Proposal for a camping ban on Brookings Beach

The Oregon Parks and Recreation Department (OPRD) is seeking public comment on a proposed overnight camping ban for the beaches of Brookings, after a petition was submitted by concerned locals.
According to OPRD, residents of the Mill Beach area organized the petition, stating that they “identify concerns over public health, risks to public safety, and impacts on the marine ecosystem along the ocean shore as reasons for proposing the closure of camping on the ocean shore within the city limits”.
In the petition, citizens cited
the City’s closing of Mill Beach’s public restrooms as one reason for the proposed ban, after they were closed due to plumbing issues and increasing drug use. As more and more campers used the beach, it became more and more untenable for recreation.
“With the closure of the City’s necessary sanitary, restroom, and washing facilities bordering Mill Beach for the better part of the past decade, camping on Mill Beach creates a public health hazard. Campers have no choice but to urinate and defecate on Mill Beach,” states the petition, “Camping cannot be healthy, safe, or sanitary without required

Curry Health Network to transition Health Record System, streamlining local care

In a transformative move set to improve patient care and information access, Curry Health Network (CHN) is embarking on a significant upgrade.
The local healthcare organization will be adopting the Epic electronic health record (EHR) system starting September 14. This transition is more than just a shift from one health records tool to another; it represents a multi-million-dollar
investment and thousands of training hours. CHN is confident that this change will bring a higher standard of care to Curry County.
The decision to implement Epic started with CHN’s desire to consolidate staff effort, improve patient integration for more comprehensive care, and better facilitate information sharing across its network. Recognized nationwide as a leading platform, Epic is expected to elevate the patient experience through an extensive patient portal, MyChart.
“The transition to Epic represents a monumental step forward for Curry Health Network. This investment underscores our commitment to providing top-notch care and embracing cutting-edge technology to enhance patient outcomes,” said Ginny Williams, CHN’s Chief Executive Officer.
Epic was selected following thorough research and feedback from providers and staff and was supported by the board of directors. Epic’s platform is the most widely used electronic
medical record (EMR) system across Oregon and the U.S., equipping healthcare professionals with the newest advancements in care, and information from across the network.
If CHN had chosen to build a system of scratch, it could lead to a long-term and expensive endeavor. This strategy instead allows for smoother integration and serves as a bridge for the regional continuum of care. The more cost effective and efficient

September is Suicide Awareness and Prevention Month. The suicide rate in Curry County had been increasing every year since 2018 putting Curry County in the top four Oregon Counties of suicides per 100K. Interesting points in recent history.
In 2021, 11 people died by suicide, 8 of them using a firearm and half of those were women. Only two other counties that year where women matched or exceeded men dying by suicide: Lake County with 2 men and 2 women and Tillamook County with 2 men and 3 women. Additionally, while many more men than women die by a firearm in our second largest county, Washington, the women matched Curry County.
In 2022 the number of suicides in Curry County rose to 15, our most suicides ever.
In 2023, the Suicide Awareness and Prevention Council of Curry County revised the R U OK? brochure and crisis cards that had been running in Del Norte and Coos County for several years. The campaign expanded into 243 retail establishments in Curry and Del Norte County. (See list at http://www.ZeroAttempts.org/partners.html)
By the end of 2023 the number of suicides in Curry County had dropped to 6 and for the first six months of 2024, we’ve lost 4 neighbors.
The messages in the R U OK? brochure may have reached enough people teaching what signs to look for in what people are saying, doing and what’s going on in their lives and what to do when someone is exhibiting these warning signs. Aren’t you glad the windfarms are finally coming? I was getting sick and tired of all those whales and marine life. It’s time we had some clean energy. Too bad they can’t clean our water with them.
And aren’t you glad they retired the phrase, “No Hurry Curry” I mean, who’s got patience for that? If there’s a car in front of me it’s in my way. And nobody’s got time to watch slow people walk to the check stand. Can’t they just move over? And let’s take heart that at last we’re saving trees. Just think of all that paper that was wasted putting notes on cars you crashed into in the parking lot. Hey, isn’t that what insurance is for?
Finally, special thanks to the shops in town that allow dogs in shopping carts. Only health nuts get worried about a few fleas or puppy droppings in their basket when placing fresh food in their carts. They‘re probably the same people who complain when people don’t pick up their dog’s poop on the beach when they could just as easily step more carefully when barefoot on the sand.

