Deep roots Johansson-Chirinian has been a resident of Brookings since 1993. Her roots with the school district run deep. Before retiring in June 2021, she served BHSD for 28 years,
with 17 years spent in leadership positions. She last served as the principal at Kalmiopsis Elementary School for 12 years. Since retiring she had worked part-time for the district as a positive discipline coach.
“I’m incredibly excited
to begin my new role at Brookings-Harbor School District and am very much looking forward to leading the work ahead,” Johansson-Chirinian said when the BHSD Board announced her selection as the new superintendent
in March. “The greatest strength we have is the connections we have with each other. I’m going to challenge all of us to use those connections to work as a team, so that all out students can grow up to be happy and

The Oregon Department of Forestry (ODF) reports a “specific increase in human caused fires” across the state this summer.
“The human-caused blazes range from campfires, escaped debris burning, industrial operations, folks working in the forest, and we are also concerned about vehicles, such as RVs and trailers, dragging chains that can spark a fire,” ODF Public Affairs Officer Derek Gasperini said.
ODF is also anticipating lighting strikes that could result in wildfire starts.
One of the state’s largest wildfires this summer has burned more than 15,000 near Agnes in southwest Oregon as of late last week. The cause of that fire was under investigation and human activity has not been ruled out. Hundreds of fire crews were battling the blaze on the ground and from the air. Public safety restrictions were in place surrounding the fire.
High temperatures and worsening fuel conditions in Curry County Oregon have prompted Coos Forest Protective Association (CFPA) to increase the fire danger level to “high” effective Tuesday, July 18.

Oregon State Rep. Court Boice sent a letter to Gov. Tina Kotek and the Oregon congressional delegation last week urging more action to protect local communities. “Declare a wise and legitimate emergency — override congressional laws stopping designated wilderness areas — no equipment allowed. This misguided approach is brutally dangerous to our communities,” Boice writes. “Also, we know without debate — millions and millions of our wildlife are incinerated — their instincts help them normally escape healthy-normal fires, but they cannot survive our tragic Curry Nuclear Fires. History proves what follows will work and save lives, property wilderness, watersheds, fish and wildlife.” Boice suggested the following:

Fishing industry gets needed support

“Supporting Commercial Fishing in Port Infrastructure Projects Act” passed the U.S. House of Representatives, July 14, as part of the Maritime Administration (MARAD) Reauthorization bill.
The bill is authored by Oregon U.S. Representative Val Hoyle’s (OR-04).
Hoyle’s bill would ensure ports can apply for infrastructure grants that support commercial fishing, bolster jobs, and drive the economies of coastal communities.
The bill will need to pass through the Senate before it can potentially become law.
“Oregon’s commercial fishing is the backbone of our coastal economies. Creating additional pathways to secure federal funding helps us to keep jobs at home, source food locally, and build back the middle class.

Infrastructure Development Program.
The Bipartisan Infrastructure Law will provide a record $2.25 billion over five-years for the Port Infrastructure Development Program, the largest federal investment ever in our nation’s ports. Rep. Hoyle’s Supporting Commercial Fishing in Port Infrastructure Projects Act states that any secured PIDP funding can be used to support “the loading and unloading of commercially harvested fish and fish products.”

Be prepared
Fire agency officials said the wildfires can move rapidly and can be dangerous, so visitors and residents need to be aware and pay attention when the fires are close to communities.
“Be aware,” Gasperini said. “Pay attention to local news outlets. The wildfires are a concern throughout the summer,”
ODF recommends that you have a go-bag with essential supplies for your safety if you are forced to relocate due to a wildfire. If evacuations are possible, Gasperini said it’s important that the public pay attention to law enforcement agencies who will coordinate efforts to get people to safety.
“Know the evacuation routes and the backup routes,” he said.
Wyden, Hoyle to conduct Town Halls

Oregon U.S. Senator Ron Wyden will have open-toall, in-person town halls in Curry and Coos counties
July 29-30.

