Port Commissioner seen firing paintballs at sea lions

Brookings, OR - On March 15, 2024, Port of Brookings Harbor Commissioner Daniel Fraser was seen on the public dock in the Port firing paintballs at the sea lions who frequent the harbor at this time of year. This is a clear violation of state and federal law under the National Oceanic and Atmospheric Administration’s (NOAA) Marine Mammal Protection Act. According to its guidelines on deterrence measures for ‘nuisance’ pinnipeds (i.e. seals, sea lions, etc.), NOAA does not outright disallow the use of paint ball guns as deterrence on private property, but only when used with non-toxic, watersoluble paint. This is a generally discouraged method, as there are more human and less pollutioninducing options. Fraser, however, was not on private property. This was done on the public dock of the Port of Brookings Harbor with no knowledge or permission from port staff, other commissioners, or any regulatory agencies. This caused an additional item to be placed on the agenda for the Port Commissioners regular meeting held on March 20. During which, Port Manager Travis Webster outlined how this is an unacceptable method of deterrence. The commissioners went on to discuss possible options for the future.
“When it comes to paintballs, on public property, no public citizen can go out and shoot with paintballs, harass them, move them on. You can’t do that as a private citizen on public property. You can’t do that. There are very specific rules on when you can and can’t do that,” said Webster.
The violation has been reported to the Oregon Department of Fish and Wildlife, with action or comment still pending. The commission has opted to wait on official measures for deterring the sea lions, as the period in which they are present in the port is
nearly at an end, though the commission wants to be clear that they are exploring every possible option.
“Any boats that are on J dock or are in any type of jeopardy of being around the sea lions, and you don’t want your boat there, you come and talk to the Port and we will relocate your boat. Not a problem. The sea lions, historically, are here every year. They start coming in late February early March. First week of April, they’re typically always gone. So we’re talking about a relatively short window,” said Webster. The sea lions are drawn to the area due to the migration patterns of the herring that are their main source of food. The number of pinnipeds is not insignificant, and the commission has serious concerns about public safety and property damage. They can often attract onlookers who want to take pictures and get a glimpse of the creatures.

Megan’s story of backpacking and working 26 miles across the 180,000acre Kalmiopsis Wilderness Area is told through the 28-minute documentary “A Long Way to Nowhere,” directed by Siskiyou Mountain Club communications staff member Vince DiFrancesco. The nonprofit will host the domestic premiere the film on April 4 in Ashland, OR and then go on the road with community screenings up and down the Pacific Coast.
“A Long Way to Nowhere” was featured in the Tatras International Film Festival and received an honorable mention for best environmental film. Sea lions, while cute aquatic mammals and emblematic of the Oregon Coast, are still dangerous wild animals. Like any such animal, you should not approach or antagonize them in any way. Feeding them should be avoided at all costs, as it can reinforce an association between people and food, creating further likelihood of incident or causing them to stay longer in the harbor.

Still stupid
First, it was a lady on a mobility scooter that costs the city $300,000. Then a recall took out most of the city government and the city manager was fired. And that cost a lot of money. Now, I read that the city is losing the fight with Saint Timothy’s. What is that going to cost? Hundreds of thousands? Again? Even more? Saint Timothy’s was the hero that took over health services for the state when the city and the county failed during COVID. They are there to help the unfortunate just as Jesus would. So how much is this latest screw up going to cost us? Tell me again why we did not have a special election? Tell me why the city just went back to being stupid again instead of giving us taxpayers a chance to have some say about how our money is spent. Maybe it’s time for another recall and a genuine special election! The rich get richer, the poor become homeless and the city is still stupid.

A federal judge has ruled for St. Timothy’s and against the City of Brookings to the tune of an estimated half million to possibly a million dollars in costs to the city, according to the word on the street. Who is going to pay for this? You are. You, me and our fellow taxpayers get to foot the bill on this one. This all started when, then City Manager, Janell Howard said, “Stop feeding them and they will go away.” So the idea was to shut down St. Tim’s and the homeless would go away. That obviously did not work. So maybe the city should send an invoice to Ms. Howard to pay our bill. It’s her error.. Maybe Mayor Hodges has a million or two in his pocket. He’s the one who allowed this illegal idea to go forth into his term. I’ll bet Councilor Fulton has plenty of cash in the bank, or maybe all the councilors can chip in; Just leave us taxpayers out of it.
The point is the city is passing illegal ordinances while playing a high stakes game of “chicken” with our money to challenge the laws of the United States. You and I should not be asked to pay for the city’s inability to work smart. But, we will pay and you should be outraged.

