Harbor District Awarded Grant to Replace Citizens’ Dock

The Crescent City Harbor District (CCHD) announces an $8 million award from the U.S Dept. of Transportation Maritime Administration (MARAD) to completely replace Citizens’ Dock- a cornerstone of Crescent City’s commercial fishing industry and local economy. The funding, secured through MARAD’S Port Infrastructure Development Program (PIDP) will enable CCHD to replace the deteriorating 1950s-era dock, which is at risk of failure, even while in remains vital for seafood unloading and intermediate transportation. The new Dock will incorporate weather-resistant materials, state-of-the art hosts, enhanced public viewing platforms and modern equipment designed to support the local fishing fleet and seafood-related businesses. Additionally, the new dock will improve accessibility for large trucks, forklifts and vessels, enhancing supply chain efficiency.

CCHD Harbormaster Mike Rademaker acknowledged the teamwork and collaboration behind the grant. “The grant is a testament to the hard work of our team and the unwavering support of our community and partners. I would like to expend special thanks to our grant writers, Mike Bahr and Aislene Delane, with

Community Solutions,” beamed CEO Rademaker. Congressman Jared Huffman played a pivotal role in securing the funding. Huffman stated, “It’s terrific that DOT’s Maritime Administration understands the need

for important infrastructure improvements in the Crescent City Harbor. These funds will help modernize the port and improve safety, accessibility and resilience in the face of future tsunamis, floods and sea-level rise.

The Citizens’ Dock Replacement Project is part of the Harbor’s broader transformation into a resilient, economically vibrant port. With a total cost of $10 million, including $2 million in State and local matching funds,

Smith River Woman to be Arraigned on DUI, Murder and Manslaughter Charges

52 year old Shakiyla Bryant waived her right to a Preliminary Hearing Monday, November 18th. The Hearing involved the death of Winston Luttrell, 56. Bryant was charged with Murder, Gross Vehicular Manslaughter and Driving Under the Influence, while operating her

2018 Jeep Wrangler. According to the CHP, Bryant made a left turn from Mouth of the Smith Rd onto Highway 101 within Luttrell’s path of travel. Monday early evening, September 23. Luttrell was riding his 1997 Harley Davidson motorcycle southbound on 101 when he was unable to stop, slamming into Bryant’s jeep. He was pronounced

deceased at the scene. The CHP conducted a breathalyzer test on Bryant who blew a .18. The legal limit to drink alcohol and drive is .08.

After waiving her right to the preliminary hearing, the arraignment of the suspect was scheduled. Suspect will be back in court, Wednesday, December 11th at 8:30AM in Department 1.

Newsom Convenes Special Session to Protect California Values

What are California’s Values?

Gov. Gavin Newsom plans to discuss those Values when he convenes a Special Session of the Legislature December 2 at the Capitol, to address the Assembly and Senate on protecting California Values. Gov. Newsom underscores these Values are at risk, since the election of Donald J.Trump as the 47th President of the United States. The Proclamation will focus on bolstering California’s legal resources to protect

• Civil Rights

• Reproductive Freedom

• Climate Action

• Immigrants Families in the face of an incoming Trump Administration.

This is the first of several actions promised by the Newsom Admin-

istration, in partnership with the Legislature, as the Govenor begins... in his words, “shoring up California’s defenses against an incoming Federal Administration that has threatened the State on multiple fronts.” Newsom continued, “The freedoms we hold dear in California are under attack- and we won’t sit idle. California has faced this challenge before- and we know how to respond. We are prepared and we will do everything necessary to ensure Californians have the support and resources they need to thrive.”

The Govenor’s warning was not necessarily embraced by Del Norte County. President Trump prevailed over vanquished candidate Kamala Harris by nearly a 3-2 margin.

Board of Supervisors Chairman Dean Wilson, speaking independently,

stated the following:

“Gov. Newsom’s special session to resist the results of the election shows a true lack of understanding the election. Almost 45 percent of the (Del Norte) electorate voted for Trump, over 75 percent passed Prop 36 wanting to hold criminals accountable for their crimes, drug offenders to be forced into treatment. The Governor has ruined our California education system which was once the best in our Nation, devolving to 34th (in State Reading and Math scores). The price of housing, rent, food and fuel have made California too expensive for most minimum wage earners.” Wilson continued, “Gov. Newsom’s failure to understand the majority of Americans want change and do not want California to waste tax revenue fighting the Trump Administration.

