Lame Duck Harbor Commission Talks and Tables

The mood at last week’s Crescent City Harbor District (CCHD) meeting was apprehensive and tense.
Lame duck commissioners Harry Adams, Wes White and Brian Stone, along with incumbents Rick Shepherd and Gerhard Weber were poised to act to:
• Consider and vote to Introduce, Revise and Approve the CCHD Credit Card Policy
• Consider and vote to approve sending a response to the Del Norte Civil Grand Jury Report.
Both items were talked and tabled with no consensus.
The absence of any type of credit card spending policy has wreaked financial havoc and lots of frustration and anger by commissioners. Last week, The Triplicate reported rampant spending of thousands of dollars on a highly questionable Temporary Restraining Order against a Bayside RV tenant for $6,000 and a list of CCHD credit card charges, some legitimate, many not, mixed with the intent to obfuscate the of proper accounting of the CCHD. The target of this unwanted
attention appeared to be Harbormaster Tim Petrick.
As a result of intense public and media scrutiny, Petrick submitted his resignation as Harbormaster, effective September 30.
Prior to the New Business agenda item, The Triplicate distributed the latest newspaper to each commissioner with the prominent front page article on alleged misuse of the Harbor CCHD credit card and to all five candidates in attendance, running for the three vacancies soon to be open.
Beleaguered Harbormaster Resigns
Crescent City- The Crescent City Harbor Commission (CCHD) has accepted the resignation of beleaguered Harbormaster Tim Petrick, effective, October 1 Petrick has been under intense scrutiny and criticism for alleged misuse of the
CCHD credit card and failure to provide commissioners with monthly credit card receipts.
Board president Harry Adams expressed the Commission’s sentiments stating, “We have accepted Mr. Petrick’s resignation and extend our best wishes
for his future endeavors. The Board is committed to ensuring a smooth transition and continue to focus on the long-term success of our Harbor.”

Three incumbent commissioners have chosen not to run again. Commissioners Wes White, Brian Stone and president Harry Adams did not file papers for the November 5th
election. Five candidates are vying for the three vacancies.

The Redwood Coast Conservancy partnered up with Smith River Alliance to recognize the 40th Annual California Coastal Cleanup event, this past weekend Autumn Subers and Kyle Buchanan of the Conservancy and co-Director Grant Werschkull of Smith River Alliance helped organize the event and welcomed about 25 volunteers at Crescent Beach. The City sent several staff who helped clean up Elk Creek Estuary, on their own time.

Probably most in Del Norte County have learned Harbormaster Tim Petrick has tendered his resignation from the Crescent City Harbor District. It would not be a stretch to think that the role he played over the past three years at the harbor may have been most significant in the financial quagmire the harbor finds itself in, presently. Petrick’s questionable abuse of the Harbor credit card, including serial use of excessive Door Dash services while attending a harbor conference in Monterey, may have contributed to the harbormaster’s resignation. Make no mistake, Petrick ‘s indifference to the harbor’s dire financial condition was glaring.
Commissioners bear responsibility for limited if any oversight on Petrick’s irresponsibility.

RV parks, the solar panel debacle, Fashion Blacksmith and harbor dredging, the list goes on and on… Plus, the current list of Petrick’s future aspirations reads like the list of a child writing to Santa, Tim Petrick is not the only person who should be submitting a letter of resignation.
For years the taxpayers have been fleeced by representatives, and government employees who spend money in dubious fashion over the course of their tenured careers without so much as a serious rebuke. Quite often these miscreants are protected from within, remaining hidden from the public. When exposed, suitable excuses are offered, and the uproar goes away