Local groups establish life jacket loaner station

The Rotary Club of Brookings and Curry County Aquatic Safety (CCAS) have installed a Life Jacket Loaner Station at Loeb State Park on the Chetco River.
The Rotary Club of Brookings received a grant through the Wild Rivers Community Foundation to purchase a kiosk sign and through the assistance of CCAS will provide the lifejackets and maintain the station.
“A huge thanks to Oregon State Parks for working with the programs,” a release from Curry County
Aquatic Safety states.
Loeb State Park is a popular swimming hole and a year-round boating access point for kayakers, stand up paddleboarders, and winter and fall drift fishermen.
“With all these great yearround aquatic recreational opportunities on our open waters, there is no reason that recreationists should not have access to life jackets while getting on the water,” the release states.
According to the Oregon State Marine Board, the majority of drownings that occur on Oregon’s waterways are those that are not wearing a lifejacket.
Over the July fourth holiday week, CCAS had
over 200 contacts, 28 preventative actions, and five rescues. Three of the rescues involved swimmers in distress not wearing life jackets and one involved a disabled boat with its passengers not wearing life jackets, according to the release.
“Accidents happen in seconds on the water and there is usually no time to put on a life jacket afterwards.” the release states. “Life jacket loaner stations are great lifesaving assets to both residents and visitors. The goal is for people to have a good time recreating on our waterways safely.”

Remember to Shred
Do not throw anything away that contains your name and address. Magazine and newspaper labels with your name and address should be shredded as well. A micro-cut shredder is best, but for those with strip shredders, adding water to the strips of paper in a plastic bag and mixing it up will damage the paper and prevent anyone from taping the strips together.

Pick up your mail as soon as possible from your mailbox. If you are going to be out of town, have the post office hold your mail until you return. Consider getting a locking mailbox

Help needed to remove ivy from park
Help remove invasive ivy at Shore Acres State Park near Coos Bay during its annual ivy pull on Friday, Aug. 18. from 10 a.m. to 1 p.m.
You can assist park rangers in identifying and eradicating ivy and weeds from the park property and learn about the upkeep and history of the gardens.
Participants should pack water, a sack lunch and gloves if they have them. Rangers also recommend dressing for the weather and wearing closed-toe shoes.

A conversation worth having

In a complex world where opinions fly like gnats on a warm day by the pond, having a constructive conversation can sometimes seem like an impossibility, and proper resolutions seem like Hollywood endings we wish we’d never seen, because life isn’t like “that.”
But what if we could get more of what we want and less of what we don’t want. For real.
“Would you be willing to take all of the garbages out on Mondays and Thursdays and as needed during busy times?”
If your partner has agreed in the past and then not followed through, adding to the conversation, “You’ve agreed to this in the past but haven’t followed through.
What do you need to be successful at this?” Or what if they simply won’t do it?
Where’s your power now?
In a world of 10,000 possibilities, if you can only think of two, it’s likely your thinking is stuck, not the world. “Since you’re unwilling and I already have chores, we can hire it out.”

Go ahead, dismiss the idea as a fairy tale, but how cool would it be if it were true?
Further, what if there’s an “app” for that? An equation that doesn’t promise miracles but offers options and solutions? What if just such a human “equation” gave you more control over your outcomes?
I won’t promise you everything will go exactly as you want moving forward, but I can promise, if you’re looking for a different result than you’ve gotten in the past, you’ll have to do something or think something different. The following may be just the different Think for which you’ve been searching.
The Resolution Conversation Equation goes like this:
Notice there’s a problem (my partner isn’t doing their share of the housework)
State the problem in legal terms ONLY, “I notice that you’ve agreed you take the garbage out, but you don’t do it consistently.”
Have a specific solution.
“If you don’t want to take the garbage out, are there other jobs you’d like more?”
“What’s keeping you from doing what you say you’ll do?” And here’s my personal favorite, “Having a clean house is important to me.

Stop another Curry monster wind-driven fire!
Lessons Learned: The Afternoon Winds are upstream... generally towards the east on the Rogue and Illinois river drainages. As the sun sets offshore, the atmosphere becomes kinetic per the temperature change. The Chetco River has a weather anomaly. In the afternoons the winds are toward the ocean, pushing west; this effect is why the town of Brookings has such nice warmer winter weather.
As and if the Flat Fire likely continues burning generally southwest upstream on the Illinois;
it tops out into the Chetco drainage which is commonly known as the “Chetco Effect.” It will take the fire in the exact opposite direction, about due west to the town of Brookings. It has already happened once – almost twice. This time it undoubtedly will happen faster. Communities of Pistol River and Gold Beach of course are also at risk and potentially even Smith River California.
The 2017 Chetco Bar took 191,000 and the 2018 Klondike likewise destroyed 176,000 acres. Each cost a staggering $80 plus million dollars to fight. (Fact: combined $170 million in 18 months!) The fuels now are quicker and more volatile per brush regrowth due to multiple previous mega fires; Biscuit, (still the largest fire in Oregon history), the Collier, Chetco Bar, and repeatedly prove this.

