Merkley focuses on healthcare in town hall
From Page A1
“So, therefore you have fewer providers and you have more patients and that disparity is putting enormous pressure on the healthcare system and enormous pressure on nurses.” Merkley noted that the issue was especially pressing in rural areas and pointed to his work in helping establish the Office of Rural Health at the Centers for Disease Control in 2023 as helping to address that disparity.
As for the larger problem, Merkley said that the dearth of trained nurses and other healthcare providers needed
to be addressed by bolstering investments in their training, including upping trainers pay.
In response to a question from the Headlight Herald about high costs, Merkley said that the powerful prescription drug lobby in America had consistently stymied attempts to rein in drug prices, driving healthcare costs higher than in any other developed nation. However, Merkley said that last year’s move to allow Medicare to negotiate prices on the most expensive drugs on the market represented a “toe in the door” and that the government should negotiate prices on all drugs. “Toe is in the door but my feeling is it shouldn’t be a few drugs for Medicare, it should be all drugs for all Americans,” Merkley said, noting that he has introduced legislation that would achieve that goal. Merkley allowed
that it would be difficult to overcome the drug lobbies’ opposition but “if everyone would take the same approach
I have, which is work for the people instead of the powerful, we would pass the bill.” Merkley sounded a similar
tone when discussing the affordable housing crisis facing the nation, which he ascribed to the recent growth in hedge fund purchases of single-family homes. Merkley discussed a bill he has introduced that would restrict hedge funds to owning 100 houses and include penalties to incentivize a gradual sell-off of properties above that limit to first-time home buyers. “It’s a long journey to get members of congress to start joining me in this because they’re afraid of the political power that hedge funds have and I say let’s depend on the political power of the people and take on the powerful,” Merkley said.

fund requirements.
Merkley said that he would take the issue of the hangar to colleagues in Washington to discuss potential solutions. He acknowledged the difficulties of finding funds and mentioned the waiving of requirements for low-income communities for broadband infrastructure funding.
Merkley took the opportunity to express his opposition to the continuing Israeli military operations in Gaza and the United States’ support of them when a resident asked about the conflict. Merkley noted that he had visited the Rafah border crossing during the war and consistently pushed the Biden administration to increase aid deliveries to Gaza and stop sending munitions to Israel.
“My simple version of this is America should send no bombs and a lot of aid,” Merkley said.

The pantries receive shelf-stable items from the Oregon Food Bank and purchase perishable goods from local farms. The VFW’s donations will be used for those items. The veterans said that they plan to continue volunteering with the food bank and will take advantage of the matching funds again in future years and mentioned the possibility of conducting a food drive in support of the pantries.

