

City joins Harbor Resiliency Festival in Recognizing 60th Anniversary of the Good Friday Tsunami

The City and the Harbor announce this week-end’s Tsunami Resiliency Festival, March 23. The Festival will commemorate the 60th anniversary of the 1964 Tsunami which destroyed downtown Crescent City. Events will take place from 11am-9pm.
• 11am-3pm Art Walk and Brunch featuring local artists and works. Harbor Art Gallery, 140 Marine Way, Crescent City Art Gallery, 1228 2nd Street, Casita Coffee outside Harbor office and Brunch at Schmidt’s House of Jambalaya, 110 Anchor Way.
• 1pm-3pm Artifacts and Stories. Del Norte County Historical Society Museum. 577 H Street. Free admission

Fire Board votes to sell Cooper Avenue Station

June 2023 State Arbitration Hearing on the basis of the CCHD’s inability or failure to dredge the inner harbor by October 31, 2023. The dredging underneath the Fashion pier was ordered by the Arbitration panel to a depth of at least 18 feet, allowing larger vessels to access the syncrolift to raise and lower ships to the Harbor. The Harbor had not dredged underneath the syncrolift since 2015. Other issues involved The Harbor’s failure to maintain the facility housing tenant Fashion’s structure.

IN MY VIEW: Civil discourse and civic engagement
This is my 104th column which means that I have been sharing my opinions with you for two years. I laugh when anyone calls me a journalist. I am not a journalist. I am an opportunist. The Del Norte Triplicate has provided me with an opportunity to express my views without censorship. For this I am grateful.
Looking back at the wide array of subjects that I have written about, there is a common thread throughout. My columns aim to inform people and guide them to get involved with local government. Government works best when the public participates in the decision making. I have advocated for civil discourse and civic engagement.
Public Comments
Every government agency must allow public comments on every issue on their agenda. They must let people speak before the elected officials take a vote. Agencies can adopt rules on how this will occur. It is standard for each person to have three minutes and they are expected to stay on topic.
As an adaptation to COVID most government
meetings started streaming online and public testimony was allowed remotely via zoom. This accommodation may end soon in response to abuse of this privilege.
Last September, a San Francisco Chronicle story reported, “After several people made explicit, racist and antisemitic remarks during remote public comment at the San Francisco Board of Supervisors session, the Board President is pledging to put an end to call ins altogether.”
Nazi Zoom Bombs
More recently the SF Chronicle (3/4/24) reported that neo-Nazis are using video conferencing platforms to ambush public meetings with hate speech. “There have been more than 140 antisemitic disruptions of public forums nationally since August, most caused or inspired by a group called the “City Council Death Squad.”
It is not possible to weed out the hate speech from the regular speakers. California Law requires that if elected bodies elect to “teleconference” they must let the public know when and how to access it. Furthermore, the constitution broadly protects free speech
including hate speech.
Many government agencies are choosing to curtail remote testimony from everybody. At least two dozen California Cities have suspended virtual meeting participation for the public. The city attorney for Walnut Creek explained, “We pretty much have to allow everything unless we cut back to the way it was pre-COVID.”
Racism Hits Home
It seems far away to read about these incidents in other parts of California, but it is more real when it hits closer to home. At the March 4th Crescent City Council meeting, eight hatemongers logged in to spew racist and antisemitic bile during the public comment period. There was little the City Council could do to stop it.
The City Attorney advised that they could try to redirect if the speakers go off topic and can cut them off if they veer back off course. This was a well-organized attack. Every speaker started out politely on a relevant issue and then careened into an obnoxious rant. You can listen to the recording from minute 13 to 33.

