City Council discusses Brookings Beach Camping Ban

The Public Comment period for the proposed Brookings Beach Camping Ban is open, and a representative from Oregon Parks and Recreation (OPRD) was on hand at the latest Brookings City Council meeting to answer questions about the rule making process.

Local residents of the Mill Beach area organized a petition calling for the camping ban following an increase in transient activity on the beach. Concerns over the recreational state of Mill Beach were further galvanized after the Oregon Health Authority had to issue a health advisory on September 19th, citing an unhealthy level of fecal bacteria in the water. That health advisory is still in

effect as of writing.

To address some of those concerns, Justin Helberg, the South Coast District Manager with OPRD addressed the City Council. Council members were able to clarify some important points in question with the ban.

Councilor Malmberg opened the session by asking about campfires on the beach. The councilor was concerned that a camping ordinance would restrict residents from having any kind of camp or bonfire, as is normal for beachgoers who are not staying overnight.

Helberg clarified that won’t be an issue.

“No, that would have no correlation to the enforcement of any other recreation other than overnight camping on

started like any other for Brookings resident Lance Buckley and his two dogs. Buckley was loading them up along with his bike for a trip down to Crescent City, like they often do for a bit of exercise.

“I run my dogs with my electric bike daily, and we have over 1,500 miles on the bike. About two miles a day, so they’re in great shape,” said Buckley.

Unfortunately, a local deer changed their plans. The dogs caught sight of a buck and shot off in pursuit, leaving Buckley confused and concerned, as he didn’t see the chase begin. One moment his dogs were there and the next they had disappeared.

With instances like this, Buckley knew to remain patient, and within two hours Vishka the Husky had returned to the house. Shortly after, the police arrived with a tip about the still missing Quinn. Neighbors had reported seeing a deer being chased down Barclay Lane by a big Pyreneesmix. After looking and asking

around the area, Buckley heard some corroborating reports about Quinn chasing the deer, but had no luck in finding the dog. Waiting for his return until after dinner, Buckley could not sit idly any longer. He went for another look down at the beach under Barclay Lane. Upon asking around he got a serendipitous tip from a couple on the beach.

“There was one couple at the end of the beach, where it joins Barclay. I asked them if they’d seen a dog chasing a deer, and they said, ‘You’re not going to believe this’,” said Buckley.

In a crazy coincidence their daughter had gotten a video that morning of a distressed deer, fleeing down the steep cliffside.

“They showed me a video of this deer running down the cliff. And he got to the bottom, and he was fine, but he had an enormous rack of horns on him. And I started thinking, well, maybe my dog got gored by the deer. Maybe he was up there in the brush,” recalled Buckley.

Buckley called out and looked the best he could but with no luck. The next morning however,

Giordano brings over 11 years of municipal leadership experience, having previously served as the Business Operations Manager and Parks Superintendent for Grants Pass. In addition to her public service, she also brings valuable private sector experience, giving her a well-rounded perspective on project management, budget oversight, and community engagement.

“I am just so thrilled. The staff has been incredibly warm and welcoming, and I know I made the exact right decision. I always have planned eventually making it out here, and then I saw this position open up. I wasn’t actively searching, but I knew it was for me. So I’m super excited to be here, to be a part of this community,” said Giordano, addressing the City Council after her announcement on Sept. 23. Giordano’s track record in managing a wide range of impactful projects has earned her a reputation for collaborative leadership, financial responsibility, and a commitment to delivering meaningful outcomes for the communities she serves.

While serving as Park Superintendent in Grants Pass, Giordano led the development and execution of multiple capital projects, tackling aging infrastructure along with a wide range of improvement projects. Her comprehensive expertise in budget and project management ensured that each project was completed efficiently from initial planning through final implementation.

“I am honored to join the city of Brookings,” said Giordano. “As an outdoor enthusiast, I’ve been visiting Brookings for many years and have long envisioned making it my home. I’m excited to now have the opportunity to collaborate with the community, city staff, and council to help move Brookings forward and contribute to its promising future.”

