Country Media, Inc. History was made last Tuesday at the Board of Supervisors meeting. After weeks of study, the Del Norte County Board of Supervisors has adopted its first-ever Organizational Strategic Plan effective fiscal year 2024 /25, as recommended by the Strategic Planning Team (SPT). The adoption of this document precedes the release of the State budget, before an anticipated $35 billion deficit has been addressed. The 69 page document addresses operations and ongoing projects for the 15 different departments and establishes a road map of priorities overseen by the Board. According to the Strategic Plan document, the purpose of this strategic tool is to document the results of discussions with the Board, County Leadership and a public workshop held February 29, 2024 and in subsequent public meetings prior to passage. Lately I’ve been feeling disillusioned about the prospects for economic growth in Del Norte County. With the impending demise of the Tri-Agency Economic Development Authority, it is not clear who will lead the efforts to attract new businesses, jobs, and affordable housing that our community so badly needs to thrive.

I decided to attend the annual Economic Summit sponsored by the Crescent City/Del Norte Chamber of Commerce. I wanted to see what was happening with economic development.

I was not sure who was speaking before I went but I was especially interested to hear what the County had to report.

There Is Hope There were many good presentations on local successes that were uplifting and helped to buoy my spirits. There is still hope for creating more housing and better paying jobs. One theme that popped up throughout the conference is that some projects can take a decade or longer to see through to completion.

projects. There was a report on the economic benefits of improving air transportation and a status report on surface transportation projects.

Elk Valley Rancheria

The summit was hosted by the Elk Valley Rancheria, and we heard an update on how their master development plan is progressing. A couple years ago the Elk Valley Rancheria opened a new casino, restaurant, and event center in a beautiful location on a hill overlooking the ocean south of Crescent City.

What people may not remember is that their master development plan is twenty years old. It required persistence and determination to push this plan forward. It took eight years just to get approval to purchase the Martin Ranch and put the land into trust so that the development could begin.

Recently the Elk Valley Rancheria opened a fuel mart on the road to the casino and has started to build the “Elk Trails Project” with interpretive signs and platforms to facilitate viewing of the resident elk herd. They also plan to build a 92-room hotel with views of South Beach. This is what economic development looks like.

Tolowa Dee-ni’

We heard about the many projects that the Tolowa Dee-ni’ Nation has completed recently. They constructed six new homes for tribal elders, implemented homeless housing assistance, and run a food distribution program that serves 125 households.

Food and housing are critical elements of economic development.

Though these services are for tribal members only, they emphasized how these tribal projects help the entire community. They are doing their part to solve issues that are county-wide, and their efforts reduce the burden on the County. They also have an “Early Head Start” child development center that is open to all.

The largest multiyear project that the Tolowa have in progress is the Howonquet Village and Resort. They have purchased and are redeveloping the old Ship Ashore Resort. The old hotel will be removed by the end of this year, literally clearing the way for the construction of a new resort village which will draw in more tourists.

Big Embarrassment

After listening to these very informative presentations, the morning session

ended with Dean Wilson representing Del Norte County. I was curious to hear what economic development projects the county is working on. When he was finished several people commented that his speech was an embarrassment.

Wilson launched into a comedy routine with tonedeaf jokes and politically incorrect humor. He shared a cop story describing a person with mental illness “wearing a tinfoil hat.”

He told a joke about the “midget” he encountered during the local filming of Star Wars. It was all very cringe. Economic development is not a joke.

When Wilson eventually veered close to discussing the county’s economic development efforts, he made a cursory reference to the County’s economic development plan without referring to any specific projects. When he mentioned the adopted County housing plan he said, “Its mandated otherwise you wouldn’t do it.”

Crescent City Shines

The highlight of the afternoon session was a presentation by City Manager Eric Wier. He described the many projects that the city is working on with the strategic vision to make Crescent City a destination

city. Wier quoted an old saying. “Success is where preparation meets opportunity.” This describes Crescent City’s efforts.

