A 52 year old Smith River woman, Shakiyla Bryant, was arrested by the California Highway Patrol and charged with Driving Under the Influence, Murder and Manslaughter for allegedly causing an accident that took the life of Winston Luttrell of Klamath Falls, 56. Luttrell was riding his motorcycle southbound on 101 ar Mouth of the Smith Road. The suspect has two prior DUI convictions. The incident took place, Monday evening, September 23 about 6:40 when, according to the CHP, Bryant made a left turn heading north from Mouth of the Smith Road to the 101, when Luttrell’s Harley slammed into Bryant’s Jeep Wrangler. The motorcycle attempted to brake but was unable to avoid the collision. The

CHP Release states alcohol was a factor in the arrest of Bryant. Traffic was diverted off 101 to Ocean View Drive for approximately three hours. Bryant made her first Court appearance in Del Norte Superior Court Thursday, September 26. Bryant is a Licensed Vocational Nurse(LVN) working locally in Del Norte County and is represented by Attorney David Cooper. In Thursday’s hearing the suspect was granted Own Recognizance(OR) no bail by Judge Robert Cochran. The Superior Court Judge implemented conditions suspect Bryant may not drive nor drink any alcohol. The arrest record for Bryant shows her blood alcohol level at the time of the accident was .18. The legal limit to operate a motor vehicle is .08.

Another Board of Supervisors meeting, another plea from the Sheriff, more excuses from the supervisors are offered, and the can gets kicked further down the road. Frustrating!

While the Sheriff was aware of the limits of the General Fund, his offer was restrained and candidly, a bit tame. The chances of his plan being successful remain marginal. Fewer positions to pay for, savings to increase salaries, all to keep what he has now. Very dubious. The response: Board attention to this matter to be postponed until further notice.

It is hard to grasp just what our Board of Supervisor is thinking. Comments from our blinkered Supervisors sounded as though it were children squabbling over an ice-cream bar in the sand box. Comment from the deaf, dumb

and blind Board: “We just gave the Sheriff’s Department a 30% raise a couple of years ago”. And now inflation has erased that gain. Who’d thought that was possible?

Economics 101 doesn’t appear to be high on the supervisors’ list of talents, but spending money on irrelevant employees and projects is. Fascinated by the prospect of spending $4 million on micro grid electrical service to the County to be used once every fifty years or so, garnered the Board’s undivided attention while the Sheriff’s contribution to the meeting barely elicited any attention at all.

Paying a law enforcement officer an hourly wage that is equivalent to that of an office assistant is disrespectful, and not generally a healthy way to keep deputies. Even the marginal increases suggested in the Sheriff’s plan are unlikely to be successful when another jurisdiction can afford to

pay significantly more. Not only does it make this miserly behavior by the Board a problem to keep deputies, but it makes it impossible to attract more experienced officers to laterally transfer to Del Norte County.

In the fall of 2021, the voters passed Measure R which was to correct the very real deficiencies at the Sheriff’s department. Since that time, the County has collected north of $6 million that was to be deployed by whatever means necessary to solve its problems. Since that time the Measure R money, what little of it spent for the Sheriff, consisted of vehicles, weapons, and not much else.

It is difficult to understand why the Board thought that this would solve the manpower shortage problem when the sheriff doesn’t have the personnel to place in new vehicles, nor officers to use the new weapons.

Since that point, the County has been sitting on $4 million of Measure R reserves, none of it currently allocated towards its most pressing problem: Insufficiently compensated Patrol and Correctional staff. While I make no pretense to have the intellect of a rocket scientist, my basic high school economics class would be telling me that law enforcement officers, particularly those with experience, are in high demand. If you cannot retain or attract vital talent for your community because you aren’t paying them what they are worth, it is past time to squeeze the budget and reduce other expenses until you can be competitive in the marketplace. While our local supervisors seem content to kick the can down the road, supervisors have no excuse whatsoever, when they can use the Measure R money to solve the Sheriff’s problem. $4 million dollars will go a long way to solve

