Lawsuit filed against Depoe Bay Plaintiffs seek millions in damages BY STEVE CARD Of the News-Times

The city of Depoe Bay is named as the defendant in a lawsuit filed Nov. 30 in U.S. District Court in Portland by a Beaverton couple who say the city unlawfully denied them the right to develop property they own at 130 NW Sunset St. in Depoe Bay. The plaintiffs are Manuel and Rosa Castaneda, who purchased a nearly 7,000-square-foot lot around 2005 in the hope they would someday be able to build a home there for their family. In June 2020, the Castanedas transferred ownership to their Depoe Bay property to their limited liability corporation, Better Way, also named as a plaintiff in the lawsuit. The Castanedas’ property is zoned R-4 residential, and a “single-family dwelling” is a use permitted outright on the site, subject to certain city code

Holidays and family gatherings have a way of increasing stress and anxiety levels this time of year and, according to experts, people tend to underestimate the impact mental health can have on an individual or family. According to the American Psychiatric Association, nearly one in three Americans can expect to be more stressed this

holiday season than last year. Leading author and Penn State graduate Stan Popovich, who has dealt with fear and anxiety for over 20 years, emphasizes not to overlook the warning signs of increased anxiety and distress this holiday season. “Everybody struggles with stress and depression throughout the year, but certain parts of the year like the holidays make people more susceptible,” said Popovich, who is the author of “A Layman’s Guide to Managing Fear.” “The issues are still there. Bomb threats reportedly made on Dec. 11 at several Oregon school districts, including the Lincoln County School District, prompted police and school district responses. The Lincoln County School District issued the following statement: “On Monday, Dec. 11, two Lincoln County School District staff received an identical email of a bomb threat.

The threat was general in nature and didn’t specifically name any of our schools. The same threat was sent to several other school districts in Oregon.” The statement from LCSD said law enforcement personnel immediately contacted and were working with the FBI to investigate the source of the threat.
