Camilla Randall was a flower child, in every sense of the

word. Camilla’s aunt owned a flower shop in Ashland and the precocious 18 year old would often travel from Jackson county to visit friends in Del Norte and Sonoma County. Her route meandered along the 199. Camilla’s mode of traveling often utilized the use of her right thumb; she was a hitchhiker. October 30, 1994 marked the 30th anniversary, the Del Norte Sheriff found her remains in a gully next to The Smith, in Stout Grove. An autopsy of the body revealed the teen had been raped.

The Crescent City Council discussed ideas of the Highway 101 S Curve/ Front Street and Gateway Beautification Project.

The City applied for and was awarded a nearly $3 million grant for the Cultural Gateway project. The project includes establishing a Gateway, expanding Beachfront Park beyond 101 to Front and N Street, cleaning the banks of Elk Creek, improving public access at the Cultural Center and Point of Honor, establishing a starting point for the Tolowa Interpretive Walk and moving the Transit Hub to a safer and more convenient location. Greenworks PC is the lead design consultant for the City’s

Beachfront Park improvements. Stover Engineering and SeaReach Signage are currently working on the project.

The primary focus will be on the intersection of Front Steet and 101. The objective is to establish a sense of arrival and guide visitors down Front Street to Beachfront Park.

Time is of the essence. The Clean California Grant stipulates all funds must be expended by June 30, 2026. Cal Trans and Coastal Development permits must be completed by February 2025. Councilors discussed three draft options. City Manager Eric Wier reminded the present four lane road will be reduced to two lanes. Option three involving an archway seemed to gather the most appeal. There was consensus to not

block any view of Point of Honor, south-west corner of Front and 101.

The discussion also involved a possible name change atop the

proposed arch. The discussion of retaining Ocean Front Drive or substituting Beach Front Drive on the archway or simply Welcome to Crescent City will

continue.

The Council will resume discussion on the grant, this week.

Crescent City pays homage to its armed forces Veterans Monday. Veterans Day, formally called Armistice Day, is celebrated November 11, commemorating the official end of the Great World War (World War I) on the 11th hour of the 11th month, 1918. Armistice Day’s name was officially changed to Veterans Day in 1945. The Veterans Day Parade will commence at 10AM in front of the Veterans Memorial Building, 8th and H Streets and will head south on H to 3rd Street, turn east to K, south on K and terminate at the Point of Honor Monument on Front St.

Group participation is encouraged.

Lunch will be served at the Veterans Memorial Building at 11:30. Vets and children under five eat free. All others $10. The United States has set aside three days in the year for different specific groups who serve or have served. Armed Forces Day, the newest day of recognition, was established to recognize and honor those who are currently serving in the active and reserve components of the armed forces, Memorial Day, which is the oldest American recognition of service and was established to honor the sacrifice made by those who died in the service of the United States and Veterans Day. I Called 911 and Nobody Came

The bunglers were at it again. October 22nd the Del Norte Board of Supervisors had another bite at the Sheriff deputy apple and whiffed. The Sheriff made every effort to appear accommodating, offered a significantly less than adequate offer to correct the declining path of the staffing problem.

Item #13 on the Board’s agenda passed 5-0 with little effort by the Board to understand whether or not this miniscule change in compensation for the deputies of the Sheriff’s Department would do anything at all to accomplish the task before them. Not a single question, not surprising! Our elected less-informed elected apparently missed the

It is with heavy hearts we announce the passing of our beloved mother and grandmother, Jean Tieken Johnston.

Jean left this world early on October 7th, 2024, in the Smith River home where she raised her family. She is survived by children Kent (Kellie), Grant, Dana (Craig), grandchildren Rhen (Jennifer) Cody, Michelle (Julian), Stacey, and great-grandchildren Caelan and Luke. She was 91 years old.

Jean was born August 1, 1933, in Saskatchewan, Canada, to an American family, with 4 much older siblings. Jean lost her mother at age 2, her older siblings and father stepping up to raise her as the youngest child.

