of the Kennedy assassination, and the library has the perfect newly published book for those patrons who remember where they were and what they were doing on November 22, 1963. That book is “The Final Witness: A Kennedy Secret Service Agent Breaks His Silence After Sixty Years,” by Paul Landis.

Paul Landis was twentyfour years old when he joined the Secret Service, after

spending an idyllic childhood in suburban Ohio. He guarded President Eisenhower’s grandchildren and then the Kennedy children before he was ultimately assigned to the First Lady Detail protecting Jacqueline Kennedy.

Landis was part of the motorcade in Dallas when President Kennedy was shot, an experience Landis found so painful, he resigned from the Secret Service and avoided talking or reading about the assassination for fifty years, when he was given a copy of “Six Seconds in Dallas,” by Josiah Thompson.

Finding a discrepancy in Thompson’s account, Landis felt the need to set the record straight. The result is “The Final Witness,” in which Landis recounts his experiences as a young man, shares anecdotes about his travels and adventures guarding Mrs. Kennedy and describes finding the controversial third bullet in the presidential limousine.

Landis doesn’t theorize about the importance of the third bullet; he just describes where he found it and what he did with it, leaving it up to the reader to speculate about its significance. “Final Witness” is by no means the definitive book about the Kennedy assassination, but it is an instructive look at one man’s experiences during a simpler, more innocent time and the catastrophic event that changed everything.

action – campaigning for candidates I admired, teaching high school history, and for, eleven years, writing a column for a local paper in my hometown. The pieces I’ve submitted to the Gazette, and those to come, will continue this quest.

I should note that I do not write from the point-ofview of either major political party. If anything, I long for a viable third party, representing values in the tradition of Washington, Hamilton, Henry Clay, Lincoln and Teddy Roosevelt – a party of strong, but inclusive nationalism; a party which offers equal opportunity, but values the rewards won by hard work and ingenuity; a party which insists that education involve the development of character and a preparation for good citizenship; and most of all, in these times of climate emergency, a party with the courage to call for unity, discipline, and sacrifice – from all Americans – in meeting the challenge of an endangered planet, as previous generations met the challenges of the Second World War. While rejecting both major parties, I come from realworld experience with both.

Born a Democrat, I chose the Republican Party in 1977 – playing my first important

role in the campaign of John Warner for the US Senate. (Warner was elected, serving with distinction for thirty years.) Sadly, my party shortly embraced right-wing populism – marching steadily away from the Burkean conservatism of my roots. When the Reagan people took control of Virginia’s GOP in 1980 – in Virginia, they were mostly segregationist Democrats, switching parties – I resigned.

Several times in the intervening decades, I tried to rejoin the Democrats – actively supporting candidates including Gary Hart, Howard Dean, and Elizabeth Warren. But I never fit in. The Democratic Party has long seemed to me a coalition of ill-assorted tribes – a collection of professional victims, eternally nursing their grievances, and privileged idealists, forever doing penance from their own sense of guilt.

In my view, both parties have grown steadily less competent over four decades.

For structural reasons, having to do with campaign finance laws and access to the ballot for new and minor parties, the major parties, bad as they are, remain largely unchallenged. But they could be challenged, and I intend to explore evidence – in our own history, and in the con-

temporary politics of other democracies – that wellfound third parties could succeed.

Oregon certainly seems to need a new party. I’ve lived here long enough to perceive that our state is deplorably run – largely because it is entirely dominated by one big city which can’t seem to run itself. Again, the problem is structural. Oregon’s constitution – too long unrevised – seems almost purpose-built to serve the political elite of one city and party, and the excessive influence of the monied interests.

While local issues are not my focus, I see our town as riven by factions which appear more concerned with personalities than issues. A city as small and compact as ours seems ideally suited to holding regular town meetings. We have several suitable spaces, yet a pattern continues of battles fought through angry posts and letters – and the perpetuation of ugly rumors. Open, face-to-face exploration of our problems and possibilities would serve us better.

