Petitions seek removal of Brookings mayor, two councilors

ELLIOT SCHWARZ Country Media, Inc.

Petitions have begun circulating asking for the recall of Brookings Mayor Ron Hedenskog and city councilors Ed Schreiber and Michelle Morosky.

Petitioners have until Oct. 10 to gather 463 valid signatures of voters

registered to vote in Brookings. If Curry County Clerk Shelley Denney verifies the minimum number signatures required, the officers named in the recall petition are informed and must resign within five days or submit a “statement of justification.” If that statement is submitted a recall election will be held

within 35 days of the end of the five-day period. According to the Oregon Secretary of State’s office, and other government officials,

the cost would be about $30,000 for each of the three recalls.

Dennis Triglia, the chief Petitioner for the Committee to Recall Mayor Hedenskog.

Triglia, a former Brookings City Councilor, has joined Henry “Hank”

Cunningham as the chief petitioner to recall

Councilor Ed Schreiber and Debra Worth, who is the chief petitioner to recall Brookings City Councilor Michelle Morosky.

All three said the reinstatement of Janell Howard as Brookings City Manager prompted them to file the recall petitions.

Inaugural Wild River Film Festival opens in Brookings Aug. 17

ELLIOT SCHWARZ County Media, Inc.

Premiering in Brookings for its first run, the Wild Rivers Film Festival (WRFF) will host more than 50 films, features, documentaries, and shorts beginning Aug. 17 with three more days of films and related events through Aug. 20, showcasing independent works — films that are passion projects for the filmmaker rather than formulaic Hollywood studio fare.

WRFF is designed to bring these works here and further Brookings’ reputation as a destination location known for its other events such as the kite and pirate festivals, Slamin’ Salmon Derby and Salmon Run golf tournaments. The WRFF will be the region’s only film festival this year. There is a small festival at Humboldt State University, student-run and geared towards short films the Ashland Independent Film Festival will not be held this year.

Interaction opportunities

Along with the celebration of the power

of film, art, and story in the region the WRFF events will include opportunities to meet and interact with the producers, directors, and actors in the films. And parties.

The hub of the festival is the Redwood Theater, 621 Chetco Avenue in Brookings, where feature films will be shown. Theater owner Scott Larson described red carpet events before showings, and after-parties.

“There will be a red-carpet event before the film [with] producers and actors,” and classic film themed after-parties on the deck of the new pocket park adjacent the theater. “1920s feeling… out on the deck, with the sunset, and cocktails, and food, and music,” Larson said. These will be available to festival ticket holders.

Short films will be presented at The Chetco Playhouse – the WRFF describes them this way, “Be prepared to see what many believe to be the heart of any great film festival and that is truly independent cinema. Edgy, twisted, sweet, corny, you name it. The films that we will show at the cozy Chetco Playhouse will be some of the best films that will never be on your TV.”

Documentaries will be screened at The

Chetco Library. More from the WRFF - “If you love documentaries then grab some popcorn and settle in for three days of docs from around the world. The films that you will see at the newly renovated library will be heartwarming, tragic, funny, and historical. Don’t miss the chance to see them!”

In addition to helping generate visitor traffic, “the bigger idea is… to create a niche industry, film making industry here” according to WRFF Board of Directors President Mark Gautreaux. In pursuit of that goal, Gautreaux explained “We plan on doing a three-week intensive school for film making. Students 15 to 25 years old in the local area, about 20 students. Though complete details aren’t final yet, Gautreaux said, “It’ll be run by two filmmakers that have on the order of 10 films in production. Daniel Springen and Robert Douthat.” Douthat is a board member of WRFF, Springen is the festival’s executive director, with 15 years of experience directing the Orlando Film Festival, will be curating the films chosen for the WRFF.

Southwestern Oregon Community College set to expand

ELLIOT SCHWARZ Country Media, Inc.

Southwestern Oregon Community College

(SWOCC) is about to triple the size of its campus.

Rio Tinto and Southwestern Oregon Community College have announced a 28.25acre donation valued at approximately $165,000 to the college’s Curry Campus.

The land donation will triple the size of the campus about two miles north of Brookings. It adds space to the west and south of the existing 10-acre site, which the company donated to the

college in 2010.

