Gold Beach Visitor’s Center increasing beach mobility

The Gold Beach Visitor’s Center is making strides to ensure everyone has the opportunity to enjoy the beach on Oregon’s South Coast – no matter what their age or physical ability.

The visitor’s center is one of the latest locations on the Oregon Coast to receive a ‘David’s Chair.’

Both David’s original Action Trackchair and their newer youth-sized Trackchair have been used by people with mobility challenges to go places and experience freedom they haven’t been able to, free of charge.

Because of donations given by grants, sponsors, and generous individuals, David’s Chair has taken people and their families on exciting outdoor excursions at locations that are inaccessible to regular wheelchairs.

That’s why when Ruth Dixon, the lead at the Gold Beach Visitor Center, saw a social media post from ‘David’s Chair’ in July, 2023, reporting that they had one chair left that needed a location on the Oregon coast – she didn’t hesitate to contact them.

Dixon immediately reached out, and in October, 2023, a Fixed Location Chair was placed at the Gold Beach Visitor Center located at 94080 Shirley

New Brookings City Manager brings 23 years of experience

A longtime city manager in Northern California and the Midwest has been hired to lead the City of Brookings. New City Manager Timothy Rundel, who brings more than 23 years of experience in public administration, community development and economic development, begins work in Brookings on July 22nd.

The Brookings City Council voted unanimously to hire Rundel during a special meeting June 13th. Rundel currently serves as the City Manager of Weed, California where he has worked since March 2020. Under

his leadership, Weed recovered from a tragic fire that destroyed the sawmill that was the town’s largest employer, along with 60 homes. He was able to work with county, state and federal officials to get relief funds and rebuild the mill, saving numerous jobs. Rundel worked diligently with the Weed City Council to get Weed financially sound again and leaves the community with the largest reserve fund in its 100plus year history. Rundel was hired after a sixmonth nationwide search. More than 20 people applied for the position, many serving as city

managers elsewhere. The council interviewed three very qualified and experienced candidates, and chose Rundel because of his strong track record of leadership, community involvement, and successful city management

experience.

Brookings’ Yard of the Month for June

The City of Brookings is continuing to highlight both residential homes and commercial spaces that go above and beyond to make the City an even more beautiful place to live. A wellmaintained yard or garden is symbol of hard-work, a point of personal pride for the residents, and an inspiring sight for neighbors.

Winners are rewarded with a commemorative certificate, a yardsign declaring their award to the community, and a $50 credit on their water bill.

Kalmiopsis School Garden

The K-School garden has been a community fixture since the early 2000’s, and received a new lease on life after the pandemic began to subside in 2022.

Julia Bott, Michelle Gayden & Frank Furtaw are the main volunteers for the program, providing green-thumb guidance for elementary aged students.

There are three 2nd grade classes and three 4th grade classes helping to maintain the garden.

The kids do the majority of the gardening, getting the hands-on experience of growing multiple kinds of flowers and fruits. The students were just getting ready to harvest some strawberries; they

Governor Kotek urged to embrace the “Oregon Way” in offshore wind energy development

In a recent letter, Oregon’s state seafood commodity commissions have expressed concerns to Governor Kotek over offshore wind energy plans proposed for the southern Oregon coast, emphasizing its adverse effects on the ocean environment and Oregon’s sustainable seafood industry. Oregon Trawl, Oregon Dungeness Crab, Oregon Albacore and Oregon Salmon Commissions urged Governor Kotek to prioritize Oregon’s own planning process under the auspices of the state official “Roadmap” initiative, intended to guide responsible offshore wind energy development in Oregon. The alternative would be to follow the rushed federal process, which does not allow the impacted communities an authentic seat at the table, and it does not prioritize the viability of the seafood industry or the health of the ocean.

“Being situated in the middle of one of the world’s four most productive marine regions, Oregon is blessed with its healthy abundant fisheries, which are known to be among the top wellmanaged fisheries in existence today,” said Yelena Nowak, the executive director of the Oregon Trawl Commission. “It is critically important for Oregon to step up our efforts in ensuring Oregon’s impacted communities and the pristine natural environments are respected and protected in the pursuit of offshore wind energy development.”

Service providers need to know the dangers of problem gambling

In a county where two casinos are within a very short driving distance, there is no excuse for service providers, law enforcement and circuit court judges to be uninformed about problem gambling or the high rate of incidents of domestic violence among those who have gambling disorders…and yet many of you are uninformed. By the way, it’s your job to be informed.

It’s time that y’all do your homework. See cheat sheet below.

