These Young Adult Tobacco Purchase Surveys (YATPS) also called decoy stings are permitted to be conducted by law enforcement or government agencies like TUPP, in order to assess compliance with guidelines that prohibit the sale of tobacco products to underage individuals.

On December 21, TUPP sent a decoy into 19 retail operations across the City and Del Norte county. One half dozen stores reportedly sold tobacco products to an underage decoy. Of the six, five retailers declined to ask for valid age identification.

One clerk checked identification of the minor but was unaware of the 21 year old age threshold to purchase tobacco products. Those stores found to be in violation will receive education and training assistance to help prevent the retailers and staff from future violations. Health Education coordinator Crystal Yang of the DN TUPP stating, “ Tobacco retailers have a key role in preventing youth access to tobacco products so conducting decoy stings helps us to identify what’s going on in our community. We’d like to thank retailers who are doing their part to prevent minors from using tobacco and nicotine products.”

At the February 5 City Council meeting, Councilors declared an emergency per Public Contract Code 22050. The emergency declaration allows the City to by pass the normal competitive bidding process in order to procure services and contractors to address the emergency: in this case the continual slide activity that has undermined a section of Pebble Beach Drive between 7th and 8th Street. The Council, with a 5-0 vote, renewed its February declaration, Tuesday evening. City Staff continue to maintain communication with the Coastal Commission regarding permitting and Cal Trans regarding funding. The City has applied for Emergency Opening (EO) funding. If approved, EO funding is 100 percent reimbursable. Upon approval, funds must be spent within 270 days. The clock on the time frame has commenced. The hopeful expedient fix is temporary. The EO funds purpose is intended to cover only the immediate costs to stabilize the emergency, reopen Pebble Beach Drive and provide for public safety. The estimated costs for the temporary fix is unknown for repair costs and scope of work. “I love it when a plan comes together.” This was a famous line by Lieutenant Colonel John “Hannibal” Smith, the leader of the A-Team, an 80’s TV show about four former members of a U.S. Army Special Forces unit.

At the Board of Supervisors meeting on February 13 the Del Norte A Team brought their A game. After a compelling and informative presentation from Del Norte Mission Possible, the Board of Supervisors authorized the use of county-owned property on Williams Drive to establish centralized services for the unhoused.

After years of planning and advocacy, the County has formed a partnership with Del Norte Mission Possible to develop a 60 bed emergency shelter and a tiny home village with up to 50 temporary housing units. The project will be built over the next two years thanks in part to a state grant of $10.8 million.

Future Vision

The PowerPoint presentation to the Supervisors stated, “This community needs space for those experiencing home-

lessness to achieve stability and find a path to permanent housing, dignity and reengagement in society. This is the best option for doing so.”

Del Norte Mission Possible considered 38 different properties for an emergency shelter for our unhoused population. Three were seriously explored and none were found feasible. This was complicated by community misunderstanding about what the project will and will not be.

The recommendation to locate this shelter on county-owned property was developed by the County Housing and Homelessness Ad Hoc Committee with input from the City, County, Police, Sheriff, Behavioral Health and the community. The project will utilize county-owned property that is underused, not visible, and close to services.

Evolving Understanding

When the Board of Supervisors discussed this subject in December, there was a lot of confusion. At that time Supervisor Borges was opposed to the location, but ultimately the other Supervisors approved locating the tiny home village on the Williams Drive

The main role of government is to keep the peace and punish offenders. However, our government has grown by leaps and bounds, and the rights of the individual have been trampled. The Socialist Economy can go down only one of two possible paths: toward Authoritarianism, or toward Anarchy.

For example, California is a state that is badly in need of water. Fortunately, we have received a lot of rain this year. We need to SAVE THE WATER. However, Environmentalists (scam) are against building dams and reservoirs to do just that, and prefer to let the water run into the ocean.

At the most recent meeting, Supervisor Borges had clearly done his homework and had a much better understanding of what this project would entail. He literally went the extra mile to visit a homeless shelter in the Rogue Valley to observe how they operate and get answers for questions he had about our local project.

I find it encouraging when an elected official is willing to absorb new information and change their position based on an evolved understanding. It is hard for a new Supervisor to immediately be up to speed on the multitude of issues that they must deal with. I am pleased to see Supervisor Borges step up on this issue.

Combined Effort

As of December, it was planned that the tiny home village and the emergency shelter would not be at the same location. It makes much more sense to have these services co-located to improve efficiency and long-term reduction of expenses.