This might seem a risk in these fraught times, but the neighbors I’ve come to know certainly appear capable of thoughtful deliberation, civilly conducted.

Readers should be assured

that I will write about other topics than those suggested above. I write to entertain, as much as to enlighten – and nothing is more wearisome than the constant drum-beat of an opinionated writer, interested in only a handful of topics.

However, in the spirit of Cato the Elder - who ended every speech to the Roman Senate by reminding it that “Carthage must be destroyed” – I will keep ever before my readers the need to address the climate emergency, locally, as Oregonians, as Americans, and as citizens of this planet. Some topics simply cannot be allowed to grow tiresome.

GUEST COLUMN Please Allow Me To Introduce Myself

or some time now, this newspaper has kindly run regular opinion pieces I’ve submitted. In this season of gratitude, I’d like to express my appreciation for this opportunity – and to set forth for readers the overall perspective from which I will write in future.

Five years ago, I moved to Cannon Beach from my native Virginia – with the idea that this town might furnish the ideal opportunity to complete a novel I’ve had in mind for decades – a novel the form of a political biography, set in our times.

Its inspiration comes from something my father – a hero to me – used to say when I was a young man.

My dad served eighteen years in the Virginia General Assembly. He called himself a “progressive conservative” - a term I’ve mentioned before as originating with Disraeli. It aptly describes Dad’s political generation in Virginia, and, as I gather, might fairly apply to the same generation of revered Oregon leaders.

For most of its history,

through the mid-1950s, Virginia had been dominated by generation after generation of aristocratic landowners and wealthy businessmen. Unlike them, my dad was the son of a feisty little barber who struggled to support a wife and five kids in a mill town during the Depression. From hard beginnings, my dad became an Air Corps navigator during the War, then acquired an education he could never have afforded, thanks to the GI Bill.

Many in Dad’s political generation rose from similar backgrounds. New men who had fought for their country, they were, as Southerners, instinctually conservative – but also devoted to Franklin Roosevelt and, as men rising in the world, committed to greater opportunity for those not born to wealth – or even, to white families.

I inherited my parents’ values, refining them courtesy of an excellent education at UVA, and testing them throughout a lifetime of many careers. If my life has had one defining purpose, it has been to attempt to understand – mainly through the lens of history – my country’s struggle to redefine itself through rapidly changing times.

Bangs took exception to the counties not being deemed “necessary” in the modeling process and echoed Skaar’s concerns about a disinformation campaign and lack of trust with the state forest division leadership.

Wilson, becoming visibly agitated, said that he had been committed to doing modeling for the plan to give a true sense of the outcomes since assuming his position and would remain so.

“I can be called a liar if you want, I don’t really care,” Wilson said. “I’m getting used to being impugned in a lot of different scenarios, a lot of different situations, so that’s fine but that’s the truth of it.”

Yamamoto again weighed in saying that the article had been “distressing” to him and said that he was still upset that it seemed like other

people had more information about the models than the counties. He also said that the board of forestry needed to rethink a proposed plan to approve the HCP before a final draft is submitted saying that their approval of the final draft was part of their responsibility as board members, though not legally required.

Bangs said that she agreed with Yamamoto and that she was concerned that the previous delays would be mirrored by more going forward. She said that she expected the decision would be delayed until after next year’s short legislative session in hopes of an alternate funding source arising and predicted that it would be delayed another year when funding does not materialize.

Bangs said that she was frustrated at the continual delays and lack of involvement from the counties and that with the current implemen-

tation plans, the HCP was already effectively in place.