Declare wise and legitimate emergency and override Congressional Laws stopping designated wilderness areas (no equipment allowed). This misguided approach is brutally dangerous to our communities. Also we know without debate –millions and millions of our wildlife are incinerated – their instincts help them normally escape healthy fires, but they cannot survive our tragic Curry nuclear fires. History proves what follows will work and save lives, property, wilderness, watersheds, fish and wildlife.

City Council: who are the homeless in Brookings?

As the Brookings City Council has begun to develop a plan to address housing the growing homeless population, charging staff, during their July 10 workshop, with investigation of a transient camp, many have begun to ask who the people are who comprise this cohort.
“Every day I see people that I sat next to in school, or that were best friends with my sisters.” said Diana Cooper, Executive Director of Brookings CORE Response, a local 501(C) charitable organization.
Cooper told The Pilot that in a 2021 survey conducted by CORE Response, “Sixty percent of the people on the street…were from this community. Forty percent have lived here their entire lives, born and raised here.”
She said their current case load indicates a prevailing population of about 200 without shelter, and likely the same or similar percentages of those with longstanding ties to the Brookings community.
“The core group…the roughest of the rough”
ranging in age from 30s to 40s, who have “been here since childhood.” They are a group, she says, that suffers from “generational family poverty, health reasons, and … [are] completely cut off from family support.”
She described “people com[ing] to us, and they’re like, I’m about to lose housing, or I just lost housing, or, you know, I’ve been on the street for a long time, and I want to get out. When people are like, I need to get into something. The first thing we ask them is about their family support. And for those who have been out there chronically for a long time, who I think are some of our community members, … they’re the ones who, their family has never been there for them.”
Among those Cooper and her staff meet and work with are veterans.
“Right now, I know that we have at least seven veterans coming in on a regular basis…male and female, younger and older…A couple of them are much older. Two veterans in their 80s, both ha[ve] colostomy bags, both ha[ve] dementia,

that should never happen. And I don’t think anybody should be out there, if they don’t want to be out there, but certainly not these particular individuals.”
The pandemic seemed to cause a shift in the homeless population. Housing costs rose dramatically, rents skyrocketed, inflation hit decades long highs, and incomes were squeezed.
“But then there’s another group of people who’ve been here for a long time. So, there’s a difference between homeless and, first time homeless. And anybody who’s working in this field has definitely felt this in the last few years... You get some people it’s their first time homeless, but a lot of people, they’ve been out there before, they had housing for a few years, and they are out there again.
It’s a struggle when you’re at the bottom end of the income, the economic scale.”
CORE is in the process of developing two housing projects. One, for which they are currently applying for grants, would offer about 20 to 30 units, depending on amenities requirements, for veterans and seniors.
Another pending project, in cooperation with Oasis Advocacy & Shelter would allow CORE to have three rooms for hospice and medical respite.
The Mission of Brookings CORE Response, established as a 501(c)(3) Charitable Organization. is “strengthening our whole community through outreach, education, and advocacy.” Their services include
facilities people who are unsheltered to access the internet, telephone, restrooms, hygiene items, and coffee or snacks. There is a room available for community partners offering resources and services to meet with those in need, and/or allow them to access their providers via telehealth. There are lockers available for unsheltered individuals who need a secure place for medication, including refrigeration, and other important items.
CORE offers case managers who work with those in need. to identify their goals and provide tailored support in areas such as housing, healthcare, employment, and other services and benefits.
The goal is to empower individuals to achieve stability and improve their overall quality of life.
Programs are available to help obtain health insurance, a primary care or specialty provider, schedule medical transportation and other healthcare-related needs such as mental health support, addiction services, and dental care.
CORE also works to assist in navigating housing resources and programs
to find rentals, and the financial resources needed for them. They offer a back to work program is to help obtain find jobs and increase the success of keeping them. Their resource navigation program helps with obtaining ID/ documentation, applying for SNAP/TANF, and other social services.
Brookings CORE was founded in the wake of Measure 110, or the Drug Addiction Treatment and Recovery Act, passed in 2020, and Senate Bill 755 passed in 2021, that established Behavioral Health Resource Networks (BHRNs). A BHRN is an entity or group of entities working together to provide comprehensive, community-based services and supports to people with substance use disorders or harmful substance use.
It is the policy of the State of Oregon that screening, health assessment, treatment and recovery services for drug addiction are available to all those who need and want access to those services, and Brookings CORE is available to provide these along with other services.