About the artists: Lauren Godla is a dance artist, director and educator
based out of Gasquet, CA. She graduated with a BA in Exercise Biology and a Minor in Dance from UC Davis in 2012 and spent the better part of the following decade living and working in the Bay Area. She co-directed and performed for FloorPlay Dance Comedy, choreographed for Theater Bay Area award-winning productions, and toured and performed nationally with BANDALOOP during her time in the Bay. In 2020 she moved home to Del Norte County and in 2021 she founded DiRT & Glitter, an environmental art organization that produces site-specific productions. Her dance film “Drop” was included in the 2021 San Francisco Exhibition
Showcase “Three Turns” and her dance film “Two Suns” debuted in the 2022 San Francisco Dance Film Festival. She is currently serving as the Artistic Director for DiRT & Glitter and working on a collaborative dance film project to celebrate the Klamath Dam Removal process through funding awarded by the Upstate California Creative Corps. Her work aims to inspire connections, honor the body as part of our living planet, and explore our inner and outer wilderness. Jenny Hersh is an artist and educator with roots in the East Coast but always
talking about sewers and then went on to describe how the Jews are digging tunnels under their temple to perform ritualistic sacrifices. After he was interrupted, he asserted that he was exercising his “constitutionally protected speech in a public forum” and threatened legal action if they stopped him.
Another racist started talking about Black History month then pivoted to say that “Blacks are a cancer on the world.” The last speaker claimed he has been a resident of Crescent City for 14 years (likely a lie) then claimed that he hears digging under his home and people saying, “oy vey.” This neo-Nazi closed with, “Heil Hitler.”
What To Do?
The Chair of the Del Norte County Board of Supervisors decided to stop taking public comments via zoom, after a disturbing disruption of the City Planning Commission a few months ago. Will other local agencies follow? I do not condone hate speech but hope there is another way other than shutting down remote testimony.

radical if they must appear in person. This would also reduce the number of outsiders crashing the party. The downside is that it can restrict local people from participating. It is hard for people who are disabled, elderly or just busy to attend meetings.
However, I know that people are also willing to show up live and spew hate. At a recent Harbor Commission meeting, a man played a prerecorded statement through a portable speaker making personal attacks on the Harbor Master. The President tried to cut him off, but he just turned up the volume and continued unabated.
Ad Hoc Reactivism
It is important for people to participate in government decision making, but it is imperative that we remain civil. It is always impressive to see the impact that citizens have when they speak up at meetings. Often this is motivated by a specific issue. I call this ad hoc reactivism because we are reacting to a proposed decision.
There is also a need for persistent advocacy, when an individual or group stays focused on the long view. One such group

Citing no legal requirement to provide mail service and potential liability issues handling someone else’s mail, the Harbor attorney advised the District of its options.
The Harbor may instead require Park residents to provide their own mailboxes. Currently, tenants may
access their mail during a two hour window at the Harbor office.
A group of upset, long term tenants led by Bayside tenant Leonard Franklin expressed several tenants displeasure on a number of grievances concerning Park Maintenance, Restroom cleanliness, potholes in the roads, claims of disrespectful interaction with Harbormaster Tim Petrick and access to the delivery of mail and parcels.

The event follows the March 11, 2011 magnitude 9.1 Earthquake that wiped out the Coastal community of Rikuzentakata. Thousands lost their lives in the ensuing Tsunami.
Two years later, a lone boat washed up along the Crescent City shoreline. The boat belonged to a high school in Rikuzentakata. Local students from Del Norte High cleaned and refurbished the “ Kamome” and returned the vessel to Rikuzentakata, Japan. This event prompted a sister-school bond between the two communities.
April 12 and 13, Crescent City will be hosting the 2nd Annual Kamome Festival. The City of Rikunzentakata will be sending a delegation to help commemorate the anniversary.
Not all in attendance at the Council meeting were excited to allocate the funds sending the Mayor to this ceremonial event in San Francisco.
Public Speaker Sam Strait thought the expenditure should be directed to filling potholes on City streets rather than financing politicians “ hobnobbing at a dinner party.” Strait reminded councilors the delegation, absent the Consul-General, would visit Crescent City, within the next 48 hours.

The Tolowa Dee-ni Nation announced it has passed a Resolution opposing offshore wind energy. The Nation covers Del Norte County and much of The southwest Oregon, urges the Department of Interior and Bureau of Ocean Energy Management to halt all scoping and permitting for offshore wind projects, until a comprehensive and transparent procedure is developed.
The Tolowa Dee-ni is a federally recognized Indian Nation, one of 574 federally recognized tribes in the United States that depend on traditional places, foods and lifestyles. The Tolowa states observed and future impacts from climate change threaten access to traditional





foods, marine foods offer sustenance as well as cultural, economic, medicinal and community health for future Tolowa Deeni’ generations. The offshore wind energy project lacks tribal involvement and research, according to the Resolution. The Tribe states the (wind energy project) lacks studies or research about the environmental impacts the windmills will have on the ocean floor and marine species. “ The Federal government has a legal obligation to consult with Tribal Nations on any activities that may affect the lands and resources. We ask the Administration to incorporate the essential value of tribal co- stewardship, co-decision making and co-management of tradition lands and waters,” according to the Resolution.