Opinion & Letters

Letters to the Editor

I want to give a huge Thank You to our Fire Department! My lost dog was successfully recovered off a cliff where he was stranded for 52 hours. I made multiple attempts to locate and get him off that cliff. But that proved to be too unlikely and dangerous at my age. I contacted our local Fire Department here in Brookings after two days of frustration and worry. After some deliberation, they went to the scene. I called to my dog and his bark gave us his location. They were able to rappel down the steep cliff and brought my dog Quinn back to us.

I want to give my heartfelt gratitude to the following who did an amazing job: Capt. Jeff Lee, Capt. Andy Stubbs, Asst. Chief Tom Kerr, Firefighter Wayne Sheffel, and Firefighter Spring Sheffel. Also, Thank you to numerous neighbors and friend for their valuable information, prayers and support.

We are supporting Court Boice for Oregon State Representative District 1.

As the Curry County Clerk and Assessor (retired) we worked with Court for several years during his tenure as County Commissioner. Court is a dedicated, caring and hard-working public servant.

Court has been a tireless advocate for protecting Southwest Oregon from wildfire. The Chetco Bar Fire was Oregon's biggest wildfire of 2017. Court spent every day at the fire camps sharing his knowledge of Southwest Oregon with fire administrators to help protect lives and property.

Court has taken that same commitment to the office of State Representative and works with every party for the safety and prosperity of not just the Southwest, but all of Oregon.

We are proud of him and ask that you vote to keep Court Boice for Oregon State Representative District 1.

the 71-year-old decided he couldn’t just wait around and hope.

“I went to the location on the video, where the buck had come down the hill. Desperate as I was, I started climbing up that hill myself. It was so steep and so thick with brush, but I made it all the way to the top. I called to him and got nothing, and I thought, well this is a disaster.”

With increasing desperation, Buckley returned later to the same area and called again. This time, he received a bark in reply. But just one. Though, now with a rough idea of the location, Buckley approached the fire department.

The evening of Sept. 22, the rescue team was deployed with success. The Brookings Fire and Rescue Department, with the help of Buckley’s calling and Quinn’s barks, were able to rappel down the cliff face and locate the dog.

the ocean shores within the city limits. So, you’d have your typical ability to have a campfire. That would really be the only impact, there wouldn’t be a recreational impact otherwise,” said Helberg.

Councilor Phoebe Pereda asked about enforcement on unpermitted camping, pointing out that Mill Beach, unlike a state beach like Harris Beach, doesn’t have full-time rangers patrolling.

Helberg explained that along the Oregon Trail’s coastal stretch there are beach rangers stationed with the intention of keeping people moving along the coast.

“They got 20 feet down the cliff and said ‘I can see him’. Apparently, he had gotten on a ledge where a big boulder had fallen out long ago and sort of created a pocket in the hills. Almost a mini-cave.

these areas, and they’ll make contact with folks.

There’s a lot of different elements of educational opportunities as to why we’ll stop and talk to some folks. Depending on where they set up camp, making sure it’s a safe location, not in a tidal-influenced area,” explained Helberg.

“The intent is not a longduration stay, its moving through the area. Its more associated with traveling the Oregon Coast Trail, so folks that are travelling along that can find those areas that they can stay for an overnight. Closer to facilities that may have some sanitary options and food options as well.”

Helberg clarified that local law enforcement is not expected to take on the whole burden of enforcing the ban. While it was suggested that the City pass

its own ordinance, which would make enforcement a more collaborative effort between the two entities, the OPRD will be making enforcement contact themselves. Helberg also clarified that there are non-traditional use permits, which may be an avenue to allow camping to certain extent, from say a local Boy Scout Troop for example.

“I can’t guarantee [permitted camping] as far as consistency. But the point is not to make a super rigid regulation, that we can’t still allow folks to enjoy the beach, and be out there in the evening, sunset, and post-light. But just deterring some of the camping that is causing challenges for our staff and the local community,” continued Helberg.

Some concern that such

a sweeping ban would be over-reaching were expressed. Some members of council stated a general hesitancy to impose more laws and regulations. City Manager Tim Rundel advised toward caution.