We want the State to focus on lowering our costs, increasing energy development, improving our infrastructure and restoring law and order. Californians (Del Norters) do not want to spend our taxes on illegal

immigrants and resisting Federal deportation of criminals. The more the Democrat Party in control fails to recognize the winds of change blowing, Newsom will drive more and more voters towards the Republican Party.”

the new project builds on existing projects, such as replacement of the Harbor’s seawall, through the 2022 MARAD PIDP grant. Planning on the Citizens’ Dock Project begins immediately.

Supervisor Starkey pleads

Opinion by Samuel Strait

Inaccuracies, Madam Supervisor?

It was certainly very clear that our current Del Norte County Board of Supervisors (BOS) just doesn’t get it. In this country representatives are meant to faithfully represent their constituents’ best interests and submerge their personal agendas in favor of the welfare of those they serve: The safety and security of the citizens of Del Norte County. Total failure so far.

Not surprised!

At the BOS last meeting, that sacred promise made by all elected to office was cast aside in overgenerous, preferential treatment of the County’s unelected. The BOS can’t seem to give Sheriff deputies a reasonable few dollars raise per hour which will allow the deputies to stay employed by the Sheriff Dept.yet the Board is perfectly comfortable giving the County’s highly paid unelected Department heads, confidential staff, Deputy Branch Directors, and assorted other elites a 5% raise which amounts to thousands of extra dollars in their pay checks. Still not surprised.

This is what this BOS is all about. The BOS gave (4-0) the already well compensated county counsel a promotion and raise, committed thousands of dollars to create a new department of economic development, bought a new vehicle for the County’s IT department, spent nearly four hundred thousand dollars paving parking lots, hired a high dollar building inspector, a planner, and a grant

writer, but can’t commit to paying the sheriff’s patrol deputies a wage that would allow them to work and live in Del Norte County past when they will be seeking a higher paying jurisdiction.

Leading the government complaint section, Supervisor “Big Government spender” Valerie Starkey, “Inaccuracies” exclaimed the ramped-up supervisor. When pointedly asked to explain herself, the silence was deafening. We have given the sheriff’s deputies a 44% raise over the past few years snarked Supervisor “Traveling Man” Chris Howard. I suspect that mathematics is not Supervisor Howard’s strong suit. A 44% raise over the past few years barely keeps up with inflation. It would also mean deputies were being paid previously a couple of dollars more per hour than the local burger flipper at Burger King.

Real Special! I can’t comment on the whining of Supervisor’s “inaccuracies” comment because her explanations, if she has any, are hidden behind Close Door Session where the public is denied access or comment for that matter. Perhaps she would like to take up her concerns with the State of California, the Sheriff’s association or the half dozen or more news reports and other watch dogs’ releases, where the information exposing the BOS’s failures can be found.

Suffice it is to say, both Supervisor Howard, and Supervisor Starkey have a lot of explaining to do. The whole BOS, for that matter doesn’t appear to understand

what its role is as the County’s representatives. The BOS is not meant to hold our hand all through life. The BOS is meant to provide only the most basic services beyond the supervisors primary duty for the safety and security of its citizens.

We are constantly being referred to as a “poor County”, yet this Board spends money like there is no end to it. The Board and particularly Supervisor Starkey, appear clueless as to what is important and what is not. Supervisor Starkey seems unable to free herself from thirty years shackled to government in order to fully comprehend that her agenda is not rural Del Norte County’s agenda. Our needs have to be much more modest.

Whatever Supervisor Starkey meant by “misinformation” or inaccuracies during the recent BOS meeting has not aged well. To cast aspersion on members of the Public without explaining herself is not a quality of leadership.

I heard somewhere that to pick a fight with someone who buys ink by the barrel is not the wisest thing to do. Perhaps the Supervisor should either learn that lesson or become a much better and quieter leader in this community. So far all we have seen is her agenda, and not that of a supervisor representing 5,000 of her District’s citizens in a poor rural County of 26,000. So, get a grip Supervisor Starkey or be better able to explain yourself, if you can.

Marilyn Sue Plaisted McLaughlin

Heaven needed another Angel - Marilyn Sue Plaisted McLaughlin went to be with her Savior in Glory on November 8, 2024. She was born in Garberville and moved to Del Norte County when she was an infant. After graduating from Del Norte High School in 1961, she married her sweetheart, Jim McLaughlin, in July of the same year. They were blessed with more than 63 years of marriage. She was very proud of her three daughters; Barbara, Deanna, and Shannon and her five grandchildren; Amber, Jenna, Nathan, Morgan and Colton.