At the age of 10, Jean and her family relocated to San Dimas, California, where her father managed an orange grove and Jean helped run the home while she attended school. It was there, as a high school student, that she met who would become her partner for life, Oscar W. Johnston. Jean and Oscar were married in 1953, when Jean was 20. Oscar had recently been drafted to serve in the Korean War.

Increasing wages for deputies in the “new” step adjustments package with insignificant increases hardly moves the needle. Worse yet, it has given the Board the opportunity to ignore the problem until the Sheriff’s Department effectively ceases to exist. Hardly surprising.

In words of two syllables or less, it has been explained repeatedly to the Board of Supervisors that when you have highly sought after employees and there’s a shortage of said employees, continued employment of such people will only occur if you pay them, decently.

Following Oscar’s military service, the two moved to West Covina and began to expand their family to 5, before relocating a final time to Smith River, California.

Jean and Oscar shared a mutual love of many interests, mainly involving the beauty of nature. They enjoyed camping and anything to do with the outdoors, which inspired Oscar to begin a career as a wildlife sculptor. Jean managed the sales and client relations of their business, and in later years, began making jewelry and baskets to add to their creative brand.

They used natural elements for their art, like redwood from the forests and kelp and driftwood from the beach, depicting the wildlife that inhabited the area. They operated a small gallery for their creations which Jean ran for many years.

While Jean was a successful entrepreneur and creative alongside Oscar, her most important self-proclaimed title was ‘Mom’. She helped in church classes, school classes and was active in both Boy and Girl Scouts.

All that being said, it begs belief that this Board of short-term problem solvers can’t seem to get their collective acts together before something much more serious than the July 4th Southbeach event happens due to this obvious negligence.

What continues to expose this Board’s recklessness is the fact that somewhat over $4 million sits in the Measure R bank account which was specifically promised by County government when it passed, that deficiencies in the Sheriff’s department would be addressed. Memo to Board: this is precisely what the money in Measure R was meant to correct! So, where’s the BEEF?

She was a long-time member of Soroptimist International, the Pacific Flyway Decoy Association, and the Pelican Bay Arts Association. Perhaps Jean’s longest relationship with an organization was that with her church, having joined the Smith River United Methodist Church upon moving to Smith River in 1964. Her love and service for this community spanned across sixty years. Throughout these years, Jean made many wonderful friends and cherished those relationships.

Following Oscar’s passing in 2009, after 56 years of marriage, Jean persevered even then, finding great pride in successfully operating a vacation rental property with her family home.

Until such time this Board of Supervisors gets up off their collective posteriors and becomes competitive in the world of compensation of deputy sheriffs, this debacle will only worsen. The Sheriff’s department in its present configuration will have just 10 officers to patrol the entire Rhode Island-sized county 24/7. The sobering figures are down from twenty-four deputies just ten years ago. For the Board’s continuing education, it will be IMPOSSIBLEand FUTILE for the Sheriff to accomplish his sworn duty with such limited patrol staff. That’s ABSURD! Are the words too big?

IM-POSS-i-BLE! In addition, if this Board cannot see its way to raise the current compensation package sufficiently to retain and hire new deputies, the DNSD will remain a training department for other jurisdictions; this is hardly the way to treat an important asset. This is a call for action. Too often the Board is confronted with angry citizens over issues that are not as dire as what we are facing now due to the IR RE SPON si BLE behavior of this Board toward its most important department. Things need to change now!!! THIS IS A 9-1-1 CALL, not at the end of February, not within the next budget cycle, Wake up, supervisors NOW!

Jean made clear to all who knew her that her greatest success was her family. Her children, their children, and so on, all reflect the values and nurturing that she instilled in us. Jean said many times, “Don’t listen to their words, watch their actions”. This was how she lived her life. She showed her love through her actions. Jean may have left this world, but her love and memory live on in our hearts.

