Board Continues Cell Tower Appeal Pending Location
BY ROGER GITLIN Country Media. Inc.The Board of Supervisors voted to continue its discussion for the request for a Conditional Use Permit (CUP) to erect a Verizon cell phone tower on Railroad Ave. The supervisors’ decision to continue the appeal and uphold the Planning Commission denial of the CUP Appeal was unanimous. Towers LLC Complete Wireless consultant is the authorized agent for Verizon Wireless, the applicant for the CUP. Representing Towers were Tower Project Manager Kevin Gallagher and legal counsel Paul Albritton. The Project Manager presented a power point describing the Proj-
ect Design, 136-foot Wireless facility camouflaged as a pine tree, 1,600 square foot network equipment surrounded by slatted fence (or acoustic barrier), Generator for emergencies, room for collocation by additional wireless carriers and available space for public safety antennas rent- free. Gallagher addressed supervisors with a map of wireless coverage and gap in service in the Lake Earl area and north of Crescent City, a worsening condition identified in 2022. Due to extensive growth of public cell phone usage, Verizon Wireless sought to address the less than satisfactory service via a request to erect a specific geographically-placed tower in a quiet rural neighbor-

Beleaguered Harbor Commission Mired in an Ocean of Debt, Dysfunction and Restraining Orders
BY ROGER GITLIN Country Media, Inc.In its Mission Statement, “The Crescent City Harbor District (CCHD) provides sustainable marine and shore-based commercial, economic, educational and recreational opportunities for the benefit of the community.” Along the journey to meet this lofty goal, the CCHD has managed to upset several Harbor tenants, vessel owners who moor their boats in the Harbor and at least two commissioners who’ve very publicly expressed concerns over Harbor operations and finances.
The latest imbroglio involves
a Bayside RV resident (who shall remain anonymous) and Harbormaster Tim Petrick who filed a Workplace Violence Restraining Order against the tenant April 5.
The language used by the tenant at recent meetings at the public speaker dais and within publicly-released emails was unquestionably coarse. Sensing a hostile tone in those missives involving language that promises “… to take you down…” the Harbormaster took the next step and requested CCHD legal counsel intervention, coming to Court and requesting a Workplace Violence Restraining Order against the tenant. The Harbor’s

Sheriff G. Thomas Hopper passed away Tuesday, May 7 at the age of 94. Sheriff Hopper served as the elected Sheriff of Del Norte County from 1977 to 1987. Prior to being elected Sheriff, he began working for Del Norte County as a Deputy Sheriff in 1963. He was promoted to Chief Jailer in 1966 and then Undersheriff in 1967, where he stayed for 10 years until he was elected Sheriff ten years later. After his retirement, he went on to become the Public Information Officer for Pelican Bay State Prison for many years. He and his wife Laraine were also very active with the local Elks Lodge. The Sheriff’s Office Flags will be flown at half staff and Deputies will be wearing mourning bands in Sheriff Hopper’s honor. No announcement of pending service was announced.

