The City hosted a ribbon-cutting ceremony, Tuesday afternoon christening the official Grand Opening of Chipotle, Crescent City which joins 3400 other Chipotle Grills across the United States and around the globe.

New Portal Monuments Entering The Golden State Planned

Within the next few weeks, motorists traveling into California will be greeted by new portal monuments from 101 in Brookings and 199 from Grants Pass. Cal Trans Clean California presented possible drafts at the recent Board of Supervisors meeting.

Clean California is the funding component and emerged from the Aftermath of the Covid 19 virus.

The State funded the $1.2 billion Clean California Act, designed to Remove litter, Create jobs and Beautify California

The monuments will feature the iconic dog-leg shape of the Golden State but will differ in characteristics surrounding the individual geography of both portals.

The 199 monument will feature the Redwoods, local fauna like Bears and the State Flower, the California Poppy.

The 101 monument embraces the magnificent ocean, seals or salmon may replace the iconic bear emphasizing the marine world. The two iconic lighthouses, Battery Point and Point St. George may also be incorporated in the 101 monument.

The monuments will be large, measuring 17 feet wide and 15 feet tall. The Triplicate will be assisting Clean California is seeking input from the public on both monuments. After the survey has been conducted and evaluated, construction will begin.

Pacific Choice Sea Food Sails Out of the Harbor

Pacific Choice Seafood and its vital ice plant operation has pulled out of the Crescent City Harbor (CCHD). The exit leaves no outlet for commercial ice to ensure fish catch freshness.

The pullout was not unexpected. Owners of the 83 year old family firm blame onerous California Environmental Protection Agency (EPA) regulations over the anhydrous ammonia-based freezing process as the primary reason the company’s moving its California operations to its Charleston, Oregon facility. New ice making technology involves non-toxic Carbon Dioxide.

The EPA was tasked with

inspecting the ice making machinery; for reasons unknown, the EPA has not conducted these mandated inspections since 2008.

Recently appointed Harbormaster (interim) Mike Rademaker traveled up to Clackamas County to meet with Pacific Choice Seafood management, seeking a temporary agreement to re-open and service the ice plant until the Harbor can find an alternative ice-producing machine with the ability to produce quantities to service the needs of the local commercial fisherman fleet. At present, fishermen have an 80 ton reserve of ice.

For clarity, the assessments on your property tax bill, Measures D, E, F have been placed under the Measure A umbrella.

• Measure A Bond will remain on your tax bill until 2045. The new proposed bond will total $59 million or adding $59 for every $100,000 of assessed valuation on your property.

• If passed, Measure H will be introduced and remain on your tax bill until 2060, an overlap of 15 years.

Indeed, like anything that ages, repairs are needed to keep up. The community wants to provide the most ideal environment in which our children learn and are educated.

Are our children’s future at stake if the beleaguered property owner can ill-afford these new assessments?

It’s a hard question to answer.

Confusion still abounds on the condition of the schools.

The Measure H Committee states an independent evaluator, following State criteria for inspection declared none of the District’s schools were rated “good” or exemplary. That evaluation would not be unexpected considering the 11 schools average 60 plus year old. Three were evaluated as “poor” and the remaining eight as fair.

This conflicts with a Facilities Report delivered at a July DNUSD meeting identifying only two schools were labeled as “poor” and the other nine schools as “fair” or above.

Are we splitting hairs, here? The independent evaluator’s report did not indicate to the public when the Report was conducted, either before or after the July DNUSD meeting.

Without entering the opaque world of word definition, perhaps the DNUSD may wish to clarify what is the definition of “poor” or “fair.”

The Voters approve, and What Do We Get Out of It?

We are fast approaching November 5th when local voters are asked to weigh in on various ballot measures. For the most part at least here locally, the items generally revolve around giving some local taxing authority more money. The propaganda offered by the agency as to why it is necessary is often quite compelling, and inevitably misleading.

Perhaps a trip down memory lane is the best way to show just how a careful reading of a ballot measure will highlight what we were told we’d get and how it never happens.