compensation for the Sheriff’s employees before we no longer have any. Go big or stay home. Use some of the money to induce more experienced officers to come to Del Norte County as soon as possible. Other jurisdictions lure officers away from us… Turnabout is fair play. Then give everyone a reason to stay by keeping wages for the Sheriff’s department attractive. It’s not rocket science; it just means leadership recognizes what its primary task is to its community, safety and security. The Del Norte County Board of Supervisors has failed to deliver for far too long. One more thought and it’s a big one. Paying deputies enough money to buy a home will go a long way in embracing retention. When deputies are rooted and invested in the community, deputies are less inclined to transfer out to some big city Hell hole, where life is becoming unlivable.

Kamala Harris for President?

We will all shortly be receiving our mail in ballots for the upcoming election and we must understand our choices we are facing. I was your elected Sheriff for Del Norte County from 2002 to 2014 and saw first hand the destruction and corruption of the Department of Justice during my tenure. The Department of Justice was for decades the top law enforcement office in the State of California. They were a professional organization that provided valuable resources to small counties with regional crime labs, investigators with expertise to deal with major crimes. DOJ services were directed to criminal activity and fighting gangs and drugs by manning and funding taskforces throughout California.

Kamala Harris became the Attorney General of California in 2011 under Governor Jerry Brown and turned the Department of Justice from a focus fighting crime into a political weapon for the Democrat Government. Under her control they eliminated the Bureau of Narcotics Enforcement with over 400 agents which oversaw drug taskforces all over the State. The majority of the attorneys that prosecuted criminals were fired and the focus of the Department of Justice changed from crime to violations of regulations. The focus became filing law suits against companies and corporations in order to force settlements. Most of the settlements would not be publicly released by agreement. The strategy was

FINDINGS

Finding 1: Conditions in the jail such as mold. flooding toilets. and asbestos are a health hazard for both inmates and staff.

Response: Agree. The Board is committed to providing the necessary funding in each annual budget to address the issues related to an aging facility such as the County Jail. The Board has directed staff to prioritize all health and safety issues when determining projects for maintenance and capital improvements to County facilities. In addition, the Board has publicly identified the Jail as the top priority for capital improvement funding. The Board of Supervisors has also recently contracted with NM&R Architects/Engineers for the jail rehabilitation project design and bid documents. The rehabilitation project will also significantly improve the overall condition of

Response: Disagree partially. The Board of Supervisors approved six new full-time positions for the Jail staffing and specifically for this identified gap as was requested by the Sheriff in Fiscal Year 22-23. The staffing allocation for the Jail is not insufficient. However, the inability to hire and retain staff due to an insufficient labor market without question impacts employee and inmate safety.

Finding 3: Non-competitive compensation makes it difficult to recruit new staff.

Her disdain for those of us that served in law enforcement was evident during my terms in office. She was not pro-law enforcement and that has not changed, just look at her support for defunding the police, violent BLM rioters and the Border Patrol. She only believes in power and abusing it.

I URGE VOTERS TO NOT VOTE FOR KAMALA HARRIS FOR PRESIDENT

Here’s a very important add-on that he offered regarding the U.S Dollar. “If I’m elected President, we will have the world’s reserve currency in better shape and order, and every country will follow it. If they don’t. we will put tariffs on that country. And we won’t trade with that country.” Face it. Trump is a “Master Negotiator.” That has always been the secret of his success, rather than BIG GOVERNMENT MANIPULATION.

Response: Disagree partially. The Board of Supervisors recently contracted for a total compensation, benefits and organizational structural analysis, which will provide current market data for County positions, including those at the Jail. Until this information is available, the competitiveness of compensation is speculative. The Board also recently completed negotiations with the Del Norte County Sheriff’s Employee Associatlon, which resulted in wage increases for all represented employees, including the staff at the Jail. The negotiated increases are on the heels of range adjustments for Correctional Officers in FY 22-23 and wage increases approved through the previous

Response: Disagree partially. The Board recently completed negotiations with the Del Norte County Sheriff’s Employee Association (DNCSEA). Collective bargaining includes wages, benefits and working conditions for the employees represented by this bargain group. Proposal submitted by DNCSEA were considered and negotiated in good faith and an agreement was reached in March of this year (2024). In response to the competitive compensation, the Board has approved range adjustments and Wage increases several times over the past four years.

