CITY DECLARES EMERGENCY on Pebble Beach Drive

New slide area prompts emergency response

The City declared an emergency resolution due to continuous slide activity and the failure of Pebble Beach Drive between 7th and 8th Streets and authorize the City Manager to act pursuant public contract code.

The December 2016 storms caused significant Beach cliff erosion within the City along Pebble Beach Drive from Preston Island to 6th St. This was evidenced by the visible road cracks indicating loss of road foundation and loss of bluff. By August of 2021, the design contractor had achieved 30 percent plans and the first Coastal Development Permit (CDP) application

was submitted. Based on Coastal staff’s responses, the scope of the project increased from a soil nail truss system with riprap to a soldier pile retaining wall with tiebacks over the 6th to 8th street and the 9th to Preston Island portions of the project. championship-winning performance at Eureka High School on Saturday (Feb. 3).

“We finally got it,” Del Norte head coach Clinton Schaad said.

“It was an exciting day.”

Even more gratifying was the fact they beat Ukiah in the final, the same school that had edged the Warriors in each of the previous four section finals.

And to make matters even more exciting, the final went down to the last match of the day, with Del Norte’s Reynaldo Martinez securing the team victory in thrilling fashion.

IN MY VIEW Wind power is happening in Humboldt

The Yurok Tribe sponsored a Tribal Offshore Wind Summit in Eureka on January 30th and 31st.

Hundreds of attendees flooded the meeting hall to learn more about what is happening with offshore wind in Humboldt.

The Yurok Tribe has not taken a position for or against offshore wind, but they know that they need to be at the table. They wanted to have a conversation in their own space.

The Tribe wants more than consultation. What they expect is an equal seat at the table. At this summit they brought the table into their own house.

Tribal Sovereignty In 2023, the Tribal Energy Sovereignty Resolution was passed at the first ever En Banc meeting of Tribal Leaders, the California Energy Commission, and the California Public Utilities Commission.

This resolution committed to establish frameworks for greater collaboration, develop capacity-building and technical assistance resources, increase tribal set-asides and partner to pursue federal funding opportunities, prioritize community benefits, enhance land-use considerations in clean energy planning, and increase cultural awareness and knowledge of tribal priorities.

As a demonstration of

their commitment to follow through on these promises, one of the first speakers at the summit was David Hochschild, Chairman of the California Energy Commission. He seemed sincerely interested in deferring to the advice and needs of the Yurok Tribe.

Firehose I only attended the first day and it was a firehose of information. There was an impressive lineup of speakers, including Tribal leaders Phillip Williams.

Valerie Starkey was the only Del Norte County Supervisor who attended.

She wanted to learn more about offshore wind power to better evaluate what is best for our county.

There were presentations from local, state, and federal government agencies which are working on some aspect of offshore wind, including the Bureau of Ocean Energy Management (BOEM), US Department of Energy, California Energy Commission, Schatz Energy Research Center, and the Humboldt Bay Harbor District.

They all spoke about the various steps necessary to have fully developed wind turbines off the coast of Humboldt. Humboldt has already had a lease sale

and signed two leases in June 2023. This whole process could take 10 years.

Not So Fast If there were ever a lease sale off the coast of Del Norte County, you could add the Humboldt time frame to the start of lease signing here. Not everyone understands that signing a lease for an area to develop offshore wind is just the beginning of a long and very thorough process.

Both Humboldt leaseholders gave presentations at this Summit. The first was RWE Global which owns and operates offshore wind turbines throughout the world. They described their timeline. It will take until 2030 for project development, including approval of operations plans and environmental impact studies.

Public input is built into this process, and the leaseholders must complete permitting before they can start to build anything.

RWE projects construction will be completed, and operation will begin by early to mid-2030s. The other company, Copenhagen Infrastructure Partners, says they will be operational by 2029.

Transmission Lines Building offshore wind turbines would be pointless if there was not a way to ship the power out after

it is brought to shore. To accomplish this, new high-capacity power lines must be built. It could take ten years to acquire rights of way, finance, design and construct this expanded grid capacity.

Arne Jacobson from Schatz Energy Research Center at Cal Poly Humboldt provided a perspective on grid planning. He described four possible routes for power export lines; 1) run a line east to connect inland, 2) run a line down Highway 101, 3) run an underwater cable south nearshore and 4) run an underwater cable offshore.