Wier explained that for the twenty years that he has worked for the City, improvements to Front Street have been a priority. The City cobbled together funding from a variety of sources and as of today, half of the Front Street project is completed. Funding has been secured to complete the project by the end of next year.

The City also plans to establish a one stop Welcome Center, build a transit center across the street, and add amenities to Beachfront Park. The City’s most monumental success is the development of more than 300 new housing units. Some of these projects were years in the planning, but the hard work of City staff is paying off.

Successful Summit

This was one of the best local economic summits that I have attended. It featured a high school student panel to share their thoughts and wishes. There were informative presentations from Crescent City Harbor, Sutter Coast Health, Del Norte Unified School District, Food

Council and Partnership for the Performing Arts. So many good people and organizations are working hard every day to make improvements to our community. Healthcare, housing, food, education, arts, transportation, childcare, and new business development are all essential components of an economically vibrant community. There is much more to be done, but it is encouraging to see the collaboration and determination on display at this summit. Sometimes it is hard to recognize progress when change happens slowly, but if we step back and look, occasionally the picture becomes clearer.

We can agree on the inevitable

I have researched the issue of Wind Power along with the many arguments both pro and con, however in the end everyone in the arguments has come to agree, “it is going to happen.”

I too must agree that it is inevitable. Based on the inevitability of “Wind Power” off our coast, let’s make sure we have a say in as many of the discussions as possible.

I have sent a letter to the Board of Supervisors stating my understanding of their reservations, however holding up the JPA for a process that will occur regardless of their attempts to remove it from the agreement, will only damage the purpose of the Joint Powers and the potential for improvements to Del Norte County.

I asked them to reconsider approving the amended agreement and move forward for the betterment of Del Norte County and its residents. I also stated I would like to see our Board representative take a strong hand in moving the Joint Powers to great things for our community.

• Ryan Cooley, Director of the Border Coast Regional Airport Authority reported the Del Norte Regional Airport (CEC) “… is one of the largest economic engines in our community.” Total estimated annual economic output is $22.6 million.

• Del Norte Transportation Executive Director Tamera Leighton accompanied by Deputy Director Richard Mullen District 1 Cal Trans and Projects manager Brandon Larsen updated the community on the Dr. Fine bridge demolition this Summer, STAA improvements along 199, a new left turn in front of the Smith River Dollar Tree on 101 and the selected choice soon to be announced on the route for Last Chance Grade.

Combined Airport and visitor-by-air economic activity supports 119 local Full-Time Equivalent jobs and produces $7.5 million in annual labor income. Cooley acknowledged Joint Powers Authority members for contributing $416,000 for upcoming taxi and Runway 18-36 rehabilitation to be completed this summer.

• Emily Reed Chamber President and Tolowa Deeni’ Administrative Services shared with the public the impact of the Nation’s $16 million annual employees’ salaries contribution, annual donations of $44,000 and $59,000 in community contributions from the Tolowa Dee-ni’ and Casino, respectively. Reed referenced the Tribe’s latest major ongoing projects: The Tribal Justice Center and the refurbishment of the Howonquet Resort and restaurant.

Store Manager Mata heaped plenty of praise on associates, his marketing team and vendors who assisted in making the difficult transition during the remodel, with no store closure.

Del Norte Fishing Group Offers Helpful Hints on How to Abide by New Fishing Rules this Season

The Fishing season is fraught with all kinds of restrictions this year, both on the ocean and up the Klamath. ^The Crescent City Fishing Group offers sage advice on navigating the new rules and restrictions coming from the California Dept of Fish and Wildlife (CDFW).

• Quillback are prohibited to keep. If you catch one, use your mandatory descending device to release the Quillback to the depth you caught the restricted fish.

• Yelloweye are prohibited to keep. Same advice, if you catch a yelloweye, use the descending device to return the species back to the depth in which you caught it.

• Please DO NOT keep Canary’s Coppers and China’s. All three of these species are presently on the federal and state watch list.