The Del Norte County Democratic Party was recently awarded a grant from the California Dem-ocratic Party. This grant is dedicated to the mission of amplifying the voices of young voters, nurturing civic engagement, and highlighting the accomplishments of young individuals. This grant does not require a partisan approach.
Inspired by the annual Crescent City Art Walk, Democratic Central Committee member and re-tired educator, Lupe Gutierrez wrote a proposal to develop a program that will engage students at the Del Norte High School and College of the Redwoods to participate in an art contest that we are calling, “The Art of Democracy.”
Lupe partnered with the True North Organizing Network, a non-partisan, apolitical organization that generously contributed cash prizes of $750 for first place, $500 for second and $250 for third. True North provided a presentation to high school students on May 9 and anticipates providing a second presentation on May 29.
More Than Art
This voluntary program will have students from Art, English, History, Marketing and Communi-cation classes participate in creating political art posters with non-offensive and persuasive messaging. Along with the art project we will provide information tied to the common core standards of education.
For example, look at the history of messaging among winning or losing candidates. What influ-enced the population of that time period? (Communication). In Art, how do artists and design-ers determine whether a particular direction in their work is effective?
In Marketing, once you have created a product how do you create a demand for the goods or services produced? In English, how do style, tone and phrase structure capture the audience? Each subject is intertwined to provide a valuable lesson.
Judge the Art
The art will be displayed at the Democratic Head-
quarters during the annual Art Walk on Satur-day July 5 so that the community can view the art and vote to select the top 3 winners. The lo-cal republican party was invited but chose not to participate. If you know of a student that may be interested in submitting art for this contest, they can pick up an application packet at the Democratic Party headquarters at 285 L Street, Crescent City. The office is open 11 AM to 3 PM every Thursday, Friday, and Saturday. The deadline for sub-mittal is 2 PM Saturday, June 15.
The Del Norte Democrats also plan to pay an extra stipend for the right to use selected art to produce magnets, stickers, decals, and postcards that promote democracy. Art will be selected based on whether the art highlights the principles of justice, equity, diversity, inclusion and democracy in our community.
Young Voters
The bottom-line objective is to inspire and motivate young people to vote. Historically the turn
out of voters younger than thirty is tragically low. In our county there is a higher turn out of vot-ers who are older and predominantly white. The low participation by young people means their interests are not as well represented. Ironically the impacts of bad policy decisions are felt the most by younger people who are less affluent than their elders. The lack of affordable housing and good paying jobs are major issues for our younger generation. The long-term effects of climate change will impact young people long after older voters have passed. It is critical that we do whatever we can to help inform young voters of the social imperative of voting and engaging with the government that results from our collective choices. Democracy is not a spectator sport. It is not a viable strategy to sit back and hope that it all works out. We must all fight for the change we want.
Run for Something
It is also worth pointing out that any local young person who is at least 18
years old can run for local office. This November there will be many positions that are open for candidates to run for public office. There are three city council seats that are open. Candidates must reside in Cres-cent City. There will also be vacancies for three Commissioners to the Crescent City Harbor District, three positions on the Library District and two positions on the Health Care District. Candidates for these offices can be a resident that lives anywhere in Del Norte County. These positions are elected by all voters county-wide.
There are also openings for two Trustees for the Del Norte County Unified School District. These candidates must live in either District 3 or District 4. Only voters that live in District 3 and 4 will be able to vote for these candidates. I think the School Board would especially benefit from a younger perspective.

For The Triplicate
The Del Norte Warriors recently enjoyed a history-making 48 hours on the softball field.
After clinching their second straight Big 5 conference title with a doubleheader sweep over Arcata on May 8, just two days later they won a first-ever Charles Lakin H-DNL postseason tournament in Arcata to cap a hectic few days for the team.
The Warriors defeated three-time Charles Lakin tournament champions Fortuna 8-4 in the championship game.
“They are excited,” firstyear Del Norte head coach Aaron Healy said of his players afterwards. “This is a happy moment for these young ladies. They worked hard for this. We’ve had some injuries, but the girls stepped in and got the job done.”
The Warriors secured the Big 5 title with two 10-0 wins over Arcata in Crescent City and they closed out the Big 5 with a record of 10-2, two wins more than any other school. However they had to battle all the way in the Lakin tournament championship game.
After storming out to an early 6-0 lead, a determined Del Norte team appeared to be cruising to victory.
But the Huskies rallied to score four runs in the top of the sixth inning to pull with two and the momentum appeared to have shifted.
With an historic championship on the line, however, the Warriors dug deep and responded in the spirit of true champions.
They would add a pair of insurance runs in the bottom half of the sixth and they closed out the game in emphatic fashion with a three-up, three-down
seventh to seal the win.
“We got in a little trouble in the sixth, but it was kind of nice the way we came back after that,” Healy said.
There is so much to like about this year’s Del Norte team, including the very effective one-two pitching rotation of senior McKenna Curtis and junior Shay Nolan, each of whom shared the workload in the circle and each of whom enjoyed big seasons.
So too did junior catcher Carlee Harper, who played at an MVP level in conference and grew stronger as the season went on, making big plays behind the plate, at the plate and on the bases.
Audrey Phillips at first base and Tsinte Steinruck at third also gave their team a pair of reliable gloves at either corner of the infield and they both rose to the occasion, as did Madison Calleja, who was thrust into the starting lineup when senior standout center fielder Reece White — another key player on this year’s team — suffered what appeared to be a season-ending injury in the conference-clinching doubleheader against Arcata.
“I’m pretty proud of the whole team,” Healy said. “They all stepped up and came together. I think we’re peaking at the right time. Overall, they’re starting to play very well together.”
And that’s not all that caught the attention of Healy.
“(What’s impressed me is) just their determination,” he said. “They don’t give up. There’s a lot of not letting things bother them and moving on and knowing the next at-bat is the most important.”
The celebrations began immediately following the final out.
“They’re floating on air,” Healy added of his