“I just wanted to say, on behalf of the City and staff, sometimes these things have unintended consequences. Sometimes you’re throwing the baby out with the bathwater. We have people that legitimately might want to camp here… It’d be a shame to shut them down just because of a few people,” stated Rundel.

A follow-up workshop is slated for the City Council to continue discussions on this issue. The public comment period remains open. On October 9th, at 5:30 PM, there will be an in-person meeting at

the Community Room at Southwestern Oregon Community College so that you can have your voice heard in a public forum.

“I’d encourage citizens to contact us through our

city emails, or call city hall and ask for the City Manager’s office, if they have a comment that they’d like us to see about,” closed Councilor Andy Martin.

NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (844) 477-7869 or visit this Internet Web site www.STOXPOSTING. com, using the file number assigned to this case 2431206. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale. For sales conducted after January 1, 2021: NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call (844) 477-7869, or visit this internet website www.STOXPOSTING. com, using the file number assigned to this case 2431206 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days

after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. Motorcycle fatality on Hwy. 101, Smith River e News

A 52-year-old Smith River woman, Shakiyla Bryant, was arrested by the California Highway Patrol and charged with Driving Under the Influence, Murder and Manslaughter for allegedly causing an accident that took the life of Winston Luttrell of Klamath Falls, 56. Luttrell was riding his motorcycle southbound on 101 at Mouth of the Smith Road.

The incident took place, Monday evening, September 23 about 6:40 when, according to the CHP, Bryant made a left turn heading north from Mouth of the Smith Road to the 101, when Luttrell’s Harley slammed into Bryant’s Jeep Wrangler. The motorcycle attempted to break but was unable to avoid the collision. The CHP Release states alcohol was a factor in the arrest of Bryant.

Traffic was diverted off 101 to Ocean View Drive for approximately three hours.

Bryant made her first Court appearance in Del Norte Superior Court Thursday, September 26. Bryant is a Licensed Vocational Nurse (LVN) working locally in Del Norte County and is represented by Attorney David Cooper. In Thursday’s hearing the suspect was granted Own Recognizance (OR) no bail by Judge Robert Cochran.

The Superior Court Judge implemented conditions suspect Bryant may not drive nor drink any alcohol. The arrest record for Bryant shows her blood alcohol level at the time of the accident was .18. Bryant has two previous DUIs. The legal limit to operate a motor vehicle is .08.

Shakiyla Bryant will be back in Court Tuesday October 8. 1:30PM, Dept. 2.

Community journalism starts with community

Running a local newspaper can be one of the most frustrating, worthwhile, mundane, exciting, demanding, rewarding endeavors you can take on. Sounds great, kids, doesn’t it?

This year, we received the honor of a request to tell our story as part of National Newspaper Week. The week serves to highlight the important work local newspapers do in their communities and remind people nationwide of the value local news provides.

What’s our story? Many of you know it already.

We were dumb kids, or in Bruce’s case, a dumb man, who started a business in Newton, Kansas, with the idea that a community would pay for and support a locally owned newspaper filled with local news.

Start-ups are increasingly common today. In 2015, our idea was regularly greeted with the question, “You’re doing what?”

Naivete rarely gets rewarded in the business world. But for us, it was what allowed us to move forward.

There’s a statistic that is bandied around. Roughly two out of 10 Americans have met or spoken to a journalist. It usually gets cited in various think pieces about the decreasing trust of the public in the media.

People who’ve met a journalist are much more likely to trust what’s reported in the news than people who have not.

We don’t doubt that statistic. But we don’t think it holds quite true in Harvey County. We don’t think we’d be in business if that statistic was true.

When we opened, we hired Wendy Nugent, a long-time area journalist who’d met and interviewed residents of the county. Since working for us, she’s written roughly 2,800 feature stories over her nine years. She’s met a lot of people.

Bruce Behymer, the marketing dude, was a lifelong Sedgwick native. And

he knew just about everybody. It’s still difficult to have a conversation with him in a public setting without at least three people interrupting to say hi.

Three of us moved here for the first time, though Lindsey Young did a stint at Bethel College many years ago.