Right at the beginning Supervisor Wilson showed up asking to help. We were pretty isolated from information or contacts. Danish wind developer Orsted is halting the development of two massive New Jersey offshore wind projects due to cascading economic pressures, including skyrocketing interest rates and a supply chain crunch –two factors that have dogged wind energy projects up and down the East Coast.

The decision is ominous news for a nascent sector that could play a key role in

shelter and a micro village with 50 tiny homes. Both housing components will be able to share accessory services that the grant will pay to set up, including kitchen and bathroom facilities, community area, storage, laundry, garden, and pet area.

More important than the physical layout, the transitional services are an essential component for the success of this effort. On-site staff will provide individualized support services to assist the residents to stabilize their lives and prepare to transition to permanent housing, improved health, and employment.

Not the Stereotype

It is a common misconception that there will be crowds of homeless people loitering around the location of these housing services. Some of us have seen rescue missions that allow people to simply drop in and wait for a bed to open up. This project will not be like that. Del Norte Mission Possible has a better plan. All residents will be screened at offsite “navigation” centers and transported to the facilities. There will be no drop in or first come first

served, no lining up for a bed and no loitering. This housing compound will be secure, fenced and monitored by security cameras and security staff. There will always be at least two staff members on site who are trained in trauma informed care and de-escalation. This program will offer more than just a bed. They will provide relationship-based case management and goal setting. They will provide opportunities, establish behavioral rules and accountability.

More Is Needed

There are still more details to work out, but this project is off and running because of inter-agency cooperation and collaboration with capable community partners. Sometimes government works.

This project will not completely solve the challenges of our unhoused population, but it is a good start. Del Norte Mission Possible will directly reach out and find the people who want to be helped.

These facilities will provide basic comfort but will not be so comfortable that people will want to stay forev-

City Council gives Fire Chief a Raise

The Fire Chief is a contract department head for the City providing services to the Crescent Fire Protection District through the Emergency and Fire Response Services Agreement.

In 2021, the Arcata Fire District commissioned a compensation study that compared ten other similar Fire services agencies. The salary range was $123,000 to just under $150,000. The proposed new salary range has been raised to $152,000. Chief Carey will now be compensated at the maximum level of $152,000 per year, plus benefits.

Duties of the Chief include the following:

• Fire Operations Chief for Crescent City Fire and Rescue responsible for the management and training of approximately 25 volunteers and three career captains.

• Providing up to 84 hours per week of on-call duty coverage.

• Fire administrator for the Crescent Fire Protection District responsible for the District budget and reporting to the District Board.

• City Fire Chief reporting to the City Manager and

• City and District Fire Inspector.

The total annual fiscal impact for the proposed salary range is an increase of $29,832 in wages and $8,966 in benefits. Per the Emergency and Fire Response Services Agreement, the Fire Chief personnel expenses is equally shared by the City and the District.

The Council voted unanimously in approving Chief Kevin Carey’s salary and benefits package.

Crescent City councilors approved a $28,516 dollar raise for Crescent Fire Protection District chief Kevin Carey. Carey assumed the Fire Chief position following the passing of Steve Wakefield. Carey assumed the position in June of 2022 at a salary of $121,484 per year. City Manager Eric Wier presented the City’s responsibility in the challenge to recruit highly qualified personnel and how the Fire chief plays a critical role in ensuring public safety and managing emergency response services.

The proposed project is the extension of a prior project to increase city storm drain system capacity to meet acceptable design standards for capacity to convey a once every 10year storm event on local minor streets, a once every 25-year storm event on major collector streets, and a 100-year storm event for buildings on a section of Front Street. Two 36-inch storm drainpipes will be replaced with HDPE on Front Street between G Street and H Street. A 48” storm drainpipe will be replaced with HDPE between H Street and Play Street. Excavation depths will range from 6 to 8 feet. The proposed project will require the reconstruction and/or repair of the subject roadways. As such, the proposed project includes the construction of 22 new ADA compliant Access Ramps, 13,700 square feet of sidewalk, and over 2700 LF of curb and gutter. Approximately 1,000 lineal feet of Front Street between G Street and Play Street will be narrowed from 5 lanes to 2 with a turning lane at H Street for traffic control & safety. Furthermore, the portion of Front Street between G Street and I Street will include a chicane as a traffic slowing feature. The portion between I Street and Play Street will be divided thereby creating two lanes of travel on the north half of the roadway and the existing south half of the road will be converted to public parking. Another shopper said the extra day was “…some kind of a Holiday” but she couldn’t recall it! Yet another very nice lady said, Leap Year Day February 29 was added to remind folks 2024 is a Presidential election reminder. Incorrect!