It is with heavy hearts that we announce the passing of Charleen Rae Hoy, 85, on August 13, 2024. Charleen was born to Charles A Markley and Genevieve Mae Markley, on February 12, 1939, in Staples, Minnesota. The Markley family moved to Crescent City in 1956. Charleen joined them in 1957. Charleen was preceded in death by her parents and her husband, Merle Henry Hoy. She is survived by her sister and brother-in-law, Sandy and Mark Greenfield, of Tallahassee, Florida. Charleen
lengthy bouts of stonewalling, revealed a pattern of carefree spending by the harbormaster that is often a characteristic of those in power with little or compliant oversight.
Keeping in mind that the Harbor Commission, the Commission’s Chief Financial Officer, and the Grand Jury all whitewashed Harbor Master Petrick’s credit card behavior as perfectly legitimate, yet he still resigned. The obvious question perhaps should be asked is what is being swept under the rug by the now clearly lame duck Commission?
Some of the explanations thus far have bordered on the absurd as the adventures in Door Dash were revealed. Accounts of lunches, liquor purchases, golf balls and airline tickets were just a microcosm of activities that raised eyebrows at the recent Commissioner’s meeting. Had the lame duck Commission been on vacation for the past three
years and not met?
Apologies to the public, but that clearly is how things work at the government feeding trough. It has become a regular phenomenon, where boards like the harbor blindly stumble from one train wreck to another wasting tax dollars like they are in endless supply. Often led by the nose, our representatives have no problem with the fantasy world offered by employees to save their proverbial bacon. This is how the situation with the harbormaster was allowed to be metastasized, unchecked for years. While the harbormaster is now gone and three of the lame duck Commissioners are to be replaced, there is still work to be done. It may be easier if the two remaining Commissioners were to resign, and changes were made at office manager, Chief Financial Officer, and legal representation before moving forward with a new board. immediately change the financial challenges the new players will face, but hopefully those new faces will be up to the task of moving the harbor forward. The appetite for Door Dash grub should not
expect any future business from the harbormaster, unless a personal credit card is offered.
I have a story about the way the city/RV parks in crescent city discriminate against elderly on fixed income and how unfairly applicates are treated when it comes to their discretion to kick someone out when they past the background check, paid their money, and actually moved just to be kicked out the very next morning for some reason like we came in too late (9:00pm) the transport driver had truck problems with the tow, completely not my fault. It wasn’t late. We think it’s because we mentioned having a beer with dinner while we waited for truck. The manager said “ now I’m gonna think you party all the time”. All of our money went into this move and now we have to move! I did othing wrong to deserve this treatment from Sunset Harbor RV park. We are elderly, moving a trailer is a big stressful task. was also a stepmother to her husband’s children. Charleen was a talented lady. She began painting and sketching at a young age and loved to paint the beauty of Crescent City. Blessed with a lovely voice, she loved singing for church from age six. Charleen was our beloved sister, a true friend, a source of joy, love and laughter, a child of God, God’s faithful servant. She had a unique personality, she was true to herself, which was an endearing quality. We are grateful for the life she shared with us. We miss her. We would like to thank the Crescent City Skilled Nursing facility for their superb care, care with skill and love. There Charleen found a home and friendship for many years among the patient residents and the staff.
Edward “Eddie” B. Rankin
2/27/1956 - 8/27/2024
Edward Brice Rankin left this world on August 27, 2024, in Grants Pass, Oregon. He was born February 27, 1956, in Santa Monica, California. The family moved to Crescent City, California, in 1963 where he attended local schools: Joe Hamilton, Crescent Elk, and Del Norte High School. He married Sherri Darnel in 1981 and together they had two children, daughter Alyshia and son Darrik. They divorced in 1995 and remained very close friends. He was the eldest of five children and took great pride in pulling pranks on his siblings. He loved being outdoors and searching for old mining sights and digging up old bottles and relics. He had many achievements, a remarkable singing voice and a flair for painting. His quick wit and stellar personality made him a popular figure on social media. When a friend or member of his family needed help, he was there without question. In later years he ventured out to states such as Florida and Nevada but always knew he’d come
back to the place he loved most, Grants Pass, Oregon, and northern California. He found peace in the redwoods. He worked for Pinkerton Security and was a home health care provider for many years. He was enjoying his best life in retirement. He was a beloved brother, husband, father, grandfather and son. He leaves behind his former wife Sherri Nash, his daughter Alyshia Pacino, and granddaughter Isabella Pacino all of Merlin, Oregon; grandson Demitrti Pacino who is serving in the United States Army in Texas, and grandson Joey Rankin of Florida. He was preceded in death by grandparents Edward and Myrtle Kelly from Santa Monica, California; his parents Earl and Alice Rankin, his sister Janice Rankin all from Crescent City, California; his beloved only son Darrik Rankin from Florida; and his life partner and best friend of 30 years Phillip Stockwell.
He will be greatly missed by his remaining siblings Earl Rankin from Texas, Raymond Rankin of Grants Pass, and sister Colleen Rankin of Exeter, New
Hampshire. There are no words to express the void he leaves behind. It is a vacancy that cannot, nor will ever be filled. Eddie, you were one of a kind and completely irreplaceable. He was loved beyond measure and anyone that ever knew him was better for having had him in their life. We can all be inspired by one of his favorite quotes, “As long as you continue to try, you haven’t failed”. Eddie expressed his wishes in having no services, yet he will live on forever in the hearts and in the memories of those he leaves behind. Go with God dear brother. We shall see and feel you again in the warmth of the sun and in the soft breeze that whispers through the redwood trees you loved so much.
Joanne was born in Weed, CA, to Lola and Rufus Wilson and moved to Crescent City in 1939. She graduated from Del Norte High School and spent two years at Humboldt State University, majoring in Pre-Med and minoring in Art. She spent three years in nursing training at San Jose State University, began her career as a Registered Nurse in Surgery, and retired as an Office Nurse with Dr. Vipond and Dr. Thomas in 1976. Joanne met and married Homer Dale in 1952 and raised their family in San Jose, CA. In 1967, Joanne and her husband moved to Crescent City to build and operate the Crescent City KOA Campground for the
next ten years. They saw and fell in love with the historical McNulty House during this time. When it became available for purchase, they pursued their dream of a gallery and gift shop, known at the time as McNulty House Gallery.
Joanne spent most of her “retirement” doing what she loved: Art in various mediums. Joanne and Homer moved to Galt, CA, in 2009 to be near her daughter, Leesa Klotz, and in 2022, she moved to Reno, NV, to live with her son and daughter-in-law, Craig and Pam Dale. Joanne passed away peacefully on August 15 in the presence of her family. She was preceded in death by her parents,
Thomas Edward Baker January 6, 1935 - September 7, 2024
Thomas Edward Baker, aged 89, passed away on September 7, 2024, at his home in Crescent City, California. Tom was born on January 6, 1935 in Huntington Park, California to James and Bessie Baker. He was preceded in death by his parents, four brothers, and two sisters. Tom was known for his friendly demeanor and his deep love for his family and friends. He was a skilled and passionate craftsman who could fix anything, which was evident in his professional and personal life.
Tom proudly served in the United States Navy aboard the USS Essex during the Korean War from 1952 to 1956. His military service was a significant chapter in his life, contributing to his skills and discipline, which he later applied in his civilian career.
Following his military
service, Tom and his wife, Vera moved to Manteca, California where they raised their three sons and resided for 30 years. Tom established a successful automotive repair business in Manteca, which he operated for several years. He later transitioned to working as a licensed engineer on ocean going tugboats in the Gulf of Mexico, Hawaii, and the West Coast.
In 1990, Tom and Vera visited Crescent City, California to go salmon fishing and instantly fell in love with the area. Before their two-week visit was over, they had purchased a house, making Crescent City their home. They were later joined in Crescent City by all three of their sons. Tom’s hobbies included fishing, hunting, and traveling extensively across the United States including Alaska and Hawaii, Baja and Canada.

