The impact locally and up and down the Golden State is profound. In Crescent City, franchises or company stores totaling over 60, must now pay their employees the higher rate, effective immediately. Employees who work in this industry are among the lowest paid, across the state and country. Nationally, the minimum wage is $7.65 per hour. Rural Oregon which includes Brookings has a $13.20 hourly minimum wage. Now, California has skyrocketed its fast food minimum wage to $20 per hour. An estimated 500,000 fast food worker are employed in California. The Triplicate surveyed several stores in Del Norte affected City Remembers Tidal Wave disaster BY ROGER GITLIN Country Media, Inc. The public braved cold, rainy weather and paid respects to the memories of the victims on the 60th anniversary of the worst Tsunami in the United States ever. The event was hosted by the City at the Cultural Center. 11 individuals lost their lives, another 60 suffered injuries, an estimated $40 million in damage (1964 dollars) devastation covered 30 plus blocks March 27-28, 1964. Dr. Lori Dengler, Professor Emeritus in the Geology Dept. at Cal Poly Humboldt University delivered a compelling presentation to those in attendance. Professor Dengler recounted what she referred as the flood following the earthquake, in an era when the public was not so familiar with the word tsunami. The Klamath River dam removal is the largest riparian restoration project in the United States. There are a few who still oppose this project, but it is moving forward as planned with a few bumps.
The release of sediment from the dam removal was an anticipated short-term impact. Though this is having a temporary effect on fish, in the long term a free-flowing Klamath will greatly improve the habitat for salmon. Increased salmon populations will be good for everyone who likes to fish for and eat salmon.
The Harbor District expressed concerns that this excess sediment may be carried north and deposited in the harbor. Precautions are being taken to determine whether this problem arises. The harbor has established a baseline depth prior to dam removal to measure any inflow of silt. There is a plan to mitigate if this occurs.
WHAT’S HAPPENING
How did this happen?
The permits for the dam operation were expiring and PacifiCorp, which owns the dams, decided that it would be cheaper to remove the dams than to bring them up to code. The Yurok Tribe and others, successfully advocated for dam removal to restore the salmon fishery. The States of California and Oregon and others
developed a plan for dam removal and delegated responsibility to carry out the plan to the Klamath River Renewal Corporation (KRRC). I gleaned the following current information on what’s happening with the dam removal from the KRRC website. klamathrenewal.org
“The natural wealth of the Klamath River has underpinned the physical well-being and cultural identity of native tribes for thousands of years. The Klamath River was once the third largest salmon river on the west coast and teemed with salmon and trout in what seemed to be an inexhaustible supply.”

The Klamath River Renewal Corporation (KRRC) is a private, independent nonprofit organization formed by the Klamath Hydroelectric Settlement Agreement and is part of a cooperative effort to “re-establish the natural vitality of the Klamath River so that it can support all communities in the basin.”
Signatories of the Klamath Hydroelectric Settlement Agreement include the States of California and Oregon, local governments, Tribal nations, PacifiCorp, irrigators, and several conservation and fishing groups. They appointed KRRC to take ownership and oversee removal of
four hydroelectric dams on the Klamath River.
RIVER RENEWAL
KRRC has taken ownership of four PacifiCorp dams, JC Boyle, Copco No. 1 & No. 2, and Iron Gate, and will “remove these dams, restore formerly inundated lands, and implement required mitigation measures in compliance with all applicable federal, state, and local regulations.”
“Removal of the four hydroelectric dams is the first crucial step to restore the health of the Klamath River and the communities that depend upon it. KRRC’s sole focus is to accomplish this first step.” KRRC provides regular updates on their progress through press releases posted on their website.
Last November the KRRC completed removal of the first dam, Copco No. 2. The remaining three dams, Copco No. 1, Iron Gate, and JC Boyle are slated for removal this year. In January, KRRC began the slow draining of these reservoirs. Once the drawdown is complete, restoration and deconstruction activities can begin.
DRAWDOWN COMPLETE
In February, the initial phase of drawdown of Copco No.1, Iron Gate, and JC Boyle reservoirs was completed. Draining
the reservoirs is a critical step on the path to deconstructing these remaining Klamath River dams.
“With the reservoirs emptied, the Klamath River now winds its way through the former reservoir footprints, cutting though a century of accumulated sediment and finding its historical path. Extensive testing of the sediment that had accumulated behind the dams revealed that it is predominantly dead algae and is not a concern for human health.”
“The restoration of the former reservoir footprints is currently underway and will continue for several years until vegetation is successfully established and water clarity has returned to baseline conditions.”
GAS BUBBLE DISEASE
Not everyone is happy about this progress and at least one major mistake has been made. On February 26, the California Department of Fish and Wildlife (CDFW) released 830,000 fall-run Chinook salmon fry into Fall Creek, a tributary of the Klamath River above Iron Gate Dam. The salmon fry experienced a large mortality.
According to CDFW, “Indications are the cause of mortality was gas bubble disease that likely occurred as the fry migrated though the Iron Gate Dam tunnel, old infrastructure
that is targeted for removal along with the Iron Gate Dam later this year. Gas bubble disease results from environmental or physical trauma often associated with severe pressure change.”
“There is no indication that the mortality is associated with other Klamath River water quality conditions such as turbidity and dissolved oxygen. The problems associated with the Iron Gate Dam tunnel are temporary and CDFW will plan all future salmon releases below Iron Gate Dam until this infrastructure is removed.”
SKEPTICS RETORT
A story by William Simpson published in the on-line Siskiyou News (3/4/24) opined, “The narrative by CDFW suggesting that 850,000 taxpayer-funded fall-run Chinook salmon fry perished due to ‘gas bubble disease’ is certainly plausible, but questionable.”
“Arguably, there [sic] powerful financial motives to deny the deadly impacts of sedimentation-turbidity (toxic clay-mud) on the salmon fry, especially because there are ten [sic] of millions of metric yards of the stuff still sitting on the lake bottoms of Iron Gate and Copco Lakes!” “The gas bubble tale seems to also work as a cover story in the event there was incompetence
in the release of costly salmon fry into a polluted Klamath River.”
GET THE FACTS STRAIGHT
This Siskiyou “story” is an example of science denialism and disinformation through speculation. This only serves to inflame the concerns real or imagined regarding the possible impacts of this project. Yes, there will be increased silt loading in the Klamath River and it will impact fish, but no evidence has been presented to show the sediments are toxic or polluted.
In the end the Klamath River will flush itself clean again and it will be better than ever. There must be short-term pain, so that we can achieve a long-term gain.