• The sign was placed at the Harbor boat to help notify fisherman of the current situation with restrictions enforced by the CDFW.

• PFMC, NOAA and

CDFW with their many subcommittees have started a Quillback Rebuilding Plan. These Advisory groups have adjusted the shoreline to 20 fathom line and 50 fathom line seaward, permitting anglers to continue to fish. The Rebuilding Plan is working: the 20 fathom or shallower threshold has reduced the Quillback mortality rate

from 23 percent down to nine percent.

• The Fishing Group continues to request hook and line data and how the absence of fishing will impact the local economy.

• Proper descending devices are required on all boats, including kayaks.

• Salmon season is closed again this year. Oregon opens for salmon, May 16. You’re allowed to keep two halibut a day in Oregon. You must possess an Oregon Fishing license.

The Strategic Planning Team (SPT) consists of top County administration who answer to the Board of Supervisors. Assistant CAO Randy Hooper was the lead presenter who delivered the Document to the Board. Don Ashton of Nevada County and consultant for Municipal Services Group acted as facilitator for the SPT.

Prior to adoption of the comprehensive Plan, a Strength, Weaknesses, Opportunities and Threats (SWOT) survey was sent out to the public and upon return of the surveys the Foundational Elements of County Vision, Mission and Values were established and adopted by the Board.

Board priorities were divided into four Focus areas:

• County Staffing and Capacity (CSC)

• Infrastructure and Economic Development (IED)

• Law, Justice and Homelessness (LJH)

• General Governance and Budget.

Supervisors shared their comments and concerns.

3rd District Supervisor Chris Howard indicated a reluctance to approve the entire scope of recommended actions due to the capacity of the County’s existing staff to take these items on. Joined by 2nd District Supervisor Valerie Starkey, Howard also expressed hesitation with approving the actions without a subsequent opportunity for the Board to consider the items in the Plan. Starkey hoped to see details at the Tuesday last meeting. She also questioned the salary compensation analysis with the reality the County may be unable to

meet recommended salary thresholds. Starkey also addressed County housing needs on a limited General Fund budget.

1st District Supervisor Darrin Short emphatically opposed any Ordinance concerning short-term vacation rentals. 4th District Supervisor Joey Borges countered Short’s motion and openly asked Short if restrictions on vacation rentals existed. Short said other than septic requirements, there were no restrictions on short-term rentals. Borges responded, “…it’s a good thing to have a discussion on vacation rentals.” The motion by Short to remove vacation rentals from the Strategic Plan was seconded by 5th District Supervisor and Board Chairman Dean Wilson. The vote to exclude vacation rental discussion from the Strategic Plan did not pass. Starkey, NO; Borges, NO; Short, YES; Wilson, YES. The vote was 2-2 with Supervisor Chris Howard ABSTAINING. Chair Wilson spoke in support of the Organizational Strategic Plan. “The Plan sets options for Board direction. Only emergency items can alter Board priorities, and then only by majority vote of the Board. The Board can now chart a course and all progress on projects may be monitored by the public.” The vote to approve the 24/ 25 Strategic Plan PASSED in tact: Starkey, YES, Short, NO. Borges. YES, Wilson, YES. Final was 3-1. Howard again ABSTAINED. INITIATIVE MEASURE TO BE SUBMITTED DIRECTLY TO THE VOTERS.