He was passionate about his family, working in his garage, maintaining his property and vehicles, and caring for his dogs and chickens. Tom will be sorely missed by his beloved wife of 72 years, Vera; and their sons Brent (Debbie), Mike, and Vince; along with his grandchildren, great-grandchildren, nieces and nephews. Tom’s life was marked by his dedication to his family, his service to his country, and his love for the outdoors and mechanical work. He will be deeply missed by all who knew him.

City Introduces Ordinances on Parking and RV’s

The City introduced two Ordinances involving restricted parking on B Street, approaching the pier and a separate Ordinance on RV Occupancy on private property.
• Police Chief Richard Griffin expressed concern with vehicles parking along the portion of B Street that extends from the mainland into the bay. The section of the road is a single lane with no shoulder. Vehicles are unable to move all four tires off the roadway. If cars park opposite each other, it is difficult to move a single vehicle through. This condition could impede emergency response vehicles from accessing the pier in an emergency. The Resolution prohibits parking on and along B Street from the first light pole southwest of the Waste Water treatment Plant to the terminus of the B Street Pier. The proposed Ordinance will be discussed
and voted upon at the first City Council meeting in October and if passed will effectuate when signs are erected after 30 days from passage.
• The City introduced Ordinance 847 amending the Crescent City Municipal Code, addressing the storage and occupancy of recreational vehicles. The proposed Ordinance addresses parked or stored RV’s on a residential parcel for longer than 72 hours must have a dwelling unit that has received a certificate of occupancy. Storage is limited to one RV per dwelling.
Temporary occupancy of the recreational vehicle is limited to 14 nights per 90 day period.
Only one RV may be occupied on a residential parcel at a time.
All RV’s must be parked at least five feet from lot lines, easements and structures, clear of utility outlets, be on level ground and stable.
The Ordinance effectuates 30 days after passage from the first meeting in October.

tember 30th. Serving this remarkable community has been a great honor, and I leave this position with immense pride in what we have accomplished together.
Over the past four years, we have seen tremendous growth and progress.
The harbor has not only been the lifeblood of our local community but also a source of pride for everyone who calls CCHD home. Together, we’ve secured over $15,000,000 in funding for vital infrastructure improvements, which will strengthen