Independent physician practices are disappearing
That’s bad for patients

Corporate juggernauts are coming to dominate the U.S. healthcare system.
UnitedHealth now employs 10% of all physicians in the United States. Hospitals signed up more than 58,000 new physician employees and acquired nearly 5,000 private practices between 2019 and the end of 2021. Amazon and CVS are investing heavily in adding doctors to their payrolls.
The gradual disappearance of independent physician practices is not in patients’ interests. Policymakers must ensure that our healthcare system does not discriminate against independent practices -- and unwittingly put them out of business.
The healthcare market has been consolidating for decades. As of 2021, more than half of doctors worked for hospitals or health systems, according to research conducted by Avalere Health for the Physicians Advocacy Institute.
Forty years ago, by contrast, roughly three-quarters of physicians worked in their own medical practices.
For doctors leaving private practice, employment can mean steadier pay, a larger corporate infrastructure to offer administrative support, and a source of new patient referrals.
But independent practice offers patients and the healthcare system many benefits. Research shows that independent physician practices have more success getting patients to follow a prescribed treatment plan and post significantly lower rates of preventable hospital admissions and readmissions. Their patients also report higher levels of satisfaction.
One study from researchers at Harvard found that the differences in performance between health system-affiliated and nonsystem physicians were small. But health systems charged much higher prices for physician services -- in some cases over 25% more.
Administrators of healthcare behemoths claim that consolidation allows for more efficient and cost-effective treatment for patients. But by buying up their
competitors, hospitals and health systems have gained the market power to command higher prices.
There are several ways policymakers can ensure the viability of independent physician practices -- and bring about a competitive marketplace that works to the advantage of patients.
First, Congress can fix the formula Medicare uses to pay doctors. When adjusted for inflation, Medicare reimbursement for physicians has sunk 30% since 2001.
Independent physicians’ costs haven’t decreased during that period. The cost of running a practice is up nearly 50%.
For comparison, Medicare reimbursement for hospitals has increased in line with inflation since 2001.
The combination of pay cuts, increased costs, and Medicare’s structural bias in favor of hospitals makes it harder for independent physicians to compete against hospital-owned facilities. Independent doctors deserve a level playing field.
Earlier this year, six senators -- three Republicans and three Democrats -announced that they’d work on legislation that would “make changes to the current Medicare physician payment system to ensure financial stability for providers, improve patient outcomes, promote access to quality care, and incentivize the utilization of emerging health care technology.”
In the House, a bipartisan group of 82 members of Congress has endorsed a measure that would index physician pay under Medicare to inflation.
Approaches like these would help ensure that independent physician practices can continue to provide the high-quality, cost-efficient care patients are looking for -- and push back against the broader consolidation trend that has taken hold in the healthcare market.

Just think back to the pandemic, when dozens of container ships had to wait to dock off the West Coast and Americans across the country felt the effects. Fertilizer, furniture, electronics, clothing, cars, crops, and timber are just a few of the many goods that move through Oregon’s 23 small and coastal public ports every day to businesses and store shelves around the world.

That’s why I’ve worked hard to bring home federal dollars to maintain and upgrade our ports for the next generation— especially our small ports that have too often been overlooked in the past, like the $20 million I secured for workforce development at small shipyards. These investments will help our ports be safer, more efficient, and support more good-paying, local jobs.

In Coos County, the Coquille Indian Tribe received $7.7 million to repair and extend docks and install a shore power outlet box to the wharf so folks won’t need to rely on idling diesel engines. additional $748,000 communityinitiated project to allow the U.S. Army Corps of Engineers to continue dredging the federal navigation channel and will keep push for funding to finish repairs on the jetty to ensure its safety and economic security. I also secured $720,000 for another one of these critical projects to continue essential maintenance dredging for the Port of Coos Bay for safer navigation. To be sure, there is still more to do for our ports. I’ll keep fighting for Coos Bay’s transformative container port project, which would be a game changer for the region and the nation. These kinds of targeted investments in Oregon’s small ports and large shipyards have a huge return on investment for so many parts of our state’s
economy. Thriving ports are essential for good-paying jobs and strong coastal communities, and I’ll continue to fight to keep Oregon’s ports and economy growing strong.