Gun rights groups on Monday, July 17, filed notice to appeal a federal judge’s ruling upholding a voter-approved Oregon law that bans large ammunition magazines and requires permits to buy guns.

James Buchal filed the appeal notice on behalf of Mark Fitz, Grayguns, Inc., G4 Archery, Second Amendment Foundation and Firearms Policy Coalition.
In court filings, the Second Amendment Foundation, a nonprofit based in Washington state, says it has more than 700,000 supporters and members nationwide, including thousands in Oregon, and advocates for firearms rights. The Firearms Policy Coalition, a nonprofit based in California, lobbies and advocates for firearms rights as well. Fitz, a Clackamas County resident, is a firearms owner and member of the Second Amendment Foundation and Firearms Policy Coalition. Grayguns, based in Douglas County, and G4 Archery, located west of Portland in Washington County, are both federally licensed firearms dealers in Oregon.
U.S. District Court Judge Karin Immergut wrote in a 122-page opinion published late Friday afternoon, July 14, that all parts of Oregon’s Measure
114, approved by voters last year, are constitutional. But the law remains on hold because of an ongoing court case in Harney County, where a trial is scheduled for September.
Measure 114, which narrowly passed last fall, would ban making, selling or buying ammunition magazines that hold more than 10 rounds. It also would require people to take a firearm safety course and pass a background check to receive a permit to buy a gun. And it would close a loophole in federal gun law that allows people to buy guns without a completed background check if it takes more than three days to process a background check.
“Before this court are two core questions: (1) can the state of Oregon limit the number of bullets to 10, that a law-abiding citizen can fire without reloading; and (2) can the state of Oregon require firearm purchasers to obtain a permit, which imposes various requirements, including a completed background check, safety training and consideration of mental health status, before purchasing a firearm,” Immergut wrote.
“After a weeklong bench trial, this court concludes that the answer to each of these questions is yes.”
Attorney General Ellen Rosenblum, whose office defended Measure 114, welcomed the news.

The Oregon Firearms Federation, which describes itself as the state’s “only no-compromise gun rights organization” was the lead plaintiff in the case. Three other federal lawsuits filed by Oregon residents, gun manufacturers, gun shops and other firearms groups were consolidated with the Oregon Firearms Federation’s case.
The firearms federation posted a statement on its website indicating that it will appeal the decision, which it called “absurd.” The group also personally attacked Immergut, calling her “painfully ignorant and in the pocket of Oregon’s far left ‘Department of Justice.’”
“Today, Judge Karin Immergut ruled against gun owners, the Second Amendment and a basic understanding of the
English language and ruled that Ballot Measure 114 is just fine,” the statement said. “The decision is 122 pages and we just received it so we have not had time to analyze it in depth,” the website said. What we have read defies belief. While not entirely unexpected, Immergut’s ruling is simple nonsense and sure to be overturned at the 9th circuit.”
Immergut concluded that the gun groups’ attorneys didn’t prove that the Second Amendment protects large-capacity magazines. Even if they did, she added, Oregon’s restrictions are consistent with a history of firearm regulation. The same goes for requiring permits to purchase firearms, she wrote.
Large-capacity magazines
Plaintiffs argued that large-capacity magazines, which allow gun users to fire more than 10 shots without reloading, are standard and commonly used for self-defense. But Immergut said the evidence they provided was largely anecdotal and outweighed by data compiled by an expert witness for the state.
Lucy Allen, the senior
managing director at National Economic Research Associates, testified that her analysis of hundreds of incidents involving people using guns to defend themselves found no instances where a person fired more than 10 shots. On average, 2.3 shots are fired in those incidents, Allen testified.
But large-capacity magazines are commonly used in mass shootings, including the three deadliest shootings in American history: the 2017 Las Vegas shooting at a country music festival that killed 60 people; the 2016 Pulse Nightclub shooting in Orlando, Florida, where 49 people died; and the 2007 Virginia Tech shooting where 32 people died.
When shooters didn’t use large-capacity magazines and had to pause to reload their guns, would-be victims were able to flee, hide or fight back. Nine children were able to run when a school shooter in Newtown, Connecticut, stopped to reload his gun in 2012, and congregants at a synagogue shooting in California in 2019 were able to chase the shooter out after he fired all 10 rounds and tried to reload his weapon, the opinion continued.
“Defendants presented credible evidence at trial demonstrating that the relationship between restrictions on (largecapacity magazines) and reductions in mass shootings is so pronounced that it is a causal relationship, meaning that
the restrictions were at least partly responsible for the reductions,” Immergut wrote.
She concluded that the new permit requirement is similar to the permits required in Oregon and other states to carry a concealed handgun, and that the U.S. Supreme Court endorsed Oregon’s concealed carry permit system in a 2022 ruling that overturned a more stringent New York permit law.
Measure 114 remains on hold at least through September as the state court case continues. Meanwhile, Gov. Tina Kotek on Thursday, July 13, signed a new state law that took effect immediately and prohibits the manufacture or sale of so-called “ghost guns,” or homemade firearms that lack serial numbers and can’t be traced.
Additional gun legislation isn’t likely during the legislative short session in 2024, but progun groups are trying to put a measure on the 2024 ballot to eliminate Oregon’s concealed carry permit law and allow firearm owners to carry concealed weapons without licenses.