Sacramento law firm, Best, Best and Krieger dispatched attorney Kyler Rayden from its Riverside County office to appear before Superior Court Judge Darren McElfresh to plead for the Restraining Order, only to have the matter continued to a later date. The question must be asked, Is this latest action by the Harbormaster an overreach? What’s lost here is the legal expenditure of flying the attorney from Southern California to Arcata, a car rental, hotel and hourly legal rate to handle a matter many would consider frivolous. No weapons allegations were levied against the Bayside resident.
The Request for the Order was dismissed WITHOUT prejudice (may

3) Impact of Property Values: Not a factor in County Code for a wireless facility use permit. Joint Venture Silicon Valley report confirms no impact on property values. Harbormaster Petrick has not disclosed the public costs for this extreme legal action but in an environment of questionable cash flow challenges, one can only wonder how the CCHD spends precious taxpayer funds. The above legal action was not disclosed via the public agenda and commissioners were not aware of the Work Force Violence Restraining Order (WVRO). Harbormaster Petrick responded, “ … threats were made in regard to my personal safety. The District take (sic) the safety of Staff, residents and visitors seriously. At this time the Harbor has done enough to make the point and threats are not protected speech and the WVRO has been withdrawn without prejudice. I have not yet received billing in the matter.”

voiced objection to project based on debasement of the character of the rural neighborhood, an increase in artificial noise, degradation of rural views and idyllic backdrops for family activities, negative impacts on current wildlife and harmful materials used to construct faux tree needles, disruption of established paths or foraging areas.
The Planning Commission denied the CUP on a 3-1 vote, with Commissioner Keith Rested abstaining due a conflict of interest associated with the
Restraining Order was filed involving CCHD president Harry Adams and Commissioner Brian Stone. The District is not involved with this civil matter, according to Harbormaster Petrick; nonetheless, these matters distract from serving the mission of the Crescent City Harbor District.
Two disgruntled commissioners, Brian Stone and Gerhard Weber, have and continue to express serious concerns about continued Harbor sustainability.
At the recent Harbor meeting, Stone shared his analysis of a grim future for Harbor viability. Commissioner Stone contends the Board has not been totally transparent on several issues and lamented. “If the Board had not bought out the Fashion Blacksmith lease for $2.6 million, the Harbor would not be in
location of his residence and the proposed project.
The Commission cited the following:
• Substantial evidence the proposed project will be detrimental to the health, safety, comfort and general welfare of persons residing or working in the neighborhood when such use is not in harmony with the existing land use or public welfare is in doubt.
• The lack of substantial evidence that a significant gap in coverage exists.
• Substantial evidence exists that the benefit to the

I abstained from the vote (4-0-1) because I knew that we (CCHD) did not have the revenue stream to afford $375,000 over the next 13 years.”
Stone continued, “I do not believe that Harbor staff can generate the needed revenue from the administration from the federal and state grant programs.”
Stone contends total Harbor debt is just under $10.4 million with annual payments of $807,000.
“ The Harbor is losing $65,000 monthly. CCHD reserves will be out of money in five to seven months without a cash infusion.”
Stone disclosed his comments after receiving a letter from CCHD attorneys any statements he makes are as an individual, not reflective of Harbor District sentiment. (Sec-

The final bullet point prompted 1st District Supervisor Darrin Short to make a motion (seconded by Supervisor Joey Borges) to table the discussion to a later date and invited Verizon Wireless to bring back alternate site with suitable locations to be considered.
Several public speakers shared their objection of
the placement of the tower. Public Speaker/ resident Dave Cooper spoke in support of the tower, maintaining a high level of service. Dave Rested, who owns the ten acre parcel adjacent to the proposed site, and four other speakers voiced opposition to the location of the tower.