Oregon governor signs sweeping drug addiction proposal into law

Last week Gov. Tina Kotek signed into law the sweeping measure the Oregon Legislature passed to combat the state’s fentanyl drug addiction and overdose crisis.
Kotek previously had said she would sign House Bill 4002, which was a centerpiece proposal of the short session. The law puts in place a new misdemeanor penalty for possession of small amounts of hard drugs, with opportunities for defendants to avoid jail if they enroll in programs that aid in their recovery and potential treatment.
In a letter to legislative
leaders, Kotek said the state needs to have a carefully coordinated implementation to work as intended.
“Success of this policy framework hinges on the ability of implementing partners to commit to deep coordination at all levels,” Kotek wrote in her letter to Senate President Rob Wagner, D-Lake Oswego and House Speaker Julie Fahey, D-Eugene.
The new law will put $211 million towards a variety of court and treatment programs, including new and expanded residential treatment facilities, recovery houses and programs for counties to
set up so-called deflection programs that people can participate in to avoid jail and criminal charges after an interaction with police. So far, 23 of Oregon’s 36 counties have agreed to set up those programs, which are not mandatory.
The new misdemeanor penalty starts in September, with jail time only required when defendants violate or fail their probation.

Roger Preston, the 2023 World Jet Boat Champion, will be making the trek from New Zealand to try to take the 2024 title on US soil. These teams will travel thousands of miles to bring adrenaline filled excitement to our area.

A metal found in the Earth’s crust could be used to attract and remove climate-warming carbon dioxide from the atmosphere. Oregon State University scientists studying ways to filter greenhouse gases from the air recently discovered that when molecules of the metal vanadium are bound with oxygen molecules as peroxide, they can pull carbon dioxide from the air. The carbon molecules can be siphoned off using a small amount of energy that’s then funneled into other uses, like making limestone for buildings or
enhancing the atmospheric carbon in greenhouses, accelerating plant growth.
The process could help improve nascent technologies in capturing carbon dioxide from the air to slow the impacts of global climate change. The discovery was published in the journal of the Royal Society of Chemistry in December.
Carbon dioxide is responsible for about two-thirds of the atmospheric heating causing global climate change, and it is primarily released in the burning of fossil fuels for energy, according to the National Oceanic and Atmospheric Administration.
Vanadium is often added to steel to strengthen it, and is found in many other minerals such as iron ore, and is often mined alongside uranium. May Nyman, the Oregon State chemistry professor who led the research, said vanadium and peroxide could be used in filters behind industrial fans to trap the carbon dioxide.
“It’s not a magic elixir. It’s new science. It’s a new approach. It’s a new tool,” she said.
This discovery could eventually help slow the Earth’s heating when paired with rapid decarbonization in the transportation sector and with the expansion and improved health of the Earth’s own
carbon dioxide magnets: forests, grasslands, wetlands and other natural plant-rich ecosystems. “There needs to be a balance of everything: conservation, forests, marshes, new technologies,” Nyman said. “We’re adding another tool to the toolbox. We’re adding knowledge, and understanding the reaction of removing carbon dioxide from the air.” She and

Katie Godino passed peacefully at her home in Brookings March 2, at age 92, with her niece, Lisa, by her side.
In 1953, at Hughes Aircraft, as she was walking up the stairwell met a handsome man walking down. She said, ‘those brown eyes of his melted her heart that very instant’. He asked her for a date that day, and the rest is history. She and David were married for 67 years, before his passing in 2021. They had a wonderful marriage, with many trips to Europe, their special place was Italy.
Katie was known for her ability to throw a wonderful party at the drop of a hat. An excellent and a gracious hostess. Katie was the epitome of grace and elegance.
She left behind a wonderful circle of close friends. Jaime and Maria Silva held a special place in her heart, along with Al Rosichelli, who passed last year.

Maria San Juanita DuFay departed from this earth to be with our Lord on March 23, 2024, in Springfield, Oregon surrounded by her husband James DuFay, her children, and her siblings. Mary was a devout Catholic, where she was a member of Star of the Sea Catholic Church Parish. Mary was a prayerful person and a wonderful role model in the Christian faith. Mary is preceded in death by her late husband Ernesto Sanchez Sr. and her parent’s Roberto and Angelita Trevino.
Mary was born May 1, 1954 in La Grulla, Texas to Roberto and Angelita Trevino. She moved to Washington with her family for work in agriculture. She later moved to Crescent City, CA where she met and married James DuFay. They later moved to Brookings Oregon.