A Celebration of Life will be held for Jean at the United Methodist Church, 121 N. Beckstead Avenue, Smith River on Saturday, November 16th, 2024, at 11 am. Lunch will be provided following the service. Celebration of Life will

The Triplicate erred in writing the position of Pacific Seafood leaving the Crescent City Harbor. Pacific Seafood released the following statement: “ Six months ago we informed the Port of our difficult decision not to renew our lease on the ice plant. With fewer vessels buying ice, the operation was no longer economically viable. Recent claims that environmental regulations had any bearing on the decision are incorrect. Supporting the fleet remains our priority and we are committed to helping ( Crescent City) to access ice in Brookings.”

Smith River Lily Bulb Controversy

Is the water safe to drink in the Smith River? Are copper minerals in the water shed contaminating the rich soil which help grow lily bulbs, a significant economic driver for Del Norte? The subject continues to vex Smith River residents. On this occasion, several community members addressed the supervisors at a recent presentation of the Northcoast Regional Water Quality Control Board and its two year environmental draft presentation. At the conclusion of the presentation, many members in the audience had plenty to say. A plethora of medical complaints included a shopping list

of ailments: head aches, skin disorders, inability to breath and even bone cancer were attributed to the spraying of pesticides used to harvest lily bulbs. Are lily bulb chemicals and alleged high levels of copper causing health problems?

The allegations were palpable. The evidence was negligible. Is this much ado about nothing?

Jeff Beard, Director of the Smith River Water District underscored the water in Smith River is clean, fresh and absolutely safe to drink.

He continued, “Smith River’s water source is upstream from Rowdy Creek, far from the lily bulb fields.” He continued, “recent testing showed only three parts ug/l. The maximum level of copper toxicity, according to the

State is 1300 ug/L. Smith River water is 430x safer than the State level.” Beard suggested property owners should check older, aging water pipes within their homes for mineral toxicity.

Every few years, the subject of water safety in the Smith River’s drinking water emerges. The last time these harrowing questions were brought to the Board was 2015 when the Siskiyou Land Conservancy addressed its profound concern regarding the harm reportedly caused by the lily bulb industry. Past surveys have shown no contamination of Smith River watershed; yet the scrutiny continues.

At its zenith, she stated there were as many as 600 growers between southern Oregon and northern California back in the 1940s. A steady decline over the decades has diminished

the lily bulb footprint to some 2000 acres and today there are but three remaining lily growers producing on some 200 acres of land, and no where near the Smith River watershed. Who or what should one believe?

There is no question, there are some, even labeling themselves experts, who believe the economic driver of lily bulbs poses a clear and present danger and should be driven out of Del Norte; truth be told, there is no evidence to support that position.

The Board directed Agricultural Commissioner Justin Riggs to research the subject and report to the supervisors, expediently.

The Board meets the 2nd and 4th Tuesday’s at 10AM at the Flynn Center.

Harbor Updates Options Providing Ice to Fishermen

Crescent City Harbormaster (interim) Mike Rademaker acted expediently and boldly in addressing the absence of local ice production via the exit of Pacific Seafoods.

The intrepid harbormaster wasted no time in addressing short-term needs in preparation for the January 2025, crab and shrimp season.

Pacific Seafoods (PS) was operating an ice production plant on Citizen Dock when PS gave 30 day notice to the Harbor to terminate its lease due to the “prolonged lack of ice sales and the continuing increase in the cost of repairs and operational expenses.” One significant cost factor for PS has been the stringent regularity requirements in California compared to its operations in other states. Pacific Seafoods will continue to operate in Brookings Harbor. The regulatory bone of contention revolves around the process of utilizing the anhydrous ammonia refrigerant process, banned in the Golden State but legal in Oregon. California Environmental Health requires the modern (and costly) carbon / oxygen protocol. The estimated cost for a containerized ice plant is about $1 million. The Harbor is also exploring options with the

California State Coastal Conservancy, the City of Crescent City and the Yurok Tribe.

Rademaker said, “The Harbor has been in active negotiations to establish a bulk ice purchase agreement with the PS Brookings plant. The agreement is mutually beneficial by increasing both local economies and reducing per-unit costs. The CCHD may also take responsibility for transporting the ice from Oregon and storing it

in Del Norte county.”