This is in response to the polite group of advocates who often gather in front of our local CVS to demonstrate their desire to have CVS’s pharmacy cease their distribution of the “abortion pill.” A few years ago, I experienced what’s called a “missed miscarriage.” At Week 6, the embryo stopped growing, however, this was not noticed until my Week 9 medical appointment. My body hadn’t quite noticed (thus the “missed” part of the miscarriage) that growth had ceased; the pregnancy had ceased. At around Week 11, my body still had yet to complete the miscarriage cycle, putting me at risk for infection, as well as preventing my spouse and me from trying again for another pregnancy.

As such, my doctor advised me to take medication to invite a “spontaneous abortion,” which would help my body along. It was either this or go through a D and C (dilation and curettage) procedure, where tissue is scraped off the sides of my uterus. To me, this seemed incredibly uncomfortable and unpleasant, to say the least. So, I went the medication route, which is usually a dose of Misoprostol and Mifepristone. Like my other medications, I accessed this at our local CVS Pharmacy.
Absolutely, I acknowledge that, for a variety of reasons, receiving an abortion is not the same as experiencing a miscarriage. Nonetheless, the medical intervention can be similar. Assemblymember Jim Wood supported this legislation. Quite naturally, employees expressed their glee with the raise. In contrast, management warned of impending cutbacks, accelerated movement toward automation and significant price increases on the menu. Management / ownership was very concerned about employee layoffs and steep price hikes. One local manager told The Triplicate “ I’m just waiting for ownership to send me the list on who gets cut and new pricing across the menu. We expect a $2-4 price increase per each item or combination of items. The higher prices in California reflect the 8.25 percent sales tax combined with the new hourly wage. Exempted are grocery stores, airport locations and other similar venues. The deal to approve the 1228 law was
struck with the blessing and support of the Service Employees International Union(SEIU) and singles out the identified national fast food franchises operating in California.
Fast food franchises just across the border Brookings, Oregon have no sales tax and a significantly lower employee hourly wage. California’s minimum wage remains at $16 per hour, outside of the fastfood industry.
Under the new law, a Fast Food Council has been formed as part of California’s Industrialization Department. It consists of nine voting board (and two non-voting) members who will have the flexibility to raise the hourly wage as much as 3.5 percent and regulate employee working conditions. Council Members will be compensated with an unannounced per diem rate plus mileage to attend these meetings. The Board held its first meeting March 15, in Oakland. The Govenor did not disclose total funding for the Department as the fiscal deficit soars between eight and $35 billion in the red for fiscal year 2024-2025.