The Coastal team continued its on-site visits to Pt. St. George and Pacific Shores Subdivision. The Smith River Alliance was awarded a $1.5 million Coastal Conservancy grant in February to implement Tolowa Dee-ni cultural resource protections and construct 1.25 miles of California Coastal Trail, new restrooms, interpretive signage and parking lot improvements, adjacent to the Pt. St. George Trailhead. The Team then headed north to Pacific Shores to see the progress made on the $1.3 million Coastal Conservancy grant also awarded to the Smith River Alliance. $500,000 of those funds is dedicated to pre-acquisition activities for beach, dune, wetland, upland and forested parcels within the Pacific Shores. The balance of the $800,000 will be dedicated to acquiring the vacated residential lots. When the project has been completed, ownership will be transferred to the Dept. of Fish and Wildlife and be part of the expansion of the Lake Earl Wildlife Area.

BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn
whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 916-939-0772 for information regarding the trustee’s sale or visit this internet website http:// www.qualityloan.com using the file number assigned to this foreclosure by the Trustee: CA-23959804-CL. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the internet website. The best way to verify postponement information is to attend the scheduled sale. NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call 916-939-0772, or visit this internet website http://www.qualityloan. com, using the file number assigned to this foreclosure by the Trustee: CA-23959804-CL to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. NOTICE TO PROSPECTIVE
OWNER-OCCUPANT:

Holly O’Konski
2/4/1950 - 2/18/2024
Holly O’Konski Austin crossed the threshold between this world and another in the evening on 2/18/2024. She passed in the comfort of her own bed, surrounded by those she loved most, the hewn timbers and filtered light of the yurt she called home, and a forest formed by the memories and dreams of a lady well-loved and a life well-lived.
Born Holly Ann O’Konski 2/4/1950 in Oakland, CA, the first child of A. Holly Hollingsworth and Chester T. O’Konski. After a happy childhood filled with good food, music and lots of horses, Holly veered south for undergraduate + graduate degrees from UCSD; after erudition she roamed the european countryside with a pack on her back and the byways of the Golden State in a Corvaire named Maybelline. On a trip to the Stanislaus River Holly met Neal Austin - over the years, love blossomed between them; 1980 planted them in a landscape of surreal beauty
Austin
where the Smith River skirts the Siskiyous. Three years later they married, and a son joined them in 1984.
Holly’s passion for uplifting self-expression and underwriting creativity found a worthy outlet beginning in 1989: as Executive Director of DNACA, Holly sought to celebrate all the arts, not just those she practiced. After >20 years of her stewardship, DNACA had doubled its programs --- Artists worked alongside Holly to elevate self-expression from grade schools to master classes, from state prison walls to the Veterans’ Hall.
In retirement, Holly traveled: with her husband to France, Norway and many more cruise ports of call; with her son to New Orleans, Paris, Mexico City, all across Portugal and Spain. These travels fed her soul; when Holly’s body could travel no more, her mind soared in flights of memory and floated on rivers of recall running to

Soon Ae Phillips of Brookings passed away on April 22, 2024. She was born in Korea on March 27, 1937, and came to the United States in 1955. She fell in love with and enjoyed the past 24 years of her life in Brookings.
She had a penchant for styling hair, worked as a beautician, and owned and operated a hair salon for more than 25 years. It has always been a labor of love, allowing her to brighten one’s day and connect personally with her friends and clients.
Her key interests included: fishing, gardening, and spending time with family and friends. She was an avid fisherman. She loved taking her boat out of the
harbor, enjoying the sea and the catch of the day, and competing in Fishing derbies. She won first place, hooking a 50-pound Chinook Salmon, and got her picture on the cover of the Salmon-Trout Steelhead magazine. Her garden was her pride and joy. She worked tirelessly to tend to and nurture her flowers, vegetables, and yard, which also supplied her plant sales to the locals.
Soon Ae loved to cook and host dinner parties, bringing family and friends together to enjoy good food and drink.
Soon Ae will be dearly missed and fondly remembered for her acts of kindness and generosity to those in need.
Soon Ae is survived by her children, James Wolfrom, Patrick Wolfrom, Susan Johnson; her grandchildren, Jessica Wolfrom, Gregory Wolfrom, Sierra Wolfrom, Detrick Washington, Serena Chairs, Marlaina Allen, and Derek Guzman; and, by many other family and friends. She was predeceased by her son, John Wolfrom, her daughter, Marcy Guzman.