Barbara Anne Shea, 91, of Brookings, OR died peacefully July 9, 2023, in her home. She was born May 29, 1932, in Auburn, CA to Byron and Genevieve Brownell. Barbara grew up in the San Francisco Bay area, and married Martin Shea on June 6, 1952, in Oakland, CA. Survivors include her two children, Michael Shea and Kathryn (Shea) Kruse; grandchildren: Dylan Kruse (wife Rachel) and Erin Kruse, and five greatgrandchildren: Noah, Jaxon, Logan, Emerson and Shealynn. She was preceded in death by her husband of 56 years, Martin Shea, and a sister, Nancy (Brownell) Cuccia.
Barbara enjoyed a long fun-filled life, living in the Bay Area, Tulelake, and for the past 42 years, in Brookings, OR, where she pursued her passions of gardening, quilting, scrapbooking and cooking. She was especially wellknown for her pies and desserts as well as many handmade gifts. She loved spending time with her
grandchildren and great grandchildren, whether it was visits to the Bay Area to see them or having them come to stay in Brookings. So many special family memories were made around the Thanksgiving table and summers at the beach and river. She loved to play games with the kids and enjoyed puzzles and playing Solitaire for herself.
Barbara worked in retail for many years as manager to high end stores, and also spent a good portion of her life working in education. While living in Tulelake, she worked as a high school Physical Education teacher, and later was part of the Kindergarten tea at Kalmiopsis Elementary School in Brookings, where she spent many fulfilling years working with young children. Barbara was a very fun social person who enjoyed people and life. She had an infectious laugh and was always ready with a smile for anyone she met. She will be greatly missed by her family and friends. A private family memorial will be held at a later date. Redwood Memorial Chapel assisted the family.

During the 2023 legislative session, the Legislature passed Senate Bill 31, which requires OED to make sure the Paid Leave Oregon trust fund is solvent before launching benefits. Based on current trust fund data and projections, Employment Department leaders have decided the trust fund is ready to launch benefits the week of Sept. 3, as planned. So BHSD, led by Lisa Dion and Deanne Veritek, developed the CTE program that offers career pathways in construction trades, health services, business, marketing and entrepreneurship, STEM (science, technology, engineering, math).
Johansson-Chirinian said understanding “school is not an isolated part of the community. School is really truly a reflection of our community.”
The BHSD board, Johansson-Chirinian, and her administrative team “… will have an outreach plan with parents... I want them part of [these] decisions,” she said.
That plan will be presented in August.
Johansson-Chirinian replaces outgoing Superintendent David Marshall. Marshall left the post after three years as superintendent to spend more time with his family and be closer to his home in Hermiston.
According to BHSD Board Chair Alan Nidiffer, the salary range of the superintendent’s position is between $130,000 and $150,000.