The City Attorney has prepared the following title and summary of the chief purpose and points of the proposed measure: Title: Initiative Measure to repeal local one percent sales tax. Summary: On November 3, 2020, City voters approved Measure S, a local tax measure that imposes a1.0% transactions and use tax within the City limits. A “transactions and use tax” is commonly referred to as a “sales Tax”. A 1.0% sales tax is equal to one cent for every dollar of a taxable retail purchase. The tax does not apply to most food purchases such as groceries or prescription medications. The tax revenues generated by the local sales tax are deposited into the City’s General Fund which supports a variety of general municipal services, including, but not limited to the following: emergency response services provided by the Crescent City Fire Department and the Crescent City Police Department; maintenance and repair of City streets and sidewalks; and the maintenance and operation of the Fred Endert Municipal Swimming Pool. The Measure S ordinance requires the City Council to appoint an oversight committee, made up of 5 city residents, to review and publicly report on the expenditure of Measure S revenues. In addition, the Measure S ordinance requires an independent audit of local tax revenues and expenditures to be conducted each year in conjunction with the City’s annual financial audit. The City Council has also tasked the oversight committee with advising on the expenditure of Measure S revenues as part of the City’s annual budget process. Based on the first two full fiscal years of collecting the tax, Measure S generated an average of $2.28 million in revenue each year. If approved by the voters, this initiative would repeal the 1.0% local sales tax within the city limits. This means that individuals who shop in the City would spend 1.0% less per taxable retail transaction, and that the City would receive approximately $2.28 million less each year to fund general City municipal services and functions including the Fire Department, the Police Department, the Fred Endert Municipal Pool, and street and sidewalk repairs. The Triplicate office like a bundle of literary energy. The stories came out of her like an exploding volcano. “ I grew up in what I refer to as God’s Country.”

Now, Moore has written and published , The Raging Klamath- Remembering a Playground of Plenty.

Author Moore writes an historical, environmental memoir about growing up in Klamath.

Prior to 1926, Klamath did not exist. Moore shares with her readers, the two sides of real life on the Klamath: One side was filled with adventure,

bonding and will to overcome; on the other side was tragedy, destruction and hardship.

Moore writes about her life in Klamath during the 50’s and 60’s, an isolated place of abounding beauty and abundant resources with occasional severe floods, storms and droughts. Author Moore shares her memoirs of being raised on the Yurok Reservation, living in Terwer Valley-Klamath Glen, five miles upriver from the Ocean. As many as 2,000 folks lived in Klamath in 1950 just prior to Sherry’s birth.

Moore chronicles her life with memories of the floods of ’53, ’55 and the

“worst ever…” floods in 1964.

The book covers 233 pages of fascinating little-known facts about Klamath, its settlers and families who continue to reside in “ God’s country.”

The Raging Klamath is dedicated to the Restoration, Preservation and People of the Klamath in pays homage to the memories of Leonard Warren “ Slick” Sowers, Patricia Jean Townsend, Ann “ Annie” Murphy and Patrick Joseph Townsend.

Del Norte sophomore sets new league record in the 100 meters

Del Norte’s Deken Hanks is rewriting the Humboldt-Del Norte League record books in track and field this spring, and you get the sense he’s far from done as he continues to build momentum ahead of the postseason.

In just his sophomore campaign, the sensational Hanks recently broke the school record in the 100 meters twice in just three days, while also setting a new league record and officially becoming the fastest athlete in the history of the H-DNL.

Hanks, who is the defending league champion in both the 100 and 200m, will compete in this year’s league championships at McKinleyville High School on Saturday, before turning his attention to next week’s North Coast Section championships.

And he is expected to make a lot of noise at both meets.

Competing on his home track at Del Norte on April 24, Hanks set a PR in the 100m and broke the old Del

Norte High School record with a blistering time of 11 seconds flat.

Just three days later, Hanks and his teammates traveled to Medford, Ore., to compete at the Phoenix Invitational and he smashed that PR by almost a quarter of a second, setting a new league record with a time of 10.76 seconds.

The previous H-DNL record of 10.8 seconds, which was set by Eureka’s Khack Khongsaedao, had stood for 23 years. And Hanks wasn’t done yet.

Later in the day, he set a new Del Norte school record in the 200m as well, winning the race in a time of 21.96 seconds, which is the third fastest time ever in league history.

But none of that really surprised Del Norte head coach Taylor Duncan, and it’s something the impressive Hanks has been building towards.