Lowering your stroke and heart attack risks
Herald Guest Column
Heart attacks and strokes represent significant health challenges here in Tillamook County, but proactive management of the “big four” risk factors — hypertension, high cholesterol, diabetes and smoking — can dramatically lower the chances of getting a stroke or heart attack. Additionally, some positive lifestyle modifications, especially diet and exercise, alongside regular health screenings, offer a path to prevention.
Prioritizing non-smoking as a fundamental step
The single most impactful step individuals can take to reduce heart attack and stroke risk is to not smoke, or to quit smoking. Smoking cessation immediately benefits heart health, significantly reducing the risk of developing heartrelated diseases. It stands as the cornerstone of any strategy aimed at preventing heart attacks and managing the other three risk factors.
Dietary adjustments for heart health
A heart-conscious diet directly influences the management of hypertension, high cholesterol and diabetes. Essential dietary adjustments include:
tance bands twice a week.
Health screenings — The first line of defense: Regular screenings for blood pressure, cholesterol and diabetes are vital. These screenings enable early detection and management, significantly reducing the risk of heart disease. Diabetes screening is especially important due to its close association with heart attack risks.
• Limiting sodium intake: Reducing salt in your diet can significantly lower blood pressure.
• Focusing on fiber: Incorporate high-fiber foods to help manage cholesterol levels.
• Choosing healthy fats: Include unsaturated fats found in avocados, nuts and olive oil to maintain healthy cholesterol levels.
The role of exercise in preventing heart disease
Physical activity is crucial for heart disease prevention and diabetes management. Effective exercise strategies encompass:
• Regular aerobic activity: Aim for at least 150 minutes of moderate exercise each week to improve heart health.
• Incorporating strength training: Build muscle strength with activities like lifting weights or using resis-
• Opting for whole foods: A diet rich in fruits, vegetables, whole grains and lean proteins supports overall heart health.
Remember kindness is key: Embracing a journey toward reducing stroke and heart attack risk, it’s crucial to remember the power of kindness — to ourselves and to those around us. Making changes in our lifestyle, such as adopting healthier eating habits and incorporating regular exercise, not only benefits our physical well-being but also fosters a culture of care and support. As we strive to reduce the risks of stroke and heart attacks, let’s do so with compassion, understanding that every step forward is a victory worth celebrating.
Dr. Ben Douglas, a distinguished physician with 15 years of service at Adventist Health Tillamook, leads a lifestyle medicine program rooted in the principles of the American College of Lifestyle Medicine. He has devoted his career to the prevention of heart disease, working closely with his patients and local organizations in Tillamook County to promote heart-healthy living through evidence-based practices.
The 7th St. railroad crossing is creating a nice little buzz here in town. For every, “But tourism season has started,” there’s a “Oh, that’s going to be so nice to drive over.” The port, the city and other agencies have all shown their support. Now, it’s time to drive along 3rd St. & American Ave for a few more days.
Being the in-law to Tillamook County Pioneer ancestry, I look at the construction differently.
See, I grew up just south of Lake Michigan, where most of the train traffic in the country congregates. 3 of the 7 class one railroads went through my town. Two others were just a couple miles north. That’s not including the commuter rails, Amtrak, and the lines the steel mills owned to connect to Canada, Detroit, Cleveland, Pittsburgh, etc. We woke up to train whistles, fell asleep to train whistles. We scheduled birthday parties and funerals around the train schedules. All this to note that the speed at which OCSR repaired the one on 3rd St, and is repairing the one now on 7th St, is fascinating to me. These couple weeks are going to fly on by, and when they’re done playing with
life-size Legos, and assembling these pieces, we’re going to have a smooth ride that will save on our vehicles. So much so, we’ll soon forget the bumps that were.
As previously noted, the closure should only last until April 19, and then it’s smooth driving.
Just in time for the big jetty rocks to be transported in for the next three months.
What’s progress without some sacrifice?
Speaking of the OCSR, ever wanted to spend the summer riding the coast rails? Then Oregon Coast Scenic Railroad is looking for volunteers like you. From their FB post: “Have you ever wanted to volunteer at Oregon Coast Scenic Railroad? One of the best ways to get involved with us is by becoming a Car
Host! If you are interested in volunteering with us, show your interest by filling out the Volunteer form on our website: https://oregoncoastscenic.org/contact/” She’s the calm that soothes the sea. She’s everybody’s favorite librarian, June Ekborg: “Garibaldi Branch Book Club meets in the library today at 2:00 pm. This month, we’re discussing Jerry Sutherland’s Bayocean: Atlantis of Oregon. This is an open book club and drop ins are always welcome.”
Garibaldi Maritime Museum has started its own “keeper’s garden” on the 2nd. Street side of the museum. “Inspired by the gardens of lighthouse keepers, we’re imagining veggies and armloads of flowers for vases for museum special events -- in spring anything seems possible.”
Lastly, it’s Friday the 12th as I write this, three days before the Council’s monthly meeting. All I can say is typically what I tell my fellow commissioners when such cornerstone moments arise: the job is the job, and the city comes first. That said, our Planning Commission meeting is the 22nd. It’ll be nice to see their faces again.

The Rockaway Beach City Council meeting of April 10 saw many resolutions, but the most anxiously awaited was surely Resolution 2024-25. This authorized the mayor and city manager to execute a contract for the S. Pacific Street waterline and road surfacing project. This resolution passed moments after city council voted on Resolution 2024-21, to adopt the Streets Capital Improvement Plan (CIP).
This plan lists and prioritizes streets throughout Rockaway Beach for repair or repaving.
I first wrote about the CIP in October 2023, six months ago, and after detailed deliberation at multiple city council workshops and meetings, the plan is now being executed, in priority order.
The entire Streets CIP is online at the city’s website, https://corb.us. Click the top link on the column at the
left to take you to the CIP page. There, you’ll find three PDF documents; at the top of those three is the Streets Capital Improvements Plan document.
Page 44 of that PDF file lists the streets with the highest priority for repair, with North and South Pacific in the two top spots. The presentation includes maps and photos supporting the decision. Below that link you’ll find the original presentation by HBH Consulting, followed by a preliminary street inventory from the CIP. In good news for our tourism-supported businesses, the city adopted Resolution 2024-20, concerning recreational immunity. The state legislature, through SB 1576, only granted automatic immunity to cities with populations over 500,000, requiring smaller communities to opt in to be included.

