Pilot of fatal crash disregarded instructor’s warnings

Broden Michael Culpepper so couldn’t wait to celebrate the new year that he arrived three days early, just 40 seconds into 2024. Salem Health announced his birth to Independence parents Patricia and Jonathan Culpepper, weighing 6 pounds, 11.6 ounces and measuring 18.5 inches. Hospital officials couldn’t confirm he was Oregon’s first birth of 2024, but he was certainly the first at their Family Birth Center. “While it’s difficult to confirm the ‘first’ across the state, I made the judgment call of ‘possibly the first’ based on the birth time being just 40 seconds after midnight,” said Lisa Wood, Strategic Communications Administrator for Salem Health. “It looks like the first (reported) Portland-area hospital baby was 12:12 a.m. So, I can’t say with assurance that baby Culpepper was the first, but it seems likely, and he is certainly one of the first.” Broden’s mom Patricia is a medical assistant for Kaiser Permanente, and his father Jon works for an excavation contractor in Silverton. He joins his big sister Brooke, 9.

“Not on purpose - just happened, when Patricia and Jon had Brooke,” Wood explained. “Naturally, the next

family member’s name had to start with a B or J.”

The pilot of an aircraft that crashed Dec. 16 near Independence State Airport, killing all three aboard, disregarded advice to not fly in the low visibility conditions, according to a preliminary report from the National Transportation Safety Board released Dec. 29. All three aboard the Cessna 172G, including pilot Mohammad Husain Musawi, 35, and passengers Mohammad Bashir Safdari, 35, and Ali Jan Ferdawsi, 29, were former Afghan pilots in the Afghan Air Force, piloting planes and helicopters alongside the U.S. military. According to the NTSB report, the aircraft’s owner allowed Musawi to use the Cessna in pursuit of obtaining both his private and commercial pilot’s certificates, in addition to gaining his instrument rating. Musawi’s flight instructor said Musawi and a pilot-rated passenger were going to fly to the McMinnville Municipal Airport to practice See CRASH, page A8

After seeking more feedback from the Dallas community on potential new sources of revenue to keep the city’s starting general fund from going into the red, the City Council voted Jan. 2 to implement a 5-year incremental increase in the public safety fee. Beginning in July, a utility customer will pay a $7.55 increase in the public safety fee each month. Staff estimated the general fund revenue in Fiscal Year 2024-25 generated from the fee increase would be over $1.1 million.

The city of Monmouth is providing an opportunity for those who want to honor Martin Luther King, Jr.’s legacy by giving back to their community. Martin Luther King, Jr. Day is Jan. 15. It’s a federal holiday that is designated as a National Day of Service. “This is a great way to empower communities and create meaningful change through kindness and service to others,” said Suzanne Dufner, community development director, city of Monmouth. The city will join other communities throughout the country by issuing its own call for action on MLK Day. Volunteers are needed for basic yard and cleanup work for their fellow residents in need. “The number of projects we do depends on the number of volunteers that ultimately sign up,” Dufner said. This marks the second year the Monmouth has offered service opportunities on MLK Day. Last year, graffiti was removed from a fence, trash was hauled away from