What I did not realize is that the Humboldt project will require two export transmission lines to ensure redundancy and reliable connectivity to the larger grid. Representatives from the US Department of Energy and Pacific Gas and Electric also spoke about grid planning. No one was suggesting a connection to Del Norte.

Humboldt Harbor The Humboldt Harbor District just received a grant for $426,719,810 from the federal infrastructure fund to pay for harbor upgrades to prepare them to build the floating offshore wind platforms.

Parts will be shipped into the harbor and assembled at a defunct mill site on the

Samoa peninsula. This project will create jobs.

In addition to the funds for construction, there is $51 million for environmental restoration to clean up the mill site contamination, $10 million for onsite solar, $6 million for a Public Benefit Program for Tribes, fishermen and nearby residents and $3 million for a dredge dewatering area.

This grant will also provide assorted millions for an eco-shoreline transition, a multipurpose trail adjacent to the site, and public recreation access including a fishing pier and kayak launch. The Humboldt Harbor District has embraced the opportunities presented by offshore wind, and they are reaping the benefits.

More to Come After attending this Yurok Summit I have a new appreciation of the complexities of planning for offshore wind. There are many moving parts to keep track of and some of these decisions will affect us. In the long run it will pay off to monitor the progress in Humboldt County and see when there are opportunities to weigh in.

There are currently no plans for a lease sale offshore of Del Norte County, but the Bureau of Ocean

Kevin Hendrick Energy Management (BOEM) is initiating a Programmatic Environmental Impact Statement for the Morro Bay and Humboldt lease areas. They are seeking comments by February 20 on the scope of this study. (www.boem.gov/ caoffshorepeis) The California Energy Commission is circulating a draft strategic action plan for offshore renewable energy in California (efiling. energy.ca.gov) as required

by Assembly Bill 525.

Comments are due on this plan by March 22.

I have only scratched the surface of the activities that were presented at this meeting. In a future column, I will take a deep dive into the details of the AB 525 plan, BOEM leasing activities and what’s next for offshore wind.

The NCS dual meet championship was one of two for the H-DNL this postseason, with the Hoopa Warriors also winning their first-ever section crown in the Division-3 tournament.

Remarkably, the seven-team H-DNL took home two of the four NCS dual meet titles.

The section has been holding the dual meet championships since 2005 and the H-DNL had

REQUEST FOR RELEASE OF FUNDS On or about March 1, 2024, the City of Crescent City (City) will submit a request to the US Department of Housing and Urban Development (HUD) for the release of 26 project-based vouchers (at $129,276 (2024 value) per year for 20 years) under US Code Title 42, Chapter 8 of the United States Housing Act of 1937 (42 USC 1437f) as amended, to undertake a project known as the Harbor Point Senior Housing Project (project). The future annual funding amount for the project-based vouchers may increase each year, consistent with the annual change in the value of the fair market rent for the Project area. As such, the estimated total HUD Project funding over 20 years is $3,302,311, based on an annual percentage increase of 2.5 percent.

The project site is located at 655 H Street, Crescent City, California (APN: 118-170-002). The project proposes construction of 26 income-restricted rental housing units for seniors and one market-rate manager’s unit (for a total of 27 residential units). All of the proposed units would occur in one rectangular, three-story building that would be approximately 40 feet in height and contain a total of 24,174 square feet (s.f.) of floor area (with a building footprint of 7,725 s.f). The three-bedroom, two-bathroom manager’s unit would be 1,025 s.f. in size. Twenty-three of the units (88 percent) would be one-bedroom units that would vary from 531 s.f. to 585 s.f. in size. Three of the units (12 percent) would be two-bedroom units that would vary from 694 s.f. to 714 s.f. in size. Twenty-six of the units would be reserved for low-income seniors as part of the Section 8 ProjectBased Voucher Program.

The project would also include a lobby, manager’s office, sunroom, sitting room, outdoor sun deck, covered entry, fitness room, laundry facilities, an elevator, stairs, and other circulation spaces. Site development includes sidewalk and driveway improvements, 29 off-street vehicle parking spaces with two accessible spaces, new walkways, utility infrastructure, a trash and recycling enclosure, landscaped open space, outdoor lighting, signage, and wood fencing along the southern boundary. The project would be supported, in part, by 26 projectbased vouchers, which are a component of HUD’s Housing Choice Voucher Program.