ODOE and BOEM, Kulluk, a name to remember!
This is a cautionary tale of a giant drilling platform with a superstructure standing 253 feet above the waterline, presenting a huge sail area. This unpowered “buoy” was designed to be anchored with twelve anchors in depths of up to 400 meters. While under tow from Unalaska to Seattle by the 360 ft anchor handling tug
Aivig with a bollard pull of 208 tons. Approximately ten days into the voyage, the tow connection failed roughly 50 miles from Kodiak Island. The Kulluk eventually drifted ashore on Sitkalidak Island on December 31, 2012. This was after three other tugboats and the Coast Guard Cutter Alex Haley attempted to tow the Kulluk to a safe anchorage.
The winds and sea state at the time were equivalent to those not uncommonly found in the Pacific Northwest along the continental shelf. The proposed wind generator turbine blades will reach 750 ft and, depending on the final design, weigh between 2 and 8 thousand tons (one thousand tons equals 2 million pounds) and will require several towing and anchor handling vessels to place the projected 1,600 turbines in California waters and hundreds more offshore in Oregon waters.

This tale of a single incident of a “buoy” breaking loose with five capable tow vessels on scene and unable to prevent the grounding gives great insight and should add many more questions.

How much debt is too much? The $60 million dollar Coos Curry Electric Cooperative (CCEC) line of credit (loan) to ‘complete’ the Beacon Broadband project (BBI) is used up, yet the pro-ject appears to be no further along than 50%. In July BBI had an unpaid accrual of over two million dollars of interest owed to CCEC.
Principle owed to CCEC by BBI was magically converted into a CCEC asset under Resolution 2024-07. The CCEC board majority recently passed Resolution 2024-09 allowing CCEC to un-derwrite another BBI loan - “up to another $40M as needed”. 30-year loans, after principal and interest payments, have never cost less than two times the initial loan value.
The resumes of the CCEC board members suggest impressive attributes seemingly unused in launching BBI. The individual contracted by the CCEC board to study the feasibility of launch-ing BBI in direct competition with 4-8 better capitalized internet providers, and then subse-quently hired to be the general manager of BBI, is no longer employed by BBI or CCEC. The business model, seemingly being employed, is that BBI never repays its loans and interest (which are guaranteed by CCEC); and the model appears to rely on receiving grant monies BBI is unlikely to qualify for because of its small size.
The CCEC board appears oblivious to the existing monetary demands on its membership - such as school & hospital bonds, and the inevitable, mandated, replacement costs of a new county jail (in conjunction with existing county financial woes). Inflation, along with ever rising labor costs, are topics of no perceivable concern. A willingness to expand CCEC/BBI debt perpetuates concerns that the CCEC is on a path to some type of bankruptcy. Does a viable exit strategy exist?

After reviewing feedback, the Parks and Recreation Commission will decide based on the available testimony and information. This is another attempt by the city and its citizens to abate its homelessness problems, though the question remains as to whether bans like this will be effective, when compared to providing housing and social services. As housing concerns continue on the South Coast and nationwide, many coastal communities are grappling with similar issues. Let’s hope the City Council’s discussions on workers housing can bear fruit. As with any multifaceted issue, a diversified approach can often do the most good.

