Pacific Seafoods: More News On Its Exit

The City of Crescent City bids Good Luck and farewell with a Special Commendation Certificate to Police Sergeant Jennifer Owen as she joins the Del Norte Sheriff's Depart-

Last week, Pacific Seafoods (PS) requested a public correction in The Triplicate regarding the reason for Pacific's Exit from the Crescent City Harbor. It seems The Triplicate was mistaken when the Paper reported PS pulled out due to onerous Government regulations specifically directed against the State's Environmental Protection Agency. PS attributed its exit to declining ice sales from commercial fishermen. Without comment, The Triplicate proffered the apology, last week…but is there’s more to this story than meet the eye.

Harbormaster Mike Rademaker thinks there is more to onerous over-government. Though regretful, Pacific Seafoods has decided to vacate the Harbor due to its declining ice sales, the Harbormaster believes the public has the right to know

the entire story and encourages The Triplicate to “keep digging.” Certainly, most folks would agree Sacramento has on many occasions, overreached on excessive government. There is no doubt environmental regulations have contributed to the decline of the fishing industry and subsequent reduction in the demand for commercial ice. These regulatory burdens facing commercial fishermen are profound. Regulatory restrictions have shut down rockfish, lingcod, salmon and other fisheries, according to Rademaker. Despite pleas from Del Norte commercial fisherman that our waters are NOT over-fished, agencies which oversee regulations are skeptical of these pleas. “This incongruence can be explained by the inaccuracy of computer data models used to justify fishery closures and restrictions,” says the Harbormaster. Guest Column Environmental Hysterics say Bulb Farmers Poison Smith River

opinion by samuel strait

It is not often that the Board of Supervisors chamber is filled to capacity, especially when it’s not the County employees complaining about not being paid enough. October 22nd, the Board Chamber was not only filled with County employees, but the environmental whackos of the County were present, too.

It should not be a surprise that the County’s employees were all about more money, while the environmental maniacs circulated another claim the lily bulb farmers are the latest in the blame game of poisoning the air and water in the Smith River estuary. Where’s Grant Werschkull when you need him?

It couldn’t have been more than six months ago, that it was the hundred-yearold mine tailings in the head waters of the Smith River that were the problem. The Smith River Alliance and the US Forest Service teamed up to make the claim that

the century old mines had left copper and other heavy metals to leach into the creeks that fed the Smith River. These contaminants were claimed to have poisoned the drinking water used to feed the Smith River Community’s water supply. This turned out not to be the case. Oh, really you don’t say?

Prior to the bulb farmers and the mine tailings, it was the Westbrook dairy farm and the proposed safety improvements on Highway 199. The problem was, that no contaminants were found in the Smith River watershed each and every time the claim was made. Makes one wonder who the next victim will be.

What caused all the excitement in the first place was a presentation by the North Coast Regional Water Quality Control Board’s Brenna Sullivan regarding the Smith River CEQA Lily Bulb Order. In plain language, it’s the Water Board’s effort to regulate lily bulb farmers use of water and the possible contaminants it

Air and Water

may contain. While there was concern about the two-year time frame necessary to construct the plan, Sullivan went on to state that voluntary efforts by the bulb growers had significantly reduced fears there was any water contamination. For decades the water which feeds both the Smith River and Crescent City have been tested for all manner of contaminates and shown to be more than fit to drink. In each of the afore-mentioned cases, there was immediate concern by the Board as if there was no mechanism for monitoring the County’s drinking water. As to the derangement of those telling tales of all manner of negative health concerns, one can only wonder if they are under the same state of delusion that certain members of the Board of Supervisors find themselves within.

“Get the Agriculture Commissioner on it,” exclaimed Supervisor Valerie Starkey, essentially accepting the conga line of victims’ testimony as valid. What in the

world about the Smith River water that elicits all manner of consternation when it has been pronounced repeatedly that it is perfectly safe to drink. Why can’t those spinning tales of difficulty breathing, skin rashes, headaches, poisoned water or even the big “C” not understand that it is very likely something else that is causing their collective ailments and leave the few remaining lily bulb farmers alone. It seems that for years it has become the sole task of the varied environmental groups that focus on the Smith River to find fault with any sort of activity near or in the waters of the Smith. Critics clearly have no understanding air and water in the State of California are so heavily regulated and monitored that very little is left to be concerned about. Not that this group is listening, but once again, when will the environmental maniacs frequent the Flynn Center again and share their health woes? And who will be “poisoned” next? Ridiculous!

Crescent City Fire and Protection Achieves Esteemed Recognition

The

CCFR recently participated in updating and reassessing the CCFR ISO rating. The evaluating office grades various cat-

egories of a community’s fire service and gives each a rating from 1-10 (the highest achievable score being a Class 1).

CCFR’s rating was a Class 4, quite respectable for an all volunteer department.

Fire Chief Kevin Carey announced at the City Council meeting Tuesday night, the Crescent City Fire and Rescue has now achieved an ISO Class 2 rating.

The Chief said that out of approximately 30,000 Fire departments across the USA, just seven percent of all departments are rated ISO Class 2. Chief Carey expressed his thanks and gratitude to the three new captains and the volunteers for this lofty accomplishment. ISO ratings have traditionally played a role in local and regional insurance policy rates to both businesses and residents. Councilors congratulated Chief Carey and his Department for this esteemed accomplishment.

The Harbormaster continued, “Since the ice plant was built in 1986, misguided regulatory changes have profoundly affected our fishing fleet and reduced demand for ice.