Finding 5: The position and size of mirrors and monitors in the control pod create blind spots for staff and present a security risk for both inmates and staff.

Response: Agree. The Board has directed staff to prioritize all health and safety issues when determining projects for maintenance and capital improvements to County facilities. Consistent with each fiscal year’s budget, the Board has prioritized the Jail for capital Improvement funding that is available in the FY 24-25 County Budget.

Finding 6: Broken Windows create visibility problems.

Response: Agree. The Board has directed staff to prioritize all health and safety issues when determining projects for maintenance and capital improvements to County facilities. Consistent with each fiscal year’s budget, the Board has prioritized the Jail for capital improvement funding that is available in the FY 24-25 County Budget.

Finding 7: Unsecured inmate records are at risk for access.

Response: It is understood that the Sheriff has addressed/ resolved this finding. The Board will provide the budgetary support to address this issue as needed.

RECOMMENDATIONS

Recommendation 1: One factor in losing staff has been that newly hired graduates stay a year and then leave for jobs elsewhere. Offer Incentives such as paying a percentage of student debt each year beyond the first year of service.

Response: Noted and further analysis. The Board of Supervisors and the Sheriffs Employee Association will consider negotiating incentives for staff to address this recommendation to

potentially improve staff retention. In addition, the Board has recently contracted for the completion of a compensation and benefits analysis.

Recommendation 2: Ensure USDA Rural Development Community Facilities Projects grants for jail improvements are applied for and followed up on.

Response: Being implemented. Project is already in progress. County Administration has been working closdy with our Project Manager (PM), our partners and representatives at USDA Rural Development for the $3.08M Community Facilities Project grant received by the County, as well as the contracted architects and engineers. The USDA representatives visited the site on July 15, 2024 and did a complete walk through of the project area. The County Board Of Supervisors has approved an agreement with the design architects to complete the design of the grant funded project. The County is committed to making the most of this grant and will ensure that the improvements are carried out effectively and in line with the goals set by the Board.

The Del Norte County Board of Supervisors concluded its 14 day public hearing for the 2024/25 Fiscal Year Budget for the General County and Special District Budgets.

The Final Budget for the Fiscal year is $242.6 million, an increase over last year, $45.8 million General Fund (discretionary spending), a slight decrease over last year and carry over of $6.8 million unused from last year’s Budget.

The adopted Budget is retroactive to July 1, 2024.

The primary source of revenue for County General Fund services (Public Safety- Sheriff/ Jail/ Coroner, Probation/ Reentry, Public Defender, District Attorney), Community Development( CDD Admin, Planning, Building Inspection, Environmental Health, Code Enforcement, Assessor, Auditor/ Controller, Treasurer/ Tax Collector,

Clerk/ Recorder/ Elections, Agriculture Commissioner/ Weights and Measures, Animal Servi es, Building Maintenance and Parks, Information Technology, Administration (including Human Resources, Risk Management, Recreation, Veterans Services and County Counsel) are realized from property tax, sales tax, property tax in lieu of vehicle license fees and transient occupancy tax.

Del Norte receives 1 percent of sales tax in the County.

Measure R was the 1 percent sales tax passed in 2020 from 7.25 to 8.25 percent. The 1 percent difference translates to a 12.2 percent increase in sales tax revenue. Funds collected from Measure R totaled just under $2 million, last year. Currently, there are reserves of about $4 million. The seven member Measure R Oversight Committee makes recommendations to the Board, which ultimately allocates the funding.

Steven said Kamome will continue to concentrate on cultural exchanges between Rikuzentaka and Del Norte High School students, support of the Kamome Festival and continuing on-going exchanges with community members, professional development, student education and development and women’s empowerment; a true Basket of Love.