The major revisions from 4 edition of the DSM (i.e., DSM-IV-TR) to DSM-5 include: (1) reclassification of pathological gambling from Impulse Control Disorders to a newly created category labeled “Substance-Related and Addictive Disorders” that also includes substance use disorders, (2) renaming of pathological gambling to gambling disorder, (3) removal of the illegal acts criterion, and (4) lowering the diagnostic threshold for diagnosis from five to four criteria.

Scientists found that those with a gambling or substance use disorder experience increased connectivity to the reward system and decreased activity to the prefrontal cortex. The reduced activity in the prefrontal cortex may also explain why those with a gambling disorder tend to have more difficulty controlling their impulses than other people. (The Gateway Foundation)

Notice the increase of DUI arrests in the last two years of the Fourth of July weekend: for 2022, the California Highway Patrol made 998 DUI arrests on the Fourth of July weekend. In 2023, ABC10 News in Sacramento reported 1,224 DUI arrests were made California that weekend. I am puzzled with the stats. Why can’t drinkers learn to remain sober if driving? A drunken driver hit me when I was 16 in 1992. After 30-plus years I can walk okay, but my hearing is damaged and I have a deep tone to my voice. My life changed personally, physically, and socially.

Taking US 101 to and from a gathering? Think before you drink. People will drink, but it is illegal if you drive drunk. Don’t take chances: have a sober driver transport you if you had one too many. Save lives and your reputation: don’t drive drunk.

Saving my family member from the drugs in Brookings

I never would have imagined typing this when we chose to buy a house here 3 years ago. We need psychiatrists available in person to treat patients. I can’t believe this hasn’t become a state of emergency. Psychiatric disorders should be treated as medical emergencies the same as broken limbs or cancer. My family member has been mistreated and learned that her health does not count. All she had to do was take a walk-in town and she was offered meth just like that. She is brilliant, comes from a loving home, has so much support but never received the medical care she needed in the multiple attempts at getting it. This is a reality. We wouldn’t have a homeless issue if we didn’t have meth so readily available everywhere here. Mental health disorders need to be treated properly at their start. My family member has been put off and disregarded and not taken seriously and she may pay the price with her life. I know many readings this have lost someone to mental illness. I fear for our youth. To every family member out there like me write to your senator and representative. We need to HELP. We need LAWS. We need to take this seriously. We NEED a task force. To the retired community out there that has means and is the majority please listen to this plea. I believe that we will see more and more youth developing mental health disorders over the years and we need to be there for them.

When I was growing up, my parents, like many of their generation, were able to save enough money to buy a modest home for our family in Oregon. I still live in that same blue-collar neighborhood. But it’s a different story for my children’s generation. As prices to rent and buy skyrocket, young people are worried that they will never be homeowners. Today, too many folks are struggling to find a safe and affordable place to call home, while too many others have been forced into homelessness. This is unacceptable and unsustainable.

Economists estimate that Oregon is short 140,000 homes today – and we’ll need to build at least 500,000 new homes within the next 20 years just to keep up with demand. So, it was terrific to see our state legislature recently pass $376 million to boost housing production in addition to the federal dollars I’m bringing home to Oregon to help.

Housing is vital for our economy. Every year, I host town halls in all 36 Oregon counties. Up and down the coast and across the state, I hear about the urgent need for more workforce housing. Companies tell communities they won’t bring their businesses to town without available housing for their employees, but housing developers say they won’t

That’s why, as Oregon’s representative on the U.S. Senate Appropriations Committee, which funds the federal government, I’m pushing to invest in housing programs. Here are a few quick examples. In March, we passed funding for fiscal year 2024, which included $1.6 billion for national rental assistance funding, $48 million for Rural Housing Service Vouchers across the country, and $12 million to support home-building nonprofits, like Habitat for Humanity. Additionally, Oregon has received $90 million this year from the U.S. Treasury’s Homeowner Assistance Fund.

But we can’t only treat the effects of the housing crisis – we also need to go after those profiting off sky-high housing prices.

For generations, the greatest wealth builder for the American middle class has been homeownership. Now, the powerful millionaires and billionaires who run hedge funds want to take that slice of the American pie away from working families and put it on their own over-flowing plates. In 2021, investors bought nearly 17,000 homes in Oregon – homes that should have gone to families. It’s a similar story all across the country. That same year, in just one area of Atlanta, hedge funds bought more than 40 percent of

Early in my career, I helped build homes with Habitat for Humanity because I saw every day how lives were changed for the better when folks could afford a decent home in a decent community. So, I’ll keep up the fight for affordable homes for working families in Oregon and across the country.