A combination of fishery restrictions, closures and environmental regulations on fish processing has decreased our local fishing fleet by 75 percent. California’s stringent requirements- such as those covering ammonia-based ice plants- only add to these challenges making

it increasingly difficult to sustain viable fishing operations, compared to neighboring Oregon. Our shrinking fishing fleet is one example of business being driven out of California due to burdensome regulations.” Harbormaster Rademaker looks forward to collaborating with fishermen, government and community stakeholders to create a balanced (and fair) regulatory framework that supports environmental health and economic viability of the commercial fishing fleet. The path seems to be clear: the newly-seated Crescent City Harbor Commission will consider accessing its commercial ice needs from the Beaver State and Brookings Harbor. In the meantime, The Triplicate will keep digging.

Commercial Dungeness Crab Season Is Delayed

Photo: photo provided by Department of Fish and Wildlife, cutline: high levels of Demoic Acid in Dungeness Crab cause delay in season opening

The commercial Dungeness crab season has been delayed by the California Department of Fish and Wildlife, from its scheduled start in January. The delay is attributed to the unusually high levels of Demoic Acid in sample testing of the Crab.

Crescent City and Del Norte County are located in Zone 1, from the State line though the Sonoma/ Mendocino County line.

In Zones 3 and 4, crabbing will remain restricted but for a different reason: the presence of humpback whales and possible

entanglement issues pose a danger to the sea mammals heading south. Recreational take of Dungeness crab by other methods, including hoop Nets and crab stairs, is not affected by the temporary trap restriction in these areas. Traps cannot be used south of Point Arguello. In addition, a Fleet Advisory has been issued for all fishing zones for the recreational fishery.

The commercial Dungeness crab fishery was scheduled to open November 15, in Zones 3,4,5 and 6 but has been delayed due to the high abundance of humpback whales and subsequent entanglement issues. The next risk assessment is set for December 1.

Crescent City harbor finds

ations at Crescent City’s harbor. But the port has plans to keep fishers afloat.

This month, Oregon-based Pacific Choice Seafoods left their ice plant operations in Del Norte County’s Harbor District, leaving fishers worried about how they’d get crucial ice to cool their catch for winter’s crab season.

“With fewer vessels buying ice, the operations were no longer economically viable,” said Pacific Choice Seafoods director of communications Lacy Ogan.

Although Ogan said environmental regulations had no impact on the decision, Harbormaster Mike Rademaker noted regulatory costs around the plant’s ammonia-based freezing process are significant.

“That plant... can do maybe 100 tons a day. And unfortunately, the fishing fleet’s been declining over the decades,” said Rademaker. “That plant was constructed in 1986 and it was a completely different proposition back then.”

He said that without ice, there’s a risk of fishermen unloading at another port. Some fishers warned him the harbor could lose 30% of its fleet to another location.

Josh Mims with the Del Norte and Tribal Lands Community Food Council said that ice is crucial for the commercial fleet of around 65 boats.

“Our fishing fleet first relies on ice for our live crab,” said Mims. “So the crabs that are sold to the live market, they ice them down so they go dormant [and] they don’t tear each other apart during the shipping process.”

But, according to Harbormaster Mike Rademaker, the district has found at

least a short-term solution. The plan is to truck ice from Brookings, Oregon, around 25 miles away, in time for crabbing season which is expected to start around Jan.1.

“I’m very confident

that we’ll have ice for the upcoming fishing season, one way or another,”

Dams Removed, Salmon Return

Happening much sooner than expected, Salmon have returned to the Klamath Basin, after a century's absence.

The removal of the four dams along the upper Klamath is the largest removal in U.S. History. The goals of this Herculean effort were to support evolution fish passage and other species past the former dam sites and to improve water quality.

Last week, experts and partners from the

Klamath River Renewal Corporation( KRRC), the Tribes, non-profit government agencies and other public agencies hosted a webinar on monitoring fish returns post-Klamath dam removal.

Hope you’ll pardon the phrase, the collaborative report went “swimmingly” well.”

A yellow-ragged Chinook was observed in the upper Klamath basin, far past the dams, in Oregon. In mid-October a full-run Chinook salmon was identified by the Oregon Dept. of Fish and Wildlife, above

the recently-demolished J.C. Boyle Dam. The lucky Chinook was the first fish to return to the Klamath basin since 1912.

The Chinook may have traveled some 225 miles from the Pacific to reach the Klamath tributary. The reality of Chinook, Coho, Pacific Lamprey and Steelhead Trout follows a twenty year advocacy in successfully removing the dams and opening up the river for unfettered access from the Pacific and the entire length of The Klamath.

Proposition 65 Public Warning

The Safe Drinking Water and Toxic Enforcement Act of 1986, commonly referred to as Proposition 65, requires the governor to publish a list of chemicals “known to the State of California” to cause cancer, birth defects or other reproductive harm. It also requires California businesses to warn the public quarterly of potential exposures to these chemicals that result from their operations.

Providing safe and reliable service to all of our customers is a top priority for Pacific Power, and we want you to be aware of these substances so that you can reduce possible exposure.

Pacific Power uses chemicals in our operations that are “known to the State of California” to cause cancer, birth defects or other reproductive harm. Pacific Power uses materials, such as treated wooden utility poles, that contain chemicals “known to the State of California” to cause cancer, birth defects or other reproductive harm. Pacific Power provides proper care when handling all our operational materials. However, if you are at or near one of our facilities, you may be exposed to substances on the State of California’s list of substances known to cause cancer, birth defects or other reproductive harm.
