The Pirates of the Pacific Festival celebrated its 13th iteration this year. Bringing pirate fun and mayhem to the area. This annual event always takes place on the second weekend in August.

New Department of Human Services Facility opens
The Oregon Department of Human Services (ODHS) cut the ribbon on a new building in Brookings on August 5, 2024.
The new Brookings building will help the south coast community by bringing together many ODHS programs in one place. This means people won’t have to travel far from Brookings and nearby areas.
People will have one place to sign up for critical benefits like SNAP, Oregon Health Plan and childcare. They’ll also be able to meet someone who can talk through options for an aging loved one or for someone with a physical disability looking for work. All of these services will be available at the new Brookings location.

New teen club starting courtesy of local Lion’s Chapter

The Lion’s Club of Brookings-Harbor announced a new community initiative for the area’s teenagers. The Leo’s Club is a new group that the Lions hope will turn tomorrow’s leaders into today’s good Samaritans.
“This club encourages leadership, opportunity, teamwork, and community involvement,” states the Lion’s Club announcement.
The club will be participating in community outreach and upkeep with activities like beach and park clean-ups, service for local seniors, and a revival of the Teen Hangout, a monthly teen meeting that unfortunately had to halt.
“The Lions have Leo’s groups throughout Oregon, well nationwide, but we didn’t have one here in Brookings, so we decided to start it with some of the kids from the Teen Hangout. So we have 10 now that have joined, and we need 13 for a an official charter, so we’re having this recruitment afternoon,” said Marianne Baxter, Lion and advisor for the Leos.
That first meeting will take place Saturday, September 7th, from 2-4 p.m. at the Chetco Community Library’s Forest Room. All local teens from ages 13-18 are welcome and encouraged to come make new friends and engage in uplifting the community.

Asbestos was abundant in the markets and became the material of choice for the military industry. All five branches of the armed forces used these durable products due to their fair price. It resulted in many service members being exposed to asbestos, especially veterans of the Second World War, the Korean War, and the Vietnam War. The growing number of toxic exposure cases among our veterans today underlines the health risks they assumed, in addition to the challenges of service. Many of them now have fragile health and may have to deal with severe asbestos diseases linked to their military years.

Safeguarding places to hang ten and shoot the curl is an opportunity to simultaneously mitigate climate change, fuel tourism and help surrounding ecosystems, new research has shown.
“There is a growing conservation movement regarding coastal areas that host surf breaks,” said Jacob Bukoski of Oregon State University, one of the study’s co-authors. “Earlier research showed that surf breaks tend to be biodiversity hotspots, but no one had looked at the stocks of carbon held within these ecosystems – carbon that could drive climate change if disturbed and lost.”
In study published in Conservation Science & Practice, Bukoski and collaborators identified more than 88 million tonnes of “irrecoverable” carbon in the land-based ecosystems surrounding 3,602 surf breaks around the globe.
Surf breaks, nearshore areas whose special mix of coastal and seafloor characteristics creates waves surfers crave, are often found in or near ecosystems that are conservation priorities, such as coral reefs and mangrove forests.
Irrecoverable carbon is defined as carbon stored in nature that, if lost, could not be replenished within 30 years. Carbon sequestration is a key component of climate change mitigation.
Bukoski, a faculty member in the OSU College of Forestry, stresses that the study did not take into account the significant, but harder to quantify, carbon stocks in the marine portion of surf break areas.
The scientists looked at 28,500 square kilometers of watersheds that drain into surf areas. Their analysis showed that more than 17 million tonnes of irrecoverable surf break carbon are found in places categorized as key biodiversity areas but lacking any kind of formal protection. Just 3% of surf breaks are both formally protected and in a key biodiversity area.
Irrecoverable carbon density in surf ecosystems tends to be highest in the tropics and gets lower farther from the equator, with the exception of coastal forests in the Pacific Northwest.
“Temperate broadleaf and mixed forests and temperate conifer forests combined to hold nearly one-quarter of the carbon we found,” said Bukoski, who collaborated with scientists from Conservation International, Save the Waves Coalition, California State University, Channel Islands, and Arizona State University.
Oregon ranks second among U.S. states in irrecoverable surf break carbon at almost 3.5 million tonnes. California, at just under 7 million tonnes, leads the way, and rounding out the top 10 are North Carolina, Florida, Texas, Washington, Virginia, New Jersey, South Carolina and Massachusetts.
Increasingly, surf breaks are being recognized as socio-environmental phenomena that can bring opportunity for sustained benefits for local communities, the authors say. They point to the potential intersection of the surf tourism industry, valued at as much as $65 billion globally, and the carbon offset market, where credits are trading at a price of about $10 per tonne of carbon dioxide.
“Despite their high and multifaceted value, surf breaks and their surrounding environments face all kinds of threats, including coastal development, degradation of habitats, and impacts from climate change like rising sea levels,” Bukoski said. “When carbon-dense ecosystems are converted to other uses, they pump out large amounts of carbon dioxide into the atmosphere. Expanded conservation of surf ecosystems – both their marine and onshore components – could provide a range of benefits in addition to biodiversity conservation and climate mitigation.”
Coastal estuaries, he explains, help with nutrient cycling, control sedimentation and act as nurseries for young fish.
Healthy upland ecosystems reduce erosion, which means better habitats and reduced illness risk to surfers because of improved water quality.
“Coral reefs shape surf breaks and provide fishing grounds, offer non-surfing recreational opportunities such as diving, and protect shorelines,” Bukoski said. “And just as importantly, ecosystems associated with surf breaks are culturally and spiritually valuable to communities around the world.”
He notes that irrecoverable carbon constitutes only a fraction of the total carbon stored in surf ecosystems. Given resource and time constraints, irrecoverable is the type of carbon that should be prioritized for conservation, “but any carbon lost to ecosystem conversion will affect the climate.”
“Our results suggest a significant opportunity for surf conservation to strengthen protection of climate-critical carbon stocks,” Bukoski said. “At the end of the day, we should be shredding waves, not ecosystem carbon.”