Regarding long-term solutions, the Harbor is exploring multiple options. A “mobile container iced ice plant,” a system built into a standard 20 or 40 foot shipping container, will be the most cost-effective choice.

A key issue with the former Citizens Dock ice plant was that it was designed for a much larger fishing fleet with greater ice demand.

Post Election, State Senate Pro Tempore Mike McGuire has pledged to meet with the

Harbor, City, County and Tribal interests in finding a new ice source to serve the needs of Del Norte commercial fishermen.

The case weighed heavily on each. During the infancy of DNA, cases were oft-times difficult to solve.

The case went cold until 2001. Then Detective Steven caught a big break:

Another deputy was interviewing an individual charged in sexual assault case. The suspect was Robert Wigley. The Del Norte resident was accused of a sex crime against the daughter of Wigley’s then-girlfriend but the sheriff investigator wasn’t making much progress… until Steven happened along this unrelated investigation.

Steven was successful in convincing Wigley to admit to a fondling charge. 20 years ago, the fondling charge came with a modest one year sentence in the County jail. Toward the end of Wigley’s brief jail visit, Sgt. Steven conducted a DNA blood on test on Wigley and filed it with the Data Entry Clearinghouse, in Sacramento.

A year past until the hit was made Wigley was the rapist / murderer of Camilla Randall. The suspect was charged, convicted and sentenced to Life without parole, and remains in custody within the California Department of Corrections and Rehabilitation.

Steven did not realize it was his effort which solved the DNA connection until almost a year after Wigley, served his jail sentence. Bill Steven remembers this case vividly. Steven, McManus and District Attorney A.C. Field all contributed to solving this case and serving justice. One can only conjecture how many young folks are alive today thanks to the dedicated and stout work of Steven, McManus and Field.

Sadly, Camilla Randall is not with us today. Her family hopes you will remember this gentle kind soul and lovely flower child who never had the opportunity to live her life. The family of Camilla Randall hopes you will keep her memory in your heart. May she Rest in Peace.

The Del Norte County Fireworks Ordinance At the regularly scheduled meeting of the Del Norte County Board of Supervisors on Tuesday, October 22, 2024, at 10:00 a.m., the Board of Supervisors voted to approve the Del Norte County Fireworks Ordinance. This Ordinance creates a mechanism for the County to enforce California’s ban on “dangerous fireworks”, as defined by California Health and Safety Code Section 12500, et seq., through the County’s administrative citation process, in order to encourage and obtain compliance with State and County laws for the benefit and protection of the entire community. Additionally, the Ordinance updates Sections 12.10.50 and 12.10.60 of the Del Norte County Code to ban all ban all types of fireworks, whether “dangerous” as defined by California Health and Safety Code Section 12505, or “safe and sane” as defined by California Health and Safety Code Section 12529, within all Del Norte County campgrounds and parks.

Health and Safety Provisions: Contractor and all subcontractors shall abide by all health and safety mandates issued by federal, state, and local governments and/or public health officers as well as those issued by DGS, and worksite specific mandates. If multiple mandates exist, the Contractor and subcontractors shall abide by the most restrictive mandate. The term “employee”, “worker”, “state worker” or “state employee” in health and safety mandates includes contractor and subcontractor personnel.

Costs associated with adhering to health and safety

During her residency, she aims to create images that evoke a sense of belonging with nature.

● Maureen McGarry — An Arcata-based artist specializing in watercolor, McGarry focuses on themes drawn from the natural world. “I have recently been experimenting with watercolor collage and assemblage and hope to use these techniques to

add depth and perspective to my paintings during this residency,” she explained.

About the Redwood Artist-in-Residence Program

The Artist-in-Residence program offers artists the opportunity to immerse themselves in the inspiring landscapes of Redwood National & State Parks. Residencies last up to four weeks, and the program welcomes a variety of artistic disciplines, including writing, sculpture, photography, painting, dance, film, music, and other visual and performing arts.

Participants receive housing and a stipend of up to $5,000 to support their creative pursuits. The program fosters interaction between artists, park staff, and visitors, with a focus on translating the park’s mission—preserving and enjoying the natural world—into meaningful art.