by ROGER GITLIN Country Media. Inc. The Siskiyou County Board of Supervisors declared a state of emergency following the Lower Klamath Dam removal and Klamath River water quality. The Declaration invites additional funding from the State should Gov. Gavin Newsom similarly declare a state of emergency. The funding would be directed to Klamath River clean up and ensure the pre-planned disaster never happens again, according to an unidentified community resident at last week’s Siskiyou Board Special Meeting. Siskiyou County constituents have been demanding action to what some residents are calling a “ticking time bomb.” Supervisors listened to constituents’ reports of dead wildlife and toxic heavy metal sediments such as arsenic and lead accumulation over decades, following the ongoing dam removal project. The vote to declare an emergency was 4-1, with Siskiyou Supervisor Ed Valenzuela The Klamath River Renewal Corporation (KRRC) is tasked in removing the four hydroelectric dams and restoring a free flowing river. KRRC president Mark Branscom was not alarmed by the initial snapshot of high water toxicity and cautioned those high levels would diminish over time. Generally, the Klamath River water is not utilized for drinking but many residents along the river draw their water needs from wells adjacent to the Klamath. The exigent concern of water quality in the Klamath was palpable. The Triplicate contacted Del Norte Environmental Health (EHD) Senior Environmental Health Specialist Houawa Moua who reported EHD does not have any records for any residence that is using surface water from the Klamath River as their water source. During The Triplicate’s recent interview with Dennis Powers, the renowned author of 18 non-fiction books including The Raging Sea casually mentioned his long association as a Legal Law professor at Southern Oregon Uiversity in Ashland. During his presentation to the City Council on the 60th Anniversary of the 1964 flood disaster, Powers recognized some prominent faces among the Crescent City hierarchy. “ I’m simply amazed. Several took my Business Law, Internet Law and Corporate Law classes. All are graduates of SOU!” Powers cited a few not so old faces from his teaching days. • Eric Wier: In the SOU engineering/OSU 3/2 engineering and physics program with degrees from both; Wier and wife Amber’s kids are 5th generation born and raised in Del Norte county. • Amber Wier: Met Eric at SOU; Project Director for NorCal4 Health and member of Del Norte Child Care Center. • Richard Griffin: Numerous recognition citations; played football for the SOU Raiders, was sworn in as Chief of Police in 2019 just after his 40th birthday, the youngest Chief in the history of Crescent City. • Clinton Schaad; In his 4th term as the Auditor / Controller of Del Norte County. • Cheyenne Schaad: Chief Financial Officer for the Del Norte Superior Court. The Schaad kids are outstanding wrestlers. Let’s keep the Raider SOU Alumni Association busy. Any more Del Norters graduate from Southern Oregon University?

Leroy Nelson Restad 2/11/1944 - 3/21/2024
Leroy Nelson Restad age 80, known fondly by friends as Lee. Long time resident of Crescent City, CA, peacefully departed from this world surrounded by family on March 21st 2024.
Leroy was born in Langdon, North Dakota on February 11, 1944, to Fern and Melvin Restad. He was number 4 of 12 children. Later his family moved to Crescent City, CA where he resided for the duration of his life. Leroy loved many things. Including his wife, children, grandchildren, friends, family, animals, his garden, baking, and much more. If you couldn’t find him, he was probably out in the barn or the garden or the field wearing a straw hat and a flannel.
Leroy (Lee) was a man of strength, sacrifice, and dedicating himself to working hard. He served in the US army and battled in the Vietnam war. Later he went on to drive semi-trucks for various local businesses as well as owned and operated his own trucking company L. Restad Trucking.
Leroy is proceeded in death by his mother, father, 3 siblings and many more beloved family and friends. He leaves
Norma J. Pierce

Norma J. Pierce, age 95, passed away March 19,2024 at The Rose House in Branson, MO. She was born on September 23,1928 in Garden City, Kansas to John and Iona Boyd. On November 26, 1944, she married Homer S. Pierce, of Garden City, Kansas. He passed away December 28, 2012. As well as being a housewife and mother, for many years she helped her husband with the farming. Norma and her husband liked to travel, including trips to Canada and Europe. She was also an avid fan of KU and K-State basketball, Del Norte Warrior sports, and the Winnipeg Blue Bombers football team. Most of all, she loved her family and kept track of each and every one and what was taking place in their lives. Norma was preceded in death by her husband, her parents, two brothers and a grandson. She is survived by her sister, Lois Ramsey, of Garden City, KS, her children: Nancy Courtney and her husband John, of Springfield, Mo., Larry Pierce and his wife Shawanna, of Hollister, MO., Rodney Pierce of Albuquerque, NM., Tim Pierce and his wife Connie, of Crescent City, CA.; grandchildren: Shane (Mary) Pierce, Christine (Darren) Smith, Tucker
behind his wife of 50 years, his children, grandchildren, siblings, nieces, nephews and various other friends and family members.
There will be no services at Leroy’s request.
(Chandra) Pierce, Dylan (Janet) Pierce, Buck (Lori) Pierce, and Flynt (Jaclyn) Pierce; twelve great-grandchildren and two great-great grandchildren. Cremation has taken place, and her and her husband’s ashes will be co-mingled and scattered together.
