A host of local partners are teaming up with Beacon Broadband for a digital literacy program in Gold Beach this fall. The ISP and Soroptimist Club of Gold Beach, Coos-Curry Electric Cooperative, CoBank, Calix University, Umpqua Bank, Curry Health Network and the local Gold Beach School District are all collaborating on internet and computer education for the local elderly community.
Designed to help bridge the generation gap that only grows every time new tech comes out,
the Connected Senior Program will pair seniors with local high school students to help teach computer skills, digital literacy, cyber safety, and more. It is more essential than ever to get connected. Beyond the obvious benefits of keeping in contact with loved ones and staying up to date on the community, there are a lot of developments that can make life easier for seniors. For homebound seniors or those with medical needs, telehealth options have only grown since the pandemic. Avoiding costly and often long-distance trips for medical
appointments can be a huge boon to more rural communities.
The same goes for online banking, portals for government services, and everyday conveniences like delivery apps, streaming services, and social media. These can go a long way in bringing agency and accessibility to those with

Brookings’ July Yard of the Month winners

The City of Brookings has announced two more Yard of the Month winners for the month of July. This City initiative encourages Brooking’s citizens and businesses alike to help beautify the community and recognizes those who have gone above and beyond to make their properties shine.
Winners receive a commemorative certificate, a yard-sign to display for the month, along with a $50 credit on their next water bill from the city.

multiple City Hall staff members after making some lovely updates to their storefront. A new sign, along with a rock path, and flower beds make Julie & Amanda’s store that much more inviting.

Rare find along Oregon beach

A deep-sea angler fish, called a Pacific football fish (Himantoliphus sagamius) has been found by local beachcombers just south of Cannon Beach.
Living in complete darkness, at 2,000 -3,300 feet, these fish are rarely seen, according to the Seaside Aquarium.
“In fact, only 31 specimens have been recorded around the world,” the Aquarium operators state in a Facebook post. “While a handful of football fish have been recorded in New Zealand, Japan, Russia, Hawaii, Ecuador, Chile, and California this is the first one reported on the Oregon Coast to our knowledge.” Little is known about the football fish history but what is known is unusually fascinating, the Aquarium officials write.
“Like other angler fish, the outback fist use light that shines from a phosphorescent bulb on their forehead to attract prey,” the Facebook post reads. “Food at the depths that these guys peruse can be very sparse, so football fish are not picky eaters. They eat anything that can fit into their mouths.”

limits, with an option for either a temporary ban for two years, or a permanent one. The Council all seemed relatively in-step about the ballot measure this November in their Meeting on July 22nd, but there was some disagreement about whether to invoke the permanent or temporary ban.
Councilor Martin expressed concerns over youth safety, citing marijuana legalization as a test case. He was in favor of a permanent ban, with keeping access away from children his main reasoning.
Councilor Pereda thinks it should be up to the voters to decide and is therefore happy to give them the opportunity. Mayor Hodges was a little more hesitant for an outright permanent ban.
“I view it a little bit different, maybe its because I work in the medical industry. I’d hate to put a permanent statement on this… I have had testimony of people who have used psilocybin to their benefit. So for me, I do think a lot more needs to go into the research before it’s something that is manufactured, and especially distributed, in our city limits, but I don’t want to put a permanent ban on this discussion. I’d prefer it to return to the voters in two years,” stated Mayor Hodges on the issue.
With Councilor Martin beginning the motion, and Councilor Pereda seconding, the resolution was brought to a vote. With Councilor Fulton absent, a 2-1 vote was enough for the motion to carry, with Mayor Hodges voting no.