As we opened, we endeavored to be everywhere, speaking at local clubs and senior centers, even selling subscriptions from a truck tailgate at the farmers market.

We did this because we knew that if we could just communicate with many people what we were doing, people would believe in it and support us.

Over the years, all of us got to know the community and the readers.

We’d think that a good many of you who take this paper have spoken with us on the phone when buying a subscription, stopping in the office to chat, or doing an interview with one of our reporters. You might have had us take your ticket or pour you a beer at our annual Blues, Brews and Barbecue concert. You might have attended one of our monthly Press Club mingles. We invite subscribers to come by the office and come to a mingle, in part so they can get to know us better.

We’d hazard to say, at this point, the majority of our readers know at least someone at the paper.

That’s by design. And that’s been important to us.

To us, local journalism isn’t about watching a community succeed and struggle from afar. To us, local journalism is a way to participate in a community we care about by providing useful information, as well as a little bit of accountability, entertainment, and joy along the way.

We want what’s best for the community, because it’s our community, filled with our readers, our friends, and our neighbors. There’s a joke that everyone hates Congress but loves their congressperson. To us, we’ve seen that with the paper. Many of our readers are skeptical of national media, but they support the paper. “You’re one of the good ones,” is a compliment that we’re perhaps happy to get but makes us cringe just a tad, as well. We’re not doing things too much differently than some bigger publications. But we are visible, accessible and around. And in doing so and in covering issues the way we’ve done over the years, we have the trust of many of you. A lot of trust. That’s not something we take lightly.

So if we’ve earned anything over our time and have to leave with one thought, it would be that we believe newspapers have a key impact on our communities. They keep the government honest. They keep people informed and connected. They provide a snapshot of life, far outside social media bubbles. They advocate, desire to right wrongs, and seek to make where they operate a better place.

We thank you all for giving us that

Haunted House returns for another year of fear

Curry Coastal Pilot

The Chetco Pelican Players are returning with Brookings’ spookiest tradition, the yearly Haunted House.

Taking over the old theater at 97900 Shopping Center Way in Harbor, the Players put up an impressive production each October, bringing screams and laughs to those brave enough to enter.

This year’s theme is ‘Paranormal’, drawing inspiration from the horror genre’s deep sci-fi tradition.

“We’ve wanted to do a sci-fi theme for a long time. We keep talking about it and finally decided to go for it. It’s going to be a lot of fun,” said Claire Willard, the Chetco Player’s Hospitality Chair and resident ‘Mistress of Darkness’.

Having overseen the haunted house for 21 years, Willard’s enthusiasm seems to only grow along with the event each October. The Players are making a big expansion this year, bringing the building next door into the experience.

“Last year we had

6,000 sq. ft., and we’ve almost doubled that. We have 10,000 this year. It’s the craziest, weirdest, spookiest venue we’ve had for sure. It’s three stories,” explained Willard. Willard, who moved to Brookings 23 years ago, brought Utah’s enthusiasm for haunted houses with her. When she found out that Brookings did not have an annual Halloween event, she set about changing that.

“This will be the 21st year that I’ve done the haunted house,” she said. “I was from Utah and the haunted house industry is massive there, and there wasn’t any here. So I approached the local theater, the Chetco Pelican Players, to see if they wanted to do it with me as the cast. We’ve been going ever since, and it is so much fun.”

The Haunted House is a benefit for the Chetco Pelican Players, and usually turns out to be their biggest throughout the year. It’s a volunteer-run event, and all proceeds go right back to productions and workshops for the community.

“It’s definitely the biggest fundraiser of the

year for CPP, and we have so much fun. A lot of the people who volunteer with me are in their mid-30s now and they started when

they were 14 or 15. So we’ve become a spooky little family, and a lot of them are main actors at the theater, as well,” said

Willard.
The fright nights begin Oct. 18 and 19, continues Oct. 24 to 27, and concludes Oct. 31 to
Nov. 2, from 7 p.m. to 10 p.m. each night. Tickets are available at the door at $15 for adults and $10 for students.