The first donation provided the land the college needed to create a 25,000 sq. ft. facility in 2012 for in-person instruction and a distance learning connection with the main campus in Coos Bay. It also provides space for a lab serving the Nursing and allied health training programs to provide highskill professionals for Curry General Hospital, medical clinics, and care facilities, according to college officials.

Other plans include an expansion of the college’s cutting-edge apprenticeship and heavy equipment

simulation training for both high school juniors and seniors, and adults that includes operating equipment such as forklifts, loaders, bulldozers, graders, cranes, and similar equipment. These offer state registered preapprenticeship programs. This would tie in with developing space for a technical facility related to manufacturing and trades.

Another program envisioned would be natural resources and forestry career pathways. The new site, featuring upland, forested, and wetland area is ideal for providing teaching opportunities related tom

natural resources and forestry career pathways.

The college plans to

Sen. Wyden seeks ‘harder crackdown’ on fentanyl

Oregon U.S. Senator Ron Wyden is urging top federal officials to crack down harder on the flow of fentanyl and other drugs pouring into Oregon communities on the I-5 and I-84 corridors.

In a letter to Acting U.S. Customs and Border Protection Commissioner Troy A. Miller that followed the senator’s recent meeting with agency

officials, Wyden noted that traffic stops on northbound I-5 and west along I-84 in just one month this year revealed “deeply disturbing” volumes of deadly fentanyl. Among the recent seizures cited in his letter were 100,000 fentanyl laced pills and two pounds of powdered fentanyl outside La Grande, 11 pounds of powdered fentanyl and 1,000 fentanyl laced pills in Marion County, and 86 pounds of

powdered fentanyl, along with methamphetamines, heroin, and cocaine outside of Salem.

“Despite this diligent law enforcement work, overdoses and deaths from fentanyl and fentanyllaced drugs in Oregon have continued unabated,” Wyden wrote. “The volume of fentanyl caught on Oregon highways illustrates the urgent need for continuing and intensive efforts to stop fentanyl and its precursors at the U.S.

SHERIFF’S TIPS OF THE WEEK

border.”

Wyden praised federal agencies for the crackdowns they have initiated –including that Customs and Border Protection, along with Homeland Security Investigation units reported a near-tripling from 5,000 pounds in seized fentanyl at the border in fiscal year 2019 to 14,700 pounds in fiscal year 2022. But the senator stressed more can –and must – be done.

“While I appreciate these efforts on the national

level, much more needs to be done to stop drugs flooding the I-5 and I-84 corridors,” Wyden wrote. “Action must be taken directly in the communities ravaged by fentanyl. While local, state and federal law enforcement are hard at work separately, perhaps more can be done through cooperation.”

“Following my meeting with CBP officials, I am writing to ask that you strengthen and direct coordination and

information-sharing between the CBP and Oregon state and local law enforcement agencies to better identify drug traffickers and dismantle their networks,” the senator wrote. “Given that fentanyl or its precursors are being trafficked into the United States through known networks, I am seeking additional federal collaboration among drug enforcement efforts that will result in prosecution of illicit drug traffickers.”

Bicycles are vehicles and must obey the rules of the road

LINCOLN COUNTY SHERIFF’S OFFICE

There are more bicycles on the road and in shared community spaces. Both cyclists and motorists have responsibility to follow traffic laws and to take additional precautions to keep everyone safe.

Bicycles on streets and highways are considered, by law, a vehicle. Therefore, they are required to obey the rules of the road. This means they must follow the laws that apply to all vehicles and laws specific to cyclists.

Weather, experience, and traffic can impact the safety of sharing the road. Using additional caution and patience can help keep our roads safer for everyone involved.

Motorists should remember these tips:

When a cyclist has stopped and remains on their bicycle at an intersection or a traffic signal, they are to be treated as a vehicle waiting for their turn to proceed. Be alert for small children on oversized bicycles. This may increase the likelihood for loss of control. When passing a cyclist, go around them like you would for another vehicle and leave plenty of room.

When you are preparing to make a right turn, watch for cyclists who may pull up alongside you. Remember to look over your shoulder to check your blind spots.