Lee Gardner

10/4/1935 – 5/1/2024

Lifetime pioneer of Harbor, OR & the eldest male tribal member of the Tolowa Dee ni’ Nation, Lee Gardner passed away on June 1, 2024, surrounded by family.

Lee is survived by his wife of 70 years, Laura Gardner, sons Fletcher (Helen) Gardner & Sterling (Dorothy) Gardner; daughter Nellie (Jerry) Fox, numerous Grandkids, Great-Grandkids, Great-Great-Grandkids and so very many friends.

Lee was a well-known tree faller and logger. He loved to hunt and always had a hunting story to tell.

Lee will be missed.

There will be a Celebration of Lee’s Life on July 4, 2024, at 2 pm at Gardner Ranch, followed by a potluck BBQ.

Fire season on CFPA protected lands begins

Fire season on lands protected by the Coos Forest Protective Association (CFPA) District began Friday, June 14, at 12:01 a.m.

The fire danger level will be “low” (green) and the Industrial Fire Precaution Level (IFPL) will be 1 (one) districtwide. Lands affected by this declaration include state, private, county, city, and Bureau of Land Management (BLM) forestlands in Coos, Curry, and Western Douglas counties.

Beginning Friday, the burning of debris piles and the use of burn barrels

for burning debris will no longer be allowed in Coos, Curry, and Western Douglas Counties. Public Regulated Use Restriction “low” (green) will also be in effect.

Last year, fire season started on June 9th and ended October 9th, lasting a total of 123 days. A total of 95 fires burned on lands protected by the CFPA District and blackened 1,038 acres, 93 of those fires were human caused.

North Coast Regional Water Quality Control Board (North Coast Water Board) staff will hold a 30-day public comment period from June 14 2024, through July 13, 2024, to seek input on the Draft Initial Study and Mitigated Negative Declaration (Draft MND) pursuant to the California Environmental Quality Act (CEQA), and an accompanying Clean Water Act (CWA) Section 401 Water Quality Certification for the Smith River Dairy Water Diversion Project.

This Notice of Opportunity for Public Comment includes (1) a brief summary of the proposed project, (2) how to review and comment on the Draft MND, and (3) details regarding the accompanying Clean Water Act Section 401 Water Quality Certification that is being considered for issuance for the project.

II. Background

This Initial Study has been prepared pursuant to the California Environmental Quality Act (CEQA) and the CEQA Guidelines (14 California Code of Regulations 1500 et seq.). CEQA requires that all state and local government agencies consider the environmental consequences of projects over which they have discretionary authority before acting on those projects. The North Coast Water Board is the Lead Agency under CEQA. The Alexandre Dairy is proposing the project to restore a riparian water right for APN 103-020-074 to irrigate approximately 355 acres of agricultural land which is grazed annually for organic milk production. The purpose of the project is maximize pasture irrigation during the late spring and summer during traditionally dry periods on the coast to allow the harvest of winter feeds (silage and grass hay) and grazing by: (1) replacing a functionally obsolete water diversion with a new structure that meets current NMFS standards and regulations and (2) conveying the water by means of a new underground pipeline, minimizing evaporation and groundwater penetration which previously occurred through an open conveyance ditch. The 4,500-foot-long underground water supply will irrigate the Ranch’s approximately 355 acres, which makes up APN 103-020-074 from May 1st through September 31st annually. Start dates may vary depending on the farm’s annual precipitation, which dictates pump start and stop periods on an annual basis, as this region generally experiences 76 inches of annual rainfall.

III. “The chair can be taken out on the beach for free, providing amazing opportunities for anyone who struggles to go to the beach,” Dixon said.

Just a couple of months later, a second chair and a Tow and Go trailer was added as well.

People can reserve the trailer and chair online and take it out for up to 7 days, again at no cost. However, donations are appreciated for chair maintenance, and other associated costs.

“Being down here at the visitor’s center, I really need to focus on visitors. We get so many people that come to the southern Oregon Coast that can’t get to the beach,” Dixon said.

“But I was also doing it for my community. There are a lot of older people who live here that can no longer make it to the beach,” she said.

Dixon said although the addition of the mobility chairs has added some work and fundraising for the folks at the visitor center –everyone has been fully onboard.

“We are so happy to be one of the most-utilized David’s Chair locations, thanks to our staff and

community spreading the news about the chair being available,” Dixon said.

In May, 2024 the Visitor Center was able to obtain a Wheelchair Charging Station, thanks to United Way of Jackson County. People who need to charge their mobility scooters or electric wheelchairs can come into the visitor center and utilize the station at no charge.