Crescent City Pump Track Officially Opens

Crescent City is poised to inaugurate the Pump Track era at Beach Front Park.

What exactly is a Pump Track?

According to the American Ramp Company, a pump track is a course for wheeled sports equipment, when ridden properly, does not require pedaling or pushing, but a “pumping” action to maintain momentum. It’s definitely a developed skill.

The Ribbon Cutting Ceremony is Saturday, October 12 at Noon. The new Pump Track is located off Front Street, on the far west end of the park.

Not surprisingly, kids have been flocking to and showing up at the new course with their bikes and skateboards, over the last several weeks, “checking out the track,” anxiously waiting for Crescent City to officially open the Park. The new asphalt track has added additional landscaping which delayed the Opening.

All Pump tracks are unique. No two tracks are alike.

The Crescent City Park sports the following features:

• 1800 square feet course.

• Track has a main circuit and alternate jump line.

• Features a first of kind on the United States, a double sided wall ride.

• The Crescent City track meets the parameters to be a UCI-sanctioned pump track racing course.

On the evening of September 2, Jews throughout the world gathered to observed the Jewish New Year and ten “days of awe” leading to the last day of the New Year rituals October 11th and 12th. The calendar was first created in the year 550 C.E. by Jewish scholars. It has been followed ever since.

All religions teach the power of forgiveness: acts of seeking forgiveness for the wrongs we have done others and forgiving others for their harmful actions against us. Jews annually enact specific rituals seeking those we have wronged and receiving those who have wronged us during these “High Holy Days.” This is not easy, that is why the rabbis gave us 10 days to have the courage to embrace the path of forgiveness. According to this tradition, which has endured for more than 1500 years, God keeps a book recording wrongs we have

done others and those done against us. If we have not genuinely made the effort to forgive and to seek forgiveness, our names will be written down in this book and God will decree who shall continue to live and who shall die based upon our actions in this regard.

Prior to sundown on the evening of October 11th, the cantor will chant the Kol Nidre prayer. The haunting and beautiful melody of this chant is from between the 11th century and 15th century C.E. It is a prayer seeking forgiviness for promises which we have not been able to keep during the past year.

As I wrote in the beginning of this article, the first day of holy days began with Rosh HaShannah a day often referred to as the “Birthday of the World.” It would be wonderful if we could all start the new year with clean slates and the optimism of a better year to come.

restructuring would raise salaries and hopefully hire and retain vital staff.

Presently, there are 10 vacancies in Patrol, according to Scott who lamented, “… it can take as long as 18 months before we can put a Deputy on the streets. The process is tedious and painfully slow.” An entry level Deputy now starts at $26.61 per hour. With the freezing of the three vacancies will raise the hourly rate to $30.81. The rate for a Sergeant would raise from $34.82 to $40.34 per hour.

On the Corrections side, entry level would rise from $22.72 to $25.04. A Sergeant position in Corrections would raise from $28.29 to $31.20, respectively.

Scott gently reminded supervisors the Sheriff is Constitutionally-mandated

to operate the Jail. The Sheriff stated he’s deluged with calls from the public for more “…boots on the ground.” In a follow up conversation with The Triplicate, Scott shared the dilemma he sees facing the Department. “I’ll need to pull more deputies off patrol and cover Corrections and Court bailiff needs. I’m mandated to cover these areas.” Reaction from the public was profound. Public Speaker Sam Strait exclaimed, “Board, Are you listening?” (while addressing the supervisors). Strait continued, “It is astounding you (supervisors) do not understand the issue of having an unsafe community. It astounds me you equate additional funding for Animal Control, Department of Human Resources, Community Development from Measure R funds. I voted for 100 percent of the Measure R tax increase to be direct-

ed to… more boots on the street.”