“The nice thing with Deken is he’s always wanting to do extra, he’s always wanting to work,” the coach said. “He really takes it seriously and has really

grown as an athlete.

“He’s starting to understand the mental side of the sport. Sprinting is really a mental thing, and he’s really been working hard on that and buying into it.”

Remarkably, Duncan believes Hanks’ performance in the 100m that day could have been even better.

“His 100 was great, but his start wasn’t as good as it could have been,” said the coach, who added, “There’s definitely a lot of room to improve, which is cool. The sky’s the limit.”

Two State Agencies Take Far Different Approaches on How to Manage Sea Level Rise

sea level rise. In San Francisco, the Army Corps of Engineers is developing a $13.5 billion plan to radically reshape the city’s bayfront by raising the Embarcadero by as much as 7.5 feet, “floodproofing” Fisherman’s Wharf and adding numerous protective systems in the southern part of the city. This range of methods is welcomed by officials at the Bay Conservation Development Commission, the state agency that must approve all projects around

the bay. “We recognize there’s no one-size-fits-all response to sea level rise,” Jessica Fain, director of planning for the Commission, told the San Francisco Chronicle. Smart Coast California, a nonprofit established in 2019 to educate the public about the importance of smart land use policies affecting California’s 1,100 miles of coastline, couldn’t agree more. California’s coastal communities need to be protected for residents and visitors alike, and there is a wide range of possible solutions. These include artificial reefs, man-made barrier sand dunes (living shorelines), kelp forests and beach replenishment ¬– as well as

armoring when absolutely necessary.

But along those 1,100 miles of coastline, another state agency sees things much differently. The California Coastal Commission, which holds immense power over land use up and down the Pacific coast, believes the best solution in most instances is simply to let the ocean take over –euphemistically referred to as “managed retreat.”

That makes sense in many areas. But there are many important coastline developments that can and must be protected.

For example, Pacifica –just 14 miles as the crow flies from the Embarcadero – has been locked into a struggle with the Coastal

Commission for over a decade because the city rejects wholesale managed retreat and seeks to respect existing neighborhoods through the adoption of “special resiliency areas” that would include maintaining existing armoring. Fortunately, there are glimmers of hope that the Coastal Commission may be taking a second look at its position. It has approved some Local Coastal Plan updates that allow protection of vital areas like Morro Bay’s Embarcadero. And at the Smart Coast California Policy Summit in Orange County last year, a senior Coastal Commission executive acknowledged that a mix of strategies are needed.

“We’re going to need combinations of strategies over time to effectively carry out the goals and objectives of the Coastal Act and appropriately protect our coastline,” said Coastal Commission’s Chief Deputy Director Madeline Cavalieri. “So, if we accept that there has to be a mix of strategies in different areas over the next decades,

from shoreline armoring to managed retreat and everything in between, then the challenge becomes how can we work proactively to ensure that the mix of strategies adequately meets the needs of the community and protects coastal resources over time.”

There are other factors to consider as well. Since statehood, Californians have had the inalienable right to protect their property. If local governments follow the Coastal Commission’s guidance and block property owners from protecting their structures, they would have the right to compensation at fair market value – a right enshrined in the state Constitution. Plans that prohibit protection efforts need to address who would pay and where the money would come from. After all, the total value of coastal property at risk from sea level rise would be in the trillions of dollars.

Uncertainty about how extensive sea level rise might be 75 years from now is another consideration. The latest state

guidance finds that sea levels should rise by about 0.8 feet by 2050, but that a broader range of between 1.6 feet and 3.1 feet is likely by 2100, although higher amounts cannot be ruled out. Because of that uncertainty, we believe a “tiered response” approach makes sense, triggering actions in the future based on what actually occurs. Sea levels are rising and must be addressed, but a mix of science-based strategies rather than a “one size fits all” approach is what communities up and down the coast are looking for. It’s time for the Coastal Commission to adapt the same pragmatic approach as its sister state agency when it comes to how to address sea level rise.