Yamamoto said that he thought it was time to restart the process with an emphasis on involving the trust land counties and preserving the forests’ economic benefit, despite the high cost of working through the process again.

n Thursday, December 7 at 6:00 pm, Herb Hammond, a forest ecologist and retired professional forester with over 45 years of experience in the fields of forest research, forest stewardship plans, consultation, and public education, will give a Zoom talk entitled “Forests for Water or Timber: A Clearcut Problem.” Mr. Hammond and his spouse, Susan, co-founded the Silva Forest Foundation, a non-profit organization devoted to research and guidance in ecosystem-based conservation planning. He has helped Indigenous and rural communities across several continents create over 25 ecosystem-based conservation plans. Mr. Hammond has been the recipient of Canada’s Gold Award for Sustainable Living and has authored several award-winning books, including “Seeing the Forest Among the Trees: The Case for Wholistic Forest Use.” The presentation is being coordinated by the North Coast Communities for Watershed Protection, in collaboration with the Oregon Shores Conservation Coalition, the Lower Nehalem Community Trust, and the Peachland Watershed Protection Alliance (Peachland, BC). In his presentation, Mr. Hammond will address what comprises a healthy watershed, how watersheds provide high quality water in moderate flows, and how water may be degraded by inappropriate human activities. He will also discuss the current health of watersheds, both forested and clearcut, ranging from coastal Oregon to British Columbia. This will provide insight into the direct interactions between deforestation, extreme weather events, and climate change. Mr. Hammond will address what needs to be done to restore and safeguard forested drinking water sources. He will include his personal insights based

Calling All Writers: ‘Beach Noir’ is Writers Read Theme “I

t was a dark and stormy night....”

That may be one way to begin a story, but writers will undoubtedly find many other ways to start their submissions to the Cannon Beach Library’s Writers Read Celebration, with the theme, “Beach Noir.”

In its sixth year, Writers Read offers writers of all ages from everywhere the opportunity to write on a specific theme.

All written formats will be considered (essay, story,

poetry, haiku, script, etc.).

The deadline for submissions is Feb. 2.

Noir fiction often takes place in a dark or foreboding setting, though the tone and descriptions can be unconventional and playful.

Other elements may include flashes of humor, flawed underdog characters or a crime scene.

A panel of volunteers will select 10 to 12 works to be read by their authors during the celebration on March 22 in person at the library or via

Zoom.

Authors are limited to three entries with a 600-word maximum per entry.

Submissions should be in word format. Include a separate cover letter with the writer’s name, email and phone number. Please do not include the author’s name or contact information on the entry document so authors remain anonymous to the reading panel.

2019, but continued his involvement in the company for another four years until August 2023. Turning 80 in January, Duane finally decided it was time to retire from working so he could spend more time playing.

Duane’s wife Cheryl owned and operated Geppetto’s Toy Shoppe on Hemlock Street for 35 years until 2017, and their son David currently owns and operates Fultano’s Pizza on Second Street in Cannon Beach.

Duane served as a member of the School Board for 22 years (12 as chairman) and spent 20 years as a volunteer with the Cannon Beach Fire District. He currently sits on the Clatsop County Ambulance Advisory Board (5 years) and the 3-member Fair Dismissal Appeals Board for the School District (15 years) Modest about his generous contributions to the community and his volunteer activities, Duane said he feels a loyalty to the community and does it because he wants to help people.

Duane and Cheryl love Cannon Beach and feel lucky to have lived here for so many years. Looking back on the earlier years, Duane said that the summer crowds in town used to fade away after Labor Day weekend. The entire community would throw a big party the weekend after Labor Day, and except for a few holiday weekends and spring break, the town wouldn’t see large numbers of visitors again until the next summer. Looking back at his 43 years in the local real estate business, Duane said what he values most are the people he met and the personal relationships he developed with many of his clients.

Asked what he plans to do in retirement, Duane said that besides enjoying and driving his collection of classic cars (his favorite is a 1937 Buick) he wants to spend more time with their four children and six grandkids, ranging in age from 10 to 27.

Duane added that “if anyone wants to talk about cars and look at a bunch of old stuff along with my old cars, I would love to show you my collections.” You can reach Duane by texting 503-9392611.