“Just like any new statewide program of this size, we know we will have to adjust along the way,” Humelbaugh said. “SB 31 was good contingency planning, and we will continue to work with the Legislature and other key partners as we monitor the program’s progress after launch.”

The BHSD Board consulted with a superintendent search firm, which recommended to first post the Superintendent position internally.
“The school board took the time to consult with several well-known superintendent search firms. We knew we had numerous qualified candidates currently working in our school district and were advised to post for the position internally first,” a release issued by the BHSD Board stated when the hiring announcement was made in late March.
After the position was posted, JohanssonChirinain was chosen for an interview.
“Helena was interviewed for several hours by a committee that consisted of the school board, administrators, district office staff, classified and certified staff, community members, and parents,” the board said in the release. “The consensus from the interview committee and the board was unanimous in picking Mrs. Chirinian as out next superintendent. Helena is deeply connected to our community and has spent years building positive relationships,” the release states. “We look forward to working with Helena.

The Earth is alive! It may seem static, but, there are constant changes happening all around us that have been going on for billions of years. I’ve always been fascinated with the processes that create the land we live on, and the many treasures that are produced around the world.
I grew up in Livingston, Montana, where the Yellowstone river flows fast and strong out of Yellowstone National Park. Being the largest volcano on the planet, and having erupted many times, this region is filled with many examples of the wondrous geological goodies vulcanism creates, such as Agate, Jasper, Petrified Wood, crystals, and fossils. Oregon shares this type of geological activity and also produces similar minerals. Rockhounding for these magical specimens has been my favorite hobby for many years, and now I’ve brought this passion with me to Brookings.
After remodeling the old Post Office space in the Harbor Shopping Center, my dream of opening a rock shop materialized at the end of January when we opened our doors! I’m pleased by the wonderful reception I’ve received and am encouraged by the level of enthusiasm expressed by everyone here who also loves rocks. Whether you simply enjoy the beauty of the natural world, or have an interest in the metaphysical properties some say minerals possess, you’re sure to find something of interest at the Crystal Cove Rock Shop. Five Counties Salmonid Conservation ProgramNorthern California Resource Conservation and Development Council, Del Norte County Roads Division, And the USDA Forest Service Six Rivers National Forest Smith River National Recreation Area (SRNRA) Del Norte County, California Del Norte County Road Division and the Six Rivers National Forest, Smith River National Recreation Area (SRNRA) proposes to pave 0.25 miles of Big Flat Road’s surface within the SRNRA. The project area includes road sections accessing the USFS Big Flat Campground. The project is located in Section 23, T15 R2E Humboldt Baseline & Meridian (Quad: Cant Hook Mountain). Paving will extend 1325 feet north of the intersection with South Fork Road on Big Flat Road. The width of the pavement will be 12 feet wide, and the depth will be 2.5 inches thick using ½ inch dense asphalt concrete. For preparation, the division may do some light grading of the road surface but there will be no earth disturbing activities or vegetation removal as a component of the project. At this point in time, no decision on this proposed action has been made. The SRNRA is currently conducting public scoping to identify potential issues or new information that could be used to develop alternatives to this proposed action. The comments received will help determine the scope of issues to be addressed in the environmental analysis. Comments in writing must be received by September 1st, 2023. Notice of Public Hearing for Discussion of the 2023 State Community Development Block Grant Program and Potential Applications for Funding NOTICE IS HEREBY
GIVEN that the City of Crescent City will conduct a public hearing on August 7, 2023, at 6:00 PM at 981 H Street, Crescent City, CA 95531 in order to discuss possible applications for funding under the 2023 State Community Development Block Grant (CDBG) Program and to solicit citizen input on possible activities to be included in the application and general program review. This public hearing will also be provided via zoom at the following link: https://www.crescentcity. org/meetings
The Community Development and Economic Development Allocations of the State CDBG program is published in a Notice of Funding Availability (NOFA) each program year. Although the NOFA has not been released yet, staff is estimating that approximately $44 million will be made available statewide based on HCD guidance. Under the Community Development Allocation, eligible cities and counties will be allowed to apply for a maximum of $3,250,000 for up to two activities. The NOFA will again include an “Over the Counter” (OTC) component for infrastructure, housing, and economic development, as well as a competitive component
for planning and public services.
Eligible activities under the above allocations in the NOFA consist of the follow OTC categories: public improvements, public facilities, homeownership assistance, housing rehabilitation, business assistance and microenterprise activities.
The other options allowed are planning studies and public service programs.
Eligible activities paid for with state CDBG funds must meet one or more of the three national objectives listed in CDBG federal statutes as follows: benefit to low-income households or persons; elimination of slums and blight; or meeting urgent community development need (a need from a state or federally declared disaster).
The purpose of this public hearing is to give citizens an opportunity to make their comments known regarding what types of eligible activities the City of Crescent City should apply for under the State CDBG program and discuss the overall CDBG Program.