In 2008, the local school district placed a ballot measure on the local ballot which promised to add new classrooms, and the refurbishment of older rooms. It was to solve current and future maintenance issues for the foreseeable future. Seventeen years later we have seen no new classrooms built and only a few of the promised refurbishments. There is currently a $44 million dollar balance on that bond.

In 2014, the local Fair District placed a measure on the ballot to upgrade facilities at the Fairgrounds claiming the State

had cut them adrift and the facilities may cease to exist. Nobody is quite sure what the Fair Board did with the revenue to this day. Disturbing! In 2016, a sewer rate increase appeared on the ballot to repair the existing City sewer system. The sewer system hadn’t been properly maintained for more than thirty years, and more recently another sewer rate increase was proposed once again to repair the system to the tune of millions more in rate increases. Depressing!

Also, in 2016 a “pot” tax appeared on the local ballot for the County which managed to close the County’s only dispensary. What revenue collected by the County appears to have disappeared without a trace. Disheartening!

In 2018 the Crescent City Harbor was in dire financial straits from two consecutive Tsunami’s which caused a fair amount of damage to the harbor. The local citizens passed an increased “bed tax” which was to address the harbor’s financial issues. Four years later the harbor has revealed even greater financial difficulties today than it suffered in 2018.

In 2020 both the City and the County claimed to be in dire “straits” over the inability to pay for “vital” services, fire, police, emergency services, and infrastructure repair. Since that time, the County has spent little of the revenue, $4 million banked, no money for fire but funding for a parking lot replacement and ball field fencing for infrastructure repair, a sheriff’s department in chaos, and a useless emergency service department. “Vital services consisted of a building inspector, a planner, a grant writer, and funding for animal control. Demoralizing! The City focused on Beach Front Park and Front Street, a quarter of a million-dollar salary for a fire chief, three six-figure fire captains, and not much else. It becomes very difficult to understand what both the County and the City mean by “vital services”.

• In 2024, we are looking on the ballot at Measure H which is a $59 million general obligation bond for a school district to pay for, yes, you guessed it, “renovation of the district’s eleven schools.” Not that the County’s rate payers are even close to repaying the 2008 general ob-

ligation bond claiming to do the same thing. The district shows no shame when reporting that only two of the district’s eleven schools are in “poor” condition and the student population will decline by hundreds to less than 3000 by the 20252026 school year. When you add in the fact that the school district benefited from three years of multimillion dollar windfalls from Covid distributions, maybe the new bond is a bit of an ask too-far.

The question becomes as most in the County are not exceptionally rich, and we have received very little from sixteen years of a steady stream of tax increases, is it finally time to say “NO” to the latest dip into local pockets? Perhaps the public should be asking “why millions of dollars each year does not translate into a particularly great outcome for our student population?

The bottom line when you vote this year on or before November 5th, keep in mind all the failed promises to fix or improve services in the County and how little has been achieved.

I urge you to vote NO on ALL wasteful tax increases.

The (not so) perfect Assemblymember Woods The Sacramento office for Assemblymember Woods claims they have not received any complaints about our Assemblymember. The office manager is either ignorant, lying, or both. How can a politician, any politician, not receive any negative feedback? It’s not that it’s a bad thing, as you obviously have a mix of constituents that have different beliefs and values. But to claim the Assemblymember has not had any negative feedback is story gone too far. It all started back in May when I called the office for help with a DMV issue. And I called and left a message again. And again. And again. I sent an email message to the ‘contact us’ page. I still heard nothing. A few months later I decided to make one last attempt and called again. And when I started discussing my frustration, office staff member Nicole hung up on me. At this point the issue was no longer about a DMV, but about an Assemblymember and his staff who checked out 9 months before leaving office by ignoring his constituents. When I finally received an email response from Office Manager Cathy after applying much pressure, she acknowledged that all my messages had been