When pulling away from the curb, merging, or preparing to turn, check for cyclists who may be trying

When parked at the curb, check for cyclists before opening the vehicle door. It’s the driver’s responsibility not to open the vehicle door into traffic.

Do not follow too closely behind cyclists.

Cyclists are entitled to make left turns in the same manner as other vehicles.

Be aware of roadway conditions that may affect a cyclist.

Weather such as fog or rain impact motorists and cyclists alike. Use additional caution in hazardous areas and during times of low visibility.

Do not sound your horn unnecessarily. If you must use your horn, tap it quickly and lightly while you are still some distance away from the cyclist.

Cyclists should remember these tips while using streets and highways: Riding against the flow of traffic is illegal and increases your risk of injury and death.

Cyclists are required to ride in bike lanes or paths when it is adjacent to the roadway with exceptions for right and left turns and to avoid hazards.

In areas without bike lanes, cyclists are required to ride as close as practicable to the curb, however they may need to adjust to avoid grates, potholes, debris, gravel, sand, wet or slippery surfaces, rutted or grooved pavement and other hazards. Keep your hands on the handlebars except when making a hand signal.

Keep your feet on the pedals.

Do not carry more people on the bicycle than it was designed for.

Do not hold onto, attach yourself or the bicycle to any other moving vehicle. Only ride side by side on the road with another cyclist when it does not impede other traffic.

If there is not enough room to pass safely, ride single file.

Ensure the bicycle is equipped with at least one white light to the front and a

Chetco

red light and or red reflector mounted on the rear of the bicycle. Wear reflective clothing or gear. Wear appropriate protective gear. Ensure the bicycle has effective brakes. Share your cycling plans with loved ones, include where you are going and when you are expected to return.

News & Views IN THE GARDEN

Safe summer food preservation

CHIP BUBL

Pilot Guest Column

Summer is here and with it comes garden and farm fresh produce! OSU has resources to help you preserve your foods safely.

As canning season gets underway, the Food Safety and Preservation hotline from Oregon State University Extension Service is taking calls. The toll-free hotline, 800-3547319, runs from 9 a.m. to 4 p.m., Monday through Friday, until Oct. 13. When the hotline is closed, callers can leave a message. The hotline is staffed by certified Master Food Preserver volunteers. The volunteers fielded 1,010 calls in 2022.

Most commonly, hotline callers ask about preserving salsa, tomatoes and tuna. OSU Extension offers publications on each:

Low soil moisture

There is virtually no moisture in our subsoil now unless you have watered persistently. It is only the end of July and we have gotten about half an inch of rain in the last 60 days. It has also been quite warm. That increases the moisture needs of vegetable plants up to landscape trees. Native tree species are generally adapted to dry summers but many of our landscape trees didn’t evolve in a dry summer landscape and may have problems this year.

Even some of the native trees may be in trouble.

Often the damage doesn’t show up until next year. This is very common on Douglas fir.

Oak tree leaves often die and drop early in a persistent drought and I expect to see it start happening soon in the St. Helens area. This is an oak tree defensive strategy and the trees rebound well the next spring. This is most obvious with oaks on basalt sites where moisture is scarce.

You should deep water your most important trees and your most recently planted ones. Apples trees will need water to produce good quality fruit as will pears.

Harvesting potatoes

Early potatoes should be ready any day now.

When the vines have died, the potatoes are ready for harvest. Dig carefully to avoid bruising or cutting the skins. Potatoes can be brushed off or washed to remove dirt. They should be dried completely before they are put into storage.

Potatoes should not be exposed to light. If they develop extensive “greening,” they should be discarded.

It is difficult to store potatoes for an extended period of time. Our winter temperatures are not cold enough for good storage. I have seen people use small garbage cans with potatoes placed in layers and covered by sand or sawdust. Some store them in a box with a tight fitting lid. The most important advice is to eat the potatoes fairly quickly. They will sprout as the winter progresses. Sprouts from one potato encourage sprouts in neighboring spuds.

Check the potatoes at regular intervals to remove sprouts and rotten tubers.