She was a homemaker, while raising her daughters, and supplemented the family income as an Amway, Avon and Tupperware representative. There

was no time for idleness in her daily life. She created not only beautiful, but delicious cakes for weddings and other special occasions. She taught cake decorating to youth in the local 4-H Club as well as adult classes for the Wilton Company at the local Coast to Coast Hardware store. She was involved in numerous community activities, serving as the President of The Emblem Club, one of the founding board members of the St. George Reef Lighthouse Preservation Society, lifelong member of the Ft. Dick Grange and member of Four-Square Church, faithfully attending the ladies Bible study group (The Lioness’ Rising).

When she had finished raising her daughters, she went to work for the Del

Norte County Senior Center. After a number of years working there, she transitioned to Seaside Hospital, which later became Sutter Coast Hospital. She retired in April of 2016, after 25 years of employment.

Marilyn enjoyed cultivating beautiful flowers in her yard, oil painting, toll painting, cooking, baking, and crafting. She provided a loving home for many rescued animals throughout the years.

Marilyn will be dearly missed by her family and those who loved her. In keeping with the theme of her bible study ladies, like “The Lioness” Marilyn has risen to Heaven to join the Saints in Glory. Services were held at the Foursquare Gospel Church on Saturday, November 23, 2024.

Artists In-Residence introduced to Del Norte

Two very talented artists In-Residence were introduced to Crescent City at the Cultural Center, Wednesday night.

The Redwood Parks Conservancy introduced Janine Mapurunga, a documentary photogra-

pher from Sacramento and Maureen McGarry, a watercolor artist from Arcata.

Mapurunga’s specialty is the camera. “I look for moments that are unmistakably human, these universal emotions we can all

relate to. I’m interested in that which is easily felt but very difficult to portray, the aliveness and human spirit,” says Mapurunga.

McGarry is a watercolor specialist extraordinaire inspired by the natural world. McGarry hopes to

use her superb talents to add a certain depth and perspective to her art.

Both will spend several weeks in Parks-provided housing within the National and State Parks to pursue their particular art form, surrounded by the awe-inspir-

ing landscape of the Park.

The National Park Service, California State Parks and Redwood Parks Conservancy have collaborated to sponsor the Artist-In-Residence program.

During the residency, the artist will be given am-

ple time and opportunities to find inspiration throughout the Park.

As part of the program, the artist will be expected to provide at least one public presentation. Besides housing, a stipend of up to $5000 is provided.

To all heirs, beneficiaries, creditors, contingent creditors, and persons who may otherwise be interested in the will or estate, or both, of: NORBERT A. DANTZMAN AKA TONY A. DANTZMAN

A Petition for Probate has been filed by: DAVID A. DANTZMAN, in the Superior Court of California, County of: Del Norte.

The petition for probate requests that: DAVID A. DANTZMAN be appointed as personal representative to administer the estate of the decedent.

The petition requests the decedent’s will and codicils, if any, to be admitted to probate. The will and any codicils are available for examination in the file kept by the court. The petition requests authority to administer the estate under the Independent Administration of Estates Act. (This Authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) The independent administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority.

A hearing on the petition will be held in this court as follows:

Date: December 6, 2024

Time: 10:00am Dept.: 2

Address of the Court: 450 H Street, Crescent City, CA 95531

If you object to the granting of the petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney.

If you are a creditor or a contingent creditor of the decedent, you must file your claim with the court and mail a copy to the personal representative appointed by the court within the later of either (1) four months from the date of first issuance of letters to a general personal representative, as defined in section 58(b) of the California Probate Code, or (2) 60 days from the date of mailing or personal delivery to you of a notice under section 9052 of the California Probate Code. Other California statutes and legal authority may affect your rights as a creditor. You may want to consult with an attorney knowledgeable in California law. You may examine the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250. NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER:

The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (844) 477-7869 or visit this Internet Web site www.STOXPOSTING. com, using the file number assigned to this case 2431206. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale. For sales conducted after January 1, 2021: NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call (844) 477-7869, or visit this internet website www. STOXPOSTING.com, using the file number assigned to this case 24-31206 to find the date on which the trustee’s sale was held, the amount of the last

and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. Last month, Councilors provided initial feedback and directed staff to perform additional outreach regarding design of the Gateway Monu-

ments. A City Survey on community input has just been completed. The results of the Survey will be shared at the December 2nd Council Meeting . The City is up against the clock. Clean California mandates all permits to Cal Trans and Coastal Development must be completed by February 2025 and the vast majority of the work can be completed during the good weather months, next year.