Resolution 2024-20 includes us in the recreational immunity coverage. Public Works will remove signs restricting beach access with the passage of this resolution.
In addition to starting work pursuant to the Streets CIP Program, the city voted (in Resolution 2024-23) to approve a new proposal from HBH to develop a water and wastewater CIP, including a study of System Development Charges (SDCs). SDCs are an alternative

Rather than force an increase in our water bills (already a sore spot for many residents, especially those who own summer homes here), SDCs are a way to ensure that additional development pays its fair share for required upgrades. It was noted that the last time Rockaway Beach updated its SDCs was in 2009.

Capt. Pete and I have been making beachcombing treks out to Bayocean Spit for decades, and I have to say navigating out there is much easier since the mile 29 sign was installed some years back. As always, you can sign up to receive emails at the City Web site. These typically include the full agendas for City Council Workshops and Meetings alike, where you can review any items of concern.
Other important resolutions included authorization for the city to take action in a nuisance abatement issue in the south part of town, good news to residents who have faced serious problems there.
The City Council also awarded a number of additional grants from the 2023-2024 Community Grant Program, with plans to address several other important grants for non-profit organizations such as our highly active and much-appreciated Lions Club. (It’s just not a summer festival for me if I don’t get
a hot dog at the purple Lions Club trailer.) Resolution 2024-26 expressed support for the Rockaway Beach Emergency Preparedness Corp (the new title of the combined emergency preparedness, CERT, and radio teams) for having acquired a grant from the state’s Office of Resilience and Emergency Management. This grant will help us acquire food, water sanitation gear, and shelter in the event of an emergency.
The final resolution, 2024-27, declared a state of emergency due to the sewer mainline failure early this month. Quick thinking on the part of Public Works Superintendent Dan Emerson resulted in locating a crew with the right skills and equipment to resolve a serious problem with a sewer line on S. 2nd, permitting repairs the same day.
minds which particular dune we’d come over. It pretty much all looked the same coming back, so we’d find ourselves thrashing around in the dune grass for a while, trying to return to the trail. One time we met a woman who had been on the beach with her big, thirsty dog for some time, flummoxed about where to cross over the dunes. She was having a hard time keeping her pet from drinking salt water. Fortunately, together we spotted the trail and got her dog back to the parking lot where he could have some water that she kept in her car. A shout-out to Tillamook PUD lineworkers this Thursday. April 18 is National Lineworker Appreciation Day. That can be dangerous work in awful weather conditions; we are eternally grateful for all you lineworkers do to keep our lights on. Many thanks to Jenny Francis for hosting the group over our cold, gray winter months.