The spending habits of the recently-resigned harbormaster, one might call Mr. Petrick a spendthrift.
The five candidates in the audience at the CCHD Conference Room are John Evans, Dan Schmidt, Annie Nehmer, Linda Sutter and Devon Morgante.
Public Comment was highly critical of lack of commission oversight and alleged abuse by the Harbormaster of the CCHD credit card.
Commissioner response was also biting. Lame Duck Commissioner Stone
said, “I’m appalled by what’s happening over the years! I’ve constantly asked for copies of the monthly credit card. These requests were ignored and never brought to me. Until our most CCHD meeting, I’d never been provided these receipts.”
Colleague lame ducker White also expressed his frustration in not receiving the credit card statements. “No personal use of the credit card should be permitted and if the misuse happened, we’ve got a problem that must be addressed at that time. The only person authorized to use the credit card is the office manager.”
Three term Commissioner White’s after-the-event observations did not resonate with those in the audience. Commissioner Weber questioned the legitimacy of many of the credit card charges.
Lame Ducker President Adams emphatically stated, “the only individual who should have a Harbor credit card is the office manager, and limit the use to $5000. Food should be limited to $50 per diem.”

Stone, without any action on the credit card discussion, inexplicably
moved on to the Grand Jury Response item which initiated an entirely new discussion.
Ultimately, the lame duck Commission tabled the discussion on credit card policy.
Submitting a response to the Del Norte Grand Jury was also fogged in confusion. For reasons not clarified, the response allowed both an executive and CCHD response. The executive response held a September 30 deadline. The CCHD response allowed an additional 30 days for the lame duck Commission. Stone questioned Petrick as to
The harbormaster stated he had nothing to do with the executive response. Stone came millimeters short of calling the harbormaster a liar. “You are misleading the Commission,” exclaimed Stone. Discussion on the response to the Grand Jury was halted, then tabled on a 5-0 vote Commissioners adjourned to Closed Session centering on the evaluation of Harbormaster Petrick, in the wake of the commissioners voting a 7.2 percent pay Raise from $125,000 to $134,000 annual salary for Petrick.
During Public Comments, Community System Solutions principal Mike Bahr staunchly came to the defense of the beleaguered harbor master, to no avail and those in the audience including public speaker Sam Strait disputed Bahr’s praise of Petrick, alleging malfeasance and unethical practices.

Fireworks Suspect Delays Entering Plea

Illegal Fireworks suspect Levi Mills, 33, asked for a continuance at his plea entering for his arraignment. September 17, in Department 1 of the Del Norte Superior Court.
Mills and co-defendant Megan Warner, 32 are charged of several felonies causing injuries related to the explosion of illegal fireworks and mortars, July 4th evening on South Beach. Then. Three year old Baby B, William Lupan, was severely injured and nearly died enroute to the Oregon Pediatric Intensive Care, in Portland. The family reports Baby B is recovering and has undergone several multiple grafts on his back.
The continuance was requested by Mills’ legal team and presented to Judge Robert Cochran in an effort for both suspect and District Attorney can come to an agreement on the plea arrangement. The Judge approved the continuance. The possible plea proposals must be approved by the Court.

The California Employment Department (EDD) reports unemployment in Del Norte County for the month of August, 2024 was 6.1 percent.
The State reports a 5.9 percent unemployment rate.
San Mateo County reports the lowest
unemployment rate for the month at 4.0 percent. Imperial County is the State’s highest rate at 20.2 percent. EDD reports the Del Norte labor force at 9510 through August 31. 8930 individuals were employed; 580 individuals are or remain unemployed. Government-related employment in the County was 3770, approximately, 39.6 percent of the Del Norte workforce.

On September 16, 2024, Pacific Power filed an application with the California Public Utilities Commission (CPUC) for approval to increase rates for the recovery of costs associated with restoring service and repairing damage caused to company-owned facilities during the Smith River Complex and Happy Camp Complex fires in the summer of 2023. Pacific Power promptly restored service to customers as part of the company’s commitment to providing safe and reliable service to customers..
WHY IS PACIFIC POWER REQUESTING THIS RATE INCREASE?
Pacific Power is requesting to increase its rates March 1, 2025 for approximately two years, to recover costs recorded in the Catastrophic Events Memorandum Account (CEMA) associated with the following:
• Restoring electric service to customers and repairing damage caused by two fires in August 2023;
• Coordinating the shut off of power in response to public safety partner requests;
• Establishment of Community Resource Centers, deployment of temporary power generators; and;
• Reconstruction of facilities.
This application will be reviewed by the CPUC to determine if the costs are reasonable and eligible for recovery from customers before any rate increase is potentially approved.

Parties to the proceeding are currently reviewing Pacific Power’s application, including the Public Advocates Office, which is an independent consumer advocate within the CPUC that represents customers to obtain the lowest possible rate for service consistent with reliable and safe service levels.