FINDING OF NO SIGNIFICANT IMPACT The City has determined that the project will have no significant impact on the human environment.

Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. California State Parks and Partners Announce Arts in California Parks Advisory Committee California State Parks is excited to introduce the Arts in California Parks Advisory Committee, a collective of visionaries from both the public and private sectors who will advise and inform the development and implementation of the Arts in California Parks program announced in October 2023. The goal of the program, which is a collaboration among State Parks, the California Arts Council, and Parks California, is to help make California’s parks more inclusive and welcoming.

“We look forward to the committee’s input as we work together to bring public art to parks, where it will deepen community engagement and social interaction while enhancing our cultural and aesthetic experiences in parks,” said California State Parks Director Armando Quintero.

The Film Commission would like to thank the community for helping to host a production of this size that was in the public eye. “We could not have done it without all the film friendly locations, government partners, businesses, vendors, and individuals who help make the redwood coast shine. The production has not stopped talking about how beautiful the area is, how kind the people are, and how they can’t wait to come back for other projects,” Hesseltine declares.

Hesseltine was honored to work with such a high caliber of individuals on the location team for the film as they have all worked on well-known projects (i.e. Transformers, Westworld, Inception, Captain Marvel, Interstellar, The Dark Knight Rises, and more).

It’s still in the early stages for the economic impact details on the spending within the region but it is apparent that the Warner Brothers movie brought a sizable outside dollar amount during our off season. The area not only benefited from economic impact during filming but as the production scouts, preps, and wraps out.

Numerous locals were hired as cast and crew as well as vendors of all kinds were necessary to supplement the production.

“This is especially important during our off season as restaurants and hotels benefited during the slowest time of the year. The same amount of spending by a production in July is way more impactful in January when we do not have an influx of travelers already in town,” stated Hesseltine.

Filming on the Redwood Coast not only brings in outside dollars to the community but also impacts the region in other ways.

After taking his Oath, McGuire thanked first responders helping Californians up and down the state, facing

the worst storm of the year.

Surrounded by Assembly Speaker Robert Rivas and Gov. Gavin Newsom, McGuire reflected on his humble background, growing up in rural California. “ Never in a million years did I dream that a kid like me could be in this position.” McGuire of Healdsburg espoused his calling in life is to help others. He vowed to work together, irrespective of party affiliation.

The Democrat leader will preside of the 40 member Senate.

Obituaries Gary Radtke 10/5/44 - 12/29/2023

On Friday, Dec. 29, 2023, Gary Dean Radtke, 79, loving life partner and father of two, died due to complications associated with the COVID virus.

Gary was born on Oct. 5, 1944, in Coeur d’Alene, Idaho to Lowell Radtke and Eileen Radtke. He grew up in the small farming town of Lamberton, Minn.

His dedication and work ethic were developed early on as he worked in the heavy highway/civil sector of the construction industry. He started his construction career as a laborer and worked his way up to project superintendent.

While working in construction, Gary liked to buy and remodel properties on the side. In the late ‘70s, he completely tore down and rebuilt Darby Market in Crescent City, Calif. He was a practical problem solver and builder who had an interest in engineering. He tested for and received his Class A – General Engineering Contractor’s license in May1981.

This type of license requires specialized engineering knowledge and skill. Passing the test and earning this license is a big accomplishment for someone without an Engineering Degree. Once both of his children had graduated from high school,

Gary retired from the construction industry at the age of 46 with 27 years in the Union.

Gary then started buying properties full time, remodeling them, and renting them out to earn a living. A well-rounded set of construction talents, equipment operating ability, hard work ethic and excellent problem-solving skills served him well as he pursued this new living. Eventually, Gary and his partner Linda Derryberry were able to buy larger properties including a ranch and a farm.

More space on the ranch and farm brought new opportunities for Gary. He had always loved animals, especially labrador retrievers and he trained many of these trusty companions over the years.

He also loved horses and livestock. So, he and Linda bought some horses and started to raise cattle. He quickly learned how to plant and cut hay and alfalfa for their livestock, and he developed an irrigation system to maximize the farming operation.