Dear Editor,
Thank you for sharing coastal residents’ concerns about being locked out of using their region for business activities based on speculation by offshore wind companies. This is the first of many forthcoming impositions.
Make no mistake, speculation – as in speculators – is the correct word. The most optimistic view is that the offshore wind industry is in beta-testing mode along shores in Europe and the U.S. East Coast, and is decades, if not generations, away from becoming a mature industry. By the time it finds its sea-legs other more reasonable alternatives could take hold.
Water League is diving deep into research on the industry to better understand all the inconvenient details proponents wish to omit and the conflicts of interest opponents representing the fossil fuel industry attempt to hide. While they are playing hide the facts, we are playing seek.
Coastal residents, flora, fauna, and other entities further inland will experience negative impacts if the industry were to establish a hold along the coast of Oregon. We believe that long-term harms have not been fully expressed by proponents because such an inventory could upset the existing cost-benefit ratio buoying the nascent industry. There are many forms of waste, and locking up the coast following the lease assignments is just the beginning. Factoring in those liabilities may not be part of their balancer sheets.
Water League strongly favors decarbonizing energy production and drawing down carbon from the atmosphere and oceans – but not at any cost. If the offshore wind industry is robust as its most ambitious proponents suggest, then it should withstand the robust critiques we plan to conduct. There are so many cheaper land-based energy alternatives with fewer impacts, that hand-wringing about all that wind blowing off the coast as a wasted opportunity may not be justified.

Public confidence varies in climate change impact

researchers found that U.S. adults are fairly confident in linking wildfires and heat to climate change, but less confident when it comes to other extreme weather events like hurricanes, flooding or tornadoes.
The study found that politics and personal experience played significant roles in people’s responses: Self-identified Republicans were less likely than Democrats to attribute extreme weather events to climate change, though Republicans who had personally experienced negative impacts from extreme weather events were more likely to link them to climate change than those who hadn’t.
Looking at extreme weather events across the board, 83% of survey respondents said there is some link between these events and anthropogenic, or human-caused, climate change. About 17% thought climate change had nothing to do with extreme weather.
“There is a growing field of scientific extreme event attribution to climate change, but we know less about what the public thinks,” said Hilary Boudet, co-author on the study and an associate professor in OSU’s College of Liberal
Arts. “This work helps us to better understand public perceptions of event attribution to climate change. What the public thinks is important because these perceptions shape individual behavior and policy support.”
The study, published in the journal Climatic Change, used data from September 2021 from 1,071 adults across the U.S. who participated in a recurring biweekly AmeriSpeak Omnibus survey. The researchers asked respondents about five different extreme climate events — wildfires, heat, rainfall/flooding, hurricanes and tornadoes — and how confident they felt linking the increasing frequency and severity of each event to anthropogenic climate change.
Respondents had to rate their confidence on a scale of 1 to 5, so someone who felt absolutely certain that climate change is to blame for increased wildfires would choose “5” for that question. The survey also asked whether respondents had personally experienced any negative impacts from the five different types of extreme weather.
Researchers found that more than 47% of people were “very” or “extremely confident” in linking increased wildfires to climate change, and
roughly 42% of people were very or extremely confident linking extreme heat to climate change.`
Out of all five weather event types, Republicans and Democrats were farthest apart on the measure of extreme heat, and closest on hurricanes. Race, education and income also played a role in people’s responses.
The survey did not ask why respondents chose the numbers they did, but co-author Philip Mote, a professor in OSU’s College of Earth, Ocean, and Atmospheric Sciences, said researchers have some theories.
For example, the impact of wildfires spreads far beyond the physical flames. During the massive wildfires in eastern Canada last year, New Yorkers 1,500 miles away were suffering from poor air quality as a result of smoke drifting from those fires, Mote said. Conversely, hurricanes, tornadoes and floods in the U.S. tend to affect a relatively narrow areas, he said.
The study also reported how closely the public attribution of extreme weather events aligned with scientific consensus around extreme weather and climate change. Alignment was weakest on the measure of wildfires; Mote linked this to the narrow scientific
definition, which only records the number of extreme fires, rather than overall fire weather. The general public is more likely considering all the hot, dry conditions that contribute to worsening wildfires amid climate change, he said.
Researchers say that understanding and improving public perceptions of extreme
weather linked to climate change is crucial for maximizing the impact of mitigation efforts, such that resources are directed toward actions that can make a real difference, rather than toward the types of events that trigger the largest public response.
Lead author on the study was recent OSU doctoral graduate Chad Zanocco, now at Stanford University. Mote is also the vice provost and dean of OSU’s Graduate School.