Obituaries
Jack Roger Nielsen
Jack Roger Nielsen, 93, was born March 23, 1931, in Sparta, Wisconsin and passed away peacefully on Monday, July 1, 2024, in Oregon.
Jack lived a full and active life from beginning to end and touched the lives of many people along the way.
Jack spent his youth in Sparta, Wisconsin. Jack graduated from Ripon High School in 1949 with honors. After high school Jack enlisted in the United Stated Navy. He was trained as a Frogman, Underwater Demolition Team (UDT). During his service, Jack was awarded the Purple Heart, Silver Star, Distinguished Service Medal, The Navy Cross, and Medal of Valor.
Upon being discharged from the Navy he finished his Bachelor of Science in Agriculture at Platteville State University Wisconsin. He graduated in the top of his class with straight A’s. This is where Jack met his wife, Joyce Haskins. They married November 18, 1955, and had four children. They were happily married for nearly 70 years.
Jack had a profound teaching career spanning 36 years and cared about all his students. He also coached swimming for 30 years and taught generations of kids how to swim, including his own four children. He was an involved member of the Arvin Union Congregational Church.
After retirement Jack and Joyce moved to Three Rivers, California and started the Comfort for Kids quilt project. During the 18 years of sewing, they completed over 35,000 quilts. This project was very dear to Jack’s heart.
Jack and Joyce discovered Brookings, Oregon on September 11, 2001, just as the World Trade Center and The Pentagon were being attacked. This is where they settled for the final years of
his life. They made many dear friends in the Brookings area including the infamous Lunch Bunch.
In leu of flowers the family would encourage donations to be made to the Arvin High School, 900 Varsity Rd. Arvin, CA 93203 scholarship fund for the top Student Athlete or the Comfort for Kids Quilt Project via Joyce Nielsen.
Jack is survived by his wife Joyce and sons John, James and Jeff and daughter Nani along with her husband Terry. His granddaughter Alicia and grandson Spencer and wife Melody along with great granddaughter Alixis. Jack has several nieces and nephews. He will be truly missed by everyone.
The Celebration of Life for Jack Nielsen will be held in the Oceanview Estates Clubhouse 15505 Oceanview Drive, Brookings, Oregon on Saturday, September 21 at noon.
Kurt Herman Nolte passed into heaven on August 8, 2024, at home in Brookings, Oregon, six months after a cancer diagnosis. He was born in Fort Bragg, California on December 16, 1945, to Charlotte and Kurt E. Nolte. He leaves behind his wife, Marilyn, his son, Brian and wife Britt; grandchildren Charley and Brent; also leaves behind his daughter Cyndi Saunders and husband Ski, his grandchildren Emma and Ashley and his two sisters, Pamela Merritt and Debbie Gilliam; his stepchildren, grandchildren and greatgrandchildren of wife Marilyn. He loved the outdoors, fishing, hunting, camping and his dogs. He spent 35+ years working for Pacific Bell (now A T & T) as a maintenance splicer. After retiring, he moved to Brookings, Oregon to be near Brian and his family, and the rivers. He even spent a few years as a river guide on the Chetco. When he wasn’t at work or enjoying the outdoors, he was doing home improvements. No

Curry County Master Gardeners break ground on their future greenhouse and gardens

The Curry County Master Gardener Association has announced that their vison of a demonstration greenhouse and learning garden is becoming a reality, as they begin moving forward with the project last week! The groundbreaking was scheduled for September 6, 2024, at 29841 Airport Way, Gold Beach. Please also mark your calendar for the grand opening celebration, scheduled for Friday, January 31, 2025.
In partnership with Oregon State University Extension, Master Gardener volunteers are community members that provide the public with information about the art and science of sustainable gardening that is locally relevant. Facilities like this are a staple of Master Gardener projects in Oregon and across the nation.
While the Curry County Master Gardener volunteers work in local school gardens, due to concern for student’s safety, these gardens are generally not accessible to the public. The future greenhouse and garden, to be located at the Gold Beach Community Center, means the Master Gardeners can offer additional adult educational opportunities.
“OSU Master Gardener volunteers are excited about expanding their sustainable gardening education activities and the additional opportunities for community engagement. Watch for educational workshops to begin in spring of 2025.” said Debbie Carroll, CoPresident of Curry County Master Gardner Association.
The 24x48 foot greenhouse, which
includes an indoor teaching area, is being built in the fall of 2024.
The garden will be developed over the next two years, incorporating educational workshops or community workdays into the garden development.
The garden will include a variety of garden bed types.

Fans of comedy will be happy to hear that the energetic Erik Escobar will be appearing, who you may know from NBC’s ‘Last
dramatic “Pathétique” Sonata, Livingston Gearhart’s evocative “Four Pieces for Violin and Piano,” and Gabriel Faur’s enchanting Sonata for Violin and Piano.

The whole event will be MC’d by Ty Boice, a Seattle based actor who has worked with ACT and Intiman theater in Washington. Fire Dancers will also be performing to bring high energy and daring to the day.