Nestucca baseball and softball snap losing streaks
Nestucca High Bobcats snapped a two-game losing streak and stayed in contention for a playoff spot with a 1-0 home win over the Vernonia/ Jewell High Loggers in a Special District 1 baseball game April 11. The extra inning win over the Loggers (2-2 SDI, 3-4) lifted Nestucca (2-2 SD1, 4-5 overall) into fourth place in the eight team league standings with one month remaining in the regular season, which concludes May 16.
It was a crucial win for sure Coach John Sousa’s Bobcats. Prior to the contest, the Bobcats were in something of a slump after losing four-out-five games. The Bobcats had a great start to their 21-game SD1 schedule as they won their league opener at home 6-5 over the No. 12-ranked Clatskanie High Tigers (3-1 SD1, 6-1 overall) on April 2. A walkoff double by sophomore Jaxon Jensen helped propel the Bobcats to the victory.
“We’ve played some pretty tough competition this year so far and our guys have really started to figure some things out,” said Sousa. “The guys came from behind to get the win over Clatskanie at home, which was really impressive to see. Our starting pitcher Eli Love pitched very well to help us stay in the game and Keith Marshall came in as our
relief pitcher and he helped us close the door. It was just really nice to start our league schedule with a win.”
Following five scoreless innings, the Tigers and Bobcats combined to scored seven runs in the sixth. The Bobcats overcame a 3-0 deficit and they scored four in the bottom of the inning to go ahead 4-3. Both teams scored two more in the seventh as the Bobcats held on to get the close victory.
Junior Nolen Hurliman (1-for-4, three RBI), junior Brysen McDonald (1-for-2, two RBI) and freshman Jace Jensen (1-for-3, RBI) led the offense for the Bobcats, who outhit the Tigers 7-6. Following the close win over the Tigers, the two squads played a doubleheader April 5, at Clatskanie High School. The Tigers got a sweep as they won both games by identical 11-1 scores.
“Unfortunately, we kind of took a step backwards in the doubleheader at Clatskanie,” said Sousa. “We had some guys who for whatever reason, were maybe just playing a little too arrogant, but we basically gave away both games. With our league being big with eight teams, we know that every series is going to be a battle. We had hoped to win two-outof-three against Clatskanie, but we just couldn’t do that. I think that we’re only going to get better though for the remainder of the season. Our senior trio of pitchers Ken Blackburn, Zac Collins and
Keith Marshall will really help provide us with a solid pitching staff along with Eli Love too.”
The Bobcats will be seeking another win and to continue their momentum when they play a 3 p.m. doubleheader at home Friday versus the Willamina High Bulldogs (0-4 SD1, 1-6 overall).
Softball
The Nestucca High Bobcats softball team (1-3 SD1, 3-5 overall) snapped a fourgame losing streak with an impressive 23-5 home win April 11, over the Vernonia/ Jewell High Loggers (0-4 SD1, 0-7 overall). The Bobcats, guided by first-year Coach Megan Deam, took control of the contest early, while scoring 14 runs in the first inning. Defensively, the Bobcats were outstanding as they played an error free contest. Nestucca scored nine runs in the second to build a 23-5 lead and get a lopsided win that concluded after three innings via the 10-run mercy rule.
“Vernonia isn’t one of the stronger teams in our league, but we’re still happy to get the win,” said Deam. “We’re hoping that we’ll have our No. 1 pitcher Piper Armstrong back soon after she recovers from an injury. She’s okay and she returned to practice, but she’s still having a lot of pain in her jaw.” Armstrong (38 strike-
outs) got hit by a ball on a line drive that bounced off her chest and hit her jaw, which resulted in a dislocated jaw in an April 5 game at Clatskanie (an 11-9 loss).
Senior pitcher Hailee Knight tossed a one-hitter with two strikeouts to help lead the Bobcats to their first league win. The Bobcats offense was led by senior Melanie Velasquez (three hits, five RBI) and Kyla Hurliman (three hits). The Bobcats also benefited from a total of 16 walks, including four for freshman McKenna McDonald.
“Melanie (.400 batting average) and Taylor Knight (.400 batting average) have both been providing strong hitting to help lead our offense,” said Deam. “Overall, we have a good group of girls, some are very young (six freshmen) and so they’re still learning quite a bit and everyone is getting as much practice time as they can.”
The Bobcats attended an Oregon State Beavers NCAA softball game in Corvallis on Saturday, which was a fun way for the team to have a bonding experience together and learn more about the sport by watching a high caliber of competition with college players.
The Bobcats were seeking to continue their momentum and hopefully get another win in their next game in a 3 p.m. home doubleheader Friday versus the Willamina High Bulldogs (3-1 SD1, 6-3 overall).
Revival of the Back 9 sees rainy start
It was a wet day for golf at The Mook at Alderbrook, but that did not deter several golfers who wanted to try the 18-hole stroke play format and get a glimpse of the reworked back-9 Saturday, April 6. Play was halted due to a rain delay with several golfers still out on the course. After the rain let up a bit, golfers finished their round and the results have been tallied. This tournament was the first time the back-9 holes were open for the season after the course’s owners reworked those fairways. The Alderbrook team is in the middle of rebuilding the green on the 15th hole and doing several other improvements to the course.

She is a “huntress” and has a strong prey drive which, for indoor cats, translates into the need for lots of interactive playtime with her humans and wand toys. Caza truly needs to express her “raw” cat—hunt, catch, kill (the toy), eat, groom, and sleep. Then repeat. After many hours of observing and playing with Caz, UP volunteers could see she outgrew her original sweet name of Princesa and now, she has become Cazadora, which means huntress in Spanish. Caza is nimble, almost ocelot-like, and can easily jump to high shelves where she observes her terrain. If you are into making “catios” or “cat perches”
cat, she can, but only once she’s completed her cycle of hunt, catch, kill, eat, groom, and rest. We could see Caza poking her head out of a cat backpack as a feline companion, ready for an adventure with the family. This one-year-old beauty is spayed, vaccinated, and in excellent health. Cazadora has lots of personality, spunk, & will be a great addition to the right family.