Councilor Pereda asked a pertinent question before seconding: just how permanent would this ban be?
It would require another amending motion and calling another ballot item for voters, but it is not a ban completely set in stone. If new scientific evidence
comes out, or public perception were to shift, changes to the City Municipal Code would be possible. Pereda referenced another good point in that psilocybin products can still be obtained from other Cities.
“This doesn’t mean that they still don’t have access to [psilocybin] from other communities. It’s just not what’s sold and manufactured in our community,”
Studies for the medical uses of psilocybin have shown promising results in recent years, but stigma around psychedelic drugs and their recreational use has remained.

Federal officials allow Oregon to offer Medicaid services to those behind bars

Federal officials have approved Oregon’s request to offer free Medicaid services for addiction and some other services to people who are on the verge of being released from jail or prison, something that’s prohibited by federal law.
The U.S. Department of Health and Human Services said Oregon will offer the new program, along with Illinois, Kentucky, Utah and Vermont. They’re joining California, Massachusetts, Montana and Washington state which first piloted programs offering some Medicaid services to people about to be released.
Inmates who meet Medicaid’s low-income limits will qualify for the program 90 days before their release from jail or state or tribal prison.
They’ll be eligible for lab and radiology services along with mental health assessments and medications to treat opioid addiction and mental illness.
When people are jailed or imprisoned, they lose their Medicaid coverage, and they have to reapply once they’re out. That leads to health care gaps. Studies show that people who end up in prison or jail have higher rates than the general public of physical and mental illness, including hypertension, asthma, tuberculosis, hepatitis B and C and HIV, and higher rates of premature death from infectious and chronic diseases, drug use and suicide.
“For people involved in the justice system, ensuring a successful transition back into the community includes having the health care supports and services they
need,” Health and Human Services Secretary Xavier Becerra said in a statement.
The program aims to provide a seamless health care transition as people try to rebuild their lives in the community. Being screened for mental health issues while still behind bars is expected to help them get counseling or other treatment more quickly when they’re out.
“Fifty percent of all people in Oregon prisons have been diagnosed with a disability or mental illness, which makes uninterrupted care really important,” Amy Bacher, an Oregon Health Authority spokeswoman, said in a statement.
The people who participate will benefit from case management, which means they’ll be assessed before their release and monitored once they’re out. State officials hope to
get people enrolled with a regionally based Medicaid insurer, a coordinated care organization, as soon as they’re released, something that has been a challenge in the past.
Captain Lee Eby, jail commander at Clackamas County Sheriff’s Office, said the program marks a “gigantic step” toward rehabilitating people into the community.
“I have seen the effects of our current system where the gap experienced hinders desperately needed access to care and services for those leaving incarceration to continue down their path of recovery,” Eby said. “This funding will be a huge tool for jail and prisons in helping those incarcerated receive proper discharge planning for successful reentry into the community, ensuring the continuation of care for one of our most vulnerable populations.”
Lawmakers tackle issue
Approval of the program follows passage of House Bill 4002 by the Oregon Legislature. The law directs $211 million toward tackling addiction, including building new diversion programs for those who are charged with possessing a small amount
of illegal substances. It also includes $10 million to screen people in jail for opioid addiction and to treat them with medication so that they can stabilize their lives and continue their recovery when they’re released.
About 65% of people behind bars have an addiction problem, according to the Centers for Medicare and Medicaid Services, but they’re often not screened or treated. This $10 million allocation – and the just-approved Medicaid program – aims to address that issue. Democratic Rep. Pam Marsh of Ashland, who was behind the push in the Legislature to offer medication treatment for opioid use in jail, welcomed approval of the program.
“I’m thrilled with the approval of the Medicaid waiver, which will provide long-term sustainability to continue and expand opioid medication treatment in our jails,” Marsh told the Capital Chronicle. “These services are critical if we want to break the cycle of addiction, criminality, and incarceration — and to save lives in that process.”