He would often cut hay for neighbors who didn’t have the equipment, knowledge, or desire to do it themselves. He loved to help others in need and was quick to offer a hand to anyone who needed it.

An operator at heart, Gary loved operating and maintaining equipment.

He could operate just about any piece of construction or farm equipment efficiently. Without a doubt his favorite piece of equipment was his backhoe. He used it for everything from construction projects to picking black berries and he cherished that backhoe.

Gary Radtke was an honest, hardworking, self-made man who loved to work with his hands and lived life on his own terms. He was competitive, clever, knowledgeable, and never met a problem he couldn’t solve. He loved to help others and he lived by a set of moral principles that clearly illuminated his path. He will be dearly missed.

Gary is survived by his life partner Linda Derryberry; his two children Sheryl Weissel (Jeremy) and Kurtis Radtke (Sandy); step-daughter Pam Halley (Rick), grandchildren Tynessa Radtke, Kameron Olson, Taryn Ransom (Jeremy), Victoria Radtke and Brandon Radtke; great-grandchildren Waylon Ransom and Declan Ransom; his sister Jerrine Kettner (Jerome); his brothers Dick Radtke (Marylee), Stan Radtke (Christina) and

Over the years Tamy was a bartender off and on at both the bank tavern and the landing, contract custodian at the Smith River Post Office for 20+ years and did side jobs cleaning when she could.

One Witch’s Mission to Magic Some of Life’s Messiest Problems HUMBOLDT COUNTY, California -- In the forested hills of Humboldt dwells a priestess with a purpose. Lana Borealis calls herself, “an energy healing, demon wrangling, priestess witch,” and she wants to help people out of the muck of being human, especially those who suffer from addiction and substance abuse.

Borealis has created a 13-week online group program called Magic Keys to Freedom ~ Overcome Addiction & Substance Abuse.

It’s for all the witches, mermaids, mystics, magicians, and misfits out there who are ready to heal their deep trauma and take control of their lives.

“It’s really for everyone,” Borealis said, “but it’s especially for those magic beings with addictions or substance problems who just don’t fit in a ‘normal’ treatment program.”

With the rise of magic and spellcraft in popular culture, Borealis believes this is an idea whose time has come.

“I’ve been a professional energy healer for a decade and during that time I’ve helped countless people change their lives with energy magic, hypnosis, guided meditation, entity removal, brain repatterning, and self love practices,” Borealis stated. These techniques will be the cornerstones of her group program.

Magic Keys to Freedom begins March 3, 2024 Because this is the first time she’s ever offered this particular program, Borealis is offering the first tier entry into the program for free. “I really want everyone to have access to these tools,” she said. “There’s going to be support. There’s going to be ritual.

There’s going to be magic. There’s going to be transformation.”

Nathan Viktory is a client of Borealis.

“She’s definitely out there, but I can attest that this woman will change the trajectory of your lived experience if you let her,” Viktory said.

While the program is focused on healing the root problems of addiction and substance abuse, Borealis claims that anyone can use the

tools and support in this program to upgrade their lives and that everyone is welcome.

“Those individuals who embrace the magic and the spiritual and want their healing and support to join them in that realm, rather than just in the ‘real’ world. It’s for those magiccurious folks who don’t know how to quit drinking, gambling, or binge eating, or who just feel stuck and need a loving and supportive guide to help them get unstuck,” stated Borealis.

Borealis overcame her own battle with alcohol many years ago. That is a powerful motivating factor for her creation of this program. “I want to share the tools that helped me quit and have kept me from backsliding into self-harming patterns. I want to share my success with the world so they can be successful too.”

Redwood Parks Conservancy Welcomes Sal Munoz Moreno as New Executive Director school education while learning valuable skills.

Mr. Munoz’s diverse multi-cultural and bilingual background led him to serve as Executive Director for the National Council Mexican Conservation Corps where he pursued a continued commitment to conservation and community organizing in southern Mexico’s Yucatan Peninsula.

While there, he not only directed restoration and conservation projects hiring disadvantaged youth but initiated business development opportunities for women in rural areas to help them achieve economic security.

CRESCENT CITY, Calif.– Redwood Parks Conservancy (RPC), an official cooperating association and nonprofit partner of Redwood National and State Parks, is pleased to announce Salome Munoz Moreno as its new Executive Director.

After a rigorous search and thorough vetting of over 50 applicants in partnership with Potrero Group, a national strategy and search firm, Mr. Munoz was selected and approved by the Board of Directors and began his new role on January 1, 2024.

RPC Chairman, Matthew Marshall, says, “After a robust Executive Director search process, the RPC Board of Directors are very excited to have Sal Munoz stepping into the permanent role of Executive Director, and

Director. As a prodigious fundraiser and grant writer, he has secured over two million dollars for numerous conservation projects and education programs that support the mission of Redwood National and State Parks and nearby public lands.

In 2023, he accepted the challenging role as RPC’s Acting and Interim Director managing a large dedicated team of seasonal and permanent staff as well as volunteers, overseeing seven visitor centers and retail stores, and maintaining the organization’s financial health. In doing so, he has strengthened the relationships with Redwood National and State Park, Redwood National Park, California State Parks, the U.S. Forest Service and developed new community partnerships and stronger

ties with local and tribal communities.

On his new role, Mr. Munoz says, “I feel honored to be in an organization that does so much good. I am committed to being the face, voice, and heart of Redwood Parks Conservancy, working tirelessly to ensure that RPC continues to make a lasting impact in preserving the iconic parks of northern California.

I am excited by the opportunity to continue to lead and support our team to enhance the visitor experience in the parks and foster stewardship and organizational growth.”

Ms. Bowden is an award-winning trumpeter who performed here last year to high praise. This year she is joined by the Chrysalis Chamber Players of which she is a founding member. They will be presenting a recital of works for solo trumpet and string quartet, including a mix of new commissions, arrangements, and reimagined classics.

(Crescent City, CA) Del Norte Association of Cultural Awareness (DNACA) announces the winner of the Del Norte County Poetry Out Loud® competition.

The new County Champion is Madalynn Van Vacter of Sunset High School, with Bria Larson of Del Norte High School taking First Runner Up honors. Other students who participated in the county competition include Kyle Evans of Sunset High School, and Tey-met-tret Hostler of Del Norte High School. Rhylin Taylor rounded out the five student contestants as the first home-schooled student participant in the six-year history of the program in Del Norte County. This is the sixth consecutive year that a student from Sunset High

School has taken top county distinction.

Poetry Out Loud, presented in partnership with the California Arts Council, National Endowment for the Arts, and the Poetry Foundation, is a national arts education program that encourages the study of poetry by offering free educational materials and a dynamic recitation competition for high school students. Locally, DNACA delivers support for the program by providing community teaching artists to coach the students at the classroom and school-wide levels, as well as coordinating the county competition.

This year’s Poetry Out Loud county competition was held as part of “Del Norte County’s Poetry Appreciation Week”,

which was proclaimed by the Del Norte County Board of Supervisors as being a “celebration of poetry (which) encourages unity, understanding, and an appreciation for diverse perspectives.”

In addition to the county competition, the week also included eight outreach activities by guest Sacramento Poet Laureate Andru Defeye, with Coon the Poet and Diamond Key from the Sacramento Poetry Center also on hand. These activities including working with students at Del Norte High School and Sunset High School, hosting a Poetry Open Mic at Port O’Pints, and performing during the county competition.

City Council directs City Manager to sign Battery Point agreement

The Crescent City Council approved the Density Bonus Agreement with Battery Point Apartment development at Monday’s meeting.

The Battery Point Apartments Project will result in 40 affordable housing units for low- and moderate-income families and 120 units for low and moderate income families.

Two Manager units are exempted.

The project is located on a five-acre parcel between E and Gary Street.

City Planning approved the project, last October.

As part of the process, the developer chose to use the State Density Bonus Law, allowing the developer to build an increased density than is allowed by planning regulations, if the project will create affordable housing. The 100 percent affordable designation allows up to an additional four Development concessions / incentives. The developer applied for an received Planning Commission approval for the creation of 162 units (12.6 more units than would otherwise be allowed under the City’s Planning regulations.

Further, the developer must designate 80 percent as lower income units.

The agreement guarantees lower rents will be remain unchanged for at least 55 years.

The Council unanimously approved the agreement.