The Triplicate thought a clear explanation of “Leap Year” might be helpful to those who couldn’t explain the extra day added to the February calendar every four years.

Everyone knows the calendar is 365 days. Not exactly. Our current use date/ month/ year almanac is the Gregorian calendar, named after Pope Gregory XIII. In 1542, Pope Gregory established all years divisible by four would be leap years.

According to the National Aeronautics and Space Administration (NASA),

the Earth revolves around the Sun every 365.2422 days (rounded up to .25 or about six hours). The calendar functions on a 365 day cycle. What to do with that extra one-quarter day? The approximate six hours multiplied by four years equals 24 hour day, the time is takes Earth to ROTATE (spin on its axis) one time.

Julius Caesar instituted his Julian Calendar back in 46 BC but did not accommodate this estimated six hour shortage and the confusion endured until the Gregorian calendar came into use in all Roman Catholic countries.

Leap years are important so the calendar year matches the solar year, the amount of time it takes for Earth to make a REVOLUTION trip (orbit) around The Sun. To be precise, five hours, 46 minutes and 48 seconds of one year doesn’t seem like a big deal, but if one keeps subtracting about six hours every year for many years, things can get pretty messed up. For example, June is a typically warm month in the Northern Hemisphere, but if leap years were not used, all those missing hours would add up in days, weeks and months. Eventually June would be a cold, winter month.

Those who share a February 29 birthday celebrate their birthday on March 1. The selection of February as the month to add the extra day was made by the Roman’s who originally used a ten month calendar. February was the tenth month on the Julian calendar.

The Triplicate recognizes Del Norters Erik Hauan and Chuck Doolittle who were able to explain specifics about Leap Year: two very smart guys! Happy Leap Day, Del Norte.

The Contractors State License Board (CSLB) joined forces with the Humboldt County District Attorney’s Office in a recent undercover operation targeting unlicensed contractors.

The sting operation was conducted in the Eureka area during severe storms in early February. It resulted in four individuals receiving a Notice to Appear in criminal court for allegedly conducting contracting activities without the required license. They now face fines and possible jail time. CSLB and law enforcement officials cited the four individuals for submitting bids that exceeded the legal limit of $500. The bids ranged from $1,400 for an interior paint project to $12,000 for deck work.

According to California law, if unlicensed individuals advertise for construction contracting services, they must clearly state they are unlicensed and cannot bid on a contract for work valued at more than $500, including labor and materials.

“It’s important to hire licensed contractors for any home improvement project, especially after a storm when unlicensed contractors may take advantage of consumers looking to repair their homes,” said David Fogt, CSLB Registrar. “That’s why CSLB educates consumers on how to protect themselves by hiring a licensed contractor – it takes just a few minutes to find a licensed contractor in California.”

After this sting operation, one individual faces

an additional recommended obstruction of justice charge. Investigators say this person posted information about the sting operation on social media right after leaving the sting site despite being told not to do so.

Bernice Everdean Spencer

Bernice Everdean Spencer died age 98 on Sept.

3, 2023, in Lecanto, Fla. She had lived in nearby Dunnellon since 1989. Born in Orange Township, MI. to loving parents Lilburn and Hazel (née Henry) Gregory on Mar. 7, 1925, she worked hard as her father’s “right hand man” farming alongside siblings Eloise, Harriet, Gail, and Max. In later years, after her father’s passing, Bernice was blessed with respected stepfather Andrew Tomasini.

Following World War II, when she had worked as a real-life “Rosie the Riveter” in Detroit, she emigrated with some of her family to Crescent City, CA, where she married her devoted husband, Glenn Malcolm Spencer. She labored over their home and enormous garden while he worked at PacifiCorp, and together they raised their talented sons Gregory and Harry.

Bernice and Glenn loved to play cards and go out dancing, but their greatest shared hobby was undoubt-

“Stretch” Lang, of Crescent City, CA, passed away on January 28, 2024 after a long and courageous battle with cancer. Stretch was born in Sacramento, CA on April 8, 1950 to predeceased parents Henry and Barbara (Hood) Lang. His father remarried Lucy (Simpson) Lang who became a devoted mother figure in Stretch’s life.

After graduating from Kennedy High School in Sacramento in 1968, Stretch worked for a short time in advertising at an area radio station and played guitar in a two-person band known to locals as “Stretch and Retch.”

According to old-timers, they were a favorite at the historic Iron Door Saloon in Groveland, CA. Stretch eventually settled on a career in the construction industry and excelled as a glazier, welder. He retired as a union carpenter after 35 years of working both residential and commercial projects throughout the state of California.