The Centers for Medicare and Medicaid Services said thousands of people would benefit across the newly approved programs in the five states, but it’s unclear how many will qualify in Oregon. Bacher of the Oregon Health Authority said that 60 institutions with more than 20,000 beds will qualify for the program but they have to opt in.
“We will be working closely with correctional partners to assess their readiness and support their ability to implement if the facility and their local partners choose to do so,” Bacher said.
The cost is unclear, but the majority will come from federal coffers. The federal government pays for about 60% of Medicaid, while the state pays the rest.
The health authority aims to launch the program in 2026.
Opioid overdoses have skyrocketed in Oregon in recent years with the spread of fentanyl, which can be fatal in tiny doses and is mixed into counterfeit opioid pills that sell on the streets for as little as a dollar. According to the Oregon Health Authority, 280 people died in Oregon from fatal opioid overdoses in 2019. That soared to about 1,050 in 2023.

Eric Cook, 45, passed away on April 15, 2024, after a car accident. He was a former resident of Gold Beach and Port Orford. Eric was a Geo-tech Lab Manager at Tolunay-Wong Engineers in New Orleans and Geismar, LA. He attended college at Oregon State University where he earned his Bachelor of Science degree in Geology and Geosciences. His career path included: State Park Ranger in Oregon and Arizona, Adjunct Faculty Cochise College, NOAA, Waterford Nuclear Plant, Jerry’s Rogue Jets. Despite Eric’s many achievements, his pride and joy was found in his daughter, Bailey. Bailey was the most important part of Eric’s life, and not a day went by that he didn’t strive to be the best father he could be for her. Eric will be forever loved and missed by all who knew him. Eric is survived by his daughter, Bailey Cook, his parents, Sheree and Chris Cook, his foster sister, Sang Nguyen, as well as many extended loving family members and friends. In lieu of flowers, please consider a random act of kindness in his memory.

Oregon delegation announces $22 Million USDA purchase of
Oregon’s U.S. Senators Jeff Merkley and Ron Wyden, along with Oregon’s U.S. Representatives Suzanne Bonamici (OR-01), Val Hoyle (OR-04), and Andrea Salinas (OR-06), announced today that the United States Department of Agriculture (USDA) has approved a total of $22 million to purchase Pacific Northwest and West Coast seafood products—$14 million for West Coast whiting fillets and $8 million for rockfish fillets.
This approved federal funding comes after Merkley led members of the Oregon delegation in a letter in June to USDA Administrator Bruce Summers, who oversees the agency’s Agricultural Marketing Service, calling on the USDA to deliver critical federal support to West Coast fishermen and seafood harvesters, processors, and distributors.
“Oregon’s fisheries are the lifeblood of our coastal communities, and when they thrive, the whole Oregon Coast thrives,” Merkley said. “This USDA purchasing announcement will boost Oregon’s coastal fishermen and world-class seafood producers while also ensuring high-quality, nutritious seafood is included in food assistance programs here in Oregon, and across the country.”
“In my town halls this year, as well as in years past, up and down the Oregon Coast, I’ve heard firsthand from fishing communities and seafood processors just how hard they’ve been slammed by factors out of their control,” Wyden said. “I’m glad the teamwork with all of these Oregonians on the coast and the delegation has delivered this federal purchase of whiting and rockfish to help weather the economic storm and generate jobs in fishing, processing and distributing.”
“This seafood purchase will support Oregon’s essential fishing industry while strengthening coastal communities and the state’s economy,” said Bonamici. “I am grateful to have worked with the Oregon delegation to help
secure another investment in Oregon’s seafood harvesters, processors, and distributors.”
“Today, the USDA announced that they will be purchasing seafood from Oregon fisherman to go to food assistance programs,” Hoyle said. “Given that one in six children in Oregon experiences hunger, we need to continue supporting programs like this to help get healthy food to the tables of those that need it.”
“I’m pleased to see that USDA has heeded our calls to provide more support for fishermen and seafood processors on the West Coast,” said Salinas.
“Fishing is key to our economy and way of life here in Oregon. However, competition from overseas and changing economic factors have made it harder for producers to sell their inventory at fair prices. USDA’s decision to purchase surplus rockfish and whiting will help ensure that our domestic seafood industry can continue to thrive for years

Purchases will be made under the authority of Section 32 of the Agricultural Adjustment Act of August 24, 1935, which supports the agriculture and fishing sectors and encourages the continued domestic consumption of locally grown products and caught seafood by diverting it from the normal channels of trade and commerce and into domestic food assistance programs.