received and that I was the only complaint they have had. Well, it’s certainly possible Woods has not received any negative feedback based on the fact that his office refuses to return phone calls or emails and hangs up when they don’t like the conversation. But burying your head in the sand and ignoring any negative feedback or disagreements doesn’t mean it’s not out there. Manager Cathy also gave the excuse about limited staff due to the departure of Woods. If Woods had been an excellent leader, then there would not have been a mass exodus from his office when he announced he wasn’t running for re-election. And that certainly doesn’t address the issue of lying to constituents about his “perfect” record of no negative feedback. Is this what politics has become? Not listening to your constituents by ignoring all their messages? Woods obviously hung up the towel a long time ago. I hope this is not the new world of politics, as Woods is setting a dangerous, shameful, and unprofessional precedent. Unfortunately, this unprofessionalism appears to be par for the course for Assemblymember Woods.

Del Norte Union Members Claim Unfair Treatment

Several members of the SEIU 1021 Local appeared before the Board of Supervisors, none too happy, Tuesday and expressed their frustration for “…not being treated fairly.”

Chapter president Norma Williams, who represents some 200 Del Norte County employees, across several departments expressed long-brewing impatience with the Board on having to wait for a long-overdue survey of wages paid in various departments across the North State. “Our employees are underpaid and are frustrated by the long wait to address the modest pay scale over several departments.”

The Average Daily Attendance (ADA) continues to plummet. In 2019, the ADA was reported at 3,421. About 3,085 students are projected to matriculate in the 11 different DNUSD schools by 2025/26. Coast Central’s Community Grant Program Awards Announced

Coast Central Credit Union President and CEO Fred Moore announced its Board of Directors approved a total of $150,000 in Grants to 18 local organizations throughout Humboldt, Trinity and Del Norte counties, for the Fall round of

its Community Investment Program.

Del Norte received four separate grants to the following:

• $15,000: American Legion Post 548 Gasquet, emergency equipment for disasters.

• $5,675: Redwood Elementary PTSO, baseball safety renovation.

• $5,000: Del Norte Youth Football and Cheer, new equipment and uniforms

• $4,579: Mountain School PTO, outdoor protection area.

Coast Central also supports its communities through sponsorships and college scholarships for a $650,000 annually, and this CCCU employees will contribute over 6,000 hours in volunteerism.

Brookings and Endert Pools Working Together

The Fred Endert Pool will undergo two major projects that will interrupt service, closing the Crescent City pool for an anticipated 12 weeks. The Pool’s closure will effectuate December 2 and last through February, 2025.

The renovations include HVAC and Locker Room floor projects.

The Crescent City swimming Pool is the only public pool that operates during winter months in both Del Norte and Curry counties.

Brookings does have a public outdoor pool that is open during the summer (Memorial Day through Labor Day).

Recently, the City of Brookings turned over pool management to South Coast Community Acquatics (SCCA). Many Curry County residents use the Fred Endert Pool during the winter months; that option will not be available, this Winter.

SCCA approached Crescent City staff to consider the possibility of a partner-

ship to open the Brookings pool for the winter months.

• SCCA would be responsible for all facility-related costs, including utilities, electricity, propane, chemicals, supplies, insurance and facilities equipment maintenance.

• Crescent City would provide the lifeguards and supervisory staff for program operation and bear the cost.

Pool program would include a limited schedule, mutually agreed upon between Crescent City and SCCA. Morning and afternoon sessions Monday-Saturday are anticipated.

Swimming, Exercise, Recreational swimming and times for swim team training and the possibility of swim lessons may be included.

SCCA has committed to keep the outdoor pool heated at 83 degrees.

The City estimates the costs of the three month Program will be an approximately $10,000-to a high of $18,000 to $28,000. The proposed agreement calls for a 50/50 revenue split.

Councilors expressed their enthusiastic support as final details are worked out.

The thin blue line between the States continues to fade.

- Fleet Vehicles: As a condition of Contract award, prior to Contract execution, Contractor shall submit copies of the valid CRCs for any fleet retained by the Contractor or any listed Subcontractor, for which any vehicles subject to the California Air Resources Board In-Use Off-Road Diesel Fueled Fleet Regulations, Section 2449(i), Title 12, California Code of Regulations, are used in the completion of the work included in the Contract.

by the most restrictive mandate. The term “employee”, “worker”, “state worker” or “state employee” in health and safety mandates includes contractor and subcontractor personnel. Costs associated with adhering to health and safety mandates are the responsibility of the Contractor. Contractor is responsible for the tracking and compliance of health and safety mandates and may be audited upon request.