Plan to transplant this fall

Fall is an ideal time to transplant evergreen shrubs and perennial plants. The trick is to get the beds ready now.

Remove the existing sod and work the ground. It may help to water the area at least eight hours before you start to till so that the soil isn’t so hard. Amend the soil with organic matter and lime (if the shrubs or plants like lime). The beds can be covered with clear or black plastic to try and reduce the number of weed seeds.

Then, when the weather starts to turn cool and moist and when the leaves fall off the woody plants, transplant them. You can also divide and transplant herbaceous perennial plants like rhubarb or day lilies.

Have questions?

If you have questions on any of these topics or other home garden and/ or farm questions, please contact Chip Bubl, Oregon State University Extension office in St. Helens at 503397-3462 or at chip.bubl@ oregonstate.edu. To reach the Curry County OSU Extension Service, call 541247-6672.

The Oregon State University Extension office publishes a monthly newsletter on gardening and farming topics (called County Living) written/ edited by yours truly. All you need to do is ask for it and it will be mailed or emailed to you. Call 503397-3462 to be put on the list.

Act accordingly

Randomly came across this public servant / politician with an ungratefulness lack of appreciation and no respect for their community.

What I am understanding is a standard conduct level is a floating bar. Like everyone else, investigate charges, try and sentence according to findings. Any other government official that does not agree with that, unfit for duty, see ya, by by. Everything you do speaks volumes.

So, act accordingly. Don’t be an embarrassment for the love of GOD. I sincerely hope I misunderstood the read. I have relations there and will confirm. Good day.

VOICES OF THE COMMUNITY VIEWPOINT

Fees and inforcement

Since the City of Brookings and the Parks Department are obviously too short of funds to maintain the disc golf course in Azalea Park, I suggest that they start charging a fee on the overnight campers in the park to raise money.

Every Saturday morning there seem to be more tents in what is supposed to be a camping-free area.

Neither the Parks Department nor the Brookings Police Department seem to be enforcing that policy, even when the tents are visible from North Bank Road or the parking lot by the Capella.

Taking a stab at forgiveness

applying it in the mirror.

If you’ve gone to any sort of church at any time in your life, it’s likely you’ve heard a sermon or maybe even two, on forgiveness. Yes, that old chestnut. It’s no doubt you’ve danced with that devil in the pale moonlight, and to what end, I would ask you. The path of forgiveness is bumpy and dusty and gets entirely sticky when we’re

I’ve had clients tell me they don’t believe in it. I’ve had people say to me there are some things that are unforgivable. If we know the world of Harry Potter, there are even unforgivable curses. So what’s the real lowdown? Is forgiveness about you or the other person or about what God wants you to do? Truthfully, it’s anyone’s guess. Ask ten priests and ten rabbis and I bet you get twenty different answers. So here’s my toss into that ring.

In my not so humble opinion, true forgiveness happens when I no longer wish the past was any different than it was. My

energy and my plans and my thoughts, they all get to be in the here and now cuz the then and there isn’t happening any more. In this version of forgiveness, I’ve picked up my toys and I’ve moved on from that unfulfilling party. Whether I was the one that didn’t show up as my best self, or it was my husband or the grocery store clerk, I’ve said, “Well, that’s what that was, as far as I can tell… So now what?”

I’m not afraid to admit I’ve spent a lot of time fist fighting shadow enemies in the dark neighborhoods of my mind. I’ve held court with ghost judges deciding my “rightness”. I’m also

here to admit to you this is a fruitless effort and I recommend you skip it for something juicier… like things that are real and make you feel happy. When I’m not fussing with things I can’t change, because they are literally in the past, I am free to make something more with the world that is happening right now. While I’m no theologian, that seems a worthy way to spend my time and thoughts. Can I get an amen?

Highlights from the 2023 Legislature

SUBMITTED

The Oregon Legislature officially adjourned the 2023 Legislative Session June 25.

“As a member of the minority party in the Oregon Legislature, no legislation receives a public hearing, moves through a committee, or passes a chamber without the majority party allowing it to occur,” State Sen. David Brock Smith (R-Port Orford) said. “I am proud to have been able to work with my legislative colleagues to move these bills forward and appreciate all the work that went into them becoming law.