Crescent City Harbor District Seeks Proposals for Environmental Site Assessment
The Crescent City Harbor District is inviting proposals for a comprehensive Phase I Environmental Site Assessment (ESA) and potentially a Phase II ESA for the 2.42-acre property located at 121 Starfish Way, Crescent City, California. This assessment is a crucial step in evaluating the property’s suitability for future use.
The site, which was previously occupied by a boat repair facility for 46 years, includes a 9,000 sq. ft. repair building, a 1,000 sq. ft. shop, a 7,000 sq. ft. drainage basin, and a 135’ x 40’ synchrolift. The facility has been inactive for the past two years, and the site may have environmental concerns due to past operations including sandblasting, painting, and other maintenance activities.

This project is funded by the State of California’s Prop 68, and is therefore subject to compliance monitoring and enforcement by the State’s Department of Industrial Relations. Emma Showers, a resident of Brookings, Oregon passed away on July 15, 2024. She was 84 years old. She was born May 30, 1940, in Milton, Pennsylvania to Orval and Cora (Stevenson) Neitz. On September 5, 1956, she married John Showers Jr., and they came to Brookings on their honeymoon and never left. She is survived by Daughters; Rose Gabrielson, Donna Rogers and Julie Ford (David) of Brookings, OR, and siblings; Thelma, Lennie and Connie. She was preceded in death by husband
John Showers Jr., her parents, her brothers; Fred, Robert, Harry, Junior, Marty and Carl, her sister; Sandy, Ruth and Rene’. Emma loved Brookings so much she came here on her honeymoon and never left. Emma worked a couple of jobs when she was younger but was mainly a stay-athome mom. She loved spending time with her family. She loved her daughters, but her grandkids and great grandkids were the apple of her eye. She loved watching them and spending time with them.

One of the most terrible aspects of asbestosrelated illnesses is the decades-long latency period between the initial exposure and the first symptoms. By the time signs of

Inhaled asbestos fibers affect the lungs first, so veterans should undergo chest X-rays or CT scans and pulmonary function (breathing) tests. These noninvasive tests reveal any injury caused by the asbestos fibers and are reliable in diagnosing benign and malignant asbestos conditions.

PACT Act helps Maryland veterans and their families In 2022, the 117th U.S. Congress enacted The Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics Act of 2022, known as the PACT Act. The new law aimed to improve health care and compensations for veterans exposed to toxic substances and was also supported by Oregon Senator Jeff Merkley. The Act extends eligibility for V.A. health care for retired military members exposed to harmful substances during active duty and
provides veterans with the care and benefits they deserve.
Thanks to this new law, approximately 3.5 million toxic-exposed veterans will be eligible for ex-tended V.A. benefits. Since the passage of the PACT Act, over 4 million veterans have been screened for toxic exposure, and nearly 350,000 US citizens have been approved for expanded benefits. In Oregon, approximately 9,000 veterans have filed PACT Act claims, and over 3,000 veterans received expanded benefits.