Successful bidder shall furnish payment and performance bonds, each in the amount of 100 percent of the Contract price.

Prospective bidders must attend the mandatory pre bid site inspection tours October 29th and 30th 2024, at 9:00 A.M., at which time representatives of the State and prospective bidders shall meet at 1165 Maple Creek Road, Korbel, CA 95550. The tour of the sites begins with a project orientation meeting in Korbel on October 29th, 2024, and then proceed by escort to the first tower site at Big Lagoon, and then continue to the second tower site at Alder Conservation Camp. The tour will continue on October 30th, 2024, at which time representatives of the State and prospective bidders shall meet at 9:00 A.M. at the Pem-Mey Fuel Mart, 125 Ehlers Avenue, Klamath, CA 95548, and then proceed by escort to the third tower site at Rattlesnake Peak. The tour and pre-bid site inspection will conclude upon the return escort to Pem-Mey Fuel Mart. The State’s requirements for Disabled Veteran Business Enterprise (DVBE) participation and other Contract requirements will be presented.

Prime Contractors are encouraged to have their Key Administrator and DVBE office coordinator attend to receive this information and to have their questions answered. Attendance for the entire inspection on BOTH DAYS is required in order for bidders to be eligible to submit a bid.

Klamath River Chinook Reoccupying Historic Habitat

The California Department of Fish and Wildlife

(CDFW) reports all adult fall-run Chinook salmon and have occupying and spawning in newly accessible habitat behind the former dam locations on the Klamath River. These are the first observations of anadromous fish returning to California tributaries upstream of the former Iron Gate Dam, since 1961.

October 15, spawning full-fun Chinook were observed in Jenny Creek, a Klamath River tributary 4.3 miles upstream from the recently re-moved Iron Gate Dam. Iron Gate was the southernmost barrier of the four dams removed from The Klamath.

In addition to the returning fall-run Chinook,

an adult Pacific lamprey was observed swimming through CDFW’s fishermen counting station, in Jenny Creek, three weeks ago. One of the major goals of the Klamath River dam removal is to reestablish viable, wild, and self-sustaining populations of anadromous fish species for conservation, ecological benefits and to enhance Tribal, commercial and recreational fisheries. These returning adult salmon mark a major step toward reaching these goals.

CDFW’s post dam-removal management strategy is to mostly allow these ocean-going fish species to naturally recolonize the 420 miles of newly accessible habitat.

Ruth D. Wisecup, 84, of Crescent City, CA, passed away peacefully on October 14, 2024, at home surrounded by loved ones.

Ruth was born on September 2, 1940, in Pueblo, CO. She grew up in Colorado and graduated from Western State College of Colorado in 1963 with a Bachelor’s Degree in Biology. Ruth married her sweetheart, Morey, on July 5, 1968, and they shared 45 wonderful years together until his passing in 2013.

Affectionately known to most as Grandma Ruth, she worked as an instructional assistant in Sonoma Coun-

ty for 20 years, where she was known for her dedication and compassion. After moving to Crescent City in 2015, she became an active member of the local Foster Grandparent Program. She enjoyed gardening, volunteering, and spending time with her family. She was known for her kindness, generosity, and integrity.

Ruth is survived by her four children, three grandchildren, and two great-grandchildren. A memorial service will be held on November 9, 2024, at 1 p.m. at Cornerstone Assembly of God in Crescent City. In lieu

Pacific Power customers in California can expect to see a credit of $174.25 on their October electricity bill as part of the Golden State’s efforts to fight climate change. The California Climate Credit is a direct result of the State’s nation-leading Cap-and-Trade Program that requires polluters to pay for climate pollution.

The majority of Pacific Power’s proceeds are split evenly across each residential household and qualifying small business.