“I am, however, disappointed that legislation regarding election integrity, personal and private

property rights, and others I drafted did not move forward. I will give future updates on other sponsored legislation that I worked to also pass, resources that we successfully brought back to Senate District 1, and important legislation that was drafted to protect the rights, liberties, and freedoms of my constituents that I will continue to fight for. However today, we focus on the positive gains for our rural Oregon residents, their communities and the businesses that support them.” Smith is recognizing the adjournment of the session by highlighting important legislation he chief sponsored that has passed that will benefit Southwest Oregon and Oregonians across the state:

HCR 2 - In memoriam: Kendra “Kennie” Parry (1947-2021)

HB 2161 - Increases the value of small forestland owner forest conservation

tax credit for Small Forestland Owners (SFOs) by increasing certified stumpage value by 25 percent.

HB 2192 - Aligns criteria for alteration, restoration or replacement of dwellings on lands zoned for forest use consistent with criteria applicable to dwellings on lands zoned for farm use. Repeals temporary changes made in 2013 to laws authorizing alteration, restoration or replacement for dwellings on lands zoned for exclusive farm use and further amends those laws.

HB 2237 - Changes terms of members of board of property tax appeals from one year to two years.

HB 2294 - Establishes program within Apprenticeship and Training Division of Bureau of Labor and Industries to make grants to local service districts and local joint committees that develop and administer pilot projects for firefighter

Sudden Oak Death hitting South Coast forests

BREE LAUGHLIN Country Media, Inc.

A silent killer is taking its toll on Oregon forests.

In a follow up to The Pilot’s previous coverage, the South Coast continues to see the spread of Sudden Oak Death this year. So far, more than 40 tanoak trees near Humbug State Park area have tested positive for the fungal-like pathogen that causes Sudden Oak Death.

The invasive disease has already killed hundreds of thousands of tanoaks in Oregon, and many more are suspected to be infected.

The disease

The pathogen

Phytophthora ramorum causes Sudden Oak Death and is present in a number of Oregon nurseries. Curry County is the only region of the state where the pathogen is found in natural settings.

According to the Oregon Department of Agriculture, it is believed that the pathogen was introduced into the area through infected nursery plants. Areas of Curry County are under a partial quarantine and growers of host plant material are subject to quarantine restrictions.

Forest agencies have been keeping a close eye on trees found in and around infected areas.

Gabriela Ritokova is

a forest pathologist with the Oregon Department of Forestry who has been monitoring areas in Oregon that have been infected with Sudden Oak Death.

“It kills highly susceptible trees in the Oak family, most notably tanoaks, but also California black oak and canyon live oak, by causing cankers on the main stem that girdle the trunks of the trees,” Ritokova stated.

This ‘sudden’ death appears to happen very quickly, although the tree may actually have been

So far, the Sudden Oak Death pathogen has killed more than 1 million oak and tanoak trees in 15 coastal counties in California and thousands of tanoaks in Curry County, Oregon.

The new site in Oregon where Sudden Oak Death was found is approximately 1.5 miles south of the existing emergency quarantine boundary around Port Orford. Ritokova suspects the latest

infestation near Humbug State Park spread from the infestation in Port Orford. Wind can carry the spores across the landscape as far as 3 to 5 miles per year, she said.

Although the infected trees are not within the popular Humbug State Park campground, dayuse area, or most hiking trails. Oregon Parks and Recreation Department is advising hikers to stay on trails between now and December as efforts to eradicate the pathogen at the site take place.

This site marks the third confirmation of Sudden Oak Death to the north

of the 515-square mile quarantined portion of Curry County since March 2021.

How the tree disease spreads

Ritokova said Sudden Oak Death spreads during rainy periods. Spores from infected areas wash down onto nearby tree trunks or on top of vegetation growing on the forest floor. It can also be released in foggy conditions when spores on infected tanoak leaves and twigs are released into the air.

People can also spread spores if they move plants that have been infected, carry firewood from an infected tree or track soil from the area.