Public Speaker Chris Hughey, a retired CDCR corrections officer also expressed his disappointment deputies were so poorly compensated. “…maybe if you paid our deputies more money, they could buy a home and not be so quick to transfer to other police agencies around the State.” Sheriff Scott says he plans to return to the Board in the immediate future to explain on how his Department can attract more experienced lateral transfers to Del Norte. With a motion from Valerie Starkey and second from Darrin Short to freeze three patrol vacancies, the Board voted 5-0 to study the impact of these salary increases.

Michael J. Muldoon

10/27/1943 – 9/6/2024

Michael John Muldoon was born on October 27, 1943, to John (Jack) and Elizabeth Muldoon in Oxnard, CA. On September 6, 2024, he passed away at home surrounded by family and friends.

Mike was the great-grandchild of John and Mary Caroline Donlon. John was an early settler of the Oxnard Plain. Mike was a 3rd generation Californian who enjoyed an idyllic childhood in an agricultural community made up mainly of ranchers. He also enjoyed a special relationship with his paternal grandfather, B.R. Muldoon. Together, they spent a lot of time hunting and fishing.

While attending Santa Paula High School, he had the most important experience of his life. Mike met a girl named Mary Janette Bucknell. They would be together for 64 years. After graduating high school in 1961, Mike attended Ventura Junior College before moving to Humboldt County to attend Humboldt State College. He graduated in 1968 with a degree in Geography.

In 1966, Mike got lucky and married Mary Janette ‘Netty’. In 1969, their first

son, Patrick was born. In August of 1970, Mike moved the family to Crescent City where he took a job teaching History at Del Norte High. In late 1970, their second son, Matthew was born. After meeting this child, Mike proclaimed, “We can’t do better than this.” and they stopped having children. Mike taught at Del Norte High until 1980 when he moved to Sunset High School. More than anything, he enjoyed working with at-risk students. ‘Mr. Muldoon’ had an amazing ability to make connections with students and motivate them. The motivation did not always need to be academic, sometimes just the right words of advice for someone to better understand their self-worth. He even used to make home visits to sit down with parents and students to increase communication and create a better plan for the student. He ‘retired’ in 2004 but continued working with students for a few more years at his own pace. Not surprisingly, both of his sons became teachers. OBITUARY

the early 60’s, he met a man named Bill Stover who taught him gunsmithing. This love of guns lasted his entire life. There were many friends throughout his life that either had their gun fixed or were taught how to reload in his garage. Mike bought or sold or traded hundreds of guns throughout the years. He even sold some guns to raise the down payment for the house on Jaccard St. in 1975.

Another hobby of Mike’s was fly-fishing. Over the years, he owned a few jet boats to go up and down the Klamath River. His favorite boat was a Knudsen Craft. During the 80’s, he was a fishing guide on the Klamath. His family spent a lot of quality time on the river, spending days at Blue Creek and often stopping at Steelhead Lodge for dinner on the way home. In addition to guiding, he built many fly rods for family and friends. He also taught his sons to tie flies at a young age. Not surprisingly, both of his sons fly fish.

No story of Mike’s life would be complete without talking about his 30+ year love affair with a little place called Big Flat. Mike and Janette bought 11 acres on

Jones Creek in 1990 and spent the next few decades transforming the property into a destination for family and friends. Many happy memories were made in Big Flat including the time Mike rode his son’s bike down the hill and the gravel road was so jarring that his sweats fell down and for 75 feet his family had to see part of his birthday suit.

Having taught Civics for years, serving his community was important to Mike. He was part of several committees and non-profits over the years, including the Juvenile Justice commission and most recently the Planning commission. Of late, he was interested in starting a program to help the county’s youth with mental health issues.

Mike was preceded in death by his father, John Muldoon, his mother Elizabeth Muldoon Brinley and stepfather Finley Brinley, his in-laws Chuck and Mary Bucknell and his younger brother Timothy.

Mike is survived by his wife of 58 years, Mary Janette ‘Netty’. He is also survived by his sons Patrick (Carrie) and Matthew (Susan). He leaves behind five beloved grandchildren:
