Advanced Air touts its Southern California connection

The countdown continues. CEC Airport director Ryan Cooley addressed supervisors at last Tuesday’s Board meeting, touting new carrier Advanced Air jet service from Del Norte County Regional Airport (CEC) to Oakland ( OAK) and Los Angeles Hawthorne airport (HHR). The inaugural flight out of CEC is Sunday, March 17.

Cooley said flights to the Bay area start at $99. Flights to Los Angeles start at $159.

The Border Coast Regional Airport Authority (BCRAA) commissioned Volaire Aviation Consulting to conduct an economic study.

Airport Director Cooley shared the bullet points of the study: • Total estimated annual CEC Airport economic output is $22.6 million.

• The Airport and its operations support 119 full-time employment jobs which produce $7.5 million in annual labor income. 15.5 FTE jobs with an annual payroll of almost $711,000 are directly associated with CEC • If CEC was a single factory or institution, it would be one the Please see ADVANCED AIR, Page 4

Two Del Norte FFA Members achieve highest honors Two students from Del Norte Future Farmers of America (FFA) have earned their California State FFA Degrees, last week.

Senior Trinity Hawkins and Junior Riley Dubois earned this honor from their work on their agriculture projects, schoolwork,Riley community service and FFA participation.

This award is the highest honor the California FFA Organization can bestow upon its members.

Riley has worked with her horses to train them and com-

peted in multiple rodeo competitions throughout high school.

Trinity has spent time with her breeding goat project, her market lambs, and beef cattle projects, growing and competing at the Del Norte County Fair.

Riley has plans to be a veterinarian with a specialty in horse sports medicine.

Trinity plans to be a diesel mechanic.

The students will be honored in ceremony in Fortuna, March 6.

The multi-year search for a homeless shelter has finally come to a successful closure. Supervisors unanimously approved the county-owned Williams Drive location east of Highway 101 as the site for the 60 bed emergency homeless shelter, formerly a mental health building and presently the Sheriff Dept Search and Rescue site. Plans call for the demolition of the aging building to become the emergency shelter.

Also approved by the Board include a 50 pallet-sleeping cabin micro village patterned after the Rogue Retreat Hope Village in Medford.

Dept. of Health and Human Services Director Ranell Brown kicked off the presentation and outlined the funding of the $10.823 million Encampment Resolution Fund grant from the State, in November. IN MY VIEW Offshore wind planning is proceeding

Last week I wrote about the Yurok Tribe sponsored Tribal Offshore Wind Summit in Eureka and the wealth of information I gained from attending this event. The Yurok Tribe is setting a good example of engagement in a public process. They have not taken a position for or against offshore wind but are at the negotiating table.

Our local government leaders and citizens also need to pay attention now, even though a wind lease offshore Del Norte County may be years away. Local, state, and federal agencies are laying the foundation for all future offshore wind development in California.

We can learn from the experiences of Humboldt and Morro Bay. BOEM There are currently no plans for a lease sale offshore of Del Norte County, but the Bureau of Ocean Energy Management (BOEM) is initiating a Programmatic Environmental Impact Statement (PEIS) for both the Morro Bay and Humboldt lease areas. (www.boem.gov/ caoffshorepeis) A PEIS is the first general analysis of the impacts of offshore wind.

A Programmatic EIS

is a requirement of the National Environmental Protection Act (NEPA) and is a multi-step process.

The first step provides the affected community with an opportunity to suggest issues that should be evaluated in more detail.

In this way the studies will address local concerns.

BOEM just completed a public comment period where they took suggestions on the scope of this study. Through this process they received input on issues and alternatives. I attended one of the public meetings and there were good suggestions based on local concerns. The most useful comments identified specific issues.

PEIS This scoping process is only the beginning of this effort to develop a Programmatic Environmental Impact Statement (PEIS). During the next step in the procedure, BOEM will prepare a draft PEIS in cooperation with other agencies. In August they will publish a notice of availability and again invite comments from the public.

BOEM will consider these public comments and discuss possible responses or changes to the draft

PEIS. By the summer of 2025 they anticipate that the Final PEIS will be available for review.

Shortly afterwards they will approve a record of decision. This document will provide policy guidance but does not approve any projects.

BOEM will conduct a project specific Environmental Impact Statement for every individual offshore wind project based on detailed construction and operations plans.

These are all the steps that BOEM will go through here if there is an offshore wind lease sale off the coast of Del Norte County.

We can watch and learn.

AB 525 Assembly Bill 525 was enacted in 2021 and directs the California Energy Commission (CEC) to complete and submit a strategic plan for offshore wind development in federal waters off the California Coast. The CEC is circulating a draft strategic plan for public comment (efiling.energy. ca.gov). Comments are due

by March 22.

The AB525 Offshore Wind Strategic Plan will be the blueprint for all future offshore wind development in California. This

plan will affect Del Norte County. Chapter 3 discusses potential economic and work force benefits. Chapter 4 addresses avoidance, minimization, and mitigation of potential impacts.

Chapter 5 identifies suitable sea space to accommodate the offshore wind planning goals and includes a large area 20 miles off the coast of Del Norte County. Chapter 6 analyzes port and waterfront infrastructure and identifies our harbor as a possible operations and maintenance harbor to support offshore operations.

Other chapters cover subjects including workforce development, permitting and transmission planning. If you are interested in learning more about what is happening with offshore wind in California, I encourage you to spend some time to read through the draft strategic plan. They are asking for your input before it is finalized.

Closer To Home A group of community partners is kicking off a “Del Norte Energy Resiliency Information Series” with a panel of experts on offshore wind. This event is on Saturday March 2 from 2-4 PM at the United

Methodist Church at 664 H Street in downtown Crescent City. Admission is free and the public is welcome to attend.

Participants will learn about offshore wind technology, the lease process, the environmental review process, and the positive and negative impacts of offshore wind. There will be an update on projects happening in Humboldt and possible future job opportunities in Humboldt and Del Norte Counties and adjacent tribal lands.

The goal of this group is to inform citizens regarding the impacts of offshore wind development and how they can participate in planning and mitigation.

There will be a special emphasis on how offshore wind will impact commercial fisheries.

Panelists include Lisa Gilbane, Environmental Analysis Section Chief, Bureau of Ocean Energy Management; Mike Rademaker, Crescent City Assistant Harbor Master; Alec Dompka, Economic Development Advisor, UC Davis Cooperative Extension; Wes White, Crescent City Harbor Commissioner and Tom Wheeler Executive Director, EPIC. Kevin Hendrick There are reasons to be skeptical and wary of another big industry coming into our backyard. There are many unknowns about offshore wind, but there are many things that can be known now. If we all try to be well informed, we will have a more productive discussion of the potential, possibilities, pitfalls, and perils of wind.

It is not as helpful to simply oppose offshore wind for whatever reason.

It will be more effective to raise specific legitimate concerns. These projects are 20 miles offshore. How will this affect fishing?

They will not be visible from land. How will this impact on our tourism?

There is still more to learn.

We should stay engaged.

Criminalizing politics

BY WILLIAM COOPER The indispensable line between politics and criminal justice in America is disintegrating.

Politicians, pundits, and everyday people—from both sides of the tribal divide—increasingly want their political opponents prosecuted. Winning elections, legislative victories, and hearts and minds is no longer enough.

Americans now long to see their fellow citizens behind bars. More and more, prosecutors oblige— bringing cases because of one’s political affiliation rather than one’s guilt or innocence.

This undermines not just the rule of law, but the nation as a whole.

President Joe Biden’s son Hunter is embroiled in numerous criminal matters. And Repub-

licans are doing their utmost to shoehorn Joe into the fray.

Donald Trump, meanwhile, faces four separate indictments.

And numerous politicians have been found guilty of committing crimes this century, including Scooter Libbey, Ted Stevens, Robert Coughlin, William Jefferson, Jesse Jackson Jr., David Petraeus, Michael Fylnn, and Steve Bannon.

Some of these cases represent legitimate law-enforcement work. Some don’t. But the problem is much bigger than just actual cases. Trump’s 2016 campaign rallies saw thundering chants from the crowd to “lock her up,” referring to his Democratic opponent Hillary Clinton.

While president, Trump openly pressured the DOJ to prosecute his political rivals, including

Hillary Clinton, Biden, Barack Obama, James Comey, and Andrew McCabe. Calls from Democrats to prosecute Trump and his loyalists, meanwhile, have been ubiquitous since 2016 (as have giddy celebrations when prosecutors do so).

While some cases are necessary to bring, the pervasive tribal lust to prosecute political rivals is very dangerous. First, mixing the criminal law with tribal passions makes defendants’ politics the focus, not their guilt or innocence. The political obsession with the messenger (as opposed to the message) and the actor (as opposed to the action) is the opposite of the rule of law’s central tenet—that everyone is inherently equal under the law and only a defendant’s specific alleged misdeeds are relevant.

Second, criminalizing politics turbo-charges tribalism. Polarization’s knife has already penetrated deep inside the body politic.

Criminalizing politics twists it violently. Instead of treating political opponents like competitive rivals, they’re treated like sworn enemies. America’s political energy should be channeled into winning elections, governing effectively, and addressing the country’s numerous public-policy failures—not sending political rivals to jail.

Finally, criminalizing politics deters talented people from serving the country. American government already has a serious personnel problem. Just look at the presidency. Donald Trump was grossly unfit to hold America’s highest office. His successor, Joe Biden, is a welcome rever-

sion toward (but not quite to) the mean. Now in his eighties, Biden is neither what he once was nor the best American for the job. The House of Representatives, moreover, is throbbing with underqualified mediocrities.

Americans shouldn’t further dissuade quality people from serving because imperfections or ambiguities in their past might be shoehorned into politically motivated criminal accusations.

It’s also true, of course, that entering the government should neither absolve someone from past crimes nor authorize them to commit new ones.

After a year had gone by since his retirement with not so much as a thank you from the County of Del Norte (for his 31 years of service), I contacted Valerie Starkey to see what she could do. Valerie came through with flying colors, Kennith was honored at a Board of Supervisors Meeting. Dean Wilson presented him with a certificate and a heartfelt speech about his years of working along side Kennith at the Sheriffs office. It is nice to have people on the Board of Supervisors who care about their job and actually follow through to get things done.. Thank you again Valerie Starkey, you made up for the Counties

lack of caring about their Retirees.

I really hope in the Future the County of Del Norte takes that one little step to make sure that all Retirees feel like they have been appreciated for all of their years of dedication.

If this process is left in the department heads hands this is what happens and people are just passed over.

Republicans are democrats betrayed Recently I saw the following statement, “A Republican is a Demo-

crat who has just been mugged.” I believe a better expression might be “has been betrayed.” The docile defenders of Capitalism are up against the new Democratic Marxism that does not tolerate the competition of ideas or political parties. It stands for one-party control and the individual’s subjugation.

“Feed the Hungry” turns into “Feed the Government.”

Thomas Jefferson wrote, “A wise and frugal government shall leave men to regulate their own pursuits of industry and improvement.” The right to property, including Intellectural Property, guarantees the means to live in freedom and practice self-government. The main role of government is to keep the peace and punish offenders. However, our government has grown by leaps and bounds, and the rights of the individual have been trampled. The Socialist Economy can go down only one of two possible paths: toward Authoritari-

anism, or toward Anarchy.

For example, California is a state that is badly in need of water. Fortunately, we have received a lot of rain this year. We need to SAVE THE WATER. However, Environmentalists (scam) are against building dams and reservoirs to do just that and prefer to let the water run into the ocean.

The fact is that the 45th president of the USA broke many laws before, during, and after his tenure in the executive office. There is visible, documented proof of his taking highly classified documents from the white house and then sharing them with Russians and other un-authorized persons, and then refusing to return them. Then there is the whole 2020 election Big Lie that the

former president generated to avoid admitting that he lost, and the subsequent multiple felonies committed in trying to subvert the results, culminating with an insurrection against American democracy itself. The fact that many of Donald Trumps lawyers have been found guilty and hundreds of his followers are serving time for participating in these unlawful and violent acts is not a witch hunt, it’s the legal and judicial consequence of our democratic system of keeping the country safe. During his own trials, Trump openly encouraged judge and witness intimidation, which is why it was necessary to file a ‘gag order’ to limit his tampering with his own trial. These are not matters of opinion, these are the facts borne out by consistent and solid evidence. His business practices are now proven corrupt, and he is avoiding sentencing by throwing untenable lawsuits into the court system and employing delay tactics. The man

Local Micro Breweries Win Craft Brew Awards

Del Norte’s local micro Brewers were recognized with several awards at recent competitions. Both Sea Quake and Port’O Pints celebrated their recent recognition awards.

At the 30th annual Winter US Beer tasting Championship, the best of California Porter was won by SeaQuake. Port’O Pints earned the top award My Honeys Brown, best of California Brown Ale. Port’O Pints also prevailed in best of Belgian Style- Sneaker Wave, best of Vienna/ Marzen-Oktoberfest and best of Holiday Spice Beer- Mr. Krampus 2023.

At the Eldorado County Commercial Craft Beer Competition, Sea Quake won the GOLD in the Redwood Highway IPA. SILVER medals in Battery Point Blond, Crescent Harbor IPA and Blackberry Sour, and BRONZE for Space Sailor IPA and Chocolate Porter.

Port’O Pints garnered a GOLD and Best of Show for its Oktoberfest entry, SILVER medals for 11 Bravo IPA, Fog Bank IPA, Agate Ale and Rye’d Surf and BRONZE recognition for Del Norte Porter and Three Sisters.

With the success of local breweries at recent craft brew competitions like the El Dorado County Fair Commercial Craft Brew Competition and the U.S. Beer Tasting Championships Winter event Port O’ Pints and SeaQuake Brewing companies are working hard to see the craft beer community as a delicious reason to enjoy and visit our coastal community. Along with winning awards these two breweries have been collaborating to produce a “LocAles Only” brew series inspired by our unique natural setting and the amazing craft beer cultures. And that is what they feel it’s all about, craft beer culture and engaging in the community. With their efforts they hope to continue to master the art of craft brewing and put the Crescent City beer scene on the map.

Mark Franusich has served his community well.

Dr. Mark will be hanging up his stethoscope after four decades of dedicated, compassionate service to spend more time with his family and travel. Four Paws Pet Hospital will close March 31.

Franusich shared his gratitude and profound thanks to this community and appreciation to his human clientele, the canine, feline, equine (horse), aves (bird) families and all creatures in-between. Four Paws Pet Hospital and practice is a turn-key operation available and ready for the next generation of veterinarian.

Four Paws is located at 144 W. Washington Blvd.

Franusich says he hopes to continue to provide limited spay and neuter service through the Del Norte Humane Society.

CDFW seeks Input on Pacific halibut fishery

California stakeholders are invited to submit angler preferences for open fishing dates for the 2024 recreational Pacific halibut season via an online survey.

Survey results will be used to develop the California Department of Fish and Wildlife’s (CDFW) recommendations to the National Marine Fisheries Service (NMFS) for the 2024 season. The survey should take approximately two minutes to complete and will remain open until midnight on February 21, 2024, and can be found online: https://www.surveymonkey.com/r/KPDDVQP. Per NMFS’ proposed 2024 Catch Sharing Plan, California recreational fisheries will be allocated 38,220 net pounds, with 500 pounds set aside for the area south of Point Arena.

Season dates, daily bag and possession limits and gear restrictions that apply to recreational Pacific halibut fishing off California will continue to be specified in Title 14, Section 28.20.For more information on the Pacific halibut fishery in California, visit CDFW’s Pacific Halibut webpage.

CDFW to conduct helicopter surveys DEL NORTE TRIPLICATE

The California Department of Fish and Wildlife (CDFW) is initiating annual helicopter surveys to inventory and monitor mule deer, elk, pronghorn antelope and bighorn sheep populations throughout the state. Flights will be conducted in portions of Solano, Mendocino, Siskiyou, Modoc, Lassen, Inyo, Kern, Los Angeles, San

Bernardino and Riverside counties during February and March 2024.

CDFW utilizes a variety of survey methods to regularly monitor big game population size, distribution, demographics and trends over time. In more forested environments, CDFW employs the use of trail cameras and fecal DNA. In more open habi-

tats, aerial surveys provide an efficient and rapid method of data collection, affording CDFW biologists the ability to cover larger areas in relatively shorter time periods.

CDFW scientists use the survey data in statistical models to estimate the total population size of each species in different hunt zones or management

units. This information helps wildlife managers better understand population performance relative to a variety of factors including climate change, habitat quality, human-wildlife conflict and habitat fragmentation, among others. Results are also used to make regulated harvest recommendations to the California Fish

and Game Commission, which is the state regulatory authority that adopts tag quotas, hunting seasons and zone boundaries.

These efforts are important for managing California’s wildlife populations and are especially critical due to recent harsh winter conditions that may have had negative impacts on population numbers.

Big game hunters and other members of the public are encouraged to participate in the commission’s annual regulatory cycles. Information regarding upcoming meetings, including dates, locations, background documents and virtual meeting links are available at the California Fish and Game Commission website.

CDFW to evaluate wolf-livestock Compensation Pilot Program As part of its evaluation of the Wolf-Livestock Compensation Pilot Program, the California Department of Fish and Wildlife (CDFW) last week started posting outstanding wolf depredation reports dating back to August 2023.

The depredation reports confirm 16 wolf depredations totaling a loss of 18 livestock. With this posting, CDFW can now finalize review of existing program

applications and eligibility of livestock producers to receive payments for direct losses.

The Wolf-Livestock Compensation Pilot Program is the first of its kind in California and has thus far provided support to livestock producers in compensating for direct loss of livestock due to confirmed wolf depredation; supported non-lethal deterrence techniques such as the use

of range riders, electrified fencing and flags (turbo fladry), camera surveillance, motion lights and guardian dogs; and compensated livestock producers for the impact of wolf presence on livestock.

CDFW received $3 million in funding from the Budget Act of 2021 and began receiving applications in February 2022.

As of January 12, 2024, CDFW had received a total of 102 applications. At that

time, CDFW notified the public that the applications received were projected to exhaust the current fund.

The efforts to implement the pilot program have been important to wolf conservation and supporting livestock producers in the state. Once the program is complete and evaluated, CDFW will make a summary public on its Gray Wolf webpage.

OBITUARIES Norman Newton Folkenberg Norman Newton Folkenberg, known fondly to friends and family as Norman, passed away peacefully of natural causes on January 25, 2024, in Crescent City, California.

Born on October 6, 1934, in the lush landscapes of Oregon, Norman’s life was a tapestry of hard work, creativity, and the warm embrace of family life.

He was a beloved father, grandfather, great-grandfather, and uncle, whose legacy of love and kindness will be cherished by all who knew him.

Norman’s early years were spent working in the mills of California, where he learned the value of dedication and perseverance. He later transitioned to a career as a fire lookout, a role he passionately embraced until his well-earned retirement. The solitude and beauty of the natural world were a constant source of inspiration for Norman, and his dedication to preserving it was evident in his diligent work.

Beyond his professional life, Norman was a man of many interests and talents.

Reading was a favored pastime, allowing him to explore worlds beyond his own. Painting and woodworking were not just hobbies but expressions of his deep-seated creativity, resulting in beautiful pieces that were often gifted to loved ones. Western movies were another joy, with their tales of adventure

and heroism reflecting the bold spirit Norman carried within himself.

Norman’s heart, however, was most fulfilled in the company of his family. He was the cherished husband of the late Emma Jean Folkenberg, and together they built a life rich with love and laughter. His children, Sherri Lewis, Douglas Folkenberg, Yvette Deere, and David Folkenberg were the pride of his life, and he instilled in them the values of integrity, compassion, and the importance of family bonds. The joy of Norman’s life multiplied with the arrival of each grandchild and great-grandchild, as he watched his legacy beautifully unfold through the generations.

Holidays were a particular delight for Norman, where the gathering of family, the sharing of stories, and the enjoyment of good food – which he always insisted was one of life’s greatest pleasures – made for cherished memories. His presence at these family celebrations was as essential as the festive meals he so enjoyed, and his absence will be deeply felt during these times.

Norman’s life was a testament to the quiet strength and resilience of a man who faced life’s challenges with grace and who found happiness in the simple pleasures of life. He was a pillar in his community, a friend to many, and a

guiding light to his family.

His wise counsel, gentle humor, and the unwavering love he had for his family will be profoundly missed.

Norman’s passing marks the end of an era, but his spirit will continue to live on in the hearts of those he touched.

He leaves behind not only his children and their spouses but also a host of grandchildren, great-grandchildren, nieces, and nephews, all of whom will carry forward the lessons of love, family, and resilience that Norman embodied. As we bid farewell to Norman Newton Folkenberg, we celebrate a life well-lived, a journey well-traveled, and a man well-loved. His was a life that exemplified the beauty of simplicity, the strength of character, and the joy of togetherness.

While Norman may have left this earthly realm, the memories he created, the wisdom he shared, and the love he gave will forever be woven into the fabric of his family’s history. Rest in peace, Norman. Your story lives on through the many lives you’ve touched, and your memory will continue to inspire us all to live with the same kindness, passion, and love for family that you so effortlessly displayed.