Level 1: Means “BE READY“ for potential evacuation. Residents should be aware of the danger that exists in their area, monitor emergency services websites and local media outlets for information. This is the time for preparation and precautionary movements of persons with special needs, mobile property and (under certain circumstances) pets and livestock. If conditions worsen, emergency services personnel may contact you via an emergency notification system.
Level 2: Means “BE SET” to evacuate. You must prepare to leave at a moment’s notice. This level indicates there is significant danger to your area, and residents should either voluntary relocate
to a shelter or with family and friends outside of the affected area, or if choosing to remain, to be ready to evacuate at a moment’s notice. Residents may have time to gather necessary items, but doing so is at their own risk. This may be the only notice you receive. Emergency services cannot guarantee that they will be able to notify you if conditions rapidly deteriorate. Area media services will be asked to broadcast periodic updates.
Level 3: Means “GO” evacuate now. Leave immediately! Danger to your area is current or imminent, and you should evacuate immediately. If you choose to ignore this advisement, you must understand that emergency services may not be available to assist you further. Don’t delay leaving to gather any belongings or make efforts to protect your home. This will be the last notice you receive.
Be vigilant
Fire agencies across the state are urging the public to stay vigilant this fire season. With dry fuels, higher temperatures, and low humidity, now is the time for Oregonians to actively practice wildfire prevention, according to ODF Fire Protection Chief Mike Shaw.
“We all need to do our part to prevent wildfires from starting throughout the year, but right now
of seven General Plan Elements. State Law requires the Housing Element be updated every eight years. The 6th Cycle Housing Element’s planning period began in 2022 and ends in 2030.
The Element outlines goals, policies, and programs to guide and promote residential development throughout the City. The 2016 Housing Elements Negative Declaration has been amended to include the 6th cycle’s updates.
The amendment to the Negative Declaration does not require further evaluation pursuant to CEQA.
PUBLIC PARTICIPATION is invited by the following methods:
1) In-Person: 3-minute public comment at the podium will be allowed;
2) Virtually: via Zoom, additional information and instructions will be posted the City’s website: www.crescentcity.org.
However, the City does not guarantee that there will not be technological issues/interruptions, in which case the meeting will continue in person;
general questions regarding the Planning Commission, the permit process, submission of materials, and other information not specific to this project may be directed to the City’s Planning Consultant (elawton@shnengr.com / 707-633-9031).

Actively practice wildfire prevention Check your local fire regulations. Public use and
industry restrictions are put in place to help prevent wildfires. By following these regulations, you can help reduce the risk of a human-caused wildfires.
Recreate responsibly.
If allowed, only build campfires in approved campgrounds, and make sure your campfire is out cold before leaving. If campfires are banned, consider using a camp stove.
Check your vehicle.
Servicing your car regularly helps reduce the risk of a faulty part throwing sparks into dry grass while you’re driving. Also, make sure to not park or idle over dry grass if you pullover. The heat from your undercarriage or exhaust could ignite the grass below.
Keep a fire extinguisher on hand. We recommend keeping one in your car just in case you need it while travelling.
Don’t burn debris. Debris burning is prohibited across Oregon during fire season.
Public and industry fire restrictions are placed for a reason.
Fires in the outdoors start for several reasons (vehicles, campfires, smoking, cutting, grinding, and welding metal, power saw use, fireworks, electric fences, mowing dry grass, etc). Years of research has found that these activities are prone to start fires when vegetation dries out, humidity drops, and temperatures rise, ODF said in a release.
Fire professionals impose fire restrictions to alert the public and forest workers of these dangers. Check with your local wildland fire protection agency or rural fire district for restrictions specific to your area.
Currently, the state remains between moderate and extreme fire danger.
“Remember, humancaused wildfires can be prevented. It only takes a minute to curb your actions before disaster strikes,” ODF states in its release.