David Weldon, a native son of Yreka, California lost his life due to a tragic boating accident off the south end of South Beach in Crescent City on February 8th. Dave was 90 years old. Born November 24, 1933, to George and Dorie Weldon, also long-time residents of Yreka, he attended Yreka High School and upon graduation he entered the Navy during the Korean War and served four years. After the Navy he enrolled into Shasta College in Redding where he continued playing the game of football which he was well known for being a formidable quarterback. He met and married the mother of his three children, JoAnn Turner who

In early retirement, she and her husband travelled across the country playing golf at various courses for many years. Bernice is survived by her son Harry Spencer, of Dunnellon, FL; grandchildren Paige and Shane Spencer, of Baltimore, MD; a daughter-in-law, Maura Conley, of Clarksville, MD; and numerous nieces and nephews. She was preceded in death by, among others: her cherished husband; beloved son Gregory Spencer, of Clarksville, MD; and dearly missed nephew James “Jimmy” Spencer, of Crescent City, CA. Like her son and husband, Bernice donated her body to her local state

He also liked taking over the kitchen to make dill pickles, venison sausage and peach jelly clear enough to be called “Looking Through” jelly.

Friends and family asked to recall favorite moments with Stretch remember how much he liked to dress like Abe Lincoln for Halloween, show off the 1942 Willies military JEEP he meticulously restored and hang out at the Moose

preceded him in death in July 2001. He moved to Crescent City back in the late 1990s and continued his love of fishing and crabbing. It was there he met and established a twenty-plus year relationship with Mary Lee Sevier until her death in September 2018. Dave is survived by his children: Michael and Dawn Weldon of Chico, CA; Jon Weldon of Yreka, CA; Joseph and Heather Weldon of Montague, CA; and his companion Ann Sharp of Crescent City. He also had six grandchildren and nine great-grandchildren.

Our father started out working in the woods as a choker setter, worked at the log pond for Standard Veneer and became an owner of Klamath Sanitation and Sargent and Son with his father Evert Sargent. They sold the garbage company in 1989 to retire. Our father will be missed, but we know his discomforts are gone and he is at peace.

Strong defense lifts Del Norte freshmen to Big 5 championship

The future is bright for Del Norte boys basketball, and a long-held tradition within the program remains as strong as ever.

Earlier this month the Del Norte freshmen boys basketball team clinched a Big 5 championship in a title race that went down to the last day of the season.

In their final game, the young Del Norte players edged McKinleyville 47-45 in what was a true championship game to decide what had been a competitive and balanced conference this season.

They achieved it thanks in large part to some good offense and some outstanding defense, something that Del Norte basketball has always prioritized.

“We had a little bit of everything. We could score and we played good defense,” said head coach Gabe Lopez, who added with a chuckle, “to play at Del Norte, you have to play defense.”

The young players responded to the challenge and stepped up when they needed to the most, closing out the season strong to secure the championship and offer plenty of hope for the future of the program.

They had plenty of fun along the way too, something that impressed the coaching staff, as did the players’ collective approach to the season.

“They were really fun to be around,” Lopez said. “They had a really good attitude.”

Most of the players began preparation for the season last summer while playing travel ball with Lopez, and that gave the head coach a head start in familiarizing himself with the roster.

“Most of them played basketball for me

over the summer, so I knew them and I knew their strengths and weaknesses and knew what we needed to work on,” Lopez said.

Team leader Marcus Parras played a pivotal role in the team’s success and his versatility as a player helped pave the way to success.

“He played everywhere,” the coach said. “He could play point for me, he could play wing, and he was our No. 1 scorer. If I needed a bucket, I went to him.”

He wasn’t the only standout on a deep roster of 11.

Rek-woi Alamdea also played a key role and he helped set the tone on the defensive side of the ball.

Alamdea was tasked with guarding the opposing team’s point guard every game and he responded well.

“He did a good job at that. He got after it defensively,” Lopez said. “And he made it hard for the other team to get into their offense.”

Landan Williams and Rumaldo Salcedo Jr. each also played some outstanding defense along the way, with Williams named to the all-tournament team at the Eureka tournament because of his standout defense.

“They played really good defense all year for me,” Lopez said of the talented duo. “They were consistent.”

The team also included Evan Restad, Sebastian Alcala, Max Borges, Trent Conk, Ethan Vue, Ian Stanley and Allen Stanshaw Jr., and, according to the head coach, all of the players contributed to the team’s success.

So too did assistant coach Chris Davidson, a former Del Norte player.