The disease can infect many different types of plants. The tanoak is the most notable, but SOD can also cause damage

DEATH NOTICE

Brookings resident Torleiv Flatebo passed away July 9, 2023 at a local care facility. He was born December 28, 1928

The disease negatively impacts forest ecology and could create economic problems if it spreads into forest products sold in international markets. International forest product markets are not open to diseased plant material.

Next steps

Public engagement is encouraged to reduce the spread of Sudden Oak Death in Southern Oregon.

Residents are asked to learn the location of the quarantine area and not to move plant material or soil from infected areas, as well as to report any dead or dying tanoak and suspicious symptoms and their location to the Oregon Department of Forestry Sudden Oak Death program manager Randy Wiese at 541-294-8425.

STAFF REPORT

Country Media, Inc.

Oregon crisis counselors provided behavioral health support to more than 53,000 contacts in first year since transition to 988, according to the Oregon Health Authority (OHA).

Nearly one year since the nationwide launch of the 988 Suicide & Crisis Lifeline, an analysis by the OHA shows Oregon’s crisis call centers answered more than 53,000 calls, texts and chats between July 16, 2022, and June 30, 2023.

The federal government announced on July 13, the addition of Spanish text and chat services. People who speak Spanish can now connect directly to Spanishspeaking crisis counselors by calling 988 and pressing option 2, texting “AYUDA” to 988 or chatting online at 988lineadevida.org or 988Lifeline.org.

Text and chat options to 988 first became available in English a year ago; Oregon’s call centers

answered over 10,000 texts and chats during the first year of this service. Overall, Oregon 988 call volume this past year reflects a 33% increase in calls to the previous, 10-digit National Suicide Prevention Lifeline in the same period a year prior. Oregon’s 988 crisis centers now receive an average of more than 4,000 calls and 850 texts and chats each month. This is an increase of approximately 500 calls per month. Calling or texting 988, an easy-to-remember number, connects people with immediate behavioral health support. Those calling from Oregon area codes connect with trained crisis counselors at Oregon’s two 988 call centers: Lines for Life, which serves people statewide, and Lines for Life, which serves people statewide, and Northwest Human Services, which serves area codes from Marion and Polk Counties.

988 is available 24 hours a day, 7 days a week, providing compassionate care and support for people experiencing any type of mental health challenge, substance use crisis or thoughts of suicide or selfharm. Oregonians can also contact 988 for advice to support their loved ones, as well as get connections for local behavioral health care and referrals.

“We want everyone in Oregon to know that there’s always someone to talk to when you or your loved ones need help or are in crisis,” OHA Behavioral Health Director Ebony Clarke said. “If you

or someone you know is struggling, please don’t hesitate to reach out to 988. It is free to call, text or chat with 988. Counselors will value your privacy, offer support and help you access further behavioral health care if you need or want it.”

Oregon’s call centers are meeting the needs of Oregonians in crisis, answering 988 calls within an average of 15 seconds.

People with Oregon area codes who press “0” or stay on the line will connect with Lines for Life or Northwest Human Services. Cell phones with non-Oregon area codes will connect with one of the other 200 nationwide Lifeline centers, a process the federal government is

Forestry Department to partner with federal agencies to undertake certain activities in federal

currently monitoring to improve access to local care and support.

Thanks to ongoing investments by the Substance Abuse and Mental Health Administration (SAMHSA) and the Oregon Legislature, most recently under House Bill 2757 (2023), Oregon will ensure ongoing, sustainable funding and improvements for 988 crisis call centers and continue building the broader crisis care system.

Often, calling, texting or chatting with counselors at 988 is all people need to get through their crisis.

When an in-person response is needed, 988 call centers partner with Oregon’s Community Mental Health Programs, which can provide mobile crisis intervention teams with qualified behavioral health professionals.

988 counselors are also required to follow the 988 Suicide & Crisis Lifeline Suicide Safety Policy, which outlines processes

to request support from emergency medical services when there is a clear risk of harm to the caller or others. In most calls that need emergency services, the person in crisis has asked for this support. As 988 approaches its anniversary, OHA and its partners remain committed to continuous improvement of the crisis response system. This work is guided by people with lived experience and disproportionately affected communities, including through the Crisis System Advisory Workgroup and other community partners envisioning the crisis system Oregonians need.
